While the concept of multiple realizability is widely used, it is seldom rigorously characterized. This paper defends a liberal conception of multiple realizability as sameness of type through _any_ differences in the (lower-level) conditions that give rise to instances of that type. This kind of “sameness through difference” is contrasted with another type of asymmetric dependency relation between properties, multiple _specification_. This liberal conception is then defended from objections, and it is augmented by a concept of (...) relativized multiple realizability. The last section presents a survey of the ontological, explanatory, and methodological consequences of this analysis of multiple realizability. (shrink)

Unfortunately, many people today see the regulation of lies, disinformation, hate speech, and fake news as an infringement of free speech, at least when such speech is ‘political,’ despite the damage that such speech can do. But this very protective attitude toward speech rests on a mistaken understanding of the role of free speech in a liberal society. The right to free speech is based on the liberal value of freedom, and as such can be no broader than (...) freedom itself. And freedom has always been subject to reasonable limits in a liberal society. Indeed, while the principles of toleration and neutrality are often cited as supporting a broad interpretation of the right to free speech, they also tell us that certain limits apply to that right. We need not tolerate speech that encourages intolerance, and while government should be neutral between reasonable conceptions of the good, it need not be neutral between reasonable and unreasonable conceptions. These ideas form the framework of liberal society, and as I shall show, also provide a guide for understanding what kind of speech is protected in a liberal society and what it is not. (shrink)

The author presents the assumptions which form the bedrock of modern liberal property theories. It refers to the conceptions of John Christman, James O. Grunebaum, Lawrence Becker, Stephen R. Munzer and Jeremy Waldron. All these philosophers have devoted separate monographs to the problems of ownership and their works seem representative of the entire liberal current in contemporary political philosophy. This paper does not provide a detailed analysis of the authors’ views on property, but focuses on the elements that (...) these theories share. Liberal political theory is widely believed to be an inadequate source of civic commitment and thus of civic education primarily because of its commitment to what is perceived as a pervasive individualism. In this paper, I explore the possibility that John Rawls’s later political philosophy may provide a response to this belief. I first articulate a conception of liberal politics derived from Rawls’s idea of reflective equilibrium that generates an overlapping consensus about political principles among those who hold (...) a wide variety of cultural and personal conceptions of the good. Next I develop the aims for civic education in a society that employs such a politics. Then I suggest the elements of the public school curriculum appropriate for such a civic education, including a robust multicultural education, intellectual reflection on the society’s history, and philosophical training that enables children to understand the events and policies of their nation as following from general political principles. I also consider the kinds of classroom practice that seem necessary to provide the motivation to engage in the process of the emergence of an overlapping consensus, including opportunities to develop and to reflect on the principles that may be included in the current consensus and to understand the way in which those principles relate to children’s developing conceptions of the good. As discussed by John Rawls, in a well-ordered society, a public political culture’s wide educational role bears the primary responsibility for developing reasonable individuals for the stability of a politically liberal society. Rawlsian scholars have also focused on the stability and enhancement of developed liberal democratic societies by means of those societies’ education systems. In this sense, one thing that is common to Rawlsian scholars’ and Rawls’s own understanding of the role of education appears to be a concern (...) over the stability of a politically liberal society since it is highly dependent on the character of its citizens. Also, it is usually believed that a politically liberal account of education can be implemented in a developed politically liberal society. In contrast, this study discusses the possibility of implementing a politically liberal account of education in a developing liberal society that may become a developed liberal democracy under an overlapping consensus. Although Heidegger's philosophical complicity with National Socialism has been the focus of virtually all discussions of his politics, little to no attention has been placed on how the conception of human existence developed in Being and Time might shed light on debates about the self between contemporary liberals and communitarians. By situating Heidegger's early work within these ongoing debates, the author will show how his descriptions of Dasein—especially the descriptions of the relationship between Dasein and its community—are actually more consistent (...) with liberal views of the self than with communitarian interpretations. Heidegger helps to clarify how a thickly constituted, social self may nevertheless stand back from its community in ways that communitarians are hard pressed to explain. In the final section, the author will comment on the compatibility of Heidegger's conception of Dasein with liberalism as a political philosophy, focusing in particular on Heidegger's conception of Mitsein or being-with. Abstract The institution of war is the broad framework of rules, norms, and organizations dedicated to the prevention, prosecution, and resolution of violent conflict between political entities. Important parts of that institution consist of the accountability arrangements that hold between armed forces, the political leaders who oversee and direct the use of those forces, and the people in whose name the leaders act and from whose ranks the members of the armed forces are drawn. Like other parts of the institution, (...) these arrangements are responsive to changes in military technology and needs, to geopolitical facts, and to moral and political norms. In particular, they are sensitive to the forms that military organization takes. Since the emergence of modern states in Europe some 500 years ago, there have been three main such forms: private providers?in the form of mercenaries, in early modern Europe?then professional standing armies, which in turn developed into citizen armies. Although elements of the three organizations have coexisted in many armies, the citizen army model has dominated until recently. That model brought with it a particular conception of the accountability relations between the army, the state, and the people. The state had authority over and directed the army, which was accountable to it. In turn the state was accountable for its use of the army to the people, on whose behalf it acted. The dominance of state authority over the military is now under strain, with the professional and private elements?in the form of private military and security companies (PMSCs)?having increasing importance. As those elements increase in power and presence, so it becomes more difficult to make the state accountable to the people for its use of the military, and more difficult for the people to act as a restraining force on the way in which the military used. In this essay, I outline and assess these developments?with particular emphasis on the emergence of PMSCs?in the light of a liberal view of (political) violence. The essay focuses on the situation in the United States, which possesses by far the most important military force in the world today, and in which the use of PMSCs is most developed. The paper has three main sections and a brief conclusion: the first section sketches the liberal view of violence and its implications for organizations dedicated to its use; the second outlines the salient characteristics of the three historically dominant forms of armies; and the third looks at the current situation in which the three forms coexist uneasily. Are political and economic rights equally basic? This is one of the main issues liberal egalitarians and classical liberals disagree about. The former think political rights should be more strongly protected than economic ones; classical liberals thus accuse them of an unjustified and politically biased ‘economic exceptionalism’. Recently, John Tomasi has developed a special version of this challenge, which is targeted against Murphy and Nagel’s account of the relationship between property rights and just taxation. In this paper, I analyze (...) this challenge, and provide an account of its limitations. Tomasi’s strategy to drive Murphy and Nagel’s account into an overgeneralization problem brings to light that liberals weren’t guilty of any kind of economic exceptionalism in the first place. However, this also shows that classical liberalism and libertarians do not disagree as much as it might seem. (shrink)

Debates between political liberals and liberal perfectionists have been reinvigorated by Jonathan Quong’s Liberalism Without Perfection. In this paper I argue that certain forms of perfectionism can rebut or evade Quong’s three central objections – that perfectionism is manipulative, paternalistic, and illegitimate. I then argue that perfectionists can defend an ‘internal conception’ of perfectionism, parallel in structure to Quong’s ’internal conception’ of political liberalism, but with a different conception of the justificatory constituency. None of Quong’s arguments show that his (...) view should be preferred to this perfectionist internal conception. It can thus equally claim to achieve ‘justification to all reasonable citizens’. This article argues that Matthew Lipman’s Philosophy for Children Program is based on a liberal conception of the relationship between education and society--a conception from which the idealist and non-critical character of his pedagogy derives. In order to demonstrate this, a short characterization of this conception is initially presented, emphasizing the equalizing and “redeeming” social mission that it entrusts to the schools. Afterwards, it briefly describes some of the main aspects of Lipman’s program, then explains the way in which (...) it incorporates the liberal doctrine of the “redeeming” school. Finally, it discusses some of the political and ideological implications that follow from this incorporation. It is important to clarify that the reflection here presented does not refer to any of the actual practices of philosophy with children, but to Lipman’s own position, which is developed in two of his most important works, Philosophy Goes to School and Thinking in Education. This article discusses the legitimacy argument on which many liberals ground their demand for restraining the use of religious convictions in processes of political deliberation and decision making. According to this argument the exercise of political power can only be justified by 'neutral' grounds, i.e. grounds that are able to find reciprocal, hypothetical consent. The author argues that this understanding of political legitimacy is not distinctive of the liberal tradition. His thesis is that reciprocal, hypothetical consent is not sufficient (...) and only in a certain, restricted sense necessary for justifying the use of political power. (shrink)

Is the liberal state entitled to intervene in the internal affairs of its nonliberal minorities to promote individual autonomy as a public ideal, or should it tolerate the nonliberal practices of such groups in the name of legitimate diversity? This problem can be fruitfully approached from the perspective of Isaiah Berlin's notion of "value pluralism." According to William Galston, value pluralism privileges a form of liberalism that is maximally accommodating of nonliberal groups and their practices. I agree that pluralism (...) fits best with a liberal political framework, but I depart from Galston's interpretation of what liberal pluralism involves. Taking value pluralism seriously, I argue, implies a form of liberalism in which personal autonomy is a central public ideal. (shrink)

The nature of the rivalry between conceptions of the good is pivotal to the coherence, scope and realisation of liberal neutrality. Yet, liberal theorists have said very little about rivalry. This paper attempts to fill this gap by reviewing three conceptions of rivalry: incompatibility rivalry, intra-domain rivalry and state power rivalry. I argue that state power rivalry is the morally relevant conception of rivalry, and that (...) it has significant implications for the scope and realisation of liberal neutrality. Freedom has a number of different senses. One of them is the absence of domination, which neo-republican thinkers have helped us to understand better. This notion of freedom does not, however, provide an alternative to political liberalism, since its proper articulation depends on distinctly liberal principles.

“Developmentalism” is often regarded as the bête noire haunting liberal political theory, justifying modern civilizational hierarchies and liberal imperialism. But are all developmentalisms equally tied to Eurocentric, imperialist philosophies? I consider this question through a close reading of two of the most prominent, influential, and divisive modern accounts of historical development: those of Kant and J. S. Mill. I argue that Kant's philosophy of history is embedded in an Enlightenment idealism treating non-Europeans as bound to either adopt Western (...) norms or fade into obscurity. Conversely, the influences of Romanticism and sociology led Mill to recognize cultural differences as indelibly affecting any society's development. Given this, I argue, against much of the current literature, that Mill provides us with a significantly more capacious liberalism than Kant's; that his developmentalism holds the conceptual resources to understand progress as a pluralistic and culturally differentiated process; and so, more broadly, that not all liberal developmentalisms are equally bound to imperialist politics. How should a liberal state respond to a nonliberal state that is however a decent society? By “decent,” I mean, adopting John Rawls’s terminology, that the so described state is nonaggressive and recognizes the independence and equality of other states and that it also honors basic human rights. Should a liberal state tolerate such a nonliberal state? We can identify two possible conceptions of global toleration in this regard. One conception holds that liberal states ought to tolerate (...) nonliberal states; the second holds that liberal states ought not to tolerate nonliberal states. For convenience, I will call these the “internationalist” and “cosmopolitan” conceptions of global toleration, respectively. In this discussion, I attempt to analyze this dispute over global liberal toleration more basically in terms of two different views of liberalism and of the value of liberal toleration, which we may label “toleration-liberalism” and “autonomy-liberalism”. These different understandings of liberal toleration tend towards one or the other ideal of liberal global toleration. Then, in support of the cosmopolitan ideal, I will note certain advantages of autonomy-liberalism over toleration-liberalism. (shrink)

ABSTRACT This article considers the relationship between modern classical liberalism and utopian theory. The main question we address is: How have key liberal theorists over the past century received utopian visions of the economy, politics, and society? The development of liberalism is commonly associated with strident anti-utopianism, a perception contraindicated by more recent developments in political economy and philosophy. Accommodative liberal engagements with utopia are evident within philosophical discussions addressing the significance of group diversity within free societies, and (...) of maintaining social accord among peoples with divergent beliefs, practices, and other modes of living. This development aligns with a revitalized liberal political economy emphasis upon experimentation and process, which appears congruent with similar tendencies in utopian theory over recent decades. Even liberal critics of utopia, such as Friedrich Hayek, described their own grounded visions of either utopian society, or of piecemeal reforms in a utopian direction. In this article it is argued feasible intellectual opportunities do exist to reconcile liberal theory and utopian conceptions. (shrink)

In left critiques of globalization, it is often argued thatliberal-egalitarian principles are inadequate for thinking about andstruggling for global justice; that they are, in fact, part of the problem.For the case of identity politics as a left alternative, the paper pointsat two fallacies in this notion, regarding two ‘liberal’ elements:individualism and universalism. In this article I propose the concept of care as an organizing principle of John Stuart Mill’s theory of liberal utilitarianism. While both critics and proponents of Mill’s theory see his commitment to character development as a distinct feature of his utilitarianism, the specific type of character he promotes has received scant attention. Through a close reading of Mill’s Collected Works, with an emphasis on Utilitarianism, I argue that a commitment to caring characters is central to making sense (...) of Mill’s theory of utility and the tensions found between his individualistic commitment to the harm principle and the seemingly illiberal implications of his utilitarianism. I further argue that Mill’s concept of care, rather than being a type of sympathy, shows a close affinity to the concept of care developed in care ethics. I conclude with an observation of how Mill’s commitment to care helps explain his consistent support for Britain’s colonial endeavors, though in a direction different from conventional readings that connect his paternalistic account of human nature with the justification of colonial rule. The formation of citizenship as a concept to define the rights of participation in the formation processes of modern territorial states is well known. But the transnational dimensions of defining citizenship and how to combine national legislations with enlightened universal and natural law rules in the mid-19th century is not very well known. The article aims to explore the transnational discourses on the political, economic and moral rights and duties of the citizen in the pan—European liberal Association Internationale (...) pour le Progrès des Sciences Sociales. During the 1860s, its congresses should serve as a vast commission of enquiry and should eventually lead to a general definition of citizenship in Europe which could be implemented in national legislations. The article shows how the Association Internationale tried to deduce universal moral rules from national legislations and peculiarities by the means of moral or positive social science. In combining moral unity with national and regional diversities, the Association Internationale tried to give an elastic framework for a European civil society in which national subjects should become active citizens. This article analyzes how five leading Hungarian postdissident liberal thinkers conceptually constructed their view of liberalism in the early years of postcommunism. Studying Beszélő, the most signi cant liberal journal during the early years of representative democracy, it shows how they did so through references to political “threats” and the idea of a “liberal minimum” (János Kis), local liberal and democratic traditions and “progressive patriotism” (Miklós Szabó), the ongoing “liberal-conservative revolution” and the creation of a (...) “new political community” (Gáspár Miklós Tamás), antipolitics and “expertise” (György Konrád), and the “complete catalog of human rights” and the agenda of “modernization” (István Eörsi), respectively. Next to its conceptual analysis of heavily influential individual thinkers, the article discusses the ambition of postdissident Hungarian liberals to harmonize liberal and democratic tenets. Last but not least, it elaborates on the left-wing origins of many of their central concepts that, as suggested here, ultimately hindered liberalism's assumption of a central position in the new political system. Maruyama engaged with Schmitt’s decisionistic notion of “the political” and sovereignty since he found it useful in addressing the pathological elements of Japanese political culture, namely, the widespread political passivity and fatalistic ethos of the Japanese public. In his view, such a “decision-avoiding” political culture, which had contributed to the rise of fascism in interwar and wartime Japan, posed a (...) fundamental threat to the viability of Japan’s postwar democracy. Although Maruyama objected to Schmitt’s authoritarian theory of political leadership, he nevertheless believed Schmitt provided important insights into the key concepts of modern politics, such as political agency and the constituent power of the people. In his efforts to foster political subjectivity and liberal individuality in postwar Japan, Maruyama attempted to strike a balance between two extremes: Schmittian normless decisionism, on the one hand, and a politically naïve liberal constitutionalism, on the other. I conclude by suggesting that the hitherto overlooked intellectual affinity between Maruyama and one of the leading Weimar-era constitutional theorists—Hermann Heller—can enrich our understanding of Maruyama’s unceasing effort to formulate and insist on the imperative role of political subjectivity and liberal individuality in consolidating liberal democracy in postwar Japan. Taking account of crucial differences between the social environments of universities in Newman 's time and in ours, this paper considers two key concepts in the "The Idea of the University", the 'philosophical' and the 'liberal'. It argues that, despite their merits, both concepts are beset by problems. And it suggests some lines of analysis, partly inspired by an Aristotelian influence both in Newman 's own work and in some recent philosophy, that may help to address these problems and (...) to support claims for the continuing power of Newman 's thinking about university education.
