This paper is an introduction to a special issue on Nationalism, Multiculturalism and Liberal Democracy. It attempts to describe the state of the debate on issues of multiculturalism and nationalism within liberal-democratic theory. I suggest that there may be an emerging consensus on liberal culturalism – the view that certain group-specific rights or policies aimed at recognizing or accommodating ethnic and national groups are legitimate so long as they operate within certain constraints of liberal justice. I explore the possible reasons (...) for this emerging consensus (including the lack of clear alternatives), and conclude with some suggestions about the likely avenues for future research in this area. In his impressive and wide?ranging new book, Sources of the Self, Charles Taylor argues that modern moral philosophy, at least within the Anglo?American tradition, . offers a ?cramped? view of morality. Taylor attributes this problem to three distinctive features of contemporary moral theory ? its commitment to procedural rather than substantive rationality, its preference for basic reasons rather than qualitative distinctions, and its belief in the priority of the right over the good. According to Taylor, the result of these (...) features is that contemporary moral theories cannot explain the nature of a worthwhile life, or the grounds for moral respect. Indeed, they render these questions unintelligible. I argue that Taylor has misunderstood the basic structure of most modern moral theory, which seeks to relocate, rather than suppress, these important questions. In particular, he fails to note the difference between general and specific conceptions of the good, between procedures for assessing the good and specific outcomes of that procedure, and between society's enforcement of morality and an individual's voluntary compliance with morality. Each of these distinctions plays an important role in contemporary moral theory. Once they are made explicit, it is clear that many contemporary theorists operate with a more sophisticated account of moral sources than Taylor attributes to them. (shrink)

In Liberalism, Community and Culture, Will Kymlicka suggests that the cultural resources with which communitarians have been concerned, inasmuch as they are prerequisites for the individual choice of the good, are appropriate objects of liberal protection. But Kymlicka's liberalism fails to fully meet the concerns of those who see their communities as intrinsically valuable—not merely as necessary means for the clarification of their options. Ultimately Kymlicka's approach shares in the tendency of liberalism to reduce manifold values (...) to the single standard of equal concern for individuals—which results in a paternalistic disregard for those individuals’ actual motivations. As part of a vigorous debate about the politics of multiculturalism, Will Kymlicka has sought to find grounds within liberal political theory to defend rights for cultural groups. Kymlicka argues that the individual's ability to choose the good life necessarily takes place in a cultural context such that access to one's ethnic or national culture constitutes a condition of autonomy. Thus, in liberal societies where the culture of minority ethnic groups or nations is under threat, these groups (...) should enjoy certain special rights so as to up hold the autonomy of their individual members. However, Kymlicka's ‘liberal nationalist' argument relies on a problematic isomorphism between culture and identity. Very simply, I shall argue that an individual's culture is not necessarily given by their membership of an ethnic group or nation, thus breaking the link between individual autonomy and rights for ethnic groups or nations. The ‘liberal-communitarian’ debate arose within anglophone political philosophy during the 1980s. This essay opens with an account of the main outlines of the debate, showing how liberals and communitarians tended to confront each other with opposing interpretations of John Rawls’ Theory of Justice (1999; originally published in 1971) and Political Liberalism (2005; originally published in 1993). The essay then proceeds to discuss four forms of ‘liberalism after communitarianism’: Michael Freeden’s account of liberalism as an ideology; Joseph Raz and Will (...) Kymlicka’s perfectionist liberalisms; the liberalism of value pluralists such as Isaiah Berlin and Bernard Williams; and Judith N. Shklar’s liberalism of fear. The terms “patriotism” and “nationalism” are distinguished historically, conceptually, and geographically. Historically, patriotism is shown to have roots in the classical republican tradition of political thought, according to which citizens should give priority to the common good of their political or civic, as distinct from national, community. Conceptually, it is argued that patriotism is best understood as a political philosophy, an account of the form or forms of dialogue that citizens should engage in when responding to their conflicts, whereas nationalism (...) is a political ideology, an account of the kinds of things that citizens should be saying within those dialogues, in particular, when they take the form of negotiation. Patriotism, then, is that political philosophy which endorses the maxim “conversation first, negotiation second, force third,” since conversation between citizens has the best prospects for realizing and developing the common good. Nationalism, by contrast, is the ideology of those who, when it comes to political negotiations, give the greatest weight to the needs of their national community. Finally, regarding geography, patriotism is shown to be concerned with the jurisdiction of the state, whereas nationalism emphasizes the permanent and sharply demarcated territory where the national community is located. The chapter then concludes with the recommendation that we all need to affirm a global patriotism, alongside the more local forms. (shrink)

Unfounded—conspiracy and health—beliefs about COVID-19 have accompanied the pandemic worldwide. Here, we examined cross-nationally the structure and correlates of these beliefs with an 8-item scale, using a multigroup confirmatory factor analysis. We obtained a two-factor model of unfounded (conspiracy and health) beliefs with good internal structure (average CFI = 0.98, RMSEA = 0.05, SRMR = 0.04), but a high correlation between the two factors (average latent factor correlation = 0.57). This model was replicable across 50 countries (total N = 13,579), (...) as evidenced by metric invariance between countries (CFI = 0.96, RMSEA = 0.06, SRMS = 0.07) as well as scalar invariance across genders (CFI = 0.98, RMSEA = 0.04, SRMS = 0.03) and educational levels (CFI = 0.98, RMSEA = 0.04, SRMS = 0.03). Also, lower levels of education, more fear of COVID-19, and more cynicism were weakly associated with stronger conspiracy and health beliefs. The study contributes to knowledge about the structure of unfounded beliefs, and reveals the potential relevance of affective (i.e., fear of COVID-19) and cognitive (i.e., cynicism) factors along with demographics, in endorsing such beliefs. In summary, we obtained cross-cultural evidence for the distinctiveness of unfounded conspiracy and health beliefs about COVID-19 in terms of their structure and correlates. (shrink)

In this paper, I argue that Will Kymlicka’s theory of “mult”-iculturalism serves to unwittingly perpetuate a form of neo-colonial agenda in which Indigenous claims for recognition and sovereignty in Canada are accommodated to the degree and extent to which they are willing to “liberalize” and promote distinctly Euro-Western self-understandings and conceptions of individual autonomy (tied to substantive notions such as private property) – the supposedly foundational value and defining feature of liberalism. In fact, Kymlicka vehemently attacks Rawls’ (...) theory of political liberalism, whose tolerance-based conception provides a far more open theoretical normative architecture within which to dialogue with non-Western nations, where views of self, autonomy, property, land, non-human animals, and secularism may differ radically from those of liberal Western nations – or so I contend here. We appreciate the thoughtful responses we have received on ?Disclosing New Worlds?. We will respond to the concerns raised by grouping them under three general themes. First, a number of questions arise from lack of clarity about how the matters we undertook to discuss ? especially solidarity ? appear when one starts by thinking about the primacy of skills and practices. Under this heading we consider (a) whether we need more case studies to make our points, and (b) whether (...) national and other solidarities require willingness to die for the values that produce that solidarity. Second, we take up questions concerning the historical character of the skills of entrepreneurs, virtuous citizens, and culture figures. Here we shall (a) emphasize how we distinguish ourselves from earlier writers on these subjects, (b) consider essentialism, relational identities, and exclusion, (c) answer a number of Habermasian concerns raised by Hoy, (d) speak to Taylor's concern regarding the contingency of solidarity and forgetting, and (e) take up Grant's objection that we are both formalists and relativists. Third, we shall take up the concern, raised mostly by Borgmann, that historical disclosing, that is to say history as the West has known it, is over, and that now all that can be done by those who transform the practices is to make them more and more technological. What points of contact, if any, are there between the current investment in ethics in literary theory, and the elaboration of ethics in contemporary philosophy? In other words, does an interdisciplinarity exist? Second, what reasons might literary theorists have, or have they had, to be aware and take stock of (...) developments in philosophical ethics? That is to say, what might be gained from interdisciplinary work? A third question emanates from the first two: where a cross-disciplinary engagement with philosophy has taken place, has there occurred any transformation of literary theory? I hope to show in what follows that, when we consider ethics in literary theory, no less than in philosophy, it is necessary to attend both to method within each discipline and to the nature of relations between them.The first of my questions begs the question of what contemporary philosophy is. Literary theorists entering into ethics have tended to draw on the work of Emmanuel Lévinas, Jacques Derrida, Michel Foucault, and Luce Irigaray, and more recently that of Giorgio Agamben and Alain Badiou. If the last has, in a spirit of polemic, professed to displace the "other" in the name of the "Same,"1 the dominant paradigm, when it [End Page 3] comes to ethics, remains one of alterity and difference. There are fundamental reasons why this should be the case: operating in figural language, literature, or the literary, differs from itself in response to an other. To borrow, translate, and adapt an Afrikaans term from the South African poet Breyten Breytenbach,2 literature engages in a process of andersmaak, of other-making or making-other: in making-other and, in so doing, inventing others, it makes itself other. Literature is an other-maker. It is to this activity that literary theory must attend. That is why it is natural for it to turn to ethics—not only the nexus Lévinas-Derrida and the other thinkers mentioned above, but also, for instance, to psychoanalysis: what may have begun as the teasing out of hidden meanings (the received idea is that this is what psychoanalysis and literary criticism share) has, following Lacan's "return to Freud," evolved into a consideration of the ethics of psychoanalysis in the context of reading and listening [see, for example, Felman and Laub].Literature may be an other-maker, and reading may be exemplary in the topoi of current theory for responsibility before the other,3 but it is not clear that literary theorists have been equal to setting this responsibility to work fully when it comes to responding to philosophy. There has been relatively little attention among literary theorists to developments in disciplinary philosophy—where, in recent decades, in North America and the Anglophone world generally, the tendency in ethics has been to bring moral reflection to bear on questions in political theory. The objective of this article is to consider how multiculturalism, minority rights, and nationbuilding have been defended by Will Kymlicka. For this purpose, I will first attempt to spell out the answers to the following questions: is it possible to defend minority rights in a liberal state? What is the problem regarding this defence of national minorities? Does anybody benefit from minority rights within a nationbuilding process? Kymlicka asserts that Franck overstates the dichotomy of so-called romantic tribal nationalism and traditional nationalism as seen in the United States and France, which Franck claims is liberal, inclusive, and based on political principles rather than blood lines.

Western democracies have developed a number of effective models for accommodating ethnocultural diversity. One of these involves the use of federal or quasi-federal forms of territorial autonomy to enable self-government for national minorities and indigenous peoples. These forms of territorial autonomy are in general a success. The merits of these models have been underestimated because many people measure success by an inappropriate criterion: namely, the absence of secessionist mobilization. This cannot be the correct standard for evaluating democratic multination states. In their perceptive critiques of my recent book on Multicultural Citizenship, Iris Young, Joseph Carens, Bhikhu Parekh and Rainer Forst raise a number of interesting and important issues. In this short response to their critiques, I focus on two of them. First, whereas I tried to draw a sharp distinction between immigrants and national minorities, my critics argue that we should think of ethnocultural groups on a more fluid continuum. Second, whereas I tried to ground a theory of minority rights (...) on specifically liberal principles, my critics argue that such an approach is unduly intolerant of non‐liberal ethnocultural groups.
