We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. Shortages of new therapeutics to treat coronavirus disease (COVID-19) have forced clinicians, public health officials, and health systems to grapple with difficult questions about how to fairly allocate potentially life-saving treatments when there are not enough for all patients in need (1). Shortages have occurred with remdesivir, tocilizumab, monoclonal antibodies, and the oral antiviral Paxlovid (2) -/- Ensuring equitable allocation is especially important in light of the disproportionate burden experienced during the COVID-19 pandemic by disadvantaged groups, including Black, Hispanic/Latino and (...) Indigenous communities, individuals with certain disabilities, and low-income persons. However, many health systems have resorted to first-come, first-served approaches to allocation, which tend to disadvantage individuals with barriers in access to care (3). There is mounting evidence of racial, ethnic, and socioeconomic disparities in access to medications for COVID-19 (4, 5). -/- One potential method to promote equitable allocation is to use a weighted lottery, which is an allocation strategy that gives all eligible patients a chance to receive the scarce treatment while also allowing the assignment of higher or lower chances according to other ethical considerations (6). We sought to assess the feasibility of implementing a weighted lottery to allocate scarce COVID-19 medications in a large U.S. health system and to determine whether the weighted lottery promotes equitable allocation. This is the first volume compiling English translations of Leibniz's journal articles on natural philosophy, presenting a selection of 26 articles, only three of which have appeared before in English translation. It also includes in full Leibniz's public controversies with De Catelan, Papin, and Hartsoeker. The articles include work in optics, on the fracture strength of materials, and on motion in a resisting medium, and Leibniz's pioneering applications of his calculus to these issues by construing them as mini-max and inverse (...) tangent problems. Other topics covered by the articles include: criticisms of the Cartesian estimate of motive force and Leibniz's proposal of a different way of estimating force to replace it; a proposed theory of celestial motions and gravitation, and derivation of the inverse square law; challenge problems concerning the isochronous curve and the catenary; a sample of work on gaming theory; and Leibniz's critique of atomism. Hegel's treatment of the Sublime is both self-consistent and distinctive. He not only defines sublimity, but discovers and ranks its types or stages from one select point of view—the viewpoint of God-world relation; and the way he does this, on the one hand, distinguishes him from many others who have contributed to an understanding of the concept, and, on the other hand, enables him to suggest, if but implicitly, a criterion for distinguishing the sublime from allied concepts. Besides, he discusses (...) the matter in the wide context of diverse cultures, making quite a few insightful references to Eastern literature; and, consistently with his own conception of philosophy, also from the viewpoint of historical necessity, so that the sublime appears, in his Aesthetik, as a specific stage which the evolving story of art must in fact traverse. This essay seeks to clarify Gandhi's logic of self-suffering. Its inner accents have not received the attention they deserve. So I propose to emphasize them, though the context of such suffering and its impact on men too must be given due regard.

_Purpose._ The study aims to substantiate philosophical anthropology as a space for the development of biopolitics, which is a relatively new synthetic scientific knowledge of the political in the biological and the biological in the political, which, however, has its roots in the era of antiquity. The analysis of biopolitics in the context of contemporary global challenges, in particular the COVID-19 pandemic, is carried out, which allows to actualize a new direction of biopolitics – microbiopolitics. _Theoretical basis._ The study is (...) based on an understanding of the initial, in relation to biopolitics, the nature of philosophical anthropology. While philosophical anthropology seeks an answer to the question – who is _Homo sapiens_, given the biosocial nature of man, biopolitics specifies the question in the form – who is _homo politicus_ in modern socio-political space with a focus on the imperative of a human-centred approach in the social sciences. The study is based on scientific works by specialists in philosophical anthropology and biopolitics. _Originality._ The authors substantiate the expediency and relevance of considering philosophical anthropology as a contextual space for the evolution of biopolitical knowledge from the natural philosophy of Antiquity to modern microbiopolitics. _Conclusions._ Philosophical anthropology is seen as a specific epistemological landscape in which fields of scientific knowledge are formed and developed that are in one way or another involved in the philosophical problems of man: philosophical psychology, social anthropology, philosophy of medicine, humanology, philosophy of education, ethics, as well as biophilosophy, bioethics, and, in particular, biopolitics. R. G. Collingwood (1889–1943) had several arguments that analyzed race in history and anthropology. These appear mainly in Roman Britain (both in theory and practice of history), The Idea of History, and The Principles of History. This latter work, which is fairly new to Collingwood scholarship (1999), contains the most important arguments. Collingwood argued that race is grounded in the historical process and this includes a people's environment, more so than genetics or evolution. He used the nature of art as (...) an example in his main argument. This spills over in his view of anthropology—in particular physical anthropology that was influenced by John Beddoe. His view is contrasted with Claude Lévi-Strauss who held that physical anthropology is at the forefront of social or cultural anthropology which follows its lead. Whereas Collingwood held that in studying blood types, skulls, and bones, 'one does not get inside the object or recreate its object inside itself.' Consequently, cultural anthropology will always provide the key to racial considerations. What is revealed is that emotions and rationality are the same across cultures; also, that superiority/inferiority claims about race are mythical and lead us into darkness and superstition. (shrink)

Samuel Johnson has an interesting comment on consequences and the telling of “white lies.” For example “Sick People and Children are often to be deceived for their Good.” David Hume apparently endorses this concept in one of his letters. Both Johnson and Rousseau anticipate Kant’s argument about consequences in that one is to tell the truth under all circumstances. Hume, I argue, would take issue with this claim in that there are cases that warrant telling white lies. Elsewhere he speaks (...) about “harmless liars” who indulge in “lying or fiction... in humorous stories.” And he says “Noble pride and spirit may openly display itself when one lies under calamity [defamation or slander] or opposition of any kind,” especially if the opposition puts one’s life in grave danger, so one’s self-preservation is threatened. Under situations like these, lying is justified. In regard to fiction, if lying is for the purpose of entertainment and where “truth is not of any importance,” it is permissible. These cases are discussed in some detail, and they offer, along with their analysis, a pragmatic defense of Hume’s position. (shrink)

Abstract:In speaking of his analyses, George Herbert Mead (1863– 1931) announces: “It is behavioristic where the approach to experience is made through conduct.” He turns this approach to the practice of the arts and the aesthetic experience. His approach consists of an analysis of gestures and attitudes as the beginning of acts that we bring with us to the activities in which we are engaged. A gesture would be, for example, offering someone a chair who has entered a room. Usually (...) gestures and their responses form a conversation, in this case, acceptance or rejection of the offer. The attitude behind the offer would be generosity and friendliness—a sign of welcome. Within music, “a temporal dimension as that of the melody, or recognition of the notes and their distance from each other in the scale, and our appreciation of these as actually affected by the beginning of our response to the later notes, as when we are expecting a certain sort of ending.... It is that attitude that gives the character of our appreciation of all extended musical compositions.” Instead of the part–whole understanding of the arts, he argues for a whole–part relationship within a social context of the actions that make up a performance or object. As an account of food, associationism has shortcomings as an explana­tion of taste and eating. It maintains that only ideas are associated or related to one another and not perceptions. Perceptions, according to this theory, are independent of one another. Food presents a challenge for associationism because food has a cogni­tive dimension, i.e., judgments are made about its ingredients, presentation, order or sequence of tasting, and so on. Consequently, the scientific field of dynamics offers a viable alternative explanation with its (...) focus on change or reactions which take place in baking and cooking. An understanding of food chemistry leads to a greater appreciation of what one tastes and eats. This approach and emphasis on food chemistry was first appreciated by Brillat-Savarin in his La Physiologie du Gout (1825), and contemporary reflections are made on his treatise. (shrink)

This essay examines an oil painting by Georgia O’Keeffe, Ritz Tower (1928), applying the terms of William James’s pragmatic conception of truth and the ideas that play a part in it, for example, pluralism and spiritualism, along with assistance from Martin Heidegger’s notion of Wohnung (dwelling). This is not only a fruitful way to look at her painting but paintings in the same or similar genre. Aesthetic judgments made about Ritz Tower are true if they work (in the pragmatic sense) (...) for those who make said judgments if they find them successful in fitting in with other ideas and beliefs in their aesthetic experience of the painting or other artworks. It interrogates the epistemic foundations of Gandhian thinking and weltanschauung, identifies diverse strands within his arguments, and gives it new meaning in contemporary society. This book focuses on Gandhi's engagements with religious, political, and social conflicts; his reflections on faith and modernity; and his argumentative dialogues with Mohammad Ali Jinnah and B. R. Ambedkar. It provides critical insights into Gandhi's philosophy and (...) suggests ways of engaging with his ethical and moral ideas in contemporary intellectual and political discourse. Comparing and contrasting Gandhian thought and strategies with contemporary issues and conceptions of religious freedom, conflict resolution, and liberalism, the volume reformulates and reconstitutes his intellectual and political legacy. Kurrâ’ya nispet edilen aynı kelimelerdeki edâ farklılıklarının tartışmalara sebep olmasından ötürü kıraat ihtilafı olan kelimelerde ihticâc yapılmasına gereksinim duyulmuştur. Delil getirmek manasında kullanılan ihticâc kavramı, kıraat ihtilafları için söz konusu olduğunda ise kıraat ihtilaflarının sıhhat zemininin ortaya konması kastedilmektedir. Ayrıca 2. asrın sonlarında kıraat tevcîhlerinin yapıldığı müstakil eserler ortaya çıkmakla birlikte kıraat alan yazınına ait genel telifatlarda da kıraat ihticâclarının yapıldığı görülmektedir. Kıraat müelliflerinden biri olan İbnu’l-Cezerî de Neşru’l-ḳırââti’l-‘aşr adlı eserinde zaman zaman kıraat ihticâcına yer vermektedir. Mezkûr eserdeki kıraat ihticâcları (...) hakkında tespit edilebildiği kadarıyla yapılmış tek bir çalışma bulunmaktadır. Fakat bu çalışmada, kıraatten ve bunun dışındaki disiplinlerden yeterince istifade edilmediği belirlenmiştir. Ayrıca selef ulemasının Neşru’l-ḳırââti’l-‘aşr adlı esere ihticâc konusunda etkisi özelinde bir çalışmaya da rastlanmamıştır. Buradan hareketle elinizdeki bu çalışmada, İbnu’l-Ce-zerî’nin kıraat ihticâcına dair uygulamaları Neşru’l-ḳırââti’l-‘aşr adlı eser özelinde incelenmiş, me‘âni’l-Kur’ân ve me‘âni’l-kıraat literatürlerinin ortaya çıktıkları dönem dikkate alınarak h. 2.-4. asırlarda kaleme alınan bu literatürlere ait eserlerin İbnu’l-Cezerî’ye ait kıraat tevcîhlerine etkisinin olup olmadığı araştırılmıştır. Çalışmanın neticesinde İbnu’l-Cezerî’nin yaptığı kıraat tevcîhlerinden ele alınanların bir kısmına, söz konusu üç asırda kaleme alınan me‘âni’l-Kur’ân ve me‘âni’l-kıraat telifatında ekseriyetle yer verilmediği saptanmıştır. İbnu’l-Cezerî’nin ise kıraat ihtilafının olmadığı yerlerde dahi ilgili edâ için ihticâc yaptığı müşahede edilmiştir. Buna ilaveten İbnu’l-Cezerî’nin Neşr’de yaptığı ihticâc uygulamalarının me‘âni’l-Kur’ân ve me‘âni’l-kıraat telifatında yapılan ihticâc işlemleriyle benzeştiği görülmüştür. Yine Neşr’in tevcîh eseri olmaması hasebiyle de İbnu’l-Cezerî tarafından yapılan ihticâcların ihtiyaç merkezli olarak kendini gösterdiği belirlenmiştir. (shrink)

Her ne kadar feminist akımlarla beşeriyet tarihinin başlangıcındaki anaerkil dönemde kadınlara kutsallık katan doğurganlıklarının bir uzantısı olan adet görmelerinin, ataerkil düzene geçişle bir aşağılanma ve murdarlık sebebi sayılmaya başlandığı iddia edilmiştir. Fakat bu görüşün dayanakları doğruluğunu ispatlayacak sağlamlıkta olmadığı gibi alanın uzmanlarınca da ortaya atılmıştır. (...) Bir hukukçunun mitolojik anlatıları da referans alarak yaptığı taraflı bir antropolojik okumadır. Onlara göre cüzzam hastalığına yakalanmak da kirlilik sebeplerindendir ve cüzzamlı olan kişi de, özellikle din adamlarından, tecrit edilmelidir. Güncel Hristiyanlık, Yahudiliğin hayızlı kadınla ilgili düzenlemelerinin neredeyse uygulanamaz yükünden hepsini yok sayarak kurtulmuştur. Fakat ontolojik açıdan kadını ilk günahtan sorumlu tutma anlayışını genel olarak devam ettirmektedir. Cüzzamlıysa Hz. İsa (as) aracılığıyla tedavi edilerek Tanrı'nın rahmetinin ulaştığı bir konuma gelmiştir. İslam dini ise ilk günahı işlemede kadına ayrı bir sorumluluk yüklemediği gibi adet dönemini de bir kirlilik sebebi saymaz. Ama Medine'de Yahudilerle bir arada yaşayan Müslümanların, İslam öncesi Arap kültüründe de bulunan adetli kadını kirli sayma inancından etkilendiği anlaşılmaktadır. Öyle ki Yahudiler gibi hayızlı eşlerini evden çıkarmaları gerekip gerekmediğini, yaptıkları yemeği yiyip yiyemeyeceklerini sorgulamışlardır. Hz. Muhammed (as), hayızlı kadın hakkında indirilen ayetteki ifadeleri açıklarken, kadınları kirli kabul edip tecrit etmenin yanlış bir yorum olduğunu vurgulamıştır. Aksine bu dönemdeki kadınların temiz oldukları hakikatini hem sözleriyle hem de uygulamalarıyla göstermiştir. Sünnete uygun davranışın adetli eşle, tam bir cinsel birliktelik hariç, ilişkinin devam ettirilmesi olduğunu açığa çıkaran rivayetlerin sayısı çoktur. Öncellikle uygulamaya bizzat şahit olan müminlerin annelerinden ve diğer sahâbeden; Hz. Peygamber'in hayızlı eşiyle aynı yatak ve yorganı kullandığını, aynı sofrada yemek yediği hatta onun ısırdığı yerden ısırıp bardakta dudağının değdiği yerden içtiğini, hayızlı kadının elinin, kan bulaşmadıkça giydiklerinin, tükürüğünün temiz olduğunu açıklayan bilgiler aktarılmaktadır. Yine de konu etrafındaki tartışma ve yanlış uygulamalar tabiîn döneminde devam etmiştir. Zira adetli eşle yatılır mı, aynı yorgan kullanılır mı, yaptığı yemek yenilir mi, döktüğü suyla abdest alınır mı gibi sorgulamalar sürdürülmüştür. Hz. Peygamber'in aile efradından İbn Abbas'ın hayızlı hizmetlisine saçını taratmaktan çekindiği, tabiîn fakihlerinden loğusalık kanaması bittiği halde eşini kırk gün geçmeden yanına kabul etmeyenin veya aynı yorganla yatmamayı tavsiye edenin olduğu nakledilmektedir. Kadim inançların değişiminin zorluğu bu örnekte de açığa çıkmaktadır. Ayrıca kadınların aybaşı hali İslamî literatürde çoğunlukla fıkhî açıdan ele alınmıştır. Çünkü kadınların bu dönemde bulunması ibadetler ve muamelat açısından farklı sonuçlar doğurmaktadır. Bu arada kadınla ilgili kökleri Eski Ahid'deki yaratılış kıssasına giden ontolojik suçluluğu ve cezayı hak ettiği inanışlarının Hz. Peygamber'in sünnetiyle ret edilmesinin önemi dikkatten kaçmaktadır. Kur'an'ın deyimiyle eza/sıkıntı çeken kadına muhabbet ve ilgi gösterip desteklemenin sünnette vurgulanması da meselenin ihmal edilen bir yönüdür. Oysaki nasıl cüzzamlı Hz. İsa aracılığıyla uzak durulması gereken murdarlıktan Allah'ın bir peygamberi aracılığıyla şifa ulaştırılmasına layık kulu konumuna geldiyse, hayızlı kadın da Hz. Muhammed'in sünnetindeki uygulamayla bir arada yaşanacak, manen temiz kişi konumuna getirilmiştir. (shrink)
