This chapter explores some of the ways that mechanisms are invoked in neuroscience and looks at a selection of the philosophical problems that arise when trying to understand mechanistic explanations. It introduces a series of historical case studies that illustrate how neuroscientists have depended on mechanistic metaphors in their efforts to understand the mind and brain, and how their mechanistic explanations have developed over time. The chapter highlights what contemporary philosophers have identified as the fundamental features of mechanisms and mechanistic (...) explanation. It considers some of the methodological issues that arise in neuroscience including how to integrate psychological with neural models, how to generalize findings in model organisms like the sea slug Aplysia to human learning and memory, and whether to favor top-down or bottom-up methods. Constructing multi-level mechanistic explanations involves intensive collaboration across different branches of science, and involves many challenges, both pragmatic and methodological. (shrink)

A good deal of attention has been recently focused on the presumed advertising excesses of the healthcare industry in its promotion techniques to healthcare professionals, whether through offering gratuities such as gifts, honoraria, or travel support2-6 or through deception. Two basic concerns have been expressed: Does the acceptance of gratuities bias the recipient, tainting his or her responsibilities as the patient's agent? Does acceptance of the gratuity by the healthcare professional contribute to the high cost of healthcare products? The California (...) Society of Hospital Pharmacists was recently asked by its members to formulate a policy for an appropriate relationship between the Society and the healthcare industry, addressing these concerns. In formulating its policy, it became clear that the Society depended on healthcare industry support, gathered through journal advertising, fees for booths at its various educational events, and grants for speakers. We argue that the trend toward providing users with feasible and actionable explanations of AI decisions—known as recourse explanations—comes with ethical downsides. Specifically, we argue that recourse explanations face several conceptual pitfalls and can lead to problematic explanation hacking, which undermines their ethical status. As an alternative, we advocate that explanations of AI decisions should aim at understanding.

This paper considers four lines of objection to the efficacy or worth of Grice's cancellability test for conversational implicatures – the coherence objection, the entailment objection, the sarcasm objection, and the ambiguity objection. I argue that the test survives these objections relatively unscathed; and hence conclude that the cancellability test is still a significant, useful, reliable indicator at the semantics/pragmatics interface.

In 2007, ten world-renowned neuroscientists proposed “A Decade of the Mind Initiative.” The contention was that, despite the successes of the Decade of the Brain, “a fundamental understanding of how the brain gives rise to the mind [was] still lacking” (2007, 1321). The primary aims of the decade of the mind were “to build on the progress of the recent Decade of the Brain (1990-99)” by focusing on “four broad but intertwined areas” of research, including: healing and protecting, understanding, enriching, (...) and modeling the mind. These four aims were to be the result of “transdisciplinary and multiagency” research spanning “across disparate fields, such as cognitive science, medicine, neuroscience, psychology, mathematics, engineering, and computer science.” The proposal for a decade of the mind prompted many questions (See Spitzer 2008). In this chapter, I address three of them: (1) How do proponents of this new decade conceive of the mind? (2) Why should a decade be devoted to understanding it? (3) What should this decade look like? The paper is concerned with the idea that the world is the totality of facts, not of things – with what is involved in thinking of the world in that way, and why one might do so. It approaches this issue through a comparison between Wittgenstein’s Tractatus and the identity theory of truth proposed by Hornsby and McDowell.The paper’s positive conclusion is that there is a genuine affinity between these two. A negative contention is that the modern identity theory is (...) vulnerable to a complaint of idealism that the Tractatus can deflect. (shrink)

Efforts by governments, firms, and patients to deliver pioneering drugs for critical health needs face a challenge of diminishing efficiency in developing those medicines. While multi-sectoral collaborations involving firms, researchers, patients, and policymakers are widely recognized as crucial for countering this decline, existing incentives to engage in drug development predominantly target drug manufacturers and thereby do little to stimulate collaborative innovation. In this mini review, we consider the unexplored potential within pharmaceutical regulations to create novel incentives to encourage a diverse (...) set of actors from the public and private spheres to engage in the kind of collaborative knowledge exchange requisite for fostering enhanced innovation in early drug development. Brain–Computer Interface research is an interdisciplinary area of study within Neural Engineering. Recent interest in end-user perspectives has led to an intersection with user-centered design. The goal of user-centered design is to reduce the translational gap between researchers and potential end users. However, while qualitative studies have been conducted with end users of BCI technology, little is known about individual BCI researchers’ experience with and attitudes towards UCD. Given the scientific, financial, and ethical imperatives of UCD, we sought to gain (...) a better understanding of practical and principled considerations for researchers who engage with end users. We conducted a qualitative interview case study with neural engineering researchers at a center dedicated to the creation of BCIs. Our analysis generated five themes common across interviews. The thematic analysis shows that participants identify multiple beneficiaries of their work, including other researchers, clinicians working with devices, device end users, and families and caregivers of device users. Participants value experience with device end users, and personal experience is the most meaningful type of interaction. They welcome end-user input, but are skeptical of limited focus groups and case studies. They also recognize a tension between creating sophisticated devices and developing technology that will meet user needs. Finally, interviewees espouse functional, assistive goals for their technology, but describe uncertainty in what degree of function is “good enough” for individual end users. Based on these results, we offer preliminary recommendations for conducting future UCD studies in BCI and neural engineering. (shrink)

In this chapter we argue that some beliefs present a problem for the truth-aim teleological account of belief, according to which it is constitutive of belief that it is aimed at truth. We draw on empirical literature which shows that subjects form beliefs about the real world when they read fictional narratives, even when those narratives are presented as fiction, and subjects are warned that the narratives may contain falsehoods. We consider Nishi Shah’s teleologist’s dilemma and a response to it (...) from Asbjørn Steglich-Petersen which appeals to weak truth regulation as a feature common to all belief. We argue that beliefs from fiction indicate that there is not a basic level of truth regulation common to all beliefs, and thus the teleologist’s dilemma remains. We consider two objections to our argument. First, that the attitudes gained through reading fiction are not beliefs, and thus teleologists are not required to account for them in their theory. We respond to this concern by defending a doxastic account of the attitudes gained from fiction. Second, that these beliefs are in fact appropriately truth-aimed, insofar as readers form beliefs upon what they take to be author testimony. We respond to this concern by suggesting that the conditions under which one can form justified beliefs upon testimony are not met in the cases we discuss. Lastly, we gesture towards a teleological account grounded in biological function, which is not vulnerable to our argument. We conclude that beliefs from fiction present a problem for the truth-aim teleological account of belief. (shrink)

This brief introduction to a special issue of Disputatio succinctly summarizes John Perry’s pluri-propositionalist reflexive framework and notes some potential applications to varieties of context-sensitivity.

The use of neuroscientific evidence in criminal trials has been steadily increasing. Despite progress made in recent decades in understanding the mechanisms of psychological and behavioral functioning, neuroscience is still in an early stage of development and its potential for influencing legal decision-making is highly contentious. Scholars disagree about whether or how neuroscientific evidence might impact prescriptions of criminal culpability, particularly in instances in which evidence of an accused’s history of mental illness or brain abnormality is offered to support a (...) plea of not criminally responsible. In the context of these debates, philosophers and legal scholars have identified numerous problems with admitting neuroscientific evidence in legal contexts. To date, however, less has been said about the challenges of evaluating the evidence upon which integrative mechanistic explanations that bring together evidence from different areas of neuroscience are based. As we explain, current criteria for evaluating such evidence to determine its admissibility in legal contexts are inadequate. Appealing to literature in the philosophy of scientific experimentation and theoretical work in the social, cognitive and behavioral sciences, we lay the groundwork for reforming these criteria and identify some of the implications of modifying them. One of the main worries with machine learning model opacity is that we cannot know enough about how the model works to fully understand the decisions they make. But how much is model opacity really a problem? This chapter argues that the problem of machine learning model opacity is entangled with non-epistemic values. The chapter considers three different stages of the machine learning modeling process that corresponds to understanding phenomena: (i) model acceptance and linking the model to the phenomenon, (ii) (...) explanation, and (iii) attributions of understanding. At each of these stages, non-epistemic values can, in part, determine how much machine learning model opacity poses a problem. (shrink)

ABSTRACT This article describes the conceptualizations of the term kairos, generally taken to mean “the opportune moment,” by Isocrates. Though Isocrates was instrumental in developing kairos as a “quasi-technical” concept within the rhetorical art, his use of the word was highly nuanced and could be applied in one of three poles of meaning: (1) “circumstances”; (2) notions of the “appropriate”; and (3) “opportunity,” an orientation of elements within a particular moment that either supplies or shuts off a path toward a (...) strategic outcome. Furthermore, over half of Isocrates’s eighty-five uses of the term and its variants have little to do with rhetorical theory per se but are simply incidental modifiers of matters under discussion. Accordingly, though kairos is an important term of art for Isocrates, only nuanced reading of the context can reveal his meaning for any given use of the word. (shrink)

People are increasingly subject to algorithmic decisions, and it is generally agreed that end-users should be provided an explanation or rationale for these decisions. There are different purposes that explanations can have, such as increasing user trust in the system or allowing users to contest the decision. One specific purpose that is gaining more traction is algorithmic recourse. We first pro- pose that recourse should be viewed as a recommendation problem, not an explanation problem. Then, we argue that the capability (...) approach provides plausible and fruitful ethical standards for re- course. We illustrate by considering the case of diversity constraints on algorithmic recourse. Finally, we discuss the significance and implications of adopting the capability approach for algorithmic recourse research. (shrink)

In a remarkable experiment lasting over a decade, a group of 88 independent campuses, ranging from comprehensive universities to intimate colleges, have demonstrated the value of an emerging educational agenda focused on infusing the exploration of meaning and purpose into undergraduate life. These programs have shown that college can provide emerging adults with an understanding of themselves and today’s insecure and highly competitive world that enhances their ability to develop the resilience to create meaningful lives. By focusing on the exploration (...) of vocation, including its theological meanings, these efforts produced remarkable outcomes in enhanced student engagement in learning and more effective entry into adult life. Discernment of vocation provided, for many students, a synthetic and compelling focus for intellectual and practical exploration. Sustained by articulate reflection and grounded in communities of learning that included faculty as well as students, undergraduate life took on new significance and urgency. Examining the experiences of students and faculty, this book reveals the concrete importance of this educational agenda for individual lives and particular campuses. By connecting the several dimensions of undergraduate experience through reflection on purpose, these programs expanded the bandwidth of academic learning to strengthen the broad aims of liberal education. Within the larger, troubled environment of contemporary higher education these pioneering efforts hold promise for a significant rethinking of the undergraduate experience to better serve students and society. From all of the evidence, Joan of Arc was a conventionally pious Catholic and a patriotic Frenchman. Yet she was tried as a heretic and executed as a traitor. She unnerved both her friends and her enemies in the church and the state with her zeal. And she continues to fascinate. Almost six centuries after she was burned at the stake, her body still has life. This essay uses Kantorowicz's reading of the historical development of the legal fiction of the (...) king's two bodies to re-focus our attention on what Joan of Arc accomplished as a political actor. Colonization is still present in the lives of Indigenous people in North America, and the threats it underwrites—the possibility of losing federal recognition, the failure to investigate the cases of murdered and missing Indigenous women and girls, and the constant challenges to the Indian Child Welfare Act —comprise the day-to-day demands in Indian Country. While allies in the fight against modern-day colonialism would be welcome, the previous failings and insincerities of putative allies and the existence of an ally industrial complex (...) make it difficult to be a contemporary ally to Indigneous people. In this paper, I address the difficulties associated with allyship and discuss why being an active bystander is not sufficient for the needs of Indigenous people in North America. Taking the lessons learned from the actions of Veterans Stand for Standing Rock and Black Lives Matter during #NODAPL, I present some features of a decolonial ally. A decolonial ally is willing to stand in a relationship with Indigenous people, will seek out this relation while recognizing their privilege and affirming the sovereignty of those they seek to serve, and above all, will learn about the people independently, without imposing a burden on marginalized communities. Given that Indigenous people worldwide face similar colonial threats, I conclude by offering some points for future research regarding global Indigenous allyship. (shrink)

The migration and settlement of 11 million unauthorized immigrants is among the leading political challenges facing the United States today. The majority of unauthorized immigrants in the U.S. have been here for more than five years, and are settling into American communities, working, forming families, and serving in the military, even though they may be detained and deported if they are discovered. An open question remains as to what to do about unauthorized immigrants who are already living in the United (...) States. On one hand it is important that the government sends a message that future violations of immigration law will not be tolerated. On the other sits a deeper ethical dilemma that is the focus of this book: what do the state and citizens owe to unauthorized immigrants who have served their adopted country? -/- Earned Citizenship argues that long-term unauthorized immigrant residents should be able to earn legalization and a pathway to citizenship through service in their adopted communities. Their service would act as restitution for immigration law violations. Military service in particular would merit naturalization in countries with a strong citizen-soldier tradition, including the United States. The book also considers the civic value of caregiving as a service to citizens and the country, contending that family immigration policies should be expanded to recognize the importance of caregiving duties for dependents. This argument is part of a broader project in political theory and public policy aimed at reconciling civic republicanism with a feminist ethic of care, and its emphasis on dependency work. As a whole, Earned Citizenship provides a non-humanitarian justification for legalizing unauthorized immigrants based on their contributions to citizens and institutions in their adopted nation. Frege's historical milieu is investigated under the rubric of the "neo-Kantian paradigm." This term is used loosely to describe those philosophers in the fourth generation after Kant who went back to Kant in protest to the vulgar or scientific materialism which had prevailed in the previous decades. This paradigm is characterized in a linguistic or conceptual fashion, after the historical precedent of the so-called "Cambridge school" . ;Frege's relation to the neo-Kantians of his own day, to Lotze, and to Herbart (...) and the Brentano school are examined. Correlations are traced between the motivations and the impetus for the development of the "new logic" in light of the increasing emphasis upon logic and its relation to thought by such figures as Lotze, Cohen, Natorp, and Husserl. Frege's own developments are then outlined by illustrating how the functional innovations of his Begriffsschrift made possible new accounts of negation, numerical and existential quantification, and the notion of the object, but are accomplished nonetheless against the backdrop of the work of such thinkers as Herbart, Lotze, Stumpf, and Marty. Finally, this historical interpretation is brought to bear on a much-debated topic in the recent literature: Frege's two stipulations of the logical form of the statement of number. (shrink)
