Fifteen years after the September 11th terror attacks, the United States still exists in a state of exception or state of emergency, in which the executive branch claims extraordinary powers to carry out bombing strikes or drone attacks in foreign nations and to engage in surveillance against its citizens outside the boundaries of international and constitutional law. This blog-piece argues for a restoration of the constitutional limiuts on sovereign executive powers and a cessation of the war on terrorism.

There were various initial reactions to the terrorist attacks of 11 September 2001, and among those reactions were some contradictions. There were those who demanded an explanation for the attacks, and others who condemned attempts to explain as immoral or unpatriotic. Though President George W. Bush did make some rhetorical remarks that, I believe, masqueraded as explanatory, it appears that he agrees with the latter set.

The post-September 11th era has presented immense challenges and disappointing setbacks for the advancement of human rights. Yet, the era has also been marked by complexity, paradoxes and ample opportunities for introspection as events expose contemporary human rights' various weaknesses and contradictions. This article provides an overview of the interplay between the human rights concept's various instrumental appropriations and its more autonomous emancipatory capacity manifested in post-September 11th developments. Instead of an exhaustive examination, the article simply (...) poses and juxtaposes different dimensions and layers of the formidable presence of the human rights idea in post-September 11th developments impacting the Middle East. To this end, it places a particular emphasis on human rights' capacity to simultaneously aid, transcend and confront local and international power structures.The article begins with a discussion of the ways in which American hegemony is both bolstered and challenged through human rights discourses after September 11th. It then turns to the Middle Eastern encounter with human rights amidst the American "War on Terror." It is argued that while widespread Middle Eastern consciousness of American appropriations of human rights foster cynicism about the promise and legitimacy of human rights, post-September 11th dynamics have also resulted in greater Middle Eastern engagement with the human rights concept and international human rights norms. In subsequent sections, the article presents a brief outline of the various challenges and openings presented for human rights advocacy in the last few years followed by a discussion of the renewed imperative for a genuine international human rights dialogue. Throughout the article, examples are presented of how pre-existing human rights geographies and hierarchies ascribing relativism to the East and universalism to the West have been unsettled during this period. The author argues that Christian theology needs to examine itself in the light of the events surrounding September 11th. Not only has some Christian theology lent itself to the creation of imperialistic mindsets that could be argued to be the root cause of the violence before and after September 11th but it now seems to sit on the fence. The author suggests that this, like so many in Christian theology, is ultimately a christological question and that (...) we need to dislodge the dualistic lens through which we view Jesus if we are to make progress in this bleeding world. Dualism lends itself to hierarchy and hierarchy to division and exploitation against which background even the most horrifying acts can be understood. Christianity can no longer hide its head and claim that exploitative interpretations are misunderstandings—it needs to look again at its central doctrines. (shrink)

September 11, 2001, may have marked the end of the nuclear power era. Although there are still a large numbe of reactors operating worldwide, the idea that there will be a vast new generation of nuclear reactors is no longer valid given the new world reality. Nuclear power will now be dominated by questions of decommissioning, waste storage, cleanup, and the threat reactors pose to our national security because each is a virtual nuclear weapon, offering a myriad of opportunities (...) for potential terrorism. Despite the obvious security risks, the Nuclear Regulatory Commission recently began a program to let the utilities essentially judge their own security capabilities—a form of self-regulation designed to achieve reassuring public relations results, not actual security improvements. Significant and realistic alternatives to nuclear power, including transitional options such as natural gas and large-scale wind, as well as longer term, noncentral station systems, are explored. The scale of operations is huge ‐ international passenger travel increased twelve‐fold in the second half of the twentieth century and the vast majority of this is accounted for in air travel. In the USA alone there are two million daily airtravelers on 20,000 flights. Airports (...) are ‘placeless’ sites of temporary sojourn, air‐lock chambers for nomadic executives or sun‐seekers. Review of materials of the 11th International Congress of the German Society for Analytical Philosophy, as well as the latest trends in the development of analytical research.

The September 11th Victims Compensation Fund can only hesitatingly find its place within a comprehensive study of reparation programs. While the origin of the Fund lies in the political exigencies surrounding a perceived threat to the security of the United States, it more accurately reflects the desire by the U.S. Congress to ensure the viability of its nation’s air carriers. Unlike traditional reparations which are closely related to a process of social reintegration of the victim, fostering civic trust (...) and social solidarity, the Fund was not established to bring justice to the victims of the terrorist attacks on September 11, 2001. Also, unlike traditional reparations, the Fund did not seek to serve as a mechanism of corrective or distributive justice as a result of an authoritarian domestic regime or internal conflict. It was initially created out of fear that recourse to the U.S. courts would threaten the precarious financial health of the airline industry. Implicitly, however, such pragmatism reflected a desire by lawmakers that the government be seen as doing all it could to ease the pain of those who suffered so greatly on September 11, 2001. Initial motivations for the program aside, there is no question that the compensation scheme has since taken on a life of its own. Ultimately, the Fund’s contribution to any reparations case-study lies in its cautionary tale about the creation of elaborate administrative schemes that try to individualize recoveries as the mechanisms through which to compensate victims. It is tempting to regard the perpetrators of the September 11th terrorist attacks as evil incarnate. But their motives, as Bruce Lincoln’s acclaimed Holy Terrors makes clear, were profoundly and intensely religious. Thus what we need after the events of 9/11, Lincoln argues, is greater clarity about what we take religion to be. Holy Terrors begins with a gripping dissection of the instruction manual given to each of the 9/11 hijackers. In their evocation of passages from the Quran, (...) we learn how the terrorists justified acts of destruction and mass murder “in the name of God, the most merciful, the most compassionate.” Lincoln then offers a provocative comparison of President Bush’s October 7, 2001 speech announcing U.S. military action in Afghanistan alongside the videotaped speech released by Osama bin Laden just a few hours later. As Lincoln authoritatively demonstrates, a close analysis of the rhetoric used by leaders as different as George W. Bush and Osama bin Laden—as well as Mohamed Atta and even Jerry Falwell—betrays startling similarities. These commonalities have considerable implications for our understanding of religion and its interrelationships with politics and culture in a postcolonial world, implications that Lincoln draws out with skill and sensitivity. On November 9, 2002, a few hundred people, mostly mental health clinicians, gathered at the New York University Medical Center for two days of discussions on the theme, September 11th: Psychoanalytic Reflections in the Second Year. The conference was sponsored by the five New York Societies of the International Psychoanalytical Association. The presentations described various bits of learning that seemed to be emerging from the crisis clinical work with so many traumatized people since the attack on the World (...) Trade Center. This paper discusses three of those presentations in the context of the author’s reflections based on his psychotherapeutic work with very troubled patients in a therapeutic community setting. He emphasizes the effect of trauma, not only on individuals, but on the holding environments and symbolic order on which human beings depend for their psychic survival. (shrink)

The Annual Conference of the European Association for Computer Science Logic, CSL 2002, was held in the Old College of the University of Edinburgh on 22–25 September 2002. The conference series started as a programme of Int- national Workshops on Computer Science Logic, and then in its sixth meeting became the Annual Conference of the EACSL. This conference was the sixteenth meeting and eleventh EACSL conference; it was organized by the Laboratory for Foundations of Computer Science at the University (...) of Edinburgh. The CSL 2002 Programme Committee considered 111 submissions from 28 countries during a two week electronic discussion; each paper was refereed by at least three reviewers. The Committee selected 37 papers for presentation at the conference and publication in these proceedings. The Programme Committee invited lectures from Susumu Hayashi, Frank Neven, and Damian Niwinski; ́ the papers provided by the invited speakers appear at the front of this volume. This concluding chapter assesses the debate over humanitarian intervention in the light of the events of September 11, 2001. On the one hand, it can be argued that 9/11 has reversed the momentum behind the norm of ‘sovereignty as responsibility’. In the course of waging the war on terrorism, the powers of sovereign states have been increased and the willingness of Western states to criticize the treatment of civilians within other sovereign jurisdictions appears to have weakened. On the other, (...) there are three reasons why humanitarian intervention – and the issues associated with it – will continue to preoccupy scholars and statesmen in a post-September 11th world. First, the terrorist attacks of 2001 have reinforced the view that instability within or collapse of a state anywhere in the world can have implications that reach far wider than that particular region. Second, the debate about what constraints should be placed on the use of force – particularly those related to proper authority – are as relevant for the ‘war on terror’ as they are for humanitarian intervention. Finally, as the missions in Afghanistan in 2001 and Iraq in 2003 have shown, humanitarian rationale are all-important in justifying the use of force in international society, even when other motives are at work. Since September 11th, we frequently hear that political differences should be put aside: the real struggle is between good and evil. What does this mean for political and social life? Is there a 'Third Way' beyond left and right, and if so, should we fear or welcome it? This thought-provoking book by Chantal Mouffe, a globally recognized political author, presents a timely account of the current state of democracy, affording readers the most relevant and up-to-date information. Peter Sloterdijk's 'In the Shadow of Mt. Sinai' and Alain Badiou's 'Our Wounds Are Not So Recent' represent distinctly different attempts to come to grips with the conflict between the West (the US, the UK, France) and the Muslim world after the September 11th attacks. Although Sloterdijk finds the source of conflict in the religious zealotry of the Abrahamic religions, while Badiou blames the multinational capitalist system for drating a disaffected underclass, the two complementary perspectives work together to (...) make this ongoing conflict intelligible, if not, finally, to stop the war on terrorism. On September 11th, an apparent gang of nineteen people set to work, equipped with the little tools you use to unseal the tape on cardboard boxes. About an hour later, they destroyed several giant buildings and four jumbo airplanes, murdering several thousand people from all over the world and from all walks of life.

The events of September 11th, 2001 have irreversibly marked the outlook of the entire world in the beginning of the twentieth-first century and its consequences will certainly continue to be felt for years to come. Although relatively new, such events have not passed without receiving attention from some among the foremost thinkers of our time. Given that, we intend to develop an interpretative hypothesis which, starting from the perspective opened by the reflections of Friedrich Nietzsche concerning the nihilism (...) and the great politics, seeks to understand both the violent actions which try to justify themselves from a fundamentalist world view as well as the recent political and military configuration of the U.S. liberal democracy as different forms of reaction against the deepening of the value crisis ​​through which the Western world passes. This best protection unequivocally requires armed forces having military physicians committed to doing what is required to secure victory…. Speed facilitates the decoding of the human genome, and the possibility of another humanity: a humanity which is no longer extra-territorial, but extra-human. Crespuscular Dawn expands Virilio's vision of the implosion of physical time and space, onto the micro-level of bioengineering and biotechnology. In this cat-and-mouse dialogue between Sylvere Lotringer and Paul Virilio, Lotringer pushes Virilio to uncover the historical foundations of his biotech theories. Citing various medical experiments conducted during World War II, Lotringer asks whether biotechnology isn't the heir to eugenics and the "science for racial improvement" that the Nazis enthusiastically embraced. Will the endocolonizataion of the body come to replace the colonization of one's own population by the military? Both biographical and thematic, the book explores the development of Virilio's investigation of space (architecture, urbanism) and time (speed and simultanaeity) that would ultimately lay the foundation for his theories on biotechnology and his startling declaration that after the colonization of space begins the colonization of the body. September 11, 2001 brought to legal awareness an issue that has long puzzled metaphysicians. The general issue is that of event-identity, drawing the boundaries of events so that we can tell when there is one event and when there are two. The September 11th version of that issue is: how many occurrences of insured events were there on September 11, 2001 in New York? Was the collapse of the two World Trade Center Towers one event, despite (...) the two separate airliners crashing into each tower? Or were these two separate insured events? (shrink)

This article differentiates between three different axes of conflict in world risk society. The first axis is that of ecological conflicts, which are by their very essence global. The second is global financial crises, which, in a first stage, can be individualized and nationalized. And the third, which suddenly broke upon us on September 11th, is the threat of transnational terror networks, which empowers governments and states. Two sets of implications are drawn: first, there are the political dynamics (...) of world risk society. In an age where trust and faith in God, class and progress have largely disappeared, humanity's common fear has proved the last - ambivalent - resource for making new bonds. Second, the methodological nationalism that preoccupies the sociological imagination has to be overcome and a `methodological cosmopolitism' has to be created. (shrink)
