Little research has explored the possible effects of government institutions in emerging economies on ethical reviews of multinational research. We conducted semi-structured, in-depth telephone interviews with 15 researchers, Research Ethics Committees personnel, and a government agency member involved in multinational HIV Prevention Trials Network research in emerging economies. Ministries of Health or other government agencies often play pivotal roles as facilitators or barriers in the research ethics approval process. Government agency RECs reviewing protocols may face particular challenges, as they can (...) lack resources, be poorly organized, have inconsistent review processes and limited expertise, and use differing definitions of national interests, including upholding national reputation and avoiding potential exploitation and stigma of the country's population. The MOH/governmental review body may be affected by power dynamics and politics in study reviews; may consider issues both related and unrelated to research ethics as understood elsewhere; and may prioritize particular diseases, treatments, or interventions over other topics/types of research. Poor communication and deeply-rooted tensions may exist between sponsor and host countries, impeding optimal interactions and reviews. Investigators must understand and plan for the potential effects of governmental agencies on multinational collaborative research, including preserving adequate time for agency review, and contacting these agencies beforehand to address issues that may arise. Better understanding of these issues can aid and advance appropriate global scientific collaboration. (shrink)

Plant-based milk alternatives–or mylks–have surged in popularity over the past ten years. We consider the politics and consumer subjectivities fostered by mylks as part of the broader trend towards ‘plant-based’ food. We demonstrate how mylk companies inherit and strategically deploy positive framings of milk as wholesome and convenient, as well as negative framings of dairy as environmentally damaging and cruel, to position plant-based as the ‘better’ alternative. By navigating this affective landscape, brands attempt to make mylk as simultaneously palatable and (...) disruptive to the status quo. We examine the politics of mylks through the concept of palatable disruption, where people are encouraged to care about the environment, health, and animal welfare enough to adopt mylks but to ultimately remain consumers of a commodity food. By encouraging consumers to reach for “plant-based” as a way to cope with environmental catastrophe and a life out of balance, mylks promote a neoliberal ethic: they individualize systemic problems and further entrench market mechanisms as solutions, thereby reinforcing the political economy of industrial agriculture. In conclusion, we reflect on the limits of the current plant-based trend for transitioning to more just and sustainable food production and consumption. (shrink)

On the 7th of June 2018, The National Archives UK held its inaugural digital lecture, delivered by Professor Luciano Floridi entitled “Semantic Capital: What it is and how to protect it”. The lecture was followed by a poster exhibition, showcasing nine cutting-edge digital research projects at The National Archives. This paper aims at giving a distinct overview of The National Archives’ digital research priorities, drawing on examples from the active and recently completed research projects, which were displayed at the exhibition (...) on the 7th of June 2018. The focus of this paper is to discuss the research challenges that we are facing as we seek to become a second-generation digital archive, that is digital by instinct and design. By placing a particular emphasis on the conceptual and epistemological challenges relating to trust and openness, the paper suggests that research is the key for us as a rapidly evolving digital archive; enabling us not only to inform but also innovate around the forthcoming digital challenges, and helping us to define future directions and lead the shaping of the future archive. The new field of sustainability science that has arisen over the past three decades, largely oriented toward cities, under closer examination may prove to be wholly inadequate to deal with the issues it was initially designed to address. Built largely upon modernist value assumptions, its entire range of outlooks has failed to account for the character virtues needed to realize sustainable approaches for the future, which are better found working within different religious traditions’ theologies and ethical outlooks. In light of (...) this, the present article takes up a replicable agenda for analyzing how these particular character virtues—with special focus on parsimony and futuremindedness—work with regard to visions of sustainability that promise to bring about a more just transition in cities. Distributed Leadership (DL) is a feature of education in many jurisdictions. Similarly, in Ireland the principles of DL have been adopted as part of a quality framework to underpin a system that provides high quality student care, learning and teaching. This model necessitates an alignment of senior leaders (SLs) and middle leaders (MLs) whose actions are informed by the needs and priorities of their particular school. The traditional notion of the ML position as a management position is changing. The evolution (...) requires a reconceptualisation, a transformation of the role and how we support and develop it to ensure that MLs are an integral part of the leadership structure of the school. This pragmatic research explored the PD needs of MLs in Irish, Education and Training Board (ETB) post-primary schools. It involved a mixed-methods, exploratory sequential study. Stage one involved a set of five semi structured interviews with AP I post holders. These were used as an instrument to develop the online surveys. Stage two involved quantitative research. Online surveys were distributed to all ETB schools in the republic of Ireland. In stage three a summary of the findings of the survey were shared with ten AP Is who were subsequently interviewed to gain further insights. The study illustrated that the development of MLs requires the support of SLs, skills development, a supportive school culture and combined training for senior and middle leaders which should be facilitated by an independent person. The politics of the popular-music business clearly showed its head at this year�s Grammy Awards. Two worthy artists were vying for New Female artists: Alicia Keys and India Arie. When the winner was called, Alicia Keys walked away with the award (and five others) while India Arie was shut out. I�m convinced that the reason Keys won was not that her work�the strong and ubiquitous Songs in A Minor �was so much better than Arie�s Acoustic Soul. It isn�t. This article examines stakeholder involvement and influence as part of voluntary environmental agreements between regulatory agencies and companies. Ten pilot projects that were part of the U.S. Environmental Protection Agency’s Project XL were examined to evaluate process goals and outcome goals. The ten case studies encompass a range of businesses, locations, and ideas for regulatory “reinvention” projects, and they span a spectrum of stakeholder participation processes and outcomes. Although results point to numerous problems in implementation, they also indicate that in (...) several cases, stake holder groups significantly affected the final project agreement and enforceable permit. The evidence suggests that companies can work collaboratively and constructively with residents of local communities, members of national environmental organizations and other interest groups, and government regulatory officials to craft voluntary environmental agreements that are cooperative and environmentally beneficial. In this paper I will examine how the Mental Capacity Act 2005 regulates the assessment of decision-making capacity in England and Wales. I will argue that there are difficulties in reconciling the Act with how people make decisions in practice. I will explore how ideas from the ethics of care and from phenomenology can be used to take better account of how capacity flows from a person's relationships as well as their individual abilities. This dissertation presents an alternative account of analyticity, as well as arguments for that account. Although an analysis and interpretation of previous accounts of analyticity are presented, the focus is on the analysis of, and the arguments for a solution to, the philosophical problem of the existence of analyticities. The dissertation includes: an initial argument for the philosophical significance of analyticity, an exposition and analysis of the origins and variations of the analytic/synthetic distinction, a presentation of the conventionalist accounts of (...) analyticity, an in-depth analysis of Quine's arguments against the analytic/synthetic distinction, and responses to these arguments, and the alternative account of analyticity along with the status and implications of analyticity, concluding with the arguments for the notion of analyticity offered in this account. Why do species fail to adapt? This has been a long-standing question since Darwin posed it, and is still often asked. How should we evaluate the adaptive success of an organism, and what is the relevant timescale to evaluate adaptation? Over a generation? Across the time span of a species? Here, I frame a perspective on the adaptive process and discuss how adaptation occurs and what factors affect adaptive potential. To provide a broad context for adaptation, I describe generalized species (...) cycles that address how species originate, change over time, and give rise to new species, and I reason that there is an adaptive continuum with three main limits to adaptation: time, chance, and speciation. As a final goal, I identify a set of research problems that this view of adaptation brings to the fore in order to better understand adaptation and its limits. (shrink)

COVID-19 often manifests with different outcomes in different patients, highlighting the complexity of the host-pathogen interactions involved in manifestations of the disease at the molecular and cellular levels. In this paper, we propose a set of postulates and a framework for systematically understanding complex molecular host-pathogen interaction networks. Specifically, we first propose four host-pathogen interaction (HPI) postulates as the basis for understanding molecular and cellular host-pathogen interactions and their relations to disease outcomes. These four postulates cover the evolutionary dispositions involved (...) in HPIs, the dynamic nature of HPI outcomes, roles that HPI components may occupy leading to such outcomes, and HPI checkpoints that are critical for specific disease outcomes. Based on these postulates, an HPI Postulate and Ontology (HPIPO) framework is proposed to apply interoperable ontologies to systematically model and represent various granular details and knowledge within the scope of the HPI postulates, in a way that will support AI-ready data standardization, sharing, integration, and analysis. As a demonstration, the HPI postulates and the HPIPO framework were applied to study COVID-19 with the Coronavirus Infectious Disease Ontology (CIDO), leading to a novel approach to rational design of drug/vaccine cocktails aimed at interrupting processes occurring at critical host-coronavirus interaction checkpoints. Furthermore, the host-coronavirus protein-protein interactions (PPIs) relevant to COVID-19 were predicted and evaluated based on prior knowledge of curated PPIs and domain-domain interactions, and how such studies can be further explored with the HPI postulates and the HPIPO framework is discussed. Organizational virtue orientation (OVO), an organizational-level construct, refers to the integrated set of beliefs and values that support ethical character traits and virtuous behaviors. To advance the study of organizational virtue, we examine OVO in firms making their initial public offerings (IPOs), with respect to key external stakeholders that serve as financial intermediaries (i.e., venture capital firms and underwriting banks). Drawing on stakeholder and resource dependence theories, we argue that mutual interdependencies occur between financial intermediaries and IPO firms such that (...) venture capital firms’ ownership levels and underwriter reputation are positively associated with the selection of more virtuous IPO firms. We also argue for the moderating relationship of IPO firm age on these main relationships; since IPO firms have more history and information availability, less importance will be placed on OVO in the selection process. In support of our hypotheses, the results of this study suggest the organizational virtue of IPO firms influences the selection decisions of financial intermediaries by reflecting positively on these key stakeholders to improve legitimacy and reputation. This article draws on research undertaken by the authors as part of the Administrative Data Research Centre in England. Between 2014 and 2017, we conducted four case studies on government administrative data for education, transport, energy and health. The purpose of the research was to examine stakeholder perspectives about the sharing, linking and re-use of government administrative data. In relation to the role and nature of consent given by data subjects for re-use, our study revealed significant variations in data provider (...) and researcher attitudes. Although our study setting was England, we believe that the findings have wider resonance. Our analysis identified six factors which might account for the variations around consent: the specificities of the legislative framework governing the collection and processing of particular data; the type of data being collected and the relational context in which it is created; the broader information governance framework in which the data resides; the creating organization's approach to data release; the relative levels of risk aversity within the creating organization; and public perceptions and social attitudes. In conclusion, we consider whether consent is still the best mechanism available for data re-use, or whether a social contract model of data sharing should be developed. (shrink)

In 1991, Diane Wood Middlebrook, a professor of English at Stanford University, published a biography of the poet Anne Sexton in which, among other things, she used as source material some 300 tapes of Sexton's psychotherapeutic sessions with her psychiatrist, Dr. Martin Orne. After some years of reluctance and with the concurrence of Sexton's daughter and literary executor, Linda Gray Sexton, Orne released the tapes to Professor Middlebrook. Middlebrook's picture of Sexton drew heavily on the (...) tapes, supplemented by scrapbooks, letters, photos, clippings, unpublished poems, and hospital records. (shrink)

This paper will discuss Edna Millay's influence on Anne Sexton, with particular reference to issues such as gender politics, femininity, performativity, and the female body. Through close comparative readings of some of the two women's most representative poems, I analyze, firstly, how Millay's outspokenness and daring self-presentation as a woman writer facilitated Sexton's handling of material that was previously considered unacceptable for poetry and, secondly, how Sexton expanded the scope of women's writing in a manner that paid (...) tribute to the earlier poet's innovation. My paper maintains that Millay's repeated attempts to explore gender and interrogate the concept of ‘authentic’ femininity anticipated Sexton's overtly feminist works. Ultimately, I am arguing that, despite the literary climate of the 1960s (which urged the rejection of poets like Mi May) and despite her own ambiguous feelings for the earlier poet, Sexton eventually recovered Mil lay as an important literary predecessor for her generation, consistently imitated her artistic posturing, performance strategies, and self-presentation, and finally acknowledged her unique contribution to women's writing. In this article, the authors examine the systemic nature of state violence and racial terror in the context of the Australian settler state and Indigenous deaths in custody. Drawing on Steve Martinot and Jared Sexton’s (2003) concept of a “double economy of terror,” the authors contend that police violence and Aboriginal deaths in custody must be read in terms of the standard operating procedures of a double economy of terror that ensures the institutional reproduction of the Australian settler colonial (...) state. Death in police custody, Perera and Pugliese argue, is coextensive with the larger governmental and administrative apparatuses of the colonial state. In the face of the settler state’s systemic ignorability of the ongoing racialized violence against Indigenous peoples, the authors conclude their paper opposing such a state with an Indigenous voice that refuses tacit acquiescence and that howls with rage at the mounting Aboriginal deaths in custody and rates of Indigenous imprisonment. We find ourselves within (another) new moment of textual production around the trio of race/gender/sexuality— that is, around Blackness or around Black feminism. 36 James Bliss Or, Black invention—where the Black female, femme, feminine, and maternal operate as synecdochic figures for a species of poiēsis.2 In the 1980s, Jacques Derrida wryly called California the “state of theory” as a function of its tectonic instability.3 In the 2010s, Blackness became the state of theory as a function of its coincidence of death and life, ending and beginning, absence and excess, apocalypse and invention. Blackness, in this instance, is as material as it is metaphor, a projection of meaning across both the great ephemeral skin and the body as flesh. This paper is a contribution to the ongoing studies revolving around the fields of Afro-Pessimism and Non-Philosophy. It is focused mostly on a short essay that Francois Laruelle wrote in 1989 called "The Concept of Generalized Analysis or 'Non-Analysis" that eventually became part of a larger work called Theorie des Etrangers, while also drawing on the latter for support. The focus is set not in terms of exegesis or commentary but in tandem with the work of Frank Wilderson III to (...) borrow from both of their works and formulate a move from the "White restrained Unconscious" to the " generalized Unconscious". In the first section I articulate Laruelle and Wilderson's critiques of the common-sense image of the Unconscious. And in the second section I make the move from the White restrained Unconscious to the generalized Unconscious by arguing that the former is embedded within a metaphysical sovereignty of desires that excludes desires. The "White restrained Unconscious" is constituted by what Laruelle calls a "half loss" or a loss which loses itself. For this reason the generalized Unconscious cannot appear within it, for it is an absolute loss, or what Laruelle calls the Joui-sans-Jouissance. The White generalized Unconsicous blocks loss out by a transference mechanism. The opening up of the White restrained Unconscious to the generalized Unconscious which is its Identity in the last instance can only be done by "ending the World". Using Jared Sexton's notion of the "social life of social death" I show that this desire to end the world allows for a seeing from perspective of the "One" which is the subject position of the Non-Analyst and allows for a dualysis of the desires of the White restrained Unconscious.
