All parties involved in researching, developing, manufacturing, and distributing COVID-19 vaccines need guidance on their ethical obligations. We focus on pharmaceutical companies' obligations because their capacities to research, develop, manufacture, and distribute vaccines make them uniquely placed for stemming the pandemic. We argue that an ethical approach to COVID-19 vaccine production and distribution should satisfy four uncontroversial principles: optimising vaccine production, including development, testing, and manufacturing; fair distribution; sustainability; and accountability. All parties' obligations should be coordinated and mutually consistent. For (...) instance, companies should not be obligated to provide host countries with additional booster shots at the expense of fulfilling bilateral contracts with countries in which there are surges. Finally, any satisfactory approach should include mechanisms for assurance that all parties are honouring their obligations. This assurance enables countries, pharmaceutical companies, global organisations, and others to verify compliance with the chosen approach and protect ethically compliant stakeholders from being unfairly exploited by unethical behaviour of others. In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. COVID-19 vaccines are likely to be scarce for years to come. Many countries, from India to the U.K., have demonstrated vaccine nationalism. What are the ethical limits to this vaccine nationalism? Neither extreme nationalism nor extreme cosmopolitanism is ethically justifiable. Instead, we propose the fair priority for residents framework, in which governments can retain COVID-19 vaccine doses for their residents only to the extent that they are needed to maintain a noncrisis level of mortality while they are implementing reasonable public (...) health interventions. Practically, a noncrisis level of mortality is that experienced during a bad influenza season, which society considers an acceptable background risk. Governments take action to limit mortality from influenza, but there is no emergency that includes severe lockdowns. This “flu-risk standard” is a nonarbitrary and generally accepted heuristic. Mortality above the flu-risk standard justifies greater governmental interventions, including retaining vaccines for a country's own citizens over global need. The precise level of vaccination needed to meet the flu-risk standard will depend upon empirical factors related to the pandemic. This links the ethical principles to the scientific data emerging from the emergency. Thus, the FPR framework recognizes that governments should prioritize procuring vaccines for their country when doing so is necessary to reduce mortality to noncrisis flu-like levels. But after that, a government is obligated to do its part to share vaccines to reduce risks of mortality for people in other countries. We consider and reject objections to the FPR framework based on a country: having developed a vaccine, raising taxes to pay for vaccine research and purchase, wanting to eliminate economic and social burdens, and being ineffective in combating COVID-19 through public health interventions. Glucagon-like peptide-1 (GLP-1) receptor agonists, such as semaglutide, and dual GLP-1 and glucose-dependent insulinotropic polypeptide (GIP) receptor agonists, such as tirzepatide, have been found to be effective for treating obesity and diabetes, significantly reducing weight and the risk or predicted risk of adverse cardiovascular events. There is a global shortage of these medications that could last several years and raises questions about how limited supplies should be allocated. We propose a fair-allocation framework that enables evaluation of the ethics of current (...) practices and could guide governments, professional societies, and physicians in allocation decisions. It has become increasingly difficult for individuals to exercise meaningful control over the personal data they disclose to companies or to understand and track the ways in which that data is exchanged and used. These developments have led to an emerging consensus that existing privacy and data protection laws offer individuals insufficient protections against harms stemming from current data practices. However, an effective and ethically justified way forward remains elusive. To inform policy in this area, we propose the Ethical Data (...) Practices framework. The framework outlines six principles relevant to the collection and use of personal data—minimizing harm, fairly distributing benefits and burdens, respecting autonomy, transparency, accountability, and inclusion—and translates these principles into action-guiding practical imperatives for companies that process personal data. In addition to informing policy, the practical imperatives can be voluntarily adopted by companies to promote ethical data practices. (shrink)

The use of storytelling in the judgment process is based on the necessary assumption that experience and meaning are universal. In place of recognizing legitimate differences in the interpretation of social experience, jurors more often are compelled to regard unfamiliar story elements or dissonant interpretations as signs of guilt. When key elements in a case are anchored in different social worlds, defendants may be found guilty simply by reason of their social experiences and their communication styles. The important question arising (...) from this state of affairs is whether anything can be done to correct biased judgment of trials.Securing access to justice means, at a minimum, recognition for the legitimacy—if not the validity—of one's grievances and aspirations. This book was inspired originally by the debates at the turn of the century about placebo controlled trials of antiretrovirals in HIV positive pregnant women in developing countries. Moving forward from this one limited example, the book includes several additional controversial cases of clinical research conducted in developing countries, and asks probing philosophical questions about the ethics of such trials. All clinical research by its very nature uses people to acquire generalizable knowledge to help future people. But what sorts of (...) "use" are morally permissible? What is it to exploit people? Suppose that a trial conducted in a developing country would not be ethically permissible in the developed world. Can we automatically conclude from this that the trial is unethical, that some sort of morally problematic double standard is in operation? Or might the differences in the two settings justify differences in trial design? First published in 1992, The Way is Edward Goldsmith's magnum opus. In it, he proposes that the stability and integrity of humans depend on the preservation of the balance of natural systems surrounding the individual--family, community, society, ecosystem, and the ecosphere itself. Portraying life processes and ecological thinking as holistic, Goldsmith calls for a paradigm shift away from the reductionist approach of modern science. The basic belief in the whole was at the heart of the worldview of primal, (...) earth-oriented societies, as manifested by the Tao of the ancient Chinese, the R'ta of Vedic India, the Asha of the Avestas, and the Sedaq of the tribal Hebrews. The Way was the path taken to maintain the critical order of the cosmos. Echoing the way of traditional cultures, Goldsmith presents an all-embracing, coherent worldview that promotes more harmonious and sustainable practices capable of satisfying real biological, social, ecological, and spiritual needs. To understand the endogenous components of the event-related brain potential (ERP), we must use data about the components' antecedent conditions to form hypotheses about the information-processing function of the underlying brain activity. These hypotheses, in turn, generate testable predictions about the consequences of the component. We review the application of this approach to the analysis of the P300 component. The amplitude of the P300 is controlled multiplicatively by the subjective probability and the task relevance of the eliciting events, whereas its (...) latency depends on the duration of stimulus evaluation. These and other factors suggest that the P300 is a manifestation of activity occurring whenever one's model of the environment must be revised. Tests of three predictions based on this “context updating” model are reviewed. Verleger's critique is based on a misconstrual of the model as well as a partial and misleading reading of the relevant literature. (shrink)

It has become common to view Hobbes as a 'liberal', indeed as one of the founders of liberalism. Despite this characterization, there are few works which examine his views on liberty closely. The first part of this paper attempts to explicate what Hobbes says about liberty, mainly in Leviathan, especially in relation to recent philosophical analysis of the subject. In the second part, I examine the relation between Hobbes's views about liberty and other aspects of his political views.

With the world grappling with continued spread of monkeypox internationally, vaccines play a crucial role in mitigating the harms from infection and preventing spread. However, countries with the greatest need - particularly historically endemic countries with the highest monkeypox case-fatality rates - are not able to acquire scarce vaccines. This is unjust, and requires rectification through equitable allocation of vaccines globally. We propose applying the Fair Priority Model for such allocation, which emphasizes three key principles: 1) preventing harm; 2) prioritizing (...) the disadvantaged; and 3) treating people with equal moral concern. Post-exposure prophylaxis (PEPV) has the most potential to mitigate harm, and so ensuring countries have sufficient supply for PEPV should be the first priority. And historically endemic countries, which face disadvantages that compound potential harms from monkeypox, should be the first recipients of such vaccines. Once sufficient supply is allocated for countries to apply PEPV, global allocation could move on to pre-exposure prophylaxis (PrEP), again prioritizing historically endemic countries first before distribution to the rest of the global community, based on projected number of cases and vulnerability to harm. What, if any, are the limits of the Husserlian concept of Gegebenheit? Is there a limit beyond which nothing can be seen by the phenomenologist? In asking these questions, we allude to a distinction typical of Kantian criticism: “Grenze” or “Schranke”, limit or boundary? These same questions are reformulated in a famous review of Ideen I by Paul Natorp, a Marburg neo-Kantian who directly attacks the unlimited scope Husserl gives to the phenomenological principle of intuition. From a phenomenological point of (...) view, however, the Achilles’ heel of the critical method lies in the impossibility of accessing by intuition, beyond phenomena, the thing-in-itself. A major consequence is that the phenomenological dissolution of the “Grenze” prescribes a limitless opening to the horizon of phenomena. But if we can speak of a limitless openness, it is because in a certain way everything gives itself to be seen. What kind of vision is this? And what kind of Gegebenheit is at work here? The Husserlian answer lies in the recovery of a concept, the “idea in the Kantian sense”, without its counterpart, the “limit”, whereas for Kant as well as for Natorp it is precisely the concept of “limit” that characterizes the gnoseological status of the “idea”. Edith Stein claims that communal experiences are not reducible to the collection of individual experiences directed to the same object or upon the same content. Based on this intuition she gives a phenomenological description of the intentional structure that is proper to communal experiences regarding to their content, mode, and subject. While expanding on her attempts to reassess Husserl’s description of intentionality in an original social-ontological framework, I will stress her precious distinction between individual consciousness and communal stream of experience. I will argue that, if Stein defines the being of the community through its the communal stream of experience, the latter has to be interpreted through Husserl’s teleological concept of ideal multiplicity of experiences. Discussing Stein’s account both against the background of the methodology of Edmund Husserl’s phenomenology and contextualizing it within the social-ontological struggle that took place in Germany during the Great War, I will focus on her description of we-intentionality and aim to unearth its phenomenological core as well as its methodological limits. In the past few years, machine learning (ML) tools have been implemented with success in the medical context. However, several practitioners have raised concerns about the lack of transparency—at the algorithmic level—of many of these tools; and solutions from the field of explainable AI (XAI) have been seen as a way to open the ‘black box’ and make the tools more trustworthy. Recently, Alex London has argued that in the medical context we do not need machine learning tools to be (...) interpretable at the algorithmic level to make them trustworthy, as long as they meet some strict empirical desiderata. In this paper, we analyse and develop London’s position. In particular, we make two claims. First, we claim that London’s solution to the problem of trust can potentially address another problem, which is how to evaluate the reliability of ML tools in medicine for regulatory purposes. Second, we claim that to deal with this problem, we need to develop London’s views by shifting the focus from the opacity of algorithmic details to the opacity of the way in which ML tools are trained and built. We claim that to regulate AI tools and evaluate their reliability, agencies need an explanation of how ML tools have been built, which requires documenting and justifying the technical choices that practitioners have made in designing such tools. This is because different algorithmic designs may lead to different outcomes, and to the realization of different purposes. However, given that technical choices underlying algorithmic design are shaped by value-laden considerations, opening the black box of the design process means also making transparent and motivating (technical and ethical) values and preferences behind such choices. Using tools from philosophy of technology and philosophy of science, we elaborate a framework showing how an explanation of the training processes of ML tools in medicine should look like. (shrink)

In Emanuel Adler's distinctive constructivist approach to international relations theory, international practices evolve in tandem with collective knowledge of the material and social worlds. This book - comprising a selection of his journal publications, a new introduction and three previously unpublished articles - points IR constructivism in a novel direction, characterized as 'communitarian'. Adler's synthesis does not herald the end of the nation-state; nor does it suggest that agency is unimportant in international life. Rather, it argues that what mediates (...) between individual and state agency and social structures are communities of practice, which are the wellspring and repositories of collective meanings and social practices. The concept of communities of practice casts new light on epistemic communities and security communities, helping to explain why certain ideas congeal into human practices and others do not, and which social mechanisms can facilitate the emergence of normatively better communities. A groundbreaking classic of contemporary philosophy for the first time in English translation Between 1961 and 1970, Emanuele Severino was subjected to a thorough investigation by the Vatican Inquisition. The “fundamental incompatibility” identified between his thought and Christian doctrine ejected him from his position as Professor of Philosophy at the Catholic University in Milan. The Essence of Nihilism, published in 1972, was the first book to follow his expulsion, and it established Severino’s preeminent position within the the constellation of contemporary (...) philosophy. In this groundbreaking and classic book—now for the first time available in English—Severino reinterprets the history of Western philosophy as the unfolding of “the greatest folly,” that is, of the belief that “things come out of nothing and fall back into nothing.” According to Severino, such a typically Western understanding of reality has resulted in a conviction that there is a radical “nothingness” to existence. In turn, this justifies the treatment of the world as an object of exploitation, degradation and destruction. To move beyond Western nihilism, suggests Severino, we must first of all “return to Parmenides.” Joining forces with the most venerable of Greek philosophers, Severino confutes nihilism’s “path of night”, and develops a new philosophy grounded on the principle of the eternity of reality and of every single existent thing. Pruss claims that hyperreal probabilities are underdetermined. The claim is based upon external hyperreal-valued measures. We show that internal hyperfinite measures are not underdetermined. The importance of internality stems from the fact that Robinson’s transfer principle only applies to internal entities. We also evaluate the claim that transferless ordered fields may have advantages over hyperreals in probabilistic modeling. (...) In his 2012 book God in the Age of Science? A Critique of Religious Reason Herman Philipse argues that all known deductive versions of the cosmological argument are untenable. His strategy is to propose a few objections to two classical deductive cosmological arguments. The first argument is from the impossibility of there being contingent entities that are the sufficient cause for the existence of a contingent entity. The second argument is from the impossibility of there being an infinite causal regress. (...) In this article I argue that Philipse’s attempt to write off all deductive cosmological arguments fails. Despite Australia's increasing economic ties with Asia, little is known about how it is perceived by the typical citizen in the region. This paper seeks to contribute to the Australian discussion on , as well as to a general understanding of the structure of foreign policy beliefs, by examining perceptions of Australia's influence among the mass publics of 14 Asian polities. Despite some anxiety in Australia on national op-ed pages and among political leaders over how the country is perceived, we (...) find that the average person in Asia probably does not have a strong or meaningful opinion about Australia's foreign policy. Using survey data covering the years 2006 through 2008 from the AsiaBarometer project, we find that, on average, far more people view Australia's influence on their country favorably (40.5%) than view it unfavorably (6.1%). A similar percentage (41.5%), however, have neutral views of Australia's influence, and 12% of people in Asian nations express no opinion on the topic. We suggest these high frequencies of neutral perceptions and non-response are evidence of considerable indifference towards Australia. Furthermore, we investigate the correlates of perceptions of Australia's influence and find that in almost all cases citizens general internationalist sentiment or perceptions of major powers.
