Son institutionnalisation progressive, par la création de la Commission nationale du débat public, correspond à la volonté d'intégrer des acteurs différents autour d'une discussion au plus près des instances d'exécution de la politique publique. Elle est révélatrice d'une tension entre deux modes de conception de la communication en politique, l'une délibérative et l'autre instrumentale. Ainsi, bien que la création de (...) la CNDP corresponde incontestablement à un élargissement de la palette des modalités d'expression démocratique et contribue à la diffusion d'une « culture du débat » en France, il reste que son ancrage dans le processus décisionnel reste problématique et encore contesté par de nombreux élus.Past fifteen years have seen the emergence in France of a model of public debate relatively original. Its progressive institutionalization by creating the National Commission for public debate is the desire to integrate different actors around a closer discussion of the enforcement of public policy. It reveals a tension between two modes of communication design in politics, one deliberative and the other instrumental. Thus, although the creation of the CNDP undoubtedly corresponds to a broadening of the range of conditions for democratic expression and contributes to the spread of a "culture of debate" in France, the fact remains that its anchoring in the decision-making process remains problematic and still contested by many elected officials. Based on field research in Africa, this essay explores three claims: first, that sport hunting places economic value on wildlife and habitats; second, that this motivates conservation practices in the interest of sustaining revenue sources; and, third, that this benefits human populations. If true, then sport hunting may sometimes be justifiable on utilitarian grounds. While not dismissing objections from the likes of Singer and Regan, we suggest their views – if converted into policy in desperately impoverished places – would destroy (...) animals and the habitats on which they depend. On May, 1996, two of the journalism profession's best known and most articulate speakers spent 90 minutes in what was billed as a Heavyweight Bout. The subject was public journalism; The audience, a Society of Professiona1 Journalists regional conference; the venue, Macon, Georgia.

Our public debate over secularism has suffered from a kind of amnesia about the historical genesis of the modern, secular, and tolerant state. The transition away from the highly intolerant and persecutory regimes of late-medieval and early-modern Europe was greatly facilitated by four important developments. First, Europeans learned that social order and cohesion are threatened less by diversity than by intolerance of diversity. Second, the traditionally paternalist vision of the state’s role was called into question by a new valuation (...) of the individual conscience and consequently of individual liberties. Third, the assumption that the meaning of symbols is objectively determined was replaced by the idea that symbols are intersubjectively determined by convention. Fourth, Europeans began to distinguish two senses of publicity: visibility and representativeness. The proposed Charter of Quebec values harked back to a medieval mindset on all four counts. In this paper, we examine two methods of public participation, namely consensus conference and public hearing. While both methods are used in order to involve the public in decision making about science and technology policy, they differ in a number of aspects. Consensus conference seeks the active participation of a selected group of citizens who are expected to elaborate cooperatively a text of recommendations. Public hearing seeks to inform the public and to collect as many (...) reactions by it as possible. In our analysis, we consider the characteristics of these two methods described in the social and political sciences literature as institutional constraints that can play a role in the production of argumentative discourse. We focus our study on the discourse produced in two concrete instances of the application of these participatory methods on the deliberation over the development of nanotechnology in France. More specifically, we study the expression of counter discourse and seek to describe how the participants in the two deliberation processes end up managing the institutional constraints in order to have their criticisms expressed. In this way, we propose a bottom-up approach to the theorization of the role that institutional context plays in the practice of argumentation, and discuss the descriptive adequacy of existing definitions of the deliberative genre within argumentation studies. In March 1986, a public symposium took place in Heidelberg about the “unresolved potential dangers of genetic engineering”. The event was organized by institutions affiliated with the environmental movement. Choosing this symposium as an example, the article shows how the public appearance of scientists can be understood as a form of political activism. The article shows how specialists from fields as diverse as biology, chemistry, physics, law and political sciences tried to place political messages by putting themselves in (...) the limelight as independent scientists. I argue that the symposium was both: a place of science communication intertwined with political agitation that, as should be noted, happened in a time when the West German government was working on the legislation of genetic engineering, legitimated by relying on independent expertise. It can be concluded that the discourse of scientific independence became a strategic tool in the controversial debate about the uses and dangers of genetic engineering. Thus, it draws attention to a dimension of political-scientific activity which cannot be fully grasped by the concept of ‘the expert’ that is established in the history of science. (shrink)

This book features the contribution of major European research projects on the governance and ethics of Nanotechnology. They focus on the responsible development of nanotechnology and on the understanding of public debate.

The public visibility of Islam reveals new political stakes in European democracies around issues of immigration and citizenship. By focusing on the societal debates and the controversies around the construction of mosques and minarets, this article explores the ways in which Islamic difference is manifested, perceived and framed in public life. The ‘visibility’ of Islam in public is conceptualized as a form of agency, a manifestation of religious difference that cannot be thought independent of the materiality of (...) culture, namely aesthetic forms, dress codes, or architectural genres. It is argued that the debates for or against the banning of the construction of mosques and/or minarets reveal the tumultuous transition of Muslims from the status of the invisible migrant-worker to that of visible Muslim citizenship. The public visibility is approached therefore as a radically disruptive, transgressive, provocative form of transformative agency that is intrinsically related to the political process of becoming citizens. The ongoing bioethical debate about organ markets rests not only on theoretical premises, but also on assumptions regarding public views of and attitudes toward organ donation that need closer socioempirical examination. Summarizing results from our previous qualitative social research in this field, this paper illustrates the ethical significance of such public moralities in two respects: On one hand, it analyzes the implicit bias of the common rhetoric of “organ scarcity” which motivates much of the commercialization debate. On the (...) other hand, it explores the blind spots of the paradigm of “altruistic donation” which informs many arguments against commercialization. We conclude that the ethical discourse has to appreciate the social nature of organ donation as a reciprocal interaction between different parties with irreducibly different but equally relevant viewpoints. We criticize the neglect of such well-founded public considerations in certain philosophical-ethical approaches and stress the need for further systematic and comparative socioempirical studies about peoples’ actual perspectives in bioethics. Despite the amount of public investment in nanotechnology ventures in the developed world, research shows that there is little public awareness about nanotechnology, and public knowledge is very limited. This is concerning given that nanotechnology has been heralded as ‘revolutionising’ the way we live. In this paper, we articulate why public engagement in debates about nanotechnology is important, drawing on literature on public engagement and science policy debate and deliberation about public policy development. Our conclusions indicate the significance of scientific researchers, policy makers and representative consumer groupings in public reasoning towards a better public policy framework for debate about technological development. Debates concerning mask wearing continue in Japan. Here we critically examine the reasons for relaxing these regulations from a public health ethics perspective. We focus on three issues: government responsibility, political motivation, and cultural orientation, also discussing how these issues might have broader application in other parts of the world.

he Troy controversy (2001–2005) illustrates the substantial impact of mass media on academic discourse among specialists. Triggered by a disputed exhibition, the controversy breaks out in the mass media and quickly escalates. In leading newspapers, Germany’s most renowned archeologists discuss findings and their interpretation in Troy research fiercely. The public Troy controversy is best characterized as an inter-specialist debate since lay people virtually have no say. The chapter provides an overview of the course that the public and the (...) subsequent academic controversy take over time. This is followed by a detailed account of the public debate’s argumentative structure. The analysis shows that the public debate exerts a catalytic influence on academic discussion - not simply as a result of the mass media’s pervasiveness and their amplification potential but by virtue of the discursive configuration of the mass media controversy. Public criminology is concerned with public understandings of crime and policing and public discussions of such matters by criminologists and allied social scientists. For the purposes of this paper, these professionals are individuals identified by journalists on the basis of academic credentials or university affiliation as those who can speak to crime matters. This qualitative study investigates media statements made by criminologists and allied social scientists following the 2020 murder of George Floyd with two questions in mind: (...) How have they responded to debates over reforming, defunding, and abolishing police? What insight can these responses provide about public criminology more generally? I analyze statements offered by criminologists in news reports and on Twitter using Qualitative Media Analysis, an approach that emphasizes the processes through which discourse is presented to audiences. I argue that recent criminological debates in the media concerning the future of policing have exposed unresolvable tensions among scholars who engage in the practice of public criminology, suggesting that the public is not receiving coherent, authoritative messages about these issues. The findings also raise questions about public criminology and illuminate new concerns regarding scholarly expertise related to knowledge claims and credibility relative to social justice. (shrink)

Most studies of research integrity in the general media focus on the coverage of specific cases of misconduct. This paper tries to provide a more general, long-term perspective by analysing media discourse about research integrity and related themes in the Italian and United Kingdom daily press from 2000 to 2016. The results, based on a corpus of 853 articles, show that media coverage largely mirrors debates about integrity and misconduct. In fact, salient themes in the news include the importance to (...) overcome the so-called “rotten apple” paradigm; the key role of public trust in science; and the need to address flaws in the peer-review system. This paper focuses on eristic in political debate of the forensic, or confrontational, type. First, some findings on the enactment and persuasiveness of hostility in a series of Danish TV-debates 1975–85 are presented, including a list of the clearly hostile debater's characteristics and a subdivision of conspiracy arguments. This presentation serves to illustrate that hostility is less persuasive than argumentation practitioners and theorists tend to assume. Next, the widespread notion of debate as a genre half-way between the quarrel and the (...) critical discussion is challenged in a discussion of Douglas N. Walton's distinction between types of dialogue. It is maintained that the normative model of confrontational debate excludes the quarrel and that debate should not be perceived as second-rate critical discussion. (shrink)

A critical but underdeveloped part of the libertarian debate about immigration is the question of who, if anyone, owns public property, and the consequences of the answer to this question. Libertarians who favor restrictive immigration policies, such as Hans-Hermann Hoppe, argue that taxpayers own public property, and that the state, while it is in control of such property, should manage it on behalf of taxpayers in the same way private owners would manage their own property. In other words, (...) it should be quite selective about who may enter. Walter Block, who takes an “open borders” position, does not appear to dispute the claim that taxpayers own public property, but nevertheless argues that immigrants are entitled to ignore the state’s control of, and thus may freely enter, such property. In this article I explore the question of public property ownership using Rothbardian property rights principles. I conclude that, at least with respect to a particular type of public property, neither Hoppe’s nor Block’s reasoning is consistent with these principles. I also consider the idea that the state ought to have a role in managing public property in light of some libertarian anarchist ideas about the state. I conclude that supporting a legitimate role for the state as an immigration gatekeeper is inconsistent with Rothbardian and Hoppean libertarian anarchism, as well as with the associated strategy of advocating always and in every instance reductions in the state’s role in society. In this chapter, after a review of some existent empirical and philosophical literature that suggests that human beings are essentially incapable of changing their mind in response to counter-evidence, I argue that motivation makes a significant difference to individuals’ ability rationally to evaluate information. I rely on empirical work on group deliberation to argue that the motivation to learn from others, as opposed to the desire to win arguments, promotes good quality group deliberation. Finally I provide an overview of some (...) epistemic virtues and vices crucial to the politico-epistemic activities of arguing, debating, and listening to a contrary point of view. (shrink)

Social media platforms have been vested with hope for their potential to enable ‘ordinary citizens’ to make their judgments public and contribute to pluralized discussions about organizations and their perceived legitimacy :60–97, 2018). This raises questions about how ordinary citizens make judgements and voice them in online spaces. This paper addresses these questions by examining how Western citizens ascribe responsibility and action in relation to corporate misconduct. Empirically, it focuses on modern slavery and analyses online debates in Denmark on (...) child slavery in the cocoa industry. Conceptually, it introduces the notion of cosmopolitanism as a general disposition of care and responsibility towards distant others, conceived as a prerequisite for the critical evaluation of corporate responsibility in the Global South. The analysis of online debates shows that citizens debate child slavery in terms of individual consumer responsibility rather than corporate responsibility. Corporations are not considered potential agents of change. As a consequence, online citizen debates did not reflect a legitimacy crisis for the cocoa industry, as debates over responsibility were overwhelmingly concerned with the agency of the Western individual, the individual agency of the speakers themselves. Participants in debates understood their agency strictly as consumer agency. (shrink)

In 2004, Michael Burawoy challenged sociologists to move beyond the ivory tower and into the realm of activism, to engage in public discourses about what society could or should be. His call to arms sparked intense debate among sociologists. Which side would "sociology" take? Who would define "the norm," and how could public sociology possibly speak for all sociologists? In this volume, which opens with a foreword by Michael Burawoy, leading Canadian sociologists continue the debate by discussing not (...) only how and why they should do sociology but also how ethical judgments influence sociological practice and the evaluation of research. This study examines the moral and ethical arguments presented by public relations practitioners in online debate on the appropriateness of representing the tobacco industry or tobacco interests. It is a descriptive and inferential analysis of 21 e-mail messages posted during a 14-month debate on the PRForum, an online newsgroup for public relations professionals, applying Kohlberg's cognitive-development theory of moralization. Debate focused on the right of an organization to promote a legal product versus a practitioner's obligation to protect the (...) welfare of society. Intensity of disagreement, and the inability to achieve consensus, suggests that personal ethical baselines are subjective, that practitioner perceptions of right or wrong are injluenced by their level of cognitive and moral development, and that codes of behavior of professional organizations are too ambiguous to use in dealing with complex ethical issues. Ethical issues in healthcare and biomedical research are often a matter of public debate. This entry will explore several prominent views on how such debate should be conducted within pluralistic democratic societies. It begins by considering John Rawls’s account of public reason. It then examines how this account applies to the controversial issues of abortion and physician-assisted suicide, where one can see why some have objected to this view, especially with regard to the way it requires citizens to (...) bracket their comprehensive moral, religious, and philosophical doctrines. Next, this entry will consider some alternative approaches that endorse more expansive forms of public reason that allow greater room for appeals to comprehensive doctrines. While one might expect that many of the controversial issues in bioethics will continue to be a matter of public debate going forward, it will be seen that a necessary step towards making progress in these debates is to get clear on how such debate should be conducted. Self- affirmation techniques can help reduce arrogant behaviour in public debates. This chapter consists of three sections. The first offers an account of what speakers owe to their audiences, and of what hearers owe to speakers. It also illustrates some of the ways in which arrogance leads to violations of conversational norms. The second argues that arrogance can be understood as an attitude toward the self which is positive but defensive. Purpose Algorithms are in the mainstream media news on an almost daily basis. Their context is invariably artificial intelligence and machine learning decision-making. In media articles, algorithms are described as powerful, autonomous actors that have a capability of producing actions that have consequences. Despite a tendency for deification, the prevailing critique of algorithms focuses on ethical concerns raised by decisions resulting from algorithmic processing. However, the purpose of this paper is to propose that the ethical concerns discussed are limited in (...) scope and suggest that it is not clear what concerns dominate the debate. Design/methodology/approach The paper uses a systematic mapping study approach to review articles appearing in leading UK national papers from the perspective of the ethical concerns over a period of one year. The articles are categorised using a widely cited framework detailing a taxonomy of ethical concerns. The UK context is important because of UK public policy initiatives around AI. Findings The research presented in this paper contributes the first systematic mapping study of articles appearing in leading UK national papers from the perspective of widely accepted ethical concerns such as inscrutable evidence, misguided evidence, unfair outcomes and transformative effects. Originality/value The research presented in this paper contributes the first systematic mapping study of articles appearing in leading UK national papers from the perspective of the ethical concerns. The UK context is important because of UK public policy initiatives around AI. To review the media content from the perspective of ethical concerns, this paper uses the synthesised conceptual map of ethical concerns developed by Mittelstad et al. Given the dominance of that framework, this paper’s contribution is also an important instantiation and experimental validation of using that conceptual map. (shrink)

Moral status is the moral value that something has in its own right, independently of the interests or concerns of others. Research using human embryonic stem cells implicates issues about moral status because the current method of extracting hESCs involves the destruction of a human embryo, the moral status of which is contested. Moral status issues can also arise, however, when hESCs are transplanted into embryonic or fetal animals, thereby creating human/ nonhuman stem cell chimeras. In particular, one concern about (...) chimera research is that it could confer upon an animal the moral status of a normal human adult, but then impermissibly fail to accord the animal the protections it merits in virtue of its enhanced status. Understanding the public policy implications of this ethical conclusion is complicated by the fact that certain views about the moral status of the embryo cannot legitimately be used to justify public policy decisions. Arguments like those employed in the abortion debate for the conclusion that abortion should be legally permissible even if abortion is not morally permissible also support, to a more limited degree, a liberal policy on hESC research involving the creation of chimeras. Our article examines how journalistic reports and online comments have made sense of computational politics. It treats the discourse around data-driven campaigns as its object of analysis and codifies four main perspectives that have structured the debates about the use of large data sets and data analytics in elections. We study American, British, and German sources on the 2016 United States presidential election, the 2017 United Kingdom general election, and the 2017 German federal election. There, groups of speakers maneuvered between (...) enthusiastic, skeptical, agnostic, or admonitory stances and so cannot be clearly mapped onto these four discursive positions. Coming along with the inconsistent accounts, public sensemaking was marked by an atmosphere of speculation about the substance and effects of computational politics. We conclude that this equivocality helped journalists and commentators to sideline prior reporting on the issue in order to repeatedly rediscover the practices they had already covered. (shrink)

Este artículo tiene como objetivo adentrarse en el estudio (...) de los principales trabajos desarrollados sobre el neuromarketing político y la neuropolítica. La finalidad de esta propuesta consiste en presentar los debates éticos que irrumpen con el neuromarketing político. Autonomy is one of the basic pillars of a political system like democracy, which is associated with citizens’ decision-making capacity as its main moral core. Discoveries in the neurosciences domain and their application to the marketing and political communication field now arouse suspicions about the possible capacity of activating voter’s "voting button". The objective of this article is to examine the main works on political neuromarketing and neuropolitics. Public concern over major agricultural product safety incidents, such as swine flu and avian flu, can intensify financial losses in the livestock and poultry industries. Crawler technology were applied to reviewed the Weibo social media discussions on the African Swine Fever incident in China that was reported on 3 August 2018, and used content analysis and network analysis to specifically examine the online public opinion network dissemination characteristics of verified individual users, institutional users and ordinary users. It was (...) found that: attention paid to topics related to “epidemic,” “treatment,” “effect” and “prevent” decrease in turn, with the interest in “prevent” increasing significantly when human infections were possible; verified individual users were most concerned about epidemic prevention and control and play a supervisory role, the greatest concern of institutional users and ordinary users were issues related to agricultural industry and agricultural products price fluctuations respectively; among institutional users, media was the main opinion leader, and among non-institutional users, elites from all walks of life, especially the food safety personnel acted as opinion leaders. Based on these findings, some policy suggestions are given: determine the nature of the risk to human health of the safety incident, stabilizing prices of relevant agricultural products, and giving play to the role of information dissemination of relevant institutions. Anger dominates debates in the public sphere. In this article I argue that there are diverse forms of anger that merit different responses. My focus is especially on two types of anger that I label respectively arrogant and resistant. The first is the characteristic defensive response of those who unwarrantedly arrogate special privileges for themselves. The second is often a source of insight and a form of moral address. I detail some discursive manifestations of these two types of anger. (...) I show that arrogant anger is responsible for attempts to intimidate and humiliate others with whom one disagrees. Despite the fact that bioethics is, basically, an interdisciplinary scientific field, it is deeply intertwined with less objectivistic, yet important, threads of morality and religion. From the beginning, in the United States, the language of bioethics has been shaped by theologians and people who do not neglect the religious approaches of particular scientific issues. This paper examines the possibility of using religious and nonreligious terminologies in the bioethical discourse, paying close attention to the American bioethical debate. I shall argue that (...) no democratic, pluralistic societies of today should favor only one jargon of a sole moral tradition, as this attitude leads to the discrimination of others that are also affected by such discourse. Mutual tolerance is the way that can provide a violence-free territory for the discussion about different value-based moral systems and traditions (such as Christianity and Islam or, in a broader perspective, religion and irreligious humanism). Cognitive enhancement refers to any technology that raises some aspect of cognition beyond the species-typical level. It is often considered distinct from and less controversial than cognitive therapy, which raises the cognition of a deficient individual to the species-typical level. This article investigates the uneasy process of integrating midwifery’s alternative, women-centered model of childbirth care within the medically-dominated healthcare system in Canada. It analyses the impure processes of rhetorical identification and differentiation that characterized the debate about how to regulate midwifery in Ontario by examining a selection of submissions from diverse health care groups with vested interest in the debate’s outcome. In divergent ways, these groups strategically appeal to the value of the “public interest” in order to advance professional (...) concerns. The study considers the implications of this rhetorical process for re-defining midwifery’s distinctive professional identity in relation to other health professions, to the state, and to the women for whom midwives care. Likewise, it suggests the relevance of rhetorical analysis for understanding the discursive formation and re-formation of health models, values, and professions in Western culture. (shrink)

Although critics often argue that the new atheists are arrogant, dogmatic, closed-minded and so on, there is currently no philosophical analysis of this complaint - which I will call 'the vice charge' - and no assessment of whether it is merely a rhetorical aside or a substantive objection in its own right. This Chapter therefore uses the resources of virtue epistemology to articulate this ' vice charge' and to argue that critics are right to imply that new atheism is intrinsically (...) epistemically vicious, and it ends with some remarks about the rationality of allowing such intrinsically vicious doctrines to feature within public debate about important matters concerning science, religion, and politics.
