Background Forward-looking, democratically oriented governance is needed to ensure that human genome editing serves rather than undercuts public values. Scientific, policy, and ethics communities have recognized this necessity but have demonstrated limited understanding of how to fulfill it. The field of bioethics has long attempted to grapple with the unintended consequences of emerging technologies, but too often such foresight has lacked adequate scientific grounding, overemphasized regulation to the exclusion of examining underlying values, and failed to adequately engage the public. Methods (...) This research investigates the application of scenario planning, a tool developed in the high-stakes, uncertainty-ridden world of corporate strategy, for the equally high-stakes and uncertain world of the governance of emerging technologies. The scenario planning methodology is non-predictive, looking instead at a spread of plausible futures which diverge in their implications for different communities’ needs, cares, and desires. Results In this article we share how the scenario development process can further understandings of the complex and dynamic systems which generate and shape new biomedical technologies and provide opportunities to re-examine and re-think questions of governance, ethics and values. We detail the results of a year-long scenario planning study that engaged experts from the biological sciences, bioethics, social sciences, law, policy, private industry, and civic organizations to articulate alternative futures of human genome editing. Conclusions Through sharing and critiquing our methodological approach and results of this study, we advance understandings of anticipatory methods deployed in bioethics, demonstrating how this approach provides unique insights and helps to derive better research questions and policy strategies. This article describes the role of Po Prostu in the formal denouncement of Trofim D. Lysenko’s biological theories in Poland in 1956. Lysenko promulgated a theory of evolution, “Michurinism”, based upon the false notion that acquired characteristics can be inherited (“Lamarckism”). The outcome was a ban on genetic research that lasted in Poland from 1949 to 1956. The material for this article comes from the author dissertation, The New Biology: Lysenkoism in Poland (Columbia University, 2005).

The view that aesthetics is central to human conduct and social order derives from the cosmology articulated in the classical corpus. This led several modern Chinese thinkers to articulate how some notion of the aesthetic has been central to Chinese culture and society. Roger Ames and David Hall’s work might be considered as a continuation of this New Confucian project, since their account of the classic Chinese tradition as an aesthetic tradition also starts from recognition of some kind of comprehensive (...) unity between humans and the world. Their approach, however, holds out the promise of avoiding metaphysical or causal problems facing these earlier accounts, where attempts to link a world of processual transformation directly with human emotion must explain casually how such correlation could arise. Hall and Ames, however, emphasize a different conception of aesthetic. In their account, this unity is understood not in terms of metaphysical or causal connection, but through aesthetic judgment. This conception utilizes a Whiteheadian metaphysical framework, whereby the holistic cosmology is now understood as giving rise not to emotions but to an aesthetic order. Building on Roger Ames’ creative reinvigoration of Confucian thought through an appreciation of the role of the aesthetic in the Confucian tradition, we might consider an additional Confucian sense of “aesthetic” that also contributes to social order: the practical concern to create aesthetic goods within everyday social life. This account also draws on Whitehead for relevant conceptual resources, while incorporating the Deweyan instrumentalism of Professor Ames’ later work. (shrink)

This article chronicles the correspondence between Theodosius Dobzhansky and his colleagues in the USSR in the years following his arrival in the United States on what was to have been a one-year fellowship working in the laboratory of T.H. Morgan at Columbia University. These letters chronicle a period during which Dobzhansky not only realized the enormous potential of Drosophila genetics for unlocking the secrets of evolution, but also that con­tinuing this research would require finding a way to remain in the (...) United States longer than either the Soviet Academy of Sciences, or the Rockefeller Foundation, would allow. Dobzhansky’s exchanges during this period with mentors such as Yuri Filipchenko and Nikolai Vavilov, as well as fellow students and colleagues such as Nikolai Medvedev, highlight the precarious game Dobzhansky played as he attempted to appear eager to return to his homeland, while secretly maneuvering to delay it. By the time it was over Filipchenko would die an early death of meningitis and Vavilov—who had originally been urging Dobzhansky to return and contribute to development of genetics in Russia—would now advise him to remain in the USA. Dobzhansky was nearly forced to return to the USSR after a routine trip to Canada to renew his visa, an outcome that would surely have resulted in imprisonment or worse. In the end he was allowed to stay, however Dobzhansky’s defection was so resented by the Soviet regime that even decades later he would remain an “un-person” in his homeland, whose name and contributions were never officially acknowledged during his lifetime, and his attempts at reconciliation were rejected. A transformed idea of truth is central to the project of reformational philosophy. This essay lays groundwork for such an idea by proposing a critical retrieval of Herman Dooyeweerd’s conception of truth. First it summarizes relevant passages in Dooyeweerd’s New Critique. Then it demonstrates several problems in his conception: he misconstrues religious truth, misconceives its relation to theoretical truth, and overlooks central questions of epistemology and truth theory. By addressing these problems, reformational philosophers can find new ways to think about (...) truth that retain the holism, normativity, and radicalness of Dooyeweerd’s conception. [T]he decisive blow against the idea of religiously neutral philosophy must be delivered on the field of the problem of truth… The postulate of neutrality always stands and falls with an idea of truth that takes theoretical truth to be self-sufficient. The expression ‘free logic,’ coined by the author in 1960, is an abbreviation for ‘logic free of existence assumptions with respect to its terms, singular and general, but whose quantifiers are treated exactly as in standard quantifier logic.’ In more traditional language, such logics do not presume that either singular or general terms — the two distinct categories of terms emphasized in modern logical grammar — have existential import. A singular term ‘t’ has existential import just in case t exists (...) An examination of Hall and Ames’s claim that the classical Confucian tradition be understood as constituting an aesthetic order. Some have argued that this claim is simply false. However, this claim should be understood not in terms of its literal truth or falsity, but in terms of its usefulness and suggestiveness. It is a general description that can guide inquiry into early Chinese thought. In what follows, I locate Hall and Ames’s “aesthetic order” within a broader interpretive lineage that understands (...) the Chinese tradition as an aesthetic tradition. I show how conceptions of “aesthetic” evolve within that lineage, how Hall and Ames built upon earlier New Confucians, and how their work might be extended further. (shrink)

The Belgian polymath Lambert Adolphe Jacques Quetelet pioneered social statistics. Applying his training in mathematics to the physical and psychological dimensions of individuals, he identified the 'average man' as characterised by the mean values of measured variables that follow a normal distribution. He believed that comparing the features of individuals against this average would allow scientists to better explore the processes that determine normal and abnormal qualities. Quetelet's methods influenced many, among them Florence Nightingale, and his simple measure for (...) classifying a person's weight, dividing it by the square of their height, is widely known as the body mass index. First published in French in 1835 and reissued here in the 1842 English translation, this is his most influential work and includes a new preface that succinctly states his aim to be 'the analysis of normal man through his actions and of intellectual man through his productions'. Analysing their contribution to the progress of formal aesthetics, from its origins in Germany in the 1880s to semiotic interpretations in America a century later, the six chapters cover: Robert Zimmermann (1824-1898), the first to separate aesthetics and metaphysics and approach aesthetics along the lines of formal logic, providing a purely syntactic way of (...) using signs, regardless of objective content; Alois Riegl (1858-1905), who went on to further develop aesthetics on the model of formal logic, creating a theory of style in response to Zimmermann's call for an aesthetics oriented toward formal logic; Heinrich Wölfflin (1864-1945), who represents a step toward an understanding of consciousness by using pictures as cognitive tools; Konrad Fiedler (1841-1895), the Saxon philosopher who considered the possibility that some kinds of images are made and viewed not for what they show, but for their visibility's sake alone; Maurice Merleau-Ponty (1908-1961), responsible for taking up the connections between the problems of reducing the range of potential meanings and contexts of a given image down to just the picture surface; Charles William Morris (1901-1979), who set out to establish whether a picture with no objective reference, such as an abstract painting, still counts as a sign, and if so, in what sense. Li Zehou’s work can be understood as an account of a Chinese modernity, a vision for Chinese society that seeks to integrate three distinct philosophical approaches. These are Chinese history and culture, which Li understands as largely Confucian; Marxism, which has exerted such influence on a modernizing China; and Western learning more generally, as expressed by figures such as Immanuel Kant and Sigmund Freud. Li also frequently expresses the hope that a Chinese modernity will be one in which the importance (...) of the individual is recognized, and rights and freedoms upheld (e.g., 2006, p. 182). But this stance raises an important question: how are individuality and freedom understood in Li’s philosophical system? In this paper, I want to examine what resources Li offers to help us conceptualize their place in a modernity with Chinese characteristics. Confucian culture is often regarded as authoritarian and hierarchical, less interested than more liberal traditions in an ideal such as freedom. So how does freedom relate to the Confucian root of Chinese culture, as construed by Li? In this paper I explore how Li Zehou’s study of Confucian aesthetics can deliver a novel conception of freedom, one grounded in Confucian thinking about personal cultivation, and aimed at the free creation of delight (樂). This article describes the history of the City University of New York (CUNY), demonstrating its value as a model for the creation of the Virtual University. Since the establishment of City College in the mid-19th Century, CUNY has continually confronted the challenge of providing quality, low-cost higher education to generations of diverse students. Today CUNY has come to serve as a model not only for effective urban education, but also as an approach to preparing an international student body for a (...) global future. This article describes the impact of, and response to, Trofim D. Lysenko's anti-genetics campaign in Poland between the years 1949 and 1956. It focuses particularly upon the response of three individuals – Teodor Marchlewski, Waclaw Gajewski, and Aleksandra Putrament -who were central figures in the controversy in Poland. In addition to examining the responses and motivations of these individuals, the article also addresses the question of why the Lysenko-era in Poland ended relatively earlier than in neighboring Soviet-allied states such as (...) Hungary, East Germany or Czechoslovakia, as well as 9 years before Lysenko was forced from power in the USSR. I argue that conditions specific to Polish politics and Poland's relationship with the Soviet Union, during the Thaw after Stalin's death, provided the opponents of "Lysenkoism" in Poland with an opportunity to criticize Lysenko, and restore Polish genetics. These conditions are linked to the near-revolution in Poland following the strike in Poznan in June, 1956, and successful transition of power between Edward Ochab and Wladyslaw Gomulka the following October. We use evidence from cognitive psychology and the history of science to examine the issue of the theory-ladenness of perceptual observation. This evidence shows that perception is theory-laden, but that it is only strongly theory-laden when the perceptual evidence is ambiguous or degraded, or when it requires a difficult perceptual judgment. We argue that debates about the theory-ladenness issue have focused too narrowly on the issue of perceptual experience, and that a full account of the scientific process requires an examination (...) of theory-ladenness in attention, perception, data interpretation, data production, memory, and scientific communication. We conclude that the evidence for theory-ladenness does not lead to a relativist account of scientific knowledge. (shrink)

The present paper is a kind of selective summary of my book The Genesis of Yogācāra-Vijñānavāda. [1.–2.] It deals with questions of origin and early development of three basic concepts of this school, viz., the ‘idealist’ thesis that the whole world is mind only or manifestation only, the assumption of a subliminal layer of the mind, and the analysis of phenomena in terms of the “Three Natures”. [3.] It has been asserted that these three basic concepts are logically inseparable and (...) therefore must have been introduced conjointly. [4.] Still, from Vasubandhu onward treatises have been written in which only one of the three concepts is advocated or demonstrated to be indispensable, without any reference to the other two being made. Likewise, in most of the earlier Yogācāra treatises, the three concepts occur in different sections or contexts, or are even entirely absent, as vijñaptimātra in the Yogācārabhūmi and ālayavijñāna in the Mahāyānasūtrālaṁkāra and Madhyāntavibhāga. [5.] It is therefore probable that the three concepts were introduced separately and for different reasons. [5.1.] As regards the concept of the “Three Natures”, I very hypothetically suggest that it was stimulated by the Tattvārthapaṭala of the Bodhisatvabhūmi. [5.2.1.] In the case of ālayavijñāna, I still think that my hypothesis that the concept originated from a problem emerging in connection with the “attainment of cessation” holds good and has not been conclusively refuted, but I admit that Prof. Yamabe?s hypothesis is a serious alternative. [5.2.2.] An important point is that in the Yogācārabhūmi we come across two fundamentally different concepts of ālayavijñāna, the starting point for the change being, probably, the fifth chapter of the Saṁdhinirmocanasūtra. [5.3.] As for ‘idealism’, we may have to distinguish two strands, which, however, tend to merge. [5.3.1.] The earlier one uses the concept cittamātra and emerges as early as in the Pratyutpanna-buddha-saṁmukhāvasthita-samādhi-sūtra in connection with an interpretation of visions of the Buddha Amitāyus. [5.3.2.] The later strand introduces the concept vijñaptimātra and seems to have originated in the eighth chapter of the Saṁdhinirmocanasūtra in connection with a reflection on the images perceived in insight meditation. [5.3.3.] In texts like the Mahāyānasūtrālaṁkāra, concepts from other Mahāyānasūtra strands become prominent in this connection, and it is only in the Mahāyānasaṁgraha that the use of vijñaptimātra is finally established.
