Social and regional inequality remained of secondary importance in the 2017 House of Representatives election, especially in comparison to national security and constitutional reform. Still, the election victory of the coalition between the Liberal Democratic Party (LDP) and Kōmeitō was also due to its ability to shape the debate concerning Japan’s political-economic model of growth and inequality. Abenomics and regional revitalization were the dominating policies, which opposition parties criticized without having a real counter-model. A more detailed analysis shows, however, that (...) Abenomics has not yet fulfilled its promise of shared growth, and that the governing coalition’s discursive control over the political-economic agenda has significantly weakened. What determines whether interest groups choose to contact politicians or bureaucrats? Despite the importance of this question for policymaking, democracy, and some prominent principal-agent understandings of politics, it is relatively unexplored in the literature. We argue that government stability plays a major part in interest groups decisions is their assessment of the likelihood that politicians currently in power will continue to be in the future. We deduce logical, but totally contrasting hypotheses, about how interest groups lobby under such conditions of (...) uncertainty and then test these using a heteroskedastic probit model that we apply to a unique longitudinal survey of interest groups in Japan. We find that when it is unclear if the party controlling the government will maintain power in the future, interest groups are more likely to contact the bureaucracy. When it is believed that the party in power will retain control for a considerable period, interest groups are more inclined to contact politicians. In addition, during times of government uncertainty, interest groups that are supportive of the governing party (or parties) are more likely to contact politicians and those that are less supportive will be more likely to contact bureaucrats. Consumption is essentially an institutional action. While both the formal institutional environment and cultural embeddedness shape consumption, individuals may reciprocally amend the institutional setting through consumption choices that challenge the prevalent institutional constraints. This paper reconciles theoretical and conceptual premises from institutional and practice theory literature to study the sustainability of consumption. Using institutional ethnography as a methodological approach, the study explores the pendulum between embeddedness and agency in shaping the sustainability of day-to-day consumption of necessary goods; and further, how (...) the external institutional environment may interact with human behaviour to contribute towards sustainability. The study finds a hierarchy of informal institutions, each level of which interacts differently with external changes. For example, sustainability is found to be more widespread the more it is embedded in practices, and this is a result of overall institutional development beyond regulation and choice editing. The results also highlight the importance of understanding unintentional sustainability in consumption practices. (shrink)

The fundamental cognitive problem for active organisms is to decide what to do next in a changing environment. In this article, we analyze motor and action control in computational models that utilize reinforcement learning (RL) algorithms. In reinforcement learning, action control is governed by an action selection policy that maximizes the expected future reward in light of a predictive world model. According to radical enactivists, cognitive sciences should abandon the representational framework. Perceptuomotor cognition and action control are often provided as paradigmatic examples of nonrepresentational cognitive phenomena. In this article, we illustrate how motor and action control are studied in research that uses reinforcement learning algorithms. Crucially, this approach can be given a representational interpretation. Hence, reinforcement learning provides a way to explicate action-oriented views of cognitive systems in a representational way.

CRISPR is widely considered to be a disruptive technology. However, when it comes to the most controversial topic, germline genome editing (GGE), there is no consensus on whether this technology has any substantial advantages over existing procedures such as embryo selection after in vitro fertilization (IVF) and preimplantation genetic diagnosis (PGD). Answering this question, however, is crucial for evaluating whether the pursuit of further research and development on GGE is justified. This paper explores the question from both a clinical and (...) a moral viewpoint, namely whether GGE has any advantages over existing technologies of selective reproduction and whether GGE could complement or even replace them. In a first step, I review an argument of extended applicability. The paper confirms that there are some scenarios in which only germline intervention allows couples to have (biologically related) healthy offspring, because selection will not avoid disease. In a second step, I examine possible moral arguments in favour of genetic modification, namely that GGE could save some embryos and that GGE would provide certain benefits for a future person that PGD does not. Both arguments for GGE have limitations. With regard to the extended applicability of GGE, however, a weak case in favour of GGE should still be made. (shrink)

At the heart of this book is the age-old question of how law and morality are related. The legal positivist, insisting on the separation of the two, explicates the concept of law independently of morality. The author challenges this view, arguing that there are, first, conceptually necessary connections between law and morality and, second, normative reasons for including moral elements in the concept of law. While the conceptual argument alone is too limited to establish a sufficiently strong connection between law (...) and morality, and the normative argument alone fails to address the nature of law, the two arguments together support a nonpositivistic concept of law, toppling legal positivism qua comprehensive theory of law. There is growing interest in contact tracing apps for pandemic management. It is crucial to consider ethical requirements before, while, and after implementing such apps. In this paper, we illustrate the complexity and multiplicity of the ethical considerations by presenting an ethical framework for a responsible design and implementation of CT apps. Using this framework as a starting point, we briefly highlight the interconnection of social and political contexts, available measures of pandemic management, and a multi-layer assessment of CT apps. (...) We will discuss some trade-offs that arise from this perspective. We then suggest that public trust is of major importance for population uptake of contact tracing apps. Hasty, ill-prepared or badly communicated implementations of CT apps will likely undermine public trust, and as such, risk impeding general effectiveness. (shrink)

This essay presents a version of divine command metaethics inspired by recent work of Donnellan, Kripke, and Putnam on the relation between necessity and conceptual analysis. What we can discover a priori, by conceptual analysis, about the nature of ethical wrongness is that wrongness is the property of actions that best fills a certain role. What property that is cannot be discovered by conceptual analysis. But I suggest that theists should claim it is the property of being contrary to the (...) commands of a loving God. This claim, if true, is a necessary but not an a priori truth. It also is a claim, not about the way in which some believers use the word 'wrong,' but about the wrongness that virtually everyone talks about. This position is distinguished from the author's previous views, and from a holistic development of the latter proposed by Jeffrey Stout. (shrink)

The author carefully analyzes myths, legends, monstrous characters, paradoxes, parables and linguistic puzzles as strategically placed techniques for systematically tapping and channeling the spiritual dimensions of the mind. Allinson takes issue with commentators who have treated the Chuang-Tzu as a minor foray into relativism. Chapter titles are re-translated, textual fragments are relocated, and inauthentic, outer miscellaneous chapters are carefully separated from the transformatory message of the authentic, inner chapters. Each of the inner chapters is shown to be a building block to the next so that they can only be understood as forming a developmental sequence. Technologies and artefacts have long played a role in the structure of human memory and our cognitive lives more generally. Recent years have seen an explosion in the production and use of a new regime of information technologies that might have powerful implications for our minds. Electronic-Memory, powerful, portable and wearable digital gadgetry and “the cloud” of ever-present data services allow us to record, store and access an ever-expanding range of information both about and of relevance to our lives. Already, (...) for a decade we have been carrying around expansive gadgetry which allows us to collect, store and use what would have been almost unimaginable amounts of digital information only a short time ago. Now, thanks to the wireless internet adding vast processing and storage potential to the powerful portable devices which many of us carry constantly or wear, this information can be accessed and customised in an ever-greater variety of ways. How should we assess the implications of the new portable and pervasive cognitive technologies on offer? Does E-Memory and the wider panoply of cloud-enabled cognitive technologies really promise, or threaten, a radical change to the human cognitive abilities and perhaps the very nature of our minds? If so, how are we to assess the possibilities and attempt to understand whether they offer a hopeful or dangerous turn in the human condition? This investigation is structured around four related factors of the new technology: Totality, Practical Incorporability, Autonomy and Entanglement. We use these factors to inquire into the implications of this cloud-based memory technology for our minds and our sense of self. (shrink)

We respond to Stephen T. Davis’ criticism of our earlier essay, “Assessing the Resurrection Hypothesis.” We argue that the Standard Model of physics is relevant and decisive in establishing the implausibility and low explanatory power of the Resurrection hypothesis. We also argue that the laws of physics have entailments regarding God and the supernatural and, against Alvin Plantinga, that these same laws lack the proviso “no agent supernaturally interferes.” Finally, we offer Bayesian arguments for the Legend hypothesis and against the (...) Autism is often taken to be a specific kind of mind. The dominant neuro‐cognitivist approach explains this via static processing traits framed in terms of hyper‐systemising and hypo‐empathising. By contrast, Wittgenstein‐inspired commentators argue that the coherence of autism arises relationally, from intersubjective disruption that hinders access to a shared world of linguistic meaning. This paper argues that both camps are unduly reductionistic and conflict with emerging evidence, due in part to unjustifiably assuming a deficit‐based framing of autism. It then develops (...) a new Wittgensteinian account—autism as a different form of life—which avoids these issues. Rather than autistic systemising being the basis of autistic cognition, it is taken to be a reaction to pre‐epistemic and semantic anxieties that come with developing as a minority within a different form of life. This re‐framing can provide a coherent account of the autistic mind, and has significant conceptual, practical, and ethical implications. (shrink)

If we are flexible, hybrid and unfinished creatures that tend to incorporate or at least employ technological artefacts in our cognitive lives, then the sort of technological regime we live under should shape the kinds of minds we possess and the sorts of beings we are. E-Memory consists in digital systems and services we use to record, store and access digital memory traces to augment, re-use or replace organismic systems of memory. I consider the various advantages of extended and embedded (...) approaches to cognition in making sense of E-Memory and some of the problems that debate can engender. I also explore how the different approaches imply different answers to questions such as: does our use of internet technology imply the diminishment of ourselves and our cognitive abilities? Whether or not our technologies can become actual parts of our minds, they may still influence our cognitive profile. I suggest E-Memory systems have four factors: totality, practical cognitive incorporability, autonomy and entanglement which conjointly have a novel incorporation profile and hence afford some novel cognitive possibilities. I find that thanks to the properties of totality and incorporability we can expect an increasing reliance on E-Memory. Yet the potentially highly entangled and autonomous nature of these technologie pose questions about whether they should really be counted as proper parts of our minds. (shrink)

While 4E cognitive science is fundamentally committed to recognising the importance of the environment in making sense of cognition, its interest in the role of artefacts seems to be one of its least developed dimensions. Yet the role of artefacts in human cognition and agency is central to the sorts of beings we are. Internet technology is influencing and being incorporated into a wide variety of our cognitive processes. Yet the dominant way of viewing these changes sees technology as an (...) outside force “impacting” on our minds. Within this context, Material Engagement Theory seems well poised to help make sense of our cognitive involvement with the Internet as MET is precisely concerned with grasping the role of material culture in human cognition. This paper explores some of the resources MET provides to think through the effects the internet is having on human agency. This paper uses MET as a starting point for examining the way Internet technology can be involved with human agency, both to the provide a much needed and more adequate theorization of these phenomena, but also to illustrate ways in which the consideration of artefacts can be given a more central and adequate place within the 4E cognitive sciences.
