This book addresses the complex relationship between the values of liberal democracy and the values associated with scientific research. What, if anything, is the import of Hayek to epistemic democracy? Although Hayek is revered by epistemic democrats for his insights into the epistemic aspects of the market sphere, it is generally believed that his theory is moot with respect to democratic reason. This paper aims to challenge this verdict. I argue that a Hayekian analysis of inclusive public deliberation contributes at least three valuable lessons: (1) Hayek makes the case that under certain conditions even unbiased deliberators are permanently unable (...) to converge on the best available policy option. Call this the problem of ‘persistent hidden policy champions’. (2) He demonstrates that to unlock hidden policy champions, reasonable minority factions need the opportunity to act on their own evidential standards. (3) He challenges epistemic democrats to think more carefully about how to design the “epistemic basic structure” (Kurtulmus and Irzik 2017) of society in order to account for persistent hidden policy champions. Given the rise of religious movements during the past decade, some have argued that the basic principles of liberal democracy such as separation of church and state and principle of the public use of reason are too restrictive and ought to be rethought. I would like to argue along a Habermasian line that the principle of secular justification ought not to result in a private/public split in religious citizens’ identity if they recognize and adopt an “institutional translation proviso”. This proviso (...) requires an epistemic ability on the part of religious citizens that enables them to translate their religious beliefs and insight into secular reasons when they pass beyond the informal public sphere into governmental institutions like courts and parliaments. Citizens can express and defend their claims in the public sphere in religious terms if they cannot find secular translation for them. However, this proposal requires a complementary change in the mentality of the secular citizens that recognizes the continued existence of religious communities in diverse liberal democracies. Democracy is increasingly being challenged, by disengagement and by anti-pluralist movements (Levitsky and Ziblatt in How Democracies Die: What History Reveals About Our Future, Viking, New York, 2018; Wikforss in _Därför demokrati. Om kunskapen och folkstyret_ [Because of this, democracy. On knowledge and people’s rule] Fri Tanke, 2021; Svolik et al. in J Democr 34(1):5–20, 2023). This article draws upon a theoretical discussion about democracy, pluralism, and threats to democracy. Departing from Dewey, Laclau, Mouffe, Young and Allen, we address democracy (...) as an ideology that centers around pluralism, or an ever-increasing inclusion of voices from the margins as its goal. We argue that perceiving democracy pedagogically as a pluralistic ideology would support students’ democratic citizenship and equip them for a world where threats to democracy are being reported. Employing a case study on Finnish social studies textbooks, we analyze how democracy as well as threats to democracy are discursively portrayed. Our study shows that the textbooks present democracy as predominantly institutional and static. We also find that while disengagement is portrayed as a problem for democracy, anti-pluralist movements are generally not referred to as a threat. Additionally, we examine a discourse in the textbooks that connects freedom of speech with democracy in a way that favors a multitude of opinions, even antidemocratic ones, over creating space for marginalized voices. Drawing on the theoretical discussion and the results of the analysis, we argue that a focus on pluralism as the core of democracy makes the opposition between restricting hate speech and advocating for democracy redundant. In recent years, theorists of radical democracy have criticized the liberal pluralist model of politics, a model which views the political forum primarily as a space for bargaining and the aggregation of individual preferences. While conceding that some measure of bargaining and preference aggregation is probably an ineliminable feature of democratic politics, radical democrats have charged that this model underestimates or ignores the transformative effects of democratic political interaction. In this paper I argue that the account of deliberative democracy advanced by Amy Gutmann and Dennis Thompson (1996, 2004) is a useful normative theory that can help enhance our deliberations about public policy in morally pluralistic societies. More specifically, I illustrate how the prescriptions of deliberative democracy can be applied to the issue of regulating non-medical uses of pre-implantation genetic diagnosis (PGD), such as gender selection. Deliberative democracy does not aim to win a philosophical debate among rival first-order theories, (...) such as libertarianism, egalitarianism or feminism. Rather, it advances a second-order analysis that strives to help us determine what would constitute a reasonable balance between the conflicting fundamental values that arise in the context of regulating PGD. I outline a theoretical model (called the Reasonable Genetic Intervention Model) that brings these issues to the fore. Such a model incorporates the concern for both procedural and substantive principles; and it does so in way that takes provisionality seriously. (shrink)

In the intellectual confusion prevailing since the demise of Marxism and “marxism”, the attempt is made to define democracy as a matter of pure procedure, explicitly avoiding and condemning any reference to substantive objectives. It can easily be shown, however, that the idea of a purely procedural “democracy” is incoherent and self-contradictory. No legal system whatsoever and no government can exist in the absence of substantive conditions which cannot be left to chance or to the workings of the “market” but (...) must be posited as objectives of political activity. The confusion results from a deficient understanding of what makes a society and an empty idea of “freedom”. The objective of politics is not happiness, an affair to be left to the individuals, but it certainly is liberty understood as participation in the governance of the polity; it is also the pursuit of the common good, defined as the sum of the prerequisites and facilitations of individual autonomy depending on collective action, and as the realization of commonly agreed collective goals. In the philosophy of liberalism, freedom of speech is one of the fundamental rights of the individual, one that is guaranteed by the constitution of a liberal democratic state. Contemporary Western democracies are based on the political culture in which human rights, including the right to free speech, play an important role. This right, however, can be violated by demagogic propaganda both in totalitarian regimes and in democracies. The propaganda mechanism, reaching into the sphere of community values and concepts, presently (...) operates also through the Internet, in which expressions of anger and hatred are disseminated and can lead to the destruction of democracy. I will argue that, in today’s world, restrictions on the freedom of speech through legal norms are necessary, because the threat comes not only in the form of censorship, but also the manipulation techniques used by politicians in democratic regimes. Advances in modern technology can be of service to dictatorship when the media and the Internet are used for propaganda or surveillance purposes, but they also provide a support to freedom and democracy when they serve as the means of the transmission of reliable information, initiating public discussions. As such, they establish a framework for rational debates and peaceful activities that contribute to the maintenance of the democratic political culture. The basic elements of this culture, i.e. legal rules, pluralist media, and education systems are all necessary for the defence of its core value, namely the freedom of speech. (shrink)

Liberal democracy has been experiencing a crisis of representation over the last decade, as a disconnect has emerged from some of the foundational principles of liberalism such as personal freedom and equality. In this article, I argue that in the third part of Kant’s Religion within the Boundaries of Mere Reason we can find resources to better understand and counteract this crisis of liberal democracy. Kant gives a powerful argument to include an invisible ethical community under a political community, and (...) this ethical community has to take the form of a church. Kant argues then that any political system, and so also liberal democracy, requires religion to ally citizens in a foundational way with the general principles of that system. This would commit liberal nations to having their foundational principles buoyed by religion. Towards the close of the essay, I attend to how this might impact on liberalism’s commitment to religious and ideological pluralism. (shrink)

ABSTRACT A new ‘political philosophy’ is indispensable to the ‘post-Corona world,’ and this paper tries to analyze the future of ‘liberal democracy’ in it. It shows that ‘liberal democracy’ faces a ‘global crisis’ that has begun before, but the ‘novel Coronavirus pandemic,’ as a setback for it, strongly encourages that crisis. ‘Liberalism’ and ‘democracy,’ which had long been assumed by ‘political philosophers’ to go together, are now becoming decoupled, and the ‘liberal values’ of ‘democracy’ are eroding. To find why and (...) how, this paper analyzes ‘authoritarianism,’ ‘totalitarianism,’ and the evils and propensities of ‘democracy’ that bring about further erosions of ‘liberal values.’ There may be difficult trade-offs to be made between ‘liberal’ and ‘authoritarian’ ‘values’ - and, after the experience of ‘Coronavirus,’ this paper shows the ‘illiberal or authoritarian democracy’ may become stronger. -/- KEYWORDS: democracy, liberalism, liberal democracy, illiberal democracy, the novel Coronavirus pandemic, Covid-19, authoritarianism, totalitarianism. -/- EXTENDED ABSTRACT For almost a century in West, ‘democracy’ has meant ‘liberal democracy’-a political system marked not only by ‘free and fair elections,’ but also by ‘liberal values.’ ‘Liberalism’ applied to the problem of the limits of the criminal law would require commitment to the presumption in favor of ‘liberty.’ If the word ‘liberal’ is to have any utility in this context, it should refer to one who has so powerful a commitment to ‘liberty’ that she is motivated to limit the number of acknowledged liberty-limiting or coercion-legitimizing principles as narrowly as possible. So, she only believes in ‘harm-principle’ as the morally relevant reason for criminal prohibitions. ‘Offense principle’ and ‘paternalistic’ and ‘moralistic’ considerations, when introduced as support for penal legislation, have no weight at all. So, it means ‘autonomy’ and ‘self-regarding vs. other-regarding actions distinction’ based on which the human is the owner of her mind and body and everything consenting adults do is beyond the realm of morality and law. It leads to ‘individual’ ‘basic rights and liberties’ such as ‘basic rights and liberties’ of ‘speech,’ ‘religion,’ and ‘property’ and ‘collective’ ‘basic rights and liberties’ such as ‘basic rights and liberties of assembly,’ ‘civil society,’ ‘political pluralism,’ ‘democratic institutions,’ and ‘non-governmental organizations.’ ‘Liberalism’ also believes in ‘equality of conditions, ‘equal and free participatory rights in political decision making,’ and ‘collective self-governance.’ It also believes in the ‘rule of law,’ a ‘separation of powers,’ and ‘checks and balances.’ However, even under fair and free elections, the elected leaders can be ‘populists,’ ‘ultra-nationalists,’ ‘racists,’ ‘fascists,’ and ‘authoritarians’ who do not respect ‘inviolable basic rights and liberties,’ and suppress ‘minorities.’ Democratically elected leaders can routinely ignore constitutional limits on their power and deprive their citizens of ‘basic rights and liberties.’ The two strands of ‘liberal democracy’ have been coming apart in the world, and the ‘liberal’ elements of ‘democracy’ have been fraying and eroding even before the ‘novel Coronavirus pandemic.’ Even before the Coronavirus hit, there was already much discussion of a crisis of ‘liberal democracy.’ In particular, there has been a debate about whether ‘liberalism’ and ‘democracy,’ which had long been assumed to go together, were becoming decoupled. This paper shows ‘liberal democracy’ faces a ‘global crisis’ that had begun before the ‘novel Coronavirus pandemic.’ It also analyzes ‘authoritarianism,’ ‘totalitarianism,’ ‘liberalism,’ and ‘democracy’ and shows that Covid-19 is a setback for ‘liberal democracy.’ What is striking about the current moment is that many of the ‘liberal’ elements of ‘democracy’ are so far holding up under immense pressure. ‘Illiberal democracies’ seemed to be emerging in many countries. This model of ‘illiberal democracy,’ in which elections continue to be held but some individual rights and liberties are curtailed, may emerge stronger from this new crisis. In that sense, the ‘pandemic’ may become a challenge not only to ‘democracy’ as such but also to ‘liberal democracy’ in particular – in other words, a system of popular sovereignty together with guaranteed basic rights, such as freedom of association and expression and checks and balances on executive power. ‘Authoritarian’ procedures may succeed in mitigating the spread of the ‘Coronavirus,’ but the world now faces another problem: that when the virus recedes, many ‘liberal democracies’ will be far less ‘liberal’ or ‘democratic’ than they were before. In times of crisis, ‘liberal values’ have been ignored temporarily in the name of executive power. However, the ‘temporary’ can become ‘permanent.’ In addition, if citizens lose their faith in the legitimacy of ‘liberal democracy’ as the best form of government, and think ‘liberal democracy’ cannot function effectively during a crisis, and ‘authoritarian regimes’ manage the crisis more decisively, the world will slide towards ‘illiberal or authoritarian democracy,’ and many ‘liberal democracies’ will be at grave risk of failure. There may now be difficult trade-offs to be made between those basic rights and security - and, after the experience of Covid-19, many citizens may choose security. (shrink)

This book examines matters of religious freedom in Europe, considers the work of the European Court of Human Rights in this area, explores issues of multiculturalism and secularism in France, of women in Islam, and of Muslims in the West. The work presents legal analysis and ethnographic fieldwork, focusing on concepts such as laïcité, submission, equality and the role of the state in public education, amongst others. Through this book, the reader can visit inside a French public school located in (...) a low-income neighborhood just south of Paris and learn about the complex dynamics that led up to the passing of the 2004 law banning Muslim headscarves. The chapters bring to light the actors and cultures within the school that set the stage for the passing of the law and the political philosophy that supports it. School culture and philosophy are compared and contrasted to the thoughts and opinions of the teachers, administrators and students to gage how religious freedom and identity are understood. The book goes on to explore the issue of religious freedom at the European Court of Human Rights. The author argues that the right to religious freedom has been too narrowly understood and is being fenced in by static visions of Islam. This jeopardizes the idea of religious freedom more broadly. By becoming entangled with regional and domestic politics, the Court is neglecting important nuances and is jeopardizing secularism, pluralism and democracy. While aligned with John Neville Figgis’ pluralism and Marxist socialism, Harold Laski endorsed liberal and democratic values. However, he synthesised several elements from older liberal theories in a way that diluted the division to which these theories had adhered, namely that between the private and the political spheres. The resulting combination preserves privacy’s status as the realm where individuals are free to pursue their separate ends, but enables essentially private activities based in voluntary social spaces to infuse the space of (...) politics. From this emerged a vision of liberal democracy, in which freedom plays out in multiple private spaces that do not require an autonomous civic arena to complement them. The combination was reached within the contexts of mid-century thinking about the welfare state and a broader project of reformulating democracy by reducing its equation with representation. Culturally diverse liberal democracies on both sides of the Atlantic are currently faced with serious questions about the education of their future citizens. What is the balance between the need for social cohesion, and at the same time dealing justly with the demands for exemptions and accommodations from cultural and religious minorities? In contemporary Britain, the importance of this question has been recently highlighted by the concern to develop political and educational strategies capable of countering the influence of extremist voices, (...) in both the majority and minority communities. Starting from recent debates in North America about possible accommodations to meet the concerns of non-liberal religious groups, the book goes on to examine several issues centered on education in culturally-diverse societies. Neil Burtonwood argues persuasively that the work of Isaiah Berlin, the British philosopher and historian of ideas, has considerable potential for illuminating questions about a properly liberal response to pluralism, and the education of cultural minority children in a liberal democracy. This is the first book to bring his writing to bear on education. Berlin's liberalism is distinctive in attending to the benefits that individuals gain from their memberships of cultural identity groups and religious communities, while remaining committed to Enlightenment values based on individual freedom. Yet his need to find compromises to balance the claims of individuals and groups makes Berlin's version of liberal pluralism so relevant to many vital questions of education policy and practice that concern philosophers of education today. We value freedom of speech and press, for example, but want people to refrain from false and socially harmful expression. The various tensions between individual freedom and civic virtue pose a challenge that is simultaneously philosophical and political. The main question informing this paper is whether it is possible to extend democracy beyond its liberal forms. The paper reflects upon this question with regard to its implications for the individual. For the radicalization of democracy implies a need for self-transformation, if the everyday egoism of contemporary citizens is not to thwart reasonable discussion and participation. This book argues that contemporary liberal democracy is reaching a crisis. Brendan Sweetman contends that this crisis arises from a contentious pluralism involving the rise of incommensurable worldviews that emerge out of the absolutizing of freedom over time in a democratic setting. This clash of worldviews is further complicated by a loss of confidence in reason and by the practical failure of public discourse. A contributory factor is the growing worldview of secularism which needs to be distinguished from both the (...) process of secularization and the concept of the secular state. Rather than being a formal political regime such as with democracy or social liberalism, in the extant political philosophy literature, pluralism brings considerations of diversity and equality to bear in philosophical analysis of traditional systems (...) of government.As a critique, pluralism falls along a continuum, which can be conceived of as iterations of the standing of particular ways of life, with respect to constraints of both equality and justice. At one end of the spectrum, all conceptions of the human good share a prima facie equality that belie overarching moral norms as a criterion of ranking. Questions about the incumbency of individual liberty motivate movement toward the opposing end, as allowing for the most just society warrants giving precedence to such values. The source of pluralism’s critical role is its inherent demand of a cogent resolution of the moral and, at times, political tension between equality and freedom.This article considers two forms of pluralism that lie near opposing extremes of the continuum and their implication for education. According to Horace Kallen’s and John Gray’s strong pluralism, the claim to the fact of differing values, cultures, etc., has primacy. As a corollary, maintaining the integrity of the social groups as holders of those values becomes central. In conflict with liberal democratic principles, however, protecting group values may occur at the expense of individual detractors within the group or may pose a threat of harm to others outside of the group who do not share these values.On the other hand, one form of weak pluralism, Amy Gutmann’s deliberative democracy, constrains pluralism on political grounds of individual [End Page 1] freedom. Deliberative democracy subsumes the holding of all values, including those shared with a social group, to the requirements of democracy. Both theories are considered as attempts to reconcile principles of treating everyone equally with not unjustly limiting individual freedom in a democracy. I raise principled and practical issues from education that call into question whether each theory satisfactorily resolves the conflicting demands of both equality and liberty. A third alternative is proposed as a salient consideration for democratic education. I begin with the pluralism of Horace Kallen and its relationship to that of John Gray.Strong PluralismHorace Kallen’s Cultural PluralismIn this section, I discuss Horace Kallen’s seminal account of cultural pluralism from the early twentieth century, classifying it with the strong value pluralism articulated by John Gray. Gray’s and Kallen’s pluralism have in common both the sanctioning of the fullest expression of difference and difficulties with making sense of the intuitive pull toward a criterion for the ranking of values that democracy dictates. I then consider the educational implications of Kallen’s view, particularly with respect to its actual influence upon multi-cultural initiatives of the 1970s and 1980s.Kallen coined the term “cultural pluralism” in the early twentieth century (Kallen 73). At this time, America was experiencing a great deal of social upheaval because of the huge influx of European and Asian immigrants. Movements such as nativism and Americanization fueled xenophobic sentiment. In this milieu, the full acculturation of new immigrants became a priority. The popularity of conspiracy theories poses a clear challenge for contemporary liberal democracies. Conspiracy theories undermine rational debate, spread dangerous falsehoods and threaten social cohesion. However, any possible public policy response, which would try to contain their spread, needs to respect the liberal commitment to protect pluralism and free speech. A successful justification of such a policy must therefore: 1) clearly identify the problematic class of conspiracy theories; and 2) clarify the grounds on which the state is justified in acting (...) against them. This article argues that the prevailing epistemic approaches to conspiracy theorizing cannot fulfil these criteria. Defining conspiracy theories by their flaws in reasoning, questionable coherence or factual mistakes can neither sharply distinguish problematic conspiracy theories from other, non-problematic worldviews nor justify state action. Thus, we propose to understand conspiracy theories through their ethical unreasonableness. We hold that containment of conspiracy theories is justifiable insofar as they undermine the liberal-democratic ideals of mutual respect, freedom and equality. We then show that such ‘ethical’ criteria for conspiracy theories can be sufficiently robust and clear-cut so that they can serve as a useful guide for public policy. (shrink)

At a historic dialogue convened at the University of Richmond, Virginia, Baptist and secular humanist scholars in theology, history, philosophy, and the social sciences, came together to define shared concerns and common values. The dialogue focused on major areas of concern: academic freedom; social, political, and religious tolerance; biblical scholarship; separation of church and state; the social agenda of the Christian Coalition and the Southern Baptist Convention; the danger of militant fundamentalism; freedom of conscience and the historic and current role (...) of American Baptists; as well as the plight of pluralistic democracy. Three recently published reports show to what extent democracy is losing ground in a global context increasingly characterized by authoritarianism and populism. The argument this articles proposes is that the deplorable state of democracies around the world is due to the neglect of substantial characteristics and sources of democracy, which are above all trust and solidarity. Democracy has three different, but interrelated sources that are built upon each other according to a lexical order. A democracy is first based upon political (...) rights, there is in an inherent liberal component to democracy. Second, a democracy requires trust among citizens and individuals that only some form of common identity is going to produce. Third, democracy is based upon strong forms of equality that are brought about by solidarity. The article comes to following conclusions: First, as the experience of Islamophobia and racism in Europe and authoritarianism in the Arab world shows, the concepts of illiberal democracy or majoritarianism currently promoted by strongmen around the globe do not stand for proper democratic political systems. Second, in our plural societies, neither thick nationalism nor strong multiculturalism does support the development of the democratic spirit. Third, Republicanism in Rousseau’s tradition is right that inequalities are the main cause undermining full democracies. A democracy requires the solidarity of the welfare state. (shrink)

The present paper starts from the postulate that religion in general, and Christianity in particular, has had and continues to have a significant role in political debates and in the structuring of the public arena. Expounding – in the context of “God’s return” into the life of postsecular society – the vision of the famous theologian Joseph Ratzinger on democracy and its opponents, this paper also dwells on the manifestations of irrationality in secular religions. Finding its theoretical grounds in myths (...) and utopias, monism of power gives free rein to irrationality in history and ends up in ideology, totalitarianism and crime. Pluralistic democracy, so challenged by enemies from within as well as without can be defended and reinvigorated – and Europe alongside it –, Ratzinger states, by restoring Christianity and its values to their rightful place within the public sphere, by means of a fruitful collaboration between reason and faith in the cultural and political life, and by grounding the law in stable, universal ethical principles, which ought to take precedence over any other type of consensus, such as the natural moral law or the dictates of conscience. “The central concern of ecclesiastic policy”, according to pope Benedict XVI, is defending and promoting freedom, even to the point of martyrdom, by cultivating the dualism of power. The university is promoted as 'a place from where to speak'. Academic freedom is examined as a crucial value in an increasingly uncertain age which resonates with Barnett's concern to encourage students to overcome their 'fear of freedom'. My concern is that the putative university space of freedom and autonomy may well become constricted by those who would limit not just our freedom to speak but also our freedoms to be and to do. Without academic freedom students and teachers, who (...) might be able to fly, will not be permitted to fly. I review issues of academic freedom and free speech raised especially by Berlin, Voltaire, von Humboldt, Mill, Milton and Rorty. I discuss problems raised when free speech is heard by others as harmful and offensive to their beliefs and values. I offer a set of suggestions to ensure that the university may envision itself as a space of freedom, pluralism and tolerance. Finally, I reflect that the university, of all democratic institutions, should be the one which best serves its society as 'a place from where to speak'. (shrink)

Any liberal democratic state must honour religious and cultural pluralism in its educational policies. To fail to honour them would betray ideals of freedom and toleration fundamental to liberal democracy. Yet if such ideals are to flourish from one generation to the next, allegiance to the distinctive values of liberal democracy is a necessary educational end, whose pursuit will constrain pluralism. This report seeks to discuss the threats to liberal democracy and explore how to devise a new path towards democratic transition and the challenges faced: civil war, sectarian and religious conflicts, ethnic and national tensions, international terrorism and regional wars, and societal violence. The impact on democratic transformation, especially the sense of threat, whether literal or theoretical, led to the tendency of demagogic towards a populist outlook in pluralistic societies, generating reactions across other societies suffering from external alienation and internal (...) tyranny. The world is currently faced with the decline of the core values of the concept of democracy at the global level which has led us to the following questions: the principle of the rule of law, peaceful trading of power, human rights, the principles of equality and sovereignty. The populists attempt to exploit the ideas of the stereotypical, especially on hatred of the other, and the xenophobia against foreigners when faced with the wave of asylum and migration seekers, diminishing freedoms and citizenship rights, coupled with the rejection of economic globalization, to the implementation of a protectionist policy. Victories such as Brexit or Donald Trump’s in the United States have brought forward scenes of fear and hatred of ‘the other’, encouraging intolerance and extremism. This led to a rise in policies against foreigners, migration, terrorism, Islam and protectionist economics. This report will look at a future beyond traditional democracy, discovering what the next stage in democracy will be, in terms of the survival of society, raising problematic questions: Is democracy, by virtue of their dynamics, able to respond to the changing realities, and whether it can renew itself and overcome some of its issues to invent new methods and literature? This article discusses Philip Pettit’s neo-republicanism in light of the criterion of self-sustenance: the requirement that a political theory be capable of serving as a self-sustaining public philosophy for a pluralist democracy. It argues that this criterion can only be satisfied by developing an adequate politics of virtue. Pettit’s theory is built around the notion of freedom as non-domination, and he does not say much about the virtues of citizens or the policies the state may employ to encourage their development. (...) In order to explain the motivation to comply with republican laws that promote non-domination, Pettit relies on the phenomenon of civility and the mechanism of the intangible hand. But to understand what underlies an adequate level of robust civility one needs to focus on the more basic phenomenon of personal virtue. Policies that aim to promote non-domination should take into account the need to cultivate virtue among citizens, as well as the full range of conditions that favor its exercise. (shrink)

In the 21st century, as the peoples of the world grow more closely tied together, the question of real transnational government will finally have to be faced. The end of the Cold War has not brought the peace, freedom from atrocities, and decline of tyranny for which we hoped. It is also clearer now that problems like economic risks, tax havens, and environmental degradation arising with global markets are far outstripping the governance capacities of our 20th century system of distinct (...) nation-states, even when they try to work together through intergovernmental agreements and organized bureaucracies of specialists. This work defends a cosmopolitan approach to global justice by arguing for new ways to combine the strengths of democratic nations in order to prevent mass atrocities and to secure other global public goods. While protecting cultural pluralism, Davenport argues that a Democratic League would provide a legal order capable of uniting the strength and inspiring moral vision of democratic nations to improve international security, stop mass atrocities, assist developing nations in overcoming corruption and poverty, and, in time, potentially address other global challenges in finance, environmental sustainability, stable food supplies, immigration, and so on. In recent years, membership has dropped in traditional voluntary associations such as Rotary Clubs, Jaycees, and bowling leagues. At the same time, concern is rising about the growth of paramilitary and hate groups. Scholars have warned that these trends are undermining civic society by creating a dangerous number of isolated, mistrustful individuals and organized, antisocial renegades. In this provocative book, however, Nancy Rosenblum takes a new, less narrowly political approach to the study of groups. And she reaches more optimistic conclusions (...) about the state of civil society. Rosenblum argues that we should judge associations not only by what they do for civic virtue, but also by what they do for individual members. She shows that groups of all kinds--among them religious groups, corporations, homeowner associations, secret societies, racial and cultural identity groups, prayer groups, and even paramilitary groups--fill deep psychological and moral needs. And she contends that the failure to recognize this has contributed to an alarmist view of their social impact. For example, she argues that, although extremist groups have obvious antisocial aims, they constrain individuals who would be even more dangerous as maladjusted loners. And she examines the rapid growth of small "support groups"--which are usually dismissed as politically irrelevant--and shows that the moral support people find in such places as prayer groups and self-help groups helps to cultivate the social trust some scholars say is disappearing. Rosenblum concludes that, for practical and principled reasons, American democracy should permit expansive freedom of association, illustrating her case with discussion of specific cases in law. Rosenblum recognizes, however, that freedom has a price. She reminds us that some groups have oppressive and even criminal tendencies, and she explores what liberal democracy should do to ensure that individuals also have freedom within associations and freedom to exit. Throughout, Rosenblum writes eloquently and with a powerful moral voice, drawing on law, practical politics, and psychology to produce an original political theory of the moral uses of pluralism. The present study delves into the complex interplay between religion and secularism within the framework of contemporary European democracies. It explores how secularism is changing and how it is affecting public life, societal norms, and government. The purpose of the study is to clarify the difficulties and controversies surrounding secularism in Europe by examining the historical context and current dynamics. For measuring, the research used Smart PLS software and generated results, including descriptive statistics, which also present a smart PLS Algorithm (...) model between them. The discussion is on how secularism is interpreted and applied differently in different European nations, emphasizing the conflicts between the principles of religious freedom and governmental neutrality. It describes how secularism affects immigration, globalization, and cultural diversity and how these factors shape European cultures' social fabric. The article also critically assesses the charges made against secularism, such as the devaluation of moral principles and the marginalization of religious minorities. Concerns about the misapplication of secularism for discriminatory and cultural hegemony are also covered, especially in light of Islamophobia and clothing rules based on religion. The study argues for a nuanced view of religion's place in contemporary European democracies through this reevaluation. To promote inclusive forms of government that consider the diverse religious landscape of Europe, it highlights the significance of striking a balance between secular ideals and respect for religious plurality and freedom. The only time I met Mr. Fogarty was at a Congress in Rome; I was impressed by his linguistic ability and by his first–hand knowledge of the Christian Trade Union movement. These qualities are displayed in this magnificent book, as regards which I am a learner rather than a reviewer. None but he—with his travels, his personal contacts, his encyclopedic knowledge of the literature—could have written this book. He defines Christian Democracy as “the movement of those who, having regard to (...) the Christian revelation, accept the personalist and pluralist principles” which, in the context of the world to–day, involve the acceptance of political democracy, joint responsibility in industry, the Freedom of Church, Family and Trade Unions as against the State. A professor at LUMSA, Rome, he seeks to consider anew the (...) nature, structure, and purposes of democracy as well as the society in which this form of government best operates. He sees this task as needed because, he argues, contemporary democracies face new challenges that threaten their legitimacy and their capacity to fulfill their just and needed purposes. He notes that democracies are not "infallible," either morally or in their ability to maintain themselves, and thus need conscious understanding and prudent maintenance.The subtitle establishes the three main themes by which he diagnoses and addresses democracy's trials. Pezzimenti orders his argument most through the lens of limits. While present in all spheres and regimes, popular government in particular partakes of limitation, since "mutual limitation... is the basis of our democracies." Limits for Pezzimenti stem from distinct elements of a society competing for finite power ordered toward action. Many of our political and social problems, both past and present, stem from denying limitations or misordering their interactions. The presentism that tempts democracy must be tempered by the limits the past places on it. Institutions are one helpful means for this interaction, which helps guard against a "utopianism which wants to solve everything immediately, deceiving itself that it can perform miracles." Law itself involves limits, placing boundaries on the action of private persons and public entities. So does pluralism and "polyarchy," whereby we recognize the limits particular persons and communities place on politics' universalism as well as how politics restrains these other elements from descending into intolerant, selfish particularity. Important to this point is Pezzimenti's discussion of sovereignty, which must not be reduced to a mere question of who rules and where but to the question of rightly pursuing a common good respectful of individual rights. True freedom inheres in the proper cohering of these elements.Pezzimenti turns to the distribution of powers within a community as part of the discussion of limits. He argues that "the traditional tripartition, theorized by Polybius and on to Montesquieu, today appears certainly insufficient." To define all political power as legislative, executive, and judicial, then to distribute them among competing institutions, does not fully account for the contemporary political landscape. These other forces have distorted democracy's needed limits partly because law and custom have not adequately accounted for their evolving role in power.These issues lead to the last challenge, that of representation. The problem of representation threatens democracy's legitimacy, since this form of government is grounded more than any other in the idea that "power must be the expression of the community." This article puts forth Modern Socratic Dialogue as a pedagogical tool for cultivating an American Bildung. Beginning with Michael Hogue’s work on “resilient democracy,” an associational ethos that is vulnerable and based on our lived uncertainty. To further establish this American Bildung, I investigate what it means to be American. Drawing from the works of Michael Walzer and Gloria Anzaldúa, I establish that “American” means unfinished, pluralistic, and embraces ambiguity. The question of how to cultivate this pluralistic, ambiguous, and vulnerable (...) Bildung is framed by the freedom and social bonds of Wilhelm von Humboldt’s theory of Bildung. For an American Bildung to flourish, freedom and social bonds can be presented and practiced in the form of Modern Socratic Dialogue – “truths” are created by the community of interlocutors, and problems and solutions are based on the experiences of the participants. Concentration and lack of plurality of media control is significant and appears to be increasing. The potential danger to a democracy of a lack of plurality of media control is serious. There are opportunities for greater plurality and freedom of expression through professional employee decision making partcipation. There are practical precedents for professional employee management participation in the media. Therefore, professional media employee management participation deserves to be seriously considered. Limitations of the principle are also considered.

At the beginning of Nostra aetate, the Church calls for mutual understanding with Muslims in the interests of “peace, liberty, social justice, and moral values.” This paper strives to achieve such an understanding in light of the fragile state of democracy in today’s world. The paper first presents the Church’s approach to democracy through an analysis of the work of the philosopher Jacques Maritain and the Second Vatican Council. It then presents representative views from Islam: the work of the Sunni (...) legal scholar Khaled Abou El Fadl and the Shi’ite scholar Naser Ghobadzadeh. By appealing to the Jesuit scholarDavid Hollenbach’smethodology of “dialogic universalism,” the paper argues finally that there is a rich confluence between the two traditions: Their basic commitment to the dignity and freedom of the human person implies a respect for pluralism, a reverence for reason, and a call for self-transcendence, all of which can serve to enhance democracy. This essay proposes that liberal democracy cannot survive unless a monistic virtue ethics permeates its culture, A monistic philosophical conception of virtue ethics has its roots in natural law theory and, for that reason, offers a rationally defensible basis for a unified moral vision in a pluralistic society. Such a monistic virtue ethics--insofar as it is a virtue ethics--forms individual character so that a person not only knows how to act, but desires to act that way and, moreover, possesses the (...) integration of character to be able to act that way. This is a crucial consideration, for immoral choices create a bad character that inclines the individual to increasingly worse choices, A nation whose members lack moral virtue cannot sustain its commitment to freedom and equality for all. The introduction to this issue is meant to address the ways in which turbulent immigration is challenging European democratic countries’ capacity to integrate the pluralism of cultures in light of the current state of economic instability, strong public debt, unemployment and an aging resident population. The Reset-Dialogues on Civilizations Association has organized its annual Istanbul Seminars in order to fill the need for constructive dialogue dedicated to increasing understanding and implementing social and political change. Turkey’s accession to the European Union (...) represents in this light a challenge to our liberal views, which must become more open-minded in order to address adequately cultural and religious differences, Islam included. We must set ourselves the task of finding a new perspective so that we may defuse the populist radicalization, fear-mongering politicians and xenophobia that are emerging in many countries. Yet it is equally essential that we reconfigure and recontextualize the traditional secular battle for freedom from the dominance of the Christian majority away from a binary opposition to a plural dimension that takes into account other religious communities. After introducing the major challenges our seminars were organized to address, the introduction will summarize and explain the articulation of the contents of this issue in the following three parts: (1) realigning liberalism in the context of globalization (with contributions by Nilüfer Göle, Alain Touraine, Albena Azmanova, Stephen Macedo, Zygmunt Bauman); (2) different paths: towards modernity and democracy from within different cultures and religions (Fred Dallmayr, Sadik Al Azm, Irfan Ahmad, Ibrahim Kalin); and (3) philosophical presuppositions of intercultural dialogue and multiculturalism (Maeve Cooke, Sebastiano Maffettone, Volker Kaul). The liberal democratic tradition in political thought has long treated religion with some suspicion, regarding it as a source of division and instability. Faith in Politics shows how such arguments are unpersuasive and dependent on questionable empirical claims: rather than being a serious threat to democracies' legitimacy, stability and freedom, religion can be democratically constructive. Is religion becoming ‘deregulated’ in secular, pluralist societies? In the public sphere in which freedom of opinion laid the foundations of democracy, no single comprehensive worldview could be allowed to dominate. The warring Christian confessions of Europe discredited the public role of religion, which gave way to Enlightenment rationalism as the regulative norm of society and the newly emerging sciences. But religion is now assuming a new status as the public sphere becomes global. The religions themselves are part of the (...) new global dynamic and the search for a global ethic. Human dignity, on which human rights must be based in global civil society, is nurtured by the narrative traditions of the religions. The God of the monotheistic faiths is thus regaining a public and political role, but there is a danger that this will turn out to be that of a legitimator of violence and a guarantor of exclusive truth claims. The mystics of these traditions teach us that God’s absence can be a mode of God’s presence. If God’s presence in the public sphere does not take the form of dominance, it could also provide a basis for dialogue with non-theistic traditions. Neither the neutral public rationality of the Enlightenment nor a universal theology is an adequate response to the need for shared values in the emerging global public sphere. We must learn to negotiate meanings and values in an ongoing process of communicative interaction and intersubjective universality. (shrink)

The UK Government's Higher Education (Freedom of Speech) Bill is currently progressing through Parliament. The bill is designed to strengthen free speech and academic freedom in higher education, in response to what former Education Secretary Gavin Williamson describes as ‘the rise of intolerance and cancel culture upon our campuses’. But is there really a crisis of academic freedom in British universities?To see that there is, say Judith Suissa and Alice Sullivan, we need only look at the contemporary reality of suppression (...) of debate on sex and gender. The evidence they catalogue of suppression of research, of blacklisting, harassment and smear campaigns, of no-platforming, disinvitations and shutting down of events, is incontrovertible. The recent experience of scholars and students wishing to discuss the material reality and political salience of sex makes complacency about academic freedom a luxury we cannot afford.Suissa and Sullivan set out a powerful argument for the role of academic freedom in pursuing truth within the academy and developing democracy beyond it. They effectively counter attempts to narrow the scope of academic freedom so as to render it compatible with no-platforming. And they lay out a series of practical steps administrators can take to ensure that universities are places where an expansive and pluralistic intellectual climate prevails.This is a timely and compelling intervention in a vexed but urgent public debate. For their clear-sighted diagnosis of where and how academic freedom has been eroded in our universities, and for their judicious account of what must be done to rebuild it, Suissa and Sullivan deserve a wide and attentive hearing. Since his death in 1997, Isaiah Berlin's writings have generated continual interest among scholars and educated readers, especially in regard to his ideas about liberalism, value pluralism, and "positive" and "negative" liberty. Most books on Berlin have examined his general political theory, but this volume uses a contemporary perspective to focus specifically on his ideas about freedom and liberty. Isaiah Berlin and the Politics of Freedom brings together an integrated collection of essays by noted and emerging political theorists that commemorate (...) in a critical spirit the recent 50th anniversary of Isaiah Berlin's famous lecture and essay, "Two Concepts of Liberty." The contributors use Berlin's essay as an occasion to rethink the larger politics of freedom from a twenty-first century standpoint, bringing Berlin's ideas into conversation with current political problems and perspectives rooted in postcolonial theory, feminist theory, democratic theory, and critical social theory. The editors begin by surveying the influence of Berlin's essay and the range of debates about freedom that it has inspired. Contributors' chapters then offer various analyses such as competing ways to contextualize Berlin's essay, how to reconsider Berlin's ideas in light of struggles over national self-determination, European colonialism, and racism, and how to view Berlin's controversial distinction between so-called "negative liberty" and "positive liberty." The paper examines the current debates regarding the grounding of human rights in a pluralistic, culturally diverse world. It analyses the challenges which come today from certain policies of human rights which instrumentalize them under the pretext of a “global war on terror” and redefi ne them in terms of democracy promotion and regime change, as well as those challenges which come from ideologies which question the core principles of human rights and provoke the so called “crisis of legitimization.” The (...) paper argues for the necessity of restoring the genuine meaning of human rights and of the role of citizens in striving for their implementation. At the heart of the analysis is Kant’s concept of human rights as freedom. With Kant as its backdrop, the paper shows that the claim that religious worldviews provide the only intelligible foundation, as in Nicholas Wolterstorff, faces serious challenges in a pluralistic, culturally diverse world. The paper then analyzes the non-religious philosophical concepts which seek to develop an account of human rights that does not depend upon controversial metaphysical or religious doctrines. It examines an account of human rights from the perspective of discourse ethics as developed by Karl-Otto Apel and Jürgen Habermas. It also analyses the concepts of human dignity and “emerging morality” by Arturo Roig and the “ethics of liberation” by Enrique Dussel. The analysis shows the ongoing relevance of Kant’s ideas and their recent development by the theorists of discourse ethics and of dialogical and democratic cosmopolitanism. (shrink)
