PurposeThe purpose of this paper selected by ICIL 2019 committee in Rome is to demonstrate the current importance of the internet in the protection of democracy in developting countries.Design/methodology/approachIt is intended to make a comparison with the growing and current phenomenon of Brazilian disinformation with other contemporary phenomena related to new technologies through literature review methodology.FindingsThe Brazilian elections in 2018 represent an authentic model in a post-Cambridge Analytical phase where the myth of the sanctity of data has been broken. (...) The big influence of the algorithmic revolution on democracies in Latin America has never been more evident. The misuse of algorithms created an artificial environment that does not put us in contact with different realities; the consequences of this conjuncture have the deepest impacts, especially in countries that rely on a deficient educational system.Social implicationsBesides that, the broad use of zero-rating on the internet delivery in developing countries is also considered a factor of fake news dissemination. The information bubbles promote political polarization to the detriment of diversity – and the diversity is par excellence one of the pillars of democracy.Originality/valueThe research about the impact that the phenomenon of disinformation has on underdeveloped countries, it is essential to analyze the new role of the legislator in the elaboration of hypercomplex laws with multi-stakeholder interests that respect the essential core of digital human rights as the freedom of expression online. This article revisits the work of the Argentine political scientist Guillermo O’Donnell (1936–2011), one of Latin America’s leading intellectual figures of the twentieth century. While previous analyses have concentrated on his legacy in the social sciences, this study offers an intellectual history of O’Donnell’s ideas on democracy and inequality. It traces O’Donnell’s shifting perspectives, from a structuralist view of global centre-periphery relationships to an emphasis on individual agency concerning inequalities. The article presents, first, an analysis of his (...) early work, in particular his conceptualization of the “Bureaucratic-Authoritarian” State, which was connected to a specific view of inequality characteristic of the 1960s and 1970s. Second, the article focuses on his second major work, Transitions from Authoritarian Rule, in relation to the most important political event in Latin America in the 1980s and 1990s, namely the various transitions from dictatorship to democracy. Thirdly, the article examines in detail O’Donnell’s ideas on the quality of democracy, the state, and inequality in Latin America in the 1990s and 2000s. By exploring O’Donnell’s intellectual journey chronologically, the article illuminates the shifts and continuities in his work, thereby highlighting the evolving perspectives on inequality of one of Latin America’s foremost intellectuals. While discussions of dissolving the hyphen between Marxism and feminism were put on the back burner in the United States and England in the 1980s, the author argues that changes in Latin America during the same decade favor a possible convergence of contemporary Marxist and feminist theory and practice. These conditions include the emergence of a second-wave feminist movement in many Latin America countries, the central role of women in contemporary social movements, and an internal critique (...) within Latin American Marxism. Key issues pointing toward a convergence of thinking include a reevaluation and redefinition of democracy, the concept of “a plurality of social subjects” or potential revolutionary actors, the importance of autonomy for popular movements in relation to political parties and the state, and a new understanding of the importance of daily life in the struggle for socialism. This volume is the result of an exemplary effort to stimulate the study of the history of Latin American churches, to communicate the results of historical scholarship across national lines, and to bring many persons of diverse tendencies and religious backgrounds together in a unified enterprise. Cooperation at the Latin American level has been made difficult at times due to repression, internal wars, and opposition by conservative church leaders. Heroic efforts by Enrique Dussel and the Commission for the Study of Church History in Latin America brought forth an eleven-volume General History of the Church in Latin America. The present volume benefits from this magnanimous enterprise and includes many contributors to the larger series. The result is a singlevolume history of the churches, Catholic and Protestant, with many strengths and weaknesses. The editor structured the work to provide a chronological survey of the region in its first section, one which is succinct and useful for understanding the distant roots of the Catholic church. The middle section takes up regional histories and generally succeeds in conveying well the history up to the contemporary period. Including the treatment of the church in Chile, however, with that in Argentina, Paraguay, and Uruguay does not work well. Their civic cultures and ecclesiastical histories differ greatly, especially in this century. The final part devotes itself to special topics and becomes less historical than descriptive and evaluative. Here themes such as theology of liberation, Afro-American slavery, and religious orders receive special attention. This section offers much less reliable guidance to Latin American history, in my view. BOOK REVIEWS 331 One of the distinctive marks of the collaboration has been a determined effort (although not uniformally carried out) to recount history from the underside, from the point of view of the poor and oppressed, as well as from the perspective of religious and secular elite members who are thought to make history. This is an admirable and egalitarian ideal, but much basic research from this point of view has not been done. Within this section, Moises Sandoval provides a view of Hispanic Catholicism in the United States. He manages to sustain a view from the grassroots. The chapter, one of the best in the volume, could be required reading for any student of Nor,th American history. A few chapters may be marred by revisionist frameworks. The chapter on Protestantism is one. In my view, Jean Pierre Bastian's ideo· logical simplification does not allow him to give adequate consideration to the contemporary theological iand ecclesiological convictions behind notably diverse Protestant positions. Pentecostals account for 75-90 percent of Protestants in most Latin American countries; yet much of the history of Protestant churches in Latin America, as Bastian has re· counted it, has been irrelevant for explaining Pentecostal growth. This is not a minor consideration, since,the volume lacks a sense that Pentecostal churches are major religious organizations within Latin America. Similar tendencies mar the work of some Catholic writers who are wedded to the discourse of the " historical process of liberation." Such discourse leads to extravagant characterizations, as by Jose Comblin. He writes in the chapter on the church and human rights: "New democracies are totally unstable. Development has stagnated. There is no future in sight " (pp. 452-453). Comblin, a highly regiarded theologian, not a social scientist or historian, does not account for the great expansion (more than 2,000) of human rights organizations in Latin America. Citizens of different regions simultaneously created new nation states and established republican systems of government. This occurred at a time when the very meaning of the notions of "nation" and "republic" remained ill-defined. In such a context, a number of (...) debates naturally emerged regarding the tenets of modern politics, and the kind of dilemmas and problems contained therein.Yet the assessment of the historical relevance of these disputes has been precluded by the teleological assumptions which have informed traditional approaches in the history of ideas. These assumptions have led historians to interpret these disputes as mere expressions of local prejudices that prevented the correct understanding of the true meaning of the modern liberal concept of representative democracy. According to this traditional view, the concerns of Latin American commentators were seen as "deviations" from the rational path of conceptual development and understanding. It was necessary to undermine this traditional teleological prejudice before the debates around these notions produced in Latin America in the nineteenth century could reveal their historical significance and become matters for systematic analysis. The rise of a "new intellectual history," insofar as it has [End Page 593] questioned the assumed rationality and logical consistency of the putative models and disclosed the contingent nature of their foundations, has opened the door to an entirely new universe of problems and issues for scholarly research in the field of Latin American politico-intellectual history.The great wave of new studies on the crisis of the Spanish and Portuguese empires and the emergence of new national states, triggered by the approach of the Bicentennial of Independence, has been greatly influenced by this new set of questions.1 Historians from different countries in Latin America have revisited that fundamental event, and have sought to revise established perspectives in the field. This has made room for the development of a self-defined "revisionist" position. However, what is to be revised has not always been clear.The revisionists seek to dislocate an epic narrative of independence as the epiphany of long-lasting struggles of oppressed nations to recover their rights to self-determination.2 They argue that the teleological, nationalistic biases of traditional approaches led their authors to see as already present at the point of departure an entity (the nation) which actually could be perceived only at the point of arrival. If understood in this way, however, the revisionists' contributions are hardly innovative. In the decade of the 1960s, a series of studies, propelled by the spread in Latin America of Marxist thought and social history, as well as by the increasing presence of American and European historians in the field, had already destabilized Manichean emplotments of the Revolution of Independence as a struggle between liberty and oppression.3 These studies introduced a number of nuances that questioned the objective basis of the states that emerged from the rupture of colonial ties. Instead, they demonstrated that the new states were the result of the contingent process of formation rather than its premise. Revisionists do concentrate their criticism on the contents of nationalistic narratives, but leave untouched the theoretical premises on which these narratives rest. Populism is on the rise throughout the world and it poses a challenge to democratic theory. Conventional political thought has not dealt seriously with this challenge throughout most of its history. The article takes the challenge seriously, underscoring the rise of Donald Trump as an example of populism. I argue that dominant paradigms in the study of the history of political thought and in normative, Rawlsian approaches do not elucidate populism. I argue that we need to look beyond the mainstream (...) and to comparative political thought in particular. The Latin American political theory tradition, which has been in conversation with European ideas since the dawn of the modern age, provides a model of ‘princely performative populism’ that is more useful. The quest for freedom from hunger and repression has triggered in recent years a dramatic, worldwide reform of political and economic systems. Never have so many people enjoyed, or at least experimented with democratic institutions. However, many strategies for economic development in Eastern Europe and Latin America have failed with the result that entire economic systems on both continents are being transformed. This major book analyzes recent transitions to democracy and market-oriented economic reforms in Eastern Europe and (...) Latin America. The past two decades have witnessed a resurgence of populist politics across the globe. The early 21st century saw the pink tide of left wing populism in Latin America, the Southern European populisms that rejected the politics of austerity after 2013, and the right wing populisms that now dominate not only European but global polities. Although each instance of populist politics is distinct, all share an appeal to the people, to the true people, who both oppose and are (...) dominated by the political elite. The nature of this elite also varies – in some cases it is predatory capital; in other cases it is the multicultural left; in yet others the anonymous bureaucrats in Brussels undermining national sovereignty. Andrew Arato is -both globally and disciplinarily- a prominent thinker in the fields of democratic theory, constitutional law, and comparative politics, influencing several generations of scholars. This is the first volume to systematically address his democratic theory. This chapter is devoted to the discussion of religious freedom and the anti-racist fight in the Black Diaspora in Latin America, considering the historical processes that involve such discussion, including legal apparatus such as Human Rights and local legislation. Therefore, as a starting point, we take the historical conditions of the emergence of Candomblé in Brazil, that are linked to the trafficking of enslaved African peoples and their resistance to keep alive in their memories, their religious beliefs and (...) their worldviews. Wherefore, it is a discussion in which religious freedom is not dissociated from the anti-racist struggle in the case of Brazil, where, in the 20th century, the myth of racial democracy is produced in the light of studies carried out by Gilberto Freyre in the midst of the 1922 post-week modernist movement. This book studies geoethics in Latin America and offers comprehensive research on geoethics and geoeducation. Its respective chapters explore geoethics in relation to UNESCO geoparks, mining activities in Latin America, natural hazards and risk management. Geoethics is a key discipline in the field of Earth and Planetary Sciences, and not only includes scientific, technological, methodological and social-cultural aspects, but also addresses the need to consider appropriate protocols, scientific integrity issues and a code of good practice when (...) studying the abiotic world. The position of Latin America’s recently created geoethics associations is based on protection of the environment, together with a reassurance that the balance of nature and the rights of human beings to enjoy it will be preserved. The state of the debate surrounding issues on science and religion in Latin America is mostly unknown, both to regional and extra-regional scholars. This article presents and reviews in some detail the developments since 2000, when the first symposium on science and religion was held in Mexico, up to the present. I briefly introduce some features of Latin American academia and higher education institutions, as well as some trends in the public reception of these debates and atheist (...) engagement with it in Mexico and Argentina. The primary conclusion of this article is that, even though the discussion is new to Latin American academic circles, it is gaining traction and will certainly grow in the coming years. (shrink)

The purpose of this article is to present in a summarized form a new approach to the ethical analysis of economic policies and to illustrate its importance with a reference to recent experiences of social dialogue in Costa Rica. A general view of the Latin American scenario is presented, with the belief that some of the main problems there observed call for a type of analysis like the one here proposed. In the second place, a brief characterization of this (...) new ethical analysis is included. Democracy suffers from the existence of asymmetries in social and economic relationships, insofar as the success of political democracy cannot be neither understood nor built up independently from economic democracy. The strengthening of democratic processes in Latin America requires a better understanding and consolidation of the relationship between political democracy and economic democracy. On the other hand, present orientation of globalization makes of the international environment an obstacle to realize democracy at a national level. Hence, two focus of interest arise for the ethical analysis of economics at the macroeconomic level: the study of the ethical conditions of participation for each country in the globalization process, and the realization of an economic democracy within each particular country. After identifying both lines of reflection, this article summarizes the theoretical basis of a proposal for the ethical analysis of economic policy making. This approach attempts to answer the challenges of economic democratization. Centered on the ethical dimension of these processes, and from the point of view of a dialogical ethics, stress is given to those aspects of the process which will guarantee the ethical character of the consequences. This is a methodological approach which tries to discover the ethical values feasible within the economic policies and, at the same time, to go in greater depth in the construction of democratic practices. Rooted in the Latin American regional reality, this academic reflection is just in its beginning and must be considered as complementary to the business ethics analysis already developed in Latin America and Spain. A reference to recent experiences of social dialogue in Costa Rica gives the theoretical presentation a support for the acceptance of its realization in practice. (shrink)

An exceptional chain of events in science, technology, art and planning took place in Latin America in the 1970s. Does this wonder shed light upon our view of the basic roots of cultural, social and political blooming? This paper intends to adduce evidence on second-order cybernetics processes underlying five outstanding cases in real societies and to disclose the links between democracy and unfettering momentum for freedom and creativity. Namely, Oscar Varsavsky, national projects, styles of development, scientific and (...) technological autonomy; Stefano Varese, cultural and political autonomy of indigenous people; Mario Pedrosa, creation of the Museum of Solidarity in Chile; Stafford Beer, Cybersyn project for cybernetics and self-management in Chile; and Humberto Maturana, concepts of autopoiesis, cognition, language and multiverse. The reasoning counts with the author's direct participation in all cases. The paper sets a similarity worthy of being noticed between Allende’s Unidad Popular in Chile and Pericles’ Golden Age in Greece and outlines why these historic realms albeit far apart have lasting importance and similar historical impetus. Highlights the essential and seminal features of each stream and comes to the conclusion that effective democracy is the necessary condition for participation and creativity. Upsurges in social participation and creativity are neither frequent nor cyclical. Still, such sudden and usually large increase in ingenuity, flair and aim to improve living conditions, although limited in time, remain in our mind as a joy forever. Nowadays, the world witnesses a contrary motion towards sterile art patterns and restrained behaviour. Hence, it becomes even more important to better understand the basic roots of cultural, social and political blooming. (shrink)

Of the factors that contribute to a lack of awareness and appreciation by the English-reading world of the development of philosophy in Latin America, themost serious is the lack of bibliographical materials. To compile such was the purpose of the Conference on Teaching Materials for the Study of Latin American Thought held recently at the American University in Washington, D.C. Since the majority of the participants were connected with Latin American Studies Programs, the bibliographies proposed for (...) the various projects were, for the most part, in the Spanish and Portuguese languages. This language barrier still excludes the overwhelming majority of those in the English-reading world interested in matters philosophic from learning what has happened and is happening in that field in Latin America. Accordingly, what follows is a bibliographical introduction to works in English, discussed in the order of their appearance, on the study of philosophy in Latin America. Only what this author considers major works will be discussed, as limited space prevents an exhaustive bibliography. (shrink)

The term “innovation” or “innovative care” has recently gained attention in the context of the use of novel and not yet fully validated medical interventions and technologies. Most notably, there have been various incidences of medical activities insufficiently validated for its regular use in healthcare that fall into this category, such as stem cell treatments, genome sequencing for diagnostic purposes, or novel reproductive technologies. Latin American countries are among the places where new and non-validated medical activities take place, notably (...) due to a lack of clear regulations and the poor support of authorities of existent legal and ethical guidelines, which is driven by “hidden battles” on the moral status of certain interventions. The increasing importance of innovative care underlines the importance of developing a general framework for these practices. Therefore, the present chapter scrutinizes this nascent field of inquiry in Latin America and offers a conceptual framework for innovation as well as its ethical justification. As we will argue, an important use of the term “innovation” or “innovative care” is best interpreted as “new non-validated practice” and not as a research activity. Then, we will defend that responsible innovation understood as responsible new non-validated practice is ethically permissible and poses an acceptable medical option if done in exceptional circumstances—where no reasonable alternatives can be provided to an individual patient—and following special ethical principles. Finally, we focus on the peculiarities and specific difficulties the concept of new non-validated practice poses to the Latin American context. We will conclude the chapter by some remarks and recommendations we draw from our analysis for individual patients, doctors, and societies in Latin America. (shrink)

Analytic philosophy was introduced in Latin America in the mid-twentieth century. Its development has been heterogeneous in different countries of the region but has today reached a considerable degree of maturity and originality, with a strong community working within the analytic tradition in Latin America. This entry describes the historical development of analytic philosophy in Latin America and offers some examples of original contributions by Latin American analytic philosophers.

The article analyses the two pink tides in Latin America in relation to contemporary global prospects. First, it recalls the main characteristics of the first tide, mainly linked to Venezuela, Brazil and Bolivia. Second, it explains the limits of the first tide. Third, it focuses on the main characteristics of the second tide, which are analysed in detail later in the article. Fourth, it analyses the reasons behind the recent changes in Colombia. Fifth, it describes the economic transformation (...) system in Cuba. Sixth, it addresses how Brazil is joining the new tide, seventh, particularly concerning Bolsonaro’s legacy and Lula’s return. Eighth, it shows the revitalization of Lula’s social policy, and ninth, the Latin American and global impacts of the recent elections in Latin America. In conclusion, tenth, it formulates future scenarios for the possible development of the second tide in Latin America. (shrink)

In this paper I want to pursue some variations on Hegelian philosophy, some responses and elaborations of aspects of Hegel’s thought, which have appeared in Latin America, and which contribute to a new understanding of the philosophical experience as it has taken place in Latin America.

Cet article se concentre sur deux aspects : les liens très forts unissant le contexte politique et la création des musées en Amérique latine et le développement des centres de culture scientifique, technique et industrielle pour parer la carence d’une éducation scientifique de qualité. L’argumentation est construite autour de quatre angles principaux : le contexte de création des premiers musées d’histoire naturelle ; l’émergence des communautés scientifiques, la prise en compte de la nécessité de la popularisation des sciences pendant le (...) processus de transition à la démocratie et le développement des centres de culture scientifique, technique et industrielle à partir 1978.This article focuses on two aspects: the strong links between political context and museum creation in Latin America, and the development of centres of scientific, technical and industrial culture to remedy the gap in high-quality scientific education. Our argument here is built up from four main angles: the context in which the first natural history museums were created, the emergence of scientific communities, the acknowledged need for science popularisation during the transition to democracy and the development, since 1978, of centres of scientific, technical and industrial culture. Fertility levels have dropped substantially in Latin America in recent decades, fuelled by increased contraceptive use and notably a method mix skewed towards female sterilization. This study examined choice of female sterilization in four Latin American countries: Brazil, Colombia, the Dominican Republic and Peru. Data were drawn from national Demographic and Health Surveys conducted in 1995s reproductive histories to consider the effects of a number of sociodemographic and contextual determinants as they pertained to status at the moment (...) of the event.
