SummaryThis article documents understandings and responses to mass drug administration for the treatment and prevention of lymphatic filariasis among adults and children in northern coastal Tanzania from 2004 to 2011. Assessment of village-level distribution registers, combined with self-reported drug uptake surveys of adults, participant observation and interviews, revealed that at study sites in Pangani and Muheza districts the uptake of drugs was persistently low. The majority of people living at these highly endemic locations either did not receive or actively rejected (...) free treatment. A combination of social, economic and political reasons explain the low uptake of drugs. These include a fear of treatment ; divergence between biomedical and local understandings of lymphatic filariasis; and limited and ineffective communication about the rationale for mass treatment. Other contributory factors are the reliance upon volunteers for distribution within villages and, in some locations, strained relationships between different groups of people within villages as well as between local leaders and government officials. The article also highlights a disjuncture between self-reported uptake of drugs by adults at a village level and the higher uptake of drugs recorded in official reports. The latter informs claims that elimination will be a possibility by 2020. This gives voice to a broader problem: there is considerable pressure for those implementing MDA to report positive results. The very real challenges of making MDA work are pushed to one side – adding to a rhetoric of success at the expense of engaging with local realities. It is vital to address the kind of issues raised in this article if current attempts to eliminate lymphatic filariasis in mainland coastal Tanzania are to achieve their goal. (shrink)

Even babies have an implicit appreciation of the relationship between realistic pictures and the objects that they depict, but a mature understanding of pictures involves an explicit appreciation of how pictures work. Adults appreciate that pictures are public representations that can communicate information to other people, and that some pictures are better at doing this than others. We explore the foundations of this understanding in young children. In three experiments, using yes/no and forced-choice questions, we find that 3- and 4-year (...) olds understand that other people benefit from pictures that contain greater perceptual detail and that the more realistic the picture, the better it is as a symbolic vehicle. Here we examine the hypothesis that symbolic understanding across domains is mediated by a fundamental ‘symbolizing’ ability in young children. We tested 30 children aged 2–4 years on symbolic tasks assessing iconic and non-iconic word-referent and picture-referent understanding and administered standardised tests of symbolic play and receptive language. Children showed understanding of the symbol-referent relation earlier for pictures than written words, and performance within domains was correlated and, importantly, predicted by a marker of general symbolic ability. Performance on picture and (...) written word tasks was also unrelated to language comprehension. Thus, symbolic abilities in specific domains are underpinned by a general symbolizing ability which arises early in development. (shrink)

Bullot & Reber (B&R) put forth a design stance to fuse psychological and art historical accounts of visual thinking into a single theory. We argue that this aspect of their proposal needs further fine-tuning. Issues of transgression and coherence are necessary to provide stability to the design stance. We advocate looking to Art Education for such fundamentals of picture understanding.

We describe how a Community-Based Participatory Research (CBPR) process was used to develop a means of discussing end-of-life care needs of Deaf seniors. This process identified a variety of communication issues to be addressed in working with this special population. We overview the unique linguistic and cultural characteristics of this community and their implications for working with Deaf individuals to provide information for making informed decisions about end-of-life care, including completion of health care directives. Our research and our work with (...) members of the Deaf community strongly show that communication and presentation of information should be in American Sign Language, the language of Deaf citizens. Allen W.Wood Stanford University Fichte’s overall aim in the Second Chapter of the System of Ethics is to derive the applicability of the moral principle he has deduced in the First Chapter. That principle was: To determine one’s freedom solely in accordance with the concept of selfdetermination.1 To show that this principle can be applied is to derive its application from the conditions of free agency in which we find ourselves. In the section of the Second Chapter that will (...) concern us, Fichte attempts to do this starting with our awareness of ourselves as organic beings of nature, and deriving from this awareness our consciousness of the moral principle as an activity of our freedom, together with the general object of this activity, our interest in this activity, and some preliminary indications of the way we are to identify the particular objects and actions that fall under it. It is important to keep in mind that throughout this discussion, Fichte’s concern is not with deducing philosophical propositions from the transcendental standpoint but rather with comprehending, in the light of this, the standpoint of everyday or nonphilosophical consciousness. The aim will therefore be to help us recognize the transcendental source and estimate the significance for moral philosophy of such ordinary facts of practical consciousness as drive, desire, the ‘higher’ and ‘lower’ faculties of desire, our awareness of freedom. This paper transposes for evaluation in relation to the concerns of Plato’s Politicus a claim developed by Verity Harte in the context of his Philebus, that ‘external imposition of a practical aim would in some way corrupt paideutic [philosophical] knowledge’. I argue that the Politicus provides a case for which the Philebus distinction may not allow: ruling, or statecraft, as embodying a form of knowledge that can be answerable to practical norms in a way that does not necessarily subordinate or (...) corrupt its epistemic norms. I argue further that while Harte shows that the Philebus develops a view of the ethical value for a knower in being a knower, the Politicus for its part does not develop any view of the ethical value for a knower in being a ruler. Functional magnetic resonance imaging and the electroencephalography -based technology of Brain Fingerprinting have been hailed as the next, best technologies for lie detection in America, particularly in the context of post-9/11 anxiety. In scientific journals and the popular press, each has been juxtaposed and deemed superior to traditional polygraphy, which measures changes in the autonomic nervous system and correlates these fluctuations with emotions such as anxiety, fear, and guilt. The author contends that the juxtaposition of polygraphy and brain-based detection is (...) a rhetorical strategy that foregrounds the corrective advantage of brain-based techniques, creates an artificial rupture between contiguous technologies, and ignores the shared assumptions foundational to fMRI, EEG, and two older ``truth telling'' technologies: polygraphy and fingerprinting. Far from describing the brain and its functions, fMRI and Brain Fingerprinting produce models of the brain that reinforce social notions of deception, truth, and deviance. (shrink)

The paper asks what is living in political state-of-nature approaches, and answers by way of considering recent epistemic uses of state-of-nature arguments. Using Edward Craig's idea that a concept of knowledge can be explicated from the need for good informants, I argue that a concept of authority can be explicated from a parallel need for good practical informants. But this need not justify rule of a Platonic elite. Practically relevant epistemic advantages are more likely to be secured by the political (...) creation of institutions. In conclusion it is suggested that this approach can explain a problem of justification which arises for Joseph Raz's account of authority. (shrink)

The demonstration that slow transport of clocks can be used to define simultaneity in inertial frames of reference leads to the question of whether clock transport can similarly be used in noninertial frames. It is shown that there are certain types of reference frames in which the clock-transport method cannot be used in a self-consistent manner. It is also shown that there are other types of noninertial frames in which the clock-transport method will succeed. Perverse Desire and the Ambiguous Icon analyzes the limits of the applicability of psychoanalytic theory to aesthetic discourse, and in doing so expands the range of non-normative paradigms of spectatorial identification and sexual identity. These considerations are based on the epistemological premises that the ideal seldom coincides with the empirical, and that identification is always partial, fragmented, heterogeneous, mixed, such that total identification would be tantamount to delirium. The imagination is but the ephemera of partial objects torn from culture and (...) history, the transgression by fragmentation of a contemporary cosmos all too unified and all too controlled to admit the most singular, and idiosyncratic, phantasms of our desires. Thus we must posit an aesthetics where theory and interpretation are juxtaposed to, or traced above, the effects of the passions, where a muscular contraction or spasm is worth as much as a concept. It is here, at the fragile limit between iconophilia and iconoclasm, that the ironies and exigencies of poetic justice reside. (shrink)

The following conclusions have been reached: The phenomenological concept of the "horizon" calls into question both the traditional philosophical concepts of Truth and Being, and it provides the basis for a new, non-hierarchical and non-ideological ontology. On the basis of the new ontology that Merleau-Ponty founds, the ontology of the "Flesh," Merleau-Ponty's thought provides the basis for a strong hermeneutic tool for the critique of ideological systems. Such a critique is not merely a linguistic technique; it is equally based upon (...) a nascent libido theory, which attempts to relate the linguistic and libidinal levels of experience into a unified hermeneutic of human existence. Thus Merleau-Ponty was a precursor of the contemporary French libido theorists, but without falling into the reductionistic error which is often committed by them. Merleau-Ponty did not reduce all existence to either the linquistic or libidinal level, but rather understood language and the body to be each other's significative horizon. Thus Merleau-Ponty's later work serves as both an existential hermeneutic of existence and a critique of ideology, while simultaneously helping to inaugurate the most recent trends of French thought. ;The methodological considerations of this dissertation are based upon the fact that Merleau-Ponty's philosophy was a nexus of existentialism, phenomenology and structuralism, as well as being what I wish to show is one of the foundations of post-structuralist libido theory. Thus all of these styles of philosophizing and their ontological implications must be traced out as they apply to Merleau-Ponty's later writing. Primarily, this dissertation is an analysis of one primary source: the working notes to the incomplete text of The Visible and the Invisible. Yet this interpretation must be effected in the light of Merleau-Ponty's previous works, and the texts that influenced him, and it must especially clarify the lineage of those texts that were subsequently influenced by him. But this textual analysis is combined with phenomenological analyses which are intended to provide examples that support the ontological claims that are made. ;This dissertation is an attempt to interpret the working notes to Merleau-Ponty's The Visible and the Invisible, and to evolve a general theory of interpretation based upon his insights. Specifically, the problem is that of the conciliation of the two major trends of contemporary French philosophy, linguistic analysis and libido theory, which at many points offer mutually exclusive interpretations of existence. I attempt to show how Merleau-Ponty provided an ontology which took into consideration both of these problematics, an ontology which bears as its central, but itself problematic term, the "Flesh." His new ontology of the Flesh is based upon the ontological implications of the classical phenomenological concept of the "horizon," which refers to the indistinct, implicit areas of the perceptual and conceptual fields, and which necessitates a radical reinterpretation of previous philosophy. Unnatural Horizons presents a selective history of the last five centuries of landscape architecture at the intersection of poetics and science, rhetoric and technology, and philosophy and politics. It investigates the relations between garden aesthetics and metaphysics, discussing issues similar to those raised by Weiss's critically acclaimed Mirrors of Infinity. The Western garden has always served as a setting for music, dance, theater, sculpture, and architecture, as well as the minor arts of meditative contemplation and erotic seduction. The history of (...) landscape architecture is therefore inextricable from the histories of the other arts, and must be studied from an interdisciplinary and polycultural point of view. Some of the topics included in this book are the influence of neo-Platonic philosophy on the Italian Renaissance garden, erotic fantasies and the 18th-century libertine garden, the contrast between Thoreau's romantic notion of virgin nature and changes in perception due to increasing speed and mechanization, and the limits of landscape architecture as art form in 20th-century gardens.
