Sacred values are different from secular values in that they are often associated with violations of the cost-benefit logic of rational choice models. Previous work on sacred values has been largely limited to religious or territorial conflicts deeply embedded in historical contexts. In this work we find that the Iranian nuclear program, a relatively recent development, is treated as sacred by some Iranians, leading to a greater disapproval of deals which involve monetary incentives to end the (...) class='Hi'>program. Our results suggest that depending on the prevalence of such values, incentive-focused negotiations may backfire. (shrink)

Along with the Strait of Malacca and the Singapore Straits, the Strait of Hormuz is arguably the most important bottleneck in international navigation because a large part of the global oil production needs to be shipped through this passage, which is only a few kilometers wide. In the context of the dispute about Iran’s nuclear program and new sanctions, Iran has threatened to close the Strait of Hormuz for international shipping, effectively cutting off many Western countries from important (...) oil imports. In this article, the legality of such action as well as the legality of the mere threat to close the Strait of Hormuz are investigated. In addition to the International Law of the Sea, general rules of international law and the international law of armed conflict are taken into consideration. Particular emphasis is put on the sovereignty of other states, which is infringed upon by such threats on the part of the Iranian leadership. First, the question has to be answered whether a passage through these waters would be transit passage through a Strait or normal passage through the coastal state’s territorial sea. The authors of the article conclude that the regime of transit passage applies qua lex specialis, as far as the part of the Strait of Hormuz, which is included in Iran’s territorial waters, is concerned. The next step is to ask the question whether preventing such a passage as well as threatening to prevent such a passage are permissible for Iran. In this context, the potential abuse of otherwise permitted traffic separation schemes is highlighted. Traffic separation schemes are of particular importance in narrow but highly frequented bodies of water, such as the Strait of Hormuz. In addition, the contemporary Iranian state practice has received some attention. One issue to be considered in more detail is the requirement that foreign warships receive authorization from the coastal state prior to entry into the territorial sea. This approach might be incompatible with the right to innocent passage under both the Law of the Sea Convention and customary international law, as there is no clear legal source, which provides for this requirement. Finally, the authors look at the question of the legality of the mere threat to close the Strait of Hormuz as opposed to actually closing the Strait. The sovereignty of other states may be affected to such an extent that such threats already amount to a violation of international law. In light of the historic precedents during the Iran-Iraq War, these threats should not be dismissed lightly. Iran would be well advised to refrain from such rhetoric. (shrink)

Since 2007, five scientists involved in Iran’s nuclear program have been killed under mysterious circumstances. This is not the first time that nuclear scientists have come under direct attack. Scientists are legally civilians. Like the rest of us, they are protected by laws prohibiting murder and perfidious killing, and enjoy civilian immunity during wartime. Moreover, powerful moral arguments oppose assassination policies specifically. Nevertheless, contemporary theories of just war allow for the partial extension of combatant status to civilians (...) who are either threatening or responsible for unjust threats. Weapons manufacturers, their factories and employees, are accorded less than absolute protection within just war theory, and even under international law. Dramatic events compel us to think through these issues of political violence in a principled manner, whatever our particular views on the Iranian case may be. The various moral arguments against assassination on the one hand and the complex status of munitions workers on the other suggest that scientists involved in weapons manufacturing may in some cases be morally liable to direct harm, as well as being legally liable to proportionate collateral damage. Nuclearization of South Asia always remains the most imperative concern for the international community particularly when In May 1998, India and Pakistan tested their nuclear devices which plunged South Asia into a relentless nuclear arms race. Since then, the nuclearization of South Asia has been a reality but the region is as insecure as it was before. Historically, Pakistan’s nuclear program has been a subject of contention with the Western world. Pakistan has worked hard and successfully (...) to build diverse nuclear capabilities. It will preserve these capabilities for the predictable future as a necessary deterrent against perceived existential threats from India. The objective of this study is to provide historical background of the initiatives undertaken by Pakistan towards the development of its nuclear program and highlight the major challenges and hurdles that stood in the way of achieving this goal. Paper conclude that under the present turbulent regional and international environment, Pakistan should carefully weigh its options to become an internationally acceptable normal nuclear state without compromising its genuine security concerns. It is hoped that the finding of this qualitative work would not only facilitate scholars and experts of international relations, but also be a massive contribution for the students in this field. Nearly four decades after a revolution, experiencing one of the longest wars in contemporary history, facing political and ideological threats by regional radicals such as ISIS and the Taliban, and having succeeded in negotiations with six world powers over her nuclear program, Iran appears as an experienced Muslim country seeking to build bridges with its Sunni neighbours as well as with the West. "Ethics of War and Peace in Iran and Shi'i Islam explores the wide spectrum of theoretical (...) approaches and practical attitudes concerning the justifications, causes and conduct of war in Iranian-Shi'i culture. By examining primary and secondary sources, and investigating longer lasting factors and questions over circumstantial ones, Mohammad Jafar Amir Mahallati seeks to understand modern Iranian responses to war and peace. His work is the first in its field to look into the ethics of war and peace in Iran and Shi'i Islam. It provides a prism through which the binary source of the Iranian national and religious identity informs Iranian responses to modernity. Studies have supported the effectiveness of the From Timid to a Tiger and Supportive Parenting for Anxious Childhood Emotions program in reducing childhood anxiety. This study is the first to compare the effectiveness of the two programs in the treatment of childhood anxiety disorder and reducing family accommodations levels. Parents of children aged 6 to 9 were randomly allocated to either FTTT or SPACE groups, and each attended ten online sessions following the manuals of the interventions. Throughout the study, (...) 9 participants dropped out, resulting in a total of 49 participants, and we performed statistical analyses based on data from these 49 participants. The assessment took place pre- and post-treatment and at a ten-week follow-up on parent-rated child anxiety and family accommodation measures. Analyses of variance and gain scores were conducted to examine the data. The results indicated that both treatments approaches produced significant reductions in outcome measures, and the post-treatment gains of both treatments were maintained at a ten-week follow-up, though when considering the mean differences and effect sizes across the assessment scores and between groups, overall, the FTTT was significantly more effective in reducing child anxiety scores and family accommodation levels. Our results demonstrated that FTTT significantly outperformed the SPACE program in reducing childhood anxiety problems and family accommodation levels. (shrink)

Vietnam is a vibrant and emerging South East Asian economy. However, the country faces a challenging task in meeting rising energy demand and the need to securitize energy while addressing the negative environmental impact of fossil fuel utilization. Growing concerns about sustainable development have led Vietnam to develop civilian nuclear energy for electricity generation. Nuclear power is widely recognized as a clean, mature and reliable energy source. Its inclusion in Vietnam’s energy mix by 2030 is expected to supplement (...) other energy sources from fossil fuel, hydropower plants, renewable resources and energy imports. Despite strong reservations in the aftermath of the Fukushima disaster, Vietnam has pursued its national nuclearization program. Civilian nuclear energy development has been widely regarded as a controversial issue, although it is intended for peaceful purposes and as a solution for long-term energy security. Anxiety over nuclear safety measures, inadequate nuclear regulatory mechanisms, lack of institutionalized radioactive waste management, the threat of nuclear accident, theft and terrorism, and nuclear proliferation have marred public perception. The apprehension towards nuclear energy development has raised serious questions on the ethics and risks of the technology. Using a qualitative approach of reviewing published scholarly research, we investigated the ethical and risk issues that manifest in civilian nuclear energy development in Vietnam. Our findings reveal that the conundrum of civilian nuclear energy revolves around balancing energy security, environment preservation and societal well-being with ethical and risk predicaments of nuclear energy. The world witnessed a major historical event in 1947 when subcontinent, which was governed as a one unit from Khyber to Burma since almost last one thousand years, partitioned by the ruling British Empire resulting into two states namely India and Pakistan. The major reason behind partition of the subcontinent was the religious and cultural differences between the Hindus and Muslims. India conducted first nuclear tests in 1974 and continued expanding its nuclear program. This forced Pakistan to work seriously on its nuclear program with a fast pace. India announced its formal entry to the nuclear weapons club in May 1998 with 5 nuclear tests at Pokhran, Pakistan, having nuclear capability at that time, replied back in merely two weeks with 6 nuclear tests and became the 7th nation in the world and first Islamic country to join the nuclear countries club. The lives of over a billion people are at mercy of the two nuclear powers state heads, especially India having an extremist government poses a serious threat to the peace of subcontinent which needs great attention especially from the global community otherwise a nuclear Armageddon could be expected. As one of the main competencies, professionalism is to be taught and evaluated during the residency period. The aim of this research is to investigate the professionalism perception among medical residents of Tabriz University of Medical Sciences. This cross-sectional study was conducted in 2017 using Persian Professionalism Questionnaire American Board of Internal Medicine. Probability proportional to size sampling was used to recruit the participants. Data analysis was done using SPSS24 through descriptive and analytical statistics. The mean age of residents was (...) 33.28. About 46% of residents were not familiar with professionalism. Mean of perceived professionalism score by the residents was to be 6.85 ± 1.52. Honor/Integrity dimension with a score of 7.53 ± 2.1 had the highest mean, while professional excellence with a score of 6.2 ± 1.43 had the lowest mean. No statistically significant relationship was observed between residents’ demographic characteristics and perceived professionalism. Medical residents’ professionalism perception was not at an acceptable level. It is necessary to spread the concept of professionalism in the form of formal and informal training programs to promote residents’ professional behaviors. Moreover, it was experienced that peer to peer observation could be used to assess professionalism in the working environment. (shrink)

Much of their response addressed issues that are not in (...) dispute: somatic cells are not zygotes, neurons and hepatocytes are different, growth-factor signals from the trophoblast influence development of the inner cell mass, membranes derived from the trophectoderm are critically required for embryonic survival, and stem cells cannot produce a fetus “on their own.”The crucial point of disagreement deals with the fact that iPS cells are not totipotent but zygotes are. Zygotes can generate their own placental structures while iPS cells must be given them through tetraploid complementation. Condic, Lee, and George consider totipotency to be crucial to natural potentiality. We present an alternative view in our essay (Magill and Neaves 2009, pp. 28–29). A remarkable event occurred at the December 3, 2004, meeting of the U. S. President’s Council on Bioethics. Council member William Hurlbut, a physician and Consulting Professor in the Program in Human Biology at Stanford University, formally unveiled a proposal that he claimed would solve the ethical problems surrounding the extraction of stem cells from human embryos. The proposal would involve the creation of genetically defective embryos that “never rise to the level of integrated organismal existence essential to be (...) designated human life with potential,” and therefore could be used as morally acceptable sources of stem cells for research and therapy. The aim of this essay is to show that Hurlbut’s proposal does not solve the ethical problems associated with human embryonic stem cell research. Two major reasons are presented. First, the proposal, which involves modification of a somatic cell nucleus, suffers from an ethical problem that is common to all types of human genetic engineering: since the procedure is not foolproof, there will be failures. In the case of the procedure Hurlbut proposes, some normal (albeit cloned) embryos will be produced. Second, the embryo engineered in the manner described is, at least in the early stages of its development, fully human despite its genetic defect. This essay also will show how a reasonable person might mistakenly view the proposal as legitimate if he or she makes the error of conflating genetic determinism with Aristotelian teleology. Finally, it will argue that ethical clarity can be achieved by seeing the embryo as a holistic entity possessing emergent properties that cannot simply be spelled out by genes. (shrink)

: Iran has had a program of compensated kidney donation from living unrelated (LUR) donors since 1997. The aim of the program was to address the increasing demand for kidney transplantation in a morally sound manner. The program was successful in terms of increasing the number of kidneys available for transplantation. This paper presents a critical review of the program and its ethical status. Denying organ donors legitimate compensation because of the understandable fear of an organ (...) trade is not morally justifiable, and the Iranian model of compensated LUR kidney donation offers substantial benefits that overcome these concerns. Despite its benefits, the program lacks secure measures to prevent the risk of a direct monetary relationship between donors and recipients, and it must be revised in order to be morally justifiable. In the mid-1970s, the fascist-leaning dictatorships in Spain (1939–1977) and Portugal (1933–1974) fell. Closely linked to the 1973 oil crisis, debates over energy and technology policies became very prominent during the ensuing political redefinition of both countries. Two decades after the first international agreements between the Iberian regimes and the United States for the development of nuclear programs, a myriad of movements of social resistance to nuclear technology emerged in dialogue with anti-nuclear organizations in other European countries. Fun and playfulness have been used for top–down popularization and banalization of nuclear technologies since the 1950s, but here pleasant forms of resistance also played a central role in contesting national energy plans, expert discourses, and vested interests. This article explores what we call “anti-nuclear fun,” the use of amusement, play, and humor as political and epistemic tools to familiarize society with the exceptional and daily risks of the “peaceful atom.”. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was (...) organized into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. The article describes the founding principles, work program, and accomplishments of a Reference Group with both expert and layperson stakeholders for the corrosion of copper canisters in a proposed deep repository in Sweden for spent nuclear fuel. The article sets the Reference Group as a participatory effort within a broader context of stakeholder and public participation. It is argued that for the future it will be necessary to more precisely define the roles of different approaches to public participation (...) in relation to the actual societal decision-making procedures, and the issue is raised whether an increasing level of their institutionalization is required. In particular, the focus is set on the safe-space approach to stakeholder participation designed to suit situations where independence and autonomy are crucial elements for the participants. The term Monte Carlo method indicates any computer-aided procedure for numerical estimation that combines mathematical calculations with randomly generated numerical input values. Today it is an important tool in high energy physics while physicists and philosophers also often consider it a sort of virtual experiment. The Monte Carlo method was developed in the 1940s, in the context of U.S. American nuclear weapons research, an event often regarded as the origin of both computer simulation and “artificial reality” (Galison 1997). The (...) present paper interrogates this strong claim by focusing on the emergence of Monte Carlo event generators in particle physics in the early 1960s. This historical case study shows how, as Monte Carlo computation became part of the toolbox of particle physicists around 1960, it was neither usually referred to as a “computer simulation” nor was it regarded as a surrogate for experimentation. In revising the history of this method, this paper asks, in what context did particle physicists of the 1960s decide to create FAKE, the first high-energy-physics Monte Carlo event simulator? What was their goal? And what epistemic role did FAKE play? In answering these questions, it is argued that Monte Carlo computations were not introduced into particle physics to simulate experiments, but rather they played the role of theoretical tools. The Monte Carlo method was able to do this thanks to its random component, a property which provided a means of modeling a specific phenomenon, so-called “(particle) resonances”. Indeed, in doing so, event generators even came to mutually assimilate and reshape the notions of particle and resonance, taking up an epistemic function which had previously been confined to physical-mathematical formulae: that of a medium which could express aspects of particle theory. It does not take much to realize that, concerning the topic of Iran, the lack of response and general confusion from the Left within liberal, Western democracies is deeply symptomatic. That the perplexed responses of liberals seem to be characterized by a fetishization of the Iranian Other, reducing them to an empty screen onto which the liberal ideological subject may project their fantasy, prevents the Left from acknowledging that Iranian ideology functions as an over-identification with many of the (...) excesses which liberal ideology is so used to criticizing. The present work seeks to traverse this fantasy space, explicating the way Iran is considered to the object-cause of liberal desire and the consequences this conception has for the Left’s capacity to coherently respond to the present situation as it unfolds. Iran seems incapable of entering into the sphere of modernity, as any multiculturalist will be sure to emphasize, and yet, as any conservative will claim, in light of Iran’s control over such a huge percent of the world’s oil supply, as well as their refusal to engage in secular politics and attempts to develop nuclear technology, Iran threatens to disintegrate modernity itself. Both of these alternatives should be rejected as falling prey to the same fantastic projection to be avoided. (shrink)

This article examines the attempt by the Kingdom of Morocco—a country of pivotal geopolitical importance in the late 1970s and early 1980s—to secure a research reactor. It finds that by treating that reactor as a diplomatic object, we can observe the different diplomatic frameworks in which that object was conceived of, contextualized, and negotiated. The historical emergence of these frameworks occurred in close relationship with the IAEA, which acted as an intermediary linking various administrations, programs, and countries, including Morocco. In (...) the end, this history reveals that the late Cold War nuclear world involved multilateral actions and forces, some of which encouraged Morocco in its bid to acquire a reactor, but others of which left that same reactor orphaned and unfinished. Today, the nuclear regime is widely perceived to be in crisis. While part of this crisis has to do with direct challenges to the regime posed by the illicit nuclear programs of North Korea and Iran, from the perspective of much of the developing world, the issues facing the nonproliferation regime are overwhelmingly about the justice and fairness of the regime's norms, rules, and procedures. Indeed, it is difficult to identify a security regime today where equity issues are (...) more central to debates about its future than the nuclear nonproliferation regime. Of the three regimes for controlling weapons of mass destruction, it is in the nuclear regime that issues of justice and fairness appear most critical to long-term sustainability and viability. Community detection is a major issue in network analysis. This paper combines a socio-historical approach with an experimental reconstruction of programs to investigate the early automation of clique detection algorithms, which remains one of the unsolved NP-complete problems today. The research led by the archaeologist Jean-Claude Gardin from the 1950s on non-numerical information and graph analysis is retraced to demonstrate the early contributions of social sciences and humanities. The limited recognition and reception of Gardin's innovative computer application to the humanities (...) are addressed through two factors, in addition to the effects of historiography and bibliographies on the recording, discoverability, and reuse of scientific productions: (1) funding policies, evidenced by the transfer of research effort on graph applications from temporary interdisciplinary spaces to disciplinary organizations related to the then-emerging field of computer science; and (2) the erratic careers of algorithms, in which efficiency, flaws, corrections, and authors’ status, were determining factors. IntroductionMaking appropriate plans for the provision of hospice care is considered a perceived need in the Iranian health system. The current study aimed to develop a model for establishing hospice care delivery system for the adult patients with cancer.Materials and MethodsThis study is part of a larger study that has been done in four phases. At the third phase, the main areas of the model and the related indicators were extracted and prioritized by consulting with experts. Then the model was formulated. At the fourth phase, the proposed model was validated and finalized in terms of importance, scientific acceptability, and feasibility.ResultsBased on the developed model the first and the most important step in establishing the hospice care delivery system is laying the groundwork in the health system which requires focusing on policymaking. It is necessary to establish hospice centers and implement public awareness raising programs, train, and supply expert manpower, strengthen family physician and referral process, formulate clinical guidelines, encourage the private sector and NGOs.) to invest, develop end-of-life and hospice care service packages, and create quality care indicators. The proposed model had moderate feasibility.ConclusionThis model was developed based on the current Iranian healthcare structure and the needs of terminally ill cancer patients. It can be used as a model tailored to the current state of the health system and community in Iran. It is suggested to use this model as a pilot at the regional level. (shrink)

The work is devoted to the analysis of the scientific and organizational activities of the German physicist Erich Schumann, who was one of the key curators of the German nuclear project on the part of the military. In historical publications, his activities in this post were assessed as extremely inefficient and unprofessional, which was attributed to one of the reasons for the failure of the German nuclear program. Conflict of interests is a situation when someone is in need of other people’s trust on one the hand and has personal or general interests on the other hand, resulting in conflict with the given responsibility. In this research work, an attempt was made to find the relation between declarations of conflict of interests and reporting positive outcomes in the dental journals in Iran. In this analytical/cross-sectional study, first Health and Biomedical Information was searched and all the Persian and English (...) dental journals published in Iran were collected. Then, all the papers published in the journals from December 2000 to December 2016 were collected and categorized in terms of the year of publication, author or authors’ affiliations, Persian and English journal, type of the substance or the drug used, declarations of conflict of interests and the positive or negative conclusion of the report. Data were analyzed with the Fisher’s exact test and Chi squared test, using the program SPSS 18. In numerical analysis, the significance was set at P < 0.05. Seventeen dental journals in Persian and English were analyzed: 10 in English and 7 in Persian. Reviewing these studies showed that of 1021 articles in Persian, in 128 cases there was no mention of a declaration of conflict of interests and in 11 cases, the COI had been stated. In addition, from 1220 articles in English, in 825 cases there was no mention of declarations of conflict of interests and in 45 cases, the declarations of COI had been mentioned. There was no significant relation between the COI and ‘no’ COI and the reporting of positive outcomes in papers in Iranian dental journals in terms of the journal type, year of publication and the journals’ guarantee form. A total of 83% of studies with declarations of COI had one positive outcome, with a significant relationship in this field; however, in 73% of studies with no COI, there was one positive outcome, too. In general, the society expects that doctors would not consider any incentives except the health of the patients in the efforts made by them. The severity of the consequences of COI is of higher value when the patients’ health is endangered due to it. In addition, COI might change the attitude and approach of other doctors and peers. Violations of research ethics including a varieties of plagiarism by students in Iran is a concern which has lately called promising levels of attention as rules are updated and better enforced and more awareness is being raised. As to deal with any problem, a full understanding of its nature is necessary, the current study focused on how a sample of Iranian students construe this phenomenon. To collect the necessary data, an original questionnaire with 34 closed-ended items included the most (...) common instances of violations of research ethics was designed. The items included were mainly varieties of plagiarism identified in the literature. The items were narrowed down with reference to the qualitative data from focus group interviews with a purposive sample of Iranian graduate students. In the main phase of the study, using the questionnaire, quantitative data were obtained from the responses of 274 graduate students of translation studying in various Iranian universities. The findings revealed the participants did not have a fully accurate perception and appreciation of research ethics violation as they failed to distinguish ethically acceptable from unethical conducts. The contributing sample showed indifference to most ethical issues in scholarly publication. Translating a text and presenting it as one’s own in addition to text recycling were identified as the most severe instances perceived. The types, fraudulence, unacknowledged use, duplicate publication, misreferencing, excessive overuse were perceived the most severe to the least severe according to the sample. The typology and the findings on the severity of the types and instances were recommended to be used as an empirically supported guideline for curriculum design of academic writing courses in graduate programs in Iranian universities or similar contexts. From the nineteen sixties onwards a branch of philosophy of science has come to development, called history-oriented philosophy of science. This development constitutes a reaction on the then prevailing logical empiricist conception of scientific knowledge. The latter was increasingly seen as suffering from insurmountable internal problems, like e. g. the problems with the particular "observational-theoretical distinction" on which it drew. In addition the logical empiricists' general approach was increasingly criticized for two external shortcomings. Firstly, the examples of scientific knowledge that (...) the logical empiricists were focusing on were con sidered as too simplistic to be informative on the nature of real life science. Secondly, it was felt that the attention of these philosophers of science was restricted to the static aspects of scientific knowledge, while neglecting its developmental aspects. History-oriented philosophy of science has taken up the challenge implicit in the latter two criticisms, i. e. to develop accounts of science that would be more adequate for understanding the development 1 of real life science. One of the more successful products of this branch of philosophy of science is Lakatos's theory of scientific development, sometimes called the "methodology of scientific research programmes". This theory conceives science as consisting of so called research program mes developing in time, and competing with each other over the issue which one generates the best explan~tions of the phenomena that they address. Sandia National Laboratories, located in Albuquerque, New Mexico, was originally a part of Los Alamos Laboratory. In 1949, AT&T agreed to manage Sandia, which they did for the next 44 years. During those Cold War years, Sandia was the prime weapons engineering laboratory for Los Alamos and Lawrence Livermore. As such, it bore prime responsibility for designing and adapting nuclear weapons for the military services' delivery systems, and ensuring the safety and reliability of the stockpile. The Labs' history has (...) been unevenly documented, hindered by the secret nature of its work and the desire of management to maintain a low public profile. There have been three history programs at Sandia: a restricted history published internally in 1963; another history program in the early 1980s that resulted in a history of the Labs' first decade; and the current history program dating from the mid-1990s, which has published a general history and several monographs. This article discusses the challenges and problems inherent in documenting the history of a national weapons laboratory during the last 50 years. (shrink)

While 3/11 has altered energy policies around the world, insufficient attention has focused on reactions from local nuclear power plant host communities and their neighbors throughout Japan. Using site visits to such towns, interviews with relevant actors, and secondary and tertiary literature, this article investigates the community crisis management strategies of two types of cities, towns, and villages: those which have nuclear plants directly in their backyards and neighboring cities further away (within a 30 mile radius). Responses to (...) the disaster have varied with distance to nuclear facilities but in a way contrary to the standard theories based on the concept of the . Officials in communities directly proximal to nuclear power plants by and large remain supportive of Japan's nuclear power program, while those in cities and towns at a distance (along with much of the general public) have displayed strong opposition to the pre 3/11 status quo. Using qualitative data, this article underscores how national energy and crisis response policies rest strongly on the political economy, experiences of, and decisions made at the subnational level. Packing optimization problems have a wide spectrum of real-word applications. One of the applications of the problems is problem of placement of containers with spent nuclear fuel on the storage platform. The solution of the problem can be reduced to the solution of the problem of finding the optimal placement of a given set of congruent circles into a multiconnected domain taking into account technological restrictions. A mathematical model of the prob-lem is constructed and its peculiarities are considered. Our (...) approach is based on the mathematical modelling of rela-tions between geometric objects by means of phi-function technique. That allowed us to reduce the problem solving to nonlinear programming. Today, an important scientific problem is the problem of creating conditions for safe storage of spent nuclear fuel. In the process of creating any dry spent nuclear fuel storage, the following main stages can be identified: site selection, storage design, construction, operation and decommissioning. A full check for compliance of the repository and its elements with these standards usually begins at the design stage. At the stage of site selection, the inspection for compliance with safety standards is carried out only in terms of the impact of the repository as a whole on the environment. This approach cannot be considered fully appropriate, because, taking into account, for example, all the climatic features of the future storage site, it is possible to adjust the thermal storage regimes of spent nuclear fuel. Similarly, it can be considered necessary to analyze and select the shape of the storage site in order to accommo-date the maximum possible number of spent fuel containers. Such a choice, obviously, should be made taking into ac-count the norms of nuclear, radiation and thermal safety, as well as in compliance with technological limitations. The problem of finding the optimal placement of containers taking into account the given technological limitations can be formulated in the form of the problem of optimization of geometric design. Therefore, the purpose of the study is to build a mathematical model of the problem and study its characteristics to develop effective methods of solution. The proposed approach is based on mathematical modeling of relations between geometric objects using the method of phi-functions. This allowed to reduce the solution of the problem to the problem of nonlinear programming. (shrink)

Carl Friedrich von Weizsacker, born at Kiel in 1912, died five years ago, 2007, in his adopted hometown Starnberg in Bavaria. Many obituaries have been written about his life and work, his role in Germany's nuclear weapon project during the Nazi regime, his attempts toward founding a global ethics, and the radical pacifism that he developed lately. The following reminiscences from a con- versation of the author with the late von Weizsacker refer to his activities in a field that (...) was hardly established when he entered it: the philosophy of physics. Three tightly related issues are at the core of von Weizsacker's thinking in this respect: the logic of tem- poral propositions, the quantum measurement problem, and the role of the subject in physics. BackgroundSexual harassment in the workplace has many negative consequences for nurses and the delivery of patient care. Appropriate policies and strategies can help to create a safe work environment for nurses. Therefore, the present study aimed to investigate Iranian nurses’ strategies for preventing sexual harassment in the workplace.Materials and methodsThis qualitative descriptive-explorative study used conventional content analysis to investigate how Iranian nurses cope with sexual harassment. Participants were selected using a purposeful sampling method. Data was collected through in-depth, (...) semi-structured interviews from September 2020 to April 2021. In order to obtain rich information, maximum variation was considered. The Guba and Lincoln criteria were used to increase the study’s trustworthiness, while the Graneheim and Lundman approach was used to analyze the content.ResultsOne hundred and twelve codes, one main category, four categories, and 12 subcategories were extracted. The main category, strategies to prevent sexual harassment among nurses in the workplace, includes four categories: behavioral response, working conditions adjustment, informing, and performance of hospital security guards. The most common strategy used by nurses was behavioral response.ConclusionBasic measures are required to prevent sexual misconduct against nurses, which is an obvious part of the professional organizational culture. Managers and policymakers should develop workplace ethics, legal accountability, and safety. They should also develop training programs and prevention strategies to help nurses improve their coping skills. Further quantitative and qualitative research in other healthcare groups is required to confirm the findings of this study. (shrink)

In 1956, the Swedish Parliament decided to invest in a national nuclear energy program. The decision rested on the conviction that it would be in the interest of the nation to use the assets of natural uranium, the advanced reactor technology, and the expertise on nuclear physics that the country had at its disposal. Since the decision concerned the largest investment ever in Swedish industrial politics, the scientists and engineers had to promise that it would lead to (...) a prosperous future. In this article, the utopian discourse and the rhetoric that were developed to support the Swedish nuclear energy program are analyzed. An important conclusion is that the scientific, technological, political, economic, and moral discourse was not sufficient to create political and civil support. Instead, the scientists and engineers had to turn to the world of myths. Thereby, the conflicts between nuclear physics and magic, scientific objectivity and demons, and rationalistic belief in progress and irrational ideas of faith were dissolved. In Sweden, as in many other Western countries during the 1950s, the world was not disenchanted, but re-enchanted. (shrink)

A large number of investigations have highlighted the importance of incorporating literary texts into English language teaching programs. Nevertheless, there are scarce studies on how short stories from L1 and L2 literature play a role in reconstructing learner identity in tertiary contexts. The present research study examines the identities of four non-native undergraduate students concerning aspirations for language investment or consumption. Data collection instruments were semi-structured interviews, open-ended questionnaires, and diary writings. The materials taught in the course consisted of three (...) translated Persian and four target fictions related to loyalty and justice. The researchers used qualitative content analysis to explore the language learners’ self-images of initial, story-based, and prospective learning stages. Nearly all the participants regarded language learning as language consumption for pleasure in different stages except for the future aspiration stage; they did not aspire for personal economic benefits. The findings may enlighten curriculum designers in EFL contexts to incorporate literary texts from the native and target cultures into language education materials to provide opportunities for learners to experience diverse identities and meet individual preferences. This essay is a historical–geographical account of how scientists and public health officials conceptualized and assessed northern radioactive exposures in the late 1950s and 1960s. The detection of radionuclides in caribou bodies in northern Canada both demonstrated the global reach of nuclear fallout and revealed the unevenness of toxic relations and radioactive exposures. Following the documentation of the lichen–caribou–human pathway of exposure, Canadian public health officials became increasingly concerned about the possibility of heightened radioactive exposures among Indigenous northerners. Between (...) 1963 and 1969, scientists and officials with Canada’s Radiation Protection Division coordinated an interdepartmental monitoring program through which they sought to determine whether the consumption of contaminated caribou meat had caused radioactive exposure levels in northern communities to exceed the officially recognized “safe limits.” In 1969, the northern monitoring program was suspended after officials determined that radionuclide body burdens had not exceeded the threshold for radioactive exposures. While the RPD emphasized its development of a technoscientific approach to measuring radioactive body burdens, the legitimacy of the monitoring program was linked directly to interdepartmental relations within Canada’s colonial northern administration. I situate the northern monitoring program within broader shifts in public health approaches to radiation protection and use Gabrielle Hecht’s concept of nuclearity to demonstrate how RPD officials employed the logic of the threshold in their assessment of radioactive exposures. September 11, 2001, may have marked the end of the nuclear power era. Although there are still a large numbe of reactors operating worldwide, the idea that there will be a vast new generation of nuclear reactors is no longer valid given the new world reality. Nuclear power will now be dominated by questions of decommissioning, waste storage, cleanup, and the threat reactors pose to our national security because each is a virtual nuclear weapon, offering a (...) myriad of opportunities for potential terrorism. Despite the obvious security risks, the Nuclear Regulatory Commission recently began a program to let the utilities essentially judge their own security capabilities—a form of self-regulation designed to achieve reassuring public relations results, not actual security improvements. Significant and realistic alternatives to nuclear power, including transitional options such as natural gas and large-scale wind, as well as longer term, noncentral station systems, are explored. The metabolic requirements of differentiated neurons are significantly different from that of neuronal precursor and neural stem cells. While a re‐programming of metabolism is tightly coupled to the neuronal differentiation process, whether shifts in mitochondrial mass, glycolysis, and oxidative phosphorylation are required (or merely consequential) in differentiation is not yet certain. In addition to providing more energy, enhanced metabolism facilitates differentiation by supporting increased neurotransmitter signaling and underpinning epigenetic regulation of gene expression. (MNs) significantly influence many aspects of neonatal brain development, particularly neural migration and survival, neurite outgrowth, and process maturation. Clinical success with human hematopoietic stem cell (HSC) transplantation establishes a paradigm for regenerative therapies with other types of stem cells. However, it remains generally challenging to therapeutically treat tissues after engineering of stem cells in vitro. Recent studies suggest that stem and progenitor cells sense physical features of their niches. Here, we review biophysical contributions to lineage decisions, maturation, and trafficking of blood and immune cells. Polarized cellular contractility and nuclear rheology are separately shown to be functional markers (...) of a hematopoietic hierarchy that predict the ability of a lineage to traffic in and out of the bone marrow niche. These biophysical determinants are regulated by a set of structural molecules, including cytoplasmic myosin‐II and nuclear lamins, which themselves are modulated by a diverse range of transcriptional and post‐translational mechanisms. Small molecules that target these mechanobiological circuits, along with novel bioengineering methods, could prove broadly useful in programming blood and immune cells for therapies ranging from blood transfusions to immune attack of tumors. Literacy plays a significant role in community development. Without literacy, development goals cannot be achieved easily. Through literacy, the community does not face any challenge to improve their quality of life. For this reason, developed and developing countries nowadays are investing a lot on social and natural innovations, plus human capital in communities to increase their level of literacy. Iran is no exception. For this purpose, the government of Iran has formulated several community literacy development programs in the country. One (...) of the major programs that has been implemented for this purpose is the Community Learning Centers Program (CLCP) (Mehdizadeh, 2003). In the Islamic Republic of Iran, CLCP was implemented in early 2000. It has had very encouraging results in solving the problem of illiteracy in this country. All communities that have pioneered the program have experienced a remarkable increase in their literacy level (Ebrahimian, Bahirai, & Iranian National Commission for ISESCO, 2006). What are the reasons of such achievements? Therefore, the main purpose of this study is to investigate the factors that have contributed to the success of CLCP in community literacy development in the Islamic republic of Iran. (shrink)
