The 2015 Varsity Medical Ethics debate convened upon the motion: “This house believes nootropic drugs should be available under prescription”. This annual debate between students from the Universities of Oxford and Cambridge, now in its seventh year, provided the starting point for arguments on the subject. The present article brings together and extends many of the arguments put forward during the debate. We explore the current usage of nootropic drugs, their safety and whether it would be beneficial to individuals and (...) society as a whole for them to be available under prescription. The Varsity Medical Debate was first held in 2008 with the aim of allowing students to engage in discussion about ethics and policy within healthcare. The event is held annually and it is hoped that this will allow future leaders to voice a perspective on the arguments behind topics that will feature heavily in future healthcare and science policy. Disability rights activists often claim that disability is not—by itself—something that makes disabled people worse off. A popular objection to such a view of disability is this: were it correct, it would make it permissible to cause disability and impermissible to cause nondisability. The aim of this article is to show that these twin objections don’t succeed.

Over the past three decades, two separate federal regulatory structures have emerged, each seeking to assure separate aspects of the integrity and ethics of research conducted using federal funding. One set of regulations is described in the Public Health Service Policies on Research Misconduct and relates to research misconduct, defined as consisting of fabrication of data or results, falsification of data and results, or plagiarism, in accordance with the federal‐wide definition adopted by the Office of Science and Technology Policy. The (...) second set of regulations, set forth in the Department of Health and Human Services regulations on the protection of human subjects (known as the “Common Rule”), prescribes a set of ethical and procedural protections for research involving human subjects.These two sets of research regulations are distinguished from each other by having different foci of enforcement, priorities of protection, oversight officials, oversight procedures, seizure of evidence, standards of proof, expectations of privacy, and appeal procedures for researchers who are subject to adverse findings and penalties. These differences are significant and fundamental. They complicate the process of compliance for institutions and researchers, who are expected to adhere to both sets of standards for the same federally funded research activities in research with human subjects. Compliance is especially complicated when suspected violations of both sets of standards must be investigated and resolved concurrently. This document represents an effort to provide institutions and individuals with practical suggestions as they try to comply with both sets of regulations. (shrink)

Little research has explored the possible effects of government institutions in emerging economies on ethical reviews of multinational research. We conducted semi-structured, in-depth telephone interviews with 15 researchers, Research Ethics Committees personnel, and a government agency member involved in multinational HIV Prevention Trials Network research in emerging economies. Ministries of Health or other government agencies often play pivotal roles as facilitators or barriers in the research ethics approval process. Government agency RECs reviewing protocols may face particular challenges, as they can (...) lack resources, be poorly organized, have inconsistent review processes and limited expertise, and use differing definitions of national interests, including upholding national reputation and avoiding potential exploitation and stigma of the country's population. The MOH/governmental review body may be affected by power dynamics and politics in study reviews; may consider issues both related and unrelated to research ethics as understood elsewhere; and may prioritize particular diseases, treatments, or interventions over other topics/types of research. Poor communication and deeply-rooted tensions may exist between sponsor and host countries, impeding optimal interactions and reviews. Investigators must understand and plan for the potential effects of governmental agencies on multinational collaborative research, including preserving adequate time for agency review, and contacting these agencies beforehand to address issues that may arise. Better understanding of these issues can aid and advance appropriate global scientific collaboration. (shrink)

A recent article in the Annual Review of Psychology heralds the arrival of a renaissance in psychology that is improving research practices in the field. The present article evaluates this new epoch in light of Michael Polanyi’s thought. While the reforms the renaissance celebrates are invaluable to psychology in its reliance on probabilities for hypothesis testing, they under appreciate the central place of personal judgments in research, portraying them instead and primarily as sources of error that must be curtailed by (...) a narrow range of methods. Valuing the place of personal participation in probability judgments may embolden psychologists to accredit inquiries that more openly rely on discernment to declare truth and are better suited to the I-Thou relations that distinguish human psychology from the study of matter in motion. Cosmopolitanism seems to appeal to liberal neutrality because both are committed to core values such as reciprocity, autonomy, respect for the individual, personal accountability, and inclusivity. Further, cosmopolitanism is legitimate for many only insofar as it endorses value-pluralism in open societies, which is a staple of liberal neutrality. And yet, one might think that there is a moral obligation to create a cosmopolitan community. One can think of this as moral (normative) cosmopolitanism. To the end of creating a cosmopolitan community, (...) certain values ought to be fostered in laws and public policies, and certain attitudes ought to be cultivated. This leads to a potential impasse, namely if cosmopolitanism is committed to neutrality then it cannot promote its normativity, and if it is not committed to neutrality then it cannot promote value-pluralism. I propose a solution to this potential impasse by examining several of the democratic and cosmopolitan commitments of Alain Locke. What I take from Locke is his grounding of both pluralism and moral cosmopolitanism in democratic, time-honored principles that exist in all acts of free association, namely: liberty, equality, and fraternity. These values, of necessity, pervade all political conceptions of good lives because all political conceptions require what acts of free association allow, namely community with others. To this end, I provide an argument for how someone can consistently be committed to both moral cosmopolitanism and liberal neutrality. (shrink)

The present situation in philosophy is paradoxical. On the one hand, thinking men and women all over the world are exclaiming that, while science has made sufficient advance to satisfy all our material needs, what we most need, and must find if we are not to suffer shipwreck, is a new sense of values, a new religious awakening and a new orientation towards life, in short a new philosophy. On the other hand, many professional philosophers are coming to hold the (...) view that philosophy has had its day, or rather that it never in any proper sense had its day, because it is not a rational enterprise but a mistake, an illusion, a farrago of nonsense, “a muddle arising out of the complexities of language.” A new inquiry which goes by the name of Analysis and resembles logic more closely than any other existing discipline is at once to give the quietus to philosophy and to reign in its stead. The modern philosopher cries, with Faustus, “Sweet Analytickes! 'tis thou hast ravished me.” I will not prejudice your minds at the outset by recalling where the study of analysis led the Doctor of Wurtemburg.Those who are thus forthrightly sceptical about philosophy and group themselves under the aegis of analysis are themselves divided into a number of sects. One and all, however, are relentless in exposing the weaknesses of philosophy, zealous in proselytizing and deadly in expounding their new technique which combines scholastic subtlety with modern scientific realism. They represent in fact a modern scholasticism loosely grouped round the dogma: “We pursue logical analysis, but not philosophy,” though, by a curious paradox which demands scrutiny, some of them say: “Philosophy is analysis.”. In the article titled ‘A new perspective on the race debate’，Robin O. Andreasen argues that contrary to popular scientific belief, human races are biologically real—it is just that we are wrong about them. Andreasen calls her contemporary biological concept of race ‘the cladistic race concept’ (or CRC). Her theory uses theory from cladistics—a systematic school founded by entomologist Willi Hennig in 1950—to define human races genealogically as cladistic subspecies. In this paper I will argue that despite its promise as a (...) biological definition of human races, Andreasen's CRC is unconvincing. In particular, I will show that the central problem of the CRC is its attempt to apply cladistics below the species level. In other words, there is good reason to think that cladistic subspecies are not real, and therefore, they cannot be the target of a realist concept of race. (shrink)

William Barnes' reputation as one of the pre-eminent British "dialect" poets, the equal of Robert Burns and John Clare, is being increasingly recognized. The range of his writings is extraordinary as evidenced by the contents of this collection, which includes works on etymology, philology, topography, mathematics, ancient history and economics. This collection displays the full diversity of Barnes' considerable intellect. Included are major and lesser-known works, biographical pieces by Thomas Hardy, and the biography by his daughter, Lucy Baxter.

In his Encomium of Helen and On Not Being, Gorgias of Leontinoi discusses the nature and function of speech more extensively than any other surviving author before Plato. His discussions are not only surprising in the way they characterize the power of logos and its effects on a listener but also in how the two descriptions of speech seem to contradict one another. In the Helen, Gorgias claims that logos is a very powerful entity, capable of affecting a listener in (...) whatever way it wants. In On Not-Being, he makes the very different (but no less exaggerated) claim that logos is a non-entity, incapable of referring to anything other than itself. In this essay I show how these apparently contradictory accounts might be brought into harmony with one another.2 In the first part I address some of the interpretive difficulties with the text of Gorgias’s On Not Being (henceforth ONB) and the role that irony plays in the work. In particular I argue (as others have before) that Gorgias’s remarks about the impotency of speech are not meant to be taken seriously. Instead, they are aimed more squarely at raising questions about how exactly speech is thought to function and, more specifically, how linguistic reference works—i.e., how words somehow correspond to things, on one level, and to our ideas about things, on another. In the second and third parts of this paper, I illustrate how Gorgias’s concern with linguistic reference in ONB goes on to inform his notion of logos in the Encomium of Helen. I point specifically to evidence found in an important and often overlooked exit clause at the close of ONB regarding the difference between words and things. There, Gorgias insists that if words manifest meaning at all, they must appeal to their own sort of sense organ. In the Helen, he draws on the concepts of soul (psychē) and opinion (doxa) in order to construct this alternative, psychagogic account in which utterances are actually apprehended in ways akin to sense perception. Whether or not one is convinced by Gorgias’s alternative account of how speech works, the description he gives of logos does notionally circumvent the problem of linguistic reference and, in doing so, pushes one to think beyond the potentially constrictive framework of nomen et nominatum. I argue that, when read in this way, these two early discussions of logos represent a unified progression of serious thought about how speech works. (shrink)
