Among measures tackling the impacts of the COVID‐19 pandemic, the selling of private insurance policies covering individual infection is overlooked by the ethics literature. To record the “COVID Claimania” in Taiwan and to assess its ethical implications, we collected 38 policies from 10 insurers sold between January 2020 and May 2022 and found that their risk calculation of the COVID‐19 prevalence ranged from 0.5% to 11.08%. In reality, the prevalence by the end of 2022 was 37% in Taiwan. Selling private (...) insurance policies is ethically problematic in three ways. First, it represents the insurance industry's irresponsible risk‐taking profit‐seeking behaviors. Second, it would jeopardize the effectiveness of the disease‐prevention measures by inducing uncontrollable moral hazards. Third, it would expose the insurance companies to unbearable financial risks and cause substantial negative external impacts. The government should intervene in the private insurance market in preparation for future public health emergencies. (shrink)

A variant of realizability for Heyting arithmetic which validates Church’s thesis with uniqueness condition, but not the general form of Church’s thesis, was introduced by Lifschitz (Proc Am Math Soc 73:101–106, 1979). A Lifschitz counterpart to Kleene’s realizability for functions (in Baire space) was developed by van Oosten (J Symb Log 55:805–821, 1990). In that paper he also extended Lifschitz’ realizability to second order arithmetic. The objective here is to extend it to full intuitionistic Zermelo–Fraenkel set theory, IZF. The machinery (...) would also work for extensions of IZF with large set axioms. In addition to separating Church’s thesis with uniqueness condition from its general form in intuitionistic set theory, we also obtain several interesting corollaries. The interpretation repudiates a weak form of countable choice, ACω,ω, asserting that a countable family of inhabited sets of natural numbers has a choice function. ACω,ω is validated by ordinary Kleene realizability and is of course provable in ZF. On the other hand, a pivotal consequence of ACω,ω, namely that the sets of Cauchy reals and Dedekind reals are isomorphic, remains valid in this interpretation. Another interesting aspect of this realizability is that it validates the lesser limited principle of omniscience. (shrink)

Publications by Chinese researchers in scientific journals have dramatically increased over the past decade; however, academic misconduct also becomes more prevalent in the country. The aim of this prospective study was to understand the perceptions of Chinese biomedical researchers towards academic misconduct and the trend from 2010 to 2015. A questionnaire comprising 10 questions was designed and then validated by ten biomedical researchers in China. In the years 2010 and 2015, respectively, the questionnaire was sent as a survey to biomedical (...) researchers at teaching hospitals, universities, and medical institutes in mainland China. Data were analyzed by the Chi squared test, one-way analysis of variance with the Tukey post hoc test, or Spearman’s rank correlation method, where appropriate. The overall response rates in 2010 and 2015 were 4.5% and 5.5%, respectively. Data from 15 participants in 2010 were invalid, and analysis was thus performed for 1263 participants. Among the participants, 54.7% thought that academic misconduct was serious-to-extremely serious, and 71.2% believed that the Chinese authorities paid no or little attention to the academic misconduct. Moreover, 70.2 and 65.2% of participants considered that the punishment for academic misconduct at the authority and institution levels, respectively, was not appropriate or severe enough. Inappropriate authorship and plagiarism were the most common forms of academic misconduct. The most important factor underlying academic misconduct was the academic assessment system, as judged by 50.7% of the participants. Participants estimated that 40.1% of published scientific articles were associated with some form of academic misconduct. Their perceptions towards academic misconduct had not significantly changed over the 5 years. Reform of the academic assessment system should be the fundamental approach to tackling this problem in China. (shrink)

In economic researches, much effort was devoted to the problem of how to increase the economics of countries. However, the development of a country may fluctuate a lot due to international and domestic problems. Thus, we should also evaluate the robustness of countries against unexpected economic recessions. In this paper, we use perturbation to quantify the robustness of countries using two renowned algorithms: method of reflections and fitness-complexity method. The robustness characterizes the stability of countries’ competitiveness against economic recessions. The (...) experiments in the international trade networks show that FCM could characterize the robustness better than MR. High fitness countries of FCM have strong robustness against economic crises, which enlarges the application fields of FCM. Additionally, we simulate the trade conflict between USA and China. The simulation results show that China suffers much in the trade conflict, while USA loses very little and has strong robustness in this conflict. (shrink)

Prediction is one of the major challenges in complex systems. The prediction methods have shown to be effective predictors of the evolution of networks. These methods can help policy makers to solve practical problems successfully and make better strategy for the future. In this work, we focus on exporting countries’ data of the International Trade Network. A recommendation system is then used to identify the products that correspond to the production capacity of each individual country but are somehow overlooked by (...) the country. Then, we simulate the evolution of the country’s fitness if it would have followed the recommendations. The result of this work is the combination of these two methods to provide insights to countries on how to enhance the diversification of their exported products in a scientific way and improve national competitiveness significantly, especially for developing countries. This paper uses WIOD data to calculate and analyze the dominant comparative advantage of Chinese manufacturing global value chain based on the WWZ method and empirically studies the influence of digitization on the competitiveness of manufacturing GVC. The main findings are as follows: The competitiveness of Chinese manufacturing GVC has been improved as a whole. The GVC competitiveness of different types of industries is quite different: GVC in middle- and low-knowledge-intensive industries have the highest competitiveness, while those with middle- and (...) high-knowledge-intensive industries have the lowest competitiveness and apparent shortboard industries. Digitization is conducive for enhancing the competitiveness of manufacturing GVC. In terms of industries, digitization has a significant positive effect on the GVC competitiveness of middle and high-knowledge-intensive industries but not on low knowledge ones. As for the sources of digital input, the positive effect is more outstanding. Also, it is more remarkable when it comes to the software and information technology service industry. As for the mechanism of action, labor productivity is an effective way to improve the manufacturing GVC competitiveness digitally. Finally, after a robustness test, the positive effect of the digital input remains robust. (shrink)

Aiming at the long repressed politico-semiotic dimension of Dream of the Red Chamber, this essay employs Lacanian theories of discourse and subjectivity inconjunction with the Chan Buddhist idea of enlightenment to analyze the coming into being of the what Zizek defines as a “modern subject” at the historical juncture of the Manchu conquest of China. Attempting to come to terms with the historical trauma caused by the Manchu conquest, the novel re-examines the fate of the emerging Chinese modernity founded in (...) the discourse of qing or “feeling” by re-visiting the last forty years or so of the Ming resistance against the invasion. The examination, however, reveals that the subject involved in this nationalist struggle unwittingly becomes a “modern subject” because of what Zizek describes as a “redoubled renunciation”: he who sacrifices his particular attachment for the purpose of bolstering the universal Cause ends up losing both. Also unprecedented in classical Chinese literature is that this “modern subject” eventually is able somehow doubly to “identify with the symptom/ sinthome” as his only consistency: “man” on the level of the “framed story” in the metafictional structure of the novel, and “contingency” on the level of the framing story. EDITOR’S ABSTRACTThis paper argues that we cannot determine with certainty the sequence of the two parts of the Laozi text: “Way” and “Virtue”. These two parts were originally written independently by Lao Zi and in an uncertain chronological order. They originally circulated separately, and were later combined differently by various editors. Thus emerged the two Laozi versions: The one with “Way” preceding “Virtue” has dominated the transmission; the alternative order can be retrieved from recently discovered sources such as the Mawangdui (...) There has been a long history of arguments over whether happiness is anything more than a particular set of psychological states. On one side, some philosophers have argued that there is not, endorsing a descriptive view of happiness. Affective scientists have also embraced this view and are reaching a near consensus on a definition of happiness as some combination of affect and life-satisfaction. On the other side, some philosophers have maintained an evaluative view of happiness, on which being happy involves (...) living a life that is normatively good. Within the context of this debate we consider how people ordinarily understand happiness, and provide evidence that the ordinary understanding of happiness reflects aspects of both evaluative and descriptive views. Similar to evaluative views, normative judgments have a substantive role in the ordinary understanding of happiness. Yet, similar to descriptive views, the ordinary understanding is focused on the person’s psychological states and not the overall life they actually lived. Combining these two aspects, we argue that the ordinary understanding of happiness suggests a novel view on which happiness consists in experiencing positive psychological states when one ought to. This view, if right, has implications for both philosophical and psychological research on happiness. (shrink)

Christopher Grau argues that the genetic basis for moral agency account of rightholding is problematic because it fails to grant all human beings the moral status of rightholding; it grants the status of rightholding to entities that do not intuitively deserve such status; and it assumes that the genetic basis for moral agency has intrinsic/final value, but the genetic basis for moral agency only has instrumental value. Grau also argues that those who are inclined to hold that all human beings (...) are rightholders should reconsider speciesism. In this paper, I argue that Grau's objections do not undermine the genetic basis for moral agency account of rightholding, and I also offer criticisms of Grau's defense of speciesism. (shrink)

Prozac's introduction in the late 1980s, caused a furor and focused debate on the acceptability of a drug that could do more than merely cure illness, pharmacological mood enhancement – that is, the use of drugs to improve mood beyond a level that is merely normal or healthy. As the possibilities and demand for mood enhancement increase, existing legislation will prove inadequate, designed as it is to regulate pharmaceuticals mainly for therapeutic use. This chapter explains why mood enhancement might be (...) desirable, explores some key ethical issues associated with it, and suggests how policy makers can respond to ensure that people use mood enhancement safely and responsibly. Whether it is appropriate to enhance one's mood might also depend on the manner in which the mood is experienced. While unpleasant states like depression may be appropriate and valuable in some cases, they can be disruptive and disabling if they continue indefinitely. (shrink)

It is quite likely that parents will soon be able to use genetic engineering to select the sex of their child by directly manipulating the sex of an embryo. Some might think that this method would be a more ethical method of sex selection than present technologies such as preimplantation genetic diagnosis (PGD) because, unlike PGD, it does not need to create and destroy “wrong gendered” embryos. This paper argues that those who object to present technologies on the grounds that (...) the embryo is a person are unlikely to be persuaded by this proposal, though for different reasons. (shrink)

The purpose of cultural competence education for medical professionals is to ensure respectful care and reduce health disparities. Yet as Berger and Miller (2021) show, the cultural competence framework is dated, confused, and self-defeating. They argue that the framework ignores the primary driver of health disparities—systemic racism—and is apt to exacerbate rather than mitigate bias and ethnocentrism. They propose replacing cultural competence with a framework that attends to two social aspects of structural inequality: health and social policy, and institutional-system activity; (...) and two psychological aspects of structural inequality: the clinical encounter, and the epistemic. -/- We agree with the structural approach. To that end, we think it would be fruitful to include attention to physical contributors to structural inequality, namely the material artifacts used in medicine. Devices, tools, and technologies can materialize biases, perpetuate oppression, and contribute to health disparities. Granted, not everything that interests philosophers can be squeezed into medical education. Nevertheless, there are compelling reasons for including the study of material artifacts in education designed to reduce health disparities. First, devices and tools often carry forward biases from the past, and keep biases hidden from plain sight. Second, by studying these artifacts, future clinicians can begin to see themselves as part of a larger sociotechnical system. Finally, as medicine becomes increasingly tech-laden, it’s important for clinicians to see how material artifacts (including algorithms) connect individuals to structures. This will help to undermine oversimplified narratives according to which objective tools and technologies can correct for the bias and subjectivity of flawed human beings. (shrink)

I have argued elsewhere that children have a moral right to be loved. Mhairi Cowden challenges my arguments. Among other things, Cowden believes that children do not need to be loved. In this paper, I explain why Cowden’s arguments fail and offer additional evidence for why children need to be loved.

Where is imagination in imaginative resistance? We seek to answer this question by connecting two ongoing lines of inquiry in different subfields of philosophy. In philosophy of mind, philosophers have been trying to understand imaginative attitudes’ place in cognitive architecture. In aesthetics, philosophers have been trying to understand the phenomenon of imaginative resistance. By connecting these two lines of inquiry, we hope to find mutual illumination of an attitude (or cluster of attitudes) and a phenomenon that have vexed philosophers. Our (...) strategy is to reorient the imaginative resistance literature from the perspective of cognitive architecture. Whereas existing taxonomies of positions in the imaginative resistance literature have focused on disagreements over the source and scope of the phenomenon, our taxonomy focuses on the psychological components necessary for explaining imaginative resistance. Credences are beliefs about evidential probabilities. We give the view an assessment-sensitive formulation, show how it evades the standard objections, and give several arguments in support.

Experiments have suggested that umbilical cord blood stem cells can be used to prevent diseases such as atherosclerosis. This paper discusses ethical issues surrounding such usage such as the uncertainty that individuals at risk of a disease will actually get the disease; issues related to research with children; safety issues; from where these stem cells would be obtained; and whether these usages should be considered as therapies or as physical enhancements.

A science of metaphysics adhering to Immanuel Kant's critical demands as set forth in his "Critique of Pure Reason", and "Prolegomena to Any Future Metaphysic...." The work includes an Appendix that quotes Kant's most relevant remarks in this regard, along with his criterion for objective validity that, given the technical jargon, can be next to impossible to interpret even for those most familiar with Kant. The Appendix allows Kant to interpret himself, the point being that many secondary works enter into (...) conflict with Kant. This can be seen most notably with respect to the somewhat understandable notion that Kant was opposed to speculative metaphysics; but Kant's criterion for objective validity undermines this closed-to-speculative-metaphysics interpretation. As a science in the Kantian sense this work (in this latest edition there is a 2/3 page abstract diagram of the science that makes it more conceptually clear) offers an opportunity for those inclinec to shy away from speculative metaphysics to reexamine their interpretations, for as yet there is just as Kant states, no such thing as metaphysics, aside from such a science (Hegel notwithstanding). The objectives are as Kant mentions in the introduction to his CPR: God, Freedom, and Immortality; and that these problems can be dealt with rationally can be seen in this work; and without fear of violating Kant's reasonable and justifiable strictures, the main one being that where anything offered in the name of pure reason is concerned, it must be such that it helps us to make sense of our phenomenal world. And as to Kant's prerequisite test: "How are synthetic cognitions, a priori possible?" I refer only to my essay "Beyond Kant and Hegel (In Answer to the Question ...)" ... in "The Review of Metaphysics", March 2013. We apply a familiar distinction from philosophy of language to a class of material artifacts that are sometimes said to “speak”: statues. By distinguishing how statues speak at the locutionary level versus at the illocutionary level, or what they say versus what they do, we obtain the resource for addressing two topics. First, we can explain what makes statues distinct from street art. Second, we can explain why it is mistaken to criticize—or to defend—the continuing presence of statues based only (...) on what they represent. Ludwig Wittgenstein is perhaps the greatest philosopher of the twentieth century, and certainly one of the most original in the entire Western tradition. Given the inaccessibility of his work, it is remarkable that he has inspired poems, paintings, films, musical compositions, titles of books -- and even novels. In his splendid biography, Ray Monk has made this very compelling human being come alive in a way that perfectly explains the fascination he has evoked. Wittgenstein's life was one of great moral (...) and spiritual depth. Although his work addresses problems of logic, language, mind, and knowledge, he often described it as having an ethical point, and once said that he "could not help seeing every problem from a religious point of view." In successfully bridging the gap assumed by many to exist between Wittgenstein's life and his work, Monk's biography helps to explain the interest in Wittgenstein's later philosophy on the part of Buddhist scholars. The purpose of this article is to discuss an external whistleblowing event that occurred after all internal whistleblowing through the hierarchy of the organization had failed. It is argued that an organization that does not support those that whistle blow because of violation of professional standards is indicative of a failure of organizational ethics. Several ways to build an ethics infrastructure that could reduce the need to resort to external whistleblowing are discussed. A relational ethics approach is presented as a (...) way to eliminate the negative consequences of whistleblowing by fostering an interdependent moral community to address ethical concerns. (shrink)
