Although the importance of measuring and reporting the social and environmental impact of organisational action is increasingly well recognised by both organisations and society at large, existing approaches to impact measurement are still far from being universally accepted. In this context, the stakeholder dynamics within the nascent field of impact investing demonstrate the complexity of resolving potentially differing perspectives on key impact measurement issues such as materiality. This paper argues, from an organisational perspective, that such arenas of contestation can be (...) conceptualised in terms of social justice. Specifically, we draw upon Sen’s notions of ‘arrangement and realisation’ to explore the dynamics of contestation across a range of stakeholders concerning materiality judgements to suggest that such ‘arrangements’ may lead to suboptimal impact outcomes as ‘realisations.’ Our analysis of the nature of materiality contestations in impact measurement reveals the conflicts, tensions and paradoxes evident in this field of action. Empirically, we examine data drawn from 19 cases and 33 interviews. The analysis suggests three arenas of contestation around the materiality of impact measurement: the power dynamics between economically powerful investors and objectified investees; the conflicts between materiality norms and standards; and the interactions between all stakeholders with differing motivations towards radical or incremental materiality. Building upon this analysis, we then discuss how arenas of contested materiality may be mediated by drawing upon Sen’s notions of transcending the individual interests of the invested parties for the greater good via processes of contextualisation and case-specificity. We seem to ascribe mental states and agency to groups. We say ‘Google knows such-and-such,’ or ‘Amazon intends to do such-and-such.’ This observation of ordinary parlance also found its way into philosophical accounts of social groups and collective intentionality. However, these discussions are usually quiet about how groups self-ascribe their own beliefs and intentions. Apple might explain to its shareholders that it intends to bring a new iPhone to the market next year. But how does Apple know what it intends? (...) How do groups get to know their own mental states? This is the question of collective self-knowledge. I argue that collective self-knowledge is a distinct phenomenon that deserves our attention. In particular I suggest: that we should be interested in collective self-knowledge, because our behaviour indicates that we already engage with collective self-knowledge in practice; that groups can collectively avow, which indicates that they have privileged and peculiar access to their own intentional states; and that collective self-knowledge is not reducible to intentional states of individuals and therefore is an independent explanandum. Using the technique of prepared questions, Conversations with Lukacs is a brilliant gathering of thoughts and insights covering topics as ontology, the techniques of manipulative societies, the pitfalls of combating Stalinism with Stalinist methods, and the problems of intellectuals in advanced capitalist societies. Above all, there is the restatement of Lukacs unshaken conviction that the working class, with all the changes that have occurred in its way of life and composition, is still the historical carrier of social transformation. Lukacs's interlocutors (...) in these four conversations are Hans Heinz Holz, Leo Kofler, and Wolfgang Abendroth. Each of them engages Lukacs in separate dialogues, on being and consciousness (Holz), on society and the individual (Kofler), and on the elements of scientific politics (Abendroth). Lukacs, Abendroth, and Holz work toward a "Provisional Summary" in the last conversation. The interlocutors and the editor write that "These conversations show very clearly the basis of abstraction in the experiences of everyday life.... This gives these conversations with Lukacs a more than anecdotal value; for the unmediated way in which thought is produced in conversation corresponds exactly to that primary level of experience, the data of everyday reality, whose theoretical value Lukacs emphasizes.... This essay confronts Ray Brassier’s vindication of nihilism with other two important but frequently underexamined philosophical attempts to overcome nihilism: Hans Jonas’ and Keiji Nishitani’s. By putting these different takes on nihilism into dialogue, it explores some blind spots in Brassier’s position, as well as some of the practical consequences, for our current planetary situation, of undertaking a radical divorce between the normative and the natural that results from his radical nihilism. The article opts for a more moderate acceptance and (...) eventual self-overcoming of nihilism, according to which, even if natural entities are indifferent to human reasons and meanings, this does not entail that nature is bereft of a human-independent normative dimension. In other words, the essay argues that care must be taken not to confuse criticisms of an anthropocentric conception of reasons and meanings with the belief that meaning is completely absent from the natural world. Thus, the central contention of the article is that, given our current climate and ecological catastrophe, one of the most pressing tasks of contemporary philosophy is to understand normativity in non-anthropocentric ways, so that humans are no longer considered as the only entities that respond to normativity. Such an attitude conceives humans as estranged normative creatures amidst a meaningless, indifferent natural world, toward which they would have no ethical responsibilities. The essay finishes by suggesting ways in which to develop an account that does not fall into this ethical vacuum. (shrink)

In this paper, we explore an under-investigated question concerning the class of formal models that aim at providing normative guidance. We call such models normative models. In particular, we examine the question of how normative models can successfully exert normative guidance. First, we highlight the absence of a discussion of this question – which is surprising given the extensive debate about the success conditions of descriptive models – and motivate its importance. The distribution of the focus particle even is constrained: if it is adjoined at surface structure to an expression that is entailed by its focus alternatives, as in even once, it must be appropriately embedded to be acceptable. This paper focuses on the context-dependent distribution of such occurrences of even in the scope of non-monotone quantifiers. We show that it is explained on the assumption that even can move at LF Syntax and semantics, 1979). The analysis is subsequently extended to (...) occurrences of negative polarity items in these environments, which mirror the abovementioned distribution of even and which invalidate standard characterizations of NPI licensing conditions in terms of downward-entailingness. The idea behind the extension is that NPIs denote weak elements that are associates of covert even. The paper concludes by discussing two comprehensive theories of NPI licensing and how our proposal relates to them. (shrink)

Higher-order realists about properties express their view that there are properties with the help of higher-order rather than first-order quantifiers. They claim two types of advantages for this way of formulating property realism. First, certain gridlocked debates about the nature of properties, such as the immanentism versus transcendentalism dispute, are taken to be dissolved. Second, a further such debate, the tropes versus universals dispute, is taken to be resolved. In this paper I first argue that higher-order realism does not in (...) fact resolve the tropes versus universals dispute. In a constructive spirit, I then develop higher-order realism in a way that leads to a dissolution, rather than a resolution, of this dispute too. (shrink)

Machine intelligence already helps medical staff with a number of tasks. Ethical decision-making, however, has not been handed over to computers. In this proof-of-concept study, we show how an algorithm based on Beauchamp and Childress’ prima-facie principles could be employed to advise on a range of moral dilemma situations that occur in medical institutions. We explain why we chose fuzzy cognitive maps to set up the advisory system and how we utilized machine learning to train it. We report on the (...) difficult task of operationalizing the principles of beneficence, non-maleficence and patient autonomy, and describe how we selected suitable input parameters that we extracted from a training dataset of clinical cases. The first performance results are promising, but an algorithmic approach to ethics also comes with several weaknesses and limitations. Should one really entrust the sensitive domain of clinical ethics to machine intelligence? (shrink)

This article examines the relationship between Jeremy Waldron’s supersession thesis and compensation. Recently, Waldron has argued that claims for material compensation for the original injustice cannot be superseded. He limits supersession to issues of restitution. Waldron’s supersession thesis is frequently cited by opponents of claims based on historical injustice, so his view of compensation warrants close examination. In our article, we explain the details of Waldron’s ‘simple model’ of compensation, offer an internal critique of it, and try to sympathetically reconstruct (...) it. We contend that a crucial claim about this model does not work; his model would result in many more backward-looking compensatory claims than he realizes. Waldron’s allowing for material compensation claims from historical injustice is in tension with, or incompatible with, his long-expressed view that the spirit of the supersession thesis is that justice should be forward-looking and look to present-day costs. We have argued elsewhere that the abstract possibility that restitution claims may be superseded due to changing circumstances (what we call the ‘supersession thesis proper’) is separable from the question of whether justice has a forward-looking or backward-looking orientation. We argue here that Waldron’s model of compensation can best be made sense of through our distinction of ‘full supersession’ and ‘partial supersession.’ This allows us to show that Waldron’s model relies on a more strongly backward-looking orientation than he seems to endorse in his earlier works on restitution and his most recent article discussing compensation. We conclude by offering external criticisms of Waldron’s model of compensation. (shrink)

The existing research on the role of intellectuals in alleviating suffering has overlooked contributions by prominent Black intellectuals from the United States in the early 1990s. Two roundtable debates co-organised under the auspices of the Boston Review at Harvard and MIT in 1992 and 1993 in response to Eugene Rivers’ essay “On the Responsibility of Intellectuals in the Age of Crack” were central to these contributions, counting a star-studded line-up of Black intellectuals including bell hooks, Cornel West, and Glenn Loury. (...) Participants explore the role of Black intellectuals in the US, debating what they can and should do to combat oppression and domination. In this article, I recover the context of the debates, reconstruct their arguments, and make a case for their major historical and political significance. I comparatively interpret the two roundtables, identifying three major points of convergence. First, participants begin from a Gramscian conception of organic intellectuals, developing this further to defend the need for collective intellectual praxis. Second, the race-class-gender nexus plays a central role in structuring the very possibility of intellectuals affecting social change. Third, these intellectuals subscribe to a significantly pessimistic action paralysis, indicative of the relative powerlessness of intellectual debate in addressing structural oppression. (shrink)

Subverting a once widely held Quinean paradigm, there is a growing consensus among philosophers of logic that higher-order quantifiers (which bind variables in the syntactic position of predicates and sentences) are a perfectly legitimate and useful instrument in the logico-philosophical toolbox, while neither being reducible to nor fully explicable in terms of first-order quantifiers (which bind variables in singular term position). This article discusses the impact of this quantificational paradigm shift on metaphysics, focussing on theories of properties, propositions, and identity, (...) as well as on the metaphysics of modality. The aim of this paper is to study and analyse the Charlie Hebdo attacks from a methodological and an ethical perspective, concentrating generally, though in some cases indirectly, on the consequences of our actions and the motives behind them. The analysis examines the issues of liberties, freedoms and responsibilities in general and further applies these values to the phenomenon of terrorism in contemporary society. The primary goal of this study is to use the Thomas Aquinas doctrine of double effect and (...) Michael Ignatieff’s lesser evil theory to appraise specific acts of terrorism. The article suggests that certain freedoms should be limited in democratic societies and thus ensure safety. (shrink)

The correct identification of the abuse of political power during the COVID-19 crisis remains a challenge because officially declaring the pandemic allowed political representatives to exercise additional power disguisable as the maintenance of functioning social order under the principle of preserving humankind. One way to observe the abuse of power in its excess is the degree of compliance exhibited by the people who laid juridical restrictions for the purpose of combating COVID-19. The behaviour of political representatives was evidence of political (...) exceptionalism, for political representatives, as decisive authorities, were the first to disregard measures introduced without suffering negative consequences. Such abuse catalysed the collapse of trust in state communities, but has for its true result the consolidation of the class system in which the ethical value of trust is played out. In this paper, I discuss how the behaviour of state representatives demonstrates the existence of political exceptionalism based on the class system and what this means for the persistence of national trust. Carbon pricing is one of the most politically important approaches for the mitigation of climate change in the world today. Most political actors who are not committed to climate change denial favor carbon pricing, either as emissions trading or carbon taxation. In this article, I argue that carbon pricing should be considered unfair in most of its forms. I present a line of criticism called the Unfair Burdens Argument. It states that the most politically relevant ways to price carbon needlessly (...) burden the less affluent more than the more affluent. This is unfair because, among other things, the more affluent have on average done more to create the problem of climate change in the first place. Principles for the fair distribution of burdens under climate change mitigation like the Polluter Pays Principle, which were thought to support carbon pricing, turn out to speak against it, when interpreted properly. Although the Unfair Burdens Argument on its own cannot show that carbon pricing is impermissible, it offers important clues for what a morally permissible form of climate change mitigation would look like. Functionalism about kinds is still the dominant style of thought in the special sciences, like economics, psychology, and biology. Generally construed, functionalism is the view that states or processes can be individuated based on what role they play rather than what they are constituted of or realized by. Recently, Weiskopf has posited a reformulation of functionalism on the model-based approach to explanation. We refer to this reformulation as ‘new functionalism’. In this paper, we seek to defend new functionalism and to (...) recast it in light of the concrete explanatory aims of the special sciences. In particular, we argue that the assessment of the explanatory legitimacy of a functional kind needs to take into account the explanatory purpose of the model in which the functional kind is employed. We aim at demonstrating this by appealing to model-based explanations from the social and behavioral sciences. Specifically, we focus on preferences and signals as functional kinds. Our argument is intended to have the double impact of deflecting criticisms against new functionalism from the perspective of mechanistic decomposition while also expanding the scope of new functionalism to encompass the social and behavioral sciences. Jennifer Lackey (2016) challenged group acceptance accounts of justification by arguing that these accounts make the possession of evidence arbitrary and hence lead to illegitimate manipulation of the group's evidence. She proposes that the only way out is to rely on the epistemic propriety of the individual group members, which leads to a dilemma for group acceptance views: either they are wrong about justification, or they cease to rely only on group acceptances. I argue that there is a third option (...) based on general expectations of epistemic propriety that restricts the group's maximal justification. A group cannot be more justified than any individual in the group's position could be expected to be. I motivate this solution by a discussion of normative defeat and epistemic expectations as proposed by Goldberg (2018). (shrink)

Is it fair to leave the next generation a public debt? Is it defensible to impose legal rules on them through constitutional constraints? From combating climate change to ensuring proper funding for future pensions, concerns about ethics between generations are everywhere. This paper addresses a theory of intergenerational justice that we refer to as “needs-based sufficientarianism”. According to needs-based sufficientarianism, the present generation ought to enable future generations to meet their basic needs — for example, their needs for drinkable water, food and health care. Our aim is to explain and defend this theory in a programmatic way. First, we introduce what we regard as the most plausible variant of needs-based sufficientarianism. Then we argue that this variant is superior to several (...) alternative ways of thinking about intergenerational justice. In particular, we defend basic needs as the currency of intergenerational justice and sufficiency as its principle. Our arguments for these claims are neither fully comprehensive nor fully conclusive. Yet, we hope that they suffice to show that needs-based sufficientarianism is a major contender, with significant pro tanto advantages over other views. (shrink)

In Justice for People on the Move, Gillian Brock constructs an elaborate normative framework, based on human rights practice, to assess how states must treat international migrants in order to legitimate exclusionary claims to self-determination. In this discussion piece, I argue that this framework cannot always satisfactorily explain when and why it is impermissible for legitimate states to remove irregular migrants from their territory (i.e. deport them). I show that Brock’s intuitions about at least one of her own paradigm cases (...) – the removal of long-settled immigrants whose irregular immigration was tacitly approved at the time – are not accommodated by her own framework. However, Brock also acknowledges that deportation is often harmful to persons and that this is morally problematic. Although this concern with harm is not systematically elaborated in Brock’s discussion, I think it should be. I suggest that a purely harm-based framework is fully able to negotiate Brock’s moral worries about deportation and outline the cornerstones of such a framework, stressing that harm in deportation may count as permissible only if it satisfies the joint desiderata of necessity and proportionality. I conclude by giving a sense of how one of Brock’s paradigm cases – the tacit-approval case – could be assessed within this framework, arguing that such an analysis would likely bolster Brock’s intuitions about this case whilst satisfactorily explaining if and why exactly the deportation practice in question cannot permissibly be pursued by legitimate states. Epidemiology is a field torn between practices of surveillance and methods of analysis. Since the onset of COVID-19, epidemiological expertise has been mostly identified with the first, as dashboards of case and mortality rates took centre stage. However, since its establishment as an academic field in the early 20th century, epidemiology’s methods have always impacted on how diseases are classified, how knowledge is collected, and what kind of knowledge was considered worth keeping and analysing. Recent advances in digital epidemiology, this (...) article argues, are not just a quantitative expansion of epidemiology’s scope, but a qualitative extension of its analytical traditions. Digital epidemiology is enabled by deep and digital phenotyping, the large-scale re-purposing of any data scraped from the digital exhaust of human behaviour and social interaction. This technological innovation is in need of critical examination, as it poses a significant epistemic shift to the production of pathological knowledge. This article offers a critical revision of the key literature in this budding field to underline the extent to which digital epidemiology is envisioned to redefine the classification and understanding of disease from the ground up. Utilising analytical tools from science and technology studies, the article demonstrates the disruptive expectations built into this expansion of epidemiological surveillance. Given the sweeping claims and the radical visions articulated in the field, the article develops a tentative critique of what I call a fantasy of pathological omniscience; a vision of how data-driven engineering seeks to capture and resolve illness in the world, past, present and future. The overall oppressive effect on women's rights of religious fundamentalism has been well documented in the literature. When looking at women's resistance to fundamentalism, it is important to examine not only organized efforts but individual women's agency in subverting or co-opting these movements toward their own ends. Using a series of narratives, the authors discuss four strategies used by Iranian women to negotiate the patriarchal practices of Islamic fundamentalism. These women crafted agency by responding to the demands of family and (...) state through collaboration, acquiescence, co-optation, and subversion. Their narratives of agency show how some women negotiated the economic hardship and gender oppression brought on by the Iranian revolution and how these negotiations affected women's options when filtered through the rhetoric of Islamic fundamentalism. The purpose of the article is to contribute further to the feminist discourse that has moved beyond victimization narratives. (shrink)

Sind wir für moralisch falsche Kaufentscheidungen verantwortlich zu machen, die wir in Unkenntnis treffen? Einerseits scheint die klassische Annahme einer Wissensbedingung den Raum unserer moralischen Verantwortung einzugrenzen: Wenn uns nicht bewusst ist, dass wir moralisch falsch handeln, dann ist es auch nicht angemessen, uns dafür zu tadeln. Andererseits droht die Wissensbedingung aber dadurch ausgehöhlt zu werden, dass uns schuldhafte Unkenntnis erstens nicht zu entschuldigen scheint und wir zweitens meist darüber informiert sein sollten, was wir tun und ob es moralisch bedeutsam (...) ist. Im vorliegenden Aufsatz wird unter besonderer Berücksichtigung des praktisch relevanten Kontexts der Konsumethik untersucht, inwieweit der Raum unserer moralischen Verantwortung trotz dieser Herausforderung für Anhänger der Wissensbedingung begrenzt bleibt. Dazu werden die folgenden beiden Fragen näher betrachtet, von deren Beantwortung abhängt, in welchem Ausmass Konsumenten für falsche Kaufhandlungen verantwortlich gemacht werden können: Vermag schuldhafte Unkenntnis falsch handelnde Personen tatsächlich nicht zu entschuldigen? Und sind Personen stets dazu verpflichtet, sich über die moralische Bedeutsamkeit ihrer Kaufentscheidungen zu informieren? Bezüglich der ersten Frage wird dafür argumentiert, dass schuldhaft uninformierte Konsumenten zumindest teilweise entschuldigt sind: Sie sind nicht in gleichem Masse für ihr falsches Handeln zu kritisieren wie Personen, die sich wissentlich moralisch falsch entscheiden. Darüber hinaus wird aber bezüglich der zweiten Frage auch bestritten, dass Konsumenten stets dafür kritisiert werden können, nicht ausreichend informiert zu sein: Da berechtigte Überforderungseinwände gegen die Annahme anspruchsvoller Recherchepflichten sprechen, lässt sich den Konsumenten ihre Uninformiertheit häufig nicht zum Vorwurf machen. Climate change can be interpreted as a unique case of historical injustice involving issues of both intergenerational and global justice. We split the issue into two separate questions. First, how should emission rights be distributed? Second, who should come up for the costs of coping with climate change? We regard the first question as being an issue of pure distributive justice and argue on prioritarian grounds that the developing world should receive higher per capita emission rights than the developed world. (...) This is justified by the fact that the latter already owns a larger share of benefits associated with emission generating activities because of its past record of industrialisation. The second question appears to be an issue of compensatory justice. After defining what we mean by compensation, we show that different kinds of compensatory principles run into problems when used to justify payments by historical emitters of the North to people suffering from climate change in the South. As an alternative, we propose to view payments from wealthy countries for adaptation to climate change in vulnerable countries rather as a measure based on concerns of global distributive justice. ABSTRACT Philosophy may be accused of being an exclusive theoretical enterprise. Although it is concerned with the important issues of life it may appear to be a purely academic matter pursued by few educated scholars and therefore somehow detached from everyday way of being of people uneducated in philosophy. In the field of the philosophy of sport, the essential ambition is to provide relevant insights into a vast area of sport that will promote our philosophical understanding and knowledge of the (...) relevant topics. This paper offers another perspective on the role of philosophy in sport. I argue that philosophy is not just about reflecting from an academic distance, but the process of philosophizing could be situated within the sporting practices. This type of relationship between philosophy and sport is already apparent in ancient Greece where philosophers (such as Pythagoras or Socrates) liked to be engaged in physical exercises and to combine them with philosophical discussions with athletes. The article explores a practical role of philosophy in sport, namely the process of philosophical thinking and dialogue with athletes and their coaches. It offers insights into methodology, goals, benefits, and limits of using philosophy in practice. I reflect on my personal experience of being a mental coach and philosophical consultant in sport in the Czech Republic. The aim of this article is to demonstrate the relevance of using philosophy (philosophical practice) in the sporting environment. In doing so, I reflect on the nature and purpose of philosophical thinking and its possible relation to sport psychology and mental coaching. (shrink)

This paper investigates the connection between two recent trends in philosophy: higher-orderism and conceptual engineering. Higher-orderists use higher-order quantifiers (in particular quantifiers binding variables that occupy the syntactic positions of predicates) to express certain key metaphysical doctrines, such as the claim that there are properties. I argue that, on a natural construal, the higher-orderist approach involves an engineering project concerning, among others, the concept of existence. I distinguish between a modest construal of this project, on which it aims at engineering (...) higher-order analogues of the familiar notion of first-order existence, and an ambitious construal, on which it additionally aims at engineering a broadened notion of existence that subsumes first-order and higher-order existence. After identifying a substantial problem for the ambitious project, I investigate a possible response which is based on adopting a cumulative type theory as the background higher-order logic. While effective against the problem at hand, this strategy turns out to undermine a major reason to embrace higher-orderism in the first place, namely the idea that higher-orderism dissolves a range of otherwise intractable debates in metaphysics. Higher-orderists are therefore best advised to pursue their engineering project on the modest variant and against the background of standard type theory. (shrink)

Traditionally, the investigation of truth has been anchored in a priori reasoning. Cognitive science deviates from this tradition by adding empirical data on how people understand and use concepts. Building on psychophysics and machine learning methods, we introduce conceptual scaling, an approach to map people's understanding of abstract concepts. This approach, allows computing participant-specific conceptual maps from obtained ordinal comparison data, thereby quantifying perceived similarities among abstract concepts. Using this approach, we investigated individual's alignment with philosophical theories on truth and (...) the predictive capacity of conceptual maps. The obtained results indicated that, while people's understanding of truth is multifaceted and encapsulates notions of coherence and authenticity, alignment is best for the correspondence theory of truth. Furthermore, conceptual maps allowed predicting individual outcomes with an accuracy of roughly 70%. This research demonstrates that conceptual scaling offers accurate descriptions of individual's understanding of abstract concepts, behavioral predictions, and quantification of alignment with theoretical perspectives. This paper discusses the nature of, problems for, and benefits delivered by fictionalist strategies in metaphysics.

Hybrid contingentism combines first-order contingentism, the view that it is contingent what individuals there are, with higher-order necessitism, the view that it is non-contingent what properties and propositions there are (where these are conceived as entities in the range of appropriate higher-order quantifiers). This combination of views avoids the most delicate problems afflicting alternative contingentist positions while preserving the central contingentist claim that ordinary, concrete entities exist contingently. Despite these attractive features, hybrid contingentism is usually faced with rejection. The main (...) reason for this is an objection that crucially involves haecceitistic properties, properties such as being identical to Plato or being identical to Aristotle. The objection alleges that by accepting the necessary existence of such haecceities, hybrid contingentists incur an explanatory commitment that they are unable to discharge, namely that of explaining how it is that certain haecceities ‘lock onto’ their target individuals even when those individuals are absent. To defend hybrid contingentism against this charge, I first clarify the haecceities objection in several respects and consider, in particular, what notion of explanation the objection is operating with. After arguing that it can be fruitfully understood as a challenge to provide metaphysical grounds for certain haecceity facts, I develop a contingentist response to the objection that draws on recent work on the connection between ground and essence. Residence of unauthorized immigrants is a stable feature of the Global North’s liberal democracies. This article asks how liberal-democratic policymakers should respond to this phenomenon, assuming both that states have incontrovertible rights and interests to assert control over immigration and that unauthorized residence is nevertheless an entrenched fact. It argues that a set of liberal-democratic commitments gives policymakers strong reason to implement both so-called ‘firewall’ and ‘regularization’ policies, thereby protecting unauthorized immigrants’ basic needs and interests and officially incorporating many of (...) them in society. It then explains that the background imperative of immigration control creates a dilemmatic tension between these policies, as regularization is envisaged alongside the removal of the ineligible, which is in turn hindered by the implementation of firewalls. This creates a dilemma between the pursuit of two policy goals that are both underwritten by the same value commitments. Though it cannot be entirely dissolved, I argue that the best way to mitigate this dilemma is to design regularization policy in a way that leaves only a small number of unauthorized immigrants subject to removal.
