This article attempts to evaluate emotive meanings across languages and cultures expressed and elicited semiotically from viewers. It investigates the challenges of subtitling emotive feelings in the American filmHomeless to Harvard(2003) into Arabic. It adopts Paul Thibault’s (2000. The multimodal transcription of a television advertisement: Theory and practice. In Anthony Baldry (ed.),Multimodality and multimediality in the distance learning age, 311–385. Campobasso: Palladino Editore) method of multimodal transcription and Feng and O’Halloran’s (2013. The multimodal representation of emotion in film: Integrating (...) cognitive and semiotic approaches.Semiotica197(1/4). 79–100) framework of the multimodal representation of emotion to formulate strategies for subtitling emotion from English into Arabic. Additionally, Feng and O’Halloran’s (2013) framework is adapted to show how stylistic choices (e.g., cinematography, music, soundtracks, etc.) and semiotic expressions can elicit emotion from viewers. The social semiotic model is employed to investigate how emotive representation is realized through verbal and non-verbal items. The findings showed that the filmmakers had properly used stylistic choices and various semiotic techniques to elicit emotion from the viewer derived from the emotion of the film’s heroine. (shrink)

Throughout the Covid-19 pandemic, people have been eager to learn what factors, and especially what public health policies, cause infection rates to wax and wane. But figuring out conclusively what causes what is difficult in complex systems with nonlinear dynamics, such as pandemics. We review some of the challenges that scientists have faced in answering quantitative causal questions during the Covid-19 pandemic, and suggest that these challenges are a reason to augment the moral dimension of conversations about causal inference. We (...) take a lesson from Martha Nussbaum—who cautions us not to think we have just one question on our hands when we have at least two—and apply it to modeling for causal inference in the context of cost-benefit analysis. In response to Meilaender’s critique of my earlier work, I argue that Rawlsian and Augustinian ‘liberalisms’ are closer in spirit than Meilaender allows. Rawlsians and Augustinians can agree that the concern to preserve temporal peace under modern pluralistic conditions affords a warrant for political arrangements that require allegiance to no particular all-encompassing world view. This agreement on a certain kind of political neutrality extends to constitutional essentials but does not prohibit appeals to particular comprehensive visions in political debate so long (...) as such appeals are consistent with maintaining the social peace that liberal institutions are designed to preserve. In the rise of modern scientific philosophy, one can distinguish four general periods. Its early phase is part of the intellectual history of 19th-century Austria-Hungary. Second, we find it reaching its self-confident form in the 1920s and early ‘30s, chiefly in the collaborative achievements of the Vienna Circle and its analogous groups in Prague, Berlin, Lwow and Warsaw. Third is the period of its further growth and accommodation during the period roughly from the late 1930s to about 1960, especially in (...) the U.S.A., as mediated largely by the European refugees from fascism. This Element introduces the philosophical literature on models, with an emphasis on normative considerations relevant to models for decision-making. Chapter 1 gives an overview of core questions in the philosophy of modeling. Chapter 2 examines the concept of model adequacy for purpose, using three examples of models from the atmospheric sciences to describe how this sort of adequacy is determined in practice. Chapter 3 explores the significance of using models that are not adequate for purpose, including the purpose of informing (...) public decisions. Chapter 4 provides a basic framework for values in modelling, using a case study to highlight the ethical challenges in building models for decision making. Homelessness is an obvious moral challenge, given the fact that it is a problem that millions of people in the developed world have to deal with on a daily basis. In the relatively scarce literature on this subject, there appear to be—roughly—three main approaches, namely, what I will refer to as the “difference approach,” the “liberal approach” and the “care approach.” In the paper I will critically review these three moral perspectives on the issue of homelessness. I will argue that (...) the difference approach and the liberal approach in the end are unconvincing. Homelessness can hardly be interpreted in terms of an internally valued group identity nor in terms of autonomy and its preconditions. I will defend a version of the care approach instead, an approach that focuses on the concrete and particular needs of the homeless. (shrink)

The scale of homelessness in Europe throws a stark light on the right to housing that exists in many European states and in European and International Law. This disparity between legal right and the social reality of homelessness and housing precarity begs the question as to the efficacy of a rights-based approach to housing.This article examines the ‘enforceable’ right to housing in France, in place since 2007, to explore the efficacy of approaching a chronic lack of housing through justiciable rights. (...) The lack of progress in over a decade of jurisprudence highlights the challenges posed to legal advocacy in this area, particularly when combined with a lack of political will. The article concludes by reflecting on alternative approaches, in which justiciable rights have played less of a role, stressing the need for political and financial commitment over legal rights. Much is known about homelessness from a quantitative perspective in Finland. However, the implications are often misleading and false. In this report, I present how prejudiced conclusions about the homeless are drawn in the City of Turku because there is no interest in grassroots experience. Targets to reduce homelessness still make sense.

It is a relatively uncontroversial proposition that without “ethics,” an “ethics of homelessness” is impossible. What is less uncontroversial, though, is that philosophy—or at least philosophical analysis—is a necessary condition of ethical discourse. The distrust—or skepticism regarding the utility of— philosophical analysis is predicated on rendering philosophy as useless. This, though, should create a sense of cognitive dissonance, since we universally acknowledge that ethics informs how we interact with ourselves and others, while we also accept, and rightly so, the uselessness (...) of philosophy. While pop- ular parlance has it that uselessness is logically and semantically equivalent to not needed or conceptually irrelevant, this, I will argue, is mistaken. This mis- take, as I see it, is a result of the failure to recognize that liberal arts are intrinsi- cally useless—and ought to be treated as such. To mend this mistake, I will outline the liberal arts in contrast to the servile arts and explain how Aristotle, and his later defender Josef Pieper, correctly understood the distinction. I will then move onto suggest that while philosophy—as a liberal art—is useless, and rightfully so, it is a conceptually relevant, necessary condition for dealing with conceptual problems which arise in ethics—and therefore in the ethics of homelessness. To explicate and defend this thesis, I argue that Plato’s three- fold division of goods, originating in Book ii of his Republic, helps to amalgamate our reservations in accepting philosophy as useless—strictly speaking—and simultaneously useful. From this, I move on to provide various ways in which philosophy is relevant to questions of home and homelessness generally, and display how philosophers themselves have, historically, taken seriously the question of home and homelessness as serious philosophical concepts. Finally, I outline how philosophers can work on the ethics of home- lessness by taking seriously the necessary presuppositions which make work- ing on the alleviation of homelessness not merely possible, but morally obligatory. Having sketched a broad picture of how philosophy interacts with the practical problems of homelessness, I conclude that progress in the field of the ethics of homelessness—as a conceptual endeavor—will ultimately arise from overcoming our prima facie interpretation of the liberal/servile arts distinction and thereby preserve its original meaning. This study investigated the relationship between concussions and medication adherence among 247 adults experiencing homelessness in Oklahoma City, Oklahoma, who were prescribed medication for a psychiatric disorder. Participants were asked whether they had “ever experienced a blow to the head that caused a concussion,” and medication adherence was measured by asking participants whether they had taken their psychiatric medication yesterday. The data were analyzed using univariate and multivariable logistic regressions. Results showed that more than half of the sample had a (...) concussion history, and homeless adults with a concussion history had higher odds of non-adherence to psychiatric medications compared with those who reported no concussion history [OR = 2.13 ]. Findings suggest that medication non-adherence is associated with incurred concussions. Raising awareness among service providers of the relationship between traumatic brain injury and medication adherence may increase efforts to improve adherence in this underserved population. The Asian Debt Crisis of 1997–2001 led to drastically higher levels of unemployment, resulting in enormous social anxiety and shock. For the first time in its history, South Korea's attention was forcibly drawn to homeless people. Both the new government of the first civilian president, Kim Dae Jung, and an emerging civil society began to pay unprecedented attention to homeless issues. In this new context, homelessness was constructed as a product of the economic crisis. However, although certain (...) class='Hi'>homeless men who fit the category of employability and rehabilitation were considered ‘deserving’, long-term street living people and homeless women were disregarded and further marginalized through specific gendered processes. In particular, homeless women were rendered invisible and considered ‘undeserving’ because they fell outside of normative gender expectations, including the idea that a woman's place was in the home, regardless of their ability or desire to work. Building upon ‘needs-talk’ analysis created by Nancy Fraser, this paper exposes the important role of gender norms in the making of a neoliberal welfare citizenship in South Korea, by arguing that the narratives of homeless policy administrators and shelter managers designated homeless women as ‘undeserving’ welfare citizens. The great popularity of homelessness as an artistic theme in the twentieth century and beyond may be explained by the frequency by which the everyday image of homeless persons impacts upon the passerby’s aesthetic perception of the urban environment. Nonetheless, as yet, homelessness has not been included in the field of the aesthetics of everyday life. This article is meant to fill this void. Being inspired by frequent personal encounters with homeless persons and drawing on parallels between the (...) effort of aesthetically appreciating mainstream artworks and the effort to cope with the negative aesthetic impressions generated by the homeless body, I argue that homelessness may not only be appreciated negatively but also may trigger lasting positive aesthetic experiences. Within the small literature on homelessness in political philosophy, freedom-based accounts loom large. Such accounts, however, give rise to minimalism concerns: concerns that these accounts are too modest in what they demand for those who are homeless, particularly when homelessness is considered in the context of wealthier countries. In this paper, I consider the success of minimalism charges against freedom-based accounts of homelessness. I argue that whilst such charges are aptly levelled against two major freedom-based accounts, from Jeremy Waldron (...) and Christopher Essert, a third account can evade or respond to such charges. This is the autonomy-based account of homelessness. Although the autonomy-based account has come in for significant recent criticism on grounds of minimalism, I argue that properly understood and developed, it has the resources to ground a plausible account of homelessness. There is a constant temptation in philosophy to postulate a realm of phenomena in which nothing is hidden from us. Rene Descartes thought that one's own mind is such a realm. Ludwig Wittgenstein' enlarged the realm to everything that is of interest to philosophy. That they explained this special feature in very different ways hardly needs to be said; what is remarkable is their agreement on our possession of a cognitive home in which everything lies open to our view. When are we morally obligated as a society to help the homeless, and is coercive interference justified when help is not asked for, even refused? To answer this question, we propose a comprehensive taxonomy of different types of homelessness and argue that different levels of autonomy allow for interventions with varying degrees of pressure to accept help. There are only two categories, however, where paternalism proper is allowed, be it heavily qualified. The first case is the homeless person (...) with severely diminished autonomy as a result of mental illness, and the second case is the homeless person who runs a risk of serious and imminent harm to self. In the first case, namely, that of soft paternalism, we argue that coercive intervention in the case of a refusal to accept help should be focused on the provision of housing that meets basic needs—needs that we outline in the article. In the case of imminent and severe harm to self, the case of hard paternalism, we argue that forced intervention can only be allowed if it is temporary and local, namely focused on getting someone out of harm’s way. This article explores the issue of homelessness from the perspective of someone who has experienced homelessness, as someone who has worked with the homeless and heard the stories of ‘our friends on the street’, as a mother distressed to see other mothers’ children, no matter their age, in such dire circumstances, and as a philosopher driven to interrogate the hidden assumptions and beliefs motivating our choices, judgments, and behavior. I wish to stress that homelessness must be addressed from the (...) philosophical perspective not only with regard to the individual, but also with regard to the individual as belonging to the ‘we’. This ‘we’ must include all the people involved, from the homeless person laying out her swag under the bridge, to the policy-makers earning fabulous salaries. I’ll propose that a deeper understanding of what’s called ‘double incorporation’ is a crucial step towards galvanizing political will to implement solutions that have already been identified. In Homelessness, Liberty and Property, Terry Skolnik establishes a novel theory about the government's duties to end homelessness, maintain public property's value, and legitimize laws that regulate public space. In doing so, Skolnik provides new insight into how the property law system and the regulation of public space limit unhoused persons' freedom and political equality. The book deepens our understanding of how various areas of law, such as constitutional law, legal philosophy, criminal law, and property law, approach the reality of (...) homelessness and advances original arguments to provide new justifications for the right to housing. Homelessness and its various forms of manifestation are a complex phenomenon. Street homelessness, which is the subject of this study, continues to be a challenge for the South African people and government. Different research studies have been undertaken on street homelessness. Various frameworks have been used in an attempt to understand and respond to street homelessness. Churches continue as key role-players in responses to street homelessness. There is a need, however, for churches to continually evaluate the various approaches to street (...) homelessness, with a view to sharpening those approaches to better understand and respond to the challenge. Churches need frameworks that can help them to theologically understand and adequately respond to street homelessness. Gustafson's framework of moral engagement is explored within the context of street homelessness, with a view to suggest ways and means by which the Methodist Church of Southern Africa could better understand and adequately respond to the problem of street homelessness in South Africa. In this article, I shed some light on Meinong’s motivations for the theory of objects. I argue that one of its basic principles, the principle of indifference, is driven by an intuition common to many Austrian philosophers, which is that something must first be somehow pre-given in order to simply address the issue of its being or non-being. Meinong’s way of spelling out this intuition, I suggest, is to show that there are homeless objects, that is, objects that are (...) not dealt with by any of the existing sciences. Therefore, the indispensability of the theory of objects lies in the plausibility of the thesis that there are such homeless objects. I analyse and evaluate two Meinongian arguments supporting this thesis, I explain how Meinong came to believe that they support the indispensability of the theory of objects, and I stress some advantages of this account over Brentano’s intentionality thesis. This paper focuses on some of the ethical issues which may arise when conducting research in the context of homelessness. These issues are considered from the viewpoints of researchers, research coordinators and interviewers, drawing from their extensive real world experience. In addition to negotiating the complex context of homelessness, community-based homelessness researchers need to address a number of ethical issues in research conception, design, implementation and dissemination. Although these issues are commonly considered in community-engaged research, research with people who are (...) homeless may raise exceptional challenges. Such challenges include determining the nature of informed consent; protecting research participants and researchers, and determining appropriate compensation for participation. Understanding the context of homelessness to conduct ethical research will require sharing information and joint decision-making, processes that must include members of communities within which the research participants live. Furthermore, researchers should be sensitive to the changing context of homelessness, and vigilant for new ethical challenges. (shrink)

Authors use literature and arguments to demonstrate the failings of public policy.

Care theory offers a way to overcome a weaknessof liberalism – its reluctance to intervene inthe private lives of adults. In caring for thehomeless, we must sometimes use a limited formof coercion, but our intervention is alwaysinteractive, and the process of finding asolution is one of negotiation between theneeds expressed by the homeless and the needswe infer for them.

Ivan Petrella argues that the goals of liberation theology can sometimes be better served by doing it undercover. This article reflects on responses to homelessness during Covid-19 in the City of Tshwane, describing and reflecting upon it from the perspective of a researcher-theologian as well as activist-urbanist. It employed two lenses in its reflection: Petrella’s notion of the ‘undercover liberation theologian’, as well as what is known as deliberative public administration theory, as possibly complementary approaches. It traces ways in which (...) people of faith/theologians participated in the City of Tshwane through means other than explicit theological discourse. It implies that such engagement was not less theological but perhaps more strategic, describing that task of the undercover liberation theologian as that of making space, making plans, making known and making change. Ultimately, it calls for a subversion of suspect models of theological education, suggesting that it is in losing ourselves in the messiness of public processes and multiple solidarities with the poor, that the unfree might experience freedom, and liberation theological goals might find concrete expression.Contribution: This article reflects on responses in the City of Tshwane to street homelessness during Covid-19. It unpacks the notion and role of the ‘undercover’ liberation theologian in local political processes, and how losing ourselves in public processes and multiple solidarities with the urban poor, might help gain freedom for the unfree. Health care professionals often face moral dilemmas. Not dealing constructively with moral dilemmas can cause moral distress and can negatively affect the quality of care. Little research has been documented with methodologies meant to support professionals in care for the homeless in dealing with their dilemmas. Moral case deliberation is a method for systematic reflection on moral dilemmas and is increasingly being used as ethics support for professionals in various health-care domains. This study deals with the question: What is (...) the contribution of MCD in helping professionals in an institution for care for the homeless to deal with their moral dilemmas? A mixed-methods responsive evaluation design was used to answer the research question. Five teams of professionals from a Dutch care institution for the homeless participated in MCD three times. Professionals in care for the homeless value MCD positively. They report that MCD helped them to identify the moral dilemma/question, and that they learned from other people’s perspectives while reflecting and deliberating on the values at stake in the dilemma or moral question. They became aware of the moral dimension of moral dilemmas, of related norms and values, of other perspectives, and learned to formulate a moral standpoint. Some experienced the influence of MCD in the way they dealt with moral dilemmas in daily practice. Half of the professionals expect MCD will influence the way they deal with moral dilemmas in the future. Most of them were in favour of further implementation of MCD in their organization. (shrink)

While these approaches do, in fact, deal with some of the effects of homelessness, they not only fail to address the structural (...) causes of homelessness and poverty but they also reinforce certain ideological assumptions—such as individualism, a pattern of “blaming the victim,” and idyllic conceptions of home ownership—that keep us from addressing the [End Page 214] causes of homelessness in the first place. If we are really going to end homelessness, Stivers contends, we have to address the structural issues that keep people homeless, such as the inadequate availability of low-incoming rental housing, unemployment, low wages, and increasing inequality between rich and poor. If Christians and churches want to end homelessness, they must collaborate more fully and develop social movements that will address the full range of factors affecting homelessness, including causes and effects. In other words, they must embody in principle and in practice not only hospitality and compassion but also social justice. The place to begin, Stivers argues, is by listening to the homeless and the poor, allowing their experiential realities to set the agenda, and working in solidarity with them to disrupt the ideologies and to challenge the policies that perpetuate the problem.This requires an education in “disruption” that enables Christians to move beyond the behavioral manifestations of homelessness so that they can see the web of oppressive structures that have generated the bonds experienced by so many poor and homeless. Stivers provides a wealth of data that illustrate and document the full extent and complexity of homelessness in our society. Drawing upon Tracy West’s ethical methodology of “disruption,” Stivers then brings to light what she considers the dominant ideological assumptions that sustain homelessness. These include the assumptions that homeowners are responsible, autonomous citizens while the homeless are deviant, dependent, and criminal; and further that excessive wealth and inequality is justified. Stivers illustrates how these assumptions fail to consider certain factors—such as power, privilege, and racial and class disparities—that underlie and perpetuate the problems of homelessness and promote private over public policies to address them. To address these factors, Stivers argues for a different approach—modeled on such groups as the Industrial Areas Foundation and the PICO (People Improving Communities through Organizing) National Network—that embodies community organizing principles that engage the victims of homelessness in meaningful dialogue about the problems, actively listens to their stories and to their solutions, and works in solidarity with them to address the causes and the policies that perpetuate their homelessness.The audience for this book is Christians and churches seeking to address the issue of homelessness in our nation. Ethicists and Christians of like mind will have few problems with Stivers’s diagnosis of and remedy for homelessness, even if her remedy comes across as a bit utopian at places. Nonetheless, her rhetoric of empowerment, solidarity, social justice, and sustainability might drive away those of a more conservative theological bent. Tarski, Carnap and Quine spent the academic year 1940?1941 together at Harvard. In their autobiographies, both Carnap and Quine highlight the importance of the conversations that took place among them during the year. These conversations centred around semantical issues related to the analytic/synthetic distinction and on the project of a finitist/nominalist construction of mathematics and science. Carnap's Nachlaß in Pittsburgh contains a set of detailed notes, amounting to more than 80 typescripted pages, taken by Carnap while these discussions were (...) taking place. In my article, I present a survey of these notes with special emphasis on Tarski's rejection of the analytic/synthetic distinction, the passage from typed languages to first-order languages, Tarski's finitism/nominalism, and the construction of a finitist language for mathematics and science. In the context of social welfare austerity and non-state actors’ interventions into social life, an urban not-for-profit organization in the United States, Back on My Feet, uses the practice of running to engage those recovering from homelessness. Promoting messages of self-sufficiency, the organization centralizes the body as a site of investment and transformation. Doing so calls to the fore the social construction of ‘the homeless body’ and ‘the running body’. Within this ethnographic inquiry, participants in recovery who ran with (...) the organization constructed moralized senses of self in relation to volunteers, organizers, and those who do not run, while in recovery. Their experiences compel consideration of how bodily constructions and practices reproduce morally underpinned, self-oriented associations with homeless and neoliberal discourses that obfuscate systemic causes of homelessness, pose challenges for well-intentioned voluntary or development organizations, and service the relief of the state from social responsibility. The purpose of this research was to describe attitudes of nursing students (and paramedic officers) towards marginalized clients. Convenience quota sampling in a major health faculty was employed. Students participated on a voluntary basis. A 58-item Likert scale, developed by the authors, assessed the student nurses’ attitudes. In general, attitudes towards homeless clients were neutral; detailed analyses, however, revealed that student nurses would decline to care for homeless clients in various situations. Personal experience with homeless patients and (...) positive attitudes of nurses significantly contributed to increased quality of care and equality of treatment for homeless clients. Certain student nurse behaviors warrant immediate attention to prevent marginalized patients from being exposed to unfair, inaccessible and biased nursing care. Based on our results, we recommend that further research attention be paid to the role of ethics education and faculty behaviors, as faculty members serve as role models for professionalization.
