This paper draws on 'views and visions' responses collected at the time of the Land Use-UK project in 1996. Surveyors were groups of school children with contributions in more remote locations from adults. As well as mapping the landscape participants were asked about their hopes and visions for the grid squares surveyed. One kilometre squares were identified by stratified random sampling techniques from the Ordnance Survey National Grid. The responses indicated varying levels of optimism and pessimism. The sample of responses (...) in this paper relates to rural key squares ( N = 424) and urban key squares ( N = 413). Young surveyors appeared to be the most pessimistic and there was some correlation of increasing pessimism with increasing land use intensity. (shrink)

These are: (1) Hume’s biography and his immediate Scottish context; (2) the philosophical framework of Hume’s economic thinking provided by his account of human nature; (3) Hume’s treatment of money; and (4) the reception of Hume’s economic writings in France, as a starting-point for exploring his contribution to the wider European Enlightenment debate over the prospects of the modern commercial economy.Two established scholars of the Scottish Enlightenment open the volume. Roger Emerson identifies “Scottish contexts for David Hume’s political-economic [End Page 123] thinking” (10), and Ian Simpson Ross traces “the emergence of David Hume as a political economist” (31) in a more strictly biographical perspective. Emerson draws on his knowledge of Scottish improvers, most notably Lord Ilay, third duke of Argyll, and explores the several ways in which Hume could have been aware of their activities and the issues they had to confront. Ross directs attention to specific episodes in Hume’s life that may have stimulated Hume’s interest in economic affairs. By their use of the conditional and the subjunctive, both contributors acknowledge that the suggested connections are speculative: for reasons which he left to be inferred, Hume was reluctant to apply his arguments explicitly to local, Scottish circumstances. But as Ross demonstrates in the case of Hume’s friendship with Isaac Pinto, and later in the volume Robert Dimand documents in the matter of Hume’s memorandum on Canadian paper money, there are still details of Hume’s biography to be filled out. As more Hume letters become available, it is likely that further such episodes may come to light: Hume’s biography is not an exhausted subject.A fine essay by Christopher Berry on “Hume and Superfluous Value” (49) opens the second set of contributions. Re-visiting Hume’s intervention in the Luxury Debate, Berry argues that Hume rejected the Stoic ideal of poverty embodied in Epictetus’s view that slippers were simply for the protection of the foot indoors, and any ornamentation was superfluous “luxury.” Instead, Hume deliberately attached value to the superfluous. It was precisely the indulgence of luxury, the enjoyment of a more beautiful slipper, which aroused and sustained the “industry” of men, whence derived the enrichment of society and the strengthening of the power of the sovereign. Other contributions in this group are less successful. Till Grüne-Yanoff and Edward McClennen target Albert Hirschman’s thesis that in a commercial society the passions are tamed by the increasing importance attached to the particular passion of “interest.” Instead of relying solely on “interest,” Hume envisages an evolution or “refinement” of the passions, in which reason “serves” the passions by helping individuals to determine how to achieve their ends (86). Quite why this process should be termed a “natural history of the passions” (86) is, however, unclear, as is the extent to which the authors wish to rehabilitate “reason” in Hume’s explanation of action. Richard Boyd seeks to extrapolate from Hume’s writings a concept of “civility” adequate to the pluralism of modern commercial society. This book is about the methods used for unifying different scientific theories under one all-embracing theory. The process has characterized much of the history of science and is prominent in contemporary physics; the search for a 'theory of everything' involves the same attempt at unification. Margaret Morrison argues that, contrary to popular philosophical views, unification and explanation often have little to do with each other. The mechanisms that facilitate unification are not those that enable us to explain how or (...) why phenomena behave as they do. A feature of this book is an account of many case studies of theory unification in nineteenth- and twentieth-century physics and of how evolution by natural selection and Mendelian genetics were unified into what we now term evolutionary genetics. This paper argues for a methodological point that bears on a relatively long-standing debate concerning collective beliefs in the sense elaborated by Margaret Gilbert: are they cases of belief or rather of acceptance? It is argued that epistemological accounts and distinctions developed in individual epistemology on the basis of considering the individual case are not necessarily applicable to the collective case or, more generally, uncritically to be adopted in collective epistemology.

Forgiveness and Retribution: Responding to Wrongdoing argues that ultimately, forgiveness is always the appropriate response to wrongdoing. In recent decades, many philosophers have claimed that unless certain conditions are met, we should resent those who have wronged us personally and that criminal offenders deserve to be punished. Conversely, Margaret Holmgren posits that we should forgive those who have ill-treated us, but only after working through a process of addressing the wrong. Economies - and the government institutions that support them - reflect a moral and political choice, a choice we can make and remake. Since the dawn of industrialization and democratization in the late eighteenth century, there has been a succession of political economic frameworks, reflecting changes in technology, knowledge, trade, global connections, political power, and the expansion of citizenship. The challenges of today reveal the need for a new moral political economy that recognizes the politics in political economy. It also (...) requires the redesign of our social, economic, and governing institutions based on assumptions about humans as social beings rather than narrow self-serving individualists. This article examines the participation of women in the 1985 labor strike at Wheeling-Pittsburgh Steel. The author views the strike as a deeply gendered act of protest where the issues, strategies, tactics, and resources used by women workers differ from those used by men, and simultaneously, as the occupational site that provided workers an opportunity to affirm, to modify, and to contest their understandings of gender. Paradoxically, women both challenge and conform to normative gender scripts for protest. Our physical ecosystem is not indestructible and we have obligations to hold it in trust for future generations. The same is true of our metaphysical ecosystem - the values, principles, attitudes, beliefs, and shared stories on which we have founded our society. In Bird on an Ethics Wire, Margaret Somerville explores the values needed to maintain a world that reasonable people would want to live in and pass on to their descendants. Somerville addresses the conflicts between people who espouse (...) "progressive" values and those who uphold "traditional" ones by casting her attention on the debates surrounding "birth" and "death" and shows how words are often used as weapons. She proposes that we should seek to experience amazement, wonder, and awe to enrich our lives and help us to find meaning. Such experiences, Somerville believes, can change how we see the world and live our lives, and affect the decisions we make, especially regarding values and ethics. They can help us to cope with physical or existential suffering, and ultimately put us in touch with the sacred - in either its secular or religious form - which protects what we must not destroy. Experiencing amazement, wonder, and awe, Somerville concludes, can also generate hope, without which our spirit dies. Both individuals and societies need hope, a sense of connection to the future, if the world is to make the best decisions about values in the battles that constitute the current culture wars. Although the Federal Common Rule requires that informed consent documents include all material information, it does not specify the content of materials used to recruit human subjects. In particular, there is no federal regulation relating to how payment for research participation is to be advertised. Rather, the FDA has issued guidance, advising researchers not to emphasize payment information. In order to determine how IRBs have interpreted this guidance, we coded the policies of the top 100 institutions by receipt of NIH (...) funding, in order to determine whether they require, permit, or forbid researchers to disclose the amount of compensation in their recruitment materials. We found that the vast majority of institutions implicitly or explicitly permit such disclosures; however, there are a significant number of IRBs at each extreme, some discouraging or forbidding with others encouraging or mandating such disclosures. Such heterogeneity in local regulations suggests that IRB discretion may be imposing costs on human subjects and the scientific enterprise that outweigh the benefits. We suggest that this heterogeneity should be resolved towards a national consensus on permissibility. (shrink)

In Moderating the Debate: Rationality and the Promise of American Education, Michael Feuer argues that insights from cognitive science and the theory of bounded rationality can help us understand why educational policy makers overreach in seeking optimal solutions to educational problems. In this essay, Emily Robertson argues that cognitive science is of limited help for two reasons. First, since the findings of the theory of bounded rationality are supposed to describe how we actually do make decisions under conditions (...) of uncertainty, it is unclear how those findings can help us explain why educational policy makers have apparently used different decision‐making strategies. Second, the idea that educational reform can be set right by being made the province of more fully rational policy makers neglects the public, value dimension of education, and thus obscures some of the true sources of overpromising. An essential aspect of the rule of law is its non-arbitrary application, and its guarantee of equality before the law. When describing the rule of law, A. V. Synaesthesia is an excellent model for understanding perceptual binding in the human brain. Current evidence suggests that if synaesthetic colour is bound, it is through the same attention-dependent integration of feature maps that occurs in other forms of binding. synaesthetic colour arises after the point that separate wavelengths blend in normal colour vision, which creates a perceptual paradox where synaesthetic and print colour can appear bound to a single location without blending. If a letter is printed in a colour that (...) is different from the synaesthetic colour it induces, the two hues will activate different hue-selective maps allowing for dual representation of colour, but if synaesthetic and print colours are the same/similar they will co-activate the same hue-selective map and create an amplified colour signal. Studies suggest that the parietal cortex plays a key role in this binding of synaesthetic and/or print colour to shape. (shrink)

Berkeley has made the bold claim on behalf of his theory that it is uniquely able to justify the claim that snow is white. But this claim, made most strikingly in the Third of his "Three Dialogues," has been held, most forcefully by Margaret Wilson, to conflict with Berkeley's argument in the First Dialogue that, because of various facts to do with perceptual variation, colors are merely apparent and hence, mind-dependent. This paper develops an alternative reading of the First (...) Dialogue arguments, in which their project is not to establish the mind-dependence of colors but instead to undermine the position that colors are also mind-independent. Under these circumstances, the coherence of the First and the Third Dialogue arguments is assured, just so long as the Third Dialogue claim to have established that snow is really white is not taken to mean that snow is mind-independently white, but instead, something like that our experiences of snow are stably and regularly white. Death Talk asks why, when our society has rejected euthanasia for over two thousand years, are we now considering legalizing it? Has euthanasia been promoted by deliberately confusing it with other ethically acceptable acts? What is the relation between pain relief treatments that could shorten life and euthanasia? How do journalistic values and media ethics affect the public's perception of euthanasia? What impact would the legalization of euthanasia have on concepts of human rights, human responsibilities, and human ethics? Can we (...) imagine teaching young physicians how to put their patients to death? There are vast ethical, legal, and social differences between natural death and euthanasia. In Death Talk, Margaret Somerville argues that legalizing euthanasia would cause irreparable harm to society's value of respect for human life, which in secular societies is carried primarily by the institutions of law and medicine. Death has always been a central focus of the discussion that we engage in as individuals and as a society in searching for meaning in life. Moreover, we accommodate the inevitable reality of death into the living of our lives by discussing it, that is, through "death talk." Until the last twenty years this discussion occurred largely as part of the practice of organized religion. Today, in industrialized western societies, the euthanasia debate provides a context for such discussion and is part of the search for a new societal-cultural paradigm. Seeking to balance the "death talk" articulated in the euthanasia debate with "life talk," Somerville identifies the very serious harms for individuals and society that would result from accepting euthanasia. In recent years a strand of thinking has developed in private law scholarship which has come to be known as 'rights' or 'rights-based' analysis. Rights analysis seeks to develop an understanding of private law obligations that is driven, primarily or exclusively, by the recognition of the rights we have against each other, rather than by other influences on private law, such as the pursuit of community welfare goals. Notions of rights are also assuming greater importance in private law in other (...) respects. Human rights instruments are having an increasing influence on private law doctrines. And in the law of unjust enrichment, an important debate has recently begun on the relationship between restitution of rights and restitution of value. (1592–1655), the French natural philosopher responsible for recovering Epicurean atomism and hedonism and modifying it to be compatible with Christian theology, has suffered neglect in part because of the difficult Latin in which his works were written. Hence, the publication of translations of large chunks of his work into a modern language is, prima facie, a welcome addition to scholarship in the history of philosophy. Accordingly, the appearance of Sylvie Taussig's translation of Gassendi's Latin correspondence, published in the posthumous Opera omnia (1658), seemed, at first blush, to make an important body of Gassendi's writings accessible to more modern scholars. The three books under review consist of a French translation of Volume 6 of Gassendi's [End Page 489] Opera omnia (the Latin letters to which the title refers); a volume of notes on the letters; and a book about Gassendi's life, based closely on the Latin letters.Pierre Gassendi (1592–1655): Introduction à la vie savante summarizes various aspects of Gassendi's life and career from 1621–1655, the years covered by the published correspondence. Basically summarizing the letters, this book has sections on Gassendi's biography for these years, the nature of the correspondence, Gassendi's science, his Epicurean project, his interactions with various notables, and his role in the history of his time. In fact, the book is little more than a topical analysis of the letters. Despite the inclusion of an extensive—but incomplete—bibliography of scholarship on Gassendi, the notes to Taussig's text refer to the letters but to almost no secondary sources.The same problem characterizes her notes to the letters. Containing 7491 footnotes and filling a volume of 609 pages, the second volume of the Lettres latines contains virtually no mention of the contributions of other scholars. These notes range from the explication of Classical references to political events in Gassendi's lifetime, from scientific and philosophical controversies to the issues of Church governance in Digne where Gassendi was a canon in the cathedral.The devil is in the details, and here the details undermine one's confidence in the project. There are many errors in the notes to the letters. For example, in note 1087, the inventor of logarithms is named 'Brigg' rather than 'Briggs.' There are numerous gaffes in the bibliography in Pierre Gassendi (1592–1655): Introduction à la vie savante. For example, the entry for Steven J. Dick, is 'Dick, St. J.'. The entry for Lynn Sumida Joy is 'Lynn, S. J.'. And the entry for Susanna Åkerman is a mess, obviously because the typesetter was unable to deal with the diacritical mark. Although these points seem trivial, their frequency points to a lack of precision and lack of good proofreading.Unfortunately, these three volumes will not provide a reliable new source for scholars seeking access to Gassendi's writings. Elwyn Richardson’s work at Oruaiti School from 1949 to 1962 has been almost exclusively interpreted as a unique experiment in art and craft education, partially as a result of impact of his book, In The Early World. The book is viewed as evidence of innovative departmental policies that allowed teachers wide latitude for experimentation, access to ample high-quality art materials and professional support. This interpretation of his work is, however, limiting as it obscures the scientific basis of Richardson’s approach.
