The conference and the volume are dedicated to the memory of professor Mario Tourasse Teixeira, an educator and researcher who contributed to the formation of several generations of Brazilian logicians. Contributions were made from leading Brazilian logicians and their Latin-American and European colleagues. All papers were selected by a careful refereeing processs (...) and were revised and updated by their authors for publication in this volume. There are three sections: Advances in Logic, Advances in Theoretical Computer Science, and Advances in Philosophical Logic. Provability, Computability and Reflection.

For Latin American philosophers, the quality of their own philosophy is a recurrent issue. Why hasn’t it produced any internationally recognized figure, tradition, or movement? Why is it mostly unknown inside and outside Latin America? Although skeptical answers to these questions are not new, they have recently shifted to some critical-thinking competences and dispositions deemed necessary for successful philosophical theorizing. Latin American philosophers are said to lack, for example, originality in problem-solving, problem-making, argumentation, and to (...) some extent, interpretation. Or does the problem arise from their vices of “arrogant reasoning?” On my view, all of these answers are incomplete, and some even self-defeating. Yet they cast some light on complex, critical-thinking virtues and vices that play a significant role in philosophical thinking. (shrink)

Omar Rivera’s Delimitations of Latin American Philosophy: Beyond Redemption is an important contribution to the interpretation of central figures and questions of the Latin American philosophical tradition, particularly Peruvian Marxist José Carlos Mariátegui and questions of identity and liberation. Rivera establishes productive dialogues between foundational figures such as Simón Bolívar, José Martí, and Mariátegui and decolonial thinkers like María Lugones, Aníbal Quijano, and Gloria Anzaldúa to posit delimitations of Latin American philosophy that might allow (...) it to move beyond redemptive logics that essentialize identities and reinscribe oppressions in narratives of liberation. In order to develop a better understanding of cultural feelings as well as appreciate the natural, the rhythmic and the vital in the Latin American context, I propose that we follow the ontological sentipensar. This article explores the implications of the emerging new players in the global arena of telenovelas. Latin American telenovelas have had phenomenal success in the post-communist countries of Eastern Europe. There has been an effort to localize the genre of telenovelas in some of those countries. The Croatian case emerges as a specific example because of its recent trend in the domestic production of telenovelas. Studying the political-economic aspect of this imported genre by examining debates surrounding the domestically (...) produced Villa Maria could help us understand some of the logic of the global media flow. Given the commercial development of broadcasting and the subsequent rise of U.S.- and Latin American-produced fiction, this article is an analysis of the political-economic and globalization debates that emerged in the Croatian press around domestically produced telenovela Villa Maria. In this exciting new study, Eugene Gogol interweaves three strands that form the intellectual bedrock for the concept of the Other in the Latin American context: Hegel's dialectic of negativity, Marx's humanism, and autochthonal emancipatory thought. What could be more certain than the fact that 2 plus 2 equals 4? Since the time of the ancient Greeks mathematicians have believed there is little---if anything---as unequivocal as a proved theorem. In fact, mathematical statements that can be proved true have often been regarded as a more solid foundation for a system of thought than any maxim about morals or even physical objects. The 17th-century German mathematician and philosopher Gottfried Wilhelm Leibniz even envisioned a ``calculus'' of reasoning such (...) that all disputes could one day be settled with the words ``Gentlemen, let us compute!'' By the beginning of this century symbolic logic had progressed to such an extent that the German mathematician David Hilbert declared that all mathematical questions are in principle decidable, and he confidently set out to codify once and for all the methods of mathematical reasoning. In this historical article, Newton da Costa discusses Francisco Miró Quesada’s philosophical ideas about logic. He discusses the topics of reason, logic, and action in Miró Quesada’s work, and in the final section he offers his critical view. In particular, he disagrees with Miró Quesada’s stance on the historicity of reason, for whom “reason is essentially absolute”, whereas for da Costa it “is being constructed in the course of history”. This is the ASL report on the 7th Latin American Symposium on Mathematical Logic held in Campinas, SP, Brazil, from July 29- August 02, 1985.

This study revisits the debate on trade reform in Latin America, focusing specifically on what combinations of conditions were necessary and sufficient for very rapid trade liberalization. It departs significantly from two types of studies that have been previously used to examine Latin American trade reform: those using large samples and linear statistics to test the mean effects of variables on levels of trade protection and those isolating necessary conditions for rapid reform but using a small number (...) of case studies. Using fuzzy-set qualitative comparative analysis and short case studies, the study considers trade policy in sixty-one administrations. It finds that a key motivating factor for rapid trade opening is potential resistance from protected industry; it further identifies several other important enabling conditions, such as hyperinflation, devaluation, and an unconstrained executive. In combination, these enabling conditions are sufficient to account for a high percentage of rapid reform episodes. (shrink)

The mixture of political, social, cultural and economic environments in Latin America, together with the enormous diversity in climates, natural habitats and biological resources the continent offers, make the ethical assessment of agricultural policies extremely difficult. Yet the experience gained while addressing the contemporary challenges the region faces, such as rapid urbanization, loss of culinary and crop diversity, extreme inequality, disappearing farming styles, water and land grabs, malnutrition and the restoration of the rule of law and social peace, can (...) be of great value to other regions in similar latitudes, development processes and social problems. This chapter will provide a brief overview of these challenges from the perspective of a continent that is exposed to the consequences of extreme inequality in multiple dimensions and conclude by arguing for the need to have a continuous South-South dialogue on the challenges of establishing socially and environmentally sustainable food systems. This is the book of abstracts of the 19th Brazilian Logic Conferences. The Brazilian Logic Conferences (EBL) is one of the most traditional logic conferences in South America. Organized by the Brazilian Logic Society (SBL), its main goal is to promote the dissemination of research in logic in a broad sense. It has been occurring since 1979, congregating logicians of different fields — mostly philosophy, mathematics and computer science — and with different backgrounds — from (...) undergraduate students to senior researchers. The meeting is an important moment for the Brazilian and South American logical community to join together and discuss recent developments of the field. The areas of logic covered in the conference spread over foundations and philosophy of science, analytic philosophy, philosophy and history of logic, mathematics, computer science, informatics, linguistics and artificial intelligence. In this article, I offer a preposterous history of Antigone’s adaptations that contrasts Sophocles’ classical tragedy with Jean Anouilh’s Euromodern melodrama and Ariel Dorfman, Patricia Nieto, and Sara Uribe’s postmodern Antigones in Latin America. I offer that history to understand a significant change in sovereign power when the state takes hold of the socially dead rather than living body. Here, I argue, we need to move from the theory of biopolitics to the theory of necropolitics to further explain the (...) role that slavery and its aftermath play in the radicalization of state violence under contemporary neoliberalism. I thus contrast the ancient violence inflicted in the publicly desecrated corpse of Polyneices with the Euromodern violence that misidentifies Polyneices and the postmodern violence that instead disappears not one but many Polyneices. This explains why enforced disappearances figure so prominently among postmodern Latin American Antigones, a form of violence that I trace back to the settler colonial logic of elimination whereby settlers claim nativity to the territory by means of erasing its prior inhabitants. Citizens of different regions simultaneously created new nation states and established republican systems of government. This occurred at a time when the very meaning of the notions of "nation" and "republic" remained ill-defined. In such a context, a number of debates (...) naturally emerged regarding the tenets of modern politics, and the kind of dilemmas and problems contained therein.Yet the assessment of the historical relevance of these disputes has been precluded by the teleological assumptions which have informed traditional approaches in the history of ideas. These assumptions have led historians to interpret these disputes as mere expressions of local prejudices that prevented the correct understanding of the true meaning of the modern liberal concept of representative democracy. According to this traditional view, the concerns of Latin American commentators were seen as "deviations" from the rational path of conceptual development and understanding. It was necessary to undermine this traditional teleological prejudice before the debates around these notions produced in Latin America in the nineteenth century could reveal their historical significance and become matters for systematic analysis. The rise of a "new intellectual history," insofar as it has [End Page 593] questioned the assumed rationality and logical consistency of the putative models and disclosed the contingent nature of their foundations, has opened the door to an entirely new universe of problems and issues for scholarly research in the field of Latin American politico-intellectual history.The great wave of new studies on the crisis of the Spanish and Portuguese empires and the emergence of new national states, triggered by the approach of the Bicentennial of Independence, has been greatly influenced by this new set of questions.1 Historians from different countries in Latin America have revisited that fundamental event, and have sought to revise established perspectives in the field. This has made room for the development of a self-defined "revisionist" position. However, what is to be revised has not always been clear.The revisionists seek to dislocate an epic narrative of independence as the epiphany of long-lasting struggles of oppressed nations to recover their rights to self-determination.2 They argue that the teleological, nationalistic biases of traditional approaches led their authors to see as already present at the point of departure an entity (the nation) which actually could be perceived only at the point of arrival. If understood in this way, however, the revisionists' contributions are hardly innovative. In the decade of the 1960s, a series of studies, propelled by the spread in Latin America of Marxist thought and social history, as well as by the increasing presence of American and European historians in the field, had already destabilized Manichean emplotments of the Revolution of Independence as a struggle between liberty and oppression.3 These studies introduced a number of nuances that questioned the objective basis of the states that emerged from the rupture of colonial ties. Instead, they demonstrated that the new states were the result of the contingent process of formation rather than its premise. [End Page 594] Yet it is not here that the profound transformation of the discipline has occurred. Revisionists do concentrate their criticism on the contents of nationalistic narratives, but leave untouched the theoretical premises on which these narratives rest. In this article, I analyze the nature of neoliberal multiculturalism put in place by South-American governments following the Indian mobilizations of the 1980’s and the abandon of the model of development based on the corporatist and social state. Following the work of neo-Marxist and post-structuralist currents in anthropology, I seek to account for the new political rationality, which strives to produce functional individualities and to governmentalize civil society through the expansion of the logic of the market in territories (...) that lie at the periphery of globalized capitalism. By examining the links between multiculturalism and neoliberalism, I aim to overcome the opposition between culturalist and anti-culturalist idealisms. I also interrogate the politicization of culture and the production, through Indian struggles, of a new anti capitalistic universalism that integrates the critique of universalism as universalization of particular values. Many of the philosophical questions raised by Latin American thinkers are problems that have concerned philosophers at different times and in different places throughout the Western tradition. But in fact the issues are not altogether the same-- for they have been adapted to capture problems presented by new circumstances, and Latin Americans have sought resolutions in ways that are indeed novel. This book explains how well-established philosophical traditions gave rise in the "New World" to a distinctive manner (...) of thinking. There was no clean sweep of the past and an attempt to start over: rather, Latin American thinkers mostly welcomed European ideas at whatever pace such traditions happened to arrive. It is then no surprise that, for instance, Scholasticism became the accepted view under Spanish rule, and began to lose its grip only when the rulers did.But what does seem surprising is the radical way in which those traditions were transformed to account for problems that, though familiar, were now seen intake light of new circumstances. A distinctive Latin American way of thinking about such problems emerged from the project of "recycling" European philosophical traditions, some of which were already obsolete in Europe at the time their transplant took place. Thus theories commonly taken to be incompatible within Western traditions in philosophy were absorbed by Latin American thought-- and, in their newly acquired forms, such theories are even now at the basis of proposed solutions to many practical and philosophical problems.The book explores that recycling process. Above all, it aims to determine whether the various cultures that met in the "New World" could now be said to have come to share a common identity. This is in fact an issue which has preoccupied Latin Americans since at least the beginning of the 19th century, when their countries won their independence. But, in connection with this, it is also important to ask how Latin Americans have thought about the relationship between philosophy and rationality, and about other issues belonging to the major areas of philosophy such as epistemology, moral philosophy, and political philosophy, as well their application to vital social issues, including education and the emancipation of women. These are all taken up by the author, who pays special attention to questions of gender discrimination, justice, human rights, reparation for historically dispossessed peoples, and the role of education-- all matters of continuing concern in Latin American thought, from its earliest stirrings to the present day. The COVID‐ 19 pandemic is a critical test for the already overburdened and mostly underfunded public healthcare systems of Latin America. In a region that suffers from severe inequalities, public healthcare systems are the only source of medical care for a large sector of the population who work in the informal economy or are unemployed. State‐run hospitals and clinics are already overstressed by continuous demand for treatment of vector‐borne diseases and community‐acquired infections as well as high rates of non‐communicable (...) diseases. Ideological misconceptions and denial among Latin America’s political leaders prevented timely preparations for the pandemic and added to chronic governance problems. As ethical expertise in Latin America focuses on research ethics, few hospitals in the region have functioning clinical ethics committees or clinical ethics policy, forcing healthcare personnel to make excruciating treatment decisions in an environment dominated by material scarcity and public distrust. This essay examines the emergence of COVID‐19 in Latin America and the serious challenge that it poses for Latin America's public healthcare systems. (shrink)

This encyclopedia article outlines the history of Latin American philosophy: the thinking of its indigenous peoples, the debates over conquest and colonization, the arguments for national independence in the eighteenth century, the challenges of nation-building and modernization in the nineteenth century, the concerns over various forms of development in the twentieth century, and the diverse interests in Latin American philosophy during the opening decades of the twenty-first century. Rather than attempt to provide an exhaustive and impossibly (...) long list of scholars’ names and dates, this article outlines the history of Latin American philosophy while trying to provide a meaningful sense of detail by focusing briefly on individual thinkers whose work points to broader philosophical trends that are inevitably more complex and diverse than any encyclopedic treatment can hope to capture.
