A compilation of selected papers presented at the 1989 Charles S. Pierce International Congress Interest in Charles Sanders Peirce (1839-1914) is today worldwide. Ernest Nagel of Columbia University wrote in 1959 that "there is a fair consensus among historians of ideas that Charles Sanders Peirce remains the most original, versatile, and comprehensive philosophical mind this country has yet produced." The breadth of topics discussed in the present volume suggests that this is as true today as it was in 1959. Papers (...) concerning Peirce's philosophy of science were given at the Harvard Congress by representatives from Italy, France, Sweden, Finland, Korea, India, Denmark, Greece, Brazil, Belgium, Spain, Germany, and the United States. The Charles S. Peirce Sesquicentennial International Congress opened at Harvard University on September 5, 1989, and concluded on the 10th—Peirce's birthday. The Congress was host to approximately 450 scholars from 26 different nations. The present volume is a compilation of selected papers presented at that Congress. The philosophy of science and its logic are themes in the work of Charles Peirce that have been of greatest interest to scholars. Peirce was himself a physical scientist. He worked as an assistant at the Harvard Astronomical Observatory from 1869 to 1872 and made a series of astronomical observations there from 1872 to 1875. Solon I. Bailey says of these observations, "The first attempt at the Harvard Observatory to determine the form of the Milky Way, or the galactic system, was made by Charles S. Peirce....The investigation was of a pioneer nature, founded on scant data." Peirce also made major contributions in fields as diverse as mathematical logic and psychology. C. I. Lewis has remarked that "the head and font of mathematical logic are found in the calculus of propositional functions as developed by Peirce and Schroeder." Peirce subsequently invented, almost from whole cloth, semiotics - the science of the meaning of signs. Ogden and Richards, the British critics, say that "by far the most elaborate and determined attempt to give an account of signs and their meanings is that of the American logician C. S. Peirce, from whom William James took the idea and the term Pragmatism, and whose Algebra of Dyadic Relations was developed by Schroeder.". (shrink)

In this paper inter-denominational cooperation is treated as part of the church-state relation because the propensity for inter-denominational cooperation is influenced by the legislative framework that regulates church-state relations. Although inter-denominational cooperation is hard to achieve, the author argues that some policy solutions are accessible to the government to encourage churches to cooperate at the level of church-based NGOs. The model is similar in some aspects to the faith-based and community initiatives developed in the (...) United States. The author also attempts to uncover the possible problems that arise when dealing with the potential for inter- denominational cooperation. (shrink)

Inter-ethnic relations between Albanians and Macedonians in Macedonia have been rather problematic since the times of former Yugoslavia. After independence, the new constitution of the Republic of Macedonia instead of improving it has further downgraded the position of Albanians and other minorities living in the country. The non-fulfilment of Albanians’ core demands led to an armed conflict in 2001. The Ohrid Agreement has in addition to ending the armed conflict, also provided for a range of legislative and policy (...) measures to improve the position of the Albanians by ensuring equality and minority protection. However, 16 years after the Ohrid Agreement, inter-ethnic relations in Macedonia still remain burdened by prejudice and stereotypes, rather than cooperation and mutual prosperity. The main aim of the paper is to analyse the state of inter-ethnic relations in Macedonia, with special focus on relations between ethnic Macedonians and ethnic Albanians. The paper also offers an analysis of main factors that contribute to inter-ethnic tensions in the country and explores possible scenarios in the future. The most relevant part of the paper analyses the causality between inter-ethnic and interstate relations. The paper claims that similarly to most of the countries in the Western Balkans, inter-ethnic and interstate relations are basically the components of the same equation. The paper concludes that in Macedonia, Kosovo rather than Albania is much more relevant for the causality between inter-ethnic and interstate relations in Macedonia, and it also offers several reasons to support such thesis. Accordingly, the overall inter-ethnic relations between Macedonians and Albanians in Macedonia heavily depend on inter-state relations between Macedonia and Kosovo and vice versa. (shrink)

The paper aims to analyse the state of inter-ethnic relations in Kosovo between ethnic Albanians and ethnic Serbs, with special focus on the period after unilateral declaration of independence of Kosovo in 2008. Inter-ethnic conflict in Kosovo has exclusively been over its territory since both Serbs and Albanians have made claims about history and ethno-demography to justify their alleged exclusive right to this ethnically mixed region. Consequently, inter-ethnic relations between Albanians and Serbs in Kosovo (...) have been rather problematic throughout the most of the 20th century. During this period Albanians in Kosovo have been subjected to discrimination, intimidation and even mass expulsion by Yugoslav/Serb authorities. In late 1990s, these relations between Albanians and Serbs in Kosovo have progressively worsened and finally escalated in an armed warfare in 1999. Immediately after the war, Serbs in Kosovo were occasionally exposed to acts of inter-ethnic and retaliatory violence. Inter-ethnic relations between the two major ethnicities continued to be tense and fragile after independence of Kosovo in 2008. Dramatic changes of ethnic composition structure, atrocities and huge number of refugees due to the war, have left a legacy of deep mistrust and animosities between Albanians and Serbs in the newly created state. Consequently, Serbs in Kosovo have from the beginning refused to recognize Kosovo’s independence and have rigorously refused any governance by Kosovo authorities. Serbian community, especially in the North, claims stronger territorial autonomy, even separatism and unification with Serbia. The paper claims that in Kosovo inter-ethnic and interstate relations are basically the components of the same equation. Therefore, paper concludes that only overall improvement of relations between Kosovo and Serbia could contribute to overall relaxation of inter-ethnic relations between Albanians and Serbs in Kosovo. Unfortunately, the latest incidents between Kosovo and Serbia have increased the tensions between the two sides to alarming levels. (shrink)

I defend three general claims concerning inter-theoretic reduction in physics. First, the popular notion that a superseded theory in physics is generally a simple limit of the theory that supersedes it paints an oversimplified picture of reductive relations in physics. Second, where reduction specifically between two dynamical systems models of a single system is concerned, reduction requires the existence of a particular sort of function from the state space of the low-level model to that of the high-level (...) model that approximately commutes, in a specific sense, with the rules of dynamical evolution prescribed by the models. The third point addresses a tension between, on the one hand, the frequent need to take into account system-specific details in providing a full derivation of the high-level theory’s success in a particular context, and, on the other hand, a desire to understand the general mechanisms and results that under- write reduction between two theories across a wide and disparate range of different systems; I suggest a reconciliation based on the use of partial proofs of reduction, designed to reveal these general mechanisms of reduction at work across a range of systems, while leaving certain gaps to be filled in on the basis of system-specific details. After discussing these points of general methodology, I go on to demonstrate their application to a number of particular inter-theory reductions in physics involving quantum theory. I consider three reductions: first, connecting classical mechanics and non-relativistic quantum mechanics; second,connecting classical electrodynamics and quantum electrodynamics; and third, connecting non-relativistic quantum mechanics and quantum electrodynamics. I approach these reductions from a realist perspective, and for this reason consider two realist interpretations of quantum theory - the Everett and Bohm theories - as potential bases for these reductions. Nevertheless, many of the technical results concerning these reductions pertain also more generally to the bare, uninterpreted formalism of quantum theory. Throughout my analysis, I make the application of the general methodological claims of the thesis explicit, so as to provide concrete illustration of their validity. (shrink)

Since independence Ukraine has been in the zone of conflict with Russia in 1991. Russia can not accept the collapse of the Union, which allowed hundreds of other ethnic groups to be kept in a state of colonial enslavement. At the same time, she resorted to the use of the Orthodox Church of the Moscow Patriarchate, which is legally operating in Ukraine, in its anti-Ukrainian activities.

Ukraine has a special geopolitical location in Europe - between East and West, South and North. The specificity of this provision is due to multi-year contacts between peoples who lived or passed through its territory, the interactions of different cultures, traditions and worldviews. As a result, there is a rather varied ethno-national and religious palette of Ukrainian population. In today's conditions of building an independent state and civil society, this can be both a positive and a negative factor. Recent (...) events and practices show that the problem of religious and ethnic renaissance has acquired a special political and spiritual significance. Different directions of Christianity, other religions, existing for centuries on the Ukrainian ethnic basis, have been influenced by a wide range of social and national life. In addition, ethno-national and religious processes took place differently in the western and eastern regions of Ukraine, in the village and in the city. (shrink)

Sartre’s conception of “the look” creates an ontological conflict with no real resolution with regard to intersubjective relations. However, through turning to the pages of The Transcendence of the Ego one will be able to begin constructing a rich public ego theory that can outline a dynamic and fruitful notion with regard to interpersonal relations. Such a dynamic plays itself out between the bad faith extremes of believing too much in an all-powerful look on the one hand, as (...) well as believing too much in some deep “I” or persona on the other. Indeed: Through a rigorous analysis of Sartre’s main principles regarding his conception of the ego, we will see that the latter is first and foremost a transcendent object for reflective consciousness; an object, moreover, that gets “magically” reversed into a subject-bearer of states, qualities, and the like, only in a secondary moment. This has the consequence that there is no deep, graspable “I”; but precisely because of this one’s personality is there in the world, to be shared and displayed, discussed and challenged, at every turn. Thus a Sartrean notion of personality involves a matching up of external aspects of ourselves that others in fact know better, with our own interiorities that can nevertheless always be shared through a reflective language that always has the same structural core. This article provides an overview of some of the key changes brought about by the groundbreaking Framework Agreement (known as the Ohrid Agreement) in Macedonia since its signing in 2001. A power-sharing arrangement, it saved Macedonia from the brink of civil war. This article describes how the Ohrid Agreement restored peace by addressing the constitutional status of minorities, their equitable representation in the public sector and issues connected with higher education in the 2002–2006 period. It further assesses the merits of (...) decentralization as a remedy for safeguarding a unitary state in a multi-ethnic environment. It consequently argues that the Ohrid Agreement and the ensuing reforms have been important steps in the right direction revitalizing Macedonia by empowering not only the sizeable Albanian population but other less numerous communities as well. However, daunting challenges remain ahead. The perception and language gap between the two main ethnic communities hinder efforts for a truly functioning multi-ethnic state. Moreover, the new government formed after the July 2006 general elections has stirred controversy and caused tensions affecting its Euro-Atlantic perspective. To what extent this will affect Macedonia’s multi-ethnic democracy remains to be seen. (shrink)

Learning in intelligent systems is a result of direct or indirect interaction with the environment. Humans can learn by way of different states of (inter-)action such as the execution or the imagery of an action, but their unique potential to induce brain-related as well as mind-related changes in the motor action system is still being debated. The systematic repetition of different states of action (e.g., execution and imagery in terms of physical and mental practice) and their contribution to the (...) learning of complex motor actions has traditionally been approached by way of performance improvements. More recently, approaches highlighting the role of action representation in the learning of complex motor actions have evolved. In the present perspective paper, we build on brain-related findings and sketch recent research on learning by way of imagery and execution from a hierarchical, perceptual-cognitive approach to the motor action system. These findings provide valuable insights into the learning of intelligent systems from a perceptual-cognitive, representation-based perspective and as such add to our current understanding of action representation in memory and its changes with practice. Future research should build bridges between approaches in order to more thoroughly understand functional changes throughout the learning process, and to jointly contribute to developing intelligent cognitive systems and their application in robotics, rehabilitation, or sports. This article reconstructs the biography of a little-known Italian priest, Francesco Bellisomi (1663–1741), in order to trace the intellectual and political dimensions of religious reformism in early eighteenth-century Europe. Its primary objective is to demonstrate the causal relationships between three trends: firstly, pietistic spiritual reform influenced by mystical theology; secondly, ecumenical dialogue among Protestants and between Protestants, Catholics and Orthodox Christians; and thirdly, the political articulation of the non-confessional state. By following a persecuted Bellisomi from Pavia to Rome, and (...) then on to Venice, Vienna, Halle, Berlin and London, it depicts the strands connecting the political, intellectual and religious environment on the Italian Peninsula, within the Holy Roman Empire and in the British Isles. From the latter seventeenth century, the equation of confessionalism – the alliance of a confessionalising church and a centralising state – was being undermined across Europe. One factor in this process was enthusiasm for a supra-confessional ecclesia universalis, the nature of which was highly contested. Bellisomi’s life offers a unique window onto this networked and inter-confessional intellectual culture. (shrink)

This study attempts to spell out more explicitly than has been done previously the connection between two types of formal correspondence that arise in the study of quantum–classical relations: one the one hand, deformation quantization and the associated continuity between quantum and classical algebras of observables in the limit \, and, on the other, a certain generalization of Ehrenfest’s Theorem and the result that expectation values of position and momentum evolve approximately classically for narrow wave packet states. While deformation (...) quantization establishes a direct continuity between the abstract algebras of quantum and classical observables, the latter result makes in-eliminable reference to the quantum and classical state spaces on which these structures act—specifically, via restriction to narrow wave packet states. Here, we describe a certain geometrical re-formulation and extension of the result that expectation values evolve approximately classically for narrow wave packet states, which relies essentially on the postulates of deformation quantization, but describes a relationship between the actions of quantum and classical algebras and groups over their respective state spaces that is non-trivially distinct from deformation quantization. The goals of the discussion are partly pedagogical in that it aims to provide a clear, explicit synthesis of known results; however, the particular synthesis offered aspires to some novelty in its emphasis on a certain general type of mathematical and physical relationship between the state spaces of different models that represent the same physical system, and in the explicitness with which it details the above-mentioned connection between quantum and classical models. Between-subject variability in cognitive performance has been related to inter-individual differences in functional brain networks. Targeting the dorsal attention network we questioned whether resting-state functional connectivity within the DAN can predict individual performance in spatial attention tasks and whether there is short-term adaptation of DAN-FC in response to task engagement. Twenty-seven participants first underwent resting-state fMRI, they subsequently performed different tasks of spatial attention [including visual search ] and immediately afterwards received another rs-fMRI. Intra- and inter-hemispheric (...) FC between core hubs of the DAN, bilateral intraparietal sulcus and frontal eye field, was analyzed and compared between PRE and POST. Furthermore, we investigated rs-fMRI-behavior correlations between the DAN-FC in PRE/POST and task performance parameters. The absolute DAN-FC did not change from PRE to POST. However, different significant rs-fMRI-behavior correlations were revealed for intra-/inter-hemispheric connections in the PRE and POST run. The stronger the FC between left FEF and IPS before task engagement, the better was the learning effect in VS. And the faster the VS, the stronger was the FC between right FEF and IPS after task engagement. To conclude, DAN-FC relates to the individual performance in spatial attention tasks supporting the view of functional brain networks as priors for cognitive ability. Despite a high inter- and intra-individual stability of DAN-FC, the change of FC-behavior correlations after task performance possibly indicates task-related adaptation of the DAN, underlining that behavioral experiences may shape intrinsic brain activity. However, spontaneous state fluctuations of the DAN-FC over time cannot be fully ruled out as an alternative explanation. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Walking the Bodhisattva Path/Walking the Christ PathU.S. Conference of Catholic BishopsCatholics and Buddhists brought together by Dharma Realm Buddhist Association, the San Francisco Zen Center, and the United States Conference of Catholic Bishops (USCCB) met 20-23 March 2003 in the first of an anticipated series of four annual dialogues. Abbot Heng Lyu, the monks and nuns, and members of the Dharma Realm Buddhist Association hosted the dialogue at the (...) City of Ten Thousand Buddhas in Talmage, California. The community had transformed their Confucius Hall into a chapel, with a large, newly constructed wooden cross on a wall above an altar facing out from a raised platform, so the Catholic delegation would have a space for worship. A special poster announcing the theme of the conference, "Walking the Bodhisattva Path/Walking the Christ Path," showing a Buddhist dharma wheel at one foot of a bridge and a Celtic cross at the other foot, had been created by the hosting community.The daily schedule for the dialogue did not interfere with the monastic routine at the City of Ten Thousand Buddhas, which included early morning chanting (4:00-5:00 am), daily rituals in the Buddha Hall, and the single large meal for monastics before noon to which all participants were invited. Catholics and Buddhists meeting in the dialogue began each day with an optional forty-five minutes of quiet sitting together in the monastery meditation hall, each following their own form of meditation and prayer. There was a Eucharist on Friday and Saturday evenings for the Catholics and to which the Buddhists were invited, and additional meals of breakfast and supper throughout the meeting at the City's Jyun Kang Restaurant.Fourteen Buddhists and fourteen Catholics participated in the formal discussions. Each participant spoke on what it means to them to follow Christ or the way of the Bodhisattvas or enlightened beings. In addition to speaking, each participant distributed a short passage, usually from a traditional text, on this topic. Several passages from Master Dogen's Shobogenzo and the Gospel of John were among those shared by the group. Other passages shared were taken from the Avatamsaka Sutra and the Shurangama Sutra and from the other gospels and the writings of Zen master HakuinZenji, the Dalai Lama, Korean Zen Master I-sahn Hye-yeon, the teachings of Master [End Page 247] Hsuan Hua, Shantideva, Origen, St. Ignatius, St. Benedict, the author of The Cloud of Unknowing, St. John of the Cross, and Chiara Lubich. A minute of silence separated the fifteen-minute segments for each presentation. With so large a group, most of the time in the formal sessions involved listening to series of presentations; however, during discussion periods the participants asked several challenging questions of one another.Some participants noted the tension they felt between belonging to a particular religious group and the need to let go of any consequential narrowness. The goal of the discussion was to promote understanding of the differences and similarities between Christianity and Buddhism. At one point, the participants noted several concerns about mutual enrichment: whether Buddhist methods can be separated from Buddhism and Christian methods from Christianity, and what specific aspects of Christian practice truly enrich Buddhists and which Buddhist practices likewise enrich Christians. Several times participants discussed their understanding of terms such as transformation, grace, the incarnation and the passion of Jesus, discernment of spirits, prayer, Buddha-nature, and related terms. There was consensus that Buddhists and Catholics can practically help one another regarding mental cultivation and religious precepts. They expressed this consensus in their choice of the topic forthe next dialogue, "Transformation of Hearts and Minds: Chan/Zen-Catholic Approaches to Precepts."The group agreed to reconvene in 2004 to respond to six presentations, three from each side, on different aspects of this topic.Chairing the sessions were Rev. Heng Sure for the Dharma Realm Buddhist Association, Rev. Taigen Dan Leighton for the San Francisco Zen Center, and Bishop John Webster for the United States Conference of Catholic Bishops. Abstract:We aim in this paper to explore several related challenges to contemporary analytical legal theorists who accept as theoretically foundational the state-based view of legality and legal system advanced by H.L.A. Hart. We contend that this approach contains internal explanatory problems which limit the view’s capacity to account for novel prima facie legal phenomena outside the typical experience of the law-state. We supplement the analytical approach by advancing the rudiments of what we call an ‘inter-institutional theory of (...) legality,’ a theory of legality derived from a morally-neutral, descriptive-explanatory picture of legal system qua system of legal institutions. Our theory additionally enables us to account for the novel prima facie legal phenomena we identify, and to conclude that while prior analytical legal theorists’ approaches to legality and legal system were historically right to depart from the example of the municipal legal system, that example and departure point are no longer most salient, so explanation of the legality within the state is no longer sufficient as a general explanation of legality.Resumen:En este artículo los autores se proponen explorar diversos retos que enfrentan los teóricos analíticos del derecho contemporáneos, los cuales han aceptado que una perspectiva estatista del sistema jurídico y de la legalidad —introducida por H. L. A. Hart— es fundamental como punto de partida en la teoría. Los autores sostienen que este enfoque contiene problemas explicativos internos que limitan su capacidad para explicar fenómenos jurídicos prima facie novedosos que no se ajustan a la experiencia paradigmática de un derecho-estado. Los autores reformulan el enfoque analítico mediante la introducción de las bases de lo que deno minan una “teoría de la legalidad interinstitucional”, esto es, una teoría de la legalidad derivada de una noción moralmente neutral, descriptiva y explicativa del sistema jurídico como un sistema de instituciones jurídicas. Esta teoría permite, además, explicar los fenómenos jurídicos prima facie novedosos que identifican los autores; y concluir que si bien los enfoques anteriores hacia el sistema jurídico y la legalidad de los teóricos analíticos estuvieron históricamente en lo correcto al tomar como punto de partida el ejemplo de un sistema jurídico municipal, ese ejemplo y punto de partida han dejado de ser relevantes, dicho ejemplo y punto de partida no resulta suficiente, por lo que la explicación de la legalidad dentro de los confines del Estado no es suficiente para una explicación general de la legalidad. I happen to believe that though human experiences are to be characterized as pluralistic they are all rooted in the one reality. I would assume the thesis of pluralism but how could I maintain my belief in the realism? There are various discussions in favor of realism but they appear to stay within a particular paradigm so to be called “internal realism”. In this paper I would try to justify my belief in the reality by discussing a special use of (...) indexicals. I will argue for my indexical realism by advancing the thesis that indexicals can be used as an inter-agentic referential term. Three arguments for the thesis will be presented. The first argument derives from a revision of Kaplan-Kvart’s notion of exportation. Their notions of exportation of singular terms can be analyzed as intra-agentic exportation in the context of a single speaker and theirs may be revised so as to be an inter-agentic exportation in the context of two speakers who use the same indexicals. The second is an argument from the notion of causation which is specifically characterized in the context of inter-theoretic reference. I will argue that any two theories may each say “this” in order to refer what is beyond its own theory. Two theories address themselves to ‘this’ same thing though what ‘this’ represents in each theory turn out to be different objects all together. The third argument is an argument which is based on a possibility of natural reference. Reference is used to be taken mostly as a 3-place predicate: Abe refers an object oi with an expression ej. The traditional notion of reference is constructive and anthropocentric. But I would argue that natural reference is a reference that we humans come to recognize among denumerably many objects in natural states: at a moment mi in a natural state there is a referential relation among objects o1, o2, o3, . . , oj, o j+1, . . which interact to each other as agents of information processors. Natural reference is an original reference which is naturally given and to which humans are passive as we derivatively refer it by using ‘this’. (shrink)

The reinvigoration of the issues has led sophisticated formalists or autonomists to mount a more considered defence of the idea that aesthetic and literary values are indeed conceptually distinct from the justification or otherwise of the moral perspective or views endorsed in a work (Topic I). The challenges presented by such a defence are many but amongst them are appeals to critical practice (Lamarque and Olsen), scepticism about whether or not art really can give us bona fide knowledge (Stolnitz) and the recognition that truth often seems to be far removed from what it is we value in our appreciation of works (Lamarque). One way to motivate consideration of the relevance of a work’s moral character to its artistic value concerns the phenomena of imaginative resistance. At least sometimes it would seem that, as Hume originally suggested, we either cannot or will not enter imaginatively into the perspective solicited by a work due to its morally problematic character (Topic II). In some cases, it would seem that as a matter of psychological fact, we cannot do so since it is impossible for us to imagine how it could be that a certain attitude or action is morally permissible or good (Walton). The question then is whether or not this is a function of morality in particular or constraints on imaginative possibility more generally and what else is involved. At other times, the phenomena seem to be driven by a moral reluctance to allow ourselves to enter into the dramatic perspective involved (Moran) or evaluation of the attitude expressed (Stokes). Nonetheless, it is far from obvious that this is so of all the attitudes or responses we judge to be morally problematic. After all, it looks like we can and indeed often do suspend or background particular cognitive and moral commitments in engaging with all sorts of works (Nichols and Weinberg). If the moral character of a work interacts with how we appreciate and evaluate them, then the pressing question is this: is there any systematic account of the relationship available to us? One way is to consider the relationship between our emotional responses to works and their moral character (Topic III). After all, art works often solicit various emotional responses from us to follow the work and make use of moral concepts in so doing (Carroll). Indeed, whether or not a work merits the sought for emotional responses often seems to be internally related to ethical considerations (Gaut). Yet, it is not obvious that we should apply our moral concepts or respond emotionally in our imaginative engagement with works as art as we should in real life (Kieran, Jacobson). A different route is via the thought that art can convey knowledge (Topic IV). There might be particular kinds of moral knowledge art distinctively suited to conveying (Nussbaum) or it may just be that art does so particularly effectively (Carroll, Gaut, Kieran). Either way where this can be tied to the artistic means and appreciation of a work it would seem that to cultivate moral understanding contributes to the value of a work and to betray misunderstanding is a defect. Without denying the relevance of the moral character of a work some authors have wanted to claim that sometimes the immoral aspect of a work can contribute to rather than lessen its artistic value (Topic V). One route is to claim that there is no systematic theoretical account of the relationship available and what the right thing to say is depends on the particular case involved (Jacobson). Another involves the claim that this is so when the defect connects up in an appropriate way to one of the values of art. Thus, it has been claimed, only where a work reveals something which adds to intelligibility, knowledge or understanding in virtue of its morally problematic aspect can this be so (Kieran). The latter position looks like it could in principle be held whilst nonetheless maintaining that the typical or standard relationship is as the moralists would have it. Yet perhaps allowing valence change for such reasons is less a mark of principled explanation and more a function of downright inconsistency or incoherence (Harold). One job for theories of mental representation is to distinguish between different kinds of mental representation: beliefs, desires, intentions, perceptual states, etc. What makes a mental state a belief that p rather than a desire that p or a visual representation that p? Functionalism is a leading approach for doing so: for individuating mental states. Functionalism is designed to allow that psychological states can be multiply realized. Mark Sprevak has argued that, for a functionalist account of psychological states to (...) apply to creatures that are organised in a very different way to humans (call them Martians), the way a psychological state is functionally individuated has to be relatively coarse-grained (Sprevak 2009). Psychological research might show that human beliefs are directly available to consciousness, that they are formed as the result of deliberate judgement, and so on, but theorists would be precluded from including these roles in their account of belief, if Sprevak is right. The argument for coarse-grained individuation fails if we distinguish functionalism about what it takes to be a psychological state in general from functionalism about a particular state type such as belief. Functionalism individuates a psychological state like believing that p partly by reference to its relations to other psychological states: desiring that p, perceiving that p, intending that p, etc. Functionalist motivations do indeed suggest that Martians with a functional organisation and physical substrate quite unlike humans could have psychological states, but not that they should have states with the interrelated collection of functional roles to count as beliefs, desires, intentions, etc. Thus, theorists are not precluded from including functional relations to consciousness or deliberate judgement in their account of (human) belief, consistent with allowing that Martians would have their own collection of functionally interrelated psychological states. Sprevak’s coarse-grained functionalism implies an implausibly liberal form of extended cognition. The point about functional interrelations allows us to avoid that conclusion without jettisoning functionalism (as Sprevak suggests we should): records in a human notebook may not enter into the right interrelations with other human psychological states to count as beliefs; nor do they enter into any interrelations with Martian psychological states. Functionalism can therefore allow that Martians have psychological states while holding that few if any of the beliefs we humans have are, as a matter of fact, extended. (shrink)

Three issues related to Feldman and Levin's treatment of biological variability are discussed. We question the usefulness of the indirect component of δλ. We suggest that trade-offs between speed and accuracy in aimed movements support identification of δλ, rather than λ, as a control variable. We take issue with the authors' proposal for resolving redundancy in multi-joint movements, given recent data.

As states grapple with the forces of liberalization and globalization, they are increasingly pulling back on earlier levels of welfare provision and rhetoric. This article examines how the eclipsing role of the state in labor protection has affected state–labor relations. In particular, it analyzes collective action strategies among India’s growing mass of informally employed workers, who do not receive secure wages or benefits from either the state or their employer. In response to the recent changes in (...) state policies, I find that informal workers have had to alter their organizing strategies in ways that are reshaping the social contract between state and labor. Rather than demanding employers for workers’ benefits, they are making direct demands on the state for welfare benefits. To attain state attention, informal workers are using the rhetoric of citizenship rights to offer their unregulated labor and political support in return for state recognition of their work. Such recognition bestows informal workers with a degree of social legitimacy, thereby dignifying their discontent and bolstering their status as claim makers in their society. These findings offer a reformulated model of state–labor relations that focuses attention on the qualitative, rather than quantitative, nature of the nexus; encompasses a dynamic and inter-dependent conceptualization of state and labor; and accommodates the creative and diverse strategies of industrial relations being forged in the contemporary era. We propose a view of identity beyond the individual in what we call interpersonal interidentities (IIIs). Within this approach, IIIs comprise collections of entangled stabilities that emerge in recurrent social interaction and manifest for those who instantiate them as relatively invariant though ever-evolving patterns of being (or more accurately, becoming) together. Herein, we consider the processes responsible for the emergence of these IIIs from the perspective of an enactive cognitive science. Our proposal hinges primarily on the development of two related (...) notions: enhabiting and coenhabiting. First, we introduce the notion of enhabiting, a set of processes at the individual level whereby structural interdependencies stabilise and thereafter undergird the habits, networks of habits, and personal identities through which we make sense of our experience. Articulating this position we lean on the notion of a tendency towards an optimal grip, though offering it a developmental framing, whereby iterative states of selective openness help realise relatively stable autonomous personal identities with their own norms of self-regulation. We then extend many of the notions found applicable here to an account of social coenhabiting, in particular, we introduce the notion of tending towards a co-optimal grip as central to the development of social habits, networks of habits, and ultimately IIIs. Such structures, we propose, also emerge as autonomous structures with their own norms of self-regulation. We wind down our account with some reflections on the implications of these structures outside of the interactions wherein they come into being and offer some thoughts about the complex animations of the individual embodied subjects that instantiate them. Discussions of global ethics—about the types of ethical claim made on individuals and groups, not only states, by individuals and groups around the world—have had to move beyond the categories inherited in the International Relations discipline. Many important positions are not captured by a framework developed for discussion of inter-state relations. The blindspots seem to reflect an outmoded expectation that (i) giving low normative weight to national boundaries correlates strongly with (ii) giving more normative weight to (...) people beyond one's national boundaries, and vice versa; in other words that these two dimensions in practice reduce to one. The paper develops an enriched categorisation. We need to recognise the separate importance of the two dimensions, and thus distinguish various types of ‘cosmopolitan’ position, including many varieties of libertarian position which give neither national boundaries nor pan-human obligations much (if any) importance. The paper assesses the questions if and, if yes, how the republican conception of free statehood can and should inform a compelling understanding of a legitimate post-Westphalian political order. To answer these questions, it, first, reconstructs the foundational arguments of republican internationalists in favour of free states and, second, assesses the points of contention republican cosmopolitans raise. Third, it develops an alternative approach, a republicanism of plural polities: Based on a relational and multi-dimensional understanding of citizenship, the paper questions the (...) strong internationalist reliance on the citizenship-state-nexus and on statehood in general, but also takes issue with cosmopolitans’ neglect of the boundedness of democratic self-determination. A republicanism of plural polities as a multi-perspectival approach to democratic institution-building in and beyond the state is open to constellations of plural polities of different forms and on different political levels while simultaneously recognising the particularity of each ‘free polity’. It thereby adds a new dimension to debates on the political forms legitimate institutions can assume under post-Westphalian conditions and opens avenues for research on inter-polity relations, on more complex constellations of self-rule and shared rule as well as of multilateral decision-making, on sovereignty and independence. This paper is based on the Isaac and Tamara Deutscher Memorial-Prize Lecture given at SOAS in London, on 27 November 2009. It claims that Marxism remains built around a critique of political economy but lacks a parallel critique of international relations. IR naturalises the organisation of inter-state relations along lines comparable to the naturalisation of the capitalist economy by economics. The paper argues that the disciplinary organisation of Western academia is part of the class-discipline in society (...) at large. It was triggered by the abstraction of economics from the field of the broader social sciences. IR, in turn, was codified in the slipstream of Woodrow Wilson’s response to the Russian Revolution that followed on from the US-intervention in World-War I. The discipline was built around a founding myth of global liberalism and national self-determination. It served, among other things, to disqualify the claims of the theory of imperialism on disciplinary grounds, and its initial connections with Western hegemony, capital, and the national-security state remain in place today. Distinguishing modes of foreign relations, and specifying the occupation of space, protection, and exchange for tribal and empire/nomad foreign relations, as well as sovereign equality and global governance, on the other hand make it possible to understand the rise and continuing hegemony of the West in its own right, rather than as a superstructure of the transnationalisation of capital. Relationships between current theories, and relationships between current theories and the sought theory of quantum gravity (QG), play an essential role in motivating the need for QG, aiding the search for QG, and defining what would count as QG. Correspondence is the broad class of inter-theory relationships intended to demonstrate the necessary compatibility of two theories whose domains of validity overlap, in the overlap regions. The variety of roles that correspondence plays in the search for QG are illustrated, using (...) examples from specific QG approaches. Reduction is argued to be a special case of correspondence, and to form part of the definition of QG. Finally, the appropriate account of emergence in the context of QG is presented, and compared to conceptions of emergence in the broader philosophy literature. It is argued that, while emergence is likely to hold between QG and general relativity, emergence is not part of the definition of QG, and nor can it serve usefully in the development and justification of the new theory. Investigations into inter-level relations in computer science, biology and psychology call for an *empirical* turn in the philosophy of mind. Rather than concentrate on *a priori* discussions of inter-level relations between 'completed' sciences, a case is made for the actual study of the way inter-level relations grow out of the developing sciences. Thus, philosophical inquiries will be made more relevant to the sciences, and, more importantly, philosophical accounts of inter-level relations will be (...) testable by confronting them with what really happens in science. Hence, close observation of the ever-changing reduction relations in the developing sciences, and revision of philosophical positions based on these empirical observations, may, in the long run, be more conducive to an adequate understanding of inter-level relations than a traditional *a priori* approach. The theme of this essay centers on the ways in which the theology of St. Bonaventure, who lived in the thirteenth century, can truly enhance the theological thinking of the twenty-first century. Bonaventure’s theological approach is fundamentally inter-relational, and inter-relational ways of thinking dominate the cultures of today’s world. In contrast to symbol-manipulation approaches, Cognitive Linguistics offers a modal rather than an amodal account of meaning in language. From this perspective, the meanings attached to linguistic expressions, in the form of conceptualisations, have various properties in common with visual forms of representation. This makes Cognitive Linguistics a potentially useful framework for identifying and analysing language-image relations in multimodal texts. In this paper, we investigate language-image relations with a specific focus on intersemiotic convergence. Analogous with research on gesture, (...) we extend the notion of co-text images and argue that images and language usages which are proximal to one another in a multimodal text can be expected to exhibit the same or consistent construals of the target scene. We outline some of the dimensions of conceptualisation along which intersemiotic convergence may be enacted in texts, including event-structure, viewpoint, distribution of attention and metaphor. We take as illustrative data photographs and their captions in online news texts covering a range of topics including immigration, political protests, and inter-state conflict. Our analysis suggests the utility of Cognitive Linguistics in allowing new potential sites of intersemiotic convergence to be identified and in proffering an account of language-image relations that is based in language cognition. In the context of the Union of Greater Romania, a problem specific to the development of the Romanian society and of the re-united national state was the regulation of the status or the varied religious cults. It is well known that under the Older Romanian Kingdom, the Orthodoxy was a state religion. The other cults – Lutheran, Catholic, Mosaic, and Moslem – represented small numbers of believers and had not been regulated under the law; they were tolerated. Following (...) the Union of 1918, the Romanian State came to accommodate not just one, but several denominations. Consequently, it had to clarify its relations with the cults in the Romanian provinces of Bucovina, Basarabia, Banat, and Transylvania. These cults which had not existed in the Older Kingdom functioned according to the legislative systems they had belonged to before 1918. Thus came the necessity of establishing the unitary status for the minority cults, which, given the diversity of their religious doctrines, rituals and interests, posed new problems to be settled for the government policy. This also should be the focus of the debates surrounding the forthcoming law of the cults in Romania. (shrink)

This paper identifies three sets of problems of a specific ethico-political type, generated by the interrelationship between ethics and politics in the areas of world justice and global politics. One instance in which this interrelationship is tested is that of the conflict of duties and values as it appears in the particular domain of the relations amongst sovereign nation states as well as between them and other social groups. Following the general Introduction, the main body of the paper contains (...) the following three sections. (1) Without elaborating on the detailed mechanics of Kant's theory of perpetual peace, Section II discusses criticisms against the Kantian version of world peace in the context of which the first problem is encountered. The problem identified here is the ambiguity as to whether the establishment of a federated kind of peaceful co-existence between sovereign nations depends on the moral improvement of mankind or whether it is the other way round--i.e. whether ethical progress is a necessary presupposition or, rather, a consequence of political peace. That is, what is here identified as worrying is that the direction of dependence is not clear in such a proposal. Furthermore, such an approach, when applied to certain cases of inter-state differences, yields a rather alarming result as to the de-politicization of national states (Section II.2). (2) Yet such a type of international federalism requires a certain, peculiar, kind of legal enforcement of order without recourse to a supra state. So a re-examination of the notion of a legal order in general is needed. Given these requirements, Section III moves on to discuss moral conflict from the standpoint of relativism as it appears in the ethical and in the legal spheres. The second of our problems, identified in this section, is that, before discussing world justice we must first acknowledge the special relation and asymmetry between ethical standards and legal rules required by such a world order. (3) Finally, Section IV asks whether, given the above two problems, it is possible to envisage theoretically the logical possibility of moral conflict-resolution by postulating unchanging and encompassing super-norms of conduct. These special norms, if possible, would be able to direct action unequivocally when confronted with ethical or other dilemmas of duties (involving equally valid but conflicting demands among sovereign nations). This is the third problem. The Conclusion offers an evaluation of the whole discussion. These three ethico-political problems are shown to be interrelated. The overall thrust of the discussion is that it points to a number of philosophical difficulties in understanding the changing role of national states in a globalized political, economic and cultural environment. Accordingly, such difficulties have repercussions for any moral criticism of issues of world justice and global politics. The problem of religious tolerance is of supreme importance in the contemporary world. Just as, a few centuries ago, many wars were provoked by religious motifs, so today clashes on religious grounds provoke military conflicts that have long overgrown the walls of churches and mosques and keep growing in spite of the sacred traditions of the religions themselves. Orientation to love fails to work, and the ìneighborî becomes an enemy if he does not confess the same religion. Where shall we (...) search for the reason behind religious hostility? What is the history of intolerance? Who was the first to throw the stone that shook the foundations of peaceful coexistence of particular families and whole states? We propose to turn to the following themes: 1. World religions and relations between them (on the question of Christian- Judeo-Islamic dialogue) 2. Relations inside world religions (on the example of Christian confessions) 3. Interrelations between world religions and new religious movements. (shrink)

The issues related to the multilingual situation in modern Bashkiria are discussed in the article, configuration of multilingualism is given on the basis of extensive and representative data of the latest census. Multilingual issues are discussed in the context of the social functions of philology, as well as a set of measures of a regulatory nature undertaken by the government and society to ensure social, ethno-cultural and inter-ethnic stability. The author believes that the language situation with multilingualism depends on (...) a number of sociolinguistic variables, but the invariant feature of all modifications of multilingualism in Bashkiria should be considered as a factor of the maximum level of language loyalty towards the Russian language. This factor provides a comprehensive and decisive impact on the conditions and status of multilingualism in the republic. (shrink)

International relations are made up of thick layers of meaning and big streams of data. How can we capture the nuances and scales of increasingly digitalised world politics, taking advantage of the possibilities that come with ‘big data’ and ‘digital methods’ in our discipline of International Relations? What is needed, we argue, is a methodological twin-move of making big data thick and thick data big. Taking diplomacy, one of IR's core practices as our case, we illustrate how anthropological (...) and computational approaches can be merged in IR research. We report from our experiences with the project DIPLOFACE: Diplomatic Face-Work between Confidential Negotiations and Public Display, investigating how digital communication technologies influence both the study and conduct of age-old and traditionally analogue practices of inter-state diplomacy. The workings within the Holy See has one of the oldest diplomaticinstitutions. Unlike other states with their national interests the diplomaticrole of the Holy See within the international community is based on the moralauthority of the Pope in favour of the wellbeing of people. Malaysia is the 179thstate to have diplomatic relations with the Holy See. The relations are ratherunique because no economy and consular divisions are involved. In fact, thecore of the relations is based on the (...) mutual interest of promoting justice, peaceand tolerance. Although the diplomatic relations were established in 2011, thisarticle demonstrates that there were already cordial engagements between thePopes and local leaders. This article explores the relations between Malaysiaand the Holy See and analyses the reasons for Malaysia to establish relationswith the Holy See and the bilateral activities. (shrink)

The Covid-19 pandemic has been analysed as a distinct from, but concurrent with, more typical racist events, such as police killings in the United States. This article argues that one can conceptualise these two events as inter-related and synergistically enhanced. Anti-Black racism is a dynamic that utilises different social inequalities and violent events to manage the Black population within the United States. This article suggests that theorists would benefit from a syndemic analysis of disease and anti-Black violence in future (...) theorisations of Black oppression. (shrink)

In the Ukrainian-Russian relations, especially in pre-revolutionary times, the religious component played an important role. The attitude of the Russian authorities toward Southwest Russia was shaped by the influence of several conceptions made in the church circles, which also significantly influenced the formation of Russian national identity.

India is a large country with 29 states as constituents in its federal structure. The large and growing population imposes great pressure on available natural resources. Disputes arising out of contested river water entitlements between states are common and often intractable. Laws conceived for settling such disputes were created for a particular socio-political environment characterized by strong Centre and relatively non-assertive states. The paper argues that this political configuration has changed dramatically and in turn has reduced the efficacy of the (...) existing statutory mechanisms. A new paradigm for dispute resolution is required. The existing institutional mechanism and its political environment are examined and the structural changes identified. A set of reforms in the dispute resolution mechanism is proposed, which would reduce the friction between the statutory mechanism and its operational environment. (shrink)

Winsberg's "handshaking" account of inter-model relations is a well-known theory of multiscale modeling in physical systems. Winsberg argues that relations among the component models in a multiscale modeling system are not related mereologically, but rather by empirically determined algorithms. I argue that while the handshaking account does demonstrate the existence of non-mereological relationships among component models, Winsberg does not attend to the different ways in which handshaking algorithms are developed. By overlooking the distinct strategies employed in different (...) handshake models, Winsberg's account fails to capture the central feature of effective multiscale modeling practices, namely, how the dominant behaviors of the modeled systems vary across the different scales, and how this variation constrains the ways modelers can combine component models. Using Winsberg's example of nanoscale crack propagation, I distinguish two modes of handshaking and show how the different modes arise from the scale-dependent physics involved in each component model. Globalization and fragmentation, weakly controlled flows of information and knowledge, increasing cleavages in societies undergoing rapid change, flows of migrants, services and capital, bypassing the control of national governments, life styles and consumption patterns produced by electronic media and advertising - all these developments already have a significant impact on post-Soviet regions. And all kind of actors - decision makers, journalists, experts, students - perceive the environment beyond their respective national borders increasingly as the "playground" they have to take into (...) account, and as a framework for action. The chapters in this volume are produced by experts in the so called transformation countries in Eastern Europe. They address various questions on inter- and transnational relations, thereby offering a framework for reflection and for analysis of macro-trends around policy fields relevant for the countries in Central and Eastern Europe. The product certainly mirrows the specific environment of researchers, teachers and students in these countries. At the same time, it reflects a process of intensive discussion on the state of IR literature worldwide. Furthermore, this book demonstrates how useful teaching tools for universities and institutes not only in Eastern and Central Europe can be produced. (shrink)

How did revolutions facilitate empires’ transition to nation-states? This article compares the Bolshevik and the Chinese Communist Revolutions. It conceptualizes this Soviet–Sino comparison through three dimensions of nation-building: separating from a universal community, building a national cultural core and overcoming internal ethnopolitics. Both socialist regimes accommodated the nation-state model by fusing centralized control with limited autonomy for ethnic minorities. Yet, whereas the Soviet Union claimed to be a universal union of nation-states, which was supposed to keep accepting new members (...) until it covered the entire globe, the People’s Republic of China resembled a typical nation-state that preserved multiethnicity and enclosed borders under the title of the ‘Chinese Nation’. In analyzing the influence of revolutions, this article probes three relations: inter-revolution, revolution–society and revolution–counterrevolution. Arising after the Bolsheviks as a follower-revolution, the Chinese Communist Party (CCP) was confined to a national component of the USSR’s global communism project. This shaped the CCP’s enclosed geographical activity space, Han-dominated ethnic composition and the consciousness of national liberation. The CCP’s mobilization covered far wider social strata than the Bolsheviks’ had, which engendered stronger manpower and motivation to transform the traditional culture into a national culture. Being weak at its borderlands, the CCP was cautious about the doctrine of ‘national self-determination’, not daring to make it a geopolitical weapon for revolution export as the Bolsheviks had done in founding the Soviet Union. Owing to each of these differences in revolutionary trajectories, the CCP was more receptive to ‘China’ than the Bolsheviks were to ‘Russia’, and this led to two distinctive ways of reorganizing empires into nation-states. This article discusses the exegeses of two Qur'anic verses: Qur'an 2:143, which describes righteous Muslims as constituting a “middle/moderate community” (umma wasat) and Qur'an 5:66, which similarly describes righteous Jews and Christians as constituting a “balanced/moderate community” (umma muqtasida). Taken together, these verses clearly suggest that it is subscription to some common standard of righteousness and ethical conduct that determines the salvific nature of a religious community and not the denominational label it chooses to wear. Such a perspective offers the (...) possibility of formulating universal principles of ethical and moral conduct, which may contribute to the formation of a genuinely pluralist global society today. Through a close study of Qur'anic exegeses of these verses from the late first/seventh century to modern times, I retrieve some of the most prevalent Muslim understandings of “moderation” through time and dwell on their contemporary implications. Participants recruited for high levels of imaginative absorption were administered a questionnaire based on Calkins' original study that first established a wide continuum of childhood synaesthesias and synaesthetic associations, along with separate questionnaires assessing childhood imaginary companions, positive altered states of consciousness and negative states of nightmares and night terrors. Their inter-relation and relation to measures of adult imaginative absorption helps to establish these states as aspects of an underlying imagistic dimension, while their relative differentiation is explored through different (...) forms of adult absorption, early stressors from childhood, and degree of parental support for creative activities. The connection of this wider continuum of adult recalled childhood synasesthesias, imaginary companions, and altered states of consciousness to adult imaginative absorption is consistent with recent neuro-imaging synaesthetic research supporting its relation to symbolic cognition, metaphor, and creativity. Since the 1940s Americans and Britons have come to enjoy an era of rising material abundance. Yet this has been accompanied by a range of social and personal disorders, including family breakdown, addiction, mental instability, crime, obesity, inequality, economic insecurity, and declining trust.Avner Offer argues that well-being has lagged behind affluence in these societies, because they present an environment in which consistent choices are difficult to achieve over different time ranges and in which the capacity for personal and social commitment (...) is undermined by the flow of novelty. His approach draws on economics and social science, makes use of the latest cognitive research, and provides a detailed and reasoned critique of modern consumer society, especially the assumption that freedom of choice necessarily maximizes individual and social well-being.The book falls into three parts. Part one analyses the ways in which economic resources map on to human welfare, why choice is so intractable, and how commitment to people and institutions is sustained. It argues that choice is constrained by prior obligation and reciprocity. The second section then applies these conceptual arguments to comparative empirical studies of advertising, of eating and obesity, and of the production and acquisition of appliances and automobiles. Finally, in part three, Offer investigates social and personal relations in the USA and Britain, including inter-personal regard, the rewards and reversals of status, the social and psychological costs of inequality, and the challenges posed to heterosexual love and to parenthood by the rise of affluence.
