The four-yearly social elections in Belgium took place for the tenth time in june 1991.The results show a renewed victory for the christian trade union ACV; all the other unions and lists lost. The socialist union ABW, which was once the most powerful in Belgium, felt the decline most strongly. It could maintain a narrow relative majority in votes in Wallonia but was outnumbered in seats by the ACV.For many years Wallonia was considered to be a "red bastion". Another important (...) shift was that the three "general" unions together gained the majority of votes of the executive staff members, at the expense of their "specific" lists : those of organizations and groups representing only members of the executive staffs.These elections showed a further decline in attendance, in spite of all the propaganda made by the Ministry of Labour, urging the employees to take part in the elections. This article aims to present a framework for comparative analysis ofelectoral programs.A content analysis of the programs of the last Belgian elections delivered a number of program items, classified in policy sectors : financial, cultural, social, economic, internal and foreign policy. For each item of each party was checked up if each other party agreed or disagreed with it, or didn't give an opinion upon it. These data were the basis to calculate the consensus and dissension between the parties.These data (...) were also the basis to construct the programmogram, a graph representing the extent of the programs of the parties, their originality, the importance attached to each policy sector, and the consensus and dissension between the parties. In 1987 the centre-right coalition was able to break through partially the triopoly of the three trade unions - the christian ACV, the socialist ABVV en the liberal ACLVB - by admitting to the four-yearly social elections separate lists of candidates for the members of the executive staffs.As a result of this, the position of the three unions weakened. The decline was most strongly felt by the ABVV; the socialist union lost 2.6 %. The minor loss of 0.7 % enabled (...) the christian ACV to regain its position as the strongest Belgian union, a position which was taken for the first time in 1979 and was lost again in the elections of 1983.After thë recent social elections, neither the unions, nor the « independent » National Confederation of the Executive Staff Members, nor the individual lists of the members of the executive staffs can cÏaim io be « the representator » of the members of the executive staffs.Through the analysis of the 1987 results, it is found once more that social elections are little affected by political events. Most theorists on International Relations agree on recognizing natural resources, economic strength, technologica! development, political stability and military strength as the five bases of a state's power.This unanimity is in sharp contrast with the divergence in the operationalizations of the power of states. Most operationalizations use only one or two bases of a state's power and thus are very limited in scope.Therefore, the demand for an operationalization sticking as closely as possible to the unanimity among theorists, farces itself on the (...) researcher. The present study is an attempt to transform the theoretical unanimity into an operational measuring.Such an operationalization was obtained by granting all five power bases an equal share in the index, and by giving an equal weight to the sums of the arithmetical values for fifteen subindicators and thus for the five indicators. The nations'power index thus obtained was applied for 110 nation states as they existed in the beginning of the '70s. On this power scale, ratings diHer from 29,046 IWM for the USA to 276 IWM for Gambia, and even less for a number of the smaller states that could not be investigated. (shrink)

The government-opposition scheme of a two-party system does not function that clearly in a multiparty system which is the case in Belgium. To examine to what extent the opposition parties in a multi-partysystem are functional for policymaking, the period 1965-1971 was chosen for Belgium, providing a complete scale of government and opposition parties.A content analysis of all political parties' platforms in 1965 permits to determine the policy objectives, classified in policy areas, so that at the end of the six years (...) a survey could be made about the completely andpartly realised planks of the platforms according to government and opposition parties, according to the party-strength which was congruent with the duration of government participation. In Belgium a distinctioncan also be made between the traditional opposition parties and the nonelitist opposition parties, which during the given period were not accepted as possible government parties by the political elite.To obtain a correct evaluation of the realisations, the approach took successively into account the absolute number of platform-planks, the number of specific items of a party and the degree of importance andsocial repercussion of the distinct planks that could be realised.Although respectively for 6, 4 and 2 years in the government the CVP, the BSP and the PVV realise approximately the same number of planks. The non-elitist opposition party Volksunie realised a smaller butstill considerable number of objectives. So did also, but to a smaller extent the RW, KP and FDP. The interpretation of these results could be the loss of distinctiveness of the government-opposition scheme in amultiparty system, the elite-consensus in Belgium, the function of the «zweeppartij» strategy and the definition of the opposition in terms of action. BackgroundMoral case deliberation as a form of clinical ethics support is usually implemented in health care institutions and educational programs. While there is no previous research on the use of clinical ethics support on the level of health care regulation, employees of regulatory bodies are regularly confronted with moral challenges. This pilot study describes and evaluates the use of MCD at the Dutch Health Care Inspectorate.The objective of this pilot study is to investigate: 1) the current way of dealing with (...) moral issues at the IGZ; 2) experience with and evaluation of MCD as clinical ethics support, and 3) future preferences and needs regarding clinical ethics support for dealing with moral questions at the IGZ.MethodsWe performed an explorative pilot study. The research questions were assessed by means of: 1) interviews with MCD participants during four focus groups; and 2) interviews with six key stakeholders at the IGZ. De qualitative data is illustrated by data from questionnaires on MCD outcomes, perspective taking and MCD evaluation.ResultsProfessionals do not always recognize moral issues. Employees report a need for regular and structured moral support in health care regulation. The MCD meetings are evaluated positively. The most important outcomes of MCD are feeling secure and learning from others. Additional support is needed to successfully implement MCD at the Inspectorate.ConclusionWe conclude that the respondents perceive moral case deliberation as a useful form of clinical ethics support for dealing with moral questions and issues in health care regulation. It is commonly assumed that personalization technologies used by Google for the purpose of tailoring search results for individual users create filter bubbles, which reinforce users’ political views. Surprisingly, empirical evidence for a personalization-induced filter bubble has not been forthcoming. Here, we investigate whether filter bubbles may result instead from a searcher’s choice of search queries. In the first experiment, participants rated the left-right leaning of 48 queries (search strings), 6 for each of 8 topics (abortion, benefits, climate change, sex (...) equality, immigration, nuclear family, Islam, and taxation). An independent sample of participants were then asked to select one of these queries for each of the 8 topics. With the exception of the topic of Islam, participants were significantly more likely to select a query corresponding to their own political leaning, compared to other queries, explaining between 12% and 39% of the variance. A second experiment investigated the effect of the political leaning of the same queries on the overall political leaning of Search Engine Result Pages (SERPs) in Google Search. The top six results of each SERP were rated collectively by a third group of participants, explaining 36.3% of the variance across all 48 search terms (p < .00001). That is, (1) participants in our experiments tended to select own-side search queries, and (2) using those queries tended to yield own-side search results when using the Google search engine. Our results are consistent with the notion of a self-imposed filter bubble in which query selection plays a salient role. (shrink)

BackgroundExisting clinical ethics support (CES) instruments are considered useful. However, users report obstacles in using them in daily practice. Including end users and other stakeholders in developing CES instruments might help to overcome these limitations. This study describes the development process of a new ethics support instrument called CURA, a low-threshold four-step instrument focused on nurses and nurse assistants working in palliative care. MethodWe used a participatory development design. We worked together with stakeholders in a Community of Practice throughout the (...) study. Potential end users (nurses and nurse assistants in palliative care) used CURA in several pilots and provided us with feedback which we used to improve CURA.ResultsWe distinguished three phases in the development process. Phase one, Identifying Needs, focused on identifying stakeholder and end user needs and preferences, learning from existing CES instruments, their development and evaluation, and identify gaps. Phase two, Development, focused on designing, developing, refining and tailoring the instrument on the basis of iterative co-creation. Phase three, Dissemination, focused on implementation and dissemination. The instrument, CURA, is a four-step low-threshold instrument that fosters ethical reflection.ConclusionsParticipatory development is a valuable approach for developing clinical ethics support instruments. Collaborating with end users and other stakeholders in our development study has helped to meet the needs and preferences of end users, to come up with strategies to refine the instrument in order to enhance its feasibility, and to overcome reported limitations of existing clinical ethics instruments. John Cook Wilson is an important predecessor of contemporary knowledge first epistemologists: among other parallels, he claimed that knowledge is indefinable. We reconstruct four arguments for this claim discernible in his work, three of which find no clear analogues in contemporary discussions of knowledge first epistemology. We pay special attention to Cook Wilson’s view of the relation between knowledge and forms of thinking (like belief). Claims of Cook Wilson’s that support the indefinability of knowledge include: that knowledge, unlike belief, straddles (...) an active/passive divide; that, rather than entailing belief, knowledge excludes belief; and that understanding forms of thinking other than knowledge (such as belief) depends on understanding knowledge. Reflecting on Cook Wilson’s framework highlights underappreciated concerns relevant to any attempt to define knowledge. (shrink)

Recent evidence from cognitive neuroscience suggests that certain cognitive processes employ perceptual representations. Inspired by this evidence, a few researchers have proposed that cognition is inherently perceptual. They have developed an innovative theoretical approach that rests on the notion of perceptual simulation and marshaled several general arguments supporting the centrality of perceptual representations to concepts. In this article, I identify a number of weaknesses in these arguments and defend a multiple semantic code approach that posits both perceptual and non-perceptual representations.

The Theory of Planned Behavior predicts that a combination of attitudes, perceived norms, and perceived behavioral control predict intentions, and that intentions ultimately predict behavior. Previous studies have found that the TPB can predict students’ engagement in plagiarism. Furthermore, the General Theory of Crime suggests that self-control is particularly important in predicting engagement in unethical behavior such as plagiarism. In Study 1, we incorporated self-control in a TPB model and tested whether norms, attitudes, and self-control predicted intention to plagiarize and (...) plagiarism behavior. The best statistical fit for the path-analytic model was achieved when a direct path from self-control to plagiarism engagement was specified. In Study 2, we added a measure of perceived behavioral control and split the measurement of norms into descriptive and injunctive components. This study found that both self-control and perceived-behavioral control additively contributed to the prediction of plagiarism and the path-analytic model achieved its best fit when direct paths from perceived norms to plagiarism behavior were specified. These studies suggest that setting strong anti-plagiarism norms, such as by the use of honor codes, and seeking to enhance students’ self-control may reduce engagement in plagiarism. (shrink)

Judgments concerning animals have arisen across a variety of established practice areas. There is, however, no publicly available repository of judgments concerning the emerging practice area of animal protection law. This has hindered the identification of individual animal protection law judgments and comprehension of the scale of animal protection law made by courts. Thus, we detail the creation of an initial animal protection law repository using natural language processing and machine learning techniques. This involved domain expert classification of 500 judgments (...) according to whether or not they were concerned with animal protection law. 400 of these judgments were used to train various models, each of which was used to predict the classification of the remaining 100 judgments. The predictions of each model were superior to a baseline measure intended to mimic current searching practice, with the best performing model being a support vector machine (SVM) approach that classified judgments according to term frequency—inverse document frequency (TF-IDF) values. Investigation of this model consisted of considering its most influential features and conducting an error analysis of all incorrectly predicted judgments. This showed the features indicative of animal protection law judgments to include terms such as ‘welfare’, ‘hunt’ and ‘cull’, and that incorrectly predicted judgments were often deemed marginal decisions by the domain expert. The TF-IDF SVM was then used to classify non-labelled judgments, resulting in an initial animal protection law repository. Inspection of this repository suggested that there were 175 animal protection judgments between January 2000 and December 2020 from the Privy Council, House of Lords, Supreme Court and upper England and Wales courts. Attachment theory proposes that the activation of the attachment system enacts emotion regulation (ER) to maintain security or cope with insecurity. However, the effects of ER on attachment states and their bidirectional influences remain poorly understood. In this ecological momentary assessment study, we examined the dynamics between attachment and ER. We hypothesised that attachment states and ER influence each other through time. Specifically, we hypothesised bidirectional short-term cycles between state attachment security and reappraisal, state attachment anxiety and rumination, and state (...) attachment avoidance and suppression. We also tested how trait attachment is related to state attachment and ER. One hundred twenty-two participants (Mage = 26.4) completed the Experiences in Close Relationship–Revised and reported state attachment and ER seven times daily for seven days. The results were only partly consistent with our cycle hypotheses yet revealed a cycle between low state attachment security and rumination that was attenuated by reappraisal. Moreover, rumination and suppression predicted increased insecure states, and reappraisal predicted increased secure and insecure states. Finally, trait attachment showed associations with state attachment and ER. Our study suggests regulatory dynamics between attachment and ER and opens important questions about their functional relationship in maintaining attachment-related behavioural patterns and emotional well-being. Background: There is a lack of empirical data on lay attitudes toward different sorts of deception in medicine. However, lay attitudes toward deception should be taken into account when we consider whether deception is ever permissible in a medical context. The objective of this study was to examine lay attitudes of U.S. citizens toward different sorts of deception across different medical contexts. Methods: A one-time online survey was administered to U.S. users of the Amazon “Mechanical Turk” website. Participants were asked (...) to answer questions regarding a series of vignettes depicting different sorts of deception in medical care, as well as a question regarding their general attitudes toward truth-telling. Results: Of the 200 respondents, the majority found the use of placebos in different contexts to be acceptable following partial disclosure but found it to be unacceptable if it involved outright lying. Also, 55.5% of respondents supported the use of sham surgery in clinical research, although 55% claimed that it would be unacceptable to deceive patients in this research, even if this would improve the quality of the data from the study. Respondents supported fully informing patients about distressing medical information in different contexts, especially when the patient is suffering from a chronic condition. In addition, 42.5% of respondents believed that it is worse to deceive someone by providing the person with false information than it is to do so by giving the person true information that is likely to lead them to form a false belief, without telling them other important information that shows it to be false. However, 41.5% believed that the two methods of deception were morally equivalent. Conclusions: Respondents believed that some forms of deception were acceptable in some circumstances. While the majority of our respondents opposed outright lying in medical contexts, they were prepared to support partial disclosure and the use of placebos when it is in the patient's interests or when it is what the person would want. These results support the position that physicians should be allowed a greater degree of authority to make a professional judgment about whether deception might be morally warranted by the circumstances, provided that it doesn't involve outright lying. Thus an object that is perfectly useless from a biological point of view (such as a medal, or the enemy's flag) can be desired because it is the object of other desires. Such a human desire, and human reality as it differs from animal reality, is only created by the action that satisfies such desires. Human history is the history of desires that are desired [Désirs désirés]. Undoubtedly, these could be words written by Girard. However, they are not. These words are quoted from the famous lectures given by Alexandre Kojève on Hegel's Phänomenologie des Geistes at the Ecole pratique des hautes études between 1933 and 1939. They were followed by what would become the crème ofpost-war French philosophy: Raymond Aron, Georges Bataille, Alexandre Koyré, Pierre Klossowski, Jacques Lacan, Maurice Merleau-Ponty, Jean-Paul Sartre.' Debates about new technologies, such as crop and food genetic modification, raise pressing questions about the ways ‘experts’ and ‘ nonexperts’ communicate. These debates are dynamic, characterized by many voices contesting numerous storylines. The discoursal features, including language choices and communication strategies, of the GM debate are in some ways taken for granted and in others actively manipulated by participants. Although there are many voices, some have more influence than others. This study makes use of 50 hours of in-depth interviews (...) with GM scientists, nonexperts, and other stakeholders in the GM debate to examine this phenomenon. We uncover rhetorical devices used by scientists to characterize and ultimately undermine participation by non-experts in areas including rationality, knowledge, understanding and objectivity. Scientists engage with ‘the public’ from their own linguistic and social domain, without reflexive confirmation of their own status as part of the public and the citizenry. This raises a number of interesting ironies and contradictions, which are explored in the article. As such, it provides valuable insights into an increasingly important type of discourse. (shrink)

After the post-electoral crisis of 2010-2011, prostitution on social networks developed in Abidjan. Faced with the complexity of this new form of prostitution, actors have developed coping strategies, such as taking drugs and using food and body supplements. This study aims to analyze the perceptions surrounding the use of doping products and body supplements among prostitutes. The survey took place in Abidjan and involved 122 prostitutes. The data was collected from the non-directive interview. The results show that prostitutes associate multiple (...) meanings to their practices which constitute not only a last resort to alleviate the difficulties related to prostitution, but also a means to meet beauty criteria and increase visibility on dating sites. Today, computers are found in all sciences. Philosophy is no exception. We see the birth of a computer philosophy and a computational, an experimental, and a digital philosophy, etc. What relationship can there be between these two different epistemic practices that are philosophy and computer science? The pragmatic philosophy of science invites us to see a scientific project as a model building endeavour. For research projects that include computers, one of these models will be conceptual. This will allow philosophy to (...) play a fruitful role in relation to formal, computational, and technological models. This hypothesis is explored in computer-aided text analysis (CARAT) reading projects that are applied to texts of highly theoretical levels such as philosophical texts. (shrink)

Résumé Dans cet article, nous discuterons de l’intégration du numérique à la sémiotique et proposerons qu’une modélisation conceptuelle puisse offrir un pont de dialogue entre ces deux domaines classiquement cloisonnés. Plus précisément, nous avancerons l’hypothèse que tout projet de recherche qui en appellera à l’informatique soit une démarche scientifique que s’il construit une théorie qui contient, en plus des modèles classiques que sont les modèles formel, computationnel et physique, un modèle conceptuel. Ce lieu, où les chercheur-es conceptualisent les multiples dimensions (...) de leur objet de recherche, sera alors défini en tant que socle d’une relation solide entre la sémiotique et l’informatique. Nous verrons que les différentes définitions du modèle conceptuel convergent vers la thèse soutenant que la connaissance scientifique met en œuvre une instance de conceptualisation qui doit identifier les diverses dimensions du problème en plus de devoir s’exprimer de manière à ce qu’elle soit communicable entre les membres des communautés épistémiques. Nous verrons, enfin, qu’un projet de recherché sémiotique exige la construction d’un tel modèle afin de décrire, généraliser et sélectionner des problèmes et que ce même modèle, conceptuel, sera aussi nécessaire si le ou la sémioticien-ne utilise l’informatique dans le cadre de sa recherche.fr. More and more researchers are examining grammar acquisition from theoretical perspectives that treat it as an emergent phenomenon. In this essay, I argue that a robustly developmental perspective provides a potential explanation for some of the well-known crosslinguistic features of early child language: the process of acquisition is shaped in part by the developmental constraints embodied in von Baer’s law of development. An established model of development, the Developmental Lock, captures and elucidates the probabilistic generalizations at the heart of von (...) Baer’s law. When this model is applied to the acquisition of grammar, it predicts that grammatical achievements that are more generatively entrenched will emerge earlier in development and will be more developmentally resilient than those that are less generatively entrenched. I show that the first prediction is supported by a wealth of psycholinguistic evidence involving typically developing children and that the second prediction is supported by numerous studies involving both children who receive deficient linguistic input and children who experience various language impairments. The success of this model demonstrates the analytic potential of a developmental approach to the study of language acquisition. (shrink)

Mark Evan Bonds’ recent book, Absolute Music, deepens considerably the historical context within which Eduard Hanslick’s famous treatise on musical beauty can be read. This paper argues that, with the aid of this expanded context, we can understand Hanslick’s treatise to have provided contemporary and subsequent audiences with a kind of meta-programme for listening to symphonic and other non-texted music. That is to say, Hanslick’s text arguably informed and directed the way audiences came to listen to instrumental music by furnishing (...) them with imaginative constructs which could then be applied to the practice of musical listening. In much the same way as the texts which supply the poetic scenarios of so-called programme music, Hanslick’s ‘meta-programme’ became indispensable to an expanding culture of musical listening in the second half of the 19th century and beyond beyond. My claim thus contradicts the well-known formalist tenets of Hanslick’s musical aesthetics. (shrink)

Hoping to foster this link between insight and action, applied geography saw the light of day. In order to be genuinely effective, the practice of this kind of planning, so it was thought, needed to rely on the expertise of the geographer who studied forms of human settlement. More fundamentally, the utilitarian claim of applied geography rested on the conviction according to which the spatial organization of human societies brought into play the question of justice and commonweal. As Jean Gottmann wrote, our epoch is particularly sensitive to the fact that everyone, whoever or from wherever they may be, consider themselves “to be entitled to live just as well as all others.” In this way a “popular will” was affirmed “that the necessary measures be taken to envisage, prepare, and provide for an improvement of life's comforts …, for a better life.” Inspired by the “modern idea of planning,” applied geography set itself the goal of “establishing justice […] by a more even distribution of people, of their means of subsistence, [and] of their living standard.”.
