Public-private partnerships are established to specifically harness the potential of Big Data in healthcare and can include partners working across the data chain—producing health data, analysing data, using research results or creating value from data. This domain paper will illustrate the challenges that arise when partners from the public and private sector collaborate to share, analyse and use biomedical Big Data. We discuss three specific challenges for PPPs: working within the social licence, public antipathy to the commercialisation of public sector (...) health data, and questions of ownership, both of the data and any resulting intellectual property or products. As a specific example we consider the case of the UK National Health Service providing patient data to Google’s DeepMind AI program to develop a diagnostic app for kidney disease. This article is an application of the framework presented in this issue of ABR. Please refer to that article for more information on how this framework is to be used, including a full explanation of the key values involved and the balancing approach used in the case study at the end. We use four specific values to help analysis these issues: public benefit, stewardship, transparency and engagement. Great technological advances in such areas as computer science, artificial intelligence, and robotics have brought the advent of artificially intelligent robots within our reach within the next century. Against this background, the interdisciplinary field of machine ethics is concerned with the vital issue of making robots “ethical” and examining the moral status of autonomous robots that are capable of moral reasoning and decision-making. The existence of such robots will deeply reshape our socio-political life. This paper focuses on whether such highly (...) advanced yet artificially intelligent beings will deserve moral protection once they become capable of moral reasoning and decision-making. I argue that we are obligated to grant them moral rights once they have become full ethical agents, i.e., subjects of morality. I present four related arguments in support of this claim and thereafter examine four main objections to the idea of ascribing moral rights to artificial intelligent robots. (shrink)

This paper examines the ethical pitfalls and challenges that non-ethicists, such as researchers and programmers in the fields of computer science, artificial intelligence and robotics, face when building moral machines. Whether ethics is “computable” depends on how programmers understand ethics in the first place and on the adequacy of their understanding of the ethical problems and methodological challenges in these fields. Researchers and programmers face at least two types of problems due to their general lack of ethical knowledge or expertise. (...) The first type is so-called rookie mistakes, which could be addressed by providing these people with the necessary ethical knowledge. The second, more difficult methodological issue concerns areas of peer disagreement in ethics, where no easy solutions are currently available. This paper examines several existing approaches to highlight the ethical pitfalls and challenges involved. Familiarity with these and similar problems can help programmers to avoid pitfalls and build better moral machines. The paper concludes that ethical decisions regarding moral robots should be based on avoiding what is immoral in combination with a pluralistic ethical method of solving moral problems, rather than relying on a particular ethical approach, so as to avoid a normative bias. Being Indigenous and operating in an institution such as a university places us in a complex position. The premise of decolonizing history, literature, curriculum, and thought in general creates a tenuous space for Indigenous and non-Indigenous peoples to confront a shared colonial condition. What does decolonization mean for Indigenous peoples? Is decolonization an implied promise to squash the tropes of coloniality? Or is it a way for non-Indigenous people to create another paradigm or site for their own resistance or transgression (...) of thinking? What are the roles of Indigenous and non-Indigenous peoples in this space of educational potential, this curriculum called decolonization? This article presents a multi-vocal reflection on these and related questions. (shrink)

There is a bias in neuroscience toward localizing and modularizing brain functions. Single cell recording, imaging studies, and the study of neurological deficits all feed into the Gallian view that different brain areas do different things and the things being done are confined to particular processing streams. At the same time, there is a growing sentiment that brains probably don’t work like that after all; it is better to conceive of them as fundamentally distributed units, multi‐tasking at every level. This (...) sentiment, however, is much less congenial to the tried‐and‐true experimental protocols available today and to theorizing about the brain in general. This essay examines the tension between current experimental methods and large-scale views of the brain. We argue that this disconnection between experiment and what really are guiding theoretical metaphors seriously impedes progress in neuroscience. (shrink)

The s, p, d and f blocks of the elements, as delimited by Charles Janet in 1928, can be represented as parallel slices of a regular tetrahedron. They also fit neatly on to the surface of a sphere. The reasons for this are discussed and the possible objections examined. An attempt is made to see whether there are philosophical implications of this unexpected geometrical regularity. A new tetrahedral design in transparent plastic is presented.

In this article, I argue that Paulo Freire’s liberatory conception of education is interesting, challenging, even transforming because central to it are important aspects of education which other philosophers marginalise. I also argue that Freire’s critics are right when they claim that he paid insufficient attention to another important aspect of education. Finally, I argue for a conception of education which takes account of the strengths and at the same time overcomes the limitations of Freire’s liberatory conception.

Religion is universal human culture. No phenomenon is more widely shared or more intensely studied, yet there is no agreement on what religion is. Now, in Faces in the Clouds, anthropologist Stewart Guthrie provides a provocative definition of religion in a bold and persuasive new theory. Guthrie says religion can best be understood as systematic anthropomorphism--that is, the attribution of human characteristics to nonhuman things and events. Many writers see anthropomorphism as common or even universal in religion, but few (...) think it is central. To Guthrie, however, it is fundamental. Religion, he writes, consists of seeing the world as humanlike. As Guthrie shows, people find a wide range of humanlike beings plausible: Gods, spirits, abominable snowmen, HAL the computer, Chiquita Banana. We find messages in random events such as earthquakes, weather, and traffic accidents. We say a fire "rages," a storm "wreaks vengeance," and waters "lie still." Guthrie says that our tendency to find human characteristics in the nonhuman world stems from a deep-seated perceptual strategy: in the face of pervasive uncertainty about what we see, we bet on the most meaningful interpretation we can. If we are in the woods and see a dark shape that might be a bear or a boulder, for example, it is good policy to think it is a bear. If we are mistaken, we lose little, and if we are right, we gain much. So, Guthrie writes, in scanning the world we always look for what most concerns us--livings things, and especially, human ones. Even animals watch for human attributes, as when birds avoid scarecrows. In short, we all follow the principle--better safe than sorry. Marshalling a wealth of evidence from anthropology, cognitive science, philosophy, theology, advertising, literature, art, and animal behavior, Guthrie offers a fascinating array of examples to show how this perceptual strategy pervades secular life and how it characterizes religious experience. Domestic activities, involving productive and reproductive spheres, are mainly performed by women, requiring a great amount of knowledge and skills that are poorly represented in the literature and often undervalued in the society. Women’s role in the food system was investigated in Lacanjá Chansayab, Mexico, a village inhabited by ~ 400 Lacandon Maya people. This research included participant observation for three months in the community and semi-structured interviews with 10 cis-women and 5 cis-men documenting their recipes, the relationships that are (...) developed along their work in the food systems and actions for the restoration of traditional food. Women’s roles in food systems are central; they have an intricate knowledge of their environment and have principal roles in producing, obtaining, and transforming biodiversity into diverse meals within the kitchenspace. But they do more than producing, collecting, and mixing of ingredients. Their role in the food systems creates different types of relationships; the kitchenspace is a source of empowerment, traditional food is crucial for maintaining biocultural memory, and for establishing relationships with other-than-human beings. However, serving traditional foods is also a potential source for discrimination against their families even from members of their own community. It was recognized by participants that traditional food system is a medium for biocultural restoration in their community. Dignifying women’s work, views, techniques, and knowledge in traditional food systems is critical for food sovereignty, social justice, and biocultural restoration. (shrink)

It verges on the platitudinous to say that Wittgenstein's own treatment of the question of a private language has been almost lost to view under mountains of commentary in the last twenty years—so much so, that no one with a concern for his own health would try to arrive at a verdict on the question by first mastering the available discussion. But a general acquaintance with the commentaries indicates that opinion on the matter can be roughly divided into two categories: (...) that of the Old Orthodoxy , most recently represented by Robert Fogelin in his book Wittgenstein ; and that of what may be termed the New Guardians of the Wittgenstein Tradition, apparently based in Oxford and headed by Anthony Kenny, who in his book Wittgenstein has proposed a new account of the argument of Philosophical Investigations §§256–271. To achieve effective stakeholder governance in the context of international social accountability certification requires constructing a network of agreement. In a case study of a small-to-medium-sized enterprise, we examine managers’ attempts at enrolling participants in the supply chain to investigate how they strive to engage these stakeholders. We adopt actor-network theory and sensemaking theory to develop a novel approach to understanding social accountability standards’ certification in stakeholder networks. We argue that the design and operation of any SA standard across a (...) network requires not only attempts at enrolling other participants in the supply chain but management contextualizing and problematizing the terms of their involvement. In the overwhelmingly public world of the twentieth century, science often seems simultaneously remote and ubiquitous. There are many complex reasons for this, of course, not the least being the capacity of technology for material transformation and the apparent inability of scientific discourse to communicate its practice to the unanointed. In some ways, our current predicament appears similar to that of the late eighteenth century when so many promises had already been made of what natural philosophy might accomplish, and when (...) many clamoured for access to the power of natural philosophical practice. At that point, on the verge of the stunning dislocations of the industrial revolution, many of the literate and mechanical public took considerable steps to bridge the gap otherwise policed by social distinction. Many preventive intervention studies with adolescents address high-risk behaviors such as drug and alcohol use, and unprotected sex. Randomized controlled trials (RCT) are the gold standard methodology used to test the effectiveness of these behavioral interventions. Interventions outside the rigidly described protocol are prohibited. However, there are ethical challenges to implementing inflexible intervention protocols, especially when the target population is young, experiences many stressful events, and lives in a resource-poor environment. Teens who are at high risk for substance use or (...) sexual risk behaviors tend to be at risk for other problems such as exposure to violence, sexual and physical abuse, depression, and homelessness. How should investigators deal with the psychological and social needs of teenagers in prevention programs in an ethically appropriate way and at the same time preserve the validity of RCT results? We have identified program characteristics, participant characteristics, interaction with parents, and problems with adolescents not in the study as sources of ethical dilemmas in RCT with at-risk adolescents. As a result of our experience, we recommend that every behavioral intervention study develop an ethics protocol, which should include rules for providing help to participants, has contact information for experts to provide guidance, and an emergency procedure for dealing with life threatening situations. In addition, studies should have a resource manual, train research staff in these ethical issues, and work with a data safety and monitoring board or ethics committee. (shrink)

According to scholars of masculinity studies, manhood is won or lost through the performance of gender-based expectations. In any given culture, masculinities exist in hierarchal relationships. The author of the book of Acts shows Peter demonstrating elite masculine performances in the narrative of Acts. Through Peter’s self-control, and the lack of self-control on the part of those who oppose him, his persuasive, public speech and his ability to control others in the text, Peter exhibits a masculinity that contradicts early portraits (...) of Peter found in 1 Corinthians and the gospels of Matthew, Mark and John. Peter is not overcome by other people in Acts, and he demonstrates a masculinity that is complicit with the types of masculinities prized by the Romans and often considered out of the reach of foreigners.
