Cet article tente de saisir qui sont les élites politiques aux commandes de la Chine d’aujourd’hui à travers l’analyse du modus operandi de l’École des cadres du Parti de Shanghai. L’étude de cette institution, qui participe à la (...) régulation de la circulation des élites et constitue l’un des lieux privilégiés de la transmission et de l’exercice du pouvoir, permet, par-delà son propre fonctionnement, d’éclairer la nature et le devenir même du régime. S’il apparaît que les forces modernisatrices, en assimilant davantage l’École du Parti à un institut d’administration publique, œuvrent à la professionnalisation du métier de cadre, c’est également et avant tout afin de mieux perpétuer l’hégémonie du Parti-État unique.In a regime where the one Party-State rule still prevails, as is the case in the People’s Republic of China, the polity and politics constitute – here more than anywhere else – the private ground of the country’s ruling elite, i.e. the cadres of the Communist Party. This article attempts to grasp who the political elites in control of contemporary China are, by analyzing the modus operandi of the Shanghai Party School for Cadres. The study of an institution that takes part in the circulation of the elites and hence constitutes one of the privileged playing fields for the transmission and the exercise of power, allows, beyond the understanding of its own working, to shed light on the very nature and evolution of the regime. If the modernizing forces appear to work towards the professionalization of the cadres’ craft by equating the Party School to an institute of public administration, they ultimately do so in order to better perpetuate the supremacy ofthe one-Party system. Person‐specific evidence was developed as a grounded theory by analyzing 20 selected case descriptions from interventions using the guided self‐determination method with people with various long‐term health conditions. It explains the mechanisms of mobilizing relational capacity by including person‐specific evidence in shared decision‐making. Person‐specific self‐insight was the first step, achieved as individuals completed reflection sheets enabling them to clarify their personal values and identify actions or omissions related to self‐management challenges. This step paved the way for sharing these insights and (...) challenges in a relationship with a supportive health professional, who could then rely on person‐specific evidence instead of assumptions or a narrow disease perspective for shared decision‐making. Trust in the evidence encouraged the supportive health professional to transfer it to the interdisciplinary team. Person‐specific evidence then enhanced the ability of team members to apply general evidence in a meaningful way. The increased openness achieved by individuals through these steps enabled them to eventually share their new self‐insights in daily life with other people, decreasing loneliness they experienced in self‐management. Relational capacity, the core of the theory, is mobilized in both people with long‐term health conditions and healthcare professionals. Further research on person‐specific evidence and relational capacity in healthcare is recommended. (shrink)

This paper explores a trans-Atlantic clash about time: in 1899, American philosopher Mary Calkins argued we should not spatialize time; in 1899, British philosopher Victoria Welby argued we should. I take their disagreement as a starting point to contextualize, study, and compare the accounts of time presented in their respective articles. Both Calkins and Welby cared deeply about time, writing on the topic across their careers, but their views have not been studied by historians of philosophy. This is unfortunate, for (...) I argue their novel theories reward attention. Calkins’ 1899 account draws on Kant to arrive at the earliest American-British causal theory of time, pioneers the metaphysical applications of temporal experimental psychology, and replies to F. H. Bradley’s proclamation that it is ‘impossible’ to explain the appearance of time. Meanwhile, I read Welby’s 1907 account as offering a radical metaphysic, on which time is literally a kind of space, resonating with 1880s literature around the ‘fourth dimension’ and H. G. Wells’ 1895 novel The Time Machine. I have uncovered an early draft of Welby’s paper dating to 1902 and, using this alongside other unstudied writings by Welby, trace the development of her views from the 1880s onwards. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Beyond DisciplineOn the Status of Bodily Difference in PhilosophyEmily Anne ParkerMuch deserved attention has recently been directed to the fact that philosophy faculty are surprisingly homogeneous when compared to faculty in other fields, not only in the humanities and social sciences but also in the natural sciences (Alcoff 2011, 7–8). Perhaps it is as a result of this bodily homogeneity that sexual harassment and sexual assault in philosophy departments (...) are routine and that stories about such experiences, when they can be shared, are questioned or ignored. Certainly such experiences deserve attention. But they also deserve philosophical examination. Linda Martín Alcoff points out that a study of the relationship between percentages of (predominantly white, hetero, cisgendered, normatively abled) women in a department and the status of that department in Brian Leiter’s Philosophical Gourmet demonstrates a “reverse correlation, where the higher the percentages of women, the lower the rankings. Departments concerned about their Leiter rankings would be ‘rational,’ then to forego hiring too many women” (Alcoff 2011, 8). Alcoff suggests that instead of simply counting the nonwhite, cisgendered, heterosexual, normatively abled men in the field, we need to consider the connection between the “climate for women and the attitude toward feminist philosophy” and (as her own work elsewhere would suggest) the philosophy of race. Clearly Alcoff is right to suggest that we should not think of sexual harassment as the obstacle to participation of a very small sampling of bodily diversity in the field, but rather as a circular indicator and cause of a larger problem. [End Page 222]But what is the problem?I would like to suggest that the problem, still underdiscussed, is the implicit disciplining of what counts as philosophical. It is this quiet yet ubiquitous questioning that not only keeps philosophy homogeneous, but also prevents most critics of that homogeneity from doing more than reporting limited demographical information about the field. To be sure, when one wants to argue that there is something wrong with the culture of philosophy as a field, it seems necessary to marshal data. And yet it will always be the case that such studies can never answer questions about how a culture develops, what its assumptions, horizons, and cosmologies are. For this one needs (critical race, feminist, ability, queer, trans, economic, ecological) philosophy. And yet, circularly, disciplining what counts as philosophical sets limits to what questions can be explored.Kristie Dotson, Gayle Salamon, and Alexis Shotwell have each in separate contexts pointed out that what counts as “philosophy” should be recognized as the philosophical question that it itself apparently is (Dotson 2011, 2012; Salamon 2009; Shotwell 2010). This conversation about what counts as philosophy is directly related to the status not only of white hetero women in the field, but also the status of anyone who challenges the philosophical centrality of normatively raced-classed-abled-gendered bodies. In a recent paper, Dotson reflects on having been asked repeatedly, “How is this paper philosophy?” (Dotson 2012, 407). This question is extremely common, and as Shotwell points out, having to answer it is “a common experience for people who attempt to do work in philosophy while departing in archive and method from accepted norms” (117). Shotwell further suggests that it’s not just archive and method that make one suspect; it’s also the questions that one is willing to ask about oneself, about community, about world. Read together, Dotson and Shotwell make it clear not only that the question of whether one’s work is or is not philosophical is a common question, but that this is the case precisely because it is taken for granted what philosophy is, perhaps especially by those who ask whether X is or is not philosophy. Otherwise the question of how some project or other is philosophy simply wouldn’t be articulable as a question.For the moment I would like to take a widely common and implicit definition of philosophy seriously: “Philosophy” is whatever directs fundamental questions at itself. Despite the ubiquity of bees in Dickinson’s work, most interpreters denigrate her nature poems. But following several recent scholars, I identify Nietzschean/Dionysian overtones in the bee poems and suggest the figure of bees/hive/queen illuminates as feminist key to her corpus. First, (a) the bee’s sting represents martyred death; (b) its gold, immortality; (c) its tongue, the “lesbian phallus”; (d) its wings, poetic power; (e) its buzz, poetic melody, and (f) its organism, a joyful Dionysian Susan (her sister-in-law and love interest) (...) to Emily’s flower. Second, the hive represents her individual poems (with slants/dashes as stingers, wings as hymn meter, honey as rhymes, variant words as exiled bees, and accompanying flowers their Darwinian coevolution with bees), constituting her writing persona as a multi-voiced self-swarm, as organized in the apiary of her letters and fascicles. And third, the queen represents her Western cultural and religious inheritance wherein bees are symbols of the soul, reincarnation, poetic-philosophical vocation, and a Nietzschean, trans-Dionysian naturalist ontology—symbolized by apiarian Artemis. Between 2013 and 2016, West Africa experienced the largest ever outbreak of Ebola Virus Disease. In the absence of registered treatments or vaccines to control this lethal disease, the World Health Organization coordinated and supported research to expedite identification of interventions that could control the outbreak and improve future control efforts. Consequently, the World Health Organization Research Ethics Review Committee was heavily involved in reviews and ethics discussions. It reviewed 24 new and 22 amended protocols for research studies including interventional (...) and observational studies. WHO-ERC provided the reviews within on average 6 working days. The WHO-ERC often could not provide immediate approval of protocols for reasons which were not Ebola Virus Disease specific but related to protocol inconsistencies, missing information and complex informed consents. WHO-ERC considerations on Ebola Virus Disease specific issues are presented. To accelerate study approval in future public health emergencies, we recommend: internally consistent and complete submissions with information documents in language participants are likely to understand, close collaboration between local and international researchers from research inception, generation of template agreements for data and sample sharing and use during the ongoing global consultations on bio-banks, formation of Joint Scientific Advisory and Data Safety Review Committees for all studies linked to a particular intervention or group of interventions, formation of a Joint Ethics Review Committee with representatives of the Ethics Committees of all institutions and countries involved to strengthen reviews through the different perspectives provided without the ‘opportunity costs’ for time to final approval of multiple, independent reviews, direct information exchange between the chairs of advisory, safety review and ethics committees, more Ethics Committee support for investigators than is standard and a global consultation on criteria for inclusion of pregnant women and children in interventional studies for conditions which put them at particularly high risk of mortality or other irreversible adverse outcomes under standard-of-care. The purpose of this study was to investigate the mediational role of relational psychological contract in social beliefs and work input attitude dependency. We analyzed data taken from employees in four different organizations operating in the Pomeranian market. A mediation analysis showed a strongly mediating role of psychological contract in the negative relationship between perception of life as a zero-sum game and work input. The motivational effect of the relational psychological contract, that is the role of job security, interesting work, (...) a career in the company, opportunities for promotion and other HRM practices prevail over the significance of personal beliefs, especially when these are negative. If the company lacks the appropriate HRM systems then day-to-day social exchanges can be crucial in modifying the social beliefs of the employee. (shrink)

The COVID-19 pandemic prompted a nudge for public–private cooperation in healthcare to rapidly cope with limited resource. However, Vietnam’s historical reliance on a public healthcare system, combined with a traditional emphasis on socialization in the Polanyian sense, hindered the swift integration of the private sector. This research investigates path dependency in Vietnam’s public health sector, using theories including path dependency, Karl Polanyi’s double movement with legal analysis method to analyze the interplay of historical decisions, and socialist policies in healthcare. Recognizing (...) these institutional and market governance flaws, a deeper understanding of the role of law becomes vital in crafting strategies for a more resilient and sustainable healthcare system in Vietnam. In this article, Ho Chi Minh City is chosen as a case study due to its notable mix of public–private healthcare facilities and its status as a leading area in infection cases during the third COVID-19 wave. The article suggests that there should be a change in the way public and private sectors work together, one that is more in line with market-driven solutions which requires solid legal framework for cooperation beyond merely mobilizing resources. Recent decades have witnessed widespread agrarian transitions in mainland Southeast Asia. This paper examines how agrarian transitions are shaped by multiple drivers of change, and how these interwoven processes have triggered shifts in agricultural extension practices in three countries in the Lower Mekong Basin: Laos, Cambodia, and Vietnam. Drawing on interviews with experts working on the fields of agrarian studies and rural development, this paper argues that agrarian transitions not only put a strain on agricultural extension systems in responding to (...) evolving needs, but they also stimulate the co-production of innovative agricultural extension models to address gaps left by the limited presence of extensionists. The study gains insight into challenges faced by extensionists, including a lack of resources, skills, and capacities to meet growing needs, which simultaneously urged them to excel in their work performance. The paper highlights the proactive role of ‘champions’ in orchestrating collective efforts towards the co-production of innovative agricultural extension models (e.g. Metkasekor), and the formulation of pluralistic extension platforms in enabling such ‘co-learning-to-act’ practices. By translating these insights into the broader contexts of agricultural and rural development in the Mekong region and beyond, this paper aims to make a two-fold contribution. First, it will assert how the ‘business-as-usual’ extension model has failed to adequately address emerging needs as a result of agrarian transitions. Second, it will provide pathways for the recognition and legitimisation of the pluralistic extension approach that fosters stakeholders’ co-learning and productive engagement in extension practices. Background To characterize patients dying in a community hospital with or without attempting cardiopulmonary resuscitation and to describe patient involvement in, documentation of, and compliance with decisions on resuscitation. Methods All patients who died in Kalmar County Hospital during January 1, 2016 until December 31, 2016 were included. All information from the patients’ electronic chart was analysed. Results Of 660 patients female), 30 were pronounced dead in the emergency department after out-of-hospital CPR. Of the remaining 630 patients a DNAR order (...) had been documented in 558 patients. Seventy had no DNAR order and 2 an explicit order to do CPR. In 43 of these 70 patients CPR was unsuccessfully attempted while the remaining 27 patients died without attempting CPR. In 2 of 558 patients CPR was attempted despite a DNAR order in place. In 412 patients the DNAR order had not been discussed with neither patient nor family/friends. Moreover, in 75 cases neither patient nor family/friends were even informed about the decision on code status. Conclusions In general, a large percentage of patients in our study had a DNAR order in place. However, 27 patients died without CPR attempt or DNAR order. DNAR orders had not been discussed with the patient/surrogate in almost three fourths of the patients. Further work has to be done to elucidate the barriers to discussions of CPR decisions with the patient. (shrink)

The so-called “conciliatory” norm in epistemology and meta-ethics requires that an agent, upon encountering peer disagreement with her judgment, lower her confidence about that judgment. But whether agents actually abide by this norm is unclear. Although confidence is excessively researched in the empirical sciences, possible effects of disagreement on confidence have been understudied. Here, we target this lacuna, reporting a study that measured confidence about moral beliefs before and after exposure to moral discourse about a controversial issue. Our findings indicate (...) that participants do not abide by the conciliatory norm. Neither do they conform to a rival “steadfast” norm that demands their confidence to remain the same. Instead, moral discourse seems to boost confidence. Interestingly, we also find a confidence boost for factual beliefs, and a correlation between the extremity of moral views and confidence. One possible explanation of our findings is that when engaging in moral discourse participants become more extreme in their opinions, which leads them to become more confident about them, or vice versa: they become more confident and in turn more extreme. Although our work provides initial evidence for the former mechanism, further research is needed for a better understanding of confidence and moral discourse. (shrink)

Contributing to a lack of studies related to generic skills assessment, especially in non-Western university contexts, this article reports a study that explored practices and challenges of assessing students’ GS in the Business Administration programmes in six Vietnamese universities. Content analysis of interviews with 41 teachers of skills subjects and specialised subjects revealed that teachers were organising different formative and summative GS-assessment activities. Unfortunately, the analysis indicated that their GS-assessment practices were fragmented across subjects in the curriculum. Teachers’ beliefs regarding (...) their roles in the university, teachers’ expertise and several contextual factors were found to influence their assessment practices. The article argues that leadership should be exercised more effectively in order to remove obstacles and engage teachers with assessing GS, which will yield washback effect on students’ learning of these skills. Metacognitive mental states are mental states about mental states. For example, I may be uncertain whether my belief is correct. In social discourse, an interlocutor’s metacognitive certainty may constitute evidence about the reliability of their testimony. For example, if a speaker is certain that their belief is correct, then we may take this as evidence in favour of their belief, or its content. This paper argues that, if metacognitive certainty is genuine evidence, then it is disproportionate evidence for extreme beliefs. (...) In support of the argument, we report findings from five studies with different participant samples, designs, and measures. These studies show that, the more extreme an agent’s belief (positive or negative), the more certain they are about it, and vice versa. This relationship might contribute to moralism, virtue signalling, and polarisation, which in turn may be epistemically and morally problematic. Therefore, we caution against taking metacognitive certainty as genuine evidence. (shrink)

Although beef and dairy production in Alberta, Canada, enjoys strong public support, there are enduring public concerns, including farm animal welfare. Evolving codes of practice and animal care councils prescribe changes and improvements to many areas of farm management, and may be seen by farmers as an appropriate response to public animal welfare concerns. However, codes of practice do not address every animal welfare concern, and new concerns can arise over time. Drawing on social practice theory and in-depth field research (...) with 36 cattle and dairy farmers, this paper explores the materials, competencies, and meanings of four animal husbandry practices: branding, dehorning, weaning, and on-farm handling and moving. Findings show that branding and dehorning are evolving slowly with attention to pain management, but remain firmly rooted in ranching tradition and communities of practice. Weaning and animal handling practices are evolving more quickly with attention to changing materials, attitudes, and values that are more prevalent within producer communities. (shrink)

Si les animaux d’élevage comme les animaux d’expérimentation intéressent depuis une trentaine d’années de plus en plus de personnes – de chercheurs, de militants –, les animaux dit de compagnie, en revanche, semblent toujours pâtir du préjugé selon lequel, parce qu’ils relèveraient d’une relation privée, ils seraient sans intérêt scientifique ou philosophique. Donna Haraway propose une façon tout à fait singulière de court-circuiter cet arrêt de la pensée afin de pouvoir re-problématiser cette relation à nouveau frais. Ce qui change immédiatement, (...) c’est le caractère non plus privé mais politique de cette co-relation : l’histoire biologique et politique qui nous unit à ces animaux dit de compagnie apparus massivement dans les années 1970 est toute aussi complexe que celle que nous partageons par ailleurs avec nos autres espèces compagnes. Patočka has never developed the political and historical concept of dissidence. But trying to sketch its phenomenological foundation in the writings of the Czech philosopher, who experienced human liberty as an act of dissidence, could be an original way in qualifying his alternative idea of the modern subjectivity in phenomenology: between finitude and autonomy. The first part of the article presents the radical criticism aimed by Patočka to the transcendental subjectivism of Husserl, and thinks the requirement of a split between (...) autofoundation and autonomy. Then, it is analysed the articulation between the movement of life and the movement of existence, in which lies the very idea of dissidence. In a third and final part, one shows to what extent the dissident subjectivity fully reveals itself in the political life. (shrink)
