At times of crisis, existing institutional arrangements of societies are thrown into question. Crises that occur in multiple societies simultaneously present rare opportunities for comparative empirical analysis. Social theory can reveal the framing conditions of the responses to crises and the sources of variations between them. This paper compares the immediate responses of the Australian, UK and US governments to the global COVID-19 pandemic, particularly with regard to financing lockdowns, and points out significant differences between the three approaches. Drawing on (...) Polanyi’s method of institutional analysis, we compare the responses of these same national groups to an earlier crisis, the Japanese prisoner of war camps during the Second World War, to show similar patterns of integration recurring eight decades apart. This analysis shows that aspects of moral economies that are not usually apparent can become pronounced during crises, and points to the importance of enduring social imaginaries. (shrink)

An increasing number of regulations propose the notion of ‘AI audits’ as an enforcement mechanism for achieving transparency and accountability for artificial intelligence (AI) systems. Despite some converging norms around various forms of AI auditing, auditing for the purpose of compliance and assurance currently have little to no agreed upon practices, procedures, taxonomies, and standards. We propose the ‘criterion audit’ as an operationalizable compliance and assurance external audit framework. We model elements of this approach after financial auditing practices, and argue (...) that AI audits should similarly provide assurance to their stakeholders about AI organizations’ ability to govern their algorithms in ways that mitigate harms and uphold human values. We discuss the necessary conditions for the criterion audit, and provide a procedural blueprint for performing an audit engagement in practice. We illustrate how this framework can be adapted to current regulations by deriving the criteria on which ‘bias audits’ for hiring algorithms can be performed, as required by the recently effective New York City Local Law 144 of 2021. We conclude by offering critical discussion on the benefits, inherent limitations, and implementation challenges of applying practices of the more mature financial auditing industry to AI auditing where robust guardrails against quality assurance issues are only starting to emerge. Our discussion as informed by experiences in performing these audits in practice highlights the critical role that an audit ecosystem plays in ensuring the effectiveness of such methodology. The inconsistent definition of empathy has had a negative impact on both research and practice. The aim of this article is to review and critically appraise a range of definitions of empathy and, through considered analysis, to develop a new conceptualisation. From the examination of 43 discrete definitions, 8 themes relating to the nature of empathy emerged: “distinguishing empathy from other concepts”; “cognitive or affective?”; “congruent or incongruent?”; “subject to other stimuli?”; “self/other distinction or merging?”; “trait or state influences?”; “has (...) a behavioural outcome?”; and “automatic or controlled?” The relevance and validity of each theme is assessed and a new conceptualisation of empathy is offered. The benefits of employing a more consistent and complete definition of empathy are discussed. (shrink)

In this paper, we distinguish between different sorts of assessments of algorithmic systems, describe our process of assessing such systems for ethical risk, and share some key challenges and lessons for future algorithm assessments and audits. Given the distinctive nature and function of a third-party audit, and the uncertain and shifting regulatory landscape, we suggest that second-party assessments are currently the primary mechanisms for analyzing the social impacts of systems that incorporate artificial intelligence. We then discuss two kinds of as-sessments: (...) an ethical risk assessment and a narrower, technical algo-rithmic bias assessment. We explain how the two assessments depend on each other, highlight the importance of situating the algorithm within its particular socio-technical context, and discuss a number of lessons and challenges for algorithm assessments and, potentially, for algorithm audits. The discussion builds on our team’s experience of advising and conducting ethical risk assessments for clients across dif-ferent industries in the last four years. Our main goal is to reflect on the key factors that are potentially ethically relevant in the use of algo-rithms, and draw lessons for the nascent algorithm assessment and audit industry, in the hope of helping all parties minimize the risk of harm from their use. Attention is strongly influenced by both external stimuli and internal goals. However, this useful dichotomy does not readily capture the ubiquitous and often automatic contribution of past experience stored in memory. We review recent evidence about how multiple memory systems control attention, consider how such interactions are manifested in the brain, and highlight how this framework for ‘memory-guided attention’ might help systematize previous findings and guide future research.

An exploration of commercially available technologies that can enhance energy security and address climate change and public policy options crucial to their adoption.

The way we refer to things in the world is shaped by the immediate physical context as well as the discourse history. But what part of the discourse history is relevant to language use in the present? In four experiments, we combine the study of task‐based conversation with measures of recognition memory to examine the role of physical contextual cues that shape what speakers perceive to be a part of the relevant discourse history. Our studies leverage the differentiation effect, a (...) phenomenon in which speakers are more likely to use a modified expression to refer to an object (e.g., dotted sock) if they had previously described a similar object (e.g., striped sock) than when they had not described a similar object. Two physical cues—the background that framed the to‐be‐described pictures and the position of the pictures in the display—were manipulated to alter perceptions about the relevant discourse context. We measured the rate with which speakers modify referring expressions to differentiate current from past referents. Recognition memory measures following the conversation probed what was and was not remembered about past discourse referents and contexts. Analysis of modification rates indicated that these contextual grouping cues shaped perceptions about the relevant discourse context. The contextual cues did not affect memory for the referents, but the memory for past referents was better for speakers than for listeners. Our findings show that perceptions about the relevant discourse history are a key determinant of how language is used in the moment but also that conversational partners form asymmetric representations of the discourse history. Policy makers from around the world are trying to emulate successful innovation systems in order to support economic growth. At the same time, innovation governance systems are being put in place to ensure a better integration of stakeholder views into the research and development process. In Europe, one of the most prominent and newly emerging governance frameworks is called Responsible Research and Innovation. This article aims to substantiate the following points: The concept of RRI and the concept of justice can (...) be used to derive similar ethical positions on the nano-divide. Given the ambitious policy aims of RRI, the concept may be better suited to push for ethical outcomes on access to nanotechnology and its products rather than debates based on justice issues alone. It may thus serve as a mediator concept between those who push solely for competitiveness considerations and those who push solely for justice considerations in nano-technology debates. The descriptive, non-normative Systems of Innovation approaches should be linked into RRI debates to provide more evidence on whether the approach advocated to achieve responsible and ethical governance of research and innovation can indeed deliver on competitiveness. Déjà vu is the striking sense that the present situation feels familiar, alongside the realization that it has to be new. According to the Gestalt familiarity hypothesis, déjà vu results when the configuration of elements within a scene maps onto a configuration previously seen, but the previous scene fails to come to mind. We examined this using virtual reality technology. When a new immersive VR scene resembled a previously-viewed scene in its configuration but people failed to recall the previously-viewed scene, (...) familiarity ratings and reports of déjà vu were indeed higher than for completely novel scenes. People also exhibited the contrasting sense of newness and of familiarity that is characteristic of déjà vu. Familiarity ratings and déjà vu reports among scenes recognized as new increased with increasing feature-match of a scene to one stored in memory, suggesting that feature-matching can produce familiarity and déjà vu when recall fails. Written memoranda of conversations, or memcons, provide a near‐contemporaneous record of what was said in conversation, and offer important insights into the activities of high‐profile individuals. We assess the impact of writing a memcon on memory for conversation. Pairs of participants engaged in conversation and were asked to recall the contents of that conversation 1 week later. One participant in each pair memorialized the content of the interaction in a memcon shortly after the conversation. Participants who generated memcons recalled more (...) details of the conversations than participants who did not, but the content of recall was equally and largely accurate for both participants. Remarkably, only 4.7% of the details of the conversation were recalled by both of the partners after a week delay. Contemporaneous note‐taking appears to enhance memory for conversation by increasing the amount of information remembered but not the accuracy of that information. These findings have implications for evaluating the testimony of participants on conversations with major political or legal ramifications. (shrink)

Unfortunately, he is relatively unknown in America. Living the Truth is only the second of his works to be translated into English, although other translations are anticipated. (...) In Living the Truth, Demmer provides an incredibly balanced and nuanced work of fundamental moral theology and brims with insights. Not content with easy answers or oversimplifications, Demmer seeks in this book not only to chart a way between apparent opposites but also to synthesize the best of both into a new unity.For example, Demmer returns regularly to the question of the foundation and role of moral norms. Norms are indispensable in the life of the “ethical personality,” the person who is fully alive as a human being. They serve to open a person to the truth and to freedom and help to make a space for genuinely good, free, and vibrant action. However, norms are not at the heart of Demmer’s ethics, either as a discipline or in actual life. He also speaks of the ways in which a person establishes norms for herself even as he is careful to avoid relativism or subjectivism. Acknowledging that norms derived from a natural law ethics are true and important and that Christian morality may not be able to add any propositional content to natural law, he also argues at length that Christianity does in fact significantly shape a natural law ethics into something that is both deeper and more expansive. For Demmer, the Christian context changes the basis and meaning of morality. Although frustratingly spare with examples, he brings to the fore the difference between grounding human dignity in human nature as reason can grasp it and grounding it more specifically in the image and likeness of God and the love shown in the incarnation and redemption.Demmer’s moral theology is profoundly human and existential; it is immersed in the context and texture of real human experience. In many ways, it is very pastoral. It certainly manifests a depth of psychological insight into the nature and workings of the human mind, for example, in analyzing the ways in which people fall into pride and self-deception (33–37).Living the Truth’s concern with truth and truthfulness is an important and timely theme. Once again, Demmer synthesizes distinct elements. Truthfulness is a multifaceted reality, referring both to internal and external forces. Systematically [End Page 227] grounding his ethics in a robust classical metaphysic, Demmer understands the “true,” the “good,” and “being” to be related as transcendentals (42). The “truth” opens one up to “goodness,” which in turn allows for the flourishing of the human person. Far from being restrictive, the truth opens up possibilities for true freedom. But this only occurs when it is internalized as “truthfulness,” a virtue of many dimensions that Demmer unfolds throughout the book, particularly in the last of the three main parts.Living the Truth is very dense. It definitely is not an undergraduate text. Both the meaning of individual sentences and the flow of Demmer’s thought are elusive at times. Th is paper examines St. Bonaventure’s arguments for the impossibility of a beginningless world, taking into consideration their historical background and context. His argument for the impossibility of traversing the infinite is explored at greater length, taking into account the classic objection to this argument. It is argued that Bonaventure understood the issues at hand quite well and that histraversal argument is valid. Because of the nature of an actually infinite multitude, the difference between the infinite by division and the (...) infinite by addition collapses and a beginningless past entails a day infinitely distant from the present, as Bonaventure claims. Because such a chasm is not traversable, as virtually everyone admits, Bonaventure’s conclusion that the world must have a beginning is correct. (shrink)

Cancers rely on multiple, heterogeneous processes at different scales, pertaining to many biomedical fields. Therefore, understanding cancer is necessarily an interdisciplinary task that requires placing specialised experimental and clinical research into a broader conceptual, theoretical, and methodological framework. Without such a framework, oncology will collect piecemeal results, with scant dialogue between the different scientific communities studying cancer. We argue that one important way forward in service of a more successful dialogue is through greater integration of applied sciences (experimental and clinical) (...) with conceptual and theoretical approaches, informed by philosophical methods. By way of illustration, we explore six central themes: (i) the role of mutations in cancer; (ii) the clonal evolution of cancer cells; (iii) the relationship between cancer and multicellularity; (iv) the tumour microenvironment; (v) the immune system; and (vi) stem cells. In each case, we examine open questions in the scientific literature through a philosophical methodology and show the benefit of such a synergy for the scientific and medical understanding of cancer. It is unclear whether the regulatory distinction between non-identifiable and identifiable information—information used to determine informed consent practices for the use of clinically derived samples for genetic research—is meaningful to patients. The objective of this study was to examine patients' attitudes and preferences regarding use of anonymous and identifiable clinical samples for genetic research. Telephone interviews were conducted with 1,193 patients recruited from general medicine, thoracic surgery, or medical oncology clinics at five United States academic medical centers. Wanting to know (...) about research being done was important to 72% of patients when samples would be anonymous and to 81% of patients when samples would be identifiable. Only 17% wanted to know about the identifiable scenario but not the anonymous scenario. Curiosity-based reasons were the most common among patients who wanted to know about anonymous samples. Of patients wanting to know about either scenario, approximately 57% would require researchers to seek permission, whereas 43% would be satisfied with notification only. Patients were more likely to support permission in the anonymous scenario if they had more education, were Black, less religious, in better health, more private, and less trusting of researchers. The sample, although not representative of the general population, does represent patients at academic medical centers whose clinical samples may be used for genetic research. Few patients expressed preferences consistent with the regulatory distinction between non-identifiable and identifiable information. Data from this study should cause policy-makers to question whether this distinction is useful in relation to research with previously collected clinically derived samples. (shrink)

Broadening access to both computational and educational resources is crit- ical to diffusing machine learning (ML) innovation. However, today, most ML resources and experts are siloed in a few countries and organizations. In this article, we describe our pedagogical approach to increasing access to applied ML through a massive open online course (MOOC) on Tiny Machine Learning (TinyML). We suggest that TinyML, applied ML on resource-constrained embedded devices, is an attractive means to widen access because TinyML leverages low-cost and globally (...) accessible hardware and encourages the development of complete, self-contained applications, from data collection to deployment. To this end, a collaboration between academia and industry produced a four part MOOC that provides application-oriented instruction on how to develop solutions using TinyML. The series is openly available on the edX MOOC platform, has no prerequisites beyond basic programming, and is designed for global learners from a variety of backgrounds. It introduces real-world applications, ML algorithms, data-set engineering, and the ethi- cal considerations of these technologies through hands-on programming and deployment of TinyML applications in both the cloud and on their own microcontrollers. To facili- tate continued learning, community building, and collaboration beyond the courses, we launched a standalone website, a forum, a chat, and an optional course-project com- petition. We also open-sourced the course materials, hoping they will inspire the next generation of ML practitioners and educators and further broaden access to cutting-edge ML technologies. (shrink)

About 6% of women in the world live in countries that ban all abortions, and 34% in countries that only allow abortion to preserve maternal life or health. In the USA, over the last decades—even before Dobbs v. Jackson Women’s Health Organization overturned the federal right to abortion—various states have sought to restrict abortion access. Often times, this legislation has been advanced based on legislators’ personal moral values. At the bedside, in contrast, provision of abortion care should adhere to the (...) normative principles of medical ethics and reproductive justice, centreing patients and their individual reproductive intentions and desires. Abortion regulations, through their influence on patients and providers, may facilitate or impede such ethical care at the bedside. In this paper, we present a framework to model how abortion legislation should fit into the patient–provider relationship and to clarify the dynamics by which legislation may affect healthcare encounters. Our proposed framework serves as a tool to analyse the ethical impact of abortion regulations. We propose a model for assessing abortion policies based not on legislators’ or advocates’ individual moral claims, but on the shared, normative framework of clinical medical ethics. Through contrasting case studies, we demonstrate how a robust normative ethical framework can recentre patients and their reproductive needs. Our model is one way to account for—and safeguard—patients’ diverse viewpoints and needs in the development of abortion policy, and it can serve to ground narratives for advocacy by healthcare workers and their professional organisations. In this study, we comprehensively examine the relationships between ethical leadership, social exchange, and employee commitment. We find that organizational and supervisory ethical leadership are positively related to employee commitment to the organization and supervisor, respectively. We also find that different types of social exchange relationships mediate these relationships. Our results suggest that the application of a multifoci social exchange perspective to the context of ethical leadership is indeed useful: As hypothesized, within-foci effects (e.g., the relationship between organizational ethical leadership (...) and commitment to the organization) are stronger than cross-foci effects (e.g., the relationship between supervisory ethical leadership and commitment to the organization). In addition, in contrast to the “trickle down” model of ethical leadership (Mayer et al. in Org Behav Hum Decis Process 108:1–13, 2009), our results suggest that organizational ethical leadership is both directly and indirectly related to employee outcomes. In recent years, a new generation of activists has reinvigorated debate over the public commemorative landscape. While this debate is in no way limited to statues, it frequently crystallizes around public representations of historical figures who expressed support for the oppression of certain groups or contributed to their past or present oppression. In this paper, I consider what should be done about such representations. A number of philosophers have articulated arguments for modifying or removing public monuments. Joanna Burch-Brown (2017) (...) grounds her argument for removal in what I call the “honorific” function of such representations—the ways in which they express and tend to cultivate admiration for their subjects. In the first two sections of the paper, I develop a novel argument for modifying these representations based on this insight. I argue that leaving such representations unmodified in the public space tends to undermine the dignity of members of oppressed groups as well as their assurance that society and government are committed to their rights and constitutional entitlements. In the paper’s third section, I develop a “balancing test” for determining whether the relevant moral and pragmatic considerations favor making a particular representation inaccessible to the public, or recontextualizing it for public consumption. Unlike some of the existing philosophical treatments of honorific representations that focus on particular monuments, this balancing test is designed for general application to any honorific representation that satisfies the presumptive case for modification. To conclude, I offer some reasons why weak forms of recontextualization that do not involve altering institutional context may often be an insufficient remedy for the problems I describe. (shrink)

The Lily's Tongue offers a nuanced, sustained reading of what Maughan-Brown calls the "Lily Discourses"--four discourses that Kierkegaard wrote about the instruction in the Gospel of Matthew to "consider the lilies." Kierkegaard suggests that the lilies are "authoritative" rather than merely "figural" or "metaphorical." The aim of this book is to explore what exactly Kierkegaard means by asking, How do texts speak with authority? In Maughan-Brown's reading, Kierkegaard argues that the key to a text's authority is in the (...) act of reading itself. No text can have authority unless the reader grants it that authority. That is because, paradoxically, no text can avoid or escape the use of figural language. If the lilies speak authoritatively it is precisely because they are also figural. Texts do not speak directly; their tongue is always the lily's tongue. Drawing on the work of Kant, Hegel, Nietzsche, Benjamin, and Derrida, The Lily's Tongue situates Kierkegaard's reading of Matthew at the intersection of theological, philosophical, political, and literary investigations of figural language. It uniquely contributes to the ongoing discussion of Kierkegaard's theory and practice of "indirect communication" by introducing four pivotal signed discourses into this debate. In so doing, Maughan-Brown reveals a groundbreaking theory of figure--one that ultimately requires a renewed reading of the major pseudonymous works. (shrink)

We bring to Plato's texts as a dogma the [End Page 114] view that his doctrines evolved over time, that later dialogues return to problems (...) unsuccessfully addressed in earlier dialogues, and in short that the Platonic corpus as a whole should be arranged as a kind of intellectual "Bildungsroman." The early and inconclusive explorations of Socrates give way to mature and expansive metaphysical doctrines, which in turn are tested and revised in subsequent works.This developmentalist dogma has dominated interpretations of Plato, with few exceptions (notably Paul Shorey), for a century and more. Yet this makes it a rather young dogma after all. Annas argues that it is a product of Victorian scholars, and especially targets the highly influential work of Benjamin Jowett (95 n.56). Jowett placed the Republic at the center of Plato's works and interpreted others backward and forward from it. The influence of this developmental thesis has been sweeping and, Annas argues, unfortunate. Armed with it, we are reluctant to consider the doctrines of the dialogues on their own terms; we make problems for one dialogue with concerns expressed in quite another; we tend to force our readings to fit the progressive picture and distort the works in the process.To achieve some distance from developmentalism and other modern preconceptions and dogma, Annas proposes listening with an open mind to ancient readings of Plato, especially those of the so-called Middle Platonists. Most modern students of ancient philosophy have been accustomed to discount these ancients as either too marginal to deserve a hearing or too biased to be fair readers. (In addition, access to their works in reliable texts and translations has been impossible until quite recently.)But such ancient readers as Albinus, Alcinous, Arius Didymus, Philo, and Numenius have (Annas argues) much to offer.First, they are active participants in an ongoing intellectual conversation about "eudaimonism," or the sufficiency of virtue for happiness. They comfortably engage Plato in this conversation as a proponent of eudaimonism. This is as true for the Plato of Republic and Laws as for the earlier dialogues. These older readers of Platonic ethics demonstrate that it is indeed possible to discern a unified view of the relation between goodness and happiness, without violence to the texts. While Plato may speak with "many voices," as Arius Didymus averred, this does not entail that he held "many doctrines" (9).Another modern shibboleth which the older readers can help us dislodge concerns the proper understanding of the Republic. We have tended to classify it as political theory (and in this are supported by the Library of Congress, as Annas points out). While recognizing the hefty core of more individual ethical thinking which goes into the definition of justice in the soul, we have insisted that the "Fairest City" is a serious utopian project description and should shape and contain the Republic's ethical teachings. Here too the ancients were much less inhibited than we; most of them cheerfully ignore the city-building and attend mainly to the implications for moral life. Annas finds this not only salubrious and unity-supporting but more faithful to the text, whose political content she finds "brief and underdeveloped" (82).Many readers will find the treatment of Republic's political significance (or lack thereof) objectionable. Many readers will also find the idea of relinquishing developmentalism to be unappealing or even frightening. In this essay, I read Stuart Hall’s idea of “politics without guarantees” as meaning that all concepts are saturated with history and that no use of a concept can prevent it from being co-opted. The contribution of this reading is that it shifts the task of critical theory: if all concepts carry limitations and can be used to advance domination, then critical theorists need not search for pure concepts or worry about how to prevent our concepts from being captured. Instead, (...) our task is to strategically leverage always already imperfect concepts with a view toward shared political goals. For an example of this kind of critical theory, I look to W. E. B. Du Bois’s uses of “human,” “humanity,” and “human rights” in Black Reconstruction, which I suggest were informed by how he came to understand “humanity” in John Brown. (shrink)

Ithaca, NY: Cornell University Press, 1999. Pp. vii + 196. Cloth, $35.00Readers of Plato's dialogues in our time are almost unanimously affected by what Annas here calls "the developmental thesis." We bring to Plato's texts as a dogma the [End Page 114] view that his doctrines evolved over time, that later dialogues return to problems (...) unsuccessfully addressed in earlier dialogues, and in short that the Platonic corpus as a whole should be arranged as a kind of intellectual "Bildungsroman." The early and inconclusive explorations of Socrates give way to mature and expansive metaphysical doctrines, which in turn are tested and revised in subsequent works.This developmentalist dogma has dominated interpretations of Plato, with few exceptions (notably Paul Shorey), for a century and more. Yet this makes it a rather young dogma after all. Annas argues that it is a product of Victorian scholars, and especially targets the highly influential work of Benjamin Jowett (95 n.56). Jowett placed the Republic at the center of Plato's works and interpreted others backward and forward from it. The influence of this developmental thesis has been sweeping and, Annas argues, unfortunate. Armed with it, we are reluctant to consider the doctrines of the dialogues on their own terms; we make problems for one dialogue with concerns expressed in quite another; we tend to force our readings to fit the progressive picture and distort the works in the process.To achieve some distance from developmentalism and other modern preconceptions and dogma, Annas proposes listening with an open mind to ancient readings of Plato, especially those of the so-called Middle Platonists. Most modern students of ancient philosophy have been accustomed to discount these ancients as either too marginal to deserve a hearing or too biased to be fair readers. (In addition, access to their works in reliable texts and translations has been impossible until quite recently.)But such ancient readers as Albinus, Alcinous, Arius Didymus, Philo, and Numenius have (Annas argues) much to offer.First, they are active participants in an ongoing intellectual conversation about "eudaimonism," or the sufficiency of virtue for happiness. They comfortably engage Plato in this conversation as a proponent of eudaimonism. This is as true for the Plato of Republic and Laws as for the earlier dialogues. These older readers of Platonic ethics demonstrate that it is indeed possible to discern a unified view of the relation between goodness and happiness, without violence to the texts. While Plato may speak with "many voices," as Arius Didymus averred, this does not entail that he held "many doctrines" (9).Another modern shibboleth which the older readers can help us dislodge concerns the proper understanding of the Republic. We have tended to classify it as political theory (and in this are supported by the Library of Congress, as Annas points out). While recognizing the hefty core of more individual ethical thinking which goes into the definition of justice in the soul, we have insisted that the "Fairest City" is a serious utopian project description and should shape and contain the Republic's ethical teachings. Here too the ancients were much less inhibited than we; most of them cheerfully ignore the city-building and attend mainly to the implications for moral life. Annas finds this not only salubrious and unity-supporting but more faithful to the text, whose political content she finds "brief and underdeveloped" (82).Many readers will find the treatment of Republic's political significance (or lack thereof) objectionable. Many readers will also find the idea of relinquishing developmentalism to be unappealing or even frightening. But Annas makes a strong case for [End Page 115] seriously consulting the ancient readers if only for their medicinal value; they can "... wake us from our developmental slumbers" (165).
