In this paper I will briefly discuss the role and function of the ethical advisory committees and other ethics bodies that are supposed to take care of the ethical dimension of the biotechnology strategies. The expert ethical advice has created colourful discussion in many contexts, but here I aim to analyze the role and relevance of ethical expertise in the context of national and regional biotechnology strategies. I will argue that it may be quite unproblematic that the work of the (...) ethics committees and other governmental and semi-governmental ethics bodies concerns only a relatively narrow range of issues and do not directly concern all the important social and economic realignments that accompany biotechnology. Many important decisions concerning national and regional biotechnology strategies are political, and typically ethics committees can be only indirectly useful in political decision-making. The committees should be free to refrain from extending their work to the areas where they are not already involved. However, the ethics committees and other ethics bodies can promote public debate that forms the basis for political decision-making. (shrink)

This paper attempts to better define the areas of conflict and agreement between value ethics and the theoretical ethics of the market processes at work in the biotechnology industry. Despite the apparent lack of ethics in an oligopolistically competitive pharmaceuticals industry, the paper concludes that the current stage of development of the medical biotechnology subindustry offers unparalleled opportunities for ethical systems to influence the market-based development of biotechnology. Ethical conversations between doctors and biologists with ethicists can help the market absorb (...) more of the reflective wisdom that ethics brings when discussing such issue areas as justice, patents of the human genome, and modifications of the human genome. If conversations between ethicists and biotechnological managers and doctors are successful the metaphors of market-based financing may be refined and the knowledge base of the good increased. The U.S. patent office has granted patents on segments of human DNA to several biotechnology companies, enabling them to control the development of DNA-related "products." While it is recognized that expanded knowledge of DNA codes is extremely important in helping to overcome genetic diseases, such knowledge can easily also be used to redefine genetically the human person. Much wisdom is needed for such an endeavor. This paper suggests that the market should not have control of this important knowledge because it (...) is incapable of exercising such wisdom, specifically because of the salient traits that govern the market. Those traits are: expediency, efficiency, the need for quantifiable results, and impersonality. The very structures of the market necessarily lead to a deterministic and reductionist view of the human person and overlook important issues of distributive justice. (shrink)

Agricultural biotechnology is a social pursuit, undertaken by social agents within social institutions.1 Any attempt to explore the social dimensions of a profound and complex technological development such as biotechnology is bound to be controversial, and any attempt to formulate an ethical assessment of such a development is bound to be yet more complex and controversial. This surely explains why many choose to ignore these inquiries. But the social dimensions of biotechnology are just as real as viruses, bacteria, enzymes, and (...) cells. To refuse to investigate them with the same seriousness that viruses, bacteria, enzymes and cells are investigated is to place an arbitrary restriction on the scope of rational inquiry. (shrink)

Most whohave formulated such arguments have failed to developcoherent positions, but the notion of species being,derived from the 19th century German tradition,presents a promising way to analyze the basis forresisting the transformation of animal natures. This book is a philosophically sophisticated and scientifically well-informed discussion of the moral and social issues raised by genetically engineering animals, a powerful technology which has major implications for society. Unlike other books on this emotionally charged subject, the author attempts to inform, not inflame, the reader about the real problems society must address in order to manage this technology. Bernard Rollin is both a professor of philosophy, and physiology and biophysics, and writes from a uniquely well-informed perspective on this (...) topic. The style is non-technical and anecdotal and will ensure that the book can be used on a wide range of courses on bioethics, biotechnology, veterinary medicine and public policy. Via a historical reconstruction, this paper primarily demonstrates how the societal debate on genetically modified organisms (GMOs) gradually extended in terms of actors involved and concerns reflected. It is argued that the implementation of recombinant DNA technology out of the laboratory and into civil society entailed a “complex of concerns.” In this complex, distinctions between environmental, agricultural, socio-economic, and ethical issues proved to be blurred. This fueled the confusion between the wider debate on genetic modification and the risk assessment of (...) transgenic crops in the European Union. In this paper, the lasting skeptical and/or ambivalent attitude of Europeans towards agro-food biotechnology is interpreted as signaling an ongoing social request – and even a quest – for an evaluation of biotechnology with Sense and Sensibility. In this (re)quest, a broader-than-scientific dimension is sought for that allows addressing the GMO debate in a more “sensible” way, whilst making “sense” of the different stances taken in it. Here, the restyling of the European regulatory frame on transgenic agro-food products and of science communication models are discussed and taken to be indicative of the (re)quest to move from a merely scientific evaluation and risk-based policy towards a socially more robust evaluation that takes the “non-scientific” concerns at stake in the GMO debate seriously. Law is often linked to ethics and morality. Regulations of genetically modified organisms ensue from a discussion on how well the law is composed to accommodate ethical considerations. The precautionary principle and biotechnology have undeniable moral connotations. Besides, the principle has socio-economic implications. The application of the precautionary principle in plant breeding should be legally justified on the basis of the best available evidence. On the other hand, scientific information cannot provide all the necessary information on which a risk management (...) decision should be based. Closed Loop medical devices such as Closed Loop Deep Brain Stimulation and Brain Computer Interface are some of the emerging neurotechnologies. New generations of implantable brain–computer interfaces have recently gained success in human clinical trials. These implants detect specific neuronal patterns and provide the subject with information to respond to these patterns. Further, Closed Loop brain devices give control to the subject so that he can respond and decide on a therapeutic goal. Although the implants have improved subjects’ quality of (...) life, their use has raised varied ethical concerns. The aim of this study is to provide an overview of the ethical implications specific to the therapeutic goals of closed loop brain implants. There is a growing demand to incorporate social, economic and ethical considerations into biotechnology governance. However, there is currently little guidance available for understanding what this means or how it should be done. A framework of care-based ethics and politics can capture many of the concerns maintaining a persistent socio-political conflict over biotechnologies and provide a novel way to incorporate such considerations into regulatory assessments. A care-based approach to ethics and politics has six key defining features. These include: 1) a (...) relational worldview, 2) an emphasis on the importance of context, 3) a recognition of the significance of dependence, 4) an analysis of power, including a particular concern for those most vulnerable, 5) a granting of weight to the significance of affect, and 6) an acknowledgment of an important role for narrative. This policy brief provides an overview of these defining features, illustrates how they can appear in a real world example and provides a list of guiding questions for assessing these features and advancing a politics of care in the governance of biotechnology. This paper examines a broad range of ethical perspectives and principles relevant to the analysis of issues raised by the science of climate change and explores their implications. A second and companion paper extends this analysis to the contribution of ethics, economics and politics in understanding policy towards climate change. These tasks must start with the science which tells us that this is a problem of risk management on an immense scale. Risks on this scale take us far outside (...) the familiar policy questions and standard, largely marginal, techniques commonly used by economists; this is a subject that requires the full breadth and depth of what economics has to offer and a much more thoughtful view of ethics than economists usually bring to bear. Public discussions of ethical issues related to the biotechnology industry tend to treat "biotechnology" as a single, undifferentiated technology. Similarly, the pros and cons associated with this entire sector tend to get lumped together, such that individuals and groups often situate themselves as either "pro-" or "anti-" biotechnology as a whole. But different biotechnologies and their particular application context pose very different challenges for ethical corporate decision-making. Even within a single product category, different specialty products can pose strikingly different ethical (...) challenges. In this paper, we focus on the single over-arching category of "genetic testing" and compare tests for disease susceptibility and drug response. We highlight the diversity of ethical challenges - grouped under the broad categories of "truth in advertising" and "protecting intellectual property" - raised by the commercialization and marketing of these technologies. By examining social and technical differences between genetic tests, and the associated corporate ethics challenges posed by their commercialization, our intent is to contribute to the nascent business ethics literature examining issues raised by the development and marketing of genetic tests. "Philosophy and Economics I," treats "Methods and Models" of "Economic Philosophy." "Philosophy and Economics II" deals with "Morals." In both cases an effort to integrate many strands of modern philosophy and economics via decision theoretic language is made. Regardless of this decision theoretic background the treatment is non-technical. The aspiration is to sketch some tools that may be used in search of what philosophers call a "wide reflective equilibrium" on foundational matters of economics as well as (...) of philosophy. The presentation will enable an advanced undergraduate or beginning graduate student from fields like, philosophy, economics, law, political science and sociology to use the tools, arguments and paradigm examples provided to search for her or his own reflective equilibrium on matters of economic philosophy. The face of the world is changing. The past century has seen the incredible growth of international institutions. How does the fact that the world is becoming more interconnected change institutions' duties to people beyond borders? Does globalization alone engender any ethical obligations? In Globalization and Global Justice, Nicole Hassoun addresses these questions and advances a new argument for the conclusion that there are significant obligations to the global poor. This book addresses the methodological issues involved in responsible innovation and provides an overview of recent applications of multidisciplinary research. Responsible innovation involves research into the ethical and societal aspects of new technologies (e.g. ICT, nanotechnology, biotechnology and brain sciences) and of changes in technological systems (e.g. energy, transport, agriculture and water). This research is highly multidisciplinary. It involves close collaboration between researchers in such diverse fields as ethics, social science, law, economics, applied science, engineering - as well as (...) innovative, design-oriented and policy-relevant. This book was born out of two interdisciplinary seminars held in 2014. The first one was the Climate Ethics and Climate Economics workshop in April adjoined as part of the European Consortium for Political Research Joint Sessions 2014 in Salamanca. Spurred on by the invigorating discussions, the participants decided to put together more workshops, with Ethical Underpinnings of Climate Economics following in Helsinki in November that same year. Without the organisers of these workshops the collaborators of this book (...) would not have come together: Matthew Rendall, Dominic Roser, Sade Hormio, Simo Kyllonen, Aaron Maltais and Joanna Burch-Brown. Genetic modification of trees has the potential to change our forests forever, yet there has been little publicly available information or debate on this important topic. Ethical analysis of genetic modification of plants to date has been focussed mainly on food and feed crops and pharmaceutical production. The purpose of this paper is to examine one major ethical issue arising in connection with the genetic modification of trees, the necessity to examine the practice in its full scientific, social, economic, political (...) and environmental context. It is argued that if this is not done, important factors that play a role in a through ethical critique will be overlooked. The analysis focuses mainly on the Canadian situation, but there are implications for other timber-producing nations as well. The paper concludes that a thorough ethical critique must take into account the ends for which biotechnology is being pursued. (shrink)

Self-driving vehicles offer great potential to improve efficiency on roads, reduce traffic accidents, increase productivity, and minimise our environmental impact in the process. However, they have also seen resistance from different groups claiming that they are unsafe, pose a risk of being hacked, will threaten jobs, and increase environmental pollution from increased driving as a result of their convenience. In order to reap the benefits of SDVs, while avoiding some of the many pitfalls, it is important to effectively determine what (...) challenges we will face in the future and what steps need to be taken now to avoid them. The approach taken in this paper is the construction of a likely future, through the process of a policy scenario methodology, if we continue certain trajectories over the coming years. The purpose of this is to articulate issues we currently face and the construction of a foresight analysis of how these may develop in the next 6 years. It will highlight many of the key facilitators and inhibitors behind this change and the societal impacts caused as a result. This paper will synthesise the wide range of ethical, legal, social and economic impacts that may result from SDV use and implementation by 2025, such as issues of autonomy, privacy, liability, security, data protection, and safety. It will conclude with providing steps that we need to take to avoid these pitfalls, while ensuring we reap the benefits that SDVs bring. (shrink)

Both intertemporal and intratemporal equity are central to the examination of policy towards climate change. However, many discussions of intertemporal issues have been marred by serious analytical errors, particularly in applying standard approaches to discounting; the errors arise, in part, from paying insufficient attention to the magnitude of potential damages, and in part from overlooking problems with market information. Some of the philosophical concepts and principles of Paper 1 are applied to the analytics and ethics of pure-time discounting and infinite-horizon (...) models, providing helpful insights into orderings of welfare streams and obligations towards future generations. Such principles give little support for the idea of discrimination by date of birth. Intratemporal issues are central to problematic and slow-moving international discussions and are the second focus of this paper. A way forward is to cast the policy issues and analyses in a way that keeps equity issues central and embeds them in the challenge of fostering the dynamic transition to the low-carbon economy in both developed and developing countries. This avoids the trap of seeing issues primarily in terms of burden-sharing and zero-sum games – that leads to inaction and the most inequitable outcome of all. (shrink)

I argue in this paper that animal biotechnology constitutes a dangerous ontological collapse between animals and the technical-economic apparatus. By ontological collapse, I mean the elimination of fundamental ontological tensions between embodied subjects and the principles of scientific, technological, and economic rationalization. Biotechnology imposes this collapse in various ways: by genetically “reprogramming” animals to serve as uniform commodities, by abstracting them into data and code, and, in some cases, by literally manipulating their movements with computer technologies. These and other forms (...) of ontological violence not only lead to profound physical suffering for the animals involved, but also distort the phenomenological basis of their existence, especially their perceptual experience and expression of subjective time and space. In subordinating nonhuman animals to the logic of “technological rationality” or “technique,” to borrow Herbert Marcuse and Jacques Ellul’s respective terms, biotechnology perpetuates the productive extermination of animals. Biotech animals are exterminated in the sense of being “drive[n] beyond the boundaries” of meaningful existence and “destroyed completely” or “completely wiped out” as subjects. But they are also exterminated in the sense of being “overproduced” and “overgenerated,” both quantitatively and qualitatively. I go on to argue that the collapse of the ontological is accompanied by a collapse of the ethical. This ethical collapse is characterized by the internalization of the logic of technique and the corresponding failure both within technoscientific culture itself and within some scholarly discourses about biotechnology to evaluate from a genuinely critical vantage point the fundamental ethical issues that animal biotechnology raises. The aim of this paper is to offer an alternative analysis of the ontological and ethical implications of biotechnology from the standpoint of Marcuse and Ellul’s critical theory of technology. To explore other ramifications of animal biotechnology, I draw on Theodor Adorno and Max Horkheimer’s insights into ideologies of extermination and Maurice Merleau-Ponty’s phenomenology of embodiment. The “new” agricultural biotechnologies are presently high-priority items on the national research agenda. The promise of increased efficiency and productivity resulting from products and processes derived from biotech is thought to justify the commitment to R&D. Nevertheless, critics challenge the environmental safety as well as political-economic consequences of particular products of biotech, notably, ice-nucleating bacteria and the bovine growth hormone. In this paper the critics' arguments are analyzed in explicitly ethical terms, and assessed as to their relative merits. In some (...) cases, a principle of “do no foreseeable harm” as well as a clear determination of likely harms would force us to conclude that research, development, and diffusion of a product or process derived from biotechnology is ethically wrong. In all cases, one conclusion that can be reached is that everyone involved in research, development, marketing and adoption of biotech products is responsible for the results of their actions; thus, each individual has a responsibility to consider a broader range of values and goals that effect and are effected by the biotechnology effort.
