Developing countries face numerous barriers to conducting effective and efficient ethics reviews of international collaborative research. In addition to potentially overlooking important scientific and ethical considerations, inadequate or insufficiently trained ethics committees may insist on unwarranted changes to protocols that can impair a study's scientific or ethical validity. Moreover, poorly functioning review systems can impose substantial delays on the commencement of research, which needlessly undermine the development of new interventions for urgent medical needs. In response to these concerns, the Drugs (...) for Neglected Diseases Initiative, an independent nonprofit organization founded by a coalition of public sector and international organizations, developed a mechanism to facilitate more effective and efficient host country ethics review for a study of the use of fexinidazole for the treatment of late stage African Trypanosomiasis. The project involved the implementation of a novel ‘pre-review’ process of ethical oversight, conducted by an ad hoc committee of ethics committee representatives from African and European countries, in collaboration with internationally recognized scientific experts. Emotions have long been accused of all sorts of mischief. In recent years, however, many have argued that far from constituting an obstacle to reason and morality, emotions possess important virtues. According to a plausible conception, emotions would have a crucial cognitive function: they would consist in the perceptual experience of evaluative properties. To fear a dog, for instance, would consist in having the perceptual experience of the dog as fearsome. There has been and still is a lively debate about (...) the plausibility of such a conception. A consideration that has been neglected, however, is that certain kinds of emotions, such as hatred, spite, envy or jealousy, appear to be less plausible candidates for such a revalorisation. What such nasty emotions make clear is that by contrast with seems true of sensory perceptions, emotions can be assessed in evaluative terms. This makes for an asymmetry between emotions and sensory perceptions, which threatens the argument by analogy that supports the claim that emotions are a kind of perceptual experiences. In this paper, I plan to account for this asymmetry within the general framework of the perceptual theory of emotions. (shrink)

Ethical concepts are, or purport to be, normative. They make claims on us: they command, oblige, recommend, or guide. Or at least when we invoke them, we make claims on one another; but where does their authority over us - or ours over one another - come from? Christine Korsgaard identifies four accounts of the source of normativity that have been advocated by modern moral philosophers: voluntarism, realism, reflective endorsement, and the appeal to autonomy. She traces their history, showing (...) how each developed in response to the prior one and comparing their early versions with those on the contemporary philosophical scene. Kant's theory that normativity springs from our own autonomy emerges as a synthesis of the other three, and Korsgaard concludes with her own version of the Kantian account. Her discussion is followed by commentary from G. A. Cohen, Raymond Geuss, Thomas Nagel, and Bernard Williams, and a reply by Korsgaard. (shrink)

Will democracy figure prominently in China's future? If so, what kind of democracy? In this insightful and thought-provoking book, David Hall and Roger Ames explore such questions and, in the course of answering them, look to the ideas of John Dewey and Confucius.

Access to surrogacy is often cast in the language of rights. Here, I examine what form such a right could take. I distinguish between surrogacy as a right to assisted procreation, and surrogacy as a contractual right. I find the first interpretation implausible: it would give rise to claims against the state that no state can fulfil, namely the provision of sufficient surrogates to satisfy the need. Instead, I argue that the right to surrogacy can only be plausibly understood as (...) a contractual right. I then investigate two different sets of harms that are often employed to argue against such a contractual interpretation of the right to surrogacy: harm to women's interests in a gendered society, and harm to the sense of self of the surrogate. I assess both of these through the analytical lens of vulnerability. I find neither of them to be convincing arguments against surrogacy contracts. In conclusion, I agree that surrogacy contracts should be carefully regulated, but I disagree with those who call for prohibition of the right to surrogacy as a contractual right. (shrink)

Indigenous communities have always cultivated social studies learning that is interactive, dynamic, and integrated with traditional knowledges. To confront the assimilative and deculturalizing education that accompanied European settlement of the Americas, Montana has adopted Indian Education for All (IEFA). This case study evaluates the Digital Storywork Partnership (DSP), which strives to advance the goals of IEFA within and beyond the social studies classroom through community-centered research and filmmaking. Results demonstrate the potential for DSP projects to advance culturally revitalizing education, community (...) connectedness, and identity-development. The DSP offers a model for social studies education that is not only culturally affirming and revitalizing for Indigenous communities, but also holds potential for use in all communities. We conclude with recommendations for educators, scholars, and community members engaged in similar efforts. (shrink)

The moral error theory generally does not receive good press in metaethics. This paper adds to the bad news. In contrast to other critics, though, I do not attack error theorists’ characteristic thesis that no moral assertion is ever true. Instead, I develop a new counter-argument which questions error theorists’ ability to defend their claim that moral utterances are meaningful assertions. More precisely: Moral error theorists lack a convincing account of the meaning of deontic moral assertions, or so I will (...) argue. (shrink)

Beginning with liberalism's foundational idea of moral equality as the basis for treating people with equal concern and respect, Christine Koggel offers a modified account of what makes human beings equal and what is needed to achieve equality. Koggel utilizes insights from care ethics but switches the focus from care as a moral response within personal relationships to the broader network of relationships within which care is given or withheld. The result is an account of moral personhood and agency (...) that is richer than the view propounded by liberal theory and care ethics. This exciting and original work challenges theoretical resistance to the idea that relationships are relevant to an understanding of equality, and it provides an opening to a critical analysis of relationships and care that informs and transforms our understanding of what is needed to treat all people with equal concern and respect. In this commentary, we discuss Tom Cochrane’s theory of emotions. Cochrane offers an appealingly unified account of valent representations, ranging from simple responses to complex representations within a mechanistic framework. This offers some guidance as to how we might conceive of emotions as simple action-guiding responses in infants and animals, as well as context-sensitive evaluative states. While Cochrane argues for the centrality of bodily feelings, he does not consider his approach to be embodied in the narrower sense. We question his (...) reasons and suggest to think of emotions as embodied action-oriented representations. We, furthermore, suggest developing the approach with regard to the multiple roles that social norms play, and delve further into the nuanced relationship between bodily self-regulation and the formative influence of social norms on emotions. As with all other moral realists, so-called relaxed moral realists believe that there are moral truths. Unlike metaphysical moral realists, they do not take themselves to be defending a substantively metaphysical position when espousing this view, but to be putting forward a moral thesis from within moral discourse. In this paper, I employ minimalism about truth to examine whether or not there is a semantic analysis of the claim ‘There are moral truths’ which can support this moral interpretation of one (...) of moral realism’s key theses. My results are both discouraging and encouraging: Whilst I will argue that the claim ‘There are moral truths’ cannot be shown to be both moral and capable of demarcating relaxed realism from irrealism on the basis of a convincing semantic analysis that would be compatible with relaxed commitments, the moral interpretation of moral realism can be secured by modifying our understanding of what distinguishes relaxed realism from error-theoretic irrealism. Yet, we will see that this moral interpretation of moral realism does not ‘tumble out’ of the semantics provided for its central claims. Rather, hard work needs to be done before we can fully relax. What is the relation between the concept good and more specific or ‘thick’ concepts such as admirable or courageous? I argue that good or more precisely good pro tanto is a general concept, but that the relation between good pro tanto and the more specific concepts is not that of a genus to its species. The relation of an important class of specific evaluative concepts, which I call ‘affective concepts’, to good pro tanto is better understood as one between a (...) determinable and its determinates, whereas concepts such as courageous can be analysed in terms of affective concepts and purely descriptive concepts. According to Aristotle, Plato's efforts at metaphysical explanation not only fail, they are nonsensical. In particular, Plato's appeals to Forms as metaphysically explanatory of the sensibles that participate in them is "empty talk" since "'participating' means nothing". I defend Plato against Aristotle's charge by identifying a particular, substantive model of metaphysical predication as the favored model of Plato's late ontology. The model posits two basic metaphysical predication relations: self-predication and participation. In order to understand the participation relation, it is important (...) first to understand how Plato's Forms are self-predicative paradigms. According to the favored model, Forms are self-predicative paradigms insofar as they are ideal, abstract encoders of structural essences. Sensibles participate in Forms by exemplifying the structures encoded in the Forms. Given plausible conditions on metaphysical explanation, Plato's appeals to abstract Forms as metaphysically explanatory of sensibles is a reasonable competitor for Aristotle's appeals to natural, substantial forms. At the very least, Plato's appeals to a participation relation are not empty. (shrink)

In this paper we claim that pragmatist philosophical practice is incompatible with scientistic philosophy. The kind of pragmatism used for making this case follows the spirit and method of philosophical pragmatists such as William James, John Dewey, Richard Rorty, and a related pragmatic tradition, Confucian Philosophy. Pragmatism starts from immediate experience, and refuses to cleave off the reality and salience of what is found in such experience in the process of thinking. Pragmatism also concerns itself with social problems, broadly conceived. (...) In contrast to this focus on immediate experience, the influence of science in much philosophizing involves a kind of scientism through which the relevance, value, and even reality of experience is brought into question. It also concerns itself with a narrowly defined set of so-called philosophical problems. In this regard, pragmatist philosophical practice is fundamentally opposed to scientistic philosophical practice. We will start by modelling the kind of philosophical practice that stems from pragmatism, and the role of immediate experience in it. Subsequently, we will introduce two modes of philosophizing that diminish if not negate the role of experience. One is bald naturalist philosophizing, and the other is a priori scientific philosophizing. In the last section, we will show how main commitments of both of these traditions are incompatible with a pragmatist philosophy that remains committed to the original impulse of pragmatism. Much thought has been devoted to how metaethical disagreement between moral realism and expressivism can be saved once minimalism starts creeping. Very little thought has been given to how creeping minimalism affects error-theories’ disagreement with their metaethical competitors. The reason for this omission, I suspect, is found in the belief that whilst locating distinctive moral realist and expressivist positions within a minimalist landscape poses a severe challenge, no such difficulties are encountered when differentiating error-theories from moral realism and expressivism. In (...) the first part of this paper, I show that this belief is mistaken: Insofar as moral realists and error-theorists are still taken to disagree, creeping minimalism renders their disagreement moral, but makes these positions metaethically indistinguishable. In the second part of the paper, I present a modified inferentialist solution to the problem of creeping minimalism which seeks to put error-theories back on the metaethical map. Yet, this too comes at a cost, in that it significantly modifies our interpretation of error-theories. Whichever way we turn, then, creeping minimalism not only forces us to re-phrase metaethical positions in a way that is compatible with minimalism, but also requires us to change our very understanding of these positions. Ascribing moral responsibility in collective action cases is notoriously difficult. After all, if my individual actions make no difference with regard to the prevention of climate change, the alleviation of poverty, or the outcome of national elections, why ought I to stop driving, donate money, or cast my vote? Neither consequentialist nor non-consequentialist moral theories have straightforward responses ready at hand. In this contribution, I present a new suggestion which, based on thoughts about causal overdetermination along the lines of Mackie’s (...) INUS account, aims to show that causally overdetermined collective action cases are morally arbitrary in a way that makes it possible to ascribe moral responsibility even if individual actions make no difference. This chapter argues that Hume's views on the nature and sources of virtue are pluralistic. He has a pluralistic account of the sources of the moral sentiment, the taxonomy of virtue, and most importantly, the criteria of virtue. The chapter also argues that his views are neither utilitarian in particular nor consequentialist in general, but comprise overlooked but significant non‐consequentialist features, gleaned particularly from Book II of the Treatise (Of the Passions), and which are characteristic of virtue ethics in general. (...) It is devoted to investigating the status of (C2) as an independent criterion of virtue. The chapter discusses three broad categories of “species” or “appearance” which make a trait “naturally fitted” to be regarded as a virtue. Discussions also include indirect passion of pride. Christine Chwaszcza entwickelt einen moralischen Standpunkt für die ethische Bewertung von Fragen zu Immigration, sozialer und demokratischer Inklusion, der demokratietheoretische Überlegungen und Forderungen post-nationaler Gerechtigkeit in einer transnationalen Perspektive integriert. Das Buch wendet sich an Forscher und fortgeschrittene Studierenden der Politischen Philosophie, der Rechtsphilosophie und der Sozialwissenschaften.

As this article is published, Robert Larmer and I have been engaged in a debate that is now eighteen years long, often with gaps of many years between ripostes, about the nature and significance of miracles. The Larmer/overall oeuvre now includes six works, including the two published here. I am grateful to the editors of Dialogue for giving me the opportunity to respond to Larmer’s most recent entry in the debate.

Climate change challenges the means of subsistence for many, particularly in the Global South. To respond to the challenges of climate change, countries increasingly resort to resettling those most affected by land erosion, heat, drought, floods, and the like. In this article, I investigate to what extent resettlement can compensate for the harm that climate-induced migration brings. The first harm I identify is that to individual autonomy. I argue that climate change changes the options of those affected by it to (...) the point that the decision to migrate can no longer count as a voluntary one. In some cases, I argue, the conditions of climate change coerce individuals. Second, I suggest that climate-induced migration severs the ties to territory, explaining the constitutive nature of such ties for accounts of individual autonomy. Third, I argue that severing ties with a traditional and historical territory challenges the capacity to imagine a future for individuals. I conclude that resettlement, even if actively planned and chosen, possibly providing gains in individual well-being and human flourishing, nevertheless harms individual autonomy interests. (shrink)

Tant de limpidité et d'éclat a éclipsé l'homme même, qui demeure très méconnu : fils d'un temps d'incertitude? père de la philosophie moderne? Qui était vraiment René Descartes et qu'en reste-t-il aujourd'hui, au-delà des idées reçues et de la référence obligée? Mettant en lumière les contradictions du philosophe, Françoise Hildesheimer brosse le portrait d'un (...) homme fort éloigné du mythe officiel. On le veut rationnel, on ne l'imagine pas rêvant ; c'est pourtant sur trois songes que Descartes a fondé son projet d'une science universelle qui devait faire de lui le nouvel Aristote. Il a côtoyé de très près les courants déviants de l'époque, avant de s'établir en Hollande en 1628 pour concevoir son système, dévoilé au fil du Discours de la méthode, des Méditations métaphysiques, des Principes de la philosophie et des Passions de l'âme. Sa vie durant, Descartes a balancé entre désir de reconnaissance officielle et soif d'incognito ; il invitait le monde entier à débattre de ses théories, mais n'aimait guère la contestation ; il affectionnait le repos, et n'a cessé de voyager, sans jamais s'établir durablement ; lui qui se tenait éloigné du pouvoir a fini ses jours, en 1650, à la cour de la reine Christine de Suède. Curieux paradoxe que cet obsédé du secret, ce maniaque du brouillage des pistes, se soit consacré corps et âme à la quête de la Vérité et à l'étude de la lumière... (shrink)

One of the defining features of the capability approach to health, as developed in Venkatapuram's book Health Justice, is its aim to enable individual health agency. Furthermore, the CA to health hopes to provide a strong guideline for assessing the health-enabling content of social and political conditions. In this article, I employ the recent literature on the liberal concept of vulnerability to assess the CA. I distinguish two kinds of vulnerability. Considering circumstantial vulnerability, I argue that liberal accounts of vulnerability (...) concerned with individual autonomy, align with the CA to health. Individuals should, as far as possible, be able to make health-enabling decisions about their lives, and their capability to do so should certainly not be hindered by public policy. The CA to health and a vulnerability-based analysis then work alongside to define moral responsibilities and designate those who hold them. Both approaches demand social policy to address circumstances that hinder individuals from taking health-enabling decisions. A background condition of vulnerability, on the other hand, even though it hampers the capability for health, does not warrant the strong moral claim proposed by the CA to health to define health as a meta-capability that should guide social policy. Nothing in our designing social policy could change the challenge to health agency when we deal with background conditions of vulnerability. (shrink)

The movement of people across borders is one of the most pressing issues of our time. Yet it is still unclear how migration should be regulated to be fair to the sending societies, the host societies and the individual migrant. What is at issue? Are we discussing migration from an ethical or from a political philosophical perspective, or both? Are we discussing migration from a global justice perspective or social justice perspective? Do we consider political legitimacy and democratic self-determination as (...) part of our analysis? How should we balance demands of justice in immigration compared to those of emigration? (shrink)

This contribution considers whether or not it is possible to devise a coherent form of external skepticism about the normative if we ‘relax’ about normative ontology by regarding claims about the existence of normative truths and properties themselves as normative. I answer this question in the positive: A coherent form of non-normative error-theories can be developed even against a relaxed background. However, this form no longer makes any reference to the alleged falsity of normative judgments, nor the non-existence of normative (...) properties. Instead, it concerns a specifically inferentialist construal of error-theories which suggests that error-theorists should abstain from any claims about normative ontology to focus exclusively on claims about the inferential role of normative vocabulary. As I will show, this suggestion affords a number of important advantages. However, it also comes at a cost, in that it might not only change the letter, but also the spirit of traditional error-theories. (shrink)
