We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. I introduce and argue for a Priority Principle, according to which we exemplify certain of our mental properties in the primary or non-derivative sense. I then apply this principle to several debates in the metaphysics and philosophy of mind.

Grounded in what Alan Wertheimer terms the nonworseness claim, it is thought by some philosophers that what will be referred to herein as better-than-permissible acts —acts that, if undertaken, would make another or others better off than they would be were an alternative but morally permissible act to be undertaken—are necessarily morally permissible. What, other than a bout of irrationality, it may be thought, would lead one to hold that an act (such as outsourcing production to a sweatshop in a (...) developing country) that produces more benefits for others than an act that is itself morally permissible (such as not doing business in the developing country at all) with respect to those same others, is not morally permissible? In this article, I argue that each of the two groups of philosophers that are most likely to accept the nonworseness claim—consequentialists and non-consequentialists—have reason to reject it, and thereby also have reason to reject the belief that better-than-permissible acts are necessarily morally permissible. There has been an exponential growth in research examining the neurological basis of human cognition and learning. Little is known, however, about the extent to which sports coaches are aware of these advances. Consequently, the aim of the present study was to examine the prevalence of pseudoscientific ideas among British and Irish sports coaches. In total, 545 coaches from the United Kingdom and Ireland completed a measure that included questions about how evidence-based theories of the brain might enhance coaching and (...) learning, how they were exposed to these different theories, and their awareness of neuromyths. Results revealed that the coaches believed that an enhanced understanding of the brain helped with their planning and delivery of sports sessions. Goal-setting was the most frequently used strategy. Interestingly, 41.6% of the coaches agreed with statements that promoted neuromyths. The most prevalent neuromyth was “individuals learn better when they receive information in their preferred learning style (e.g., auditory, visual, or kinesthetic)”, which 62% of coaches believed. It is apparent that a relatively large percentage of coaches base aspects of their coaching practice on neuromyths and other pseudoscientific ideas. Strategies for addressing this situation are briefly discussed and include changing the content of coach education programs. (shrink)

International agencies have contributed significantly to the promotion of capital-intensive fisheries development programs in many Third World nations. Activities of both bilateral and multilateral development assistance agencies are examined and shown to have certain common features, notably production-oriented programs typified by the introduction of powerful new fishing technologies, and the promotion of fishery exports as a means of increasing foreign exchange earnings. The argument is advanced that these programs have been largely detrimental to the best interests of recipient nations because (...) they have ignored both resource limitations and the distributional consequences of such development.Fisheries development programs in the Third World are seen as being shaped by a convergence of institutional and class interests between national and international agencies. The perspective of political economy is used to examine these interests and explain their relation to policy outcomes. Evidence is presented to show that international agencies have contributed to dualistic patterns of industry growth which have skewed development benefits towards a narrow urban elite. Rural small-scale fishers have been increasingly marginalized as a result of their inability to compete over a limited and, in some cases, depleted resource.Fisheries development and resource management need to be seen as complementary aspects of a single process rather than as separate activities. Central to fisheries management is the question of resource allocation between competing users. Suggestions are offered by which international development agencies can play an important role in encouraging resource use patterns which are both biologically sustainable and socially just. As an alternative to universalism and particularism, Intermedialities: Philosophy, Arts, Politics proposes "intermedialities" as a new model of social relations and intercultural dialogue. The concept of "intermedialities" stresses the necessity of situating debates concerning social relations in the divergent contexts of new media and avant-garde artistic practices as well as feminist, political, and philosophical analyses.

While some believe that the principle of double effect provides sound ethical guidance, others believe that it does not and have leveled various types of argument against it. One type of argument leveled against it proceeds by applying it to hypothetical “closeness” cases. This objection seeks to show that in such cases the principle permits what patently should not be permitted, and thus is unacceptable because it is too permissive. In this essay, I critically evaluate an argument of this type (...) developed by Alexander R. Pruss. Central to my strategy is to develop and defend a distinction between two kinds of means. I refer to them as closed-ended and open-ended means. I argue that once what is intended is understood in light of this distinction, the principle does not permit what patently should not be permitted, and thus need not be seen as being too permissive. What grounds the moral significance of the intend/foresee distinction? To put the question another way, what reason do we have for believing that moral absolutes apply with respect to intended effects, but not foreseeable but unintended (bad) effects? Joseph Boyle has provided an answer that relies on the idea that persons can find themselves in situations of “moral impossibility”—situations in which every available option foreseeably will give rise to bad effects. However, Robert Anderson has put Boyle’s answer into question by (...) arguing, in essence, as follows: the choice to do nothing gives rise to no effects at all; one can always simply choose to do nothing; therefore, it is not the case that situations of moral impossibility obtain. In response, Boyle has argued that Anderson’s conception of the effects of the choice to do nothing is implausible and, further, that the choice to do nothing gives rise to effects just as do other choices. This study examined whether the stability of highly relevant animate and inanimate information predicted encoding. Participants viewed audiovisual media and completed a change detection task of screenshots taken from the viewing session. The screenshots were either left as originally viewed or a factor was altered. The factors were all motivationally and story relevant. Half were part of an animal and half were part of other environmental information. This was crossed with whether the information was stable or fleeting in the scene. (...) Changes to animals were more recognized than inanimate information. Changes to fleeting inanimate information were better recognized than changes to stable inanimate information. These findings indicate potential for relevant change in environmental threat and opportunity is adaptively significant and likely to increase attention and encoding across animate and inanimate categories of information. The lectionary is a valuable resource for preaching, but it can encumber it. All depends on the pastor, who is the pivot between the Scriptures and the community whose identity is defined and sustained by those Scriptures.

I aim to illuminate foundational epistemological issues by reflecting on 'epistemic consequentialism'—the epistemic analogue of ethical consequentialism. Epistemic consequentialism employs a concept of cognitive value playing a role in epistemic norms governing belief-like states that is analogous to the role goodness plays in act-governing moral norms. A distinction between 'direct' and 'indirect' versions of epistemic consequentialism is held to be as important as the familiar ethical distinction on which it is based. These versions are illustrated, respectively, by cognitive decision-theory and (...) reliabilism. Cognitive decision-theory is defended, and various conceptual issues concerning it explored. A simple dilemma suggests that epistemic consequentialism has radical consequences. (shrink)

It’s often claimed that some people—fundamentalists or fanatics—are indeed sealed off from rational criticism. And every month new pop psychology books appear, describing the dumb ways ordinary people make decisions, as revealed by psychological experiments. The conclusion is that all or most people are fundamentally irrational. -/- Ray Scott Percival sets out to demolish the whole notion of the closed mind and of human irrationality. There is a difference between making mistakes and being irrational. Though humans are prone to (...) mistakes, they remain rational. In fact, making mistakes is a sign of rationality: a totally non-rational entity could not make a mistake. -/- Rationality does not mean absence of error; it means the possibility of correcting error in the light of criticism. In this sense, all human beliefs are rational: they are all vulnerable to being abandoned when shown to be faulty. -/- Percival agrees that people cling stubbornly to their beliefs, but he maintains, first, that not being too ready to abandon one’s beliefs is rational, and second, that people do not cling to their beliefs indefinitely or “come what may.” The illusion that they do can be dispelled by examining what really goes on in the formation and abandonment of beliefs, and here we need to observe the high rate of turnover in membership of ideological movements, as well as their numerous splits and schisms. -/- Percival examines and refutes the arguments of writers who have upheld the Irrationality or Closed Mind thesis, including Raymond Boudon, Serge Chakotin, Richard Dawkins, Jon Elster, Ernest Gellner, Adolf Hitler, Leszek Kolakowski, Walter Laqueur, Gustav Le Bon, Karl Popper, and Max Weber. -/- A key aspect of Percival’s approach is to identify “the persuader’s predicament,” the situational logic of the propagandist. Percival contends that a propagandist is faced with a trade-off between his message being closed to criticism and the message reaching and converting as many people as possible. It is possible to make a belief system more closed to criticism, but only by limiting the wide dissemination of the system. Percival illustrates the way belief systems adapt to criticism by an examination of two ideologies, Marxism and Freudianism, and by various examples drawn from the history of religion. (shrink)

Empathy is a form of emotionally charged imaginative perspective‐taking. It is also the unique source of a particular form of understanding, which I will call humane understanding. Humane understanding consists in the direct apprehension of the intelligibility of others’ emotions. This apprehension is an epistemic good whose ethical significance is multifarious. In this paper, I focus on elaborating the sense in which humane understanding of others is non‐instrumentally valuable to its recipients. People have a complex but profound need to be (...) humanely understood. Because we respond to others’ very real need when we pursue this sort of understanding of their emotions, empathy is best understood as itself a way of caring, rather than just a means to promote other caring behavior. Originally published in 1940, this book contains an expanded English translation of Books 8 and 9 of Aristotle's Nicomachean Ethics. These two books are devoted to a discussion on the nature of friendship and the role it played in Greek life, and Percival supplies an introduction with a background to the subject of ancient friendship prior to Aristotle's formulation. This book will be of value to anyone with an interest in ancient friendship or the philosophy of Aristotle.

Digital artifacts — humanly-constructed items that inhabit our computers and networks — suffer an unfortunate reputation as being virtual and therefore unreal, and all too easy to reproduce on the cheap. These features together prompt the question of this article: if digital artifacts can be reproduced for free, and if they are unreal, why do they have economic value at all? Using a focal case study of bitcoin — the most unreal digital artifact of them all, and one that has (...) been copied and pasted a thousand times over — I answer the question. Some digital artifacts can't be copied on the cheap, as it turns out, and they are real enough to be useful. (shrink)

It is one thing for a scientist to speak a language in which he can conduct and communicate his investigations, another for him to possess a reflective understanding enabling him to explain the nature and workings of that language. Many who have sought such an understanding have held that the concepts of “meaning,” “reference,” and “theoretical term” play a crucial role in developing it. But others — instrumentalist skeptics about reference, Quinean skeptics about meaning, and skeptics about the theory/observation distinction (...) — have denied this. (shrink)

Although many researchers theorize that primitive numerosity processing abilities may lay the foundation for whole number concepts, other classes of numbers, like fractions, are sometimes assumed to be inaccessible to primitive architectures. This research presents evidence that the automatic processing of nonsymbolic magnitudes affects processing of symbolic fractions. Participants completed modified Stroop tasks in which they selected the larger of two symbolic fractions while the ratios of the fonts in which the fractions were printed and the overall sizes of the (...) compared fractions were manipulated as irrelevant dimensions. Participants were slower and less accurate when nonsymbolic dimensions of printed fractions were incongruent with the symbolic comparison decision. Results indicated a robust basic sensitivity to nonsymbolic ratios that exceeds prior conceptions about the accessibility of fraction values. Results also indicated a congruity effect for overall fraction size, contrary to findings of prior research. These findings have implications for extending theory about the nature of human number sense and mathematical cognition more generally. (shrink)

Paul Krugman and others deny that bitcoin has legitimate uses. Critics like Krugman also fail to distinguish bitcoin from other cryptocurrencies. But once we isolate bitcoin from the rest of the field, we see how special, and how useful, it is. In this chapter, we explain why bitcoin is unique among cryptocurrencies as a credibly neutral monetary asset and why this is important. Its uniqueness doesn’t owe entirely to its age (as the oldest) or market ranking (as the most valuable). (...) As a credibly neutral monetary asset, bitcoin solves problems for those in less than ideal circumstances. And beyond bitcoin’s functionality, its origin and surrounding culture also help to explain why people trust bitcoin more than any other cryptocurrency to solve these problems. Nothing else comes close. This gap between bitcoin and everything else has implications for policy-making, journalism, and academic research. (shrink)

A physician and medical reformer enthused by the scientific and cultural progress of the Enlightenment as it took hold in Britain, Thomas Percival wrote on many topics, including public health and demography. His volume on medical ethics is considered the first modern formulation, and it and several of his other works are reissued in this series. This short book of improving tales, first published in 1777, and revised and enlarged in 1779, was originally written for his own children, and, (...) as he says, the articles 'are placed in the order in which they were written … as leisure allowed, or as the subjects of them were suggested'. The little stories contain lessons on obedience to parents, family affection, and kindness to animals, among many other examples of moral instruction. Percival refers to the book as 'Part the First', but a further collection seems never to have been published. (shrink)

It combines previously published ideas about charging people the costs of their political actions and selling insurance against unfavorable political outcomes, with new ideas about competing legislatures and incentives for generating efficient political outcomes. The book includes new are discussed, as well as a proposed constitution and its rationale.
