Western European liberal democracies have recently enacted laws that prohibit the diffusion of fake news on social media. Yet, many consider that such laws are incompatible with freedom of expression. In this paper, I argue that democratic governments have strong pro tanto reasons to prohibit fake news, and that doing so is compatible with free speech. First, I show that fake news disrupts a mutually beneficial form of epistemic dependence in which members of the public are engaged with journalists. Second, (...) I contend that laws against fake news enhance rather than thwart personal autonomy. If these suggestions are plausible, then the same considerations about truth and autonomy that underpin the value of free speech give us reasons to prohibit fake news. (shrink)

If citizens are to make enlightened collective decisions, they need to rely on true factual beliefs, but misinformation impairs their ability to do so. Although some cases of misinformation are deliberate and amount to propaganda, cases of inadvertent misinformation are just as problematic in affecting the beliefs and behavior of democratic citizens. A review of empirical evidence suggests that this is a serious problem that cannot entirely be corrected by means of deliberation.

Vous menez depuis plusieurs années des enquêtes sur le personnel politique en France, avec l’ambition de reconsidérer la notion de « professionnel » de la politique et par extension les ressorts d’une « professionnalisation » de la vie politique en France. Un point de départ, semble-t-il, de votre réflexion porte sur le fait que ces termes servent souvent (à l’instar du vocable péjoratif de « politicien » auquel ils se substituent souvent) à dévaloriser le personnel politique. A biological function is supposed to be performed adequately, and hence may fail to do so: this is dysfunction. This raises two questions. One is how to make explicit the way in which function can be discriminated from dysfunction without confusing dysfunction with non-function. The second question is how what is “right” and “wrong” can be legitimated by natural regulatory norms. A function can be viewed as a quality to which at least one variable with a definite set of values (...) is associated. Accordingly, function and dysfunction are the same quality of the same trait, but differ in the values associated to this variable. Dysfunction occurs when the associated set of values does not match this normal state. Biological systems have the epistemic singularity that their existence is the consequence of two distinct causal regimes, the so-called “proximate” and “ultimate” causes, whose convergence defines a system’s prescriptive normality. Each cause imposes restrictive rules that limit the possible ways these systems can putatively exist. When a system is insensitive to ultimate cause, it is determined by proximate causation alone, and hence escapes its own prescriptive norms. In conclusion: The normality of a biological system is defined by the convergence of proximate and ultimate causes. A function is a variable-associated quality whose values are defined relative to the norms of the system. Dysfunction occurs when the set of values of the same variable does not match the normality of the system, which can occur when the system is insensitive to ultimate causation. (shrink)

Anne Pasquier | : Le sermon Dolbeau 26 provient d’un manuscrit datant de la deuxième moitié du xve siècle qui sortit de l’oubli grâce à la publication, en 1990, d’un catalogue de manuscrits de la Stadtbibliothek de Mayence. Découvert par François Dolbeau, ce sermonnaire contient 63 sermons d’Augustin et un de Césaire d’Arles. L’intérêt pour ces oeuvres est d’autant plus grand que plusieurs des sermons sont partiellement ou complètement inédits. C’est le cas du sermon D. 26 en lequel s’élaborent (...) plusieurs réflexions qu’Augustin exprimera par la suite dans la Cité de Dieu. Dans le cadre de cet article, seront examinés les thèmes et les enjeux identitaires que l’on peut déceler en particulier dans les chapitres 1 à 9 de ce sermon. | : The sermon called Dolbeau 26 is part of a manuscript dating from the second half of the 15th century which came out of oblivion thanks to the publication, in 1990, of a catalogue of manuscripts in the Stadtbibliothek Mainz. Discovered by François Dolbeau, this manuscript contains 62 different sermons from Augustine, and one from Caesarius of Arles. The fact that 26 of those sermons from Augustine are partially or completely unknown explains their great interest. This is the case of the sermon D. 26 in which Augustine develops many reflections that will be later expressed in the City of God. Kant’s discussion of the highest good is subject to continuous disagreement between the proponents of two interpretations of this concept. According to the secular interpretation, Kant conceived of the highest good as a political ideal which can be realized through human agency alone, albeit only from the Critique of the Power of Judgement onwards. By way of contrast, proponents of the theological interpretation find Kant’s treatment of the highest good in his later works to be wholly coherent with the discussions (...) of this concept found in the second Critique. In their view, however, Kant never conceived of the highest good as a political ideal, and some go as far as to argue that it is the work of God alone. In this article, I defend a theologico-political account of the highest good that avoids the pitfalls of both readings. (shrink)

Comme l'a écrit Jean Claude Passeron, quand la sociologie française s'attaque à la notion de populaire, «la morale s'en mêle»: le populaire conduit aux deux dérives symétriques et opposées du populisme et du légitimisme. Cette formulation du débat sur le populaire apparaît être spécifique à la France, et en partie due au fait que les échanges avec les sociologies de la culture anglo-saxonne sont restés faibles. À partir de quelques publications-clés dans chacune des traditions, cet article examine les divergences entre (...) les travaux en sociologie de la culture française, l'école anglaise des Cultural Studies, et les recherches américaines inspirées par l'interactionnisme. Il propose aussi de relier le parcours des recherches en sociologie des médias en France à travers cette histoire plus générale du sous-traitement de la catégorie du populaire dans la sociologie de la culture hexagonale.As Jean Claude Fasseron wrote, when French sociology tackles the concept of popular, "morals interferes himself: the popular one led to the two symmetrical and opposed drifts populism and legitimism. This formulation of the debate on the popular one appears being specific to France, and partly due to the fact that the exchanges with sociologies of the Anglo-Saxon culture remained weak. From some key publications in each tradition, this article examines the divergences between work in sociology of the French culture, the English school of Cultural Studies, and the American researches inspired by interactionnism. It also proposes to connect the map of research in sociology of media in France through this more general history of the under-processing of the category of popular in sociology of the hexagonal culture. From the observation that global education systems are failing to produce beaming adults, this article questions the meaning of the words generally used to discuss education and new teaching methods. Sidestepping the panacea of technology as the holy grail, it suggests ideas for exploring other possible educational forms, such as those guided by the renewal of humanism or neurosciences. Then, this article presents a model of understanding of man and his activities, leading to the conception of a work system that (...) makes the most of the evolution of contemporary sciences, such as transdisciplinary thinking and transpersonal psychology. It gives an example of a concrete organization in vocational training for future teachers and proposes an evaluation of five years of practices that have encouraged transformations towards individual and collective achievement. This paper takes the recent French elections as an opportunity to reflect on the nature of the presidential function in parliamentary democracies. The discrepancy between the winning candidate's pre-election declarations and his actual approach to his new function reflects a fundamental divergence in the possible interpretations of political representation. This divergence was made fully explicit and came to a head in the debate that opposed the two great jurists of the Weimar Republic, Hans Kelsen and Carl Schmitt. The theoretical literature on vertical relationships usually assumes that beliefs about secret contracts take specific forms. In a recent paper, Eguia et al. (Games Econ Behav 109:465–483,2018) propose a new selection criterion that does not impose any restriction on beliefs. In this article, we extend their criterion by generalizing it to risk-averse retailers, and we show that risk aversion modifies the size of the belief subsets that support each equilibrium. We conduct an experiment which revisits that of Eguia et al. (...) (Games Econ Behav 109:465–483,2018). We design a new treatment effect on equilibrium selection depending on the retailers’ risk sensitivity. Experimental results confirm the treatment effect: the more sensitivity there is towards risk, the more the equilibrium played is consistent with passive beliefs. In addition, extending Eguia et al.’s (Games Econ Behav 109:465–483,2018) criterion to risk-averse retailers improves its predictive power on the equilibria played, especially for a population of retailers with moderate to extreme risk aversion. In a recent contribution to conceptual ethics, Joshua Habgood-Coote argues that philosophers should refrain from using the term “fake news,” which is commonly employed in public discussions focusing on the epistemic health of democracies. In this short discussion note, I take issue with this claim, discussing each of the three arguments advanced by Coote to support the conclusion that we should abandon this concept. First, I contend that although “fake news” is a contested concept, there is significant agreement among contemporary (...) philosophers about its key feature. Second, I argue against the claim that “fake news” is an unnecessary concept by underlying that it is not reducible to other terms we customarily use to describe the epistemic dysfunctions of democracies. Lastly, I suggest that using the term “fake news” need not serve propagandistic aims, and that philosophers can use this concept without engaging in epistemic policing, that is, commanding their interlocutors not to believe specific news stories or sources. El autor sugiere que la laicidad es la política de la tolerancia cuando la tolerancia es la ética de la política, y que la forma republicana del poder político es la condición (...) de posibilidad de una sociedad democrática. Se puede, entonces, entender que la intransigencia política de la laicidad es como la condición trascendental de la tolerancia civil en el seno de las sociedades democráticas, o incluso que la intransigencia cívica es la única manera de garantizar la tolerancia civil. Summary This paper examines the entomological investigations carried out by the French naturalist Henri-Louis Duhamel du Monceau during a series of insect epidemics that ravaged France in the second half of the eighteenth century.1 This article began as a paper for Pamela H. It shows how a particularly fierce invasion of caterpillars in the Angoumois region in the 1760s sparked theoretical debates about the nature of animal generation between academic naturalists, farmers, provincial officials and amateur naturalists. As part of a wider effort to reform agricultural production in France, Duhamel du Monceau sought to eliminate vernacular understandings of insect generation and to reform local pest control techniques. In his attempt to develop a body of pest-control knowledge grounded in the systematic observation of insect generation, however, Duhamel du Monceau relied heavily on the efforts of amateur naturalists. The paper shows how he mobilized a nation-wide network of entomological observers, and collected specimens and observational reports from farmers, improving landlords and local officials throughout France. Some informants did not only act as ?mere? observers, but formulated their own causal claims about insect generation that sometimes contradicted those of their metropolitan counterpart. Finally, it demonstrates that a ?patriotic? discourse that joined agricultural improvement and civic virtue provided a powerful impetus for the formation of collaborative relationships between academic naturalists, state officials and enlightened agricultural improvers. We consider a two-patch epidemiological system where individuals can move from one patch to another, and local interactions between the individuals within a patch are governed by the classical SIRS model. When the time-scale associated with migration is much smaller than the time-scale associated with infection, aggregation methods can be used to simplify the initial complete model formulated as a system of ordinary differential equations. Analysis of the aggregated model then shows that the two-patch basic reproduction rate is smaller than (...) the 1 patch one. We extend this result to a linear chain of P patches . These results are illustrated by some examples for which numerical integration of the system of ordinary differential equations is performed. Simulations of an individual based model implemented with a multi-agent system are also carried out. (shrink)

AU cœur de la vie politique des hommes gît un trésor, aujourd'hui perdu. Les révolutionnaires du XVIIIe siècle pouvaient encore le nommer. En Amérique on l'appelait " bonheur public ", dans la France des Lumières son nom était " liberté publique ". EN certaines circonstances, rares et précaires, ce trésor sans âge ressurgit dans l'action politique conduite à plusieurs, lorsqu'elle se crée un espace public où la liberté peut paraître. Alors un lien se noue, qui déploie entre les hommes un (...) monde commun. Tel est le bien public. En évoquant ce trésor perdu, la philosophie d'Hannah Arendt nous invite à retrouver, à l'écart de tout pragmatisme comme de tout moralisme, le sens instituant de l'action politique qui a le monde comme condition et comme fin. C'est dans la mesure où les actions sont politiques que le monde peut être partagé ; et dans la mesure où elles visent un monde commun que ces actions sont proprement politiques. Toute politique s'apprécie au regard du monde qu'elle est susceptible d'instaurer. N'est-ce pas pourtant à l'aliénation du monde que la politique moderne nous condamne au contraire? Le trésor serait-il pour nous définitivement perdu? Ce livre suggère que, loin de proposer une philosophie politique parmi d'autres, la réflexion arendtienne inaugure une intelligence de l'action politique qui redonne sens au " vivre-ensemble ". En son cœur se tient l'analyse originale et décisive de ce qu'on peut nommer l'acosmisme du monde moderne, cette perte du monde éprouvée aussi bien dans le système totalitaire que dans la prétention technoscientifique de nos sociétés à maîtriser les conditions de l'existence. These theses that oppose man and citizen ignore another paradox that Hanna Arendt made evident when she underlined that human and citizenship rights only have any consistency because of a more fundamental right to have rights which surpasses the antinomy that grounds most criticisms against human rights and that allows for the actually political dimension of the humanity of beings to appear. First published in French in 2010, _Equaliberty_ brings together essays by Étienne Balibar, one of the preeminent political theorists of our time. The book is organized around _equaliberty_, a term coined by Balibar to connote the tension between the two ideals of modern democracy: equality and liberty. He finds the tension between these different kinds of rights to be ingrained in the constitution of the modern nation-state and the contemporary welfare state. At the same time, he seeks to keep rights (...) discourse open, eschewing natural entitlements in favor of a deterritorialized citizenship that could be expanded and invented anew in the age of globalization. Deeply engaged with other thinkers, including Arendt, Rancière, and Laclau, he posits a theory of the polity based on social relations. In _Equaliberty_ Balibar brings both the continental and analytic philosophical traditions to bear on the conflicted relations between humanity and citizenship. (shrink)
