Global consumption, production, and trade of livestock products have increased rapidly in the last two decades and are expected to continue. At the same time, safety concerns regarding human and animal disease associated with livestock products are increasing. Efforts to increase public health safety standards aimed at legitimately reducing the risks of human and animal disease have focused internationally on standards to regulate the movement of livestock products. There is concern, though, that measures to regulate these standards internationally, such as (...) the WTO SPS measures that in part aim to open international markets, may marginalize small-scale poor producers. The cycle of poverty they are trying to escape through livestock production may, in fact, widen, leading to increased global poverty, malnutrition, and disease. Developing and developed nations alike should be concerned with public and private efforts to address appropriate food safety policies to reduce the likelihood of this effect. Analysis of the impact on small-scale livestock farmers is needed, as well as solutions that consider joint public and private sector initiatives. Costly farm to table tracking systems are not an option, but locally orchestrated vertically integrated systems may have merit in reducing food safety risks and in providing small-scale farmers with increased access to markets, locally and internationally. Increased scientific and technical capacity, and training of WTO officials from developing nations is also needed. (shrink)

A significant portion of the world’s text is tagged by readers on social bookmarking websites. Credit attribution is an inherent problem in these corpora because most pages have multiple tags, but the tags do not always apply with equal specificity across the whole document. Solving the credit attribution problem requires associating each word in a document with the most appropriate tags and vice versa. This paper introduces Labeled LDA, a topic model that constrains Latent Dirichlet Allocation by defining a one-to-one (...) correspondence between LDA’s latent topics and user tags. This allows Labeled LDA to directly learn word-tag correspondences. We demonstrate Labeled LDA’s improved expressiveness over traditional LDA with visualizations of a corpus of tagged web pages from del.icio.us. Labeled LDA outperforms SVMs by more than 3 to 1 when extracting tag-specific document snippets. As a multi-label text classifier, our model is competitive with a discriminative baseline on a variety of datasets. (shrink)

How can the development of ideas in a scientific field be studied over time? We apply unsupervised topic modeling to the ACL Anthology to analyze historical trends in the field of Computational Linguistics from 1978 to 2006. We induce topic clusters using Latent Dirichlet Allocation, and examine the strength of each topic over time. Our methods find trends in the field including the rise of probabilistic methods starting in 1988, a steady increase in applications, and a sharp decline of research (...) in semantics and understanding between 1978 and 2001, possibly rising again after 2001. We also introduce a model of the diversity of ideas, topic entropy, using it to show that COLING is a more diverse conference than ACL, but that both conferences as well as EMNLP are becoming broader over time. Finally, we apply Jensen-Shannon divergence of topic distributions to show that all three conferences are converging in the topics they cover. (shrink)

Elite athletes, coaches and high-performance staff are exposed to a range of stressors that have been shown to increase their susceptibility to experiencing mental ill-health. Despite this, athletes may be less inclined than the general population to seek support for their mental health due to stigma, perceptions of limited psychological safety within sport to disclose mental health difficulties and/or fears of help-seeking signifying weakness in the context of high performance sport. Guidance on the best ways to promote mental health within (...) sporting environments is increasing, though current frameworks and position statements require greater focus on a whole of system approach, in which the needs of athlete, coaches and high-performance staff are considered within the context of the broader ecological system in which they operate and perform. This paper synthesizes existing research, reviewed for translatability by mental health professionals working in elite sport, to provide an evidence-informed framework with real world utility to promote mentally healthy environments for all stakeholders in elite sporting organizations, from athletes through to administrators. Recommendations are provided to positively impact the mental wellbeing of athletes and support staff, which may in turn influence athletic performance. This framework is intended to provide sporting organizations with evidence-informed or best practice principles on which they can develop or progress their policies to support mental health promotion and prevent the onset of mental health difficulties. It is intended that the framework can be adapted or tailored by elite sporting organizations based upon their unique cultural, contextual and resourcing circumstances. (shrink)

The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

According to the somatic mutation theory (SMT), cancer begins with a genetic change in a single cell that passes it on to its progeny, thereby generating a clone of malignant cells. It is strongly supported by observations of leukemias that bear specific chromosome translocations, such as Burkitt's lymphoma, in which a translocation activates the c‐myc gene, and chronic myeloid leukemia (CML), in which the Philadelphia chromosome causes production of the BCR‐ABL oncoprotein. I In the first of these passages, Philo is denying that the existence of "a very powerful, wise, and benevolent Deity" can justifiably be inferred from the facts of good and evil present to our experience. But power, wisdom, and benevolence are essential qualities of the God of traditional theism, thus Philo is here denying that the existence of such a being can justifiably be inferred from the empirical evidence of good and evil. The other passages show us Philo going further than this, indeed all the way to what seems to be a preference for moral atheism. The term is J. C. A. Gaskin's, and he defines it thus: "[moral atheism] will be [the position of] anyone who denies the existence of any god having moral attributes."2 In the second and third passages specifically, this prima facie preference is absolute ("[t]he whole presents nothing but the idea of a blind nature... without discernment" and "the original source of all things is entirely indifferent," respectively), while it is relative and more cautiously expressed in the fourth passage. And the fifth passage says at least as much as the first and perhaps as much as the second and third. Yet Philo very early in the book declares himself a skeptic on such metaphysical topics as "the origin of worlds" (DNR, 132), "the existence and properties of spirits" (DNR, 135), "the powers and operations of one universal spirit, existing without beginning and without end; omnipotent, omniscient, immutable, infinite" (DNR, 135). The principal reason he gives is the "weakness, blindness, and narrow limits of human reason... even in subjects of common life and practice" (DNR, 131). Considering these limits, surely it is very likely that "we have... got quite beyond the reach of our faculties" (DNR, 135) if and when we turn to such metaphysical topics as those he just listed. On these matters, which "run wide of common life... [t]he mind must remain in suspense... and it is that very suspense or balance, which is the triumph of skepticism" (DNR, 135-6). Volume I is concerned with "the German-Language Group." Extensive discussion is devoted to the views of F. Brentano, A. Meinong, C. von Ehrenfels, J. C. Kreibig, E. Heyde, H. Rickert, H. Münsterberg, M. Scheler, K. Wiederhold, W. Stern, F. Wilken, M. Beck, and V. Krafts. It provides a good conspectus of (...) varieties of nineteenth century value theories. The author aims at an exposition rather than critical treatment of the various philosophers. Each chapter contains a useful bibliography. Of more contemporary interest is Volume II which deals with the Anglo-American Group. One finds here a detailed presentation of the theories of W. M. Urban, J. Dewey, B. Bosanquet, D. Prall, C. G. Shaw, R. B. Perry, D. H. Parkel, W. Stern, A. C. Garnett, J. N. Findlay, E. Brightman, B. E. Jessup, C. I. Lewis, R. Lepley, S. C. Pepper, Everett Hall, R. Hartman, and W. D. Lamont. This article has two major objectives: first, to sketch a basic science of intentional change centered on evolution; second, to provide examples of intentional behavioral and cultural change from the applied behavioral sciences, which are largely unknown to the basic sciences community.All species have evolved mechanisms of phenotypic plasticity that enable them to respond adaptively to their environments. Some mechanisms of phenotypic plasticity (...) count as evolutionary processes in their own right. The human capacity for symbolic thought provides an inheritance system having the same kind of combinatorial diversity as does genetic recombination and antibody formation. Taking these propositions seriously allows an integration of major traditions within the basic behavioral sciences, such as behaviorism, social constructivism, social psychology, cognitive psychology, and evolutionary psychology, which are often isolated and even conceptualized as opposed to one another.The applied behavioral sciences include well-validated examples of successfully managing behavioral and cultural change at scales ranging from individuals to small groups to large populations. However, these examples are largely unknown beyond their disciplinary boundaries, for lack of a unifying theoretical framework. Viewed from an evolutionary perspective, they are examples of managing evolved mechanisms of phenotypic plasticity, including open-ended processes of variation and selection.Once the many branches of the basic and applied behavioral sciences become conceptually unified, we are closer to a science of intentional change than one might think. The philosophical problem of the relation of symbol to truth is far from solved, but there have been significant advances toward its solution. It is the common Christian understanding that God is Truth , and that all truths must ultimately find union in him. This is to say that all genuine truths must be compatible. The true conclusions of genuine science must be compatible with the true conclusions of genuine theology. Or, to bring this general statement to a more particular (...) level, the true conclusions of Biblical scholarship must be compatible with the true conclusions of the natural sciences. When this compatibility is lacking, and it so often is, we must assume that the conclusions of one field of truth-seeking or the other do not partake of the Truth which is God. And there is no guarantee that theology as a field of truth-seeking cannot err. Another characteristic of genuine truth is that it is not dependent upon any particular environment or milieu —either social, cultural, philosophical, or even theological. Unless we are to make the common but dangerous division of sacred and secular, of holy and profane, claim that these areas of human experience have nothing to do the one with the other, compartmentalise our thought, and ask, ‘What has Athens to do with Jerusalem?’, it must be concluded that there is no one specifically Christian milieu . Genuine truths must be true at all times, in all places, and for all men. But since we are not gods, we must hold these truths in what St Paul called earthen vessels , vessels shaped and moulded by our particular milieu. (shrink)
