ExcerptSignificant political changes are taking place in contemporary China. The current Chinese leader, Xi Jinping, has decisively changed the system for the succession of power established by Deng Xiaoping, the architect of Chinese reforms. Xi has eliminated the two-term limit on the presidency that was introduced to the Chinese constitution in 1982. He has centralized the system of governance significantly, reinforced the role of Party bodies in relation to state bodies, and transferred the main decision-making function from the traditional ministries (...) and the Communist Party of China (CPC) Central Committee departments to numerous governing groups, most of which he personally heads. In foreign policy, Xi has effectively abandoned the principle of “keeping a low profile and biding your time” (tao guang yang hui) put forward by Deng Xiaoping. According to official Chinese ideology, the new theory of government is one of the foundations of the “Xi Jinping thought” that, along with the provisions of the founders of Marxism and some other Chinese leaders, should guide the people of China. This provision was enshrined in the country’s constitution in 2018. However, the most important change, from the point of view of the Chinese authorities, was the implementation of a multifaceted government reform that foreign observers dubbed the “fifth modernization.”1. China and Russia are the main driving forces of Eurasian integration. Russia is pursuing its “pivot to Asia,” while China is branching out to the West through its Belt and Road Initiative (BRI). The interests of Russia and China meet in Eurasia and their friendly relations have led to several cooperation projects there. The most important are linkages between the Eurasian Economic Union and Silk Road Economic Belt Initiative and the plan to create a broader Eurasian Economic Partnership or Greater (...) Eurasia. This article studies the reasons which led the two countries to intensify their cooperation in Eurasia and the current state and prospects of that cooperation. (shrink)

Introduction. War as a social phenomenon has always been an object of philosophical reflection, since its results largely determine the further de- velopment of society and have a profound impact on all spheres of social life. In connection with the ongoing so-called special military operation which Russia is conducting in Ukraine and which is at the same time a proxy war of the collective West against our country, the modern philosophical discourse of war is clarified. One of the important aspects (...) of the ontology of war is considering its chronotopos. The space-time factor has a signifi- cant impact on the course and outcome of hostili- ties in modern warfare, which makes its study very relevant. The purpose of the study is to describe the chrono- topos of modern warfare, to show the influence of the space-time factor on the course and result of hostilities. Methods. Being supporters of the relational concept of space and time, the authors consider the chronotopos of war as its internal attributive property. In addition, they rely on the methodology of synergetics, which makes it possible, in addition to the external universal space-time, to single out the internal space-time of open complex non-equi- librium systems. The authors apply structural-func- tional analysis to study material and ideal objects that influence the characteristics of space and time in modern warfare. They also use general scientific methods: abstraction, comparison, description and explanation. Scientific novelty of the research. The authors give characteristics of the war chronotopos at the beginning of the 21st century, and consider the tendencies of its changes. The necessity of taking into account spatio-temporal changes in planning and conducting hostilities in modern warfare is substantiated. Results. New means of warfare, as well as the cor- responding changes in tactics, operational art and strategy, will significantly reformat the chronoto- pos of war. The space of modern warfare is being radically transformed due to the fact that the confrontation simultaneously takes place not only on the plane, but also in the air, in space, under water, and even in social networks. New capabili- ties of strike systems are changing the perception of such characteristics of the war space as the front and rear. What was previously considered a deep safe rear, in the era of using missiles and combat drones, is no longer such. The time of war is also changing. An increase in the flight speed of ammu- nition, aircraft, and missiles increases the dynamics of battles and intensifies all processes on the bat- tlefield. Hypersonic systems are changing the pace of war, space satellites, reconnaissance drones and new technologies make it possible for the com- mander officer of the battle to see everything that happens on the battlefield in real time, regard- less of the distance from objects. Each new war is fought in its own space-time continuum. To win the war, all this must be taken into account. Conclusions. The chronotopos of war within the framework of the relational concept of space and time prevailing in modern philosophy is changing due to the emergence of fundamentally new means of warfare with new capabilities, which requires a significant adjustment in combat management, ensuring the adequacy of human behavior in war, training troops, taking into account the character- istics of the space-time continuum of a particular war, understanding on the part of the command staff of the essence of changes in the space and time of modern war. Old stereotyped ideas about the chronotopos of war can cause disorientation of a person on the battlefield, which requires not only a philosophical reflection of the ongoing spatio- temporal changes, but also the practical consid- eration of new knowledge in training troops, in planning and conducting combat operations. During the half-century of its existence, the Soviet study of esthetics has achieved considerable success in developing the views of the founders of Marxism-Leninism with respect to the nature and social function of art. There is no need to list the authors and titles of the works in which the history of world thought about esthetics and the cardinal problems of esthetics have been treated from the Marxist standpoint. Suffice it to say that Soviet esthetic thought has been the first (...) to deal with such very important categories as the principle of partisanship in art, the creative method , the principles of socialist realism, the international and the national in art, and so forth. In the paper authors present, examine, and test elements of the vital idea of the philosophical morphology as a method and a technique of philosophical investigation. The paper consists of some applications mostly concerning the method applied by L. Wittgenstein in PI and related later works, and of a series of examples concerning daily phenomena. In the first part the philosophical morphology is explicated as a method, and in the second and in the third part basic “commandments” of morphological technique (...) are described and examined, namely the first one – which says that one should “look-at exhaustively”, and the second one – which says that one should “see-as and describe synoptically”. In these parts some objections and replies to crucial morphological ideas are provided and accompanied with examples. (shrink)

This paper discusses the creation and use of the new Macquarie Laws of War Corpus. The corpus consists of the 110 documents of international war law stored in the International Committee of the Red Cross treaties database, starting with the 1856 Declaration Respecting Maritime Law and ending with the most recent amendment to the Rome Statute. The new MQLWC is hosted at the Sydney Corpus Lab, via its CQWeb interface, which allows for searching of frequencies, concordance lines, and collocations. The (...) corpus can also be downloaded for offline processing in other popular concordance programs, such as #Lancsbox and AntConc. This paper introduces the corpus, describes the process of assembling the data, and explains its limitations. The paper then demonstrates some of the ways the data can be explored using the concept of 'military necessity'. The MQLWC contributes to the growing use of corpus linguistics in legal studies, and will be of particular relevance to scholars in the field of international war law. (shrink)

Introduction. The need for a transition to a new system of motivating state and municipal employees’ activities has been widely discussed in recent years. Moreover, some government bodies have taken certain actions in this direction. But in general, there have not been any significant changes. The authors of the article are convinced that the transition to more effective management is impossible without changing the civil servants’ remuneration system, which should motivate them to achieve significant results in the areas for which (...) they are responsible. The paper considers the conceptual approach of transferring the civil servants’ remuneration to a new system, shows the advantages of using performance indicators to stimulate the employees’ activities. The purpose of the article is to justify the reasonability of using performance indicators when remunerating state and municipal employees. Methods. Within the framework of the systems approach, the authors use structural and functional analysis, as well as general scientific methods: abstraction, comparison, description and explanation. Scientific novelty. The authors show possibilities of using the personnel performance indicators in the state and municipal service in order to increase their motivation for obtaining significant results in their work. Results. The authors analyze the conditions for successful implementing the key personnel performance indicators in the state and municipal service, describe the typical mistakes militating the effectiveness of the personnel performance indicators in public authorities. The authors develop some recommendations to improve the use of the personnel performance indicators in the system of state and municipal administration. Conclusions. The proper use of key performance indicators of state and municipal employees will significantly increase their motivation in order to achieve high efficiency in their work. At the same time, the personnel performance indicators must be balanced and matched taking into account the goals of the organization. (shrink)

Today, scientific discussions on the specifics of the development of civil society in Russia do not stop. The institutional approach allows us to look at this problem through the prism of formal and informal institutions existing in society. Researchers and practitioners should not focus only on the rule of law, official prescriptions and orders, setting the framework for interactions between authorities and citizens, promoting private initiatives, and realizing the rights and freedoms of the population. If they do not correspond to (...) the prevailing norms, stereotypes, ways of thinking and actions for centuries, then the most useful, at first glance, innovations in the political and social sphere may not take root. This does not mean, however, that informal institutions remain unchanged under any circumstances. They also evolve. This process can be targeted. It is important to understand all the actors involved in the development of civil society in our country. (shrink)

While it might seem prima facie plausible that divine foreknowledge is all that is needed for prophecy, this seems incorrect. To issue a prophecy, God hasto know not just how someone will act, but how someone would act were the prophecy issued. This makes some think that Middle Knowledge is required.I argue that Thomas Flint’s two Middle Knowledge based accounts of prophecy are unsatisfactory, but one of them can be repaired. Some combinations of attitudes--of beliefs, credences, intentions, preferences, hopes, fears, and so on--do not fit together right: they are incoherent. A natural idea is that there are requirements of "structural rationality" that forbid us from being in these incoherent states. Yet a number of surprisingly difficult challenges arise for this idea. These challenges have recently led many philosophers to attempt to minimize or eliminate structural rationality, arguing that it is just a "shadow" of "substantive rationality"--that is, correctly responding to one's (...) reasons. -/- In *Fitting Things Together*, Alex Worsnip pushes back against this trend--defending the view that structural rationality is a genuine kind of rationality, distinct from and irreducible to substantive rationality, and tackling the most important challenges for this view. In so doing, he gives an original positive theory of the nature of coherence and structural rationality that explains how the diverse range of instances of incoherence can be unified under a general account, and how facts about coherence are normatively significant. Explanations are very important to us in many contexts: in science, mathematics, philosophy, and also in everyday and juridical contexts. But what is an explanation? In the philosophical study of explanation, there is long-standing, influential tradition that links explanation intimately to causation: we often explain by providing accurate information about the causes of the phenomenon to be explained. Such causal accounts have been the received view of the nature of explanation, particularly in philosophy of science, since the 1980s. However, philosophers (...) have recently begun to break with this causal tradition by shifting their focus to kinds of explanation that do not turn on causal information. The increasing recognition of the importance of such non-causal explanations in the sciences and elsewhere raises pressing questions for philosophers of explanation. What is the nature of non-causal explanations – and which theory best captures it? How do non-causal explanations relate to causal ones? How are non-causal explanations in the sciences related to those in mathematics and metaphysics? This volume of new essays explores answers to these and other questions at the heart of contemporary philosophy of explanation. This paper is a survey of results concerning embeddings of intuitionistic propositional logic and its extensions into various classical modal systems.

As the USA contends with another surge in COVID-19 cases, hospitals may soon need to answer the unresolved question of who lives and dies when ventilator demand exceeds supply. Although most triage policies in the USA have seemingly converged on the use of clinical need and benefit as primary criteria for prioritisation, significant differences exist between institutions in how to assign priority to patients with identical medical prognoses: the so-called ‘tie-breaker’ situations. In particular, one’s status as a frontline healthcare worker (...) has been a proposed criterion for prioritisation in the event of a tie. This article outlines two major grounds for reconsidering HCW prioritisation. The first recognises trust as an indispensable element of clinical care and mistrust as a hindrance to any public health strategy against the virus, thus raising concerns about the outward appearance of favouritism. The second considers the ways in which proponents of HCW prioritisation deviate from the very ‘ethics frameworks’ that often preface triage policies and serve to guide resource allocation—a rhetorical strategy that may undermine the very ethical foundations on which triage policies stand. By appealing to trust and consistency, we re-examine existing arguments in favour of HCW prioritisation and provide a more tenable justification for adjudicating on tie-breaker events during crisis standards of care. Es ist das Hauptziel dieses Artikels, die Textstellen in den Philosophischen Untersuchungen und in seinen Bemerkungen zu Frazers The Golden Bough zu kommentieren. Ihre (...) Darstellung ist eine begriffliche Untersuchung zur Ermittlung von Ähnlichkeiten und Analogien zwischen zahlreichen, auf den ersten Blick völlig unterschiedlichen und unzusammenhängenden Fällen , wodurch im Grunde die Morphologie als Methode erst deutlich gemacht wird. Im zweiten Teil der Abhandlung wird Wittgenstein als Morphologe untersucht. Die Verfasser erörtern den Charakter der Morphologie im Hinblick auf Grammatik, Brauchtum und Institutionen und versuchen, die Vor- und Nachteile der Morphologie bezüglich der zum Einsatz kommenden philosophischen Untersuchungsmethode zu erhellen. Die Würdigung der Rolle der Morphologie trägt zum besseren Verständnis des späten Wittgenstein bei. Der Leser erhält so eine klare Vorstellung der Philosophischen Untersuchungen . U tekstu izlažemo rješenje razlike između Wittgensteinove uporabe modela u TLP i modeliranja u PI, RFM i OC temeljem analize razlike u izboru samih riječi i opisa pojmova fenomena u njegovim napomenama. Metoda je pojmovna analiza Wittgensteinova tretiranja znanstvenih modela i modeliranja. Dodatno, tekstualna raščlamba i poredba korištena je pri istraživanju njegovih glavnih napomena na tu temu. Ako je otkrivena razlika između modela i modeliranja i kontinuitet ovisnosti oba pojma o pojmu slike, pri čemu je razlika slike i oslikavanja uzeta (...) kao zadana, zaključujemo kako je Wittgenstein svoj stari pojam modela nastojao inkorporirati u novi pojam modeliranja. Eksplicirana razlika i inkorporiranje pridonosi pojašnjenju teme Wittgensteinovog posrednog i neposrednog utjecaja na filozofiju znanosti. (shrink)

In the 1st part authors investigate Wittgenstein as the morphologist. They explicate his notion of overview and seeing connections as his description of the method and they also make a few notes on authors which influenced him on this matter . Besides that they summarise some places from Wittgenstein and commentaries regarding his morphological method and some of the obvious applications of it. The main goal is to comment on PI: 122 and GB: 133. Perspicuous presentation seems to be a (...) conceptual investigation which consists in finding similarities and analogies between many and at first glance completely different and disconnected cases which is in fact morphology as a method. In the 2nd part authors investigate Wittgenstein as the morphologist. They discuss the nature of morphology regarding grammar, customs and institutions and try to make sense of advantages and disadvantages of morphology regarding the method of philosophical inquiry. Acknowledging the role of morphology helps us to better understand the later Wittgenstein. It gives us perspicuous presentation of of PI. In the paper they also try to come up with an answer to few important objections to the morphological method by quoting Wittgenstein. That which is morphologically important is organisation of phenomena, their pattern which should be seen in order to be understood. There is also the distinction within the notion of morphology, namely morphology as a method, when it is applied and the morphology as a structure or organisation, when it is explicated from the phenomena. Laws of nature take center stage in philosophy of science. Laws are usually believed to stand in a tight conceptual relation to many important key concepts such as causation, explanation, confirmation, determinism, counterfactuals etc. Traditionally, philosophers of science have focused on physical laws, which were taken to be at least true, universal statements that support counterfactual claims. But, although this claim about laws might be true with respect to physics, laws in the special sciences (such as biology, psychology, economics etc.) (...) appear to have—maybe not surprisingly—different features than the laws of physics. Special science laws—for instance, the economic law “Under the condition of perfect competition, an increase of demand of a commodity leads to an increase of price, given that the quantity of the supplied commodity remains constant” and, in biology, Mendel's Laws—are usually taken to “have exceptions”, to be “non-universal” or “to be ceteris paribus laws”. How and whether the laws of physics and the laws of the special sciences differ is one of the crucial questions motivating the debate on ceteris paribus laws. Another major, controversial question concerns the determination of the precise meaning of “ceteris paribus”. Philosophers have attempted to explicate the meaning of ceteris paribus clauses in different ways. The question of meaning is connected to the problem of empirical content, i.e., the question whether ceteris paribus laws have non-trivial and empirically testable content. Since many philosophers have argued that ceteris paribus laws lack empirically testable content, this problem constitutes a major challenge to a theory of ceteris paribus laws. (shrink)

The goal of this paper is to develop a counterfactual theory of explanation. The CTE provides a monist framework for causal and non-causal explanations, according to which both causal and non-causal explanations are explanatory by virtue of revealing counterfactual dependencies between the explanandum and the explanans. I argue that the CTE is applicable to two paradigmatic examples of non-causal explanations: Euler’s explanation and renormalization group explanations of universality.

The Principle of Sufficient Reason says that all contingent facts must have explanation. In this 2006 volume, which was the first on the topic in the English language in nearly half a century, Alexander Pruss examines the substantive philosophical issues raised by the Principle Reason. Discussing various forms of the PSR and selected historical episodes, from Parmenides, Leibnez, and Hume, Pruss defends the claim that every true contingent proposition must have an explanation against major objections, including Hume's imaginability argument (...) and Peter van Inwagen's argument that the PSR entails modal fatalism. Pruss also provides a number of positive arguments for the PSR, based on considerations as different as the metaphysics of existence, counterfactuals and modality, negative explanations, and the everyday applicability of the PSR. Moreover, Pruss shows how the PSR would advance the discussion in a number of disparate fields, including meta-ethics and the philosophy of mathematics. (shrink)

ABSTRACT It has become standard to conceive of metalinguistic disagreement as motivated by a form of negotiation, aimed at reaching consensus because of the practical consequences of using a word with one content rather than another. This paper presents an alternative motive for expressing and pursuing metalinguistic disagreement. In using words with given criteria, we betray our location amongst social categories or groups. Because of this, metalinguistic disagreement can be used as a stage upon which to perform a social identity. (...) The ways in which metalinguistic disagreements motivated in this way diverge in character from metalinguistic negotiations are described, as are several consequences of the existence of metalinguistic disagreements motivated in this way. Alexander R. Pruss examines a large family of paradoxes to do with infinity - ranging from deterministic supertasks to infinite lotteries and decision theory. Having identified their common structure, Pruss considers at length how these paradoxes can be resolved by embracing causal finitism.

There is an underlying assumption in the social sciences that consciousness and social life are ultimately classical physical/material phenomena. In this ground-breaking book, Alexander Wendt challenges this assumption by proposing that consciousness is, in fact, a macroscopic quantum mechanical phenomenon. In the first half of the book, Wendt justifies the insertion of quantum theory into social scientific debates, introduces social scientists to quantum theory and the philosophical controversy about its interpretation, and then defends the quantum consciousness hypothesis against the (...) orthodox, classical approach to the mind-body problem. In the second half, he develops the implications of this metaphysical perspective for the nature of language and the agent-structure problem in social ontology. Necessary Existence breaks ground on one of the deepest questions anyone ever asks: why is there anything? Pruss and Rasmussen present an original defence of the hypothesis that there is a necessarily existing being capable of providing an ultimate foundation for the existence of all things.

The present study investigated whether individual differences between psychologists in thinking styles are associated with accuracy in diagnostic classification. We asked novice and experienced clinicians to classify two clinical cases of clients with two co-occurring psychological disorders. No significant difference in diagnostic accuracy was found between the two groups, but when combining the data from novices and experienced psychologists accuracy was found to be negatively associated with certain decision making strategies and with a higher self-assessed ability and preference for a (...) rational thinking style. Our results underscore the idea that it might be fruitful to look for explanations of differences in the accuracy of diagnostic judgments in individual differences between psychologists (such as in thinking styles or decision making strategies used), rather than in experience level. Unlike some other reproductions of classic texts (1) We have not used OCR(Optical Character Recognition), as this leads to bad quality books with introduced typos. (2) In books where there are images such as portraits, maps, sketches etc We have endeavoured to keep the quality of these images, so they represent accurately the original artefact. Although occasionally there may be certain imperfections with these old texts, we feel they deserve to be made available for future generations to enjoy.

In this paper, I aim to provide access to the current debate on non-causal explanations in philosophy of science. I will first present examples of non-causal explanations in the sciences. Then, I will outline three alternative approaches to non-causal explanations – that is, causal reductionism, pluralism, and monism – and, corresponding to these three approaches, different strategies for distinguishing between causal and non-causal explanation. Finally, I will raise questions for future research on non-causal explanations.

Achieving space situational awareness requires, at a minimum, the identification, characterization, and tracking of space objects. Leveraging the resultant space object data for purposes such as hostile threat assessment, object identification, and conjunction assessment presents major challenges. This is in part because in characterizing space objects we reference a variety of identifiers, components, subsystems, capabilities, vulnerabilities, origins, missions, orbital elements, patterns of life, operational processes, operational statuses, and so forth, which tend to be defined in highly heterogeneous and sometimes inconsistent (...) ways. The Space Domain Ontologies are designed to provide a consensus-based realist framework for formulating such characterizations in a way that is both consistent and computable. Space object data are aligned with classes and relations in a suite of ontologies built around the existing Space Object Ontology. They are stored in a dynamically updated Resource Description Framework triple store, which can be queried to support space situational awareness and the needs of spacecraft operators and analysts. This paper provides an overview of the Space Domain Ontologies and their development and use. It presents the motivation for and advantages of the Space Domain Ontologies, including the benefits they provide for enhancing and maintaining long-term space situational awareness. (shrink)

Assuming S5, the main controversial premise in modal ontological arguments is the possibility premise, such as that possibly a maximally great being exists. I shall offer a new way of arguing that the possibility premise is probably true.

Storing and leveraging associated space object data for purposes such as hostile threat assessment, object identification, and collision prediction and avoidance present further challenges. Space objects are characterized according to a variety of parameters including their identifiers, design specifications, components, subsystems, capabilities, vulnerabilities, origins, missions, orbital elements, patterns of life, processes, operational statuses, and associated persons, organizations, or nations. The Space Object Ontology provides a consensus-based realist framework (...) for formulating such characterizations in a computable fashion. Space object data are aligned with classes and relations in the Space Object Ontology and stored in a dynamically updated Resource Description Framework triple store, which can be queried to support space domain awareness and the needs of spacecraft operators. This paper presents the core of the Space Object Ontology, discusses its advantages over other approaches to space object classification, and demonstrates its ability to combine diverse sets of data from multiple sources within an expandable framework. Finally, we show how the ontology provides benefits for enhancing and maintaining longterm space domain awareness. (shrink)
