The University of Vienna saw witness to the Opening Conference of the ESF-Research Networking Programme “The Philosophy of Science in a European perspective” (PSE) which was organised by the Vienna Circle Institute and took place on the 18-20 December at the Campus of the University of Vienna, 2008. Its overarching aim was to set the background for a collaborative project organising, systematising, and ultimately forging an identity for, European philosophy of science by creating (...) research structures and developing research networks across Europe to promote its development. As such under the general rubric of ‘the present situation in the philosophy of science’, the emphasis was on as a first step identifying traditions and research structures already present, and the directions in which this research was leading. Interdisciplinarity has become a dominant research policy imperative1 – exercised by European Research Council and other funding agencies at different scales – and a substantial topic in science studies fields outside philosophy of science, including science education, research management (particularly team management) and scientometrics. Philosophers of science have only recently begun to dedicate more attention to this feature of contemporary science. The present collection of studies aspires to promote this line of philosophical inquiry (...) in terms of case studies on various aspects of interdisciplinarity in science, and to bring philosophical concepts and principles to bear in its analysis. While much current philosophical work has focused on the possibility of conceptual and methodological unification and integration amongst specific fields, we aim to widen the scope of philosophical treatment of this issue by mapping out the broader landscape of philosophical issues that emerge from interdisciplinary interactions, and by identifying the points where philosophical analysis can make important and relevant contributions. To commemorate the 50th anniversary of his passing, this special book features studies on Alexandre Koyré, one of the most influential historians of science of the 20th century, who re-evaluated prevalent thinking on the history and philosophy of science. This volume, the third in this Springer series, contains selected papers from the four workshops organized by the ESF Research Networking Programme "The Philosophy of Science in a European Perspective" in 2010: Pluralism in the Foundations of Statistics Points of Contact between the Philosophy of Physics and the Philosophy of Biology The Debate on Mathematical Modeling in the Social Sciences Historical Debates about Logic, Probability and Statistics The volume is accordingly divided in four sections, (...) each of them containing papers coming from the workshop focussing on one of these themes. While the programme's core topic for the year 2010 was probability and statistics, the organizers of the workshops embraced the opportunity of building bridges to more or less closely connected issues in general philosophy of science, philosophy of physics and philosophy of the special sciences. However, papers that analyze the concept of probability for various philosophical purposes are clearly a major theme in this volume, as it was in the previous volumes of the same series. This reflects the impressive productivity of probabilistic approaches in the philosophy of science, which form an important part of what has become known as formal epistemology - although, of course, there are non-probabilistic approaches in formal epistemology as well. In recent decades, English has become the uncontestable lingua franca of philosophy of science and of most other areas of philosophy and of the humanities. To have a lingua franca produces enormous benefits for the entire scientific community. The price for those benefits, however, is paid almost exclusively by non-native speakers of English. Section 1 identifies three asymmetries that individual NoNES researchers encounter: ‘publication asymmetry’, ‘resources asymmetry’, and ‘team asymmetry’. Section 2 deals with ‘globalized parochialism asymmetry’: thanks (...) to English being a lingua franca, a special perspective, mostly US and British, is being globalized and is replacing European topics and approaches. This has serious consequences for history of philosophy as well as for philosophical theory: thinkers of the past tend to be dealt with on the global level at best only if and insofar they are translated into English. How distinct is European philosophy of science? The first step is to characterize what is or might be considered as ‘European philosophy of science’. The second is to analyse philosophy of the social sciences as a relevant case in the European contribution to philosophy of science. ‘European perspective’ requires some clarification, which can be done from two main angles: the historical approach and the thematic view. Thus, there are (...) several structural and dynamic things to be considered in European philosophy of science and compare with other conceptions: the topics discussed; the contents proposed; and the style of thought used. The case of philosophy of the social sciences is relevant for the historical approach and for the thematic view. Historically, the Erklären–Verstehen methodological controversy arose in this continent, where the main authors and most of the influential approaches are located. The European tradition makes a sharp distinction between animism and science. On the basis of this distinction, either animism is reproved for failing to reach the heights of science, or science is reproved for failing to reach the heights of animism. In this essay, I draw on work in the history and philosophy and science, combined with a method from the sociology of scientific knowledge, to question the sharpness of this distinction. Along the way, (...) I also take guidance from the research of North American Indigenous scholars. As it turns out, there is a rich, if largely overlooked, tradition of Aristotelian animism running through the history of modern European science, and this tradition sometimes resonates with Indigenous perspectives. By challenging the entrenched distinction between animism and science, I aim to help reconcile ongoing tensions between Indigenous and European scientific groups, and so strengthen prospects for their mutually beneficial cooperation. Summary An introductory article, giving first a short historical exposition of philosophical thinking in Russia and Czechoslovakia. In spite of the seminal work A Philosophical Basis of Medical Practice, the debate on the task and goals of philosophy of medicine still continues. From an European perspective it is argued that the main topics dealt with by Pellegrino and Thomasma are still particularly relevant to medical practice as a healing practice, while expressing the need for a philosophy of medicine. Medical practice is a discursive practice which is highly influenced by other discursive practices like (...) science, law and economics. Philosophical analysis of those influences is needed to discern their effect on the goals of medicine and on the ways in which the self-image of man may be changed. The nature of medical practice and discourse itself makes it necessary to include different philosophical disciplines, like philosophy of science, of law, ethics, and epistemology. Possible scenario's of euthanasia and the human genome project in the USA and Europe are used to exemplify how philosopy of medicine can contribute to a realistic understanding of the problems which are related to the goals of medicine and health care. In this book, developed by a group of collaborating scholars in bioethics from different European countries, an overview is given of the most salient themes in present-day bioethics. The themes are discussed in order to enable the reader to have an in-depth overview of the state of the art in bioethics. Introductory chapters will guide the reader through the relevant dimensions of a particular area, while subsequent case discussions will help the reader to apply the ethical theories to specific (...) clinical problems and health policy queries. The book focuses on perspectives typical for the European context. This highlights not only particular bioethical themes such as social justice, choices in health care, and health policy (e.g., in post-communist countries), it also emphasizes specific approaches in ethical theory, in relation to Continental philosophies such as phenomenology and hermeneutics. Because of its articulation of what is typical for the European health care setting as well as for bioethical debate, this book is unique in comparison to existing textbooks in bioethics. Many philosophers of science think scientific practice can benefit from philosophical concepts, and as such philosophy of science should play a direct role in science and engineering education. In this paper we consider a highly integrative course design strategy for integrating philosophy of science in specific disciplinary educational programmes through adaptation, operationalization and embedding of philosophy of science material to fit both the scientific and educational structure of a programme. The goal of (...) the strategy is to help encourage students to recognize the value of philosophical concepts to scientific decision making and to apply them in their own scientific practice. We use the example of a 7.5 ECTS civil engineering course which implements this design at a European technical university, to elaborate these concepts, and present some evidence on how students receive the course. We discuss some of challenges and limitations of implementing this kind of strategy for teaching philosophy of science. (shrink)

In this paper, I argue that Imre Lakatos’s account on the relation between the history and the philosophy of science, if properly understood and also if properly modified, can be valuable for the philosophical comprehension of the relation between the history and the philosophy of science. The paper is divided into three main parts. In the first part, I provide a charitable exegesis of the Lakatosian conception of the history of science in order to show (...) that Lakatos’s history cannot be a caricature. In the second part, I describe what I believe are the real problems of Lakatos’s account on a metaphysical and on a methodological level. In order to address these problems, I take advantage of the recent critique of the so-called “confrontation model”. Finally, in the third part, I suggest that a proper modification of Lakatos’s perspective can resolve the aforementioned problems without distorting Lakatos’s central aspiration, which is that the philosophical theories of scientific rationality can be assessed with the help of the history of science without losing their normative content. Gaston Bachelard occupies a unique position in the history of European thinking. As a philosopher of science, he developed a profound interest in genres of the imagination, notably poetry and novels. While emphatically acknowledging the strength, precision and reliability of scientific knowledge compared to every-day experience, he saw literary phantasies as important supplementary sources of insight. Although he significantly influenced authors such as Lacan, Althusser, Foucault and others, while some of his key concepts are still widely used, his (...) oeuvre tends to be overlooked. And yet, as I will argue, Bachelard’s extended series of books opens up an intriguing perspective on contemporary science. First, I will point to a remarkable duality that runs through Bachelard’s oeuvre. His philosophy of science consists of two sub-oeuvres: a psychoanalysis of technoscience, complemented by a poetics of elementary imagination. I will point out how these two branches deal with complementary themes: technoscientific artefacts and literary fictions, two realms of human experience separated by an epistemological rupture. Whereas Bachelard’s work initially entails a panegyric in praise of scientific practice, he becomes increasingly intrigued by the imaginary and its basic images, such as the Mother Earth archetype. Norwegian philosophy of science right after the war was empiricistic, scientistic, rather undogmatic and heavily dominated by Arne Næss. The positivistic conception of science has been severely criticized in the last two decades, and the attempts to find viable alternatives have led to a broadening of the perspective, philosophically as well as scientifically. This survey tries to map the main lines of that development. After an account of the rise and fall of Næss' programme for a (...) behaviouristic theory of science, we outline first the development of the internal philosophical critique and then the parallel story on the social science scene. The proposed European Artificial Intelligence Act (AIA) is the first attempt to elaborate a general legal framework for AI carried out by any major global economy. As such, the AIA is likely to become a point of reference in the larger discourse on how AI systems can (and should) be regulated. In this article, we describe and discuss the two primary enforcement mechanisms proposed in the AIA: the _conformity assessments_ that providers of high-risk AI systems are expected to conduct, (...) and the _post-market monitoring plans_ that providers must establish to document the performance of high-risk AI systems throughout their lifetimes. We argue that the AIA can be interpreted as a proposal to establish a Europe-wide ecosystem for conducting AI auditing, albeit in other words. Our analysis offers two main contributions. First, by describing the enforcement mechanisms included in the AIA in terminology borrowed from existing literature on AI auditing, we help providers of AI systems understand how they can prove adherence to the requirements set out in the AIA in practice. Second, by examining the AIA from an auditing perspective, we seek to provide transferable lessons from previous research about how to refine further the regulatory approach outlined in the AIA. We conclude by highlighting seven aspects of the AIA where amendments (or simply clarifications) would be helpful. These include, above all, the need to translate vague concepts into verifiable criteria and to strengthen the institutional safeguards concerning conformity assessments based on internal checks. Five general topics are addressed: 1. Formal Methods in the Philosophy of Science; 2. Philosophy of the Natural and Life Sciences; 3. Philosophy of the Cultural and Social Sciences; 4. (...) Philosophy of the Physical Sciences; 5. History of the Philosophy of Science. This volume is accordingly divided in five sections, each section containing papers coming from the meetings focussing on one of these five themes. However, these sections are not completely independent and detached from each other. For example, an important connecting thread running through a substantial number of papers in this volume is the concept of probability: probability plays a central role in present-day discussions in formal epistemology, in the philosophy of the physical sciences, and in general methodological debates---it is central in discussions concerning explanation, prediction and confirmation. A lot of philosophy taught to science students consists of scientific methodology. But many philosophy of science textbooks have a fraught relationship with methodology, presenting it either a system of universal principles or entirely permeated by contingent factors not subject to normative assessment. In this paper, I argue for an alternative, heuristic perspective for teaching methodology: as fallible, purpose- and context-dependent, subject to cost-effectiveness considerations and systematically biased, but nevertheless subject to normative assessment. My pedagogical (...) conclusion from this perspective is that philosophers should aim to teach science students heuristic reasoning: strategies of normative method choice appraisal that are sensitive to purposes, contexts, biases and cost-effectiveness considerations; and that we should do so by teaching them exemplars of such reasoning. I illustrate this proposal at the hand of three such exemplars, showing how they help students to appreciate the heuristic nature of both methods and methodology, and to normatively assess method choice in such circumstances. Conceptual analysis as a method of inquiry has long enjoyed popularity in analytic philosophy, including the philosophy of science. In this article I offer a perspective on the ways in which the method of conceptual analysis has been used, and distinguish two broad kinds, namely philosophical and empirical conceptual analysis. In so doing I outline a historical trend in which non-naturalized approaches to conceptual analysis are being replaced by a variety of naturalized approaches. I outline the (...) basic characteristics of these approaches with illustrative examples, arguing that recent developments in the philosophy of science show that in order to achieve a more adequate understanding of scientific endeavour we need to prioritize the naturalized accounts of the method. The author concentrates on the period of approximately 1960–1990, when he himself was engaged in the field, i.e. the time before 1960 is not included. The aim of this paper is not to provide an overview of the (...) individual philosophers in Estonia at the time and their works, but to give a more general description of the philosophy of the Soviet era. The Soviet and the East European philosophy of the time have received rather little critical treatment in literature in English. However, a few general overviews trying to prove that this Soviet and East European philosophical legacy is worth studying have still been published. This paper is focused on the question what kind of philosophical researches it was possible to engage oneself in under the abnormal conditions at the time and whether some starting points and problem issues in theseresearches might be viable also today. Estonian experience confirms the general conclusion of these authors who, analyzing the legacy of Marxism, have found that although Marxism is nowadays—not to mention how it existed in the Soviet totalitarian regime—mainly not considered a serious philosophy but rather an ideological basis of a failed political doctrine, it has nevertheless quite something to offer when treated in a more depoliticized manner, in the general context of philosophical quests. In this sweeping volume, Christopher Norris challenges the view that there is no room for productive engagement between mainstream analytic philosophers and thinkers in the post-Kantian continental line of descent. On the contrary, he argues, this view is simply the product of a limiting perspective that accompanied the rise of logical positivism. Norris reveals the various shared concerns that have often been obscured by parochial interests or the desire to stake out separate philosophical territory. He examines the problems that (...) emerged within the analytic tradition as a result of its turn against Husserlian phenomenology and its outright rejection of what came to be seen as a merely "psychologistic" approach to issues of meaning, knowledge, and truth. Norris shows how these problems have resurfaced in various forms from the heyday of logical empiricism to the present. He provides critical readings of such philosophers as Willard Quine, Thomas Kuhn, Donald Davidson, Hilary Putnam, Richard Rorty, Michael Dummett, Thomas Nagel, and John McDowell. He also offers a running discussion of Wittgenstein's influence and its harmful effect in promoting a placidly consensus-based theory of knowledge. On the continental side, Norris argues for a reassessment of Husserl's phenomenological project and its potential contribution to present-day Anglo-American debates in epistemology and philosophy of science. He discusses Bachelard, Canguilhem, and the French tradition of rationalisme applique as an alternative to Kuhnian conceptions of scientific paradigm change. This leads him to suggest a non-Wittgensteinian way around the problems that have dogged more traditional theories of knowledge andtruth. In two chapters on the work of Jacques Derrida, Norris explores the "supplementary" logic of deconstruction and compares it with other recent proposals for a nonstandard logic. Here again he stresses the community of interests between the two philosophical cultures and the extent to which continental thinking has engaged certain issues with a rigor largely ignored by Anglophone writers. By bringing a fresh perspective to questions that have often been considered the exclusive preserve of analytic philosophy, Norris offers an overview of current debates that is at once refreshingly open-minded and sure of its own argumentative bearings. The term ‘scientism’ has not attracted consensus about its meaning or about its scope of application. In this paper, we consider Mizrahi’s suggestion to distinguish ‘Strong’ and ‘Weak’ scientism, and the consequences this distinction may have for philosophical methodology. While we side with Mizrahi that his definitions help advance the debate, by avoiding verbal dispute and focussing on questions of method, we also have concerns about his proposal as it defends a hierarchy of knowledge production. Mizrahi’s position is that Weak (...) Scientism should be adopted, stating that “of all the knowledge we have, scientific knowledge is the best knowledge”. This version of scientism, however, has consequences for philosophical methodology. In particular, if one conceives of philosophy as an a priori discipline and holds Weak Scientism, the introduction of empirical methods in philosophy may threaten its very essence or soul. In this chapter, we will defend the move to adopt empirical methods in philosophy and argue that, rather than threatening its essence or soul, these methods put philosophy in a better position to contribute to knowledge production, an endeavor shared with the sciences, and in a very interdisciplinary spirit. Our point of disagreement with Mizrahi is that we should avoid any hierarchy of knowledge, and instead focus on what each perspective -- scientific, philosophical, historical, or other -- can contribute to understanding phenomena. What is philosophy of science? Numerous manuals, anthologies or essays provide carefully reconstructed vantage points on the discipline that have been gained through expert and piecemeal historical analyses. In this paper, we address the question from a complementary perspective: we target the content of one major journal of the field—Philosophy of Science—and apply unsupervised text-mining methods to its complete corpus, from its start in 1934 until 2015. By running topic-modeling algorithms over the full-text corpus, we (...) identified 126 key research topics that span across 82 years. We also tracked their evolution and fluctuating significance over time in the journal articles. Our results concur with and document known and lesser-known episodes of the philosophy of science, including the rise and fall of logic and language-related topics, the relative stability of a metaphysical and ontological questioning (space and time, causation, natural kinds, realism), the significance of epistemological issues about the nature of scientific knowledge as well as the rise of a recent philosophy of biology and other trends. These analyses exemplify how computational text-mining methods can be used to provide an empirical large-scale and data-driven perspective on the history of philosophy of science that is complementary to other current historical approaches. This paper argues that research on normative issues in the life sciences will benefit from a tighter integration of philosophy of science. We examine research on ethical, legal and social issues in the life sciences (“ELSI”) and discuss three illustrative examples of normative issues that arise in different areas of the life sciences. These examples show that important normative questions are highly dependent on epistemic issues which so far have not been addressed sufficiently in ELSI, RRI and related (...) areas of research. Accordingly, we argue for the integration of research on the epistemic aspects of the relevant areas of science into ELSI research to provide a better basis for addressing normative questions. I reconsider this issue by shifting the focus from philosophy of science as theory to philosophy of science as practice. From this perspective I take as a starting point the Vienna Circle’s scientific world-conception and emphasize its practical nature: I reinterpret its tenets as a set of recommendations that (...) express the particular epistemological attitude in which both the Vienna Circle’s (doing) philosophy of science and its political engagement were rooted. -/- Regarding politics, and referring to new primary sources, I reconstruct how the scientific world-conception placed the Vienna Circle within a neoliberal-socialist political network that pursued concrete political aims. In light of my reconstruction I shall argue that neither the Vienna Circle’s alleged ethical noncognitivism nor its alleged adhesion to the Weberian ideal of a value-free science rules out the possibility of ascribing to the Vienna Circle a politically engaged philosophy of science: the case of the Vienna Circle shows how philosophy of science, as a public activity, can itself become a form of political engagement, even without necessarily entailing a theory of objective values. The author concentrates on the period of approximately 1960–1990, when he himself was engaged in the field, i.e. the time before 1960 is not included. The aim of this paper is not to provide an overview of the individual philosophers in Estonia at the time and their works, but to give a more general description of the philosophy of the Soviet era. The Soviet and the East European philosophy of the time have received rather little critical treatment in literature in English. However, a few general overviews trying to prove that this Soviet and East European philosophical legacy is worth studying have still been published. This paper is focused on the question what kind of philosophical researches it was possible to engage oneself in under the abnormal conditions at the time and whether some starting points and problem issues in these researches might be viable also today. Estonian experience confirms the general conclusion of these authors who, analyzing the legacy of Marxism, have found that although Marxism is nowadays—not to mention how it existed in the Soviet totalitarian regime—mainly not considered a serious philosophy but rather an ideological basis of a failed political doctrine, it has nevertheless quite something to offer when treated in a more depoliticized manner, in the general context of philosophical quests. This book describes the framework of a new theory of science. Over the last hundred years, philosophy of science has developed its theory based on what philosophers perceived what science is and what scientists do. It does not address the basic questions that scientists care about. This volume is written jointly by Witold Marciszewski, who contributed the introductory and the three subsequent chapters, and Roman Murawski who is the author of the next ones - those concerned with the 19th century and the modern inquiries into formalization, algebraization and mechanization of reasonings. Besides the authors there are other persons, as well as institutions, to whom the book owes its coming into being. The study which resulted in this volume was carried out in the Historical Section of (...) the research project _Logical Systems and Algorithms for Automatic Testing of Reasoning,_ 1986-1990, in which participated nine Polish universities; the project was coordinated by the Department of Logic, Methodology and Philosophy of Science of the Bia??l??ystok Branch of the University of Warsaw, and supported by the Ministry of Education 1987). The major part of the project was focussed on the software for computer-aided theorem proving called Mizar MSE ) due to Dr. Andrzej Trybulec. Behaviourism is the view that preferences, beliefs, and other mental states in social-scientific theories are nothing but constructs re-describing people's behaviour. Mentalism is the view that they capture real phenomena, on a par with the unobservables in science, such as electrons and electromagnetic fields. While behaviourism has gone out of fashion in psychology, it remains influential in economics, especially in ‘revealed preference’ theory. We defend mentalism in economics, construed as a positive science, and show that it fits best (...) scientific practice. We distinguish mentalism from, and reject, the radical neuroeconomic view that behaviour should be explained in terms of brain processes, as distinct from mental states. (shrink)

How should we reason in science? Jan Sprenger and Stephan Hartmann offer a refreshing take on classical topics in philosophy of science, using a single key concept to explain and to elucidate manifold aspects of scientific reasoning. They present good arguments and good inferences as being characterized by their effect on our rational degrees of belief. Refuting the view that there is no place for subjective attitudes in 'objective science', Sprenger and Hartmann explain the value of (...) convincing evidence in terms of a cycle of variations on the theme of representing rational degrees of belief by means of subjective probabilities (and changing them by Bayesian conditionalization). In doing so, they integrate Bayesian inference—the leading theory of rationality in social science—with the practice of 21st century science. Bayesian Philosophy of Science thereby shows how modeling such attitudes improves our understanding of causes, explanations, confirming evidence, and scientific models in general. It combines a scientifically minded and mathematically sophisticated approach with conceptual analysis and attention to methodological problems of modern science, especially in statistical inference, and is therefore a valuable resource for philosophers and scientific practitioners. This paper presents a preliminary analysis of homeopathy from the perspective of the demarcation problem in the philosophy of science. In this context, Popper, Kuhn and Feyerabend’s solution to the problem will be given respectively and their criteria will be applied to homeopathy, aiming to shed some light on the controversy over its scientific status. It then examines homeopathy under the lens of demarcation criteria to conclude that homeopathy is regarded as science by Feyerabend and is (...) considered as pseudoscience by Popper and Kuhn. By offering adequate tools for the analysis of the foundations, structure and implications of homeopathy, demarcation issue can help to clarify this medical controversy. The main argument of this article is that a final decision on homeopathy, whose scientific status changes depending on the criteria of the philosophers mentioned, cannot be given. (shrink)

Citation metrics are statistical measures of scientific output that draw on citation indexes. They purport to capture the impact of scientific articles and the journals in which they appear. As evaluative tools they are mostly used in the natural sciences, but they are also acquiring an important role in the humanities. While the strengths and weaknesses of citation metrics are extensively debated in a variety of fields, they have only recently started attracting attention in the philosophy of science. (...) This paper takes a further step in this direction and presents an analysis of citation metrics from the perspective of a Kuhnian model for the development of science. To do so, it assesses the argument made against the use of citation metrics for scientific research by Gillies (2008). According to Gillies, citations metrics tend to over-protect normal science at the expenses of revolutionary science–in other words, reinforce the status quo rather than supporting innovations and breakthroughs. Unlike Gillies, this paper focuses on the context of normal science and shows that citation metrics can in fact arbitrarily hinder its development when they do not take field-specific differences into account. In light of this, the paper cautions against their use for evaluative purposes. To argue for this conclusion, the paper shows that citation metrics fail to “carve science at its joints” and thus cannot be relied upon as indicators of scientific quality that can support the development of normal science.
