In his article 'Specifying, balancing and interpreting bioethical principles' (Richardson, 2000), Henry Richardson claims that the two dominant theories in bioethics - principlism, put forward by Beauchamp and Childress in Principles of Bioethics , and common morality, put forward by Gert, Culver and Clouser in Bioethics: A Return to Fundamentals - are deficient because they employ balancing rather than specification to resolve disputes between principles or rules. We show that, contrary to Richardson's claim, the major problem with principlism, either the (...) original version, or the specified principlism of Richardson, is that it conceives of morality as being composed of free-standing principles, rather than as common morality conceives it, as being a complete public system, composed of rules, ideals, morally relevant features, and a procedure for determining when a rule can be justifiably violated. En revanche, des acteurs privés, souvent criminels, exploitent les failles sécuritaires notamment des téléphones mobiles des nouvelles générations; truands ou officines peuvent souvent savoir ce que le juge d'instruction ne pourra découvrir, tandis que le matériel d'espionnage privé se banalise. Ce phénomène pose des questions politiques concernant la souveraineté et le contrôle des moyens de violer les secrets.In a context where digital technologies are making it easier to keep track of various types of communication, with attendant fears of globally expanding surveillance, citizens may well suspect that their telecommunications are, or are capable of, being monitored to a much greater extent by the Big Brother State than in the days when surveillance was limited to wiretaps on landlines. However, this nightmare "globalphone-tapping" scenario has to contend not only with advances in legal protection but also with the complexities of communication protocols and vectors and with the various counter-measures that have developed to secure anonymity against legal eavesdropping. However, private groups, often with criminal intent, are becoming adept at exploiting security loopholes, especially in late-generation mobile phone systems. Criminals and shady commercial establishments can often find information that no magistrate would have access to, while private surveillance equipment is becoming available practically over-the-counter. The aim of the paper is to develop the notion of partial probability distributions as being more realistic models of belief systems than the standard accounts. We formulate the theory of partial probability functions independently of any classical semantic notions. We use the partial probability distributions to develop a formal semantics for partial propositional calculi, with extensions to predicate logic and higher order languages. We give a proof theory for the partial logics and obtain soundness and completeness results.

This paper analyzes the reasons behind what it calls the erosion of democracy under George W. Bush's presidency since September 11, 2001, and claims that they are twofold: first, the erosion in question can be attributed to a crisis of the state and the belief that security is its only genuine function. In other words, the erosion of democracy is an erosion of the very idea of the public sphere beyond security and war. Secondly, the erosion of the ethical sphere (...) goes hand in hand with an extraordinary resurgence of what, still following Hegel, I call "morality," and which privileges the subjective over the objective, or moral feeling over institutions and the law. Although the definition of a mental disorder has remained essentially the same from Diagnostic and Statistical Manual of Mental Disorder, Third Edition, Revised (DSM-III-R) through DSM-IV to DSM-IV-TR, the account of the paraphilias has changed continually. Although the definition in all the DSMs explicitly rules out deviant sexual behavior as sufficient for labeling someone as having a mental disorder, deviant sexual behavior counts as sufficient for all the paraphilias in DSM-III-R. In DSM-IV, the account of all the paraphilias is made (...) consistent with the definition. In DSM-IV-TR, mere deviant sexual behavior is not sufficient for being classified as having a paraphilia, but immoral deviant sexual behavior is. Thus, in DSM-IV-TR, only those paraphilias that involve immoral deviant sexual behavior are inconsistent with the definition, but deviant sexual behavior by itself does not count as a mental disorder.
