Sparrow argues that military robots capable of making their own decisions would be independent enough to allow us denial for their actions, yet too unlike us to be the targets of meaningful blame or praise—thereby fostering what Matthias has dubbed “the responsibility gap.” We agree with Sparrow that someone must be held responsible for all actions taken in a military conflict. That said, we think Sparrow overlooks the possibility of what we term “blank check” responsibility: A person of sufficiently high (...) standing could accept responsibility for the actions of autonomous robotic devices—even if that person could not be causally linked to those actions besides this prior agreement. The basic intuition behind our proposal is that humans can impute relations even when no other form of contact can be established. The missed alternative we want to highlight, then, would consist in an exchange: Social prestige in the occupation of a given office would come at the price of signing away part of one's freedoms to a contingent and unpredictable future guided by another agency. One of the main tenets of current teleosemantic theories is that simple representations are Pushmi-Pullyu states, i.e. they carry descriptive and imperative content at the same time. In the paper I present an argument that shows that if we add this claim to the core tenets of teleosemantics, then (1) it entails that, necessarily, all representations are Pushmi-Pullyu states and (2) it undermines one of the main motivations for the Pushmi-Pullyu account.

Really statistical explanation is a hitherto neglected form of noncausal scientific explanation. Explanations in population biology that appeal to drift are RS explanations. An RS explanation supplies a kind of understanding that a causal explanation of the same result cannot supply. Roughly speaking, an RS explanation shows the result to be mere statistical fallout.

Mendelovici (forthcoming) has recently argued that (1) tracking theories of mental representation (including teleosemantics) are incompatible with the possibility of reliable misrepresentation and that (2) this is an important difficulty for them. Furthermore, she argues that this problem commits teleosemantics to an unjustified a priori rejection of color eliminativism. In this paper I argue that (1) teleosemantics can accommodate most cases of reliable misrepresentation, (2) those cases the theory fails to account for are not objectionable and (3) teleosemantics is not (...) committed to any problematic view on the color realism-antirealism debate. Serious concerns about pervasive, persistent, and unjustified social inequalities have prompted a small—but growing—number of academic commentators to raise some hard and troubling questions for those who would like to legalize physician-assisted suicide. In various ways, these commentators have asked: In light of existing social inequalities—inequalities that operate, for example, along sometimes intersecting lines of race, class, age, sex, and disability—how persuasive are autonomy-based arguments in favor of legalization of assisted suicide when those arguments depend on a conception of autonomy (...) that either presupposes social equality or does not expressly account for its absence? How compelling are arguments that we ought to legalize assisted suicide out of feelings of mercy for the sick and dying, when such affective expressions may actually be the socially acceptable manifestation of private ambivalence that includes merciless discrimination? In this paper I discuss a recent theory on functions called Organizational Account. This theory seeks to provide a new definition of function that overcomes the distinction between etiological and dispositional accounts and that could be used in biology as well as in technology. I present a definition of function that I think captures the intuitions of Organizational Accounts and consider several objections.

Conflicts of interest are rampant in the American medical community. Today it is not uncommon for doctors to refer patients to clinics or labs in which they have a financial interest (40% of physicians in Florida invest in medical centers); for hospitals to offer incentives to physicians who refer patients (a practice that can lead to unnecessary hospitalization); or for drug companies to provide lucrative give-aways to entice doctors to use their "brand name" drugs (which are much more expensive than (...) generic drugs). In Medicine, Money and Morals, Marc A. Rodwin draws on his own experience as a health lawyer--and his research in health ethics, law, and policy--to reveal how financial conflicts of interest can and do negatively affect the quality of patient care. He shows that the problem has become worse over the last century and provides many actual examples of how doctors' decisions are influenced by financial considerations. We learn how two California physicians, for example, resumed referrals to Pasadena General Hospital only after the hospital started paying $70 per patient (their referrals grew from 14 in one month to 82 in the next). As Rodwin writes, incentives such as this can inhibit a doctor from taking action when a hospital fails to provide proper service, and may also lead to the unnecessary hospitalization of patients. We also learn of a Wyeth-Ayerst Labs promotion in which physicians who started patients on INDERAL (a drug for high blood pressure, angina, and migraines) received 1000 mileage points on American Airlines for each patient (studies show that promotions such as this have a direct effect on a doctor's choice of drug). Rodwin reveals why the medical community has failed to regulate conflicts of interest: peer review has little authority, state licensing boards are usually ignorant of abuses, and the AMA code of ethics has historically been recommended rather than required. He examines what can be learned from the way society has coped with the conflicts of interest of other professionals --lawyers, government officials, and businessmen--all of which are held to higher standards of accountability than doctors. And he recommends that efforts be made to prohibit and regulate certain kinds of activity (such as kickbacks and self-referrals), to monitor and regulate conduct, and to provide penalties for improper conduct. Our failure to face physicians' conflicts of interest has distorted the way medicine is practiced, compromised the loyalty of doctors to patients, and harmed society, the integrity of the medical profession, and patients. For those concerned with the quality of health care or medical ethics, Medicine, Money and Morals is a provocative look into the current health care crisis and a powerful prescription for change. It is often thought that consciousness has a qualitative dimension that cannot be tracked by science. Recently, however, some philosophers have argued that this worry stems not from an elusive feature of the mind, but from the special nature of the concepts used to describe conscious states. Marc Champagne draws on the neglected branch of philosophy of signs or semiotics to develop a new take on this strategy. The term “semiotics” was introduced by John Locke in the modern period (...) – its etymology is ancient Greek, and its theoretical underpinnings are medieval. Charles Sanders Peirce made major advances in semiotics, so he can act as a pipeline for these forgotten ideas. Most philosophers know Peirce as the founder of American pragmatism, but few know that he also coined the term “qualia,” which is meant to capture the intrinsic feel of an experience. Since pragmatic verification and qualia are now seen as conflicting commitments, Champagne endeavors to understand how Peirce could (or thought he could) have it both ways. The key, he suggests, is to understand how humans can insert distinctions between features that are always bound. Recent attempts to take qualities seriously have resulted in versions of panpsychism, but Champagne outlines a more plausible way to achieve this. So, while semiotics has until now been the least known branch of philosophy ending in –ics, his book shows how a better understanding of that branch can move one of the liveliest debates in philosophy forward. John Rawls's work (1971) has greatly contributed to rehabilitating equality as a basic social value, after decades of utilitarian hegemony,particularly in normative economics, but Rawls also emphasized that full equality of welfare is not an adequate goal either. This thesis was echoed in Dworkin's famous twin papers on equality (Dworkin 1981a,b), and it is now widely accepted that egalitarianism must be selective. Improper dependencies slant policy over a drug's life span, biasing the development of new drugs, the testing and marketing approval for new drugs, and the monitoring of patient safety after drugs are marketed. This article examines five ways in which the public improperly depends on pharmaceutical firms that compromise the integrity of pharmaceutical policy. Today the public relies on pharmaceutical firms: (1) to set priorities on drug research and development; (2) to conduct clinical trials to test whether drugs are safe (...) and effective; (3) to decide what clinical trial data to disclose to the public; (4) to monitor post marketing drug safety; (5) to supply product information to physicians and to finance continuing medical education and other professional activities. This paper explores the biographical and cultural sources that inspired the decision of Janusz Korczak to make his life’s vocation the education of young children from dysfunctional families. This decision emerged out of the radical version of humanism he embraced. His identification of children as the population his humanist ethos must serve, distinguishes it from other versions of humanism. The paper explores the role his sense of self and his identification with Poles, Jews, and humanity play in the composition of (...) this humanism. It identifies the hybridity of his cultural identifications as its heart. It proposes that the tensions between these identifications in general, and his non-Jewish Jewish identification that situated him as being ‘a part of’ and ‘apart from’ Polish society in particular, induced Korczak to create a universal religion of children in which religious, ethnic, or physical distinctions do not generate prejudice, intolerance, and violence. This article seeks to explain how it was possible that, until the first century BC, the Roman dictatorship was never abused and turned against the constitution itself. The traditional explanation is that, contrary to its first century imitations, the dictatorship was subject to formal restrictions, such as the six months' tenure, which were strictly applied. By contrast, this article suggests that informal constraints on the dictator's powers, such as moral and religious norms, were as important as formal constraints. It shows, (...) more particularly, how the fides, or the requirement of trust, was essential for preventing an abuse of dictatorial powers. (shrink)

Despite the fact that there is considerable evidence against the causal efficacy of proximal (short-term) conscious intentions, many studies confirm our commonsensical belief in the efficacy of more distal (longer-term) conscious intentions. In this paper, I address two questions: (i) What, if any, is the difference between the role of consciousness in effective and in non-effective conscious intentions? (ii) How do effective conscious distal intentions interact with unconscious processes in producing actions, and how do non-effective proximal intentions fit into this (...) process? I argue that answers to these questions point to a picture of distal conscious intending as a form of self-programming. The metaphor of ?self-programming? will be elucidated by using a distinction between ?structuring? and ?triggering? causes. Though the self-programming metaphor does not amount to a full theory of conscious intending, I argue that it may be a useful heuristic in developing such a theory. I also argue that the metaphor is phenomenologically plausible. (shrink)

This short essay seeks to identify and prevent a pitfall that attends less careful inquiries into “physiosemiosis.” It is emphasized that, in order to truly establish the presence of sign-action in the non-living world, all the components of a triadic sign - including the interpretant - would have to be abiotic (that is, not dependent on a living organism). Failure to heed this necessary condition can lead one to hastily confuse a natural sign (like smoke coming from fire) for an (...) instance of abiotic semiosis. The Problem of Doxastic Shift may be stated as a dilemma: on the one hand, the distribution of nominal complements of the form `the ψ that p’ strongly suggests that `that’-clauses cannot be univocally assigned propositionaldenotations; on the other hand, facts about quantification strongly suggest that `that’-clauses must be assigned univocal denotations. I argue that the Problem may be solved by defining the extension of a proposition to be a set of facts or, more generally, conditions. Given this, the logical (...) operation of descriptive predication can be introduced in a way that resolves the dilemma withoutsacrificing the singular term analysis of `that’-clauses. (shrink)

Deleuze's readings of Hume, Spinoza, Bergson and Nietzsche respond to philosophical critiques of classical and modern empiricism. However, Deleuze's arguments against those critiques - by Kant, Hegel, Husserl and Heidegger - consolidate the philosophy of immanence that can be called 'transcendental empiricism'. Marc Rolli offers us a detailed examination of Gilles Deleuze's philosophy of transcendental empiricism. He demonstrates that Deleuze takes up and radicalises the empiricist school of thought developing a systematic alternative to the mainstreams of modern continental philosophy.

This paper suggests that reference to phenomenal qualities is best understood as involving iconicity, that is, a passage from sign-vehicle to object that exploits a similarity between the two. This contrasts with a version of the ‘phenomenal concept strategy’ that takes indexicality to be central. However, since it is doubtful that phenomenal qualities are capable of causally interacting with anything, indexical reference seems inappropriate. While a theorist like David Papineau is independently coming to something akin to iconicity, I think some (...) of the awkwardness that plagues his account would be remedied by transitioning to a more inclusive philosophy of signs. Unknown peers create a problem for those epistemologists who argue that we should be conciliatory in cases of peer disagreement. The standard interpretation of ‘being conciliatory’ has it that we should revise our opinions concerning a specific subject matter whenever we encounter someone who is as competent and well informed as we are concerning this subject matter (and thus is our peer) and holds a different opinion. As a consequence, peers whom we have never encountered and who are hence unknown (...) to us are not taken into account. This, however, appears odd; not only because it is an accidental matter which peers we happen to encounter and which not, but also because it would allow people to deliberately isolate themselves from any kind of intellectual exchange on the topic under consideration. The paper argues that we should take the problem of unknown peers seriously, and that disregarding the problem is an instance of the more general mistake of assuming that evidential quality and justified believability can be dealt with separately. Moreover, a solution to the problem of unknown peers is suggested. (shrink)

In this article we present a new experimental paradigm: comparative visual search. Each half of a display contains simple geometrical objects of three different colors and forms. The two display halves are identical except for one object mismatched in either color or form. The subject's task is to find this mismatch. We illustrate the potential of this paradigm for investigating the underlying complex processes of perception and cognition by means of an eye‐tracking study. Three possible search strategies are outlined, discussed, (...) and reexamined on the basis of experimental results. Each strategy is characterized by the way it partitions the field of objects into “chunks.” These strategies are: (i) Stimulus‐wise scanning with minimization of total scan path length (a “traveling salesman” strategy), (ii) scanning of the objects in fixed‐size areas (a “searchlight” strategy), and (iii) scanning of object sets based on variably sized clusters defined by object density and heterogeneity (a “clustering” strategy). To elucidate the processes underlying comparative visual search, we introduce besides object density a new entropy‐based measure for object heterogeneity. The effects of local density and entropy on several basic and derived eye‐movement variables clearly rule out the traveling salesman strategy, but are most compatible with the clustering strategy. In his 1927 Analysis of Matter and elsewhere, Russell argued that we can successfully infer the structure of the external world from that of our explanatory schemes. While nothing guarantees that the intrinsic qualities of experiences are shared by their objects, he held that the relations tying together those relata perforce mirror relations that actually obtain (these being expressible in the formal idiom of the Principia Mathematica). This claim was subsequently criticized by the Cambridge mathematician Max Newman as true but (...) trivial, insofar as from a closed body of observations (or “Ramsey sentence”) one can always generate other equally-satisfactory networks of relations, provided they respect the original set’s cardinality. Since any model thus generated will be empirically adequate, “[t]he defence is therefore driven back from the fairly safe fictitious-real classification to the much less tenable ‘trivial’ and ‘important’” (Newman 1928). Given the definitional rigour afforded by the initial appeal to isomorphism (via one-to-one correspondences in extension), the received assessment, shared by Russell himself, is that retreating to a pragmatic adjudication would betoken a fatal blow. However, I suggest that reliance on “importance” can be avoided if we incorporate an impersonal criterion of diachronic precedence. When collecting observations, an ordinality emerges alongside the cardinality which gives that underived structure an irrevocable epistemological privilege. Hence, I argue that, all other things being equal, any construct parasitic on an antecedent theory ought to be regarded as inferior/dispensable, since it was generated by an algorithm lacking the world-involving pedigree of its host structure. Happiness studies have rekindled interest in the measurement of subjective well-being, and often claim to track faithfully ‘what people care about’ in their lives. It is argued in this article that seeking to respect individuals’ preferences in the context of making intrapersonal and interpersonal comparisons for social evaluation has important and somewhat surprising implications, which shed light, in particular, on subjective measures and their objective alternatives, such as Sen’s capability approach. Four points are made. First, raw subjective well-being scores are (...) problematic because they involve different calibration norms for different individuals or for the same individuals at different times. Money-metric and similar measures appear more attractive in this perspective. Second, if individuals genuinely care about their relative positions, incorporating such relative aspects in the evaluation of individual situations does not necessarily lead to rewarding the selfish and malevolent. Third, in the context of risk, relying on ex ante preferences may clash with a concern for ex post preferences, which are better informed. Fourth, focusing on opportunities or capabilities may fail to respect preferences. (shrink)

Este artículo se basa en el texto nº1 del tomo XXIII de Husserliana, Phantasia, conciencia de imagen, recuerdo. En primer lugar entendemos que Husserl es el mayor crítico de la filosofía de la representación que ha dado el siglo XX. No sólo en punto a la percepción; también, como se verá, en punto a la phantasia. Sin embargo, por la misma razón, probablemente ha sido también el más fino analista del fenómeno de la representación entendido, ahora sí, como conciencia de (...) imagen. Husserl estudia el fenómeno de la conciencia de imagen en el texto principal de Hua XXIII, diseccionándolo, con una acribia sin precedentes, en sus componentes de soporte físico (ausente en el caso de la Imagination o la Einbildungskraft, a distinguir de la phantasia), Bildobjekt y Bildsujet. Mención especial merece el escurridizo estatuto ontológico (de innúmeras consecuencias, por ejemplo en psicopatología) del Bildobjekt que se entiende, en términos de Husserl, como Fiktum. Phantasia de un lado, imaginación y conciencia de imagen de otro, constituyen dos tipos esencialmente distintos de acto, con estructuras distintas. La phantasia es un acto tan directo e inmediato como la percepción, y carece de toda mediación por un Bildobjekt. A la luz del texto nº1 de Hua XXIII recogemos las características del no presente de la phantasia (distinto del no presente de la imaginación): la phantasia, amén de no presente, es proteiforme, intermitente y discontinua. Las paradojas relativas a los phantasmata de las apariciones de phantasia (Phantasieerscheinungen) nos conducirán a proponer una nueva interpretación de la representificación (Vergegenwärtigung) phantaseante como retemporalización en presencia (sin presente asignable). Por último analizamos el proceso de transposición arquitectónica de la phantasia en imaginación para terminar retomando la crítica, esbozada al principio del texto, de la perspectiva de las neurociencias en el análisis de la conciencia. tent and discontinuous. In recent years, there has been an increasing interest on the notion of freedom as non-domination, according to which a subject is free to the extent that no agent has the capacity to arbitrarily interfere on his actions. Now, the most common way of interpreting the notion of freedom as non-domination restricts its applicability to cases where particular agents can intentionally and arbitrarily interfere on a subject�s affairs. In this paper, I present an argument which shows that the standard conception (...) of freedom as non-domination is too restrictive, and that this notion can be extended so as to as to ground a critical point of view on economic and social inequalities.
