In the last two centuries, our world would have been a safer place if philosophers such as Rousseau, Marx, and Nietzsche had not given intellectual encouragement to the radical ideologies of Jacobins, Stalinists, and fascists. Maybe the world would have been better off, from the standpoint of sound practice, if philosophers had engaged in only modest, decent theory, as did John Stuart Mill. Yet, as Ronald Beiner contends, the point of theory is not to think safe thoughts; the point is (...) to open intellectual horizons. In Philosophy in a Time of Lost Spirit, Beiner reflects on the dualism of theory and practice. By the late 1920s in Europe new art directions were regarded as already completed phenomena, a part of “avant-garde tradition.” Such views were expressed by Jean Arp and El Lissitzky’s in their book Kuntismen, and by Amédée Ozenfant’s in Art. Bilan des arts modernes en France. Similar opinions were also voiced by Jan Brzękowski, a Polish poet and critic, who regarded this time as a period of “establishing certain values” rather than new breakthroughs. In this article I discuss Brzękowski’s (...) strategies as a spokesman of modern art, an intermediary between the Parisian artworld and Polish avant-garde, an author connected with constructivism, and also with surrealist circles in Paris. My main focus is his magazine “Sztuka Współczesna – L’Art Contemporain” and his series of articles “Mileages,” in which he summarizes the developments of modern art. Conscious of the “wearing up” of avant-garde ideas and critical about seeking “novelty” for its own sake, Brzękowski tried to establish a progressive position based on the idea of formal discipline and creative construction. While rejecting a mimetic conception of art, he argued for abstract artistic form that would be “anchored to the bottom of life,” thus emphasizing the interplay of abstract and figurative elements and their dialectic. This article traces the uses of zeitgeist in early nineteenth-century European political discourse. To explain the concept's explosive takeoff in the late eighteenth and early nineteenth centuries, two perspectives are combined. On the one hand, the concept is shown to be a key element in the new, “temporalized” discourses of cultural reflection emerging during this time. On the other, its pragmatic value as a linguistic tool in concrete political constellations is outlined on the basis of case studies from French, (...) British, and German political discourse. Developing this two-sided perspective, the article sheds light on an important aspect of early nineteenth-century political discourse while also pointing to some general considerations concerning the relationship between the semantic and pragmatic analysis of historical language use. A battle over the politics of time is a major part of what is at stake in the differences between three competing currents of contemporary philosophy: analytic philosophy, post-structuralist philosophy, and phenomenological philosophy. Avowed or tacit philosophies of time define representatives of each of these groups and also guard against their potential interlocutors. However, by bringing the temporal differences between these philosophical trajectories to the fore, and showing both their methodological presuppositions and their ethico-political implications, this book (...) begins a long overdue dialogue on their respective strengths and weaknesses. It argues that there are systemic temporal problems that afflict each, but especially the post-structuralist tradition and the analytic tradition. What is required is a “middle-way” that does not treat the living-present and the pragmatic temporality associated with bodily coping as an epiphenomenon to be explained away as either a transcendental illusion, or as a subjective/psychological experience that is not ultimately real. Our perception of time shapes our values and way of life; it also mediates the interaction between science and religion both of which rest fundamentally on assumptions about the nature of time. C K Raju begins with a critical exposition (...) of various time-beliefs, ranging from the earliest times through Augustine, Newton and Einstein to Stephen Hawking and current notions of chaos and time travel. He traces the role of organised religion in subverting time beliefs for its political ends. The book points out how this resulted in a facile dichotomy between 'linear' and 'cyclic' time, thereby inaugurating a confusion which, according to the author, has handicapped Western thought ever since, eventually influencing the content of science itself. Thus, this book daringly asserts that physical theory, traditionally regarded as amoral and objective, has depended on cultural beliefs about time. The author points out that time beliefs are again being manipulated today as the credibility of science is being exploited to promote a picture of time and, hence, a pattern of human behaviour which is convenient to the agenda of globalisation of culture. The linkages between modern theology and this 'brave new physics' are traced against the wider context of the so-called 'clash of civilisations', and the attempts to remake the world order. The conclusions point to the need to de-theologise time. The author challenges Einstein's understanding of relativity theory and suggests that a 'tilt in the arrow of time', or a small tendency towards cyclicity, will help repair the prevalent confusion about time. A 'tilt' also enables a physics that permits both memory and creativity, so that purpose and spontaneous growth of order are returned to human life. The book ends with a vision of Man as Creator, surprising God. Extensive research in physics, the history of science, comparative religions, and sociology lend weight to the important and challenging conclusions reached by the author. Time is money. According to E.P. Thompson, this saying lies at the core of the logic of capitalism. And yet, in the vast literature on state-capital relations, the strategic value of time has remained relatively neglected compared to rent distribution and monetary exchanges. Elaborating on the recruitment of migrants by employers and their intermediaries in Mauritius, this article explores the role of bureaucratic time and delays in businesses’ access to the fundamental resource for economic accumulation: labour. It (...) reveals a bifurcated bureaucratic pathway, a two-speed logic in the Mauritian bureaucracy of migration. On one side is the lengthy and unpredictable process of administering the authorisations to recruit foreign workers; on the other appear what I term the “shortcuts through the red tape”, the exemptions to the bureaucratic procedures and delays that benefit politically connected actors. From ‘connecting the dots’ and finding ‘the needle in the haystack’ to predictive policing and data mining for counterinsurgency, security professionals have increasingly adopted the language and methods of computing for the purposes of prediction. Digital devices and big data appear to offer answers to a wide array of problems of (in)security by promising insights into unknown futures. This article investigates the transformation of prediction today by placing it within governmental apparatuses of discipline, biopower and big data. Unlike disciplinary and (...) biopolitical governmentality, we argue that prediction with big data is underpinned by the production of a different time/space of ‘between-ness’. The digital mode of prediction with big data reconfigures how we are governed today, which we illustrate through an analysis of how predictive policing actualizes between-ness as hotspots and near-real-time decisions. He was trained in scholastic theology and philosophy at Paris, and his writings are invaluable for summarizing many of the metaphysical speculations of his time. The social sciences playa variety of multifaceted roles in the policymaking process. So varied are these roles, indeed, that it is futile to talk in the singular about the use of social science in policymaking, as if there were one constant relationship between two fixed and stable entities. Instead, to address this issue sensibly one must talk in the plural about uses of dif ferent modes of social scientific inquiry for different kinds of policies under various circumstances. In some cases, (...) the influence of social scientific research is direct and tangible, and the connection between the find ings and the policy is easy to see. In other cases, perhaps most, its influence is indirect-one small piece in a larger mosaic of politics, bargaining, and compromise. Occasionally the findings of social scientific studies are explicitly drawn upon by policymakers in the formation, implementation, or evaluation of particular policies. More often, the categories and theoretical models of social science provide a general background orientation within which policymakers concep tualize problems and frame policy options. At times, the in fluence of social scientific work is cognitive and informational in nature; in other instances, policymakers use social science primarily for symbolic and political purposes in order to le gitimate preestablished goals and strategies. This paper enquires into the politics of real-time in online media. It suggests that real-time cannot be accounted for as a universal temporal frame in which events happen, but explores the making of real-time from a device perspective focusing on the temporalities of platforms. Based on an empirical study exploring the pace at which various online media produce new content, we trace the different rhythms, patterns or tempos created by the interplay of devices, users’ web activities (...) and issues. What emerges are distinct forms of ‘realtimeness’ which are not external from but specific to devices, organized through socio-technical arrangements and practices of use. Realtimeness thus unflattens more general accounts of the real-time web and research, and draws attention to the agencies built into specific platform temporalities and the political economies of making real-time. This paper seeks to bring a time perspective to the discourses of globalization and development. It first connects prominent recent gender-neutral discourses of globalization with highly gendered analyses of development, bringing together institutional—structural analyses with contextual and experiential data. It places alongside each other ‘First World’ perspectives and analyses of the changing conditions of people in the ‘developing’ world who are at the receiving end of globalized markets, and the international politics of aid. To date, neither of these (...) fields of expertise has made explicit the underpinning time politics of globalization. Naturalized as status quo and global norm these temporal relations form the deep structure of globalization and its neo-colonialist agenda. The paper uses feminist epistemology to explicate the taken-for-granted time politics of globalization and time-based ontology to render visible the gender politics of globalization. The combined conceptual force makes connections where few exist at present, maps complex processes and traces naturalized relations. It offers not a new or better theory of… but an approach to globalization that makes transparent hitherto opaque relations of power and it identifies openings for change, resistance and alternative political practice. In recent years, there has been an increased attention to temporality in political theory, and such attention is sorely needed. For too long political theory, with the exception of occasional phenomenological forays, has remained grounded in a particular experience of time as linear and sequential. This book aims to unsettle the dominant framework by putting time itself, and the experience of time in everyday life, at the center of its critical analysis. Smita Rahman focuses on the experience (...) of time as one where past, present, and future intermingle with each other and refuse to adhere to a sequential structure. Rather than trying to tame the flux of time, this book places this "out of joint" experience of time at the center of its analysis of global politics. Rahman takes the highly abstract concept of time and decenters it to speak to a wide range of political issues across disciplines by exposing the cultural construction of the foundational concept of time in political theory and attending closely to the challenges of cultural incommensurability that it encounters in a globalized world of difference. Specifically, the book looks at interrogation practices in Afghanistan, the challenges of coping with the burdens of collective memory in Algeria, South Africa, and Rwanda, the difficulty of uncritically applying such a framework to the Muslim world through the language of secularism, and finally at the beginnings of democratic emergence in Bangladesh to explore a politics of contingency. A substantial expansion of migration and labor mobility in the rich industrial countries currently seems outside the Overton window, the range of acceptable political discourse. If anything, the general political mood seems to favor even greater restrictiveness of immigration. I argue that five trends that are already well underway could, within a decade or less, bring much larger flows of migrants and labor mobility—including a major expansion of time-limited labor mobility—squarely onto the domestic political agenda in rich industrial countries.

This essay contributes to scholarly discussions on the affective politics of demagoguery, especially in relation to the rhetoric of white victimhood and resentment, by exploring how civics education could formulate an anti-demagogic pedagogical response. Contemporary understandings of demagoguery as a rhetoric that emphasizes in-group identity and frames solutions as a matter of punishing an out-group, while also converting the shared vulnerability of life into an affective politics of white victimhood, create a new urgency to reconsider how civics education (...) may help students identify and interrogate demagoguery. This essay discusses potential risks in pedagogical efforts of civics education to confront demagoguery and examines ways out of these pedagogical missteps. This article makes a contribution to interface criticism through the notion of chrono-design: the deliberate shaping of experiences of temporality and time through contemporary software techniques and digital technologies. This notion is articulated through discussions of network optimisation, user experience design, behavioural tracking, Hansen’s work on 21st-century media and Hayles’ framework of cognitive assemblages. In particular, the argument considers how contemporary user interfaces complicate conventional notions of the rational, self-reflexive subject by operating beyond consciousness at vast environmental dimensions and (...) accelerated micro-temporal speeds. These conditions, we argue, provide opportunities for new forms of behavioural suspense and captivation best exemplified through the figure of the trap. The politics and aesthetics of captivation, accordingly, should be considered as central to any expanded ecology of cognition. The article then concludes with a short demonstration of experimental uses of chrono-design methods applied critically to political economies of user tracking and data capture as a prompt for further interdisciplinary applied research in this domain. This article builds on feminist scholarship on new biologies and the body to describe the temporal politics of epigenetic research related to the human placenta. Drawing on interviews with scientists and observations at conferences and in laboratories, we argue that epigenetic research simultaneously positions placenta tissue as a way back into maternal and fetal bodies following birth, as a lens onto children’s future well-being, and as a bankable resource for ongoing research. Our findings reflect how developmental models of health (...) have helped recast the placenta as an agential organ that is uniquely responsive to environments during pregnancy and capable of embodying biological evidence about the effects of in utero experiences after birth. We develop the concept of ‘recursive embodiment’ to describe how placenta epigenetics is reimagining relationships between bodies and environments across developmental, epigenetic, and generational time, and the impacts this has for experiences of pregnancy and responsibilities related to children’s health.
