In the last decade, many arguments have emerged for encouraging public participation in environmental policy making and management While some have argued that, in democratic societies, people simply have a right to a participatory role, others base arguments for public participation on the idea that lay people may have access to knowledge which is unknown to officially sanctioned experts. Local people may count as experts about aspects of their neighbourhood or they may have insights into the behaviour of plant operators (...) that is thought to give rise to pollution. This paper reports on a novel empirical approach to analysing and capturing such 'lay' understandings. This technique, developed in ESRC-funded work in the UK, uses community mapping exercises in urban centres to produce spatial representations of local knowledges about air pollution and related problems of noise and odour. In the paper the technique is outlined, presenting data from the three-city case study. The paper concludes by assessing the ways in which participatory modelling can contribute to the local governance of air quality. (shrink)

George Yancy gathers white scholarship that dwells on the experience of whiteness as a problem without sidestepping the question’s implications for Black people or people of color. This unprecedented reversion of the “Black problem” narrative challenges contemporary rhetoric of a color-evasive world in a critically engaging and persuasive study.

Will the proliferation of devices that provide the continuous archival and retrieval of personal experiences (CARPE) improve control over, access to and the record of collective knowledge as Vannevar Bush once predicted with his futuristic memex? Or is it possible that their increasing ubiquity might pose fundamental risks to humanity, as Donald Norman contemplated in his investigation of an imaginary CARPE device he called the “Teddy”? Through an examination of the webcam experiment of Jenni Ringley and the EyeTap experiments of (...) Steve Mann, this article explores some of the social implications of CARPE. The authors’ central claim is that focussing on notions of individual consent and control in assessing the privacy implications of CARPE while reflective of the individualistic conception of privacy that predominates western thinking, is nevertheless inadequate in terms of recognizing the effect of individual uptake of these kinds of technologies on the level of privacy we are all collectively entitled to expect. The authors urge that future analysis ought to take a broader approach that considers contextual factors affecting user groups and the possible limitations on our collective ability to control the social meanings associated with the subsequent distribution and use of personal images and experiences after they are captured and archived. The authors ultimately recommend an approach that takes into account the collective impact that CARPE technologies will have on privacy and identity formation and highlight aspects of that approach. In what ways should we include future humanoid robots, and other kinds of artificial agents, in our moral universe? We consider the Organic view, which maintains that artificial humanoid agents, based on current computational technologies, could not count as full-blooded moral agents, nor as appropriate targets of intrinsic moral concern. On this view, artificial humanoids lack certain key properties of biological organisms, which preclude them from having full moral status. Computationally controlled systems, however advanced in their cognitive or informational capacities, (...) are, it is proposed, unlikely to possess sentience and hence will fail to be able to exercise the kind of empathic rationality that is a prerequisite for being a moral agent. The organic view also argues that sentience and teleology require biologically based forms of self-organization and autonomous self-maintenance. The organic view may not be correct, but at least it needs to be taken seriously in the future development of the field of Machine Ethics. (shrink)

I compare a ‘realist’ with a ‘social–relational’ perspective on our judgments of the moral status of artificial agents (AAs). I develop a realist position according to which the moral status of a being—particularly in relation to moral patiency attribution—is closely bound up with that being’s ability to experience states of conscious satisfaction or suffering (CSS). For a realist, both moral status and experiential capacity are objective properties of agents. A social relationist denies the existence of any such objective properties in (...) the case of either moral status or consciousness, suggesting that the determination of such properties rests solely upon social attribution or consensus. A wide variety of social interactions between us and various kinds of artificial agent will no doubt proliferate in future generations, and the social–relational view may well be right that the appearance of CSS features in such artificial beings will make moral role attribution socially prevalent in human–AA relations. But there is still the question of what actual CSS states a given AA is capable of undergoing, independently of the appearances. This is not just a matter of changes in the structure of social existence that seem inevitable as human–AA interaction becomes more prevalent. The social world is itself enabled and constrained by the physical world, and by the biological features of living social participants. Properties analogous to certain key features in biological CSS are what need to be present for nonbiological CSS. Working out the details of such features will be an objective scientific inquiry. Based on an original ethnographic study of a translational cancer research institute in the United States, we propose calibration as a process that makes interdisciplinary collaboration without consensus possible. Calibration refers to ongoing, day-to-day negotiation and alignment of personal identities, disciplinary commitments, and research group customs that occur during face-to-face group deliberations around everyday research concerns. Calibration provides a mechanism that explains how collaboration without consensus is possible. Crucially, it does not presuppose that interdisciplinary collaboration either indicates or causes the (...) blurring or softening of disciplinary boundaries. We argue that at the microsociological level it may be disciplinary robustness, rather than synthesis, that contributes to interdisciplinary innovation. (shrink)

Current approaches to machine consciousness (MC) tend to offer a range of characteristic responses to critics of the enterprise. Many of these responses seem to marginalize phenomenal consciousness, by presupposing a 'thin' conception of phenomenality. This conception is, we will argue, largely shared by anti- computationalist critics of MC. On the thin conception, physiological or neural or functional or organizational features are secondary accompaniments to consciousness rather than primary components of consciousness itself. We outline an alternative, 'thick' conception of phenomenality. (...) This shows some signposts in the direction of a more adequate approach to MC. (shrink)

There is one grand question that lies beneath most of what follows. That question is: what is morality I mean morality as it is contrasted with the non-moral, not as it is opposed to the immoral. The question does not ask, say, whether lying to a friend in a certain situation is moral or immoral, but asks what makes something, for instance lying to a friend, a moral problem. Parts of the same question ask what counts as a moral consideration, (...) as opposed to, say, one of efficiency or aesthetics, or ask what makes a motivation moral as opposed to prudential. While there is now general agreement that memory gives rise to both conscious and unconscious influences, there remains disagreement concerning the process architecture underlying these distinct influences. Do they arise from independent underlying systems or from systems that are interactive ? In the current paper we present a novel “inside-out” technique that can be used with the process-dissociation paradigm to arrive at more concrete conclusions concerning this central question and demonstrate this technique via a meta-analysis of currently published findings. _Utilitarianism_ is a classic work of ethical theory, arguably the most persuasive and comprehensible presentation of this widely influential position. Mill argues that it is pleasure and pain that ought to guide our decision-making&and not the pleasure and pain of any one person or group, but the summative experience of all who are affected by our actions. While he didn’t invent utilitarianism, Mill offered its clearest expression and strongest defense, and expanded the theory to account for the variety in quality (...) that we find among specific pleasures and pains. Today, Mill’s version of the “Greatest Happiness Principle” is a standard premise in many moral arguments within the academy and in practical ethical and political deliberation. The complete text of the 1871 edition of _Utilitarianism_ is presented here, with footnote annotations added to clarify unfamiliar references and terminology for the student reader. A detailed introduction by the editor is divided into brief digestible parts discussing the context of the text and offering guidelines on how to read it accurately and critically. Despite a heightened political discourse surrounding food choices, few studies have identified connections between political beliefs and consumer perceptions. Using gluten as an example, this article identifies how political opinions relate to opinions of food products. If an avoidance of gluten is a biological condition and not a social construct, there should be no correlation between political opinions and gluten avoidance. Our study uncovers a complex relationship between the social construction of gluten avoidance and the potential role of political views. (...) Perhaps most surprising, we find that supporters of Donald Trump are more likely to identify as avoiding gluten, relative to non-supporters. Findings suggest that future research might benefit from considering the political beliefs of consumers when estimating models of food demand. (shrink)

Around the world, a de facto taboo on open discussion of the practice is seemingly falling by the wayside, as recognition increases that “active” euthanasia is taking place in spite of social and legal prohibitions. It is almost universally accepted that traditional provider-patient relationships should be governed, at least in part, by the ethical principles set forth by Beauchamp and Childress. These principles include autonomy, beneficence, non-maleficence and justice. Recently, however, the nature of medial practice has changed. The pervasive presence of computer technology in medicine raises interesting ethical questions. In this paper we argue that some software designers should be considered health care providers and thus be subject the ethical principles incumbent upon “traditional” providers. (...) The field of environmental economics, while offering powerful tools for the diagnosis of environmental problems and the design of policy solutions to them, is unable to effectively incorporate normative concepts like justice or rights into its method of analysis, and so needs to be supplemented by a consideration of such concepts. I examine the two main schools of thought in environmental economics ? the New Resource Economics and Free Market Environmentalism ? in order to illustrate the shortcomings of their methods (...) of analysis, taken on their own, and to demonstrate how a consideration of concepts like rights or justice might usefully supplement them. In mid-1996, the United States Supreme Court agreed to hear arguments and rule on two lower court cases that would, if upheld, legalize physician-assisted suicide in twelve states, including California. At about the same time, at a national meeting dealing with this controversial topic, several participants from the San Francisco Bay Area got together to ask, Based on the old principle of the suggestion was made that the local ethics committee network might be interested in developing guidelines for the care (...) of patients at the end of life in the unlikely event that laws would change by Supreme Court action. It's a chilly winter night outside, but very warm inside the hospice guest house. All of the people gathered here have wished one another “Happy New Year” and settled on cushions in the big meeting hall. Both fireplaces are lit, and the many little white cards with the names of each person who died last year are arranged on the mantels over the fireplaces and on a table in the center of the room. Paul, our teacher for the evening, says (...) a few simple and wise words about impermanence and about being of service and then explains tonight's process: we, the volunteers in attendance, will pick up the cards, either by choosing a specific patient's name or at random, and take them one by one to the fires, dropping them in and saying something about each deceased person. The idea is to hear a litany of names being remembered and honored and sent onward as volunteers flow steadily to and from the fireplaces. (shrink)
