In this article I attempt a normative analysis of the relations between the ideal of democracy and the distribution of power. In particular, I suggest that democratic institutions and procedures, as they are generally understood, are not able per se to avoid domination. In line with the interpretation of domination that I propose, I claim that in order to promote an ideal of democracy as non-domination we need to take into account power inequalities present outside the political (...) sphere. More specifically, I suggest that the obtainment of a certain degree of equality in the distribution of social power should be understood as a procedural requirement for the realization of the democratic ideal. The commonly occurring metaphors and models of the doctor–patient relationship can be divided into three clusters, depending on what distribution of power they represent: in the paternalist cluster, power resides with the physician; in the consumer model, power resides with the patient; in the partnership model, power is distributed equally between doctor and patient. Often, this tripartite division is accepted as an exhaustive typology of doctor–patient relationships. The main objective of this paper is to challenge (...) this idea by introducing a fourth possibility and distribution of power, namely, the distribution in which power resides with neither doctor nor patient. This equality in powerlessness—the hallmark of “the age of bureaucratic parsimony”—is the point of departure for a qualitatively new doctor–patient relationship, which is best described in terms ofsolidaritybetweencomrades. This paper specifies the characteristics of this specific type of solidarity and illustrates it with a case study of how Swedish doctors and patients interrelate in the sickness certification practice. This work aims to present the meaning of the distributions of the sensible in Jacques Rancière's theory. In order to understand the genesis of the distributions of the sensible – especially at this particular moment –, we will start from Rancier's definition of political subjectivization, which is inherent to the contribution of the distribution of places promoted by instances of domination. After all, for the author, politics is not the distribution of power. The distribution of the (...) sensible would be a political and policy process that is sometimes mediated by instances of conflict, and sometimes interceded by instances of power, and this tends to affect the way in which subjects occupy the sensible community by verifying the ways in which reality is taken and ordered following the order of domination. The article examines the role of ethnic favoritism in maldistribution of national resources in Kenya and discusses two broad proposals for attacking such corruption. Evidence drawn from research in Kenya disproves the view of Chabal and Daloz, who argue that Africans prefer to distribute goods according to ethnic ties, and shows that frustration with the lack of alternatives to such a system, rather than enthusiasm for it, drives cooperation with corrupt maldistribution. One solution to the problem is to decentralize government (...) so that resources are retained locally. A second solution is to attack the culture of appropriation and push for a fair evaluation of needs and the equitable distribution of national resources to where they are needed most. Drawing on the ideas of Hannah Arendt, the article proposes a modified federalism where government is small enough to enlist the help and support of locals but powerful enough to provide funds to impoverished sectors of the country. Neuronal activities have recently been reported to exhibit power-law scaling behavior. However, it has not been demonstrated that the power-law component can play an important role in human perceptual functions. Here, we demonstrate that the power spectrum of magnetoencephalograph recordings of brain activity varies in coordination with perception of subthreshold visual stimuli. We observed that perceptual performance could be better explained by modulation of the power-law component than by modulation of the peak power in particular (...) narrow frequency ranges. The results suggest that the brain operates in a state of self-organized criticality, modulating the power spectral exponent of its activity to optimize its internal state for response to external stimuli. A new Evidence Test is applied to the problem of testing whether two Poisson random variables are dependent. The dependence structure is that of Holgate’s bivariate distribution. These bivariate distribution depends on three parameters, 0 < theta_1, theta_2 < infty, and 0 < theta_3 < min(theta_1, theta_2). The Evidence Test was originally developed as a Bayesian test, but in the present paper it is compared to the best known test of the hypothesis of independence in a frequentist framework. (...) The efficiency of distribution networks is hugely affected by active and reactive power flows in distribution electric power systems. Currently, distributed generators (DGs) of energy are extensively applied to minimize power loss and improve voltage deviancies on power distribution systems. The best position and volume of DGs produce better power outcomes. This work prepares a new hybrid SSA–GWO metaheuristic optimization algorithm that combines the salp swarm algorithm (SSA) and the gray wolf optimizer (...) (GWO) algorithm. The SSA–GWO algorithm ensures generating the best size and site of one and multi-DGs on the radial distribution network to decrease real power losses (RPL) (kW) on lines and resolve voltage deviancies. Our novel algorithm is executed on IEEE 123-bus radial distribution test systems. The results confirm the success of the suggested hybrid SSA–GWO algorithm compared with implementing the SSA and GWO individually. Through the proposed SSA–GWO algorithm, the study decreases the RPL and improves the voltage profile on distribution networks with multiple DGs units. (shrink)

In the context of the global COVID-19 pandemic, the fast and equitable distribution of effective vaccines worldwide is one of the challenges faced by international institutions in charge, as global equity in vaccine supply has not yet been achieved. Our paper explains the current state of ethical research on equity in global COVID-19 vaccine allocation, focusing on the COVAX Facility established by the WHO, acting as the global vaccine distributor. The article presents a detailed analysis of the first year (...) of COVAX allocation in 2021 identifying problematic aspects of its allocation framework regarding the implementation of COVAX’s fundamental allocation principles. We argue that the COVAX Facility has developed a proper concept to deal with global vaccine allocation—but to address uncovered defaults, we introduce the ‘Prioritized Distribution of Equal Shares’ model—a both ethical and practically feasible alternative allocation framework to protect the value of human lives in both high- and low-income countries through fair and fast global vaccine distribution in health emergencies. Nonetheless, we argue that the COVAX Facility remains the main organization to provide equitable access to vaccines. Yet, the global community has to consider further aspects such as patent protection, vaccine production and the lack of power of global structures to address the inequities that have arisen. Since new wars and further crises have arisen, a shift in public global attention endangers the processing of COVID-19-related issues. That is why now more than ever extensive efforts to achieve vaccine equity are needed. (shrink)

This article approaches the challenges of the distribution of responsibility for climate change on a local level using the framework of the milieu. It suggests that the framework of the milieu, inspired by Japanese and cross-cultural environmental philosophy, provides pathways to address the four challenges of climate change (global dispersion, fragmentation of agency, institutional inadequacy, temporal delay). The framework of the milieu clarifies the interrelations between the individual, the community, and the local milieu and is open to a conservative (...) view of human communities and an inclusive view of multispecies communities. On this basis, an account of individual responsibility that is anchored in the local milieu and includes a responsibility to collaborate across milieus is developed. It consists of a forward-looking responsibility that balances a degree of contributory responsibility for one’s imprints on the milieu with a degree of capacity-responsibility that varies regarding the individual’s knowledge and powers, and the acceptability of practices within the local milieu. Power-law city-size distributions are a statistical regularity researched in many countries and urban systems. In this history of science treatise we reconsider Felix Auerbach’s paper published in 1913. We reviewed his analysis and found (i) that a constant absolute concentration, as introduced by him, is equivalent to a power-law distribution with exponent $$\approx 1$$ ≈ 1, (ii) that Auerbach describes this equivalence, and (iii) that Auerbach also pioneered the empirical analysis of city-size distributions across countries, regions, and (...) time periods. We further investigate his legacy as reflected in citations and find that important follow-up work, e.g. by Lotka (Elements of physical biology. Williams & Wilkins Company, Baltimore, 1925) and Zipf (Human behavior and the principle of least effort: an introduction to human ecology, Martino Publishing, Manfield Centre, CT (2012), 1949), does give proper reference to his discovery—but others do not. For example, only approximately 20% of city-related works citing Zipf (1949) also cite Auerbach (Petermanns Geogr Mitteilungen 59(74):74–76, 1913). To our best knowledge, Lotka (1925) was the first to describe the power-law rank-size rule as it is analyzed today. Saibante (Metron Rivista Internazionale di Statistica 7(2):53–99, 1928), building on Auerbach and Lotka, investigated the power-law rank-size rule across countries, regions, and time periods. Zipf’s achievement was to embed these findings in his monumental 1949 book. We suggest that the use of “Auerbach–Lotka–Zipf law” (or “ALZ-law”) is more appropriate than “Zipf’s law for cities”, which also avoids confusion with Zipf’s law for word frequency. If freedom’s non-specific value is sufficiently strong, then freedom should be considered one of the currencies of distributive justice. A theorist who affirms that freedom is one of the currencies of distributive justice can be said to affirm a freedom-based theory of justice. Given such a theory, the definition of freedom should itself be independent of that of justice, and thus a non-moralized definition. A freedom-based theory of justice can contain various alternative principles for the distribution of freedom, such (...) as maximal freedom, equal freedom, maximal equal freedom and maximin freedom. Despite the variety of competing interpretations of domination, a common feature of the most influential analyses of the concept is their reliance on a normative criterion: the detrimental effect of domination on those subject to it. This article offers a non-evaluative, non-consequence-based definition of domination, in line with the perspective on power developed by the theory of the social exchange. Domination, it is argued, should be seen as a structural property of a power relation, and consists in an (...) extreme inequality in the social distribution of power. It is contended, accordingly, that the postulation of a society in which domination is avoided (or minimized) should rely on the ideal of the minimization of inequality, and, more specifically, that it should be based on a distributional pattern of maximally equal social resources. : In its response to pressures to rationalize health care resource allocation, the American health care system has embraced managed care without concurrent comprehensive health care reform, either in the form of the centralized tax-based systems found in Europe and Canada or that of the Clinton reform plan. What survives is managed care without managed competition, employer mandates, or universal access. Two problems inherent in the incentive structure of managed care plans developed in the absence of comprehensive health care reform (...) work against the public interest. First, sacrifices in terms of medical innovation and quality of care may not be offset by greater equity in the distribution of health care. In this paper I argue that Nietzsche’s rejection of egalitarianism depends on equivocation between distinct conceptions of power and equality. When these distinct views are disentangled, Nietzsche’s arguments succeed only against a narrow sense of equality as qualitative similarity (die Gleichheit as die Ähnlichkeit), and not against quantitative forms that promote equality not as similarity but as multiple, proportional resistances (die Gleichheit as die Veilheit and der Widerstand). I begin by distinguishing the two conceptions of power at play (...) in Nietzsche’s arguments, power as quantitative superiority of ability and as qualitative feeling of power (das Gefühl der Macht), an affective state that does not directly correlate with quantitative ability and, because based in resistance (der Widerstand), requires relative equality as its condition. Nietzsche presents four principal arguments against egalitarianism, each concluding that equality harms the flourishing of humanity’s highest individuals. First, equality directly promotes qualitative similarity (die Ähnlichkeit) at the expense of multiplicity (die Vielheit). Second, because material inequalities ground the ‘pathos of distance’ (the recognition of spiritual inequality), equality indirectly undermines the desire for self-development. Third, because it opposes aristocratic conditions, egalitarianism promotes a form of liberalism that removes conditions of constraint necessary to human development. Finally, equality is a less efficient means to human enhancement, which is best promoted through unequal distribution of resources to the most able individuals. I argue that in each case Nietzsche’s argument succeeds only if interpreted according to the quantitative conception of power as superiority, but fails when we also consider the qualitative conception of power as feeling. For the promotion of an individual’s qualitative power is compatible with quantitative power equality. Moreover, because power is felt only in resistance, the feeling of power requires relative equality as its precondition—an alternate sense of equality construed, not as qualitative similarity, but as quantitative resistance from proportional counter-powers. I conclude that Nietzsche’s commitment to the promotion of humanity’s highest individuals does not entail the rejection of moral egalitarianism in every form and even supports certain forms. A republican theory of social justice specifies how republican freedom should be distributed. The goal of this paper is to assess the plausibility of two recently proposed principles of republican social justice: an aggregative maximizing principle defended by Philip Pettit in Republicanism and a sufficiency principle of republican social justice offered by Pettit in On the People’s Terms. The maximizing principle must be rejected because it permits under-protecting vulnerable members of society in favor of increasing the freedom of the powerful. (...) The sufficiency principle avoids the most basic objection to the maximizing principle, but it is at best an incomplete theory of social justice. Social justice requires principle(s) for determining the justice of distributions above the sufficiency threshold and republican theory does not determine which principle(s) should govern distributions above the threshold. In this paper we study the distribution of power in the Basque Parliament since the restoration of the Spanish democracy. The classic simple games do not fit with the particular voting rule that it is used to invest the president of the regional government. In order to model this voting mechanism we incorporate coalitional externalities to the game. We use the extensions of the most popular power indices to games with externalities that have been proposed in the (...) most recent literature. Purpose Online violence has been rampant in the past decade, intensifying the victims’ suffering owing to its rapid dissemination to vast audiences. This study aims to focus on online gender-based violence directed against young Bedouin women who have left their male-dominated home territory for academic studies. This study examined how the backlash against these students, intended to stop changes in traditional gender roles, is reflected in offensive TikTok videos. Design/methodology/approach This research is based on a qualitative-thematic analysis of 77 questionnaires (...) and 30 semistructured in-depth interviews with first-year female Bedouin students aged 18–21 years. Findings The backlash was widespread, with young Bedouin men using offensive videos as “proof” that women have violated codes of honor and morality. The videos exhibited four types of gender-based violence: claims of immoral behavior, aggressive captions that take the footage out of context, allegations of immodest clothing and digital photo editing that produced fabricated results. Examining participants' reactions to the videos, this study revealed two patterns of response: passive acceptance of the situation and an active approach that included reaching out to powerful Bedouin men for solutions. Originality/value This research enriches the literature on online gender-based violence, particularly against women in traditional societies, and suggests practical steps: developing online media literacy in traditional societies, adopting a proactive approach and nurturing social self-competence in women who have been victims of online gender-based violence. ABSTRACT The just distribution of benefits and burdens of healthcare, at least in the contemporary Philippine context, is an issue that gravitates towards two opposing doctrines of welfarism and ‘free enterprise.’ Supported largely by popular opinion, welfarism maintains that social welfare and healthcare are primarily the responsibility of the government. Free enterprise (FE) doctrine, on the other hand, maintains that social welfare is basically a market function and that healthcare should be a private industry that operates under competitive conditions (...) with minimal government control. I will examine the ethical implications of these two doctrines as they inform healthcare programmes by business and government, namely: (a) the Devolution of Health Services and (b) the Philippine Health Maintenance Organization (HMO). I will argue that these doctrines and the health programmes they inform are deficient in following respects: (1) equitable access to healthcare, (2) individual needs for premium healthcare, (3) optimal utilisation of health resources, and (4) the equitable assignment of burdens that healthcare entails. These respects, as considerations of justice, are consistent with an operational definition of ‘power’ proposed here as ‘access to and control of resources.’. (shrink)

Although the proportion of women in leadership positions has grown over the past decades, women are still underrepresented in leadership roles, which poses an ethical challenge to society at large but business in particular. Accordingly, a growing body of research has attempted to unravel the reasons for this inequality. Besides theoretical progress, a central goal of these studies is to inform measures targeted at increasing the share of women in leadership positions. Striving to contribute to these efforts and drawing on (...) several theoretical approaches, the present study provides a contemporary examination of whether women and men differ in their levels of power motivation and whether potential gender differences in this motivation contribute to the unequal distribution of women and men in leadership positions. Results from four studies provide converging support for these assumptions. Specifically, we found that women consistently reported lower power motivation than men. This in turn mediated the link between gender and leadership role occupancy. These results were robust to several methodological variations including samples from different populations, diverse operationalizations of power motivation and leadership role occupancy, and study design. Implications for theory and practice, including ways to contribute to a more equal gender distribution in leadership positions, are discussed. (shrink)

The power grid is an important connection between power sources and users, responsible for supplying and distributing electric energy to users. Modern power grids are widely distributed and large in scale, and their security faces new problems and challenges. Information entropy theory is an objective weighting method that compares the information order of each evaluation index to judge the weight value. With the wide application of entropy theory in various disciplines, the subject of introducing entropy into the (...) power system has been gradually concerned. This article aims to study the smart terminal security technology of the power grid perception layer based on information entropy data mining. This article analyzes its related methods and designs a smart terminal for the power grid. On this basis, a data analysis platform is built and a safety plan is designed. The result is that the average absolute error, root mean square error, average absolute percentage error, and mean square error of the platform's power load forecast are 1.58, 1.96, 8.2%, and 3.93, respectively. These error values are within the ideal range, and the data processing ability is strong. The packet loss rate of the adversary's eavesdropping was tested, and the average packet loss rates at locations a, b, c, and d were 1.05, 1.2, 1.81, and 2.2%, respectively. Data packets will be definitely lost, so the platform is highly secure. (shrink)

In discussions of the composition of wealth, a common distinction is made between non-financial assets and financial assets. Within the latter category the uncommon distinction is drawn between ‘capital ownership assets’ (referring to ownership in enterprises) and other financial assets. The reason is that capital ownership assets come with a degree of actual or potential economic power – in the sense of having the capacity to significantly influence enterprises’ policies. The article empirically applies this distinction to 24 OECD countries (...) that report uniform data on this (in line with the OECD guidelines). For the OECD average of these countries around 2019, it is shown that whereas the top 10% of households owns 51% of the total net wealth and 68% of the total financial assets, the top 10% owns 85% of the total capital-ownership assets. For individual OECD countries, the last figure ranges from 63% (Greece) to 97% (Lithuania). The figure for the USA is near to the latter, at 94%. (shrink)

He sees this task as needed because, he argues, contemporary democracies face new challenges that threaten their legitimacy and their capacity to fulfill their just and needed purposes. He notes that democracies are not "infallible," either morally or in their ability to maintain themselves, and thus need conscious understanding and prudent maintenance.The subtitle establishes the three main themes by which he diagnoses and addresses democracy's trials. Pezzimenti orders his argument most through the lens of limits. While present in all spheres and regimes, popular government in particular partakes of limitation, since "mutual limitation... is the basis of our democracies." Limits for Pezzimenti stem from distinct elements of a society competing for finite power ordered toward action. Many of our political and social problems, both past and present, stem from denying limitations or misordering their interactions. The presentism that tempts democracy must be tempered by the limits the past places on it. Institutions are one helpful means for this interaction, which helps guard against a "utopianism which wants to solve everything immediately, deceiving itself that it can perform miracles." The notion of a community of inquiry has been treated by many of its proponents as being an exemplar of democracy in action. We argue that the assumptions underlying this view present some practical and theoretical difficulties, particularly in relation to distribution of power among the members of a community of inquiry. We identify two presuppositions in relation to distribution of power that require attention in developing an educational model that is committed to deliberative democracy: (1) (...) openness to inquiry and readiness to reason, and (2) mutual respect of students and teachers towards one another. Our contention is that these presuppositions, presented as preconditions necessary to the creation of a community of inquiry, are not without ideological commitments and dependent upon the ability of participants to share power. Using group dynamic theories and the ideas of Hannah Arendt, we argue that behaviours commonly interpreted as obstacles to dialogue or reflective inquiry could provide opportunities for growth. Power provision is coming to be the most important constraint to data center development. The efficient management of power consumption according to the loads of the data center is urgent. As the load for every application hosted in every server node of the data center and corresponding Service Level Agreement requirements can be quite different, it is hard to deploy a power strategy at application. The asynchronies and abruptness characteristics of workload fluctuation make power management policymaking (...) using periodic resource scheduling method invalid. In this article, the design and implementation of the request–response distributed power management scheme is elaborated. Bound by linear time complexity, the method proposed integrates dynamic voltage/frequency scaling, power-on–power-off, and virtual machine migration mechanisms and dynamically optimizes the power consumption of a cloud data center. The significant advantage of the scheme is that it does not need synchronous scheduling between all SNs. Simulation results showed that the scheme could effectively decrease the power consumption of the data center, with a tiny reduction in performance as centralized control methods. (shrink)

The losses in the radial distribution system are inevitable which needs to be minimized for the proper transmission of power to the end customers. This problem can be solved by the allocation of capacitor banks at proper locations with appropriate sizing. These allocations need an efficient approach for the performance enhancement of RDS. In this paper, several metaheuristic techniques such as particle swarm optimization, Harmony search, Bat, Cuckoo, and Grey-wolf algorithms are employed to find the size of capacitor (...) banks. Loss sensitivity analysis is considered for the indication of candidate buses where a capacitor has to be installed to reduce the total system losses and ultimately increase efficiency. Cost-effectiveness, power loss minimization, and voltage enhancement can be determined and compared for these 5 techniques and are implemented on the IEEE-34 bus system to illustrate the efficacy of each of them. How do people and institutions manage to bring their different perspectives into an effective and productive interplay? How can we overcome obstacles for the creative potentials of distributed perspectives? Traditionally, the perspectives of people and institutions are considered to be fixed and isolated points of view. In such a picture, the perspectives seem determined in advance by positions and persons seem trapped within their perspectival horizons. In contrast, the new approach of this volume’s contributions focuses on the simple but fundamental (...) fact that people always already refer to fellow human beings and coordinate their own perspectives with those of other persons and institutions. The contributions of the present volume concentrate on the structures, mechanisms, and dynamics of the interplays of different perspectives of interacting, communicating, and cooperating persons and institutions. Rising powers like India and Brazil have recently been gaining considerable economic and political power. This has led to the emergence of a nascent multipolarity in global affairs. Theorists of global distributive justice, however, continue to focus almost exclusively on the responsibility of the established powers for combating global poverty and neglect whether there is a similar responsibility of rising powers. That focus neglects that great shifts have occurred in the distribution of the economically severely poor over the (...) past three decades. According to recent work by Andy Sumner, 74% of those who live in extreme economic poverty resided in middle-income countries in 2008. This paper explores this lacuna and shows that there are several grounds for attributing a similar responsibility to rising powers. These grounds are familiar from discussions of the established powers' responsibility for global distributive injustice in the writings of John Rawls, Peter Singer and Thomas Pogge. In this paper we will discuss constraints on the number of (non-dummy) players and on the distribution of votes such that local monotonicity is satisfied for the Public Good Index. These results are compared to properties which are related to constraints on the redistribution of votes (such as implied by global monotonicity). The discussion shows that monotonicity is not a straightforward criterion of classification for power measures.

In this study, I use the Critical Realism perspective of power to explain how the Bitcoin protocol operates as a system of power. I trace the ideological underpinnings of the protocol in the Cypherpunk movement to consider how notions of power shaped the protocol. The protocol by design encompasses structures, namely Proof of Work and Trustlessness that reproduce asymmetrical constraints on the entities that comprise it. These constraining structures generate constraining mechanisms, those of cost effectiveness and deanonymisation, (...) which further restrict participating entities’ ‘power to act’, reinforcing others’ ‘power over’ them. In doing so, I illustrate that the Bitcoin protocol, rather than decentralising and distributing power across a network of numerous anonymous, trustless peers, it has instead shifted it, from the traditional actors (e.g., state, regulators) to newly emergent ones. Distributed cognition, as it considers how technologies augment cognition, informs technology integration in education. Most educational technologists interested in distributed cognition embrace a representational theory of mind. As this theory assumes cognition occurs in the brain and depends on the internal representation of external information, it is informed by a mind/body dualism that separates the individual student from material things. Alternatively, the theory of the extended mind describes the mind as a dynamic system of interactions inclusive of human agents, technologies (...) and other material things. Refusing the mind/body dualism, if one element is removed, the quality of cognitive activity declines. Across the cognitive sciences, there are debates between these representational and extended theories that have implications for what it means to be a student and for technology integration. However, distributed cognition research in educational technology ignores these debates. Instead, this research is conditioned by the discursive practices of a neoliberal assemblage of political, commercial and pedagogical institutions. In this era of high stakes testing, as the individual student is measured, evaluated and otherwise made subject through these practices, this assemblage expresses a tacit commitment to, and is productive of, the subjectivity of the individual student and thus benefits from the representational theory of mind. In this way, regardless of the recognized legitimacy of the theory of the extended mind, sustained by neoliberalism the field of educational technology will not soon question the veracity of the representational theory of mind or the mind/body dualism upon which it depends. The problem of combinatorial optimization is considered in relation to the choice of the location of the location of power supplies when solving the problem of the development of urban distribution networks of power supply. Two methods have been developed for placing power supplies and assigning consumers to them to solve this problem. The first developed method consists in placing power supplies of the same standard sizes, and the second - of different standard sizes. The (...) fundamental difference between the created methods and the existing ones is that the proposed methods take into account all the material of the problem and have specialized methods for coding possible solutions, modified operators of crossing and selection. The proposed methods effectively solve the problem of low inheritance, topological unfeasibility of the found solutions, as a result of which the execution time is significantly reduced and the accuracy of calculations is increased. In the developed methods, the lack of taking into account the restrictions on the placement of new power supplies is realized, which made it possible to solve the problem of applying the methods for a narrow range of problems. A comparative analysis of the results obtained by placing power supplies of the same standard sizes and known methods was carried out, and it was found that the developed method works faster than the known methods. It is shown that the proposed approach ensures stable convergence of the search process by an acceptable number of steps without artificial limitation of the search space and the use of additional expert information on the feasibility of possible solutions. The results obtained allow us to propose effective methods to improve the quality of decisions made on the choice of the location of power supply facilities in the design of urban electrical. This paper introduces the new novel four-parameter Weibull distribution named as the Marshall–Olkin alpha power Weibull distribution. Some statistical properties of the distribution are examined. Based on Type-I censored and Type-II censored samples, maximum likelihood estimation, maximum product spacing, and Bayesian estimation for the MOAPW distribution parameters are discussed. Numerical analysis using real data sets and Monte Carlo simulation are accomplished to compare various estimation methods. This novel model’s supremacy upon some famous distributions is explained (...) using two real data sets and it is shown that the MOAPW model can achieve better fits than other competitive distributions. Focusing on a subject the author has extensively engaged with over the years, the article develops the notion of service as a cultural technique, and the media-theoretical figure of the servant as its servomechanism. The analysis follows three distinct scenarios that highlight, via different channels of perception, the interplay between corporeal practices and media objects in the production of specific cultural effects. In each of the examples chosen, service implies highly regulated networks of recursive operational chains that regulate in their (...) turn the production and distribution of power and knowledge. Thus, Krajewski argues, despite, or rather, precisely because of their apparent marginality and invisibility, the ‘small gestures’ of service join the ranks of already established, elementary symbolic techniques such as reading or writing. This paper investigates a distributed energy management strategy for the port power system under false data injection attacks. The attacker can tamper with the interaction information of energy equipment, penetrate the boundary between port information system and port power system, and cause serious operation failure of port energy equipment. Firstly, a hierarchical topology is proposed to allocate the security resources of the port power system. Secondly, by reconstructing the topological structure of the port information system, the robustness (...) of the information system is improved, and the impact of false data injection attacks on the port power system is reduced, which realizes secure distributed energy management of the port power system. The power trading system has the characteristics of nonlinearity, dynamics, and complexity. Part of the business data in the trading system needs to be exposed to numerous external business systems. The traditional centralized power trading model has some problems, such as low data security and trust crisis of regulators. Blockchain technology provides prominent ideas for solving these problems. Firstly, the improved AdaBoost algorithm is used to predict the supply and demand gap of power trading nodes. Secondly, based (...) on the fact that the information on the blockchain is only open to the power supply side, a two-stage game model of asymmetric information between the power supply side and the power user is constructed to capture the price competition behavior between them in order to find the Nash equilibrium price in two stages. The aim of this article is to critique health policy discourses that are taken for granted. This perspective will allow for the identification of ‘exclusionary’ health policies, which we define as policies that are thought to offer universal benefit, despite yielding adverse effects for significant groups of people in society. As such, policies that are said to be designed ‘for all’ frequently benefit only a subset of the population. Our intent is to highlight the distributional consequences of certain health policies (...) that are largely institutionalized in contemporary society. We believe that these distributional effects are explicit representations of power in society and that institutions may provide individual ‘choice’ and ‘freedom’ that, in turn, yields separation as an outcome, a separating equilibrium. Specifically, if those who benefit from policies of partition are numerous and are to obtain significant advantage or incur limited costs, or if those who are adversely affected are scarce (or hidden), or the size of these adverse effects are small (or perceived to be minor), then partition becomes more likely as a ‘legitimate’, but exclusionary, instrument of public policy. As a scientific discipline and profession, law has been for centuries at the heart of social and political power of many Western societies. Professors of law, as influential representatives of the profession, are important powerbrokers between academia, politics and the corporate world. Their influence is based on scientific reputation, institutional mandates inside and outside academia or privileged network connections with people in powerful positions. In this study, based on a full sample of all Swiss law professors in the years (...) 1957, 1980 and 2000, we contrast two theories of the distribution of power among law professors: Bourdieu’s thesis on the trade-off between scientific reputation and -academic institutional power vs. the thesis of an opposition between a group of established incumbents and socio-demographically marginal challengers who try to gain access to the profession. We show that among Swiss law professors the endowment with scientific capital is not opposed to the possession of institutional power within academia. Our findings reveal rather an opposition between a challenging group of professors devoid of resources and an incumbent fraction with a high amount of scientific, institutional and social capital alike. A symmetric network consists of a set of positions and a set of bilateral links between these positions. For every symmetric network we define a cooperative transferable utility game that measures the “power” of each coalition of positions in the network. Applying the Shapley value to this game yields a network power measure, the β-measure, which reflects the power of the individual positions in the network. Applying this power distribution method iteratively yields a limit (...) class='Hi'>distribution, which turns out to be proportional to the well-known degree measure.
