Institutions in France are not yet well prepared to respond to allegations of scientific misconduct. Following a serious allegation in late 1997. INSERM,* the primary organization for medical and health-related research in France, began to reflect on this subject, aided by scientists and jurists. The conclusions have resulted in establishing a procedure to be followed in cases of alleged misconduct, and also in reinforcing the application of good laboratory practices within each laboratory. Guidelines for authorship practices and scientific assessment must (...) also be considered. Even though each institution must remain responsible for responding to allegations of scientific misconduct within its doors, INSERM would like to see national, European, and international co-ordination about the methods of such response. A remarkable but little commented on feature of the various discourses on India circulating today is the near total absence of its metaphysical heritage as a source of illumination into our contemporary condition. On the few occasions that this heritage is explicitly invoked, it is either as a subsidiary aspect of some purportedly larger concept such as religion, civilization, history, tradition etc., or as a set of quaint speculations fit for study as a tertiary branch of history of philosophy or (...) religion but with little claim to political relevance. But is this neglect as innocent as it appears? Or might it be that the metaphysical heritage confronts us with the disavowed -- indeed the unthinkable that lurks behind our current obsessions: progress and development; modernity and tradition; faith and secularism; history and myth; fundamentalism and tolerance? The central claim of this book is that the metaphysical heritage has an autonomy and dignity of its own not subsumable under any other concept whatsoever; and that furthermore, our national self-understanding and its place in the current system of global knowledge are founded on a wholesale effacing of this heritage. The collective contention of the papers in this volume is that a full and proper understanding of our ever lengthening catalogue of social afflictions and pathologies demands that we squarely confront the consequences of this fateful evasion, no matter how unsettling it might be to our vaunted notions about ourselves. Only in and out of such a self-encounter can we hope to break out of our thralldom to the currently hegemonic vision of humanitys future -- a vision that is already bankrupt in every respect, but which nonetheless seems able to reproduce itself without end. Although pragmatism and phenomenology have both contributed significantly to the genealogy of so-called “4E” – embodied, embedded, enactive and extended – cognition, there is benefit to be had from a systematic comparative study of these roots. As existing 4E cognition literature has tended to emphasise one or the other tradition, issues remain to be addressed concerning their commonalities – and possible incompatibilities. We begin by exploring pragmatism and phenomenology’s shared focus on contesting intellectualism, and its key assumption of mindedness as (...) representation. We then outline distinctive insights from both traditions regarding the nature and role of habits, in order to put forward a habit-based epistemology as an alternative to the Cartesian idea-based epistemology that has dominated modern philosophy. We pay particular attention to the work of classical pragmatist C.S. Peirce, arguing that his semiotics, which analyses sign-use as habit, shows how theorists of embodied cognition can break a certain false dichotomy between embodiment and logical or intellectual structure which has prevented them from fully theorising propositional knowledge. In this way, our work both augments and challenges the Dewey/Merleau-Ponty connection that has been much more extensively explored by the field. (shrink)

This paper argues that we can acknowledge the existence of moral truths and moral progress without being committed to moral realism. Rather than defending this claim through the more familiar route of the attempted analysis of the ontological commitments of moral claims, I show how moral belief change for the better shares certain features with theoretical progress in the natural sciences. Proponents of the better theory are able to convince their peers that it is formally and empirically superior to its (...) rivals, and the better theory may be promoted to the status of the truth. Yet there is no 'decision-procedure' for ethics any more than there is for molecular biology. The betterness of true theories can be grasped through what I term 'undirectional narratives' of progress. And while there are true moral claims and perhaps numerous moral truths yet to be discovered, we should reject currently popular forms of moral realism with bivalence. Some moral claims lend themselves to the construction of fully reversible, bi-directional narratives and are likely neither true nor false. (shrink)

The COVID-19 vaccine has been a miraculous, life-saving advance, offering staggering efficacy in adults, and was developed with astonishing speed. The time from sequencing the virus to authorizing the first COVID-19 vaccine was so brisk even the optimists appear close-minded. Yet, simultaneously, United States’ COVID-19 vaccination roll-out and related policies have contained missed opportunities, errors, run counter to evidence-based medicine, and revealed limitations in the judgment of public policymakers. Misplaced utilization, contradictory messaging, and poor deployment in those who would benefit (...) most—the elderly and high-risk—alongside unrealistic messaging, exaggeration, and coercion in those who benefit least—young, healthy Americans—is at the heart. It is important to consider the history of COVID-19 vaccines to identify where we succeeded and where we failed, and the effects that these errors may have more broadly on vaccination hesitancy and routine childhood immunization programs in the decades to come. Text document classification and clustering is an important learning task which fits to both data mining and machine learning areas. The learning task throws several challenges when it is required to process high dimensional text documents. Word distribution in text documents plays a very key role in learning process. Research related to high dimensional text document classification and clustering is usually limited to application of traditional distance functions and most of the research contributions in the existing literature did not consider (...) the word distribution in documents. In this research, we propose a novel similarity function for feature pattern clustering and high dimensional text classification. The similarity function proposed is used to carry supervised learning based dimensionality reduction. The important feature of this work is that the word distribution before and after dimensionality reduction is the same. Experiment results prove the proposed approach achieves dimensionality reduction, retains the word distribution and obtained better classification accuracies compared to other measures. (shrink)

In this paper a new technique of dual image watermarking is proposed for protection of ownership rights which utilizes salient properties of homomorphic transform (HT), discrete wavelet transform (DWT), singular value decomposition (SVD) and Arnold transform (AT). In embedding algorithm host image is splitted into reflectance and illumination components using HT, DWT is further applied to the reflectance component resulting in frequency subbands (HL and LH) which are transformed by SVD. Two image watermarks are selected for embedding process whereas security (...) of proposed algorithm is strengthen by performing scrambling of second watermark through AT. Both watermarks are transformed with DWT and SVD. Singular values (SVs) of both transformed watermark are embedded into SVs of host image. Simulation results clearly signifies for high robustness and imperceptibility of proposed algorithm as it is examined under various attacks. Superiority of proposed technique is illustrated by comparing it with other reported methods. (shrink)

In this chapter, it is described and assessed how political scientists use rational choice theories to offer causal explanations. We observe that the ways in which rational choice theories are considered to be successful in political science differs, depending on the explanandum in question. Political scientists use empirical variants of rational choice theories to explain the political behavior of individual agents and analytical variants to explain the behavior of collective actors. Both variants are used for distinct explananda, which ask for (...) different modes of explanation that raise in turn different explanatory demands toward rational choice theories. We argue that when political scientists discuss the explanatory usefulness of rational choice theories, they should assess them in light of the demands they are supposed to meet. This would enable a more nuanced and problem-oriented appraisal of rational choice theories in political science. (shrink)

This essay draws attention to some of the ideas and discussions in the classical Advaita Vedantic literature that have a direct bearing on contemporary debates concerning the existence of consciousness in the empirical world. Section 1 makes the case for pursuing a non-eliminativist reading of Advaita Vedanta by clarifying its position on the existence of the empirical world. The idea here is to lay the background for approaching Advaita Vedanta from a cosmopsychist perspective. Section 2 shows, first, how the position (...) of Advaita Vedanta that macro-level consciousnesses are reflections of the universal consciousness (Brahman) in the intellects ( buddhi ) of empirical selves sets it apart from the prevailing cosmopsychist theories. It then goes on to discuss how this idea of reflection can at once offer an elegant solution to the decombination/derivation problem, suggest a promising way to bridge "the explanatory gap" and explain the phenomena of mental causation. Mounting evidence documents the extraordinary toll on human health resulting from the consumption of unhealthy food products and physical inactivity. In response to America's growing obesity problem, local policymakers have been looking for legal strategies that can be adopted in their communities to encourage healthful behaviors. In order to provide practical tools to policymakers, this article examines four possible venues for local policy change to improve the health of a community: the school environment the built environment () community facilities and (...) the point of sale environment. Finally, the article examines the use of taxes or fees as a means of paying for nutrition policy work as well as potentially reducing the consumption of unhealthy products. This article illustrates that local laws and policies can be a valuable tool in changing a community's environment in order to improve nutritional options and increase opportunities for physical activity. Taking the lead from the successful tobacco control movement, nutrition advocates are seeking strategies to “denormalize” unhealthy behaviors, rather than pursuing education-based approaches that encourage individuals to change their own personal behavior. On March 11, 2020 the World Health Organization classified COVID‐19, caused by Sars‐CoV‐2, as a pandemic. Although not much was known about the new virus, the first outbreaks in China and Italy showed that potentially a large number of people worldwide could fall critically ill in a short period of time. A shortage of ventilators and intensive care resources was expected in many countries, leading to concerns about restrictions of medical care and preventable deaths. In order to be prepared for (...) this challenging situation, national triage guidance has been developed or adapted from former influenza pandemic guidelines in an increasing number of countries over the past few months. In this article, we provide a comparative analysis of triage recommendations from selected national and international professional societies, including Australia/New Zealand, Belgium, Canada, Germany, Great Britain, Italy, Pakistan, South Africa, Switzerland, the United States, and the International Society of Critical Care Medicine. We describe areas of consensus, including the importance of prognosis, patient will, transparency of the decision‐making process, and psychosocial support for staff, as well as the role of justice and benefit maximization as core principles. We then probe areas of disagreement, such as the role of survival versus outcome, long‐term versus short‐term prognosis, the use of age and comorbidities as triage criteria, priority groups and potential tiebreakers such as ‘lottery’ or ‘first come, first served’. Having explored a number of tensions in current guidance, we conclude with a suggestion for framework conditions that are clear, consistent and implementable. This analysis is intended to advance the ongoing debate regarding the fair allocation of limited resources and may be relevant for future policy‐making. (shrink)

The Limits of Scripture: Vivekananda's Reinterpretation of the Vedas by Anantanand Rambachan has been a pathbreaking work for initiating a critical examination of Swami Vivekananda's epistemological teachings. Rambachan challenges the trend adopted by some modern commentators to equate the teachings of Śaṅkara and Vivekananda. He observes that they overlook the "[f]undamental differences" between the two and present the latter "merely as a reviver of the Advaita of Śaṅkara."1 Opposing the trend, Rambachan follows Paul Hacker in projecting Vivekananda as a proponent (...) of "neo-Hinduism"2 as distinct from the traditional Hinduism.3 He argues that while Śaṅkara regards the Vedas as a "unique and self-valid... The book is about three things. First, how Ancient thinkers perceived humans as like or unlike other animals; second about the justification for taking a humane attitude towards natural things; and third about how moral claims count as true, and how they can be discovered or acquired. Was Aristotle was right to see continuity in the psychological functions of animal and human souls? The question cannot be settled without taking a moral stance. As we can either focus on continuity or (...) on discontinuities, how should natural science draw the boundaries? Moral agents act and react in a world that they see under a certain description, and there is no value free science that can settle what is the correct description. This book asks us to think about where moral justification could come from, and suggests that the supposed ‘moral status’ of the object cannot provide the answer. For the moral status of the object is a product of our own imagination, and once we see that, we also see that there remains the question where we ought to have the will to see it. Furthermore, since the perception of moral truth involves the development of imagination and will, the means to attain it will be better served by engagement with poetry and literature than with enquiries that seek to exclude the engagement of the imagination, or any appeal to the beauty of nature or the love of one's fellow creatures. I apologize for this or any other comment that might project the author to be hostile toward Vivekananda. Some words are due regarding Rambachan's objection to my comparison of his work with that of Paul Hacker. Rambachan's questioning of the "continuity between neo-Vedānta and its classical roots" (...) is the reason that led me to compare his study with Hacker's neo-Vedānta thesis, which makes a similar argument.1It is not unreasonable to think that according to Rambachan Vivekananda's deviation from Śaṅkara was effected by factors... Continuing her reflections on destructive plasticity, split identities and the psychic consequences experienced by those who have suffered brain injury or have been traumatised by war and other catastrophes, Catherine Malabou invites us to join her in a philosophic and literary adventure.

This paper argues that social contexts of inequality are crucial to understanding the ethics of gestational harm and responsibility. Recent debates on gestational harm have largely ignored the social context of gestators, including contexts of inequality and injustice. This can reinforce existing social injustices arising from colonialism, socio‐economic inequality and racism, for example, through increased regulation of maternal behaviour. To demonstrate this, I focus on the related notions of the ‘future child’ and an obligation of easy rescue, which have been (...) used to discuss the ethics of gestational harm in the context of alcohol consumption during gestation and foetal alcohol spectrum disorder (FASD). I use a feminist perspective to evaluate these ideas and conclude that anyone concerned with remediation of social injustice has good reason to be suspicious of the notion of the future child in the context of gestational harm. This paper addresses some apparent philosophical tensions between realism and enactivism by means of Charles Peirce’s pragmatism. Enactivism’s Mind-Life Continuity thesis has been taken to commit it to some form of anti-realist ‘world-construction’ which has been considered controversial. Accordingly, a new realist enactivism is proposed by Zahidi (_Phenomenology and the Cognitive Sciences,_ _13_(3), 461–475, 2014 ), drawing on Ian Hacking’s ‘entity realism’, which places subjects in worlds comprised of the things that they can successfully manipulate. We review this attempt, and (...) argue that whilst Zahidi rightly urges enactivists towards ‘internal realism’, he cannot sustain a non-negotiable aspect of realism that is crucial for scientific progress – the claim that multiple subjects inhabit _the same world_. We explore Peirce’s pragmatism as an alternative solution, foregrounding his distinction between existence and reality, and his inquiry-based account of cognition. These theoretical innovations, we argue, fruitfully generalize Zahidi’s _manipulation-based_ enactivist realism to a richer, _inquiry-based_ enactivist realism. We explore how this realism’s pan-species monism about truth encourages and supports the investigation of non-human animal cognition, and conclude by considering some implications of our discussion for long-standing realism debates within pragmatism. This paper addresses the explanatory role of the concept of a motive for action in economics. The aim of the paper is to show the difficulty economists have to accommodate the motive of commitment into their explanatory and predictive framework, i.e. rational choice theory. One difficulty is that the economists’ explanation becomes analytic when assuming preferences of commitment. Another difficulty is that it is highly doubtful whether commitment can be represented by current frameworks while (pre-)serving the ‘folk-psychological’ idea of what (...) is commonly understood by the idea of a commitment. Both difficulties lead to the conclusion that, although motives do matter, conceptualizing the motive of commitment would cause trouble for rational choice theory. (shrink)
