In the United States today, much interpersonal racism is driven by corrupt forms of self-preservation. Drawing from Jean- Jacques Rousseau, I refer to this as self-love racism. The byproduct of socially-induced racial anxieties and perceived threats to one’s physical or social wellbeing, self-love racism is the protective attachment to the racialized dimensions of one’s social status, wealth, privilege, and/or identity. Examples include police officer related shootings of unarmed Black Americans, anti-immigrant sentiment, and the resurgence of unabashed white supremacy. This form (...) of racism is defined less by the introduction of racism into the world and more on the perpetuation of racially unjust socioeconomic and political structures. My theory, therefore, works at the intersection of the interpersonal and structural by offering an account of moral complacency in racist social structures. My goal is to reorient the directionality of philosophical work on racism by questioning the sense of innocence at the core of white ways-of-being. (shrink)

This essay explores the intersection of racism, racial embodiment theory and the recent hostility aimed at immigrants and foreigners in the United States, especially the targeting of people of Latin American descent and Latino/as. Anti-immigrant and anti-foreigner sentiment is racist. It is the embodiment of racial privilege for those who wield it and the materiality of racial difference for those it is used against. This manifestation of racial privilege and difference rests upon a redrawing of the color line that is (...) meant towards preserving exclusive categories of political membership. The charge of racism, however, is elided by the fact that this hostility takes the form of a specious embracement of law and lawfulness. “Illegal” in this sense not only captures the actions of those who enter the United States through clandestine or informal means, but, in light of the history of immigration and citizen- ship law, the term operates as a racial trope that designates non-white status, thus marginalizing and alienating certain immigrants from ongoing nation-formation processes. I explain the source for anti-immigrant hostility in the United States, which I take to be connected to the longevity of white normativity as the basis for American identity. I then critically assess how the idea of national belonging is crucial to the perpetuation of white-ways-of-being, especially when citizenship has historically been a venue for the embodiment of racial and even colonial privilege. I conclude by posing several questions about the nature of racial identities and racism that suggest new avenues for further research on racial embodiment in a “postracial” era. pp. 65–90. (shrink)

This work explores the increasing militarization of borders throughout the world, particularly the United States border with Mexico. Rather than further rhetoric of "border security," this work views increases in guards, technology and the building of walls as militarized action. The goal of this essay is to place the onus upon states to justify their actions at borders in ways that do not appeal to tropes of terrorism. This work then explores how a logic of security infiltrates philosophical discussions of (...) "the right to exclude," thereby curtailing the ability to see borders in any other way than as a locale that must be militarized. Specifically, I analyze the work of Michael Blake and his juridical theory of immigration restrictions. I argue that his work necessitates the walling of borders and removal of those who create new obligations for current members of existing political institutions. (shrink)

This essay explores the extent to which comparative philosophy can assist decolonial struggle. In order to accomplish this task, I offer not only a description of philosophy's colonization but also an account of how this discipline remains subject to the coloniality of knowledge. In short, insofar as race, gender, class, and sexuality are considered irrelevant or accidental to the production of philosophical knowledge, professional philosophy replicates, if not continues, what Rajeev Bhargava terms the epistemic injustice of colonialism. One response to (...) the colonization of philosophy is “diversification” by means of putting into conversation philosophers, systems, and ideas from differing cultures or regions throughout the world. While a step forward, insofar as philosophical comparisons occur primarily on an East–West axis, philosophers are not necessarily addressing the biases, prejudices, racism, and exceptionalism endemic to their discipline. In fact, such a directionality typically reinforces the sense of historical development that undergirds Western philosophy's self‐understanding. This essay, therefore, offers a series of recommendations for how to radicalize comparative philosophical efforts so as to address global epistemic injustice and aid in the process of decolonization. This essay offers an account of the philosophical significance of liberation and prescribes the special place the idea of liberation ought to hold in the context of inter-American philosophical dialogue. Drawing from Latin American liberation philosophy, as well as philosophical and theoretical discourses and debates that can be considered part of a larger liberatory tradition, my goal is to explore the idea of liberation as a process, or perhaps more appropriately a praxis, harboring both critical and creative potentialities.

Sean Meighoo opens up the debate with the observation that recent radical antiracist and anticolonial discourses tend to focus solely on interrogating the privilege of dominant discursive terms within these discourses, like “black-white,” “colonizer-colonized.” Hereby, they fail to adequately dismantle or deconstruct the binary opposition that informs these terms. Meighoo stakes the claim that the conceptual order of race and colonialism should be dismantled or deconstructed by questioning the binary opposition of the aforementioned terms. In engaging his position, Tracey Nicholls (...) endorses that our individual messy, complex, and entangled narratives be introduced into the analytic academic space so that its dichotomies can be sundered through the narratives of other experience. Grant Silva argues that different accounts about colonization that account for the variegated axes of oppression through which the coloniality of knowledge is manifested be developed. Finally, Ernesto Rosen Velásquez directs attention to the ubiquity of coloniality in a world marked by euro-modern colonialism. In his reply, Meighoo reiterates his position that those who seek to make critical interventions in antiracist and anticolonial debates should critically engage with their own complicity with power. This article offers a response to Michael J. Monahan's engagement with and criticism of Grant Silva's article “Racism as Self-Love.” So as to demonstrate how Monahan's idea of “ur-contempt” fits alongside the author's project and supplements his attempt to challenge the variety of forms of moral obfuscation employed by white nationalists and other racists today, this response begins with an overview of the central critique of moral responsibility for racism that Silva's work offers. At stake is the (...) attempt, by unabashed white supremacist and others, to bank on historical acts of racial oppression and reap the benefits of elevated social status while evading responsibility for that past. The goal in this project is thus to demonstrate the entanglement of interpersonal and structural forms of racism while also describing how racism unfolds in the present in order to challenge the types of moral evasion for racism that Monahan and Silva are concerned with. Current scholarship on Cosimo i de’ Medici’s sixteenth-century fortification of Elba’s harbor city of Portoferraio, and representations of it, largely disregard Portoferraio’s political and strategic importance. One of the duke’s primary goals was to establish Tuscany as a maritime state; another was to defend the Tuscan coast. Raids by Barbary corsairs and Ottoman Turks were a frequent threat. Analysis of the art (e.g. Giorgio Vasari’s Cosimo i Visiting the Fortifications on Elba and Domenico Poggini’s portrait medal of Cosimo i) that (...) defined, celebrated, and promoted Portoferraio’s acquisition and fortification supports the city’s importance not only in expanding Cosimo’s territorial presence on the Mediterranean, but also in securing the Italian coast. The ability to identify the mineral composition of rocks and softs is an important tool for the exploration of geological sites. For instance, NASA intends to design robots that are sufficiently autonomous to perform this task on planetary missions. Spectrometer readings provide one important source of data for identifying sites with minerals of interest. Reflectance spectrometers measure intensities of light reflected from surfaces over a range of wavelengths. Spectral intensity patterns may in some cases be sufficiently distinctive for proper identification (...) of minerals or classes of minerals. For some mineral classes, carbonates for example, specific short spectral intervals are known to carry a distinctive signature. Finding similar distinctive spectral ranges for other mineral classes is not an easy problem. We propose and evaluate data-driven techniques that automatically search for spectral ranges optimized for specific minerals. In one set of studies, we partition the whole interval of wavelengths available in our data into sub-intervals, or bins, and use a genetic algorithm to evaluate a candidate selection of subintervals. As alternatives to this computationally expensive search technique, we present an entropy-based heuristic that gives higher scores for wavelengths more likely to distinguish between classes, as well as other greedy search procedures. Results are presented for four different classes, showing reasonable improvements in identifying some, but not all, of the mineral classes tested. (shrink)

Trust is indispensable not only for interpersonal relationships and social life, but for good quality healthcare. As manifested in the increasing violence and tension in patient-physician relationships, China has been experiencing a widespread and profound crisis of patient–physician trust. And globally, the crisis of trust is an issue that every society, either developing or developed, has to face in one way or another. Yet, in spite of some pioneering works, the subject of patient-physician trust and mistrust – a crucial matter (...) in healthcare especially because there are numerous ethical implications – has largely been marginalized in bioethics as a global discourse. Drawing lessons as well as inspirations from China, this paper demonstrates the necessity of a trust-oriented bioethics and presents some key theoretical, methodological and philosophical elements of such a bioethics. A trust-oriented bioethics moves beyond the current dominant bioethical paradigms through putting the subject of trust and mistrust in the central agenda of the field, learning from the social sciences, and reviving indigenous moral resources. In order for global bioethics to claim its relevance to the things that truly matter in social life and healthcare, trust should be as vital as such central norms like autonomy and justice and can serve as a potent theoretical framework. According to the indispensability argument, the fact that we quantify over numbers, sets and functions in our best scientific theories gives us reason for believing that such objects exist. I examine a strategy to dispense with such quantification by simply replacing any given platonistic theory by the set of sentences in the nominalist vocabulary it logically entails. I argue that, as a strategy, this response fails: for there is no guarantee that the nominalist world that go beyond the set of (...) sentences in the nominalist language such theories entail. However, I argue that what such theories show is that mathematics can enable us to express possibilities about the concrete world that may not be expressible in nominalistically acceptable language. While I grant that this may make quantification over abstracta indispensable, I deny that such indispensability is a reason for accepting them into our ontology. I urge that the nominalist should be allowed to quantify over abstracta whilst denying their existence and I explain how this apparently contradictory practice (a practice I call 'weaseling') is in fact coherent, unproblematic and rational. Finally, I examine the view that platonistic theories are simpler or more attractive than their nominalistic reformulations, and thus that abstract ought to be accepted into our ontology for the same sorts of reasons as other theoretical objects. I argue that, at least in the case of numbers, functions and sets, such arguments misunderstand the kind of simplicity and attractiveness we seek. (shrink)

Human agents act for reasons that contribute to their good. However, in our explanation of why agents act for reasons that depend on what they value, we encounter the problem of situations in which goods are neither better than others nor are of equal value. The incommensurability of value can then be seen to lead to an incommensurability of reasons for action. Examining rationalist and classical conceptions of human agency, Raz uses the presence of incommensurability to understand how this affects (...) the relation between reasons and the will, and its effects on our practical reasoning and deliberation. A proper understanding of human agency will take for granted that the goodness of options are incommensurate and that explanations concerning what we want cannot solely be accomplished in terms of reasons. Everyone has mistaken one thing for another, such as a stranger for an acquaintance. A person who has mistaken two things, Joseph Camp argues, even on a massive scale, is still capable of logical thought. In order to make that idea precise, one needs a logic of confused thought that is blind to the distinction between the objects that have been confused. Confused thought and language cannot be characterized as true or false even though reasoning conducted in such language (...) can be classified as valid or invalid. To the extent that philosophers have addressed this issue at all, they take it for granted that confusion is a kind of ambiguity. Camp rejects this notion; his fundamental claim is that confusion is not a mental state. To attribute confusion to someone is to take up a paternalistic stance in evaluating his reasoning. Camp proposes a novel characterization of confusion, and then demonstrates its fruitfulness with several applications in the history of philosophy and the history of science. (shrink)

This book develops a novel approach to distributive justice by building a theory based on a concept of desert. As a work of applied political theory, it presents a simple but powerful theoretical argument and a detailed proposal to eliminate unmerited inequality, poverty, and economic immobility, speaking to the underlying moral principles of both progressives who already support egalitarian measures and also conservatives who have previously rejected egalitarianism on the grounds of individual freedom, personal responsibility, hard work, or economic efficiency. By using an agnostic, flexible, data-driven approach to isolate luck and ultimately measure desert, this proposal makes equal opportunity initiatives both more accurate and effective as it adapts to a changing economy. It grants to each individual the freedom to genuinely choose their place in the distribution. It provides two policy variations that are perfectly economically efficient, and two others that are conditionally so. It straightforwardly aligns outcomes with widely shared, fundamental moral intuitions. Lastly, it demonstrates much of the above by modeling four policy variations using 40 years of survey data from the Panel Study of Income Dynamics. (shrink)

In _Pharmaceutical Freedom_ Professor Flanigan argues we ought to grant people self-medication rights for the same reasons we respect people’s right to give (or refuse to give) informed consent to treatment. Despite being the most comprehensive argument in favour of self-medication written to date, Flanigan’s _Pharmaceutical Freedom_ leaves a number of questions unanswered, making it unclear how the safe-guards Flanigan incorporates to protect people from harming themselves would work in practice. In this paper, I extend Professor Flanigan’s account by (...) discussing a hypothetical case to illustrate how these safe-guards could work together to protect people from harms caused by their own ignorance or incompetence. False belief tasks have enjoyed a monopoly in the research on children’s development of a theory of mind. They have been granted this status because they promise to deliver an unambiguous assessment of children’s understanding of the representational nature of mental states. Their poor cousins, true belief tasks, have been relegated to occasional service as control tasks. That this is their only role has been due to the universal assumption that correct answers on true belief tasks are inherently ambiguous regarding (...) the level of the child’s understanding of mental states. It has also been due to the universal assumption that nothing in the child’s developing theory of mind would lead to systematically incorrect answers on true belief tasks. We review new findings that 4- and 5-year-olds do err, systematically and profoundly, on the true belief versions of all the extant belief tasks. This reveals an intermediate level of understanding in the development of children’s theory of mind. Researchers have been unaware of this intermediate level because it produces correct answers in false belief tasks. A simple two-task battery—one true belief task and one false belief task—is sufficient to remove the ambiguity from each task. The new findings show that children do not acquire an understanding of beliefs, and hence a representational theory of mind, until after 6 years of age, or 2 years later than most developmental psychologists have concluded. This raises the question of how to interpret other new findings that infants are able to pass false belief tasks. We review these new infant studies, as well as recent studies on chimpanzees, in light of older children’s failure on true belief tasks, and end with some speculation about how all of these new findings might be reconciled. That Descartes’ God is not a deceiver is amongst the canonical claims of early modern philosophy. The significance of this (purported) fact to the coherence of Descartes’ system is likewise canonical, infused in how we teach and think about the _Meditations_. Though prevalent, both ends of this narrative are suspect. We argue that Descartes’ color eliminativism, when coupled with his analysis of the cognitive structure of our sensory systems, entails that God is a deceiver. It’s doubtful that Descartes recognized this, (...) given his insistence that God is not a deceiver, and the role this plays in his system. But this is a concession Descartes can grant if we are careful about the kind of deception at play—a kind Descartes _does_ recognize, albeit not without some ambiguity. On our story, Descartes’ metaphysics and epistemology are not driven by concerns about deception _per se_, but by concerns about God’s _benevolence_. (shrink)

The Johns Hopkins‐Fogarty African Bioethics Training Program (FABTP) has offered a fully‐funded, one‐year, non‐degree training opportunity in research ethics to health professionals, ethics committee members, scholars, journalists and scientists from countries across sub‐Saharan Africa. In the first 9 years of operation, 28 trainees from 13 African countries have trained with FABTP. Any capacity building investment requires periodic critical evaluation of the impact that training dollars produce. In this paper we describe and evaluate FABTP and the efforts of its trainees.Our data (...) show that since 2001, the 28 former FABTP trainees have authored or co‐authored 105 new bioethics‐related publications; were awarded 33 bioethics‐related grants; played key roles on 78 bioethics‐related research studies; and participated in 198 bioethics workshops or conferences. Over the past nine years, trainees have collectively taught 48 separate courses related to bioethics and have given 170 presentations on various topics in the field. Many former trainees have pursued and completed doctoral degrees in bioethics; some have become editorial board members for bioethics journals. Female trainees were, on average, less experienced at matriculation and produced fewer post‐training outputs than their male counterparts. More comprehensive studies are needed to determine the relationships between age, sex, previous experience and training program outputs. (shrink)

Few issues in business ethics are as polarizing as the practice of risk classification and underwrit­ ing in the insurance industry. Theorists who approach the issue from a background in economics often start from the assumption that policy-holders should be charged a rate that reflects the ex­ pected loss that they bring to the insurance scheme. Yet theorists who approach the question from a background in philosophy or civil rights law often begin with a presumption against socalled “actuarially fair” premiums (...) and in favor of “community rating,” in which everyone is charged the same price. This paper begins by examining and rejecting the three primary argu­ ments that have been given to show that actuarially fair premiums are unjust. It then considers the two primary arguments that have been offered by those who wish to defend the practice of risk classification. These arguments overshoot their target, by requiring a “freedom to under­ write” that is much greater than the level of freedom enjoyed in most other commercial transac­ tions. The paper concludes by presenting a defense of a more limited right to underwrite, one that grants the legitimacy of the central principle of risk classification, but permits specific deviations from that ideal when other important social goods are at stake. In light of the variety of uses of the term autonomy in recent bioethics literature, in this paper, I suggest that competence, not being as contested, is better placed to play the anti-paternalistic role currently assigned to autonomy. The demonstration of competence, I will argue, can provide individuals with robust spheres of non-interference in which they can pursue their lives in accordance with their own values. This protection from paternalism is achieved by granting individuals rights to non-interference upon demonstration of (...) competence. In this paper, I present a risk-sensitive account of competence as a means of grounding rights to non-interference. On a risk-sensitive account of competence individuals demonstrate their competence by exercising three capacities to the extent necessary to meet a threshold determined by the riskiness of the decision. These three capacities are the capacity to acquire knowledge, use instrumental rationality, and form and revise a life plan. (shrink)

In this paper I discuss some underlying motivations common to most strands of experimental philosophy, noting that most forms of experimental philosophy have a commitment to the claim that certain empirical evidence concerning the level of agreement on intuitive judgments across cultures, ethnic groups or socioeconomic strata impugns the role that intuitions play in traditional “armchair” philosophy. I then develop an argument to suggest that, even if one were to grant the truth of the data adduced by experimentalists regarding (...) the level of agreement—or lack thereof—regarding intuitive judgments among various groups, this would nevertheless not yet provide sufficient basis to reject the role of intuitions in traditional philosophical theorizing. Though this argument, if successful, will not prove fatal to all forms of experimental philosophy, it would limit the scope of experimental philosophical criticisms of traditional philosophical practice. In this text, we intend to develop the elements that make up the criticism that Hannah Arendt presents at the end of the interview granted to the German writer Adelbert Reif in the summer of 1970 to the concept of state and modern government, and that are not developed by Arendt at that moment. To this end, we will initially expose Arendt's criticism of the emptying of public space and the attempt to reduce political participation to the electoral process. To (...) counteract these problems inherent to the modern concept of state and government, Hannah Arendt mentions, even slightly, the possibility of a council-state. However, in this text Arendt does not explore these concepts and experiences, but only relates them to the need for transformation of the modern concept of state and government, i.e., it allows the perception of the actuality of her previous reflection. In view of this, the hypothesis explored in this text is that this 1970 interview serves as a reading key to understand the relevance and actuality of the parallel between parties x council developed by the author in On Revolution in 1963 and adds a new element, namely, the theme of the need to institutionalize a forgotten experience: the councils. In response to the increasing need for research ethics expertise in low and middle income countries (LMICs), the NIH's Fogarty International Research Ethics Education and Curriculum Development Program has provided grants for the development of training programs in international research ethics for LMIC professionals since 2000. This collection of papers draws upon the combined expertise of Fogarty grantees, trainees, and other experts to assess the state of research ethics in LMICs, and the lessons learned over 12 years of international research (...) ethics education; to assess future needs; and to chart a way forward to meet those needs. In this introductory paper we briefly sketch the evolution of research ethics as applied to LMIC research, the underpinning and evolution of the Fogarty bioethics program, and summarize key conclusions from the other papers in the collection. To date, both the United States federal government and twenty-one individual states have passed Religious Freedom Restoration Acts that aim to protect religious persons from having their sincere beliefs substantially burdened by governmental interests. RFRAs accomplish this by offering a three-pronged exemption test for religious objectors that is satisfied only when (1) an objector has a sincere belief that is being substantially burdened; (2) the government has a very good reason (e.g., health or safety) to interfere; and (3) there is (...) a reasonable alternative to serve the compelling interest. Legal balancing tests like those found in RFRA are content neutral insofar as they sideline the belief-content of conscientious objections as irrelevant when determining the permissibility of granting legal accommodations. However, some theorists worry that this legal picture may be backward: perhaps balancing tests should be content non-neutral given the usual features of conscientious objections. For example, Yossi Nehushtan contends that, contrary to their typical codification, religious conscience beliefs seem undeserving of special legal accommodations because they possess uniquely strong empirical and theoretical ties to intolerance. Thus, the illiberally intolerant content of these conscientious objections might actually give the state a reason to refuse to grant legal exemptions. In this paper, I offer a cursory defense of content neutrality with respect to balancing tests like those found in RFRA. To begin, I outline Nehushtan’s argument for content non-neutrality. The cornerstone of his argument is that illiberal intolerance is intolerable such that conscientious objections that are based upon illiberally intolerant values provide the state with strong, normally prevailing reason not to grant an exemption. I argue that, even when the illiberally intolerant content of one’s conscience constitutes a weighty and relevant factor in determining the permissibility of granting a legal exemption, there remain significant problems. It is difficult, for example, to determine which views are illiberally intolerant and difficult to say whether illiberally intolerant views can effectively serve as the principled demarcating line in balancing tests. To conclude, I offer several cursory arguments in favor of adopting content-neutral approaches without necessarily making a comprehensive case. By drawing on the work of Amy Sepinwall, Nadia Sawicki, and Nathan Chapman, I show that content-neutral approaches can help to safeguard robust protections for conscience by permitting atypical exercises of conscience, protect minority thoughts and practices from being coercively supplanted by majoritarian understandings of morality, appropriately maintain the skepticism and humility that we owe each other as compatriots in a pluralistic society, and allow the kind of justifiable civil disobedience that has an important place in political history among other things. In his recent book Physicalism, Daniel Stoljar argues that there is no version of physicalism that is both true and deserving of the name. His argument employs a variation of Hilary Putnam’s famous twin-earth story, which Stoljar calls “the twin-physics world.” In this paper, I challenge Stoljar’s use of the twin-physics world. The upshot of that challenge, I argue, is that Stoljar fails to show, concerning the versions of physicalism for which he grants the possibility of being true, that none (...) of them is deserving of the name. Mainstream epistemology has typically taken for granted a traditional picture of the metaphysics of mind, according to which cognitive processes (e.g. memory storage and retrieval) play out entirely within the bounds of the skull and skin. But this simple ‘intracranial’ picture is falling in- creasingly out of step with contemporary thinking in the philosophy of mind and cognitive science. Likewise, though, proponents of active exter- nalist approaches to the mind—e.g. the hypothesis of extended cognitition (HEC)—have proceeded by and large without (...) asking what epistemological ramifications should arise once cognition is understood as criss-crossing the bounds of brain and world. This paper aims to motivate a puzzle that arises only once these two strands of thinking are brought in contact with one another. In particular, we want to first highlight a kind of con- dition of epistemological adequacy that should be accepted by proponents of extended cognition; once this condition is motivated, the remainder of the paper demonstrates how attempts to satisfy this condition seem to inevitably devolve into a novel kind of epistemic circularity. At the end of the day, proponents of extended cognition have a novel epistemological puzzle on their hands. (shrink)
