In response to the increasing need for research ethics expertise in low and middle income countries (LMICs), the NIH's Fogarty International Research Ethics Education and Curriculum Development Program has provided grants for the development of training programs in international research ethics for LMIC professionals since 2000. This collection of papers draws upon the combined expertise of Fogarty grantees, trainees, and other experts to assess the state of research ethics in LMICs, and the lessons learned over 12 years of international research (...) ethics education; to assess future needs; and to chart a way forward to meet those needs. In this introductory paper we briefly sketch the evolution of research ethics as applied to LMIC research, the underpinning and evolution of the Fogarty bioethics program, and summarize key conclusions from the other papers in the collection. Inspired by recent breakthroughs in predictive modeling, practitioners in both industry and government have turned to machine learning with hopes of operationalizing predictions to drive automated decisions. Unfortunately, many social desiderata concerning consequential decisions, such as justice or fairness, have no natural formulation within a purely predictive framework. In efforts to mitigate these problems, researchers have proposed a variety of metrics for quantifying deviations from various statistical parities that we might expect to observe in a fair world and offered a (...) variety of algorithms in attempts to satisfy subsets of these parities or to trade o the degree to which they are satised against utility. In this paper, we connect this approach to fair machine learning to the literature on ideal and non-ideal methodological approaches in political philosophy. The ideal approach requires positing the principles according to which a just world would operate. In the most straightforward application of ideal theory, one supports a proposed policy by arguing that it closes a discrepancy between the real and the perfectly just world. However, by failing to account for the mechanisms by which our non-ideal world arose, the responsibilities of various decision-makers, and the impacts of proposed policies, naive applications of ideal thinking can lead to misguided interventions. In this paper, we demonstrate a connection between the fair machine learning literature and the ideal approach in political philosophy, and argue that the increasingly apparent shortcomings of proposed fair machine learning algorithms reflect broader troubles faced by the ideal approach. We conclude with a critical discussion of the harms of misguided solutions, a reinterpretation of impossibility results, and directions for future research. (shrink)

How does thinking affect doing? There is a widely held view that thinking about what you are doing, as you are doing it, hinders performance. Once you have acquired the ability to putt a golf ball, play an arpeggio on the piano, or parallel-park, reflecting on your actions leads to inaccuracies, blunders, and sometimes even utter paralysis--that's what is widely believed. But is it true? After exploring some of the contemporary and historical manifestations of the idea, Barbara Gail Montero (...) develops a theory of expertise which emphasizes the role of the conscious mind in expert action. She aims to dispel various myths about experts who proceed without any understanding of what guides their action, and she analyzes research in both philosophy and psychology that is taken to show that conscious control and explicit monitoring of one's movements impedes well practiced skills. Montero explores a wide range of real-life examples of optimal performance, in sports, the performing arts, healthcare, the military, and other fields, and draws from psychology, neuroscience, and literature to offer a refreshing and persuasive view of expertise, according to which expert action generally is and ought to be thoughtful, effortful, and reflective. Le rapport entre positif et normatif est une question méthodologique et théorique centrale en économie. À ce titre, les débats de la littérature spécialisée réclament une synthèse précise, à défaut de la cartographie exhaustive qui paraît une gageure. Le présent ouvrage le reconnaît volontiers en montrant qu'il est pertinent de revenir sur ces enjeux et qu'il est opportun d'élaborer ou d'ouvrir certaines perspectives jusqu'ici peut-être moins explorées. Le point de vue des coordinateurs de ce volume part du constat que l'étude (...) du rapport entre positif et normatif reste précieuse pour la pensée et la philosophie économiques : l'enquête met en évidence des distinctions essentielles, entre normes, valeurs et faits, ou entre l'activité de description, la prescription et l'évaluation, et concernant des notions comme la causalité dans le champ épistémique, la justice et l'intérêt dans le champ éthique. S'ajoutent des leçons instructives pour penser le rapport entre positif et normatif en défendant la primauté de l'un (le positif, le plus souvent) ou de l'autre (le normatif, plus rarement), ou en les séparant. Force est de constater que les écoles de pensée les plus divergentes peuvent se rejoindre, voire s'accorder sur des positions inattendues. Favoriser le positif, voilà qui réunit des économistes d'écoles de pensée aussi influentes et diverses que les écoles marxiste, autrichienne ou de Chicago : celles-ci, et d'autres, trouvent leur place dans ce volume, ainsi que des approches méthodologiques variées (pragmatisme, bayésianisme, théorie des négociations). This book examines the birth of the scientific understanding of motion. It investigates which logical tools and methodological principles had to be in place to give a consistent account of motion, and which mathematical notions were introduced to gain control over conceptual problems of motion. It shows how the idea of motion raised two fundamental problems in the 5th and 4th century BCE: bringing together being and non-being, and bringing together time and space. The first problem leads to the exclusion (...) of motion from the realm of rational investigation in Parmenides, the second to Zeno's paradoxes of motion. Methodological and logical developments reacting to these puzzles are shown to be present implicitly in the atomists, and explicitly in Plato who also employs mathematical structures to make motion intelligible. With Aristotle we finally see the first outline of the fundamental framework with which we conceptualise motion today. (shrink)

Data‐driven algorithms are widely used to make or assist decisions in sensitive domains, including healthcare, social services, education, hiring, and criminal justice. In various cases, such algorithms have preserved or even exacerbated biases against vulnerable communities, sparking a vibrant field of research focused on so‐called algorithmic biases. This research includes work on identification, diagnosis, and response to biases in algorithm‐based decision‐making. This paper aims to facilitate the application of philosophical analysis to these contested issues by providing an overview of three (...) key topics: What is algorithmic bias? Previous simulation models have found positive effects of cognitive diversity on group performance, but have not explored effects of diversity in demographics (e.g., gender, ethnicity). In this paper, we present an agent-based model that captures two empirically supported hypotheses about how demographic diversity can improve group performance. The results of our simulations suggest that, even when social identities are not associated with distinctive task-related cognitive resources, demographic diversity can, in certain circumstances, benefit collective performance by counteracting two types of conformity (...) that can arise in homogeneous groups: those relating to group-based trust and those connected to normative expectations towards in-groups. Machine learning algorithms are increasingly used to shape high-stake allocations, sparking research efforts to orient algorithm design towards ideals of justice and fairness. In this research on algorithmic fairness, normative theorizing has primarily focused on identification of “ideally fair” target states. In this paper, we argue that this preoccupation with target states in abstraction from the situated dynamics of deployment is misguided. We propose a framework that takes dynamic trajectories as direct objects of moral appraisal, highlighting three respects in which (...) such trajectories can be subject to evaluation in relation to their temporal dynamics, robustness, and representation. Populism is on the rise, especially in Western Europe. While it is often assumed that populist actors have a tendency for fallacious reasoning, this has not been systematically investigated. We analyze the use of informal fallacies by right-wing populist politicians and their representation in the media during election campaigns. We conduct a quantitative content analysis of press releases of right-wing populist parties and news articles in print media during the most recent elections in the United Kingdom and Switzerland in 2015. (...) The results show that fallacies are used in more than a third of all analyzed texts and overwhelmingly co-occur with populist key messages. Moreover, fallacies occur more often in populist parties’ press releases than in news articles and are more common in Switzerland compared to the United Kingdom. Port Cities are historically the places for paradigm shifts, radical changes, and socio-economic transitions. In particular, the interaction zone between the port infrastructure and urban activities creates liminal spaces at the forefront of many contemporary challenges. In these liminal spaces, the port's flows, form, and function intertwine with urban contexts and conflict with the living conditions. Conceptualizing the portcityscape and harborscape as liminal space and urban thresholds leads to (re)thinking about innovative participatory methods and technologies for building community resilience in (...) port cities. Additionally, inevitable constant development in port cities requires adaptability and resilience from the waterfronts to the hinterlands and city centers. Such confrontation of port infrastructures and urbanization is socio-politically and spatially challenging, specifically in historic port cities. Therefore, as the approach to exploiting energy and human resources changes over time, the physicality of the built environment in port cities and how we (re)use the resources need to be redefined. This research investigates key socio-spatial features and challenges of port cities by examining how the port's proximity to the city requires coordination, collaboration, transparency, and community dialogue. The introduction and background literature discuss three domains and notions of port city studies, building community resiliency through participatory frameworks, and parasitic architecture. By building upon this analytical framework, the paper presents case studies developed within the research-led design studio focusing on building resilient communities in four port cities, including Amsterdam, Constanta, Alexandria, and Rio De Janeiro. This research focus on the community-enabled application of emerging technologies, innovative approaches, and co-designing and co-building participatory methods. The selected case studies introduce an integrative and multi-scalar pedagogical framework for building resilient communities in liminal spaces of port cities. (shrink)

Philosophers have long distinguished between appearance and reality, and the opposition between a supposedly deceptive surface and a more profound truth is deeply rooted in Western culture. As a consequence of the COVID-19 pandemic, the number of decentralized clinical trials, trials conducted in whole or in part at locations other than traditional clinical trial sites, significantly increased. While these trials have the potential advantage of access, participant centricity, convenience, lower costs, and efficiency, they also raise a number of important ethical and practical concerns. Here we focus on a number of those concerns, including participant safety, privacy and confidentiality, remote consent, digital access and proficiency, and trial oversight. (...) The ancient history of flamenco is pure hypothesis, partly owing to the “ Dark Ages “ which shrouded the folk expression of a large portion of Andalusia from soon after the victory of the Catholic Kings at Granada in 1492 until the emancipation laws of Charles III in 1783. Although flamenco as such is a product of the nineteenth century, the hypothesis may be taken right back to pre-Iberian days when there was a flourishing civilization in the south of Spain, (...) with its capital, Tartessos, more or less where Seville—or Cadiz—is now, perhaps the first Empire in the West. The Iberians inhabited the north and the east but the towns along the Andalusian coast were founded by Phoenicians from Tyre (Cadiz) and Phocaeans from Asia Minor (Málaga). The problem areas initiating her philosophy stemmed from the group of scholars called the (...) Warsaw school of history of ideas' with its flagship names such as Leszek Kolakowski, Brinisław Baczko, or Andrzej Walicki. On the other hand, her output originates from the extraordinary and dramatic events of her life. Dans ce cours intégralement sténographié pour Péguy, on entend Bergson exposer comment le réel se donne et (...) se retire immédiatement à nous, se donne dans un contact absolu, sympathie ou intuition, se retire pour les besoins de l'action et par la force des signes, et doit être reconquis par la métaphysique, dès lors introduite avec sa différence dans le jeu philosophique du siècle. L dossier présenté ici porte ensuite sur Les Deux Sources de la morale et de la religion, publiées trente ans plus tard, en 1932. Il témoigne d'un impressionnant renouveau d'intérêt pour cet ouvrage trop vite et trop exclusivement situé dans l'itinéraire spirituel de son auteur, les querelles religieuses de son époque, les enjeux immédiats des années 1930. Tous ces enjeux sont aussi présents ici, à travers un inédit de Bergson et des articles de chercheurs français et étrangers, mais à travers aussi des perspectives anthropologiques, sociologiques, philosophiques, entièrement nouvelles. 1960 enfin : telle est la date du cours inédit de Victor Goldschsnidt, plus connu comme lecteur de Platon, des stoïciens ou de Rousseau, que nous présentons ici, qui porte sur le premier chapitre de Matière et mémoire et la notion de "champ transcendantal", et qui introduit aussi au dossier sur le livre que ce cours a inspiré en 1964 au philosophe brésilien Bento Prado Jr, récemment traduit. Diversity of social identities can improve the performance of groups through varied cognitive and communicative pathways. Recently, research efforts have focused on identifying when we should expect to see these potential benefits in real-world settings. While most research to date has studied this topic at individual and interpersonal levels, in this paper, we develop an agent-based model to explore how various aspects of homophily, the tendency of individuals to associate with similar others, affects performance at a larger scale. Study 1 (...) examines how two types of homophily---identity-driven and opinion-driven---impact collective performance on a sequential decision-making task via modulating network formation and trust relations. Study 2 considers how the presence of identity-based conformity pressure can affect the findings from the first study. Overall, we find that the effect of homophily on performance is complex, depending on the operative dimensions of similarity, mediating pathways, and the specific outcome of interest. Finally, we discuss the implications of our results for policy interventions aiming to improve group performance. (shrink)

In the hopes of finding supporting evidence for various accounts of actual causation, many philosophers have recently turned to psychological findings about the influence of norms on counterfactual cognition. Surprisingly little philosophical attention has been paid, however, to the question of why considerations of normality should be relevant to counterfactual cognition to begin with. In this paper, I follow two aims. First, against the methodology of two prominent psychological accounts, I argue for a functional approach to understanding the selectivity of (...) counterfactual cognition. Second, I take some steps towards a systematic analysis by providing a qualitative, decision‐theoretic account of one important function of counterfactual thinking, namely, inferring, in the face of undesirable outcomes, corrective policies that prevent the occurrence of similar outcomes in future circumstances. I make a case for employing this analysis by (a) showing its value for assessing the rationality of imagination‐driven counterfactual generation, (b) highlighting its use for making sense of practices in history and policy analysis where counterfactual selection plays a central role, and (c) demonstrating its diagnostic value for identifying areas where counterfactual generation may lead us into epistemic and ethical troubles. Insbesondere die personalisierte Arzneimitteltherapie gewinnt infolge der pharmakologischen und molekulargenetischen Entwicklungen immer mehr an Bedeutung. Dies macht es erforderlich, die Auswirkungen der personalisierten Arzneimitteltherapie auf die gesetzliche Krankenversicherung (GKV) und die Patientenversorgung zu untersuchen. In diesem Zusammenhang stellt sich die Frage nach einer „Orphanisierung“: Könnten Arzneimittel der personalisierten Medizin regelmäßig als Orphan Drugs, also als Arzneimittel für seltene Leiden, ausgewiesen werden, würde für sie nach dem Arzneimittelneuordnungsgesetz (AMNOG) grundsätzlich kein Nachweis (...) des Zusatznutzens im Rahmen der vom Gemeinsamen Bundesausschuss (GBA) vorzunehmenden frühen Nutzenbewertung erforderlich werden. Entscheidend für die Ausweisung des Arzneimittels als Orphan Drug ist unter anderem die Prävalenzrate der Patientengruppe, deren Erkrankung mit dem Arzneimittel behandelt werden soll. In diesem Zusammenhang kommt der Stratifizierung von Patientengruppen im Rahmen der personalisierten Arzneimitteltherapie eine besondere Bedeutung zu. Eine solche „Orphanisierung“ hätte für die GKV wegen der mangelnden Kenntnis von dem Zusatznutzen des Arzneimittels insbesondere preisrechtliche Konsequenzen; für die Patienten sind die Folgen durchaus differenzierter zu betrachten. The exchange between the Borg and Captain Jean‐Luc Picard illustrates what's truly horrifying about the Borg. In philosophical terms, the Borg strips the assimilated of their autonomy. Choice is essential to autonomy, but autonomy means more than the freedom to act on whims. Autonomous can be applied to two different sorts of things: there are autonomous beings and autonomous actions. Beings that can rationally deliberate in the face of amoral choice are called autonomous, and many of their actions display autonomy. (...) Autonomous actions are done intentionally, with understanding, and without controlling influences that determine. As crucial as the idea of autonomy seems to be to the moral life, it is also been criticized for relying on a highly individualistic and overly rationalistic notion of humanity. Autonomy is a good thing that we can encourage in others by helping them develop deliberative skills and by interacting with them during decision making. (shrink)

We study for each computably bounded $\Pi ^0_1$ class P the set of degrees of c.e. paths in P. We show, amongst other results, that for every c.e. degree a there is a perfect $\Pi ^0_1$ class where all c.e. members have degree a. We also show that every $\Pi ^0_1$ set of c.e. indices is realized in some perfect $\Pi ^0_1$ class, and classify the sets of c.e. degrees which can be realized in some $\Pi ^0_1$ class as exactly (...) those with a computable representation. Dworkin's theoretical disagreement argument, developed in Law's Empire, is presented in that work as the motivator for his interpretive account of law. Like Dworkin's earlier arguments critical of legal positivism, the argument from theoretical disagreement has generated a lively exchange with legal positivists. It has motivated three of them to develop innovative positivist positions. In its original guise, the argument from theoretical disagreement is presented as ‘the semantic sting argument’. However, the argument from theoretical disagreement has more than one version. (...) This article briefly discusses two versions and the leading replies to them, then focuses on the most influential version, directed at Hartian positivism. The article surveys the leading positivist rejoinders to the recast version, indicating key Dworkinian replies or assessing the strength of these rejoinders, and concludes with a rejoinder of its own, making a new case that the argument from theoretical disagreement isn't fatal for Hartian legal positivism. This volume shows how nanotechnology takes on a wide range of socio-historically specific meanings in the context of globalization, across multiple localities, institutions and collaborations, through diverse industries, research labs, and government agencies and in a variety of discussions within the public sphere itself. It explores the early origins of nanotechnologies; the social, economic, and political organization of the field; and the cultural and subjective meanings ascribed to nanotechnologies in social settings.

Self-disclosures on online social networks have received increased attention in the last two decades. Researchers from different disciplines investigated manifold influencing variables, and studies applied different theories to explain why many users share very sensitive and personal information despite potential risks and negative consequences, whereas others do not. Oftentimes, it is argued that self-disclosure decisions result from a kind of rational “calculus” of risks and benefits. However, such an assumption of rationality can and has been criticized. Nevertheless, fundamental cognitive and (...) affective mechanisms that underlie self-disclosure decision making on social networks are still under-explored. By building upon previous self-disclosure theories and models, dual-and tripartite-system perspectives of decision making, and former empirical findings, we propose a Tripartite Self-Disclosure Decision model that conceptualizes inner processes of online self-disclosure decision making. Central to this model is the proposed interaction of three neural and cognitive/affective systems: a reflective, an impulsive, and an interoceptive system. We further highlight individual and environmental features, which can impact individuals’ online self-disclosure decisions by influencing the proposed inner decision-making processes targeting the aforementioned three systems. Possible short- and long-term consequences are also discussed, which in turn can affect certain model components in subsequent self-disclosure decision situations. By taking such a neurocognitive perspective, we expand current research and models, which helps to better understand potentially risky information sharing on online social networks and can support attempts to prevent users from incautious self-disclosures.
