The Nuffield Council on Bioethics examines ethical issues raised by new developments in biology and medicine. Established by the Nuffield Foundation in 1991, the Council is an independent body, funded jointly by the Foundation, the Medical Research Council and the Wellcome Trust. Independence and quality are the underlining principles of the Council, and the way the Council works has been designed to ensure that its reports are thorough, authoritative and provide a novel, policy-oriented approach to difficult (...) ethical dilemmas. Recent reports have considered the issues raised by public health and critical care decisions in fetal and neonatal medicine. H.B.D. Kettlewell is best known for his pioneering work on the phenomenon of industrial melanism, which began shortly after his appointment in 1951 as a Nuffield Foundation research worker in E.B. Ford's newly formed sub-department of genetics at the University of Oxford. In the years since, a legend has formed around these investigations, one that portrays them as a success story of the 'Oxford School of Ecological Genetics', emphasizes Ford's intellectual contribution, and minimizes reference to assistance provided by (...) others. The following essay reviews the important influence Ford, E.A. Cockayne, and P.M. Sheppard played in Kettlewell's research, leading up to his most famous experiments in 1953. It documents several reasons for doubting that Ford was as intellectually involved in the design of these investigations as he has previously been portrayed. It clarifies Kettlewell's intellectual contribution to the investigations for which he is famous, as well as the pivotal roles Cockayne and Sheppard played in the design, execution and interpretation of these investigations. Recent research points to the fact that new medical technological innovations are just as relevant in the context of long‐term care or chronic care as they are in the context of acute care. In the spirit of the Nuffield Foundation recommendations, this paper explores the possibilities of using robotic aides in long‐term care and identifies the tensions that must be considered and addressed if robotics is to be introduced successfully in nursing homes. Our examination is two‐pronged. First, we (...) delve into a fundamental issue surrounding AI, namely that of consciousness. We argue that automation will always have only a limited use in caregiving since caregiving as an activity requires the use of human‐type, that is, organic, consciousness. We support the thesis that the emergence and formation of human‐type consciousness require feelings such as empathy and the sense of touch, which, in turn, create the sense of kinship with fellow human beings. And second, we examine the benefits as well as risks of using robotic aides such as ZORA and PARO in long‐term care facilities. More specifically, we look at ZORA's use in a group setting, and PARO's use in an individual setting. We emphasize that long‐term care is one‐on‐one care, including but not limited to intimate care. Crucially, we argue that touch is at the heart of this type of care. We argue that some of the tensions with the use of robotic aides are generated precisely because of the lack of human touch. From the 1950s to the 1970s, a group of physician–researchers forming the ‘Liverpool school’ made groundbreaking contributions in such diverse areas as the genetics of Lepidoptera and human medical genetics. The success of this group can be attributed to the several different, but interconnected, research partnerships that Liverpool physician Cyril Clarke established with Philip Sheppard, Victor McKusick at Johns Hopkins University, the Nuffield Foundation, and his wife Féo. Despite its notable successes, among them the discovery of the method (...) to prevent Rhesus haemolytic disease of the newborn, the Liverpool School began to lose prominence in the mid-1970s, just as the field of medical genetics that it had helped pioneer began to grow. This paper explores the role of partnerships in making possible the Liverpool school's scientific and medical achievements, and also in contributing to its decline. (shrink)

Sir Patrick Nairne, who has died aged 91 years, was a distinguished senior civil servant and academic, who among many other accomplishments and achievements, made a significant contribution to the development of medical ethics in the UK. Sir Patrick is perhaps best known in this context as the founding chairman, from 1991 to 1996, of the Nuffield Council on Bioethics, the independent ethics advisory body cofunded by the Nuffield Foundation, the Wellcome Trust and the Medical Research Council, (...) which is deservedly regarded as the closest British equivalent to a national ethics committee. Two or three years prior to the creation of the Nuffield Council however, Sir Patrick had chaired an Institute of Medical Ethics working party on the ethical implications of HIV infection and AIDS, one of a series of enquiries .. Following some years of declining health, Professor Maurice Crosland passed away on 30 August 2020 at the age of eighty-nine. Author of four influential scholarly monographs, Maurice played major roles in the British Society for the History of Science during the 1960s and 1970s as an active Member of Council, Honorary Editor of the British Journal for the History of Science and Honorary President of the society. His academic career began in 1963 with his appointment to a lectureship in the (...) History & Philosophy of Science at the University of Leeds. In 1974 the by-then Reader in History of Science secured a £100,000 Nuffield Foundation Grant with which to establish, for the first time, a dedicated history-of-science group at the University of Kent at Canterbury. Appointed Professor of the History of Science and Director of the Unit for the History, Philosophy and Social Relations of Science, his objectives during the five-year Nuffield-funded period were to focus on promoting the research activities of the new group, build up much-needed library resources in a university which was barely ten years old, and effect a transition to a research and teaching Unit that would offer modules to undergraduates in each of the three principal faculties. His own research centred on French science during and after the Napoleonic period, with particular emphasis on the history of chemistry and the formal institutions and informal networks of Parisian science. In 1984 his work was recognized with the American Chemical Society's award of the Dexter Prize, a rare achievement for a British scholar. (shrink)

In the decades after the Second World War, learned society publishers struggled to cope with the expanding output of scientific research and the increased involvement of commercial publishers in the business of publishing research journals. Could learned society journals survive economically in the postwar world, against this competition? Or was the emergence of a sales-based commercial model of publishing – in contrast to the traditional model of subsidized journal publishing – an opportunity to transform the often-fragile finances of learned societies? (...) But there was also an existential threat: if commercial firms could successfully publish scientific journals, were learned society publishers no longer needed? This paper investigates how British learned society publishers adjusted to the new economic realities of the postwar world, through an investigation of the activities organized by the Royal Society of London and the Nuffield Foundation, culminating in the 1963 report Self-Help for Learned Journals. It reveals the postwar decades as the time when scientific research became something to be commodified and sold to libraries, rather than circulated as part of a scholarly mission. It will be essential reading for all those campaigning to transition academic publishing – including learned society publishing – away from the sales-based model once again. (shrink)

There is a growing consensus among philosophers of science that core parts of the scientific process involve non-epistemic values. This undermines the traditional foundation for public trust in science. In this article I consider two proposals for justifying public trust in value-laden science. According to the first, scientists can promote trust by being transparent about their value choices. On the second, trust requires that the values of a scientist align with the values of an individual member of the public. (...) I argue that neither of these proposals work and suggest an alternative that does better. When scientists must appeal to values in the course of their research, they should appeal to democratic values: the values of the public or its representatives. (shrink)

Presentism states that everything is present. Crucial to our understanding of this thesis is how we interpret the ‘is’. Recently, several philosophers have claimed that on any interpretation presentism comes out as either trivially true or manifestly false. Yet, presentism is meant to be a substantive and interesting thesis. I outline in detail the nature of the problem and the standard interpretative options. After unfavourably assessing several popular responses in the literature, I offer an alternative interpretation that provides the desired (...) result. This interpretation is then used to clarify the distinction between ‘real change’ from mere variation and temporal relativisation. Reflecting on my solution, I try to diagnose the source of confusion over these issues. Then, building upon Fine’s distinction between ontic and factive presentism, I elucidate what the presentist thesis specifically concerns and how best to formalise it. In the process I distinguish a weak and strong version of the presentist thesis. Finally, I end by drawing out some limitations of the paper. (shrink)

It is common to cite the child’s “right to an open future” in discussions of how parents and the state may and should treat children. However, the right to an open future can only be useful in these discussions if we have some method for deriving the content of the right. In the paper in which he introduces the right to an open future Joel Feinberg seems to provide such a method: he derives the right from the content of adult (...) autonomy rights. In this paper I argue that his argument fails. If it is to give us guidance about the content of the child’s right to an open future, then the right should be interpreted as a right to a maximally open future. But this strong interpretation is unjustified: the arguments that can be found in Feinberg in favor of the right are invalid, and, in any case, this interpretation has implausible implications. A moderate interpretation of the right to an open future, according to which children have a right to acquire some reasonable range of skills and options, is more plausible. However, if a moderate interpretation is correct, there is not only no argument in Feinberg to support it, there is also no method for deriving the content of the right. Without such a method we have to bring in other moral considerations in order to work out the limits on parental discretion and what children are owed. Computation is central to the foundations of modern cognitive science, but its role is controversial. Questions about computation abound: What is it for a physical system to implement a computation? Is computation sufficient for thought? What is the role of computation in a theory of cognition? What is the relation between different sorts of computational theory, such as connectionism and symbolic computation? In this paper I develop a systematic framework that addresses all of these questions. Justifying the role of computation (...) requires analysis of implementation, the nexus between abstract computations and concrete physical systems. I give such an analysis, based on the idea that a system implements a computation if the causal structure of the system mirrors the formal structure of the computation. This account can be used to justify the central commitments of artificial intelligence and computational cognitive science: the thesis of computational sufficiency, which holds that the right kind of computational structure suffices for the possession of a mind, and the thesis of computational explanation, which holds that computation provides a general framework for the explanation of cognitive processes. The theses are consequences of the facts that (a) computation can specify general patterns of causal organization, and (b) mentality is an organizational invariant, rooted in such patterns. Along the way I answer various challenges to the computationalist position, such as those put forward by Searle. I close by advocating a kind of minimal computationalism, compatible with a very wide variety of empirical approaches to the mind. This allows computation to serve as a true foundation for cognitive science. (shrink)

The rejection of rhetoric has been a constant theme in Western thought since Plato. The presupposition of such a debasement lies at the foundation of a certain view of Reason that I have called propositionalism, and which is analyzed in this article. The basic tenets of propositionalism are that truth is exclusive, i.e. it does not allow for any alternative, and that there is always only one proposition which must be true, the opposite one being false. Necessity and uniqueness (...) are the ideals of propositionalism. But the question of the necessity of such a necessity is bound to arise. Foundationalism and propositionalism are intrinsically related. Since necessity excludes alternatives, rhetoric, which is based on the possibility of opposite standpoints, is unavoidably devalued as the crippled child of Reason, identical to sophistry or eristic. But propositionalism cannot justify itself and provide a justification for its own foundation without circle or contraditction. Since it responds to the problem of eradicating problems and alternatives through propositional entities, propositionalism is ultimately based on questioning to which it replies in the mode of denial. The unavowed foundation of Reason is therefore the question of questioning, even though this very question is suppressed as propositionalism. The trace of such a question is not only historical, but can also be seen, for instance, in the role played by the principle of contradiction in the constitution of propositional Reason (Artitotle): opposite “propositions” are not the expression of a problematic situation, they are either possible or successively unique propositions.We want to replace propositionalism by problematology which allows for the conceptualization of alternatives, thereby rendering a true rhetoric possible. Argumentation cannot then be equated with eristic any more, as propositionalism maintained.Rationality must be seen as having questioning as its true starting-point. Reason must be rhetorical if it is to survive the death of propositionalism which took place after the radical criticisms of Marx, Nietzsche and Freud. Even if it is still hard ffor philosophers and rhetoricians to think within another framework and even though they prefer endlessly to deconstauct the old one instead of changing it, problematology is bound to impose itself as the new voice for rationality, because Reason has always endeavored to solve problems. Propositionalism has been only one way of conceiving problems, based on the view that solutions could be but the suppression of questioning. (shrink)

A proof-theoretic characterization of logical languages that form suitable bases for Prolog-like programming languages is provided. This characterization is based on the principle that the declarative meaning of a logic program, provided by provability in a logical system, should coincide with its operational meaning, provided by interpreting logical connectives as simple and fixed search instructions. (...) The operational semantics is formalized by the identification of a class of cut-free sequent proofs called uniform proofs. A uniform proof is one that can be found by a goal-directed search that respects the interpretation of the logical connectives as search instructions. The concept of a uniform proof is used to define the notion of an abstract logic programming language, and it is shown that first-order and higher-order Horn clauses with classical provability are examples of such a language. Horn clauses are then generalized to hereditary Harrop formulas and it is shown that first-order and higher-order versions of this new class of formulas are also abstract logic programming languages if the inference rules are those of either intuitionistic or minimal logic. The programming language significance of the various generalizations to first-order Horn clauses is briefly discussed. (shrink)

At some point during the 1950s, mainstream American philosophy of science began increasingly to avoid questions about the role of non-cognitive values in science and, accordingly, increasingly to avoid active engagement with social, political and moral concerns. Such questions and engagement eventually ceased to be part of the mainstream. Here we show that the eventual dominance of 'value-free' philosophy of science can be attributed, at least in part, to the policies of the U.S. National Science Foundation's "History and Philosophy (...) of Science" sub-program. In turn, the sub-program's policies were set by logical empiricists who espoused value-free philosophy of science; these philosophers' actions, we also point out, fit a broad pattern, one in which analytic philosophers used institutional control to marginalize rival approaches to philosophy. We go on to draw on existing knowledge of this pattern to suggest two further, similar, contributors to the withdrawal from value-laden philosophy of science, namely decisions by the editors of Philosophy of Science and by the editors of The Journal of Philosophy. Political climate was, we argue, at most an indirect contributor to the withdrawal and was neither a factor that decided whether it occurred nor one that was sufficient to bring it about. Moreover, we argue that the actions at the National Science Foundation went beyond what was required by its senior administrators and are better viewed as part of what drove, rather than as what was being driven by, the adoption of logical empiricism by the philosophy of science community. Scientific indigenous psychologies have been developed mostly in non‐western countries. Indigenous psychologies, seeing mainstream psychology as too western in its cultural foundation, are based on the culture of the society being investigated. In this article I critique the concept of culture used by representative researchers of indigenous psychologies in the English‐language literature and contrast it to current concepts of culture in the social sciences. Furthermore, I argue that the concept of culture used in this literature has implications for the (...) cultural contents that are identified as the culture of a specific society. I also suggest that the political dimensions of what contents of culture are associated with a specific society are not given sufficient attention in this literature. Finally, alternative approaches to culture for the indigenous psychologies are discussed. (shrink)

An ab-initio foundation for relativistic spacetime is given, which is a conservative extension of Zermelo’s set theory with urelemente. Primitive entities are worldlines rather than spacetime points. Spacetime points are sets of intersecting worldlines. By the proper axioms, they form a manifold. Entities known in differential geometry, up to a metric, are defined and have the usual properties. A set-realistic point of view is adopted. The intended ontology is a set-theoretical hierarchy with a broad base of the empty set (...) and urelemente. In 1994 the John Templeton Foundation Humility Theology Information Center launched a major initiative, the Science‐Religion Course Program, to encourage the teaching of high‐quality academic courses focusing on the relationship between science and religion. In the first phase of the program, six courses were selected—four from the United States, one from Canada, and one from New Zealand—to serve as models for other academics wishing to initiate their own classes on the science‐religion interface. In particular these six model courses will (...) serve as examples for the second phase of the Templeton Foundation program, which will provide financial support for up to 100 courses at universities, colleges, and seminaries around the world. Drawing on previously unexplored sources, Kerry H. Whiteside presents the political theory of Maurice Merleau-Ponty, one of France's best-known twentieth-century philosophers. Whiteside argues that Merleau-Ponty's objective in his political writings was to make existentialism into the foundation for a philosophically consistent mode of political thinking. This study discusses the inadequacies Merleau-Ponty found in the traditional philosophies of empiricism and idealism, and then examines the subject-object dualism that he believed deprived previous forms of existentialism of political significance. Whiteside shows how (...) Merleau-Ponty overcame these problems by grounding political reasoning in a theory of consciousness that emphasized both its individuality and its need for socially created meaning. After explaining Merleau-Ponty's modifications of the views of Sartre, Aron, and others, the book investigates how he applied his political theory in editorial exchanges with Communists and liberals. Throughout this study, Whiteside traces and criticizes the changes in the philosopher's concept of Marxism and points to his many ideas that bear on current controversies in political theory. Originally published in 1988. What does it mean for someone to have a moral right to something? What kinds of creatures can have rights, and which rights can they have? While rights are indispensable to our moral and political thinking, they are also mysterious and controversial; as long as these controversies remain unsolved, rights will remain vulnerable to skepticism.
