Scholarship on gender and the European Union has consistently pointed out that EU gender equality policies have always been embedded in the logic of the market and that the economic framing has had negative impacts on the content and concepts of these policies. This article provides novel insights into this discussion by combining a discursive approach focused on framings with insights of feminist economists and examining how the relationship between gender equality and the economy has been conceptualized in (...) EU policy documents from the 1980s up until the present day. The article identifies the key actors and processes behind the escalation of economic arguments for gender equality and makes visible the economic assumptions that underpin EU gender equality policy. It argues that in recent years the European institutions have intentionally developed and propagated a market-oriented gender equality discourse, the economic case for gender equality, which highlights the macroeconomic benefits of gender equality. The economic case reaffirms the gender-biased assumptions of neoclassical economic theory and legitimizes the EU’s current economic priorities and policies, many of which are detrimental to gender equality. The European Commission represents the argument that gender equality contributes to economic growth as an innovative way to promote gender equality. However, the economic case represents a risk for gender equality advocates, because it may tame the emerging feminist criticism of the EU’s economic policies and governance. (shrink)

Posidonia oceanica is an endemic seagrass from the mediterranean that provides key ecosystem services. A protected species, its presence is regressing due to anthropogenic pressures, some associated to the tourism economy that much of the Mediterranean coast depends on. In 1992, the European Union declared it a priority habitat, and since the early 2000s, it has occupied a central space in marine conservation debates in the Balearic Islands. Popularly known as Posidonia, this seagrass went from being considered dirt that (...) ruined virgin Balearic beaches to become an emblematic species. This article takes this U-turn in policy and public perception as a study case to think of knowledge-making practices and restoration initiatives as a form of environmental care. The relational, situated and affective character of care ethics helps to understand the human and ecological labour embedded in knowledge-making and restoration practices and its inevitable engagement with the Balearic tourism industry. Drawing on those engagements, I reflect on environmental care practices of knowledge-making and restoration, arguing that they emerge ambivalently: they challenge management logics based on economic rationales while forced to develop and coexist inside those same rationales. I conclude by arguing that developing care-centric narratives for environmental conservation and restoration is essential to continue promoting more-than-human aquatic relations in which the needs of others are the ethical basis for action. The article reveals the essential features and conditions of the long-term process of development of competitive innovation economy - knowledge economy on the example of Ukraine, where the dialogue of late postmodernism and early post-industrialism create special regional conditions. The article characterizes education as not just a form of social consciousness and practice, but as a social and cultural engine and simultaneously marker of civilization development level; considers higher education system from the point of view of society request (...) to form specialists of high qualification level and as a result powerful factor of regional economic growth; offers the directions of Ukraine higher education reforming, which still has signs of late postmodernism. The authors of this article have proved that the synergy of the economic and educational-scientific spheres is capable of changing the global laws of society's existence and returning the course of history to a truly humanistic, technological and divinely attentive course. The development of innovative activities, the introduction of new technologies, which in the long term to overcome the negative trends, primarily related to the need for structural reform of the educational sector in Ukraine and other regions, which are attractors of world change. In view of the twentieth anniversary of the Socium i Vlast’journal, on the day of the Russian science, a round table was held in the Chelyabinsk branch of the Russian Presidential Academy of National Economy and Public Administration in order to discuss topical issues of crisis dynamics and risks in the context of new global challenges. Below the main materials of the report based on the results of interdisciplinary research series as exemplified by the Chelyabinsk region are presented. The significance of political-economic context for scientific citizenship is argued through an analysis of New Zealand’s Royal Commission on Genetic Modification. My intention is not to provide an account of why the commission came to the decisions it did but to illustrate how the political-economic context and the culture of regulatory science both exacerbate public concerns about unacknowledged uncertainty and commercial influence and make it difficult for those concerns to influence the outcomes of public dialogues. The discursive flexibility of science as alternately predictive and provisional silences concerns about uncertainty, while a further interpretive choice of science as the autonomous activities of individuals unconstrained by political-economic context occludes the nature of concerns about commercial influence. Rather than the increasingly prevalent focus on processes of engagement, I argue that it is essential that researchers in this area attend to how public dialogue is placed in relation to the cultures and structures of regulatory science and neoliberalism. The European Union is strategically committed to the development of nanotechnology and its industrial exploitation. However, nanotechnology also has the potential to disrupt human health and the environment. The EU claims to be committed to the safe and responsible development of nanotechnology. In this sense, the EU has become the first governing body in the world to develop nanospecific regulations, largely due to legislative action taken by the European Parliament, which has compensated for the European Commission’s (...) reluctance to develop special regulations for nanomaterials. Nevertheless, divergences aside, political bodies in the EU assume that nanotechnology development is controllable and take for granted that both the massive industrial use of nanomaterials and a high level of environmental and health protection are compatible. However, experiences such as the European controversy over agri-food biotechnology, which somewhat delegitimized the regulatory authority of the EU over technological safety and acceptability, arguably show that controllability assumptions are contestable on the grounds of alternative socio-economic and cultural preferences and values. Recently developed inclusive governance models on safety and innovation, such as “Responsible Research and Innovation”, widely claim that a diversity of considerations and issues are integrated into R&D processes. Even so, the possibility of more radically alternative constitutions of socio-technical safety seems to be seriously limited by the current ideology of innovation and economic imperatives of the global, knowledge-based, capitalist economy. This paper discusses the economic, legal, moral, and political difficulties in developing drugs for the developing world. It argues that large, global pharmaceutical companies have social responsibilities to the developing world, and that they may exercise these responsibilities by investing in research and development related to diseases that affect developing nations, offering discounts on drug prices, and initiating drug giveaways. However, these social responsibilities are not absolute requirements and may be balanced against other obligations and commitments in light (...) of economic, social, legal, political, and other conditions. How a company decides to exercise its social responsibilities to the developing world depends on the prospects for a reasonable profit and the prospects for a productive business environment. Developing nations can either help or hinder the pharmaceutical industry’s efforts to exercise social responsibility through various policies and practices. To insure that companies can make a reasonable profit, developing nations should honor pharmaceutical product patents and adhere to international intellectual property treaties, such as the Trade‐Related Aspects of Intellectual Property Rights agreement. To insure the companies have a good business environment, developing nations should try to promote the rule of law, ethical business practices, stable currencies, reliable banking systems, free and open markets, democracy, and other conditions conducive to business. Overall, this paper advocates for reciprocity and cooperation between pharmaceutical companies and developing nations to address the problem of developing drugs for the developing world. In pursuing this cooperative approach, developing nations may use a variety of other techniques to encourage pharmaceutical companies to act responsibly, such as subsidizing pharmaceutical research, helping to design and implement research protocols, providing a guaranteed market, and bulk buying. This paper outlines critical realism, a relatively new philosophy of science, in an attempt to increase awareness of it amongst African researchers. The paper argues that this school of thought has important implications for framing social science research and development policy in developing countries. Critical realism is a radical critique of the Western philosophy, especially positivism that is closely associated with rational choice theory and Western modernity. It has four discernible progressive phases, each of which is a complete philosophical (...) system. A discussion of its relevance to African scholars follows, centered on the fact that critical realism gives primacy to the human values of freedom and emancipation rather than to material concerns which are central to Western modernity. Recent publications have challenged contemporary African philosophy to be more responsive to popular aspirations for socio-economic development, instead of dwelling excessively on long running debates amongst different schools of philosophy. Critical realism is presented as worthy of further investigation by scholars in Africa that seek new ways forward, and relevance in a rapidly changing world. Development research and policy is used to illustrate its potential. It is found that a critical realist approach may lead to meeting of some important precedents necessary for any meaningful development to occur in Africa. (shrink)

Executive power in the European Union consists of various bits and pieces that have been cobbled together across a spectrum of institutions, sub‐actors, and policy areas. No fewer than three institutions of the European Union and its predecessors can claim to exercise executive authority within the Union, albeit to varying degrees and with varying emphasis: the Commission, the Council, and the European Council. This chapter provides a brief overview of the three core executive institutions, followed by (...) a discussion on recent executive constructions outside the EU legal framework. It highlights the pressing need for accountability mechanisms on all levels of Union governance. The European Council has gradually reinforced its own role, becoming in effect the most important agenda setter of the larger developments of the European Union, in spite of the Commission's monopoly of legislative initiative. The aim of this article is to investigate the impact neoliberalism has in shaping the discourse of the European Union’s policy of Lifelong Learning. The literature review initially presents the theoretical framework of neoliberalism as the dominant ideological and economic paradigm of our time. Thereafter, it takes a view on how neoliberalism perceives the four objectives of the European Union’s Lifelong Learning policy, namely employability/adaptability, personal fulfillment, social inclusion, and active citizenship. Through the analysis of European (...) class='Hi'>Commission’s policy documents on Lifelong Learning, this article explores whether these objectives, with focus on social inclusion and active citizenship, can be realized within the ideological, political, and economic framework set by the neoliberal paradigm. The data underwent Qualitative Analysis using the methods of Critical Discourse Analysis and Qualitative Content Analysis as well as Quantitative Analysis of textual data. The results indicate that only employability and adaptability seem to be compatible with the neoliberal rhetoric since the flexible and adaptable employee better serves the needs of the markets. The role neoliberalism holds for the individual is that of the consumer, product user, and voter. Therefore, the non-economic objectives of Lifelong Learning cannot be equally developed as they constitute the complete antithesis of neoliberalism’s basic principles. (shrink)

The legal regime of the Economic and Monetary Union (EMU) is differentiated in two ways. While the rules on economic union apply with few exceptions to all member states, most Treaty provisions on monetary union are applicable only to those member states that have introduced the common currency. The Treaty on the Functioning of the European Union (TFEU) establishes a system of overlapping competences consisting primarily of measures adopted by the member states. During the (...) initial phase of the European Economic Community (EEC), exchange‐rate fluctuations or flexible exchange rates obstructed the development of a workable capital market. The Treaty of Lisbon provides that the European Union is to establish a monetary union whose currency is the euro. The essay proceeds from the assumptions that for a economic/political integration group to succeed, first, its participants’ motives should ideally be as alike as possible and not oppose one another and, second, their expectations from integration should correspond to the organisation’s capabilities. In light of these assumptions, the study endeavours to assess the Eurasian Economic Union’s (EAEU) potential for stability and development. First, the author analyses the key motives that were driving its member states’ decisions to (...) enter the organisation, compares them with one another and discusses how the countries’ motives influence their conduct in the union. Second, the author confronts those motives against the EAEU’s activities and the general logic of interstate politics on the post-Soviet space to reckon up whether the bloc’s capabilities fit with the expectations of its member countries. Finally, based on that discussion, the author speculates on how the divergence/convergence of EAEU member states’ goals, as well as the (in-)feasibility of their expectations, affect the organisation’s development. The purpose of the study is to reveal the main determinants for improving quantitative criteria in the future of improving the strategic management of a regional territory, based on the developed mechanism of a structured approach in a strategic plan for each participant in the construction of territorial indicators. The work highlights the problems of strategic management in a regional context, special attention is paid to research in the field of evaluation criteria in strategic planning. In particular, the problems of (...) determining the effectiveness of making and implementing management decisions are considered. Particular attention is paid to the preparation and development of the process of strategic forecasting, namely the use of the quantitative forecasting method in assessing strategic management. Obviously, when developing a strategic direction, the adapted elements require adjustments and additions, which is being carried out at the present time. Such changes and additions are promoted not only through legislative and regulatory activities, but also by scientific research, which, in turn, develop new directions of strategies for the development of the country's territories. Scientific novelty lies in the disclosure of the main determinants for improving quantitative criteria in assessing the strategic management of a regional territory, based on the developed mechanism of a structured approach for all participants in territorial indicators. As a result of the study, a new approach to solving the problem of quantitative assessment of strategic management for economic entities and sectors of the economy of the territories was developed. Some interesting exceptions notwithstanding, the traditional logic of economic efficiency has long favored hierarchical forms of organization and disfavored democracy in business. What does the balance of arguments look like, however, when values besides efficient revenue production are brought into the picture? The question is not hypothetical: In recent years, an ever increasing number of corporations have developed and adopted socially responsible behaviors, thereby hybridizing aspects of corporate businesses and social organizations. We argue that the joint pursuit of financial (...) and social objectives warrants significant rethinking of organizational democracy’s merits compared both to hierarchy and to non-democratic alternatives to hierarchy. In making this argument, we draw on an extensive literature review to document the relative lack of substantive discussion of organizational democracy since 1960. And we draw lessons from political theory, suggesting that the success of political democracy in integrating diverse values offers some grounds for asserting parallel virtues in the business case. Precarious work is a growing and alarming phenomenon. This paper analyses two of its distinctive normative features. First, precarity increases the risks workers face, blurring their capacity for prospection and lessening their security in accessing the opportunities associated with their jobs. Second, precarious work challenges workers’ collective action capacity. I will argue that both features threaten workers’ republican freedom. I develop the second point by presenting a conception of solidarity between workers and then showing how precarious work erodes it. On (...) the one hand, when the labour market is dualised, precarity is distributed unevenly and the risks undergone by groups of workers are different. Thus, dual labour markets create a potential conflict of interest between the preferences of different groups, insiders and outsiders. On the other hand, various economic changes hinder workers from acting based on shared purposes due to increased coordination costs. To the extent that workers’ power depends on their bonds and collective action, primarily through unions, the eclipse of their solidarity leaves them powerless and thus increases their domination. In patient care, the judicial doctrines of consent and informed (...) consent are disclosure doctrines based on the obligation of physicians to inform their patients of the following types of information: the nature of the procedure the physician is recommending in the patent’s care (P), the alternatives to the physician‐recommendation (A), and the risks of procedure and its alternatives (R). In addition, the physician must provide truthful answers to the patient’s questions (Q) to the best of the physician’s abilities. In research on humans, the onus of disclosure by study sponsors and principal investigators is much greater than in patient care precisely because the purpose of research is not patient care. The purpose of research is the identification and development of new generalizable knowledge. Thus, participation in a research study or trial may not benefit the study volunteer at all. In addition, the participant may carry a heavy risk burden in relationship to any testing of a newly designed drug or device as part of their experiences in the research study. Presently, despite the risks borne by the research study participant, the raw data collected from volunteers in research trials are treated by courts as if they were the private property of the study sponsor rather than generally owed to the public as would be expected by an effort like research participation aimed at contributing to the development of generalizable knowledge. De‐Identified (Anonymized) Raw Data A current approach to identifying (anonymizinig) raw data is based on the Health Insurance Portability and Accountability Act (HIPAA) of 1996 (P.L.104‐191). HIPAA was enacted by the U.S. Congress in 1996 to keep a person’s medical information private. In a research study, a person’s private medical information can become research data. HIPAA’s Privacy Rule allows a covered entity to de‐identify data by removing all 18 elements that could be used to identify the individual or the individual’s relatives, employers, or household members; these elements are enumerated in the Privacy Rule. The covered entity must also have no actual knowledge that the remaining information could be used alone or in combination with other information to identify the individual who is the subject of the information. It may be the case that this approval could be done at the start of any research study where the individual considering study participation would be counseled on what the process of de‐identification consists of and would be asked whether the participant would allow use of the data by other researchers or made available to the public in a de‐identified state. However, there may be questions of the study participants as to whether the data are truly de‐identified and untraceable back to the study participant since the participant would not be able to see the process actually being carried out in detail in all relevant circumstances. Using Raw Data in Context Simply being in possession of raw data is never enough to build on that data from a research perspective. Researchers need to understand the context of the scientific research study in which the data were collected. This research context includes (but is not limited to): (i) the scientific hypothesis of the research study, (ii) the inclusion and exclusion criteria selected by the research designers of the study to determine which study participants were included and which were excluded from the study, (iii) the methods used to collect the data and possibilities of errors in the data collection processes, and (iv) answers to questions regarding whether any data were excluded from the study data and why these data were excluded. Ownership Rights Over Data There are ownership rights over data. Ownership rights include court decision making related to the question which parties are to be considered as the owners of the data. Possible owners here include (but are not limited to) (i) the study sponsor whose only role was to fund that study, (ii) the principal investigator(s) who developed the scientific hypothesis, and (iii) individual study participants through special contracts made by individual participants who negotiate such contracts with study sponsors and principal investigators to share in the ownership of data. Examples of such data are participant sources of unique gene lines or unique cell lines to be used in future research. Objections to Data Sharing Finally, individual researchers may simply object to sharing data. A researcher’s arguments here may be simply stating that he or she has a right to fully analyze the data since the collection of the data was the researchers’ idea in the first place. These researchers may argue that they have the right to mine the data as fully as they can before deciding to make the data open to the public for others to analyze. The interest in and enthusiasm for urban agriculture (UA) in urban communities, the non-profit sector, and governmental institutions has grown exponentially over the past decade. Part of the appeal of UA is its potential to improve the civic health of a community, advancing what some call food democracy. Yet despite the increasing presence of the language of civic agriculture or food democracy, UA organizations and practitioners often still focus on practical, shorter-term projects in an effort both to increase local involvement (...) and to attract funding from groups focused on quantifiable deliverables. As such, it seems difficult to move beyond the rhetoric of food democracy towards significant forms of popular participation and deliberation within particular communities. In this paper we provide a theoretical framework—deep democracy—that helps to contextualize nascent attempts at civic agriculture or food democracy within a broader struggle for democratic practices and relationships. We argue that urban agriculture efforts are well positioned to help citizens cultivate lasting relationships across lines of difference and amidst significant power differentials—relationships that could form the basis of a community’s collective capacity to shape its future. We analyze the theory of deep democracy through recent experiences with UA in Denver, Colorado, and we identify ways in which UA can extend its reach and impact by focusing more consciously on its political or civic potential. The US Securities and Exchange Commission recently proposed rules relating to shareholder (independent) director nominations to publicly-traded companies. While shareholder groups, such as institutional investors, consumer groups, and shareholder activists, generally support the proxy reform, the business community, including The Business Roundtable and the US Chamber of Commerce, are critical of the proposal, arguing that it will 'open the door' to special interest directors, e.g., labour unions or other groups having a social or political agenda contrary to the (...) class='Hi'>economic interests of the shareholder owners of the corporation. An analysis of the proposed rules, however, show that the mechanisms offered to nominate and elect independent directors offer little or no threat of any shareholder group placing special interest directors on the board of a publicly-traded company in the USA. The article concludes with a recommended managerial course of action for executives and boards to follow in the unlikely event that shareholders are seriously threatening to place a special interest director(s) on the proxy ballot. The ageing population has become one of the major issues, with manifold consequences upon the economic welfare and elderly living standards satisfaction. This paper grasps an in-depth assessment framework of the ageing phenomenon in connection with the labor market, with significant implications upon economic welfare, across the European Union. We configure our research on four distinctive groups of the EU–27 countries based on the Active Ageing Index mapping, during 1995–2018, by acknowledging the different intensities of ageing implications (...) on economic well-being from one group of countries to another. The methodological endeavor is based on Structural Equation Modelling. Empirical results highlight that the ageing dimensions and labor market productivity notably shape the socioeconomic development of EU countries, visibly distinguished across the four panels. The economic development induced remarkable positive spillover effects on the welfare of older people, under the influence of the ageing credentials and dynamic shaping factors. Our research advances the literature underpinnings on this multifaceted topic by investigation made on specific groups of the EU countries and distinctive strategies proposed for each group of countries, as effective results for improving the well-being of older people. Constant policy rethinking and adequate strategies should be a top priority for each specific group of EU countries, to further sustain the ageing phenomenon, with positive implications mostly on elderly welfare. There is much rhetorical and even some tangible support by the developed states for democratisation processes in the poorer countries. Most people there nevertheless enjoy little genuine democratic participation or even government responsiveness to their needs. This fact is commonly explained by indigenous factors, often related to the history and culture of particular societies. My essay outlines a competing explanation by reference to global institutional factors, involving fixed features of our global economic system. It also explores possible global institutional (...) reforms that, insofar as the offered explanation is correct, should greatly improve the prospects for democracy and responsive government in the developing world. Canada's Royal Commission on New Reproductive Technologies rejects all forms of surrogacy arrangement under the rubric of objecting to commercial surrogacy. Noncommercial surrogacy arrangements, however, can be defended against the commission's objections. They can be viewed as cases of giving a benefit or service to another in a way that expresses benevolence, and establishes a relationship between surrogates and prospective 'social' parents that allows mutual understanding and reciprocal personal interaction between them.

Science and Society presents comments on some of the social and economic implications of the new biology. Here, Cao Tian‐qin presents a perspective from China on recent developments in biotechnology.

The policies of the European Union concerning the development of biofuels can be termed a lock-in. Biofuels were initially hailed as a green, sustainability technology. However evidence to the contrary quickly emerged. The European Commission proposed to alter its policies to accommodate for these effects but met with fierce resistance from a considerable number of member states who have an economic interest in these first generation biofuels. In this paper I argue that such a lock-in might (...) have been avoided if an experimental approach to governance had been adopted. Existing approaches such as anticipation and niche management either do not reduce uncertainty sufficiently or fail to explicitly address conflicts between values motivating political and economic support for new technologies. In this paper, I suggest to apply an experimental framework to the development of sustainable biobased technologies. Such an approach builds on insights from adaptive management and transition management in that it has the stimulation of learning effects at its core. I argue that these learning effects should occur on the actual impacts of new technologies, on the institutionalisation of new technologies and most specifically on the norms and values that underly policies supporting new technologies. This approach can be relevant for other emerging technologies. (shrink)

The meetings took place in Montreal, Canada, 25-29 August 1980, with Concordia University as host institution. The program of (...) the conference was arranged by a Joint Commission of the International Union of History and Philosophy of Science consisting of Robert E. Butts (Canada), John Murdoch (U. S. A. ), Vladimir Kirsanov (U. S. S. R. ), and Paul Weingartner (Austria). The Local Arrangements Committee consisted of Stanley G. French, Chair (Concordia), Michel Paradis, treasurer (McGill), Fran~ois Duchesneau (Universite de Montreal), Robert Nadeau (Universite du Quebec it Montreal), and William Shea (McGill University). Both committees are indebted to Dr. G. R. Paterson, then President of the Canadian Society for History and Philosophy of Science, who shared his expertise in many ways. This is a review of the book “The Future of Law and Economics” by American legal philosopher and judge Guido Calabresi (Moscow: Institut Gaidara, 2016). Author considers the theoretical aspects of the bilateral relations between the economic theory and legal studies developed by Calabresi. The author analyzes the differences between the previous tradition of the economic approach to law, which was based on the principle of epistemological expansion of economic theory into the field of legal studies, and (...) the common program of “law and economic”, which is aimed to find the basis for the bilateral dialogue between these sides of social knowledge. Both programs assume some alternatives for the formal analysis of law. The author discusses the concept of merit good and evaluates the prospects for the reception of this concept in legal philosophy. (shrink)

This research aims at establishing the impact of information and communication technologies (ICT) on e-commerce development of industrial enterprises by means of economic and mathematical modelling. The goal was achieved using the following methods: theoretical generalization, analysis and synthesis (to critically analyse the scientific approaches of scientists regarding the expediency of using mathematical models in the context of enterprises’ e-commerce development), target, comparison and grouping (to reveal innovative methodological approach to assessing ICT impact on e-commerce development (...) of industrial enterprises), tabular, analytical and integral method (for summarizing the analysis results of enterprises readiness to implement ICT, ICT use in the activities of industrial enterprises of Ukraine and the analysis of e-commerce development), mathematical modelling (to build a regression model determining impact of changes in ICT use on the market share occupied by industrial enterprises), generalization (to determine promising directions of e-commerce developing of industrial enterprises). The implementation of a comprehensive approach to understanding the importance of ICT influence on e-commerce development of industrial enterprises will ensure acceleration of the digitalization of business processes, will contribute to the speed increase of enterprises response to customer requests, and increase the market share occupied by enterprises. A new vision of directions for developing e-commerce of industrial enterprises is suggested, which are determined by the need for enterprise rebranding, the development of e-commerce tools and technologies, the importance of outsourcing service automation and promotion of subscription trade. ICT is considered as integration factor that determines prospects for e-commerce development of industrial enterprises and contributes to increasing efficiency of online business management. Research results demonstrate that the use of economic and mathematical modelling is an important tool for assessing ICT impact, and its absence can negatively affect the accuracy and validity of online business management. While this article sets out to advance our knowledge about the characteristics of Nigerian cybercriminals (Yahoo-Boys), it is also the first study to explore the narratives of the Economic and Financial Crimes Commission (EFCC) officers concerning them. It appraises symbolic interactionist insights to consider the ways in which contextual factors and worldview may help to illuminate officers’ narratives of cybercriminals and the interpretations and implications of such accounts. Semi-structured interviews of forty frontline EFCC officers formed the empirical basis (...) of this study and were subjected to a directed approach of qualitative content analysis. While prior studies, for example, indicated that only a group of cybercriminals deploy spiritual and magical powers to defraud victims (i.e. modus operandi), our data analysis extended this classification into more refined levels involving multiple features. In particular, analysis bifurcates cybercriminals and their operations based on three factors: [a] educational-attainment, [b] modus-operandi, and [c] networks-collaborators. Results also suggest that these cybercriminals and their operations are embedded in “masculinity-and-material-wealth”. These contributions thus have implications for a range of generally accepted viewpoints about these cybercriminals previously taken-for-granted. Since these criminals have victims all over the world, insights from our study may help various local and international agencies [a] to understand the actions/features of these two groups of cybercriminals better and develop more effective response strategies. Recent discussions of genetic information have highlighted the need for ethical disclosure guidelines. For instance, the (Canadian) Royal Commission on New Reproductive Technologies points out the range of third-party interests in genetic information and the lack of clear ethical and professional guidelines governing its dissemination. Among the more worrying interests are those of insurance companies and prospective employers. However, also worrisome is the problem of negotiating the first-party interest in privacy (from which the professional obligation of confidentiality arises) (...) and strong third-party claims from family members. The survey by Knoppers and Laberge of consent forms currently used in DNA testing in Canada shows that fewer than half mention access by family members, and only three out of 20 alert subjects to the possibility of finding nonpaternity. Both the Royal Commission and the Knoppers research group recommend integrated, national consent standards, with the Knoppers group explicitly approving a standard of disclosure. While endorsing the call for integrated consent guidelines, in this paper I intend to raise some doubts about the adequacy of the reasonable person standard in light of gender differences in reproductive burden and risk perception. Laforest, Crystal Lameman, and Bronwen Tucker is both an imagining of a utopic, fossil-fuel-free world and a spirited call to action. Written in plain language and aimed at a wide audience, the book examines contemporary so-called Canada through an indigenous-centered,1 decolonial lens and frames the current climate crisis that we are in as one of relationship failure. The authors state: "We believe it is important for a just transition discussions to be accessible to all audiences because, fundamentally, what we're talking about in this book is repairing relationships. Repairing relationships with each other and with the land" (13). Key to repairing this relationship is putting indigenous rights and sovereignty at the center of any proposal or policy, instead of appearing as an add-on or afterthought. As the authors lead us through their plan for a just energy transition, they assert that any change, any movement, and any economic strategy that does not assert indigenous rights is not only "greening theft," it is also doomed to fail (7).The book is organized into two parts. The first part consists of the introduction and the first two chapters, where the authors outline broken promises and political and private decisions that have led to the current climate crisis in so-called Canada. The second half then outlines indigenous-informed solutions and possible paths forward, with the most concrete and "winnable" strategies in the last two chapters (153). The End of This World is a collaborative piece, written in one voice, while the individual authors' voices can be heard through various examples and anecdotes given throughout the book.In the first half of the volume, they lay out the rise and reliance on fossil fuels, the ongoing empowerment of the industry, and the swaths of broken promises the Canadian government has made since public concern for climate has been on the rise. The authors focus on two dynamics that they believe are the worst contributors to this crisis in so-called Canada: "the violation of indigenous people's inherent rights and sovereignty, and the fossil fuel economy that relies on this violation" (11). This is done by tracing the sordid history of indigenous-settler relations through official documents such as the [End Page 281] Indian Act and the residential school system, which systematically destroyed traditional indigenous relationships with each other and the land and replaced them with patriarchal capitalist colonial hierarchies. The authors argue that this destruction, along with the forced removal of indigenous people from their lands, effectively brought about an apocalypse, the aftereffects of which indigenous people across all of so-called Canada are still dealing with. This is an incredibly effective rhetorical strategy, pulling on the popular cultural imagination of the apocalypse and reframing the settlers' view of this world as an indigenous dystopia.The authors then lay out how the official policies and privatization of the industry by the Canadian state laid the groundwork for weakening resistance against fossil fuel projects on traditional indigenous territories, and for stripping the lands of resources and further alienating all people from their relationships with the land. They point out that when indigenous mobilization was finally recognized in the 1970s and 1980s, a swell of popular support from unions, labor activists, and environmentalists pushed back against rampant development and extraction. However, instead of strict regulation and limitation, the authors make it clear how the government and industry simply switched from climate denialism to "climate delayism," using terms like "sustainable development," "net zero goals," and "carbon neutrality" to push responsibility to the future and make no real changes, all while actually increasing development and projects in the industry.The greatest strength of this section is how... In addition, the physician must provide truthful answers to the patient’s questions (Q) to the best of the physician’s abilities. In research on humans, the onus of disclosure by study sponsors and principal investigators is much greater than in patient care precisely because the purpose of research is not patient care. The purpose of research is the identification and development of new generalizable knowledge. Thus, participation in a research study or trial may not benefit the study volunteer at all. In addition, the participant may carry a heavy risk burden in relationship to any testing of a newly designed drug or device as part of their experiences in the research study. Under this method, the identifiers that must be removed are the following: 1 Names. 2 All geographic subdivisions smaller than a state, including street address, city, county, precinct, ZIP Code, and their equivalent geographical codes, except for the initial three digits of a ZIP Code if, according to the current publicly available data from the Bureau of the Census: 2a. The geographic unit formed by combining all ZIP Codes with the same three initial digits contains more than 20,000 people. 2b. The initial three digits of a ZIP Code for all such geographic units containing 20,000 or fewer people are changed to 000. 3 All elements of dates (except year) for dates directly related to an individual, including birth date, admission date, discharge date, and date of death, and all ages over 89 and all elements of dates (including year) indicative of such age, except that such ages and elements may be aggregated into a single category of age 90 or older. 4 Telephone numbers. 5 Facsimile numbers. 6 Electronic mail addresses. 7 Social security numbers. 8 Medical record numbers. 9 Health plan beneficiary numbers. 10 Account numbers. 11 Certificate/license numbers. 12 Vehicle identifiers and serial numbers, including license plate numbers. 13 Device identifiers and serial numbers. 14 Web universal resource locators (URLs). 15 Internet protocol (IP) address numbers. 16 Biometric identifiers, including fingerprints and voiceprints. 17 Full‐face photographic images and any comparable images. 18 Any other unique identifying number, characteristic, or code, unless otherwise permitted by the Privacy Rule for re‐identification. Even though ‘raw data’ can be de‐identified (anonymized) so that there is no way to trace back the data to the study participant from which it was drawn, there are still questions whether the ‘de‐identified raw data’ can be given to other researchers or made public without the original study participant’s approval. It may be the case that this approval could be done at the start of any research study where the individual considering study participation would be counseled on what the process of de‐identification consists of and would be asked whether the participant would allow use of the data by other researchers or made available to the public in a de‐identified state. However, there may be questions of the study participants as to whether the data are truly de‐identified and untraceable back to the study participant since the participant would not be able to see the process actually being carried out in detail in all relevant circumstances. Using Raw Data in Context Simply being in possession of raw data is never enough to build on that data from a research perspective. Researchers need to understand the context of the scientific research study in which the data were collected. This research context includes (but is not limited to): (i) the scientific hypothesis of the research study, (ii) the inclusion and exclusion criteria selected by the research designers of the study to determine which study participants were included and which were excluded from the study, (iii) the methods used to collect the data and possibilities of errors in the data collection processes, and (iv) answers to questions regarding whether any data were excluded from the study data and why these data were excluded. Ownership Rights Over Data There are ownership rights over data. Ownership rights include court decision making related to the question which parties are to be considered as the owners of the data. Possible owners here include (but are not limited to) (i) the study sponsor whose only role was to fund that study, (ii) the principal investigator(s) who developed the scientific hypothesis, and (iii) individual study participants through special contracts made by individual participants who negotiate such contracts with study sponsors and principal investigators to share in the ownership of data. Examples of such data are participant sources of unique gene lines or unique cell lines to be used in future research. Objections to Data Sharing Finally, individual researchers may simply object to sharing data. A researcher’s arguments here may be simply stating that he or she has a right to fully analyze the data since the collection of the data was the researchers’ idea in the first place. These researchers may argue that they have the right to mine the data as fully as they can before deciding to make the data open to the public for others to analyze. This scenario increasingly sees the replacement of formal education activities in institutions of learning with non-formal and informal education practices. Given that the contents and influences of non-formal and informal education are not under the control of the teacher, the experiences that learners bring to education settings are increasingly difficult to manage. This article develops a feminist perspective on militarism in Africa, drawing examples from the Nigerian, Sierra Leonean and Liberian civil wars spanning several decades to examine women's participation in the conflict, their survival and livelihood strategies, and their activism. We argue that postcolonial conflicts epitomise some of the worst excesses of militarism in the era of neoliberal globalisation, and that the economic, organisational and ideological features of militarism undermine the prospects for democratisation, social justice and genuine security, especially (...) for women, in post-war societies. Theorisations of ‘new wars’ and the war economy are taken as entry points to a discussion of the conceptual and policy challenges posed by the enduring and systemic cultural and material aspects of militarism. These include the contradictory ways in which women are affected by the complex relationship between gendered capitalist processes and militarism, and the manner in which women negotiate their lives through both. Finally, we highlight the potential of transnational feminist theorising and activism for strengthening intellectual and political solidarities and argue that the globalised military security system can be our ‘common context for struggle'1 as contemporary feminist activist scholars. 1Mohanty, 2003. This article examines the pressures and players that have shaped business ethics in Canadian corporations, and reports on the status of Canadian corporate social performance in 1995. Business in Canada has not been subject, up to 1996, to a powerful national institutional framework such as the US Securities and Exchange Commission and the Foreign Corrupt Practices Act. Consequently, business ethics in Canada have developed primarily in response to broader socio-political and socio-economic factors than in the US, and will (...) probably continue to do so. Interestingly, the issues, policies and practices developed in Canada may provide insights for US corporations as they respond to broadened pressures. Business ethics in Canada, on the other hand, will benefit increasingly from the US experience as pressures grow for national regulation and statutes governing corruption. (shrink)

Long run success in watershed management requires understanding of how economic stratification and social values affect water quality protection. Feedback effects on water quality are produced by three aspects of economic well-being: income levels, quality of life and inequality, including the effects of gender based inequality. In the US emphasis on individualistic values leads to reliance on local and private policy solutions to social problems. Analysis of the context of New York City's internationally famous watershed agreement with communities (...) 120 miles distant provides a case study of these relationships. The nature of economic stratification in these upstate communities and the insufficient response of social policies were an impediment to achieving New York City's water quality goals. As a consequence the City's watershed agreement contains direct economic aid to Watershed communities. The Agreement does not address all stratification issues. Some call for solutions beyond the local level and an approach that benefits from the European emphasis on community. It is in the interest of watershed managers to broaden the scope of their concerns to understand and support state and national programs which address problems created by economic stratification. The expansion of the European Union increases the relevance of these lessons for Europe. (shrink)

New prospects for mankind in searching for and developing new sources of energy, arms race, overcrowding and ecological crises present the human with a serious choice. The choice may relate to the further existence of people on Earth. In the context of most challenging political, economic and social crises, the tandem of natural and human sciences produces unexpected results, despite the crises accompanying these processes. This article presents a model of the society and a model of the human (...) in the systemic parametrical aspect. The human is considered as part of the “society” system. The research suggests applying the systems parametric method developed by Prof. A. Uyemov in the 1960s. Humanity creates increasingly frequent bifurcation conditions for human life. As an adaptive mechanism, the human has to develop survival strategies and well-being strategies. The paper presents some aspects of the adaptive mechanisms of the 21st century man. It also considers some threats arising out of environmental variability. Cyborgization is one of such threats. The research includes dual system modelling of the “society” system based on the complementarity principle. It shows that there are two definitions which have different concepts, structures and substrates but constitute the entirety of the object of interest. (shrink)

Introduction. One of the drivers of the Russian regions’ development is traditionally considered to be local universities and the scientific activity development, in particular. However, such a belief is usually based on speculative conclusions and is not subjected to detailed empirical testing. The purpose of the study is to assess the relationship between the development of science in universities in Russian regions and indicators of regional development according to 2017—18 data. Methods. The authors use methods of (...) generalization, grouping, assessment of indicators of central tendency and variations, as well as methods of correlation analysis. The study is based on the data from regional statistics presented on the official website of Russian Statistics Agency, as well as data from monitoring the universities effectiveness, commissioned by the Ministry of Science and Higher Education of the Russian Federation. Scientific novelty of the research. For the first time, the authors present an empirical analysis of the relationship between indicators of socioeconomic development of Russian regions and indicators of scientific activity in universities in the region. The study is characterized by using a sample of homogeneous regions. The sample excluded regions that did not have significant scientific results, as well as regions that are leaders in economic development. As a result, a “core” of 57 Russian regions with similar characteristics of both economic development and the results of scientific activity was investigated. This increased the practical significance of the conclusions and their reliability. Results. As a result of the study, it was found out that there is a statistically significant relationship between all indicators of regional development and science in universities. However, a deeper analysis made it possible to establish that this relationship is indirect. In some cases, we can talk about the opposite influence - regional development on scientific results in universities. Conclusions. It was found that the indicators used in the public administration system for assessing the effectiveness and efficiency of scientific activity are not key in terms of their impact on regional development. It was revealed that publications in leading world databases and in the Russian Science Citation Index (RSCI) are equally related to regional development. It has been determined that in a number of cases, within the considered sample, it is possible to distinguish two groups of regions with a different nature of the relationship between regional development and science in universities. Pharmacogenetics is an emerging biotechnology concerned with understanding the genetic basis of drug response, and promises to transform the development, marketing and prescription of medicines. This paper is concerned with analysing the move towards segmented drug markets, which is implicit in the commercial development of pharmacogenetics. It is claimed that in future who gets a particular drug will be determined by their genetic make up. Drawing on ideas from the sociology of expectations we examine how pharmaceutical and biotechnology (...) companies are constructing, responding to and realising particular ‘visions’ or expectations of pharmacogenetics and market stratification. We argue that the process of market segmentation remains uncertain, but that the outcome will be fashioned according to the convergence and divergence of the interests of key commercial actors. Qualitative data based both on interviews with industry executives and company documentation will be used to explore how different groups of companies are developing pharmacogenetics in distinct ways, and what consequences these different pathways might have for both clinical practice and health policy. In particular, the analysis will show a convergence of interests between biotechnology and pharmaceutical companies for creating segmented markets for new drugs, but a divergence of interest in segmenting established markets. Whilst biotechnology firms have a strong incentive to innovate, the pharmaceutical industry has no commercial interest in segmenting markets for existing products. This has important implications, as many of the claimed public health benefits of pharmacogenetics will derive from changing the prescribing of existing medicines. One significant implication of this is that biotechnology companies who wish to apply pharmacogenetics to existing medicines will have to explore an alternative convergence of interests with healthcare payers and providers . Healthcare providers may have a strong incentive to use pharmacogenetics to make the prescribing of existing medicine more cost-effective. However, we conclude by suggesting that a question mark hangs over their ability to provide the necessary economic and structural resources to bring such a vision to fruition. (shrink)

O presente artigo visa analisar a atuação da União dos Estudantes Secundaristas do Amapá, durante a ditadura civil-militar no Brasil, em específico, como se deu a deliberação de apoio da entidade ao golpe. Para tanto, foi necessário analisar as peculiaridades da recepção do regime autoritário no então Território Federal do Amapá, o Movimento Estudantil de forma ampla, os aspectos constitutivos da União dos Estudantes Secundaristas do Amapá, suas divisões e seu desenvolvimento diante do golpe. O objetivo com isso, foi traçar (...) as correspondências existentes entre esses aspectos e as ações de apoio que se sucederam em nome da entidade. O artigo baseou-se em fontes bibliográficas sobre o tema e em depoimentos cedidos pela Comissão Estadual da Verdade do Amapá, disponibilizados durante a construção do relatório publicado no ano de 2017. Dentre os resultados, foi possível visualizar que a atuação da União dos Estudantes Secundaristas do Amapá foi bem mais do que um apoio ao regime militar, mas fora heterogênea, e teve sua trajetória ligada a características do território, ao poder, ao regionalismo, às classes e muitos outros aspectos que influenciaram a tomada de decisões de grupos dentro da entidade. This article aims to analyze the performance of the Amapá Union of Secondary Students during the civil-military dictatorship in Brazil, specifically, how the deliberation of support of the entity to the coup took place. For that, it was necessary to analyze the peculiarities of the reception of the authoritarian regime in the then Federal Territory of Amapá, the Student Movement in a broad way, the constitutive aspects of the Amapá Union of Secondary Students, its divisions and its development in the face of the coup. The objective was to trace the correspondence between these aspects and the support actions that followed on behalf of the entity. The article was based on bibliographic sources on the subject and on testimonials provided by the Amapá State Truth Commission, which were made available during the construction of the report published in 2017. Among the results, it was possible to visualize that Amapá Union of Secondary Students performance was much more than a support to the military regime, but it had been heterogeneous and had its trajectory linked to characteristics of the territory, power, regionalism, classes and many other aspects that influenced the decision making of groups within the entity. Introduction. In the structure of the population of Russia, the proportion of older people is increasing, but the duration of the economically active working life of this age category is less than in some European countries. Many elderly Russians having an active life position want and can work. Most of them have a high level of professional education and qualifications, experience, and yet many are not in demand on the labor market, because they do not have enough digital skills. The (...) purpose of this article is to study the situation with employing elderly citizens, identify factors that determine successful mastering information and digital technologies on the bases of the results of retraining and advanced training. Methods. The authors of the article analyze the regulatory legal acts of the Russian Federation and the Russian Federation’s constituent entities (national programs and projects), study the content of the government bodies’ websites, including public employment departments, educational organizations, statistical data are used to assess the state of senior citizens’ employment and education, the authors carry out an empirical study with a survey. Scientific novelty of the study. The authors identify factors that affect the elderly citizens’ employment in industries where digital technologies are actively introduced; point out the factors that positively impact successful elderly citizens’ education. It has been proved that in order to obtain a positive learning outcome, not only the legal and organizational conditions created by the state are required, but also the presence of an educational strategy among the elderly people themselves, an element of which is the development of information and digital technologies. The results of the study make it possible to realize the main problems that hinder employment and training, as well as to predict some trends regarding the position of older people in the new realities of the digital economy. The European Union’s common agricultural policy (CAP), in addition to its primary production and farm income goals, is a large source of funding for environmentally friendly agricultural practices. However, its schemes have variable success and uptake across member states (MS) and regions. This study tries to explain these differences by demonstrating differences between policy levels in the understanding of the relationship between nature and farming. To compare constructs and values of the respective policy communities, their discursive construction as it (...) appears in the main strategic EU and MS agricultural policy documents is analysed. The theoretical framework integrates elements from existing frameworks of CAP and environmental discourse analysis; specific agri-environmental discourses, their elements and interplay, are identified. The six discourses suggested here are ‘Productivism’, ‘Classical neoliberal’, ‘Ecological modernisation’, ‘Administrative’, ‘Multifunctionality’ and ‘Radical green’. The discourse analysis of selected documents reveals that there are indeed differences in how farming and the environment are generally conceptualised at different levels of CAP decision-making. At EU level, farming is primarily understood as a sector whose main task is to produce food (‘Productivism’), and the environment is used as a justification for CAP payments (‘Multifunctionality’). At the national/regional level, Rural Development Programmes reflect different value systems: in England, environmental protection is mainly seen as sound management of natural capital (‘Classical neoliberal’); in Finland, a benefit for producers and conscious consumers (‘Ecological modernisation’); in Croatia, a necessity limiting productivity (‘Productivism’) and imposed by an external authority (‘Administrative’ discourse). This diversity shows that differences can visibly manifest despite the Commission constraining the discursive space, helping to explain the differential implementation and success of environmental measures. Between the two World Wars, in Belgrade and Serbia, seven musical journals were published:?Musical Gazette?,?Music?,?Herald of the Musical Society Stankovic?,?Sound?,?Journal of The South Slav Choral Union?,?Slavic Music? and?Music Review?. The influence of marxism can be observed in?Musical Herald?,?Sound? and?Slavic Music?. A Marxist influence is obvious through indications of determinism. Namely, some writers observed elements of musical art and its history as consequences of sociopolitical and economic processes. Still, journals published articles of domestic and foreign authors who interpreted the (...) relation between music, society and economy in a much more moderate and subtle manner. Editors and associates of these journals also had proscriptive ambitions - they recommended and even determined regulations for composers about what kind of music to write according to social goals and needs. According to tendencies in Marxism, there was a follow up of musical work in the Soviet Union. Editors tried not to be one-sided. There were writings about the USSR by left orientated associates as much as emigrants from that country, and articles of Soviet authors were translated. Also, there were critical tones about musical development in the first country of socialism. Serbian musical periodicals recognized the enormous threat from fascism. Also, there were articles about influence of Nazi ideology and dictatorship on musical prospects in Germany. Since Germany annexed Sudetenland in 1938,?Musical Herald? expressed support to musicians and people of that friendly country by devoting the October and November 1938 issue to Czechoslovak music, along with an appropriate introduction by the editor, Stana Djuric-Klajn. This discussion, he believed, would be crucial to the future of the "national economy." 1 Schön was (...) an astute observer, for the German discussion of associationism in the early 1830s was indeed but a faint echo of the French; and insofar as the idea of association was addressed by prominent social writers in those years, it was generally greeted with suspicion. This was the case, for instance, with the liberal thinker Robert von Mohl, whose influential 1835 tract on the social question criticized the notion of proletarian associationism. Conversely, by the early 1840s, association was on many tongues as a panacea for the social ills of the age. By 1840 Mohl himself had embraced the "Assoziationsprinzip" as an antidote to the atomized condition of modern social life. 2Among the relatively small number of German writers who did champion association in the 1830s, the claims for its significance were already grandiose. Moses Hess's Die heilige Geschichte der Menschheit (1837) and August von Cieszkowski's Prolegomena zur Historiosophie (1838) both linked social solidarity to millenarian expectations of a new age of humanity. Even before Hess or Cieszkowski, the first German book on Charles Fourier, by one S. R. Schneider, bore the title Das Problem der Zeit und dessen Lösung durch die Assoziation (1834), while another, by Fr. Hr. Tappehorn, was headed Die vollkommene Association, als Vermittlerin der Einheit des Vernunftstaates und der Lehre Jesu (1834). Yet the enormous importance assigned to associationism [End Page 543] in these titles exposes the ambiguity of the idea itself. For if, as one historian has claimed, "free association can be regarded in principle as the central organizational form of modern or industrial society," 3 there was no agreement on its nature. Should the right of association be understood as liberal or socialist, individualistic or collectivist? Is free association the core idea and mode of interaction of a pluralistic and competitive civil society, or is it the principle of unification that will overcome pluralism and competition? These fundamental questions were to preoccupy nineteenth- and early-twentieth-century debates in areas as diverse as revolutionary theory, labor union activism, and the regulation of business cartels. However, in the 1830s, under the pressure of the newly perceived social question, the stirrings of industrialization in Germany, and the revival of democratic politics in the July Revolution, these issues first appeared with a force that drew the attention of intellectuals.Perhaps no German intellectual of the 1830s so perfectly embodies the implicit tensions of the idea of associationism as the Hegelian philosopher of law, Eduard Gans (1797-1839). A student of the Heidelberg legal scholar A. J. Thibaut, Gans later came to be considered by Hegel as one of his most brilliant followers. Once Gans became a professor in the Juristic Faculty at the University of Berlin in the mid-1820s, it was he, not Hegel, who taught a generation of students the intricacies of Hegelian political philosophy. Gans died in 1839 at the age of 42, felled at a luncheon by a stroke while in mid-sentence, a victim, according to the Hallische Jahrbücher, of his own passion for discussion. This volubility is more than evident in his oeuvre, which includes a multi-volume study of inheritance law in world history, dozens of essays on legal philosophy and political and legal issues in his native Prussia and Europe, a popular memoir, and an edition of Hegel's Philosophy of Right. This chapter analyzes European social policy as a test case to comment on both the originality and the weakness of a unique supranational legal order, such as the one created in 1957 with the Treaty of Rome. Regulatory measures in social policy, related to equal treatment, nondiscrimination, and working conditions were implemented via hard law measures aiming at the harmonization of standards. The chapter also looks at the latest innovations in social policy brought about by the Lisbon Treaty. Article 3 (...) of the Treaty on European Union (TEU) mentions full employment among the objectives to be pursued in a social market economy. The economic and financial crisis has accentuated the problems of supranational coordination versus national initiatives and has given rise to exceptional austerity actions that have departed from the methods provided for in the treaty. While a growing body of scholarship identifies urban agriculture’s broad suite of benefits and drivers, it remains unclear how motivations to engage in urban agriculture (UA) interrelate or how they differ across cities and types of organizations. In this paper, we draw on survey responses collected from more than 250 UA organizations and businesses from 84 cities across the United States and Canada. Synthesizing the results of our quantitative analysis of responses (including principal components analysis), qualitative analysis of textual data (...) excerpted from open-ended responses, and a review of existing literature, we describe six motivational frames that appear to guide organizations and businesses in their UA practice: Entrepreneurial, Sustainable Development, Educational, Eco-Centric, DIY Secessionist, and Radical. Identifying how practitioners stack functions and frame their work is a first step in helping to differentiate the diverse and often contradictory efforts transforming urban food environments. We demonstrate that a wide range of objectives drive UA and that political orientations and discourses differ by geography, organizational type and size, and funding regime. These six paradigms provide a basic framework for understanding UA that can guide more in-depth studies of the gap between intentions and outcomes, while helping link historically and geographically specific insights to wider social and political economic processes. Political theorists aiming to articulate normative standards for the EU have almost entirely focused on whether or not the EU suffers from a ‘democratic deficit'. Almost nothing has been written, by contrast, on one of the central values underpinning European integration since at least the European Coal and Steel Community (ECSC), namely solidarity. What kinds of principles, policies, and ideals should an affirmation of solidarity commit us to? Put another way: what norms of socioeconomic justice ought to apply to the (...) EU? This is not an empirical or narrowly legal question. We are not trying to gauge the degree of attachment there currently is in the EU by, for example, citing the latest Eurobarometer poll. We are also not attempting to state the implicit rationale followed by the Court of Justice in its recent ‘solidarity’ jurisprudence, let alone trying to fix what the Commission might mean by it. In this article, I ask the more fundamental question underlying both the legal and the empirical questions: What principles of social solidarity ought to apply between states and citizens of the emerging European polity? This question has rarely been asked or answered by political theorists in an EU context, so we are entering largely uncharted territory. The article develops a tripartite model of EU solidarity in Section 2, and then applies it to the case of free movement of persons in Section 3. (shrink)
