Purpose The purpose of this paper is to present a systematic literature review of empirical studies into online platforms for political participation. The objective was to diagnose the relationship between different types of digital participatory platforms, the real possibilities of participation generated by those initiatives and the impact of such participation on the decision-making process of governmental representatives. Design/methodology/approach A systematic literature review was conducted using pre-defined terms, expressions and criteria. A total of 434 articles from 1995 to 2015 were (...) gathered from the Web of Science database. And, 32 studies were selected from those articles for meta-synthesis, and the cases investigated were evaluated according to the e-participation ladder model. Findings The results indicated that online political participation worldwide remains timid both in quantity and quality. We have witnessed the growth of a kind of “rhetorical participation” promoted by policy-makers and the rise of a “participatory despotism”, in which only the privileged partake, while the majority remains silent. Practical implications The solutions found to promote increased participation and ensure its effectiveness ranged from shaping the platform design in accordance with citizens’ capacities and interests to a need for profound political–administrative change, which includes the world’s public agencies adopting a more transparent, inclusive and collaborative approach to decision-making. Originality/value This paper proposes a systematic review, mapping the studies on online platforms for political participation, analysing the questions, methods and conclusions found by the authors and evaluating each case study with a participation ladder. After years of relative neglect, experimental science has once again become an object of scrutiny. Philosophers such as Hacking and Cartwright have examined contemporary science in an attempt to display the epistemic status of experimental results, while sociologists such as Shapin and Schaffer have focussed on historical cases in an attempt to display the conventional basis of experimentation. In this study I am concerned with the epistemological question: How can one justify the claim that it is rational to believe that (...) the methods of experimental science yield knowledge about the unobserved causal structures of our world? My answer to this question is produced by way of an historical analysis and philosophical retrieval of Robert Boyle's epistemological defense of experimental science. ;The first two chapters examine contemporary issues surrounding experimental science, particularly those challenges posed to its knowledge-producing ability by philosophical instrumentalists and sociological constructionists. I then turn to an examination of Boyle's version of experimental philosophy, which includes a detailed discussion of the background traditions from which he drew in its formulation, and his response to critics of experimentation, such as Hobbes and Spinoza. ;Boyle's work is not only historically important, but is philosophically significant in light of the fact that he developed epistemological strategies in defense of experimental techniques at a time when it was not clear that experimentation would become the standard of modern science. His philosophy is characterized as a sophisticated and complex method that employs the elements of inductive, retroductive, and hypothetico-deductive reasoning. This combination, he argues, yields a system of checks and balances on sense, reason, and ideology that, while fallible, offers us the best assurance that we have of coming closer to the truth about the processes operative in our world. ;In a concluding chapter it is argued that Boyle's philosophy of science, by virtue of its richness and complexity, is sufficient to respond to the general challenges to scientific objectivity posed by sociologists of knowledge, and the more specific challenges to the realist import of the theoretical claims of experimental science posed by philosophers such as Laudan and van Fraassen. We live, according to some, in the century of biology, where we now understand ourselves in radically new ways as the insights of genomics and neuroscience have opened up the workings of our bodies and our minds to new kinds of knowledge and intervention. Is a new figure of the human, and of the social, taking shape in the 21st century? With what consequences for the politics of life today? And with what implications, if any, for the social, cultural and (...) human sciences? These are the issues that are discussed in this article, which argues that a new relation is requred with the life sciences, beyond commentary and critique, if the social and human sciences are to revitalize themselves for the 21st century. Pauline Kleingeld and Marcus Willaschek, in a co-authored article, declare that their purportedly new interpretation of Immanuel Kant's writings on autonomy reveals that his moral philosophy is neither realist nor constructivist. However, as I explain here, John Rawls already occupies the area of intellectual territory to which Kleingeld and Willaschek attempt to lay claim: Rawls interprets Kant's moral philosophy as neither realist, as Kleingeld and Willaschek evidently construe this term, nor constructivist, as they evidently construe this term. Contra Kleingeld and (...) Willaschek, the moral constructivism attributed to Kant by Rawls is not voluntarist, and Rawls's account of Kant's concept of autonomy is not paradoxical. In order to understand autonomy, it is necessary to understand Kant's complex conception of the will, which structures his moral philosophy (as Rawls, unlike Kleingeld and Willaschek, explains). Rawls, like Kant, but unlike Kleingeld and Willaschek, clearly distinguishes between certain importantly different questions about normativity and obligation. Kant's moral philosophy, according to Rawls's insightful interpretation, is a form of objective moral constructivism. (shrink)

This paper suggests that the appearance of circularity in descartes' arguments is due to a lack of precision in his statements of them, Rather than to any flaw in his reasoning. The clear and distinct perceptions presupposed in the demonstrations of the existence of God are not the same as those whose reliability depends upon the existence of god. He is presupposing the reliability only of those clear and distinct perceptions which are known through the light of nature and have (...) metaphysical certainty in that they cannot be imagined false even on the demon hypothesis. And the only clear and distinct perceptions whose reliability he is demonstrating are those which are not known through the light of nature with metaphysical certainty but are subject to metaphysical doubt on the demon hypothesis, Even though they have moral or psychological certainty. We must critically rethink race and genetics in the context of the new genetic breakthroughs and haplotype mapping. We must avoid the slippery slope of turning socially constructed racial categories into genetic realities. It is a potentially dangerous arena given the history of racialized science in the United States and globally. Indeed, the new advances must be viewed in the context of a long history of racial inequality, continuing into the current period. This is more than a question of how (...) carefully we use categories of analysis such as race. Justice and equity must be core to our considerations. There is a community stake in this work that must be seriously considered and included in decision making. A progressive and critical analysis is in order. (shrink)

This ancient tale has naturally been recognized by modern scholars for what it is—a story of the Great Mother and her paramour; but several features appear to me to have been given less examination than they deserve, in view of their own peculiarity and the obvious antiquity of the myth. That it is pre-Greek is fairly clear from the names of the principal actors. Anchises yields no tolerable meaning in Greek, and we do not know to what speech it belongs—possibly (...) Phrygian. Aphrodite is, of course, no Greek goddess at all. The tale was known to Greek saga-men about the tenth century B.C., and is fully told for the first time, so far as our surviving records go, in a document possibly of the seventh century—the Homeric Hymn to Aphrodite. Connected as it is, though loosely, with the Troy-saga, it may quite possibly go back to Minoan-Mycenaean times, as that does. The features which I think worthy of further investigation are the fate of Anchises after his enjoyment of the goddess' favours, and in particular the effect upon him of the thunderbolt with which he was smitten. How can respect for cultural and religious differences be reconciled with the conviction that everyone has basic human rights that must be secured? Should liberal states require that non-liberal states secure human rights, and can they do so without being intolerant and oppressive? Is there a human right to democracy, and should a liberal hold that all states must become modern liberal democracies and may be pressured to reform their traditional practices and institutions? Do human rights include only the classical (...) liberal civil and political rights, and no economic rights? ;In this dissertation I defend a conception of human rights derived from John Rawls's Political Liberalism, which comprises both Justice as Fairness, the view he presented in A Theory of Justice , and the Law of Peoples, the view he presented in The Law of Peoples . According to this conception, human rights are binding on all societies, and cannot be rejected as peculiarly liberal or politically parochial. Outlaw states that violate them are to be condemned and may in grave cases be subjected to sanctions or intervention. Moreover, human rights include not only basic civil and political rights but also basic economic rights. However, while there may be a human right to live under a procedurally democratic government, it would not be a basic right but a derivative one. ;The conception of human rights that I here defend is a rational reconstruction of Rawls's view. In Chapters 1--3 I argue against the most natural interpretation of The Law of Peoples, defend a different interpretation, and expose and bridge a logical gap in that text. I then develop new responses to objections by Charles Beitz and Thomas Pogge, who hold that liberals who endorse Justice as Fairness must reject the Law of Peoples as insufficiently egalitarian. I also respond to the additional objection that the set of human rights cannot include economic rights. As I show, endorsing Justice as Fairness requires endorsing the Law of Peoples, and public reason can reconcile respect for cultural and religious differences with the conviction that everyone has basic human rights that must be secured.
