Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

Welfare science has built its foundations on veterinary medicine and thus measures of health. Since bottlenose dolphins (Tursiops truncatus) tend to mask symptoms of poor health, management in captivity would benefit from advanced understanding on the links between health and behavioural parameters, and few studies exist on the topic. In this study, four representative behavioural and health measures were chosen: health status (as qualified by veterinarians), percentage of daily food eaten, occurrences of new rake marks (proxy measure of social activity), (...) and willingness to participate (WtP) in Positive Reinforcement Training sessions as qualitatively measured by their caretakers. These data were collected multiple times a day, every day over the course of a year from a multi-facility, large sample size (ndolphins= 51), allowing powerful analyses of the relationships between measures. First, it was found that dolphins with a higher WtP score also had a significantly better health status, ate a higher percentage of their daily food, and a lower occurrence of new rake marks. In addition, the WtP score was significantly lower up to 3 days before the weekly veterinary diagnosis of a decrease in health state; the percentage of daily food eaten and new rake mark measures did not show any significant change before such a diagnosis. These results suggest that WtP in training sessions is a potential behavioural measure of dolphin welfare, and an indicator of early changes in the dolphins’ health state. We therefore suggest measurement of WtP as a more practical and non-invasive tool to support veterinary care and general management. More work needs to be conducted to elucidate the influence of social behaviour on health, and to identify other potential welfare indicators, but this long-term study has shown that qualitative measures can be both practical and valid when assessing dolphin welfare. Seit der Einführung der G‑DRGs als Instrument zur Vergütung von Krankenhausleistungen steht das Gesundheitswesen als System unter Kritik. Denn die Ausrichtung der Krankenhäuser auf wirtschaftlichen Erfolg relativiert den Anspruch aller Bürgerinnen und Bürger auf gute medizinische Versorgung. Der Artikel geht der Frage nach, von welchem Akteur im System welche Aktivität erzwungen, erwartet, oder verlangt werden kann, dem entgegenzuwirken. Die genannten alltagsmoralischen Urteile werden unter Rückgriff auf Kants Moralphilosophie validiert und auf die wichtigsten Akteure angewandt. Ergebnis: Der Kern des Ökonomisierungs‑/Kommerzialisierungs-Problems besteht (...) in der Entwertung der Professionalität der patientennahen Berufe. Die Neujustierung des Systems kann vom Gesetzgeber nur dann verlangt werden, wenn die verfasste Ärzteschaft sich dazu bekennt, mit den ihr zu Gebote stehenden Mitteln gegen professionswidrige Handlungsanreize vorzugehen. Fichte assigns ‘intellectual intuition’ a new meaning after Kant. But in 1799, his doctrine of intellectual intuition is publicly deemed indefensible by Kant and nihilistic by Jacobi. I propose to defend Fichte’s doctrine against these charges, leaving aside whether it captures what he calls the ‘spirit’ of transcendental idealism. I do so by articulating three problems that motivate Fichte’s redirection of intellectual intuition from being to acting: (1) the regress problem, which states that reflecting on empirical facts of consciousness leads (...) only to further facts and so cannot yield a first principle; (2) the rhapsody problem, which states that the categories form a haphazard set and so lack necessity unless they derive from a first principle; and (3) the nihilism problem, which states that a first principle cannot lie outside our cognition of it, lest it be the cause of our cognition and, being first, the cause of all our actions, reducing us to machines. Crucially, Fichte’s three motivating problems are in fact aspects of a single problem. Leaving any aspect unsolved spoils putative solutions to the other two. Consequently, Fichte requires a single unified solution to all three, which his doctrine of intellectual intuition provides. (shrink)

Der Urteilstypus, der dem zugrundeliegen muß, wird systematisch ausgewiesen und - neben den Leuten selbst - der Philosophie, Politischen Theorie, Rechtswissenschaft und auch Theologie vorgelegt.Anlaß und Stoff für die Beweisführung bildet die Berliner Diskussion über die Möglichkeiten menschlicher Rationalität um J. G. Fichte und seine vielfältigen Kritiker, darunter Carl Schmitt. Durch die Art, wie der untersuchte Urteilstypus aus sich heraus Einheit und Kraft gewinnt und so kommunikativ zu wirken vermag, (...) ergibt sich ein neues Bild von Demokratie-Theorie: Das Politische ist wesentlich unvertretbar; die Urteilenden selber sinnen einander Einsatz an und rufen sich zur Entscheidung auf. In this book William G. Lycan offers an epistemology of philosophy itself, a partial method for philosophical inquiry. The epistemology features three ultimate sources of justified philosophical belief. First, common sense, in a carefully restricted sense of the term-the sorts of contingentpropositions Moore defended against idealists and skeptics. Second, the deliverances of well confirmed science. Third and more fundamentally, intuitions about cases in a carefully specified sense of that term. The first half of On Evidence in Philosophy expounds a version (...) of Moore's method and applies it to each of several issues. This version is shown to resist all the standard objections to Moore; most of them do not even apply. It is argued, in Chapters 5 and 6, that philosophical method is far lesspowerful than most have taken it to be. In particular, deductive argument can accomplish very little, and hardly ever is an opposing position refuted except by common sense or by science. The final two chapters defend the evidential status of intuitions and the Goodmanian method of reflectiveequilibrium; it is argued that philosophy always and everywhere depends on them. The method is then set within a more general explanatory-coherentist epistemology, which is shown to resist standard forms of skepticism.In sum, William G. Lycan advocates a picture of philosophy as a very wide explanatory reflective equilibrium incorporating common sense, science, and our firmest intuitions on any topic-and nothing more, not ever. In the Freedom essay, Schelling charges that (1) idealism fails to grasp human freedom’s distinctiveness and that (2) this failure undermines idealism's attempt to refute pantheism, as exemplified by Spinoza. This raises two questions, which I will answer in turn: what, for Schelling, is distinctive of human freedom; and how does the idealists’ failure to grasp it render them unable to refute pantheism? To answer these questions, I will reconstruct Schelling’s argument that freedom has the distinctness of being the unconditioned (...) condition of the world’s intelligibility. My reconstruction will illustrate how Schelling’s notion of freedom as primal will grounds the alleged primacy of practical reason as Kant and Fichte conceive it. I will then consider three objections to Schelling’s argument. Throughout, I will develop the Schellingian idea that freedom is enacted in an unprethinkable decision that cannot be anticipated by any law or principle. (shrink)

The COVID-19 pandemic revealed numerous weaknesses in pandemic preparedness and response, including underfunding, inadequate surveillance, and inequitable distribution of countermeasures. To overcome these weaknesses for future pandemics, WHO released a zero draft of a pandemic treaty in February, 2023, and subsequently a revised bureau's text in May, 2023. COVID-19 made clear that pandemic prevention, preparedness, and response reflect choices and value judgements. These decisions are therefore not a purely scientific or technical exercise, but are fundamentally grounded in ethics. The latest (...) treaty draft reflects these ethical considerations by including a section entitled Guiding Principles and Approaches. Most of these principles are ethical—they establish core values that undergird the treaty. Unfortunately, the treaty draft's set of principles are numerous, overlapping, and show inadequate coherence and consistency. We propose two improvements to this section of the draft pandemic treaty. First, key guiding ethical principles should be clearer and more precise than they currently are. Second, the link between ethical principles and policy implementation should be clearly established and define boundaries on acceptable interpretation, ensuring that signatories abide by these principles. Philosophers and logicians have long debated how best to understand conditional or hypothetical sentences. William G. Lycan has a distinctive approach to this debate, attending not just to the semantics of such sentences, but equally to their syntax. He shows how insights from linguistic theory help to illuminate problems about the meaning and function of conditionals. For instance, philosophers and logicians have had problems analysing the locutions 'only if', 'unless', and 'even if'. Lycan sets out a general semantic theory of (...) conditionals which works for all such sentences; he assigns meanings to them in a way that explains how and why those meanings depend upon features of utterance context. Die UNO soll die Menschenrechte schützen, aber kann sie das wirklich? Ist sie als Organisation dafür verantwortlich? Dürfen die Vereinten Nationen Menschenrechte mit Gewalt erzwingen? Ist Druck wichtiger als Dialog? Sind ihre Strukturen nicht überholt und müssten verändert werden, damit sie effektiver arbeiten kann?? Allen Mängeln zum Trotz waren die Vereinten Nationen seit ihrer Gründung als einziges universelles Forum der Völker immer wieder unentbehrlich. Stets zum Gespräch miteinander gezwungen zu sein, erwies sich zumal während der Höhepunkte des Kalten Krieges oft (...) als entscheidende Hilfe. Immerhin gab es eine von der UNO betriebene innovative Fortentwicklung des internationalen Rechts. Solchen Verdiensten und Erfolgen stehen zweifellos Fehlleistungen und Rückschläge gegenüber, die keinesfalls unbeachtet bleiben dürfen. Ihre neben der Friedenssicherung wichtigste Aufgabe, nämlich den sozialen Fortschritt und einen besseren Lebensstandard in grö erer Freiheit zu fördern und natürlich die Menschenrechte zu schützen, konnte die UNO bisher nicht erfüllen. Der Unterschied zwischen Arm und Reich hat sich seit 1960 nicht etwa verringert, sondern ungefähr verdoppelt. Das reichste Fünftel der Menschheit verfügt heute über mehr als vier Fünftel des Weltsozialprodukts. Für das ärmste Fünftel bleiben gerade einmal 1,4%. Der ökologisch unhaltbare Lebensstil vor allem der groen Industriegesellschaften hat sich nur unwesentlich verändert. Noch immer fehlt in den reichen Ländern des Nordens die Einsicht, dass Armut und Umweltzerstörung im Süden kein fernes,sondern ein gemeinsames globales Problem darstellt. Die Gro en Mächte des Sicherheitsrates und die Mitglieder der G 8 lenken über die Weltbank, den internationalen Währungsfonds und die Welthandelsorganisation die Weltwirtschaft zu wenig im Dienste der Uberwindung der globalen Unterentwicklung, dagegen immer wieder zum eigenen Nutzen. Das Wichtigste ist und bleibt es, Sicherheit nicht mehr allein militärisch zu definieren. Auch die wirtschaftlichen, sozialen, kulturellen und ökologischen Ursachen von Konflikten müssen an der Wurzel behandelt werden. Am dringenden Reformbedarf der Vereinten Nationen kann nicht ernsthaft bezweifelt werden. Ziel der Reform ist, die menschliche Sicherheit in einem umfassenden, nicht nur militärischen Sinn zu begreifen. Aber ist die UNO überhaupt reformierbar? Diese Frage richtet sich zuallererst an die Regierungen der UN-Mitglieder. Die Frage ist nur, wie entwickelt sich eine solche Identität auf internationaler Ebene? Wie entsteht, wächst und gedeiht so etwas wie eine überstaatlichen Gemeinschaft, die auf der Universalität der Menschenrechte begründet ist? Wie lernen, uns nicht nur als Angehörige unseres Volks, unserer Familie, unserer Gemeinde, unserer Region, unseres Berufsverbands, unserer politischen Partei, unseres Staats, unserer überstaatlichen Gemeinschaft zu definieren, sondern vor allem als Angehörige der Menschheit,, als konkrete menschliche Wesen, deren individuelles Sein seinen primären natürlichen und zugleich universalen Ausdruck in seinem Status als Bürger findet. Kann dies, wie es Immanuel Kant bereits vor über 200 Jahren sah, mit Hilfe eines weltweiten "Weltbürgerrecht" verwirklicht werden? Muss dieses Weltbürgerrecht -wie Jürgen Habermas behauptet hat- die einzelnen Regierungen binden? Und muss diese überstaatliche Gemeinschaft ihre Mitglieder unter Androhung von Sanktionen zu rechtmä_igem Verhalten zumindest anhalten können? (shrink)

Genetics 97: 639–666] have defended the view that dominance (...) is a product of non-linearities in gene expression. On the other hand, followers of Fisher [Fisher R.A. 1928a. Am. Nat. 62: 15–126; 1928b. Am. Nat. 62: 571–574; Bürger R. 1983a. Math. Biosci. 67: 125–143; 1983b. J. Math. Biol. 16: 269–280; Wagner G. and Burger R. 1985. J. Theor. Biol. 113: 475–500; Mayo O. and Reinhard B. 1997. Biol. Rev. 72: 97–110] have argued that dominance evolved via selection on modifier genes. Some have called these “physiological” versus “selectionist,” or more recently [Falk R. 2001. Biol. Philos. 16: 285–323], “functional,” versus “structural” explanations of dominance. This paper argues, however, that one need not treat these explanations as exclusive. While one can disagree about the most likely evolutionary explanation of dominance, as Wright and Fisher did, offering a “physiological” or developmental explanation of dominance does not render dominance “epiphenomenal,” nor show that evolutionary considerations are irrelevant to the maintenance of dominance, as some [Kacser H. and Burns J.A. 1981. Genetics 97: 639–666] have argued. Recent work [Gilchrist M.A. and Nijhout H.F. 2001. Genetics 159: 423–432] illustrates how biological explanation is a multi-level task, requiring both a “top-down” approach to understanding how a pattern of inheritance or trait might be maintained in populations, as well as “bottom-up” modeling of the dynamics of gene expression. ‘Facticity’ is a concept that classical phenomenologists like Heidegger use to denote the radically contingent or underivably brute conditions of intelligibility. Yet Fichte coins the term, to which he gives the opposing use of denoting unacceptably brute conditions of intelligibility. For him, radical contingency is a problem to be solved by deriving such conditions from reason. Heidegger rejects Fichte's recoil from facticity with his hermeneutics of facticity, supplanting Fichte's metaphor of our always being in reason's hand with the metaphor of (...) our always having been thrown. How does Heidegger inherit and diametrically repurpose Fichte's neologism? Whence the reversed meaning of ‘facticity’ in post-Kantian thought? The answer is Lask's doctoral thesis, which exerts an acknowledged impact on Heidegger's habilitation thesis. Lask interprets ‘facticity’ as Fichte's term for the individuality problem, that is, the resistance of the material particularity of individuals to explanation by the categories genetically deduced from reason. On his interpretation, ‘facticity’ denotes radical contingency in the guise of haecceity, that is, the brute uniqueness of individuals. Lask credits Fichte with registering the problem of individuality, which highlights the world's irreducibly precategorial character. But how is ‘facticity’ transmitted from Lask to Heidegger, given their opposing interpretations of how Fichte understands its meaning? I argue that (1) Lask misreads Fichte as a proponent of facticity, that is, one whose accommodation of radical contingency deflates the Wissenschaftslehre's systematic ambitions, and (2) Lask's misreading, without deceiving Heidegger regarding the sincerity of Fichte's ambitions, encourages Heidegger's own hermeneutics of facticity. Quantum mechanics, which describes the behavior of subatomic particles, seems to challenge common sense. Waves behave like particles; particles behave like waves. You can tell where a particle is, but not how fast it is moving--or vice versa. An electron faced with two tiny holes will travel through both at the same time, rather than one or the other. And then there is the enigma of creation ex nihilo, in which small particles appear with their so-called antiparticles, only to disappear (...) the next instant in a tiny puff of energy. Since its inception, physicists and philosophers have struggled to work out the meaning of quantum mechanics. Some, like Niels Bohr, have responded to quantum mechanics' mysteries by replacing notions of position and velocity with probabilities. Others, like Einstein and Penrose, have disagreed and think that the entire puzzle reflects not a fundamental principle of nature but our own ignorance of basic scientific processes.
