A number of Artificial Intelligence (AI) ethics frameworks have been published in the last 6 years in response to the growing concerns posed by the adoption of AI in different sectors, including healthcare. While there is a strong culture of medical ethics in healthcare applications, AI-based Healthcare Applications (AIHA) are challenging the existing ethics and regulatory frameworks. This scoping review explores how ethics frameworks have been implemented in AIHA, how these implementations have been evaluated and whether they have been successful. (...) AI specific ethics frameworks in healthcare appear to have a limited adoption and they are mostly used in conjunction with other ethics frameworks. The operationalisation of ethics frameworks is a complex endeavour with challenges at different levels: ethics principles, design, technology, organisational, and regulatory. Strategies identified in this review are proactive, contextual, technological, checklist, organisational and/or evidence-based approaches. While interdisciplinary approaches show promises, how an ethics framework is implemented in an AI-based Healthcare Application is not widely reported, and there is a need for transparency for trustworthy AI. This book explores the impact that Darwin’s short visit to Australia in 1836 had on the man himself and on the emerging nation. Now, more than 170 years later, Darwin continues to influence Australian attitudes to life and living.

The development and deployment of medical devices, along with most areas of healthcare, has been significantly impacted by the COVID-19 pandemic. This has had variable ethical implications, two of which we will focus on here. First, medical device regulations have been rapidly amended to expedite approvals of devices ranging from face masks to ventilators. Although some regulators have issued cessation dates, there is inadequate discussion of triggers for exiting these crisis standards, and evidence that this may not be feasible. Given (...) the relatively low evidence standards currently required for regulatory approval of devices, this further indefinite reduction in standards raises serious ethical issues. Second, the pandemic has disrupted the usual operations of device representatives in hospitals, providing an opportunity to examine and refine this potentially ethically problematic practice. In this paper we explain and critically analyse the ethical implications of these two pandemic-related impacts on medical devices and propose suggestions for their management. These include an endpoint for pandemic-related adjustments to device regulation or a mechanism for continued refinement over time, together with a review of device research conducted under crisis conditions, support for the removal and replacement of emergency approved devices, and a review of device representative credentialling. There are two distinct approaches to Bayesian modelling in cognitive science. Black-box approaches use Bayesian theory to model the relationship between the inputs and outputs of a cognitive system without reference to the mediating causal processes; while mechanistic approaches make claims about the neural mechanisms which generate the outputs from the inputs. This paper concerns the relationship between these two approaches. We argue that the dominant trend in the philosophical literature, which characterizes the relationship between black-box and mechanistic approaches to (...) Bayesian cognitive science in terms of the dichotomy between instrumentalism and realism, is misguided. We propose that the two distinctions are orthogonal: black-box and mechanistic approaches to Bayesian modelling can each be given either an instrumentalist or a realist interpretation. We argue that the current tendency to conflate black-box approaches with instrumentalism and mechanistic approaches with realism stems from unwarranted assumptions about the nature of scientific explanation, the ontological commitments of scientific theories, and the role of abstraction and idealization in scientific models. We challenge each of these assumptions to reframe the debates over Bayesian modelling in cognitive science. (shrink)

Awarding rights to rivers, forests, and other environmental entities (EEs) is a new and increasingly popular approach to environmental protection. The distinctive feature of such rights of nature (RoN) legislation is that direct duties are owed to the EEs. This paper presents a novel rebuttal of the strongest argument against RoN: the no interest argument. The crux of this argument is that because EEs are not sentient, they cannot possess the kinds of interests necessary to ground direct duties. Therefore, they (...) cannot be legitimate rights-bearers. After considering and rejecting standard responses to this argument, the paper challenges its fundamental assumption: that rights-correlative duties must be grounded in the interests of the rights-bearer. The paper then presents the RoN critic with a dilemma. The critic must either accept that EEs are legitimate rights-bearers, or delegitimise many well-established rights-bearers along with EEs. This article proposes an analytical approach to algorithms that stresses operations of folding. The aim of this approach is to broaden the common analytical focus on algorithms as biased and opaque black boxes, and to instead highlight the many relations that algorithms are interwoven with. Our proposed approach thus highlights how algorithms fold heterogeneous things: data, methods and objects with multiple ethical and political effects. We exemplify the utility of our approach by proposing three specific operations of folding—proximation, universalisation and (...) normalisation. The article develops these three operations through four empirical vignettes, drawn from different settings that deal with algorithms in relation to AIDS, Zika and stock markets. In proposing this analytical approach, we wish to highlight the many different attachments and relations that algorithms enfold. The approach thus aims to produce accounts that highlight how algorithms dynamically combine and reconfigure different social and material heterogeneities as well as the ethical, normative and political consequences of these reconfigurations. John Stuart Mill’s justification for British rule in India is well known. Less well known and discussed are Mill’s extensive writings on the practice of British rule in India. A close engagement with Mill’s writings on this issue shows Mill was a much more uncertain and anxious imperialist than he is often presented to be. Mill was acutely aware of the difficulties presented by the imperial context in India, he identified a number of very demanding conditions that would have to (...) be met if Britain’s imperial mission was to be successful, and he was very troubled by the dangers posed to this mission from politics in Britain. Toward the end of his life, Mill become much more pessimistic about the progressive possibilities of British colonialism, in part because of what he thought had happened after the transfer of British rule from the East India Company to the British state. A focus on Mill’s arguments about the practice of British rule in India goes some way to providing a more nuanced account of what Mill thought about colonialism. (shrink)

A new volume of philosophical essays by Bernard Williams. The book is a successor to Problems of the Self, but whereas that volume dealt mainly with questions of personal identity, Moral Luck centres on questions of moral philosophy and the theory of rational action. That whole area has of course been strikingly reinvigorated over the last deacde, and philosophers have both broadened and deepened their concerns in a way that now makes much earlier moral and political philosophy look sterile (...) and trivial. Moral Luck contains a number of essays that have contributed influentially to this development. Among the recurring themes are the moral and philosophical limitations of utilitarianism, the notion of integrity, relativism, and problems of moral conflict and rational choice. The work presented here is marked by a high degree of imagination and acuity, and also conveys a strong sense of psychological reality. Neil E. Williams develops a systematic metaphysics centred on the idea of powers, as a rival to neo-Humeanism, the dominant systematic metaphysics in philosophy today. Williams takes powers to be inherently causal properties and uses them as the foundation of his explanations of causation, persistence, laws, and modality.

This essay disambiguates the relationship between phenomenology and explanation, whereby we uncover a fundamentally new way to understand the function of phenomenology within the sciences. These objectives are accomplished in two stages. First, we propose an original way to interpret Husserl's claim that his phenomenology is non-explanatory. We demonstrate, contra accepted interpretations, that Husserl did not think phenomenology is non-explanatory, because it is descriptive or because it does not deal with causes. Instead, we demonstrate that Husserl concluded that phenomenology is (...) non-explanatory, because it engages in a dialectical process of conceptual clarification. To substantiate this interpretation, we examine how Husserl understood the function of explanation in three different tiers of standard science and how he grasped the role of phenomenology in pure logic. Having properly clarified Husserl's conclusion—that phenomenology is non-explanatory—we then execute our second task, namely to challenge just that idea. We argue that Husserl has—despite his claims to the contrary—de facto and inadvertently described his phenomenology as an explanatory nomological science. Our paper therefore not only clears up a longstanding misinterpretation of Husserl, but opens a new area of debate concerning the status of phenomenology within the scientific nexus. (shrink)

How do thought and language manage to be 'about' aspects of the world? J. Robert G. Williams investigates how representation arises out of a fundamentally non-representational world, showing the explanatory relations between the representational properties of language, of thought, and of perception and intention.

Traditional accounts of the Scottish Enlightenment present the half-century or so before 1750 as, at best, a not-yet fully realised precursor to the era of Hume and Smith, at worst, a period of superstition and religious bigotry. This is the first book-length study to systematically challenge that notion. Instead, it argues that the era between approximately 1680 and 1745 was a 'First' Scottish Enlightenment, part of the continent-wide phenomenon of early Enlightenment and led by the Jacobites, Episcopalians, and Catholics of (...) north-eastern Scotland. It makes this argument through an intensive study of the dramatic changes in historiographical practice which took place in Scotland during this era, showing how the documentary scholarship of Jean Mabillon and the Maurists was eagerly received and rapidly developed in Scottish historical circles, resulting in the wholesale demolition of the older, Humanist myths of Scottish origins and their replacement with the foundations of our modern understanding of early Scottish history. This volume accordingly challenges many of the truisms surrounding seventeenth- and eighteenth-century Scottish history, pushing back against notions of pre-Enlightenment Scotland as backward, insular, and intellectually impoverished and mapping a richly polymathic, erudite, and transnational web of scholars, readers, and polemicists. It highlights the enduring cultural links with France and argues for the central importance of Scotland's two principal religious minorities--Episcopalians and Catholics--in the growth of Enlightenment thinking. As such, it makes a major intervention in the intellectual and cultural histories of Scotland, early modern Europe, and the Enlightenment itself. (shrink)

Philosophy as a Humanistic Discipline is one of three posthumous books by Williams to be published by Princeton University Press. Arthur Danto invokes his philosophy of history to authorize a reading of Nietzsche that his philosophy of history nevertheless undermines. Danto's Nietzsche was a system builder, for, “if only tacitly,” he submitted his thinking to the demands of the philosophical “discipline,” “where there is no such thing as an isolated solution to an isolated problem”. In his Analytical Philosophy of History, Danto invents a character he dubs “the Ideal Chronicler.” Danto's notion of a narrative sentence clarifies his idea that historical (...) understanding is retrospective; that it is a matter of assigning significance to earlier events in light of later ones – thus, a matter of placing earlier events within a story we wish to tell. Danto attributes the structural coherence of Nietzsche's writings both to historical understanding and to the systematizing tendencies of philosophical inquiry. (shrink)

This book aims to provide fresh perspectives on Vattimo and Zabala's groundbreaking foundational text, Hermeneutic Communism, from 2011. One of the major contributions which Christopher Hookway has made to pragmatist epistemology is a critical exploration of the role that affective dispositions play in inquiry. According to Hookway, a well-functioning rational inquirer must rely upon a set of pre-reflective and affective dispositions which are not themselves fully available to rational evaluation. Despite their pre-reflective nature, on the pragmatist account these affective dispositions provide us with judgments and evaluations which are in many cases more reliable than those provided by explicit (...) rational reflection. -/- This chapter presents and defends Hookway’s account of the epistemic importance of our affective dispositions. The first section presents three roles which affective dispositions play within inquiry. The second section considers the concern that affective dispositions should be considered impositions upon our epistemic agency. In response, Hookway suggests that we must identify with our affective dispositions, and two interpretations of this claim are offered. The third section considers the possibility that the confidence we have in our affective dispositions might be appropriately shaken if we recognize that they are not shared by other inquirers. The chapter concludes by suggesting that Hookway’s position can overcome this worry by developing his notion of critical self-trust in three distinct ways. (shrink)

I clarify and defend the hypothesis that human belief formation is sensitive to social rewards and punishments, such that beliefs are sometimes formed based on unconscious expectations of their likely effects on other agents – agents who frequently reward us when we hold ungrounded beliefs and punish us when we hold reasonable ones. After clarifying this phenomenon and distinguishing it from other sources of bias in the psychological literature, I argue that the hypothesis is plausible on theoretical grounds and I (...) show how it illuminates and unifies a range of psychological phenomena, including confabulation and rationalisation, positive illusions, and identity-protective cognition. In this significant contribution to Hegel scholarship, Robert Williams develops the most comprehensive account to date of Hegel's concept of recognition. Fichte introduced the concept of recognition as a presupposition of both Rousseau's social contract and Kant's ethics. Williams shows that Hegel appropriated the concept of recognition as the general pattern of his concept of ethical life, breaking with natural law theory yet incorporating the Aristotelian view that rights and virtues are possible only within a certain kind of (...) community. Associer Leopold à Potter a pour effet de placer la bioéthique dans la famille des éthiques de l’environnement, ce qui la différencie du sens conventionnel retenu en médecine et en recherche depuis le Rapport Belmont (1979), une (...) déclaration ayant propulsé l’institutionnalisation de la bioéthique en Amérique du Nord. Cependant, diviser la bioéthique entre le médical et l’environnemental est réducteur. Potter propose au contraire une bioéthique globale s’intéressant aux enjeux situés à leur interface, dont ceux concernant la terre, la vie sauvage, la surpopulation, la consommation, etc. Cet article vise à amorcer un nouveau chantier d’analyse de la pensée de Potter en s’appuyant sur l’héritage de Leopold en biologie.
