Social networks play a significant role in learning and thus in farmers’ adoption of new agricultural technologies. This study examined the effects of social network factors on information acquisition and adoption of new seed varieties among groundnut farmers in Uganda and Kenya. The data were generated through face-to-face interviews from a random sample of 461 farmers, 232 in Uganda and 229 in Kenya. To assess these effects two alternative econometric models were used: a seemingly unrelated bivariate probit model and a (...) recursive bivariate probit model. The statistical evaluation of the SUBP shows that information acquisition and adoption decisions are interrelated while tests for the RBP do not support this latter model. Therefore, the analysis is based on the results obtained from the SUBP. These results reveal that social network factors, particularly weak ties with external support, partially influence information acquisition, but do not influence adoption. In Uganda, external support, gender, farm size, and geographic location have an impact on information acquisition. In Kenya, external support and geographic location also have an impact on information acquisition. With regard to adoption, gender, household size, and geographic location play the most important roles for Ugandan farmers, while in Kenya information from external sources, education, and farm size affect adoption choice. The study provides insight on the importance of external weak ties in groundnut farming, and a need to understand regional differences along gender lines while developing agricultural strategies. Required reading at more than 100 colleges and universities throughout North America.

We start with a simple question: If you could reinvent higher education for the 21st century, what should it look like? We began by taking a hard look at problems in traditional higher education, and innovated in many ways to address these problems head-on: We have created a new curriculum, focusing on what we call "practical knowledge"; we have developed new pedagogy, based on the science of learning; we have used technology in novel ways, to deliver small seminars in real (...) time; and we have developed an international hybrid residential model, where students take classes on the computer but live together, rotating through seven different cities around the world. The Minerva Schools at the Keck Graduate Institute (KGI) are the first university experience built for the twenty-first century. In setting up this program, we have had to confront the realities of all aspects of higher education--from admissions, through instruction, to career development, to establishing a reputation. The goal of this book is to provide an evidence-based model for a future of higher education. We have learned a lot about how to reshape all facets of higher education and this book summarizes what we have learned. We hope that our innovations can serve as models of "best practices"--and thereby have a major influence on higher education writ large. (shrink)

: The feminist ethic of care has often been criticized for its inability to address four problems--the problem of exploitation as it threatens care givers, the problem of sustaining care-giver integrity, the dangers of conceiving the mother-child dyad normatively as a paradigm for human relationships, and the problem of securing social justice on a broad scale among relative strangers. Even though various investigations found a preponderance of negative emotions in dreams, the conclusion that human dream life is, in general, negatively toned is limited by several methodological issues. The present study made use of three different approaches to measure dream emotions: dream intensity rated by the dreamer, intensity rated by a judge, and scoring of explicitly mentioned emotions (Hall & Van de Castle, 1966). Results indicate that only in the case of external raters' estimates do negative emotions outweigh the (...) positive ones; but in the case of self-ratings (i.e., those made by the dreamer himself/herself), the ratio was balanced. Analyses showed that this is mainly due to the underestimation of positive emotions in the external ratings. Additionally, a positive correlation was found between the intensity of dream emotions and dream recall frequency, whereas gender differences were nonsignificant as regards the emotional tone of diary dreams. BackgroundGenetics and genomics research (GGR) is increasingly being conducted around the world; yet, researchers and research oversight entities in many countries have struggled with ethical challenges. A range of ethics and regulatory issues need to be addressed through comprehensive policy frameworks that integrate with local environments. While important efforts have been made to enhance understanding and awareness of ethical dimensions of GGR in Africa, including through the H3Africa initiative, there remains a need for in-depth policy review, at a country-level, to (...) inform and stimulate local policy development and revision on the continent.MethodsTo identify and characterize existing ethics-related guidelines and laws applicable to GGR across much of Africa, we conducted a scoping review of English language policy documents identified through databases, repositories, and web searches. Thirty-six documents were included and coded using a framework that contained a range of themes across five analytical categories: (1) respect, (2) beneficence, (3) justice, (4) independent oversight, and (5) bans and prohibitions. Data analysis software (NVivo 12) was used to organize, code, and tabulate information according to document characteristics and topics. Illustrative examples of policy requirements were selected for inclusion.ResultsDocuments that met inclusion criteria spanned 20 years; published between 1996 and 2018, with the majority (58%) published after 2009. About two-thirds were denoted as “guidelines,” and slightly more than half were non-exclusive to GGR. Very few (six) country-level documents identified were specific to GGR. Requirements related to the principle of “respect” appeared most often across all documents, relative to other principles and processes. The most commonly stated ban was on reproductive cloning. Other prohibitions applied to germline editing, undue inducements in research, sample use for commercial purposes, employee mandatory DNA testing, fetal sex selection, stem cell use, eugenics, and research without public health benefits.ConclusionsEnforceable policies that are indispensable to the ethical conduct and review of GGR are either deficient or missing in many African countries. Existing international, GGR-specific ethics guidelines can be used to inform GGR policy development at a country-level, in conjunction with insight from country specific ethics committees and other local stakeholders. The commentary raises political questions about the ways in which data has been constituted as an object vested with certain powers, influence, and rationalities. We place the emergence and transformation of professional practices such as ‘data science’, ‘data journalism’, ‘data brokerage’, ‘data mining’, ‘data storage’, and ‘data analysis’ as part of the reconfiguration of a series of fields of power and knowledge in the public and private accumulation of data. Data politics asks questions about the ways in which data has (...) become such an object of power and explores how to critically intervene in its deployment as an object of knowledge. It is concerned with the conditions of possibility of data that involve things, language, and people that together create new worlds. We define ‘data politics’ as both the articulation of political questions about these worlds and the ways in which they provoke subjects to govern themselves and others by making rights claims. We contend that without understanding these conditions of possibility – of worlds, subjects and rights – it would be difficult to intervene in or shape data politics if by that it is meant the transformation of data subjects into data citizens. Obviously enough the tongue, the spelling, the typography, the verbosity of a description reflect no parallel features in the world. Coherence is a characteristic of descriptions, not of the world: the significant question is not whether the world is coherent, but whether our account of it is. And what we call the simplicity of the world is merely the simplicity we are able to achieve in describing it.

When the evidence leaves us with a choice among hypotheses of unequal strength, how is the choice to be made?Caution would counsel us to choose the weakest, the hypothesis that asserts the least, since it is the least likely to fail us later. But the principle of maximum safety quickly reduces to absurdity; for it always dictates the choice of a hypothesis that does not go beyond the evidence at all.

Early in his career Thomas Hunt Morgan was interested in embryology and dedicated his research to studying organisms that could regenerate. Widely regarded as a regeneration expert, Morgan was invited to deliver a series of lectures on the topic that he developed into a book, Regeneration. In addition to presenting experimental work that he had conducted and supervised, Morgan also synthesized and critiqued a great deal of work by his peers and predecessors. This essay probes into the history of regeneration (...) studies by looking in depth at Regeneration and evaluating Morgan’s contribution. Although famous for his work with fruit fly genetics, studying Regeneration illuminates Morgan’s earlier scientific approach which emphasized the importance of studying a diversity of organisms. Surveying a broad range of regenerative phenomena allowed Morgan to institute a standard scientific terminology that continues to inform regeneration studies today. Most importantly, Morgan argued that regeneration was a fundamental aspect of the growth process and therefore should be accounted for within developmental theory. Establishing important similarities between regeneration and development allowed Morgan to make the case that regeneration could act as a model of development. The nature of the relationship between embryogenesis and regeneration remains an active area of research. (shrink)

Girls learn the lesson of cognitive deference most clearly, perhaps, growing up in patriarchal families. Taught to discount their own judgments and to depend on those of the family's dominant men, they lose self-trust and cannot take themselves seriously as moral deliberators. I argue that through the telling of counterstories, which undermine normative stories of oppression, it is sometimes possible for women to reclaim these families as places where they have cognitive authority.

Cloth, $35.oo each. This is the most complete and authoritative edition of Antonio Gramsci's prison letters available in any language. Raymond Rosenthal's translation of the 486 letters pub- lished in these two volumes is reliable and gives a good sense of the colloquial style of the original. Frank Rosengarten's extensive notes, together with (...) his introduction, rep- resent a significant piece of Gramsci scholarship. La resistencia comunitaria noviolenta es una estrategia para transformar conflictos. Este estudio contiene el análisis de la Asamblea Municipal Constituyente (AMC) como proceso de resistencia en Mogotes, Santander, Colombia. En el desarrollo del artículo se retoma la experiencia de investigación llevada adelante en el municipio para indagar acerca de la contribución de las redes sociales en el desarrollo y mantenimiento de las políticas de identidad en el proceso de resistencia Para esto se emplearon métodos etnográficos tales como entrevistas a profundidad (...) a miembros de la asamblea, y el contenido de programas radiales de la emisora del municipio. A powerful feature of global health research is data‐sharing with regions which bear the heaviest burden of disease. It offers novel opportunities for aggregating data to address critical global health challenges in ways higher than relying on individual studies. Yet there exist important stratifiers of the capacity to share data, particularly across the Global North‐South divide. Systemic challenges that characterize sub‐Saharan Africa and disadvantage the region's scientific productivity threaten the burgeoning data‐sharing culture too. Like all endeavors requiring equal commitments under (...) unequal circumstances, a strong ethical impetus is needed to help reduce inequities and imbalances to encourage adherence. This article discusses mandatory data‐sharing in relation to peculiar challenges faced by sub‐Saharan African scientists to suggest ethical principles for rethinking and reframing solutions. We propose six principles which mirror guidelines from the Institute of Medicine and encapsulate principles from the Emanuel Framework, Nairobi Data Sharing Principles, and the COHRED guidelines. In the survey and criticism of science and philosophy we are considering systems of knowledge and thought rationally developed from coherent human experience. These rational systems are in a definite sense intellectually organized. Where intellectual and social problems are real and urgent the relevant knowledge and thought should be organized socially and purposively to achieve tentative, if not adequate or definitive solutions.
