The human right to health has been established in international law since 1976. However, philosophers have often regarded human rights doctrine as a marginal contribution to political philosophy, or have attempted to distinguish ‘human rights proper’ from ‘aspirations’, with the human right to health often considered as falling into the latter category. Here the human right to health is defended as an attractive approach to global health, and responses are offered to a series of criticisms concerning its demandingness.

What does it mean to be disadvantaged? Is it possible to compare different disadvantages? What should governments do to move their societies in the direction of equality, where equality is to be understood both in distributional and social terms? Linking rigorous analytical philosophical theory with broad empirical studies, including interviews conducted for the purpose of this book, Wolff and de-Shalit show how taking theory and practice together is essential if the theory is to be rich enough to be applied (...) to the real world, and policy systematic enough to have purpose and justification. The book is in three parts. Part 1 presents a pluralist analysis of disadvantage, modifying the capability theory of Sen and Nussbaum to produce the 'genuine opportunity for secure functioning' view. This emphasises risk and insecurity as a central component of disadvantage. Part 2 shows how to identify the least advantaged in society even on a pluralist view. The authors suggest that disadvantage 'clusters' in the sense that some people are disadvantaged in several different respects. Thus identifying the least advantaged is not as problematic as it appears to be. Conversely, a society which has 'declustered disadvantaged' - in the sense that no group lacks secure functioning on a range of functionings - has made considerable progress in the direction of equality. Part 3 explores how to decluster disadvantage, by paying special attention to 'corrosive disadvantages' - those disadvantages which cause further disadvantages - and 'fertile functionings' - those which are likely to secure other functionings. In sum this books presents a refreshing new analysis of disadvantage, and puts forward proposals to help governments improve the lives of the least advantaged in their societies, thereby moving in the direction of equality. Charlotte Wolff was born in Riesenburg, West Prussia into a middle-class Jewish family. She studied philosophy and then medicine at several German universities, completing her doctorate in Berlin in 1926. Working in various institutions over the next few years, she was also interested in psychotherapy and had a small private medical and psychotherapeutic practice. In 1933 she was forced to leave Germany because of the Nazi regime, and settled for a few years in Paris. As a German refugee she (...) was unable to practice medicine, so she began her research into the correlation between hand traits and personality. In 1936 she went to London to continue her research work and lived there until her death. An active lesbian from an early age, her later research turned to sexology and her writing on lesbianism and bisexuality were influential early works in the field. This is a great opportunity to rediscover her early work, including her first autobiography. (shrink)

Die historisch-kritische Edition des Briefwechsels stellt Materialien bereit, die die Wolff- und Aufklärungsforschung auf eine neue Grundlage stellen. Der Briefwechsel erlaubt neben bisher unbekannten biographischen Details aus Wolffs Marburger Zeit und den ersten Jahren seines Wirkens nach der Rückkehr (...) an die Universität Halle Einblicke in Wolffs und Manteuffels Positionen innerhalb der politischen, philosophischen, theologischen und naturwissenschaftlichen Debatten der Zeit. As well as previously unknown biographical details about Wolff’s time in Marburg and his first years of activity after his return to the University of Halle, it provides insights into Wolff’s and Manteuffel’s positions within the political, philosophical, theological and scientific debates of the period. In addition the correspondence opens up an innovative perspective on the functions of a scholarly political and epistolary network which Count Manteuffel maintained and nurtured in order to spread Wolffianism throughout Europe. The edition is part of a collaborative project between the Martin Luther University Halle-Wittenberg and the Saxon Academy of Sciences, based at the Interdisciplinary Centre for European Enlightenment Studies at the University of Halle. The paper describes a project in which the thesis of the social determinants of health is used in order to help identify groups that will be among the least advantaged members of society, when disadvantage is understood in terms of lack of genuine opportunity for secure functioning. The analysis is derived from the author's work with Avner de-Shalit in Disadvantage (Oxford University Press, 2007).

The discussion of the adequacy of Karl Marx''s definition of exploitation has paid insufficient attention to a prior question: what is a definition? Once we understand Marx as offering a reference-fixing definition in a model we will realise that it is resistant to certain objections. A more general analysis of exploitation is offered here and it is suggested that Marx''s own definition is a particular instance of the general analysis which makes a number of controversial moral assumptions.

Hierarchy is a difficulty for theories of equality, and especially those that define equality in relational or social terms. In ideal egalitarian circumstances it seems that hierarchies should not exist. However, a liberal egalitarian defence of some types of hierarchies is common. Hierarchies of esteem have no further consequences than praise or admiration for valued individual features. Hierarchies of status, with differential reward, can, it is often argued, also be justified when they serve a justified social purpose and meet conditions (...) of genuine equality of opportunity. However, group hierarchies remain problematic, and evidence suggests that they are pervasive in human societies above a subsistence level of production. It has also been argued that group hierarchies are impossible to eliminate, and enormous cost is associated with attempting, and failing, to remove them. However, the perspective of ‘real-world’ political philosophy suggests measures to mitigate group hierarchy, starting with those that are either the easiest to address, the most damaging, or the most consequential. Uberraschenderweise kann es durch sorgfaltige immanente Textauslegung gelost werden: Nachweisbar ist, dass das Leitfadenkapitel, also der unmittelbare Kontext der Urteilstafel innerhalb der Kritik, eine dicht geschriebene Argumentationsskizze zu einem strengen Vollstandigkeitsbeweis enthalt, (...) dessen Uberzeugungskraft nichts zu wunschen ubriglasst. Im zweiten Teil wird dann gezeigt, dass diese Kritik in allen Punkten auf grundlegenden Irrtumern und Missverstandnissen beruht. Als besonders schwerwiegender und folgenreicher Irrtum stellt sich Freges Ansicht heraus, die Regeln dessen, was Kant als formale Logik ansah, seien aus dem Axiomensystem der Begriffsschrift ableitbar. Train crashes cause, on average, a handful of deaths each year in the UK. Technologies exist that would save the lives of some of those who die. Yet these technical innovations would cost hundreds of millions of pounds. Should we spend the money? How can we decide how to trade off life against financial cost? Solar radiation management (SRM) has been proposed as a means of mitigating climate change. Although SRM poses new risks, it is sometimes proposed as the ‘lesser evil’. I consider how research and implementation of SRM could be regulated, drawing on what I call a ‘precautionary checklist’, which includes consideration of the longer term political implications of technical change. Particular attention is given to the moral hazard of ‘regulatory drift’, in which strong initial regulation softens through complacency, deliberate deregulation (‘regulatory gift’) (...) and the limited constituency of people with the skills to regulate (‘thin markets’). I propose the strengthening of civil society groups to keep regulators in check. (shrink)

This paper considers the range of possible policy options that are available if we wish to attempt to treat people with cognitive disabilities as equal members of society. It is suggested that the goal of policy should be allow each disabled person to establish a worthwhile place in the world and sets out four policy options: cash compensation, personal enhancement, status enhancement and targeted resource enhancement. The paper argues for the social policy of targeted resource enhancement for individuals with cognitive (...) disabilities, in the form of providing cash with some limits on its use. Taking the example from the UK of ‘self-directed support’ it is argued that such policies can be cost-effective and advance the autonomy of people with cognitive disabilities, especially when compared with current policies of centrally provided services. In this paper I aim to answer two questions: Can spin be treated as a determinable? Can a treatment of spin as a determinable be used to understand quantum indeterminacy? In response to the first question I show that the relations among spin number, spin components and spin values cannot be captured by a single determination relation; instead we need to look at spin number and spin value separately. In response to the second question I discuss three ways in which (...) the determinables model might be modified to account for indeterminacy, and argue that none of them is fully successful in helping us to understand quantum indeterminacy. In this paper, we describe our recent approaches to introducing students in a beginning computer science class to the study of ethical issues related to computer science and technology. This consists of three components: lectures on ethics and technology, in-class discussion of ethical scenarios, and a reflective paper on a topic related to ethics or the impact of technology on society. This article examines Kant′s use of the expression “fact of reason” by giving an analysis of the pseudo-mathematical method which Kant employs in the first part of the Critique of Practical Reason. It turns out that Kant′s use of this expression has nothing to do with appealing to a certain fact as being an obvious, self-evident truth. There is no need for such an appeal since the “Fundamental Law of Pure Practical Reason” is a “practical postulate” which, like a postulate (...) in geometry, is unquestionably certain. In order to realize its validity it is sufficient to know what a practical law is and on what its validity depends. The fundamental law of pure practical reason needs, in Kant′s view, a “deduction” since it is a synthetic principle a priori. But its deduction cannot be a proof since postulates neither can nor need be proved. It has to be a justification which guarantees that the use of pure reason in giving practical laws is not “transcendent”, but “immanent”. This justification has, unlike Kant′s deduction of the “Postulates of Empirical Thinking”, the systematic form of a “defence” which invalidates possible objections by showing that they themselves necessarily rest on a transcendent use of reason. The article aims to advance our understanding of what the early Heidegger had in mind when he spoke about technics. Taking GA 18, Grundbegriffe der aristotelischen Philosophie, as a guiding text, Heidegger's “destructive” reading of the two notions most directly associated with Aristotle's presentation of technics—τεχνη and εξις—will be examined, especially with reference to the portrayal of technics in the Nicomachean Ethics. It will be argued that Aristotle already exaggerated the distinction between virtue and skill and that, instead of insisting (...) on their similarities (as will be argued to be desirable), Heidegger drove the two notions even further apart. This enabled him to form a warped picture of technical life, which he exploited as a counter image to develop an unrealistically non-technical notion of πρα;ξις, which Heidegger implicitly advocates. Philosophical disagreement about justice ranges over at least two questions. The most immediate is a substantial question, concerning the conditions under which particular distributive arrangements can be said to be just or unjust. The second, deeper, question concerns the nature of justice itself. What is justice? Here we can distinguish three views. First, justice as mutual advantage sees justice as essentially a matter of the outcome of a bargain. There are times when two parties can both be better off by (...) making some sort of agreement. Justice, on this view, concerns the distribution of the benefits and burdens of the agreement. Second, justice as reciprocity takes a different approach, looking not at bargaining but at the idea of a fair return or just price, attempting to capture the idea of justice as equal exchange. Finally justice as impartiality sees justice as ‘taking the other person’s point of view’ asking ‘how would you like it if it happened to you?’ Each model has significantly different consequences for the question of when issues of justice arise and how they should be settled. It is interesting to consider whether any of these models of justice could regulate behaviour between non-human animals. (shrink)

The literature of modernity, describing the fleeting, anonymous, ephemeral encounters of life in the metropolis, mainly accounts for the experiences of men. It ignores the concomitant separation of public and private spheres from the mid-nineteenth century, and the increasing segregation of the sexes around that separation. The influential writings of Baudelaire, Simmel, Benjamin and, more recently, Richard Sennett and Marshall Berman, by equating the modern with the public, thus fail to describe women's experience of modernity. The central figure of the (...) flâneur in the literature of modernity can only be male. What is required, therefore, is a feminist sociology of modernity to supplement these texts. (shrink)

Exchange is one thing, economic competition another. Exchange is possible without competition; and economic competition (of sorts) is possible without exchange. Put exchange and competition together and, roughly, you get the free market. There are many philosophical discussions of the free market; a sizeable number about free exchange; but - - aside from in the context of consequentialist defences of the market - - who this century has had much to say about economic competition?

The present research is the first to examine how students’ individual and their classmates’ math-related gender stereotypes, endorsing that math would be a typically male domain, relate to students’ math self-concepts. To this end, data of N = 1,424 secondary school students from Germany were analyzed using multilevel analyses. As expected, strong individual beliefs in the math-related gender stereotype were related to lower math self-concepts for girls, but to higher math self-concepts for boys. Moreover, classmates’ shared beliefs in this stereotype (...) showed a negative relation to girls’ self-concepts, whereas no significant relation between classmates’ shared beliefs and boys’ self-concepts was found. These relations also persisted after controlling for students’ math grades and age. In sum, the results demonstrated that gender stereotypes shared by students’ classmates can have a substantial impact on students’ math self-concepts, beyond their individual gender stereotypes. This finding emphasizes the significance of classmates as important socializing peers in the process of students’ self-concept formation. (shrink)

Poverty is often defined as lacking the financial resources to meet a set of basic needs. Here, I consider four questions. First, how is the relevant level of basic needs to be determined? Second, given that the possibility of satisfying basic needs is not solely determined by possession of financial resources, is poverty better understood or measured at least in part in non-financial terms? Third, what, if anything, is owed to people in poverty and by whom? And finally, what social (...) policies should be favoured in attempting to deal with poverty? The key message is that overcoming poverty is more than meeting needs for food and shelter, but also includes meeting the human need for a social life and fitting in with what is commonly expected in society (overcoming relative poverty). Out of respect for all, governments have a duty to adopt policies to bring people out of poverty. (shrink)

Science literacy is frequently touted as a key to good citizenship. Based on a two-year ethnographic study examining science in the community, the authors suggest that when considering the contribution of scientific activity to the greater good, science must be seen as forming a unique hybrid practice, mixed in with other mediating practices, which together constitute “scientifically literate, good citizenship.” This case study, an analysis of an open house event organized by a grassroots environmentalist group, presents some examples of activities (...) that embed science in “good citizenship.” Through a series of vignettes, the authors focus on four central aspects: the activists' use of landscape and spatial arrangements, the importance of multiple representations of the same entity, the relational aspect of knowing and becoming part of a community, and the insertion of scientific into moral discourse, resulting in what they call a “stewardship triad.”.
