”Meaningful human control” is a term invented in the political and legal debate on autonomous weapons system, but it is nowadays also used in many other contexts. It is supposed to specify conditions under which an artificial system is under the right kind of control to avoid responsibility gaps: that is, situations in which no moral agent is responsible. Santoni de Sio and Van den Hoven have recently suggested a framework that can be used by system designers to operationalize this (...) kind of control. It is the purpose of this paper to facilitate further operationalization of ”meaningful human control”. -/- This paper consists of two parts. In the first part I resolve an ambiguity that plagues current operationalizations of MHC. One of the design conditions says that the system should track the reasons of the relevant agents. This condition is ambiguous between the kind of reasons involved. On one interpretation it says that a system should track motivating reasons, while it is concerned with normative reasons on the other. Current participants in the debate interpret the framework as being concerned with (something in the vicinity of) motivating reasons. I argue against this interpretation by showing that meaningful human control requires that a system tracks normative reasons. Moreover, I maintain that an operationalization of meaningful human control that fails to track the right kind of reasons is morally problematic.When this is properly understood, it can be shown that the framework of MHC is committed to the agent-relativity of reasons. More precisely, I argue in the second part of this paper that if the tracking condition of MHC plays an important role in responsibility attribution (as the proponents of the view maintain), then the framework is incompatible with first-order normative theories that hold that normative reasons are agent-neutral (such as many versions of consequentialism). In the final section I present three ways forward for the proponent of MHC as reason-responsiveness. (shrink)

Politicians and engineers are increasingly realizing that values are important in the development of technological artefacts. What is often overlooked is that different conceptualizations of these abstract values lead to different design-requirements. For example, designing social media platforms for deliberative democracy sets us up for technical work on completely different types of architectures and mechanisms than designing for so-called liquid or direct forms of democracy. Thinking about Democracy is not enough, we need to design for the proper conceptualization of (...) these values. As we see it, we cannot responsibly engineer and innovate and shape technology in accordance with our moral values without engaging in systematic and continuous conceptual engineering: This is not only an academic, or theoretical issue, it is also not simply an issue for public policy or politics, or regulators, it has become a central problem for engineering and the world of technology. In this paper, we present a framework for doing the necessary conceptual work in the context of requirement engineering. We draw on the literature on conceptual engineering to lay out a methodology to (1) assess different conceptions and (2) to develop new conceptions. Moreover, we integrate this methodology with extant approaches in the philosophy of technology which aim at designing technological artefacts ethically. In the final section we apply this integrated framework to freedom in the context of social media networks. (shrink)

I aim to provide a thematic unity for this enigmatic text, thereby rendering Heidegger's thoughts on thinking more available to those investigating the nature of human rationality and thinking. The procedure is to gather together some of the sundry themes and puzzling features resolved by unpacking this sentence: 'Most thought-provoking in our thought-provoking time is that we are still not thinking.' The purpose of the essay is to contextualize and explain the philosophical project that is under way in Jacques Derrida's Khōraof 1993. Upon a cursory reading, the book will appear to be merely the unpacking of yet another undecidable term that Derrida has located within the history of metaphysics. But, in fact, the stakes of this text are much higher in that Derrida's aim is to continue developing a project that was announced in the late 1960s, namely, to deregionalize ontology. (...) Precisely what Derrida meant by that phrase and the various texts one would have to revisit in order to properly understand how Khōra instrumentalizes deregionalization is what this essay attempts to survey. Lastly, as Husserlian phenomenology is quite central to the concerns of this essay, researchers may consider it as a contribution to the study of Derrida's relation to Husserl's philosophy. The semantic puzzles posed by propositional attitude contexts have, since Frege, been understood primarily in terms of certain substitution puzzles. We will take as paradigmatic of such substitution puzzles cases in which two coreferential proper names cannot be intersubstituted salva veritate in the context of an attitude verb. Thus, for example, the following sentences differ in truth value: (1) Lois Lane believes Superman can fly. (2) Lois Lane believes Clark Kent can fly. despite the fact that "Superman" and "Clark (...) Kent" pick out the same individual.1 Equivalently, the following sentence may be true: (3) Lois Lane believes that Superman can fly, but that Clark Kent cannot fly. despite the coreferentiality of the names. (It will at times be convenient to appeal to this conjunctive attitude report in order to fix a single context of utterance.) Substitution failures such as these create a puzzle when conjoined with the assumptions (a) that attitude reports report a binary relation between an individual and some object of that individual's attitude and (b) that that object of the attitude is determined by the content of the complement sentence in the attitude report. If all of the terms in two complement sentences (e.g., "Superman can fly" and "Clark Kent can fly") have the same semantic content, then, prima facie, they ought to generate the same object of believe and, a fortiori, materially equivalent attitude reports. Frege, famously, attempts to defuse the puzzle by positing a semantic value of sense in addition to that of reference, and thereby distinguishing the semantic contents of the two complement sentences. Whereas causal theories of proper names and of meaning — Putnam's say, or Kripke's — together with their related philosophies of language1, are trying to recover a pre-Fregean semantic innocence, other representative trends today explicitly declare themselves to be neo-Fregean. Yet I am attracted by neither a pre- nor a neo-Fregean style of semantic analysis, but by a trans-Fregean approach: going through Frege to end up somewhere quite remote from him...

The present essay includes an overview of key milestones in the development of computer ethics as a field of applied ethics. It also describes the ongoing debate about the proper scope of CE, as a subfield both in applied ethics and computer science. Following a brief description of the cluster of ethical issues that CE scholars and practitioners have generally considered to be the standard or "mainstream" issues comprising the field thus far, the essay speculates about the future direction (...) of CE and describes some theoretical and practical questions that will likely arise. In this paper, we consider the bearing intuitions have on semantic theory, and suggest that when the phenomenon is properly understood, they are less important than philosophers tend to think. We also argue that our conclusions go beyond intuitions about semantics, and impugn the idea of intuition more generally.

On a standard understanding of externalist metasemantic theories, such theories require a speaker to defer to other speakers in order to share content with them. We argue that this standard understanding is mistaken, and that, on a proper understanding of externalism, sharing content does not depend in any way on deference, either to experts, or one’s linguistic community. We defend a version of externalism that we call ‘pure externalism’, and we argue that the idea that shared content requires deference (...) is a residue of internalism/descriptivisism to which externalists ought to be opposed. We also argue that, despite common belief to the contrary, several of the originators of externalism, including Tyler Burge, do not think that deference is in any way relevant, let alone required, for shared externalist content. The prime purpose of this paper is, first, to restore to discourse-bound occasion sentences their rightful central place in semantics and secondly, taking these as the basic propositional elements in the logical analysis of language, to contribute to the development of an adequate logic of occasion sentences and a mathematical foundation for such a logic, thus preparing the ground for more adequate semantic, logical and mathematical foundations of the study of natural language. Some of the insights elaborated in this paper (...) have appeared in the literature over the past thirty years, and a number of new developments have resulted from them. The present paper aims atproviding an integrated conceptual basis for this new development in semantics. In Section 1 it is argued that the reduction by translation of occasion sentences to eternal sentences, as proposed by Russell and Quine, is semantically and thus logically inadequate. Natural language is a system of occasion sentences, eternal sentences being merely boundary cases. The logic hasfewer tasks than is standardly assumed, as it excludes semantic calculi, which depend crucially on information supplied by cognition and context and thus belong to cognitive psychology rather than to logic. For sentences to express a proposition and thus be interpretable and informative, they must first be properly anchored in context. A proposition has a truth value when it is, moreover, properly keyed in the world, i.e. is about a situation in the world. Section 2 deals with the logical properties of natural language. It argues that presuppositional phenomena require trivalence and presents the trivalent logic PPC3, with two kinds of falsity and two negations. It introduces the notion of -space for a sentence A as the basis of logical model theory, and the notion of P A /, functioning as a `private' subuniverse for A/A. The trivalent Kleene calculus is reinterpreted as a logical account of vagueness, rather than of presupposition. PPC3 and the Kleene calculus are refinements of standard bivalent logic and can be combined into one logical system. In Section 3 the adequacy of PPC3 as a truth-functional model of presupposition is considered more closely and given a Boolean foundation. In a noncompositional extended Boolean algebra, three operators are defined: 1a for the conjoined presuppositions of a, ã for the complement of a within 1a, and â for the complement of 1a within Boolean 1. The logical properties of this extended Boolean algebra are axiomatically defined and proved for all possible models. Proofs are provided of the consistency and the completeness of the system. Section 4 is a provisional exploration of the possibility of using the results obtained for a new discourse-dependent account of the logic of modalities in natural language. The overall result is a modified and refined logical and model-theoretic machinery, which takes into account both the discourse-dependency of natural language sentences and the necessity of selecting a key in the world before a truth value can be assigned. The twentieth-century Dutch philosopher Herman Dooyeweerd left behind an impressive canon of philosophical works and has continued to influence a scholarly community in Europe and North America, which has extended, critiqued, and applied his thought in many academic fields. This is a lively, provocative book and many of its arguments are convincing. In this critical study I summarize the book, then discuss some of the authors’ claims, dwelling on three issues: their objections to the view of François Recanati on “pre-semantic” effects; the relation between their theory of quotation and the Tarskian “Proper Name Theory,” which they reject; and their treatment of mixed quotation, which rests on the claim that quotation expressions are “syntactic chameleons.” I argue that the (...) objections to Recanati don’t expose any problem with his view, and that the “Proper Name Theory” has all the virtues of their own proposal. Finally I raise some queries about the technical apparatus of syntactic chameleonism. (shrink)

There is a familiar problem in moral theories that recognize positive obligations to help others related to the practical room these obligations leave for ordinary life, and the risk that open-ended obligations to help others will consume our lives and resources. Responding to this problem, Kantians have tended to emphasize the idea of limits on positive obligations but are typically unsatisfactorily vague about the nature and extent of these limits. I argue here that aspects of Kant’s discussion of duties of (...) virtue owed to ourselves suggest a useful metric we can use in discussing these limits and that generalizing this account and combining it with elements of Barbara Herman’s view, offers us an attractive model of moral deliberation with the resources we need to engage the critic’s challenge properly. Herman Dooyeweerd ( 1985 ) argued that among the modalities making up the fabric of reality a specifically economic one is to be found. The aim of the present paper is to discuss the texture of such a modality and how it both differentiates and intertwines with others. For an updated brief, albeit cogent and analytically lucid presentation of the Law Framework ontology, see Clouser ( 2009 ). Dooyeweerd’s view entails that the proper object of economics is irreducible (...) to that of other disciplines, but a non-reductionist view of the object of economics presupposes that the nuclear meaning of that discipline has been clearly delimited: this is required in order to determine its nature and separate identity as a scientific discipline. By ‘the nuclear meaning of a discipline’ I understand a pre-theoretical delimitation of its field of research, such as that of the field of physics, characterized by the laws governing force and energy. Within one and the same field there may be many theories, theories competing to explain the same phenomena, or dealing with phenomena so different that it is nearly impossible to trace conceptual connections among them. This last situation calls for a unified-field theory. In the second section of this paper I will attempt to defend a rather commonly accepted definition of the field of economics that sees this discipline as a science of choice. In the third I will show how the analytical conception it involves can be naturally complemented with a classificatory one. According to a classificatory conception, the aggregated social-level phenomena, patterns and regularities economic theories usually deal with, are economic in that sense, even though they are not prima facie cases of individual behavior, or are unintended consequences of aggregated individual choices. In the fourth I will discuss the meaning of the most general, supra-arbitrary economic laws—the modal laws of economics. In the final section I will offer a non-reductionist view of economics that nevertheless takes into account its intertwining with other spheres. (shrink)

The main conclusion of Herman Philipse’s God in the Age of Science? is that we should all be atheists. Remarkably, however, the book contains no argument whatsoever for atheism. Philipse defends the argument from evil and the argument from divine hiddenness, but those arguments count only against an omnibenevolent and omnipotent God, not against just any god. He also defends the claim that there cannot be any bodiless spirits, but, of course, not all religions take their gods to be (...) bodiless. However, because his main tar- get of criticism is monotheism and adherents of monotheism usually claim that God is a bodiless spirit, this paper discusses Philipse’s arguments against the existence of a bodiless spirit. I argue that his three main claims about religious belief in a bodiless spirit are false. First, contrary to what he says, there is good reason to think that the expression “bodiless spirit” is meaningful. Among other things, the Wittgensteinian semantic theory of psychological attribute ascription on which his argument relies turns out to be untenable. Second, Philipse’s thesis that the existence of a bodiless spirit is impossible is also problematic. We can properly use the word person for bodiless spirits. Also, an attribute such as presence or omnipresence can be understood metaphorically without the definition of “God “thereby losing too much meaning. And we do not need any criterion for diachronic personal identity of bodiless spirits; such identity may very well be a primitive fact. Third and finally, there is no reason to think that the existence of a bodiless spirit is improbable. The fact that science has discovered a dependence relation between mental states and brain states and the fact that science has never been able to detect bodiless spirits provide no reason to think otherwise. I would like to defend a conception of life that many of us in philosophy practice but few of us preach, and with it a set of virtues that have often been ignored in ethics. In short, I would like to defend what philosopher Sam Keen, among many others, has called the passionate life. It is neither exotic nor unfamiliar. It is a life defined by emotions, by impassioned engagement and belief, by one or more quests, grand projects, embracing affections. (...) It is also sometimes characterized in terms of frenzy, vaulting ambition, essentially insatiable goals, impossible affections. I want to contrast this conception of life with ordinary morality and “being a good person,” although for obvious reasons I do not want to say that one must give up the latter in pursuing the former. This is a mistake that Nietzsche often suggests with his “immor-alist” posturing and warrior metaphors, but I am convinced—on a solid textual basis—that he intended no such result. Nor do I want to dogmatically assert any superiority of a passionate, engaged life over a life that is more calm and routine. On the other hand, I do want to raise the question whether mere proper living, obedience to the law, utilitarian “rational choice” calculations, respect for others' rights and for contracts, and a bit of self-righteousness is all there is to a good life, even if one “fills in” the nonmoral spaces with permissible pleasures and accomplishments. Even a greatly enriched version of Kant, in other words, such as that recently defended by Barbara Herman, unfairly denigrates a kind of life that many of us deem desirable. (shrink)

(The Matehette Lectures, Wesleyan University, 1961; New York and London: Columbia University Press, 1963. Pp. xiv + 106. $3.50.) One could easily characterize this small volume as a minor masterpiece on a major theme. It is an admirable statement from the pen of one of America's leading thinkers in both the history (...) of philosopy and philosophy "proper." Actually the distinction between these two fields of philosophic activity becomes superfluous since Professor Randall has an elaborate theory of his own, whereby to do philosophy and do it well involves, in a serious and inescapable way, competent performance in the history of philosophy. How Philosophy UsesIts Past may have to be read, and I propose here that it should, as the general introduction to Randall's projected three volumes of his monumental The Career of Philosophy, of which only Volume One has been published. The close analyses of specific men and issues presented in the latter work can be seen as the evidence meant to corroborate the thesis asserted in How Philosophy Uses Its Past. In his own words: "It remains true that it is impossible to gain insight into the history of philosophical ideas--into the dimensions of philosophizing--without being led to formulate a philosophy of cultural change" (p. 20). Randall has made in this volume a significant contribution if only by way of focusing his powerful lens on three central issues: (1) how genuine philosophizing is still "metaphysical" thinking; (2) why it is necessary to undertake a thorough investigation of the antecedents leading up to our prevailing philosophies of experience; (3) how to understand the seemingly chaotic situation in our philosophical affairs, under the age-old distinction of the "one and many." In a critical and appreciative article on Lovejoy, Randall stated his reservations toward Lovejoy's "atomistic" conception of intellectual history and proceeded to note that the history of philosophy has a philosophic function iust as philosophy has historical dimensions such that when adequately explored can tell us much about the nature and limits of our own philosophizing.1 A permeative thesis in the volume under review is that to do "history of philosophy" is to do "philosophy." To show how and why Randall believes this to be the case, we must consider in some detail three of his main themes: the redefinition of metaphysics, the broader conception of experience, and the "one and many" aspect of contemporary philosophy. One may go so far as to say that Randall is doing philosophy just as he is formulating a theory of the philosophy, for the sake of responding philosophically to the stated problems. But to respond philosophically is something that one must learn in conjunction with the examination of the historical past of philosophy. Randall thus believes, on the evidence gathered, that philosophy has revealed itself to be "a clarification and criticism of fundamental beliefs involved in all the great enterprises of human culture, science, art, religion, the moral, social and practical activity, when some new idea or some altered experience has impinged upon them and generated intellectual tensions and maladjustments" (pp. 19; 100). This way of understanding philosophy affects his approach to every problem he mentions. Indeed, even the denial of the importance of the history of philosophy is rooted in historical processes which must be understood before the denial can be fully illumined. Without historical knowledge, he argues even our decisions will suffer (p. 14). Randall calls his approach to defining philosophical problems "operational." Accordingly, we do not know whether we have a philosophical problem until a philosophical response has occurred. Since publishing my argument for polytheisms over monotheism with Herman Philipse, I have encountered many monotheists who were perturbed, but who had not formulated a proper rebuttal. It is also hard not to notice that there is generally a dearth of publications arguing for monotheism's being more probable than polytheism, perhaps because it is generally taken for granted. As such, I am delighted that Mark Saward has taken up the challenge to address at least some of the original (...) article's claims. Unfortunately, his critique fails to establish why polytheism is improbable, and why monotheism is to be privileged by philosophers of religion. I further reiterate that the threat of extreme agnosticism is a bizarre approach for the monotheistic evidentialist, posing no problems whatsoever for agnostic atheists, such as myself In fact, I assert that extreme agnosticism still allows discussants, even further encourages them, to declare monotheism (and also classical theism) to be epistemically improbable. Marsilius of Padua. But a few facts and figures will, I think, show why' La filosofia medievale is more properly characterized as Liber Sententiarum than Antologia di testi...... Of (...) the book's 440 pages, 306 are occupied by actual text materials, the balance being. taken up with. bit-bibliographical prefatory remarks to each of the selections, an index, and the Table of Contents. Since selections from the works of thirty-five mediaeval authors are presented (!), an equable distribution of the 306 pages would leave something less than nine pages to be devoted to each writer. But as some of the selected figures, e.g., Augustine, Aquinas, and Ockham, have as many as 29 pages devoted to their writings, the others are given wholly inadequate representation. Now from this it can be easily seen that at best, i.e., where the full upper limit of space is assigned to the writings of any one of the mediaevals, his attack and stand on some chosen philosophical issue might be fairly represented. But when we look to the few men who are thus singled out for special consideration and note that their allotments of pages are spent on a great number of topics, drawn from many different works, the effect within the scope of a single "lengthy" selection mirrors perfectly the patchy and kaleidoscopic character of the entire collection. On the positive side, it must be noted at once that the translations are excellent: faithful and clear. The prefaces, albeit quite general, are accurate and informative; while the bibliographies, particularly those that deal with primary sources, are up-to-date and helpful. Further, it was most gratifying to find that this volume included selections culled from the writings of such oft-referred to, but never-anthologized figures as Peter Damian (289 pages), Gilbertus Porretanus (5~ pages), Vincent of Beauvais (4 pages), and Siger of Brabant (3 pages). An error occurs in the Table of Contents where Giustino, Atenagora, and Tertulliano, who should be listed under "L'apologetica cristiana," are cited under "Nuovo mestamento." He founds religious certainty on individual inspiration and emphasizes charity against external written law. BackgroundBalancing the rights and obligations of custodians and applicants in relation to access to biobanks is of utmost importance to guarantee trust and confidence. This study aimed to reveal which issues divide different stakeholders in an attempt to determine the rights and/or obligations held on human biological materials and data.MethodsTwenty-eight informants in the Benelux and Scandinavia were interviewed in order to capture the perspectives of experts and stakeholders in relation to the rights and obligations held by custodians and applicants with (...) respect to access to HBM and data.ResultsThere was no consensus among the informants on whether the custodian of a biobank should decide upon the scientific merits and the utility of an access request. Nearly all informants agreed that a new request or an amendment to the initial request has to be submitted when an applicant wants to use leftover HBM in a new or follow-up project. Several informants felt that it might be justified to charge higher access fees to external or industrial applicants that did not contribute to the collection of HBM and data. Most informants agreed that a custodian of a biobank could request the sharing and return of research results. It was furthermore argued that some of the benefits of research projects should be fed back into biobanks.ConclusionsThe interviews revealed a rather complex web of rights and obligations allocated to the custodian and the applicant in relation to access to HBM and data stored in biobanks. Some rights and obligations are negotiated on a case-by-case basis, while others are stipulated in access arrangements. We did find a consensus on the attribution of certain general rights to the custodians and the applicant. (shrink)

In this article, the morality in the “wickedness” of design problems as wicked problems is explored. I will use for that purpose the characteristics of wicked problems as identified by Horst Rittel and Melvin Webber. These characteristics suggest interdisciplinary thinking for solving such problems. An awareness of the wicked nature of design problems can stimulate proper use of the concept of utopias for solving these problems. I will use the philosophy of Herman Dooyeweerd to provide a framework for (...) understanding the nature of design problems as wicked problems. (shrink)

The author sets forth the relevance of philosophy's past to present day concerns and issues. He shows how philosophizing has arisen from and played a central role in the complex process of cultural change. The author maintains that awareness of past experience throws light on present choices, and he demonstrates how classic visions of philosophy can liberate men from provincialism, insularity, and narrowness of outlook.

A reiteration of the main details of the case may be helpful. Euphiletus killed Eratosthenes and was prosecuted for premeditated homicide by Eratosthenes' relatives. The present speech, our sole source of information concerning the case, was written for the defendant, partially or totally, by a professional speechwriter, presumably Lysias. In this speech Euphiletus admits killing Eratosthenes. He pleads, however, that, since he killed Eratosthenes after catching him in the act of adultery with his own wife, this was a case of (...) justified homicide. At the same time, he denies a charge of the prosecution that he had killed Eratosthenes for reasons unrelated to the adultery. The speech was delivered before a court of fifty-one judges especially set up to judge such cases, as is attested elsewhere:T1Arist. Ath. Kant's Grundlegung zur Metaphysik der Sitten is popular as an introduction into his philosophy and into fundamental ethics in general. Its third chapter is, nevertheless, a notoriously difficult text. According to many interpreters, it raises questions rather than answering them. This article tries to answer some questions which often remain unclear even in the secondary literature: how is the logical structure of the chapter; what exactly is the synthetic character of the categorical imperative; how does freedom function as the third, (...) connecting term in this synthesis; what is the relationship between questions concerning the possibility and the validity of the categorical imperative? In his own words, Kant wants to give here 'a deduction of the principle of morality' but also of the concept of freedom. The double use of the term 'deduction' needs an accurate interpretation. One thesis of the article is that the deduction of freedom must not be identified with the problematic deduction of the categorical imperative. The deduction of the concept of freedom has a more modest function within the proof of the possibility of the categorical imperative. This means that the question concerning the proof of its validity is still open; but the very idea that such a proof is neither possible nor necessary evokes already the notion of the factum der Vernunft.
