The Joint Research Centre (JRC) is the European Commission’s in-house science and knowledge service, employing a substantial staff of scientists devoted to conducting research to provide independent scientific advice for EU policy. Focussed on various research areas aligned with EU priorities, the JRC excels in delivering scientific evidence for policymaking and has published numerous science-for-policy reports and scientific articles. Drawing on a scientific integrity statement, surveys among JRC’s research staff, and thematic discussions with JRC’s research leaders, the JRC has developed (...) a comprehensive Scientific Integrity and Research Ethics (SIRE) framework, including instruments, procedures, and guidelines to ensure high standards and independence in its research. Key components of the SIRE framework include a Scientific Integrity Officer, an Editorial Review Board, a Research Ethics Board, and guidelines for responsible conduct of research. This article provides an overview of the JRC’s SIRE framework and how it was developed, emphasising the importance of maintaining independence, integrity, and ethics in scientific research that supports EU policy. The article also discusses potential gaps in the framework and where additional efforts may be needed, comparing with the recent U.S. National Science and Technology Council report on Protecting the Integrity of Government Science. In this article, I propose to analyse the earliest Indian systematic discussion on the problem of meaning and denotation of words. The discussion itself seems to have been conceived within the famous Indian grammatical tradition (vyākaraṇa), and its definitive form was given by the Grammarian Patañjali (second century BC) in his work Mahābhāṣya. This whole discussion is carried over and further developed within classical Indian philosophy, beginning with the Nyāya school, whose positions regarding semantics are also analysed here, based on (...) classical works of this school. Weber’s very important theory on the influence of religion on economic behaviour was tested in the societies which belong to different cultural and religious circles. However, due to various socio-political circumstances, the testing of Weber’s theoretical-methodological framework has been largely neglected in the countries where Orthodox Christianity is dominant. However, the difficulties that arose in Orthodox societies during the post-socialist transformation, as well as the shift from the economic research paradigm to the cultural one on the global level, along with (...) the revival of religion in Eastern Europe as one of the most important institutions of ideological and social life, contributed to the focus of our scientific interest be directed in this direction. The central questions that we tried to answer on this occasion were primarily related to the specifics of the concept of work in Orthodox Christianity and the relationship to the accumulation of capital. The research literature suggests that physicians’ attitudes regarding disclosing a diagnosis of cancer have changed, from nondisclosure to full disclosure. Physicians’ attitudes towards disclosing a patient’s prognosis are likewise said to have changed, although not to the same degree.The aim of this study was to identify inherent challenges in communicating information about imminent death. It included one set of interviews with patients and another set with doctors, and subsequent discussions of ways to overcome obstacles to patients’ understanding their situation. Patients (...) were diagnosed with leukemia, myeloma, or lung cancer; the doctors were hematologists and lung oncologists. The two sets of interviews were analyzed separately using a content analysis model developed by Graneheim and Lundman. For each set of interviews, eight content areas were defined as belonging to an area of interest and scrutinized for the information they included regarding communicating prognoses to patients.The main finding was a discrepancy between patients’ desire to be fully informed regarding their prognosis and physicians’ reluctance to offer a prognosis until a patient had overt signs of approaching death. We conclude that existing guidelines for disclosure of bad news should be modified to encourage disclosure and discussion of uncertain prognostic information, unless a patient is clearly opposed to receiving such information or otherwise not a suitable partner for dialogue. The two different layers of logical theory—epistemological and ontological—are considered and explained. Special attention is given to epistemic assumptions of the kind that a judgement is granted as known, and their role in validating rules of inference, namely to aid the inferential preservation of epistemic matters from premise judgements to conclusion judgement, while ordinary Natural Deduction assumptions serve to establish the holding of consequence from antecedent propositions to succedent proposition.

The founding fathers of neoliberalism are usually imagined as very rational neoclassical economists uninterested in cultural and religious issues. The aim of this paper is to paint a different picture by discussing the ideas of (neo)liberal economists regarding spiritual heritage, with an emphasis on eastern religions. Starting from the existing historiographical debate on the role of Daoist notions in the birth of political economy in 18th-century Europe, as an example of cultural transfer par excellence, argumentation develops into a comparative analysis (...) of philosophical underpinnings of modern laissez-faire liberalism and neoliberalism. The main thesis of the paper is that important epistemological differences between analysed doctrines imply the differences in the attitude of modern economic liberalism towards religion, which is demonstrated via examples of appropriations and translations of eastern heritage. This is a preliminary analysis but with the potential to shed new light on the political theology of contemporary culture and neoliberalism itself. (shrink)

Nowadays, people, states and international organizations feel more threatened and insecure, more than in the past, and this has contributed to an increase in need for security and the establishment of a new order and rules through which the world’s problems will be successfully solved. One of the leading countries is the People’s Republic of China, which is taking an increasing share on the global stage and is striving to reduce the dominance and role of the United States and European (...) countries. The rise of China as an economic, security-military and information-technological power has contributed to the shift of the centre of gravity and power from the West to the East, and a lot of opportunities have been created for other Asian countries to find their place and role and be an important subject in the new international structure. With the inclusion of new actors on the international stage, the balance of power changes and new rules of the game are imposed, contrary to the Western countries. The “new managers” are expected to have greater responsibility and influence in reforming the existing international institutions, as well as reducing the factors that cause instability and lead to an anarchic world order. However, due to the different values, interests and goals promoted by the PRC, a number of security implications of an international nature, intensification of geopolitical and geo-economics rivalries, polarization, emergence of new risks and dangers, and increased tension between great powers are expected. A running commentary is offered on the first half of Frege’s Grundlagen der Arithmetik, §17, and suggests that Frege anticipated the method of demonstration used by Paul Bernays for the Deduction Theorem.

In his Grundgesetze, §32, Frege launched the idea that the meaning of a sentence is given by its truth condition, or, in his particular version, the condition under which it will be a name of the True. This, indeed, was only one of the many roles in which truth has to serve within the Fregean system. In particular, truth is an absolute notion in the sense that bivalence holds: every Gedanke is either true or false, in complete independence of any (...) conative activity, whether by God or man. Thus various epistemological notions, such as the correctness of an assertion made, or judgement passed, are reducible to this absolute notion of truth: an assertion made through the utterance of a declarative sentence is correct when the proposition expressed by the sentence in question is true. Given this absolute status of truth it is not surprising that Frege is of the opinion that truth is a sui generis notion which has to be left unanalyzed and, indeed, which is indefinable. (shrink)

The paper offers an interpretation of thesis 6.01. The treatment touches upon variables, identity, elementary propositions, internal relations. Klammerausdrücke, and operations. Wittenstein's notations are found not to cover the particular form of definition by induction that is used at 6 and 6.01. It is concluded that Wittgenstein's ability to design of a formal system of logic does not match his outstanding logico-philosophical insight.

The article analyses and interprets the critique of the special dharmic theory of the early Buddhist school of sarvāstivāda-vaibhāṣika undertaken by the school of sautrāntika. Special attention is paid to the critique of the theory of the existence of dharmas, elementary psycho-physical data, in all three time periods. At the beginning, a general Buddhist theory of two truths is presented, which tries to legitimize the so-called philosophy of abhidharma as a “higher teaching” regarding reality (dharma theory) which is only rudimentarily (...) present in the Buddha’s discourses. Then we turn to a concise presentation and analysis of the key ontological concepts of sarvāstivāda-vaibhāṣika, and then to the critique of the same undertaken by the school of sautrāntika. It is concluded that sautrāntika, with its critique, “returned” Buddhist philosophy on the path of pure phenomenology after the sarvāstivada-vaibhāṣika’s attempt to interpret the Buddha’s teaching in line with a realistic reductive ontology. In the sense of phenomenology, actions are special cases of acts of consciousness. Within semiotics, first Jan Mukařovský and then A. J. Greimas have established, in different terms, a distinction between instrumental actions and actions which carry their meaning in themselves. But this is insufficient to account for the variety of actions which comprises everything from the creation of artefacts, dance, sporting events, theatre, rituals, and much else. Already those actions mentioned relate in different ways to instrumentality and intrinsic meaning, (...) as well as to iconicity and plasticity. In this paper, I will be particularly concerned with dancing, especially classical ballet, trying to delimit it from sporting events and theatre. Apart from the sign function and the spectacular function, I will notably have recourse to what I have elsewhere term secondary iconicity as well as to plasticity. In the process, I hope to be able to throw some light also on the nature of sport, by comparing and contrasting it to dance, as well as to the theatre as well as, more incidentally, to some other types of action. In a wider perspective, my ambition is to contribute to a general inquiry into the semiosis of actions. (shrink)

The present essay aims at integrating different concepts of meaning developed in semiotics, biology, and cognitive science, in a way that permits the formulation of issues involving evolution and development. The concept of sign in semiotics, just like the notion of representation in cognitive science, have either been used too broadly, or outright rejected. My earlier work on the notions of iconicity and pictoriality has forced me to spell out the taken-forgranted meaning of the sign concept, both in the Saussurean (...) and the Peircean tradition. My work with the evolution and development of semiotic resources such as language, gesture, and pictures has proved the need of having recourse to a more specified concept of sign. To define the sign, I take as point of departure the notion of semiotic function (by Piaget), and the notion of appresentation (by Husserl). In the first part of this essay, I compare cognitive science and semiotics, in particular as far as the parallel concepts of representation and sign are concerned. The second part is concerned with what is probably the most important attempt to integrate cognitive science and semiotics that has been presented so far, The Symbolic Species, by Terrence Deacon. I criticize Deacon’s use of notions such as iconicity, indexicality, and symbolicity. I choose to separate the sign concept from the notions of iconicity, indexicality, and symbolicity, which only in combination with the sign give rise to icons, indices, and symbols, but which, beyond that, have other, more elemental, uses in the world of perception. In the third part, I discuss some ideas about meaning in biosemiotics, which I show not to involve signs in the sense characterised earlier in the essay. Instead, they use meaning in the general sense of selection and organisation, which is a more elementary sense of meaning. Although I admit that there is a possible interpretation of Peirce, which could be taken to correspond to Uexküll’s idea of functional circle, and to meaning as function described by Emmeche and Hoffmeyer, I claim thatthis is a different sense of meaning than the one embodied in the sign concept. Finally, I suggest that more thresholds of meaning than proposed, for instanceby Kull, are necessary to accommodate the differences between meaning (in the broad sense) and sign (as specified in the Piaget–Husserl tradition). A new diagnostic system for organic psychiatry is presented. We first define "organic psychiatry", and then give the theoretical basis for conceiving organic psychiatric disorders in terms of hypothetical psychopathogenetic processes, HPP:s. Such hypothetical disorders are not strictly identical to the clusters of symptoms in which they typically manifest themselves, since the symptoms may be concealed or modified by intervening factors in non typical circumstances and/or in the simultaneous presence of several disorders. The six basic disorders in our system are (...) Astheno Emotional Disorder (AED), Somnolence Sopor Coma Disorder (SSCD), Hallucination Coenestopathy Depersonalisation Disorder (HCDD), Confusional Disorder (CD), Emotional Motivational Blunting Disorder (EMD) and Korsakoff's Amnestic Disorder (KAD). Practically all theories of iconicity are denunciations of its subject matter (for example, those of Goodman, Bierman and the early Eco). My own theory of iconicity was developed in order to save a particular kind of iconicity, pictoriality, from such criticism. In this interest, I distinguished pure iconicity, iconic ground, and iconic sign, on one hand, and primary and secondary iconic signs, on the other hand. Since then, however, several things have happened. The conceptual tools that I created to explain (...) pictoriality have been shown by others to be relevant to linguistic iconicity. On the other hand, semioticians with points of departure different from mine have identified mimicry as it is commonly found in the animal world as a species of iconicity. In the evolutionary semiotics of Deacon, iconicity is referred to in such a general way that it seems to be emptied of all content, while in the variety invented by Donald the term mimesis is used for a particular phase in the evolution of iconic meaning. The aim of this article is to consider to what extent the extension of iconicity theory to new domains will necessitate the development of new models. (shrink)

This is a global comparative analysis of the social, political and economic experiences, effects and consequences of the COVID-19 pandemic. Part of it was written during an early stage of the pandemic and captures some of the initial reactions of competitive international panic. It demonstrates the new class structuration resulting from the management of the viral onslaught. It distinguishes coping and failing states of the pandemic world, and discusses the reasons for them. It highlights the widespread and rapid abandonment of (...) neoliberal economic policies, a change spearheaded by the former vanguard of neoliberalism, the USA and the UK. The end of neoliberalism is also related to the change of the political economy of the world, from capitalist globalization to imperial and national geopolitics. The decisive reason for the turn was the realization by the US elite in the 2010s that China was winning the game of competitive market globalization. In the new game of geopolitics state interests, state security and state power are paramount. This process had started earlier but was accentuated during the pandemic, and accelerated with the Ukraine war, which also has clarified that the new geopolitical era may be the beginning of the endgame of the semi-millennial western domination of the world. The western powers draw closer together, after the early pandemic free-for-all, while the rest of world increasingly asserts its independence. The article ends with a discussion of the post-pandemic near future in terms of historical post-crisis parallels from European history. Finding ‘1945’ and ‘1932’ inappropriate, in contrast to early hopes and assessments, the conclusion is that the current world of the North most resembles a before- rather than an after-moment, the summer of 1914, when the world ‘sleepwalked’ into the mass slaughter of the First World War. Drawing upon Martin-Löf’s semantic framework for his constructive type theory, semantic values are assigned also to natural-deduction derivations, while observing the crucial distinction between consequence among propositions and inference among judgements. Derivations in Gentzen’s format with derivable formulae dependent upon open assumptions, stand, it is suggested, for proof-objects, whereas derivations in Gentzen’s sequential format are proof-acts.

It appears that in the 30 years that business ethics has been a discipline in its own right a model of business ethics has not been proffered. No one appears to have tried to explain the phenomenon known as 'business ethics' and the ways that we as a society interact with the concept, therefore, the authors have addressed this gap in the literature by proposing a model of business ethics that the authors hope will stimulate debate. The business ethics model (...) consists of three principal components that are interconnected by five sub-components. The introduced model makes a contribution to the creation of a conceptual framework for business ethics. A few tentative conclusions may be drawn from the introduced model of business ethics. The model aspires to be highly dynamic. The ultimate outcome is dependent upon the evolution of time and contexts. It is also dependent upon and provides reference to the behaviours and perceptions of people. The model proposes business ethics to be a continuous and an iterative process. There is no actual end of the process, but a constant reconnection to the initiation of successive process iterations of the business ethics model. The principals and sub-components of the model construct the dynamics of this continuous process. They provide guidance on what and how to explore our common efforts to understand the phenomenon known as business ethics. In this study, we explore the impact of Machiavellian rhetoric on fundraising within the increasingly important context of online crowdfunding. The “all-or-nothing” funding model used by the world’s largest crowdfunding platform, Kickstarter, may be an attractive context in which entrepreneurs can utilize Machiavellian rhetoric to reach their funding goal, lest they get no funding at all. This study uses data from 76,847 crowdfunding projects posted on kickstarter.com and develops a dictionary for computer-aided text analysis (CATA) of Machiavellian rhetoric to measure (...) the relationship between the frequency of Machiavellian rhetoric use and crowdfunding performance, operationalized as either reaching a funding goal or the number of backers who funded the project. Machiavellian rhetoric is segregated into eight facets, which are categorized into hard and soft influence tactics. Hard tactics include revenge, intimidation, betrayal, and manipulation. Soft tactics include ingratiation, supplication, self-disclosure, and persuasion. Results reveal that signals of revenge, self-disclosure, and intimidation have negative effects, whereas signals of ingratiation and persuasion have mixed positive effects on crowdfunding performance. Ingratiation is found to increase the number of backers, but not funding success. Conversely, persuasion is found to increase funding success, but not the number of backers. Surprisingly, betrayal rhetoric is positively related to both measures of crowdfunding performance. Thus, this article complements the literature on backer decision-making, entrepreneurial methods, reward-based crowdfunding, and ethics in entrepreneurship by demonstrating how the displays of potentially negative phenomena, such as Machiavellianism, have complex consequences for entrepreneurial outcomes. In 2020, the world faced a new pandemic. The corona infection hit an unprepared world, and there were no medicines and no vaccines against it. Research to develop vaccines started immediately and in a remarkably short time several vaccines became available. However, despite initiatives for global equitable access to COVID-19 vaccines, vaccines have so far become accessible only to a minor part of the world population. In this article, I discuss the global distribution of COVID-19 vaccines from an ethical point (...) of view. I reflect on what ethical principles should guide the global distribution of vaccines and what global justice and international solidarity imply for vaccine distribution and I analyse the reasons for states to prioritize their own citizens. My focus is on ethical reasons for and against ‘vaccine nationalism’ and ‘vaccine cosmopolitanism.’ My point of departure is the appeal for international solidarity from several world leaders, arguing that ‘Where you live should not determine whether you live’. I discuss the COVAX initiative to enable a global vaccination and the proposal from India and South Africa to the World Trade Organization to temporarily waive patent rights for vaccines. In the final section, I argue for global vaccine sufficientarianism, which is a modified version of vaccine cosmopolitanism. (shrink)

Semiotics is generally conceived as being opposed to phenomenology, but such an opposition can only result from taking too much for granted, about both phenomenology and semiotics. While recognising that semiotics and phenomenology are historically different traditions, the present essay suggests that these traditions have a lot in common and that their very differences may give rise to fruitful phenomenological explorations. In the first part, we look at the similarities between Husserlean and Peircean phenomenology, and then proceed to consider the (...) different approaches of these two scholars to the nature of propositions, where the discoveries of one can be used to rectify the neglect of the other. In the second part, we ponder Derrida’s critique of phenomenology, considered as an out-growth of structuralist semiotics, showing that, while Derrida’s remarks are pertinent, they miss the real issue. In so doing, we first scrutinize the Husserlean notion of sign, as understood by Derrida, as opposed to how it emerges from Husserl’s total work, and then we embark on the grander issue of presence, which, to Husserl, is never really divorced from absence. This paper reports the results of a study of the top 500 private sector organizations and the top 100 public sector organizations in Sweden. It is a replication of the study by Svensson et al. (2004). The aim of the study was to describe and compare the business ethics commitment of organizations across the two sectors. The empirical findings indicate that the processes involved in business ethics commitment have begun to be recognized and acted upon at an organizational level in (...) Sweden. Some support is provided to show that codes of ethics are developing in some of Sweden's largest private and public sector organizations – although this is happening to a lesser extent in the public sector. It is noted that an effect of a code of ethics on the bottom line of the business was acknowledged by respondents in both private and public sector organizations. We believe that the supporting measures of business ethics commitment appear to be underutilized in both private and public sector organizations in Sweden (among those that possess codes of ethics), thus indicating that the commitment to business ethics in Swedish organizations has potential for future development. Modernity is better defined as a time orientation, instead of as a set of institutions, which usually smuggles in some provincial or other aprioristic assumptions. A time conception of modernity also gives a precise meaning to postmodernity. Modernity in this non-Eurocentric sense, entails several different, competing master narratives, different social forces of, and conflicts between, modernity and anti-modernity, and different cultural contextualizations of the past-future contrast. But these different varieties do not simply coexist and challenge each other, they are entangled (...) with each other in various ways. Starting from observing how different time warps were interwoven in vanguard modernist art, an analytical framework for grasping, understanding, and explaining the entanglement of modernities is spelled out. The objective of this paper is to develop and describe a construct of the ethos of the corporate codes of ethics (i.e. an ECCE construct) across three countries, namely Australia, Canada and Sweden. The introduced construct is rather unique as it is based on a cross‐cultural sample seldom seen in the literature. While the outcome of statistical analyses indicated a satisfactory factor solution and acceptable estimates of reliability measures, some research limitations have been stressed. They provide a foundation for further (...) research in the field and testing of the ECCE construct in other cultural and corporate settings. We believe that the ECCE construct makes a contribution to theory and practice in the field as it outlines a theoretical construct for the benefit of other researchers. It is also of managerial interest as it provides a grounded framework of areas to be considered in the implementation in organizations of corporate codes of ethics. (shrink)

This article compares two science advisory organizations: the Intergovernmental Panel for Climate Change (IPCC) and the International Council for the Exploration of the Seas (ICES), with a special focus on how their respective policy systems absorb the knowledge delivered for use in decision processes. The science-policy processes of these two organizations differ in important respects; ICES delivers highly specified knowledge to a specified uptake mechanism, while the IPCC produces unspecified knowledge for an unspecified uptake mechanism. Since both environmental governance areas (...) are criticized for lack of needed action, a comparison is of interest asking how this might relate to the organization of science advice. As theoretical resources for this explorative comparison we utilize two approaches from the field of science and technology studies: the co-production approach, which focuses on the entanglements of scientific and political processes, and the systems-theory-oriented multiple-worlds model, which assumes a clear difference in institutional logics between the scientific and the political field. Since the IPCC has been critically analysed by several studies utilizing resources from the two approaches, we contribute with new insights by bringing in ICES, which is a much less studied organization exposing a different science-policy structure. One important finding is that the two theoretical approaches focus on different aspects, exposing ‘links’ and ‘integration’, both of which we argue are important for analysing and assessing science advisory organizations. Bolzano reduced inferential validity of the inference (from premise judgements to conclusion judgment) to the holding of logical consequence between the propositions (in themselves) that serve as contents of the respective judgements. This explicit reduction of inferential validity among judgements to logical consequence among propositions (or, alternatively, to logical truth of certain implicational propositions) has been largely taken over by current logical theory, say, by Wittgenstein’s Tractatus, by Hilbert and Ackermann, by Quine, and by Tarski also. Frege, though, stands out (...) among those who did not adopt such an account. Under the Bolzano reduction also some blind inferences, with no epistemic support, are deemed valid, which is unacceptable. The Completeness Theorem reduces inferential validity to the logical truth of a certain well-formed formula, whence the unacceptable blindness phenomena are retained. Accordingly, the interest of the Completeness Theorem for logic, construed as the theory of inference, is nugatory. (shrink)

This paper seeks to chart a concept of historical experience that French Romantic writers first developed to describe their own relationship to historical time: the notion of the “transitional period.” At first, the term related strictly to the evolving periodic conception of history, one that required breaks, spaces, or zones of indeterminacy to bracket off periods imagined as organic wholes. These transitions, necessary devices in the new grammar of history, also began to attract interest on their own, conceived either as (...) chaotic but creative times of transformation, or, more often, as slack periods of decadence that possessed no proper style but exhibited hybrid traits. Their real interest, however, lies in their reflexive application to the nineteenth century itself, by writers and historians such as Alfred de Musset, Chateaubriand, Michelet, and Renan, who in their effort to define their own period envisioned the “transitional period” as a passage between more coherent and stable historical formations. This prospective self-definition of the “age of history” from a future standpoint is very revealing; it shows not just the tension between its organic way of apprehending the past and its own self-perception, but it also opens a window on a new and paradoxical experience of time, one in which change is ceaseless and an end in itself. The paper also presents a critique of the way the term “modernity” has functioned, from Baudelaire’s initial use to the present, to occlude the experience of transition that the Romantics highlighted. By imposing on the nineteenth-century sense of the transitory a heroic period designation, the term “modernity” denies precisely the reality it describes, and sublimates a widespread temporal malaise into its contrary. The paper concludes that the peculiarly “modern” mania for naming one’s period is a function of transitional time, and that the concept coined by the Romantics still governs our contemporary experience.
