A significant historical role in the development of competence-based vocational qualifications in England and Wales is customarily ascribed to the 1985 to 1986 Review of Vocational Qualifications (RVQ), the body which invented the National Vocational Qualification (NVQ). This paper analyses the RVQ's internal debates. The paper demonstrates that the RVQ proposed only the general principles of a structure and an administration for a reformed vocational qualifications system. The RVQ did not address in detail either the definition of occupational competence or (...) the curriculum and assessment models to be embodied in the NVQ. In the light of this analysis, the paper re-evaluates the role of the RVQ in the development of competence-based vocational qualifications, and suggests some potentially fruitful areas for future research. This paper addresses the question of how Robertson's History of America depicts the transition of world history from pre-modern disorder to a recognisably modern commercial order. It argues that in his narrative of action he moves beyond the limitations imposed by stadial forms of history, with which America is usually associated, and displays the importance of disordered forms of activity as a creative force in shaping the modern world. It concludes by suggesting that a close reading of his history does (...) not support Robertson's assumptions concerning the formation of a stable, ordered and industrious ‘commercial character’ out of this process, but rather establishes a more complex and less teleological path to modernity. ☆ This paper was presented in abbreviated form at the conference on ‘Political Economy and 18th Century Scottish Culture’ at George Mason University, June 2001. George Molnar came to see that the solution to a number of the problems of contemporary philosophy lay in the development of an alternative to Hume's metaphysics. This alternative would have real causal powers at its centre. Molnar set about developing a thorough account of powers that might persuade those who remained, perhaps unknowingly, in the grip of Humean assumptions. He succeeded in producing something both highly focused and at the same time wide-ranging. He showed both that the notion (...) of a power was central and that it could serve to dispel a number of long-standing philosophical problems.Molnar's account of powers is as realist as any that has so far appeared. He shows that dispositions are as real as any other properties. Specifically, they do not depend for their existence on their manifestations. Nevertheless, they are directed towards such manifestations. Molnar thus appropriates the notion of intentionality, from Brentano, and argues that it is the essential characteristic of powers. He offers a persuasive case for there being some basic and ungrounded powers, thus ruling out the reducibility of the dispositional to the non-dispositional. However, he does allow that there are non-power properties as well as power properties. In this respect, his final position is dualistic.This is contemporary metaphysics of the highest quality. It is a work that was almost complete when its author died. It has been edited for publication by another specialist in the subject, Stephen Mumford, who has also provided an introduction that will allow non-specialists to become acquainted with the issues. A psychiatric diagnosis today is asked to serve many functions—clinical, research, medicolegal, delimiting insurance coverage, service planning, defining eligibility for state benefits , as well as providing rallying points for pressure groups and charities. These contexts require different notions of diagnosis to tackle the particular problem such a designation is meant to solve. In a number of instances, a ‘status’ definition is employed to tackle what is more appropriately seen as requiring a ‘functional’ approach . In these instances, a diagnosis (...) may play only a subsidiary role. Some examples are discussed: the criteria for involuntary treatment; the determination of criminal responsibility; and, assessing entitlements to state benefits. I suggest that the distinction between ‘status’ versus ‘function’ has not been given sufficient weight in discussions of diagnosis. It is in the functional domain that some of the problematic relationships between clinical psychiatry and the social institutions with which it rubs shoulders are played out. A status, signified by a diagnosis, has often been encumbered with demands for which it is poorly equipped. It is a reductive way of solving problems of management, allocation or disposal for which a functional approach should be given greater weight. (shrink)

George Herbert Mead (1863-1931) had a powerful influence on the development of American pragmatism in the twentieth century. He also had a strong impact on the social sciences. This classic book represents Mead's philosophy of experience, so central to his outlook. The present as unique experience is the focus of this deep analysis of the basic structure of temporality and consciousness. Mead emphasizes the novel character of both the present and the past. Though science is predicated on the assumption (...) that the present is predictable based on a thorough knowledge of the past, the experience of the present, says Mead, is an utterly unique moment comparable to no other, and when it is past the novel character of that unique experience is irrevocable. The emergence of novelty within the perceived rational order of reality is the crux of the problem that Mead explores. The present, in his words, is "the emergent event . . . something which is more than the processes that have led up to it and which by its change, continuance, or disappearance, adds to later passages a content they would not otherwise have possessed." The present as "the seat of reality" heavily conditions our retrospective view of the past as much as it helps to shape the future. The novelty of every present experience causes us to reconstruct our preceding experiences to make sense of the past, which is naturally assumed to be the main cause of what we presently experience. Our perspective on reality is thus relative to the conditioning of each new event and it changes continuously as the effects of the present shift our view of the past and future. This emphasis on the integrative, holistic nature of reality, in which everything past, present, and future is a condition of everything else, makes Mead's philosophy highly relevant to today's scientific picture of a quantum universe, where chance and probability play a role in the emergence of reality. Also of great interest is the way in which he extends his basic analysis of temporal-spatial reality to the emergence of mind and consciousness as a natural development of the evolutionary process. This stimulating and provocative work attests to John Dewey's praise of Mead as "the most original mind in philosophy in America" of his generation. (shrink)

In Oneself as Another, Ricœur famously writes of the ethical intention as “aiming at the ‘good life’ with and for others, in just institutions.” This article explores the potential meaning of “just institutions,” a theme underdeveloped in Ricœur’s work. While many have argued that institutions necessarily reify and so cannot aim toward just ends, the article draws on Ricœur’s differentiation between objectification and reification to show why this need not be the case. While reification destroys human value and meaning because (...) it reduces human activity to a thing, objectification characterizes the positive externalization of ourselves in objects—in words, deeds, structures, and institutions. Institutions such as the law are structures that can positively objectify our just aspirations, even if we must continually guard against these structures’ reified reduction. Ricœur shows us how objectification, including objectification of values in institutions, can be something not only positive but necessary in order for values to flourish. (shrink)

This essay analyzes Fred Moten’s “antipolitical” romance with the “fugitive black sociality” that he radically opposes to “politics,” defined as inescapably tied to antiblack modernity. By comparing Moten’s argument to other voices in the black radical tradition, and by triangulating Moten with Hannah Arendt and Sheldon Wolin, this essay opens inherited conceptions of the political to risk and reworking but also complicates figurations of fugitivity and resists the antagonism Moten posits between black fugitivity and democratic politics.

The discussion begins with a familiar and defensible characterization of the eureka moment, according to which it is the unexpected product of separate and often seemingly incompatible perspectives. The principal aim of the discussion is to explain how, so characterized, vision-related eureka moments can occur. To fulfill this aim, the discussion employs a notion of crosstalk, in which cognitive interference slightly increases as a result of the creative thinker's considerable, albeit only partly successful, pre-eureka cognitive effort. Such crosstalk, it is (...) suggested, is likely to occur when top-down visual imaging repeatedly stimulates pyramidal cells closely apposed to others that, although simultaneously active, are part of bottom-up visual perception that is initially cognitively unrelated to such imaging. It is further suggested that local circuitry, in the form of inhibitory interneurons, can synchronize cells associated with these initially separate processes, thus causing subsequent perceptual patterns to be subtly modified by pre-eureka problem-solving imagery. This modification, it is claimed, may help explain the unexpected shift in visual perception that accompanies the creative thinker's eureka moment, a shift that can improve the thinker's subsequent understanding of the relevance of information to a problem's solution. Fraudulent financial reporting, financial statements with errors so material as to require restatement, and biased reporting marred by defects such as managed earnings have plagued financial reporting in many countries in recent years. All of those failures are ethics failures that represent breaches of fiduciary duties by individuals who accepted responsibilities but did not fulfill them. The financial reporting system practiced in America is viewed by the parties involved in it as generally satisfactory. However, according to another view, the interests (...) of those primarily and secondarily responsible for those reports conflict with the interests of the intended beneficiaries, or users, of the corporate financial statements. A more realistic view of the actual operation of that reporting system shows that it is fundamentally flawed. Primary responsibility for failures rests with top management and financial management of the reporting corporation who are so strongly motivated to render favorable reports on their stewardship that they neglect their fiduciary responsibilities to investors. Secondary responsibility falls on independent auditors who are so heavily influenced by enterprise management that they, too, fail in carrying out their responsibilities to users of the audited financial statements. Ethics compromises are also found in the performances of academic accountants and members of accounting standards-setting bodies. The conflict between managements interest in reporting its performance in a favorable light and investors interest in decision-useful financial information will always exist and require regulation. However, changes in those regulations and in the basic governance arrangements involving shareholders, management, and auditors could reduce the opportunities and temptations for failures in carrying out fiduciary responsibilities. Most importantly, the close relationships between auditors and management must be loosened in favor of closer relationships between auditors and investors. (shrink)

It is thus necessary to 'temporalize' this concept of history: to situate it in relation to the active production of a dynamic difference between the past, the present, and the future. After revisiting the philosophical dimensions of Marx’s concepts of materialism, the human, and need, this article uncovers a temporality within the materialist concept (...) of history that is irreducible to a historicist framework of linear, progressive time. Best known for his influential History of Greece, the historian and politician George Grote wrote this account of Plato's dialogues as a philosophical supplement to the History. First published in 1865 and written in dialogic form, Grote's account of Plato's works includes substantial footnotes and marginalia. This first volume focuses on Plato's early and transitional dialogues, all of which feature Socrates. It also includes a preface to the whole project which discusses the meaning and importance of philosophy itself, and (...) extensive introductory material on pre-Socratic philosophy, the life of Plato and history of the Platonic canon. With three volumes each running to over six hundred pages, Grote's scholarship is formidably comprehensive. George Karamanolis breaks new ground in the study of later ancient philosophy by examining the interplay of the two main schools of thought, Platonism and Aristotelianism, from the first century BC to the third century AD. Arguing against prevailing scholarly assumption, he argues that the Platonists turned to Aristotle only in order to elucidate Plato's doctrines and to reconstruct Plato's philosophy, and that they did not hesitate to criticize Aristotle when judging him to be at odds with Plato. The Wiki represents a legitimate form of literature that requires a deep rethinking of how texts are produced and consumed. In order to understand and evaluate the Wiki, Barthes' distinction between Text and Work, and the critique of authorship found in the writings of both Barthes and Foucault are employed. The Wiki is a genre of literature, which like Barthes' concept of the Text, is without identifiable authorship, and its production is directly related to semantic conventions governing the text as (...) a system of signs. The authority of the Wiki is a function of its survival in an agonistic environment that extends from outright vandalism to reasoned discourse. Barthes concept of play, the pleasure of the text, the role of the reader, and Foucault's analysis of the hermeneutic function of authorship provide a theoretical basis for critiquing new forms of digital literature, which, like the Wiki, are disseminated across computer networks. The Absolute, philosophized most saliently about by Georg Hegel, encompasses the entirety of reality. The absolute is composed of five dimensions – height, length, width, time, and justice. The five dimensions operate dialectically, and the normative values of reality inhere within the fifth dimension – hard, soft, moral, ethical, yellow, etc. ad infinitum. The normative values from the fifth dimension, in combination with the brain, comprise the human mind. With the issues of climate change, world-wide biosphere destruction, nuclear weapons, international (...) trade regimes, humanity has created the phenomenon of global politics – thereby changing the fifth dimension. The argument in this volume is that the broadcast iterations of Star Trek allow us to comprehend significant aspects of justice and the politics of globalism – created through the advent of science, technology, engineering, etc. The creators of Star Trek hold that nationalism is a psychological pathology and internationalism is rationality. This article and its sequel illustrate the thesis that oblivion of the doctrine of justification and liturgical-eucharistic decadence went together in the middle ages. The ensuing contradictions led directly to the Reformation. Luther recovered the doctrine of justification as he tried to answer the question, how do sinners become just in God’s eyes? But his liturgical reforms were inspired by a medieval theology which made it impossible for him to restore the patristic insight into liturgy and the eucharistic mystery. The (...) council of Trent went a long way toward meeting Luther on justification, but did not attempt to do so in its liturgical reforms, which established the framework for the Counter-Reformation. Thus Catholic and Lutheran differences are based on misunderstandings no less than on different doctrinal stresses. (shrink)

Contemporary technology in the form of electronically managed interactive telecommunications is compatible with the goals and values of the humanities. Computerized communication (especially that of bulletin board technology) inverts the relationship between the degree of communicative interaction and the number of communicants. It is both mass communication and individualized participation. From the point of view of a theory of discourse, the bulletin board system is unique in that the ratio between the number of participants and the individualized nature of the (...) interaction is directly proportional. One person’s voice does not inhibit or repress the voice of another. It is the technological embodiment of the ideal speech situation of Habermas that allows for the maximum of democratic participation and which, by allowing everyone to have a voice, allows for the greatest amount of dissensus and dialectic. This paper discusses international terrorism and the diagnosis of terrorism that is found in Baudrillard, Habermas, and Derrida. The paper suggests a way of responding to terrorism based upon Gadanler’s understanding of Bildung. Terrorism is analyzed as arising out of an encounter between singularities that are experienced as otherness and alterity. Gadamer’s distinction between the humanities and the natural and social sciences reveals two fundamentally different epistemological orientations.
